The years-long dispute over the Malaysian state of Sabah, on the island of Borneo, has been revived again by a top diplomat of the Philippines.

The Twitter debate started when the US embassy in the Philippines tweeted a reply to the USADI Philippines.

“No country can tell another what it can and cannot say about what the latter regards as rightfully its own,” he said on Twitter. “I am summoning the Malaysian ambassador.”

For more than six decades, Sabah has been a point of debate between the two countries.

Explaining his statement, Locsin cleared by saying that he did not ask on China retracting its statements concerning the Philippines’ arbitral award over its waters in the South China Sea. “It is free to say what it wants while we say and do what needs doing. That holds for Sabah,” he said.

Back in 1878, the sultans of the state of Sulu, who ruled Sabah signed an agreement in which they handed over the territory to British colonialists. However, the Philippines argue that the deal was of a lease, and not a full cession of the territory to them. After World War II, the Borneo state fell under British control and joined the Malaysian federation in 1963.

While the debate of claim on Sabah has been going on since decades, it was back in 2013 when hundreds of Filipino followers claim sovereignty claiming to be descendants of Sulu empire.

Malaysia's Najib Razak to face verdict in first 1MDB case

Former Malaysian Prime Minister Najib Razak has failed to raise reasonable doubt over an abuse of power charge, a high court judge said on Tuesday, in the first trial linked to multi-billion-dollar corruption allegations at state fund 1MDB.

The judge did not immediately hand down a formal verdict and was still reading out his opinion on six other charges.

The former premier arrived in court to shouts of "long live Najib" by hundreds of supporters who had gathered outside.

Wearing a mask and flanked by top leaders of his party, Najib offered prayers just outside the courtroom.

Najib`s lawyers say he was misled by Malaysian financier Jho Low and other 1MDB officials into believing that the funds banked into his accounts were donated by the Saudi royal family, rather than misappropriated from SRC as prosecutors have alleged. Low denies wrongdoing.

Allegations of corruption over 1MDB have hung over Najib for more than five years. But the criminal charges came only after his defeat in the 2018 election when his successor Mahathir Mohamad reopened investigations.

The closely-watched case is seen as a test of Malaysia`s efforts to root out corruption, after Najib`s party was returned to power in February as part of an alliance led by Prime Minister Muhyiddin Yassin.

The verdict could have far reaching political implications.

A guilty verdict could boost Muhyiddin`s credibility with the public, but weaken his coalition, which counts Najib`s United Malays National Organisation (UMNO) as its biggest component - and potentially trigger snap polls.

An acquittal could turn public sentiment against Muhyiddin, and encourage the opposition to challenge the ruling coalition`s two-seat majority in parliament.

The court`s decision comes just days after Malaysia reached a $3.9 billion deal with Goldman Sachs over its role in helping 1MDB raise money.

Malaysian government is deporting an immigrant from Bangladesh who was last spotted in a documentary that highlighted the ill treatment of undocumented foreign workers in Malaysia.

“This Bangladeshi national will be deported and blacklisted from entering Malaysia forever,” Immigration Director General Khairul Dzaimee Daud said, without disclosing the reason behind this deportation.

An arrest warrant was issued for the Bangladesh national Mohammad Rayhan Kabir after a documentary, that released on July 3, showed him complaining Malaysia’s treatment of undocumented foreign workers during the COVID-19 pandemic. Qatar-based media house Al Jazeera came forward and said that many of the people who took a part in the documentary, including participants and staff, were facing abuse, death threats and the disclosure of their personal details on social media.

When Daud announced deportation of Rayhan, the human rights activists came forward and called these arrests inhumane, but in vain. There has been no reason given by the immigration department or Rayhan's employers. Whethere Rayhan was involved in a crime or not is still unclear.

Malaysia to deport Bangladeshi worker who participated in anti-government documentary

Malaysia's government has abruptly abandoned the move to license social media videos after a severe backlash citing undermining of freedom of expression.

Expanding a decades old-law on video production, Communications and Multimedia Minister Saifuddin Abdullah said on Thursday that licenses were needed for videos to be published on social and traditional media platforms.

But in view of the criticism, Saifuddin, in a statement on Friday, said the cabinet had decided against that move.

"Social media users are free to use existing platforms such as TikTok, YouTube and the like, including producing and uploading videos as normal without the need to apply for a license or fear of persecution by FINAS," Saifuddin said, referring to the National Film Development Corporation (FINAS).

The opposition had called the idea of social media users requiring licenses to post videos "unreasonable and backwards".

Over 80% of Malaysia's 32 million population are active social media users, according to the Digital 2020 report by We Are Social and Hootsuite.

Rights groups have accused Prime Minister Muhyiddin Yassin's government of stifling dissent after a series of clampdowns against critics of his four-month-old administration.

A contempt case was brought against a local news portal over readers' comments. Broadcaster Al Jazeera is being investigated for a report on the arrest of migrants, which authorities said was inaccurate, misleading and unfair.

After backlash, Malaysia abandons move to license social media videos

Malaysia on Thursday said a licence would be required to make any video in the country, even those posted on social media platforms like TikTok, sparking a storm of criticism.

Earlier, Communications and Multimedia Minister Saifuddin Abdullah told parliament that licenses were needed "regardless of whether they are mainstream media agencies or personal media that broadcast films on social media or traditional channels."

Critics slammed it as the latest move by authorities to silence dissent and independent media, while others jokingly posted clips of cats, asking if they needed official permission.

Opposition lawmakers accused the government of trying to cast a wide regulatory net on social media content using a 1981 National Film Development Corporation (FINAS) Act, which predates the internet.

The current law regulating video making in Malaysia dates back to 1981, and is a broad piece of legislation that officially requires anyone producing a video to get a licence from a government agency.

Opposition leader Anwar Ibrahim said the minister's interpretation would have a ''chilling effect on free speech''.

Malaysia on Thursday said a licence would be required to make any video in the country, even those posted on social media platforms like TikTok, sparking a storm of criticism. Earlier, Communications and Multimedia Minister Saifuddin Abdullah told parliament that licenses were needed "regardless of whether they are mainstream media agencies or personal media that broadcast films on social media or traditional channels." Critics slammed it as the latest move by authorities to silence dissent and independent media, while others jokingly posted clips of cats, asking if they needed official permission. The current law regulating video making in Malaysia dates back to 1981, and is a broad piece of legislation that officially requires anyone producing a video to get a licence from a government agency. Opposition leader Anwar Ibrahim said the minister's interpretation would have a ''chilling effect on free speech''. Malaysia is considering making face masks mandatory in public places following the emergence of 13 new coronavirus clusters since the government relaxed coronavirus restrictions on people and businesses last month, Reuters report stated on Monday quoting Prime Minister Muhyiddin Yassin. According to Malaysian health authorities the country recorded 21 new coronavirus cases on Monday, taking the total number of cases to since the outbreak began to 8,800 cases and 123 deaths. Monday's was the second straight daily double-digit rise in infections, after Malaysia managed to broadly hold daily growth to single digits since the lockdown was eased on June 10. The number of positive cases climbed by 15 on Sunday, and by 18 two days prior. Muhyiddin was quoted as saying that the string of double-digit daily increases, coupled with the new clusters detected in several states across the country, has led the government to think that it may be necessary to make wearing face masks in public compulsory. "The details will be announced once the relevant regulations are finalised by the government," Muhyiddin said in an address broadcast on national television. Malaysia was among the earlier countries in the region to impose strict curbs on public activity, closing borders, barring mass movement, and ordering all but key sectors to shut operations in March as it fought to contain the spread of COVID-19.

Malaysia on Sunday discovered 110 containers filled with toxic waste. Reportedly, the waste came from Romania and was on its way to Indonesia.

1,864 tonnes of toxic waste

Found at the Port of Tanjung Pelepas where it was dumped last month, the containers housed 1,864 tonnes of electric arc furnace dust (EAFD), which is a deadly remnant of steel production, and contains toxic elements such as lead and chromium.

Allegedly brought from Romania, the containers were falsely declared as concentrated zinc.

Malaysia's Religious Affairs Minister Zulkifli Mohamad has sparked outrage after introducing a proposal to arrest and “educate” transgender people.

The announcement prompted an outcry from activists, who pointed out that in just four months since coming to power the Perikatan Nasional coalition had already clamped down on union members and journalists and banned a book on the 2018 general election in which the previous administration, the Pakatan Harapan, toppled the Barisan Nasional after 61 years.

The proposal is bound to deliver another blow to the already shaky human rights records of the government.

Malaysia`s aviation regulator has temporarily suspended pilots employed by domestic airlines who hold Pakistani licences, after the government of the South Asian nation revealed that many pilots had dubious qualifications.

The Civil Aviation Authority of Malaysia (CAAM) said in a statement on Thursday that the decision came after an evaluation of all foreign pilots in Malaysia. The regulator told Reuters that there are less than 20 Pakistani pilots in the country.

Malaysia is considering a plan to send nearly 300 Rohingya Muslim refugees detained after arriving on a damaged boat back out to sea once the ship has been fixed, two security sources told Reuters on Thursday.

Muslim-majority Malaysia has been a favoured destination for ethnic Rohingya fleeing persecution in Myanmar and more recently, refugee camps in Bangladesh, in search of better prospects.

But Malaysia has said it will no longer accept Rohingya refugees after tightening border controls to rein in the spread of the novel coronavirus.

Malaysia had earlier asked Bangladesh to take back 269 Rohingya refugees, who were detained upon their arrival on June 8, but Bangladeshi officials had rejected the request.

Authorities have now drawn up a plan to send the detainees back out to sea after the boat has been fixed, two Malaysian security sources said. They declined to be identified due to the sensitivity of the matter.

"That is the current plan but no decision has been made yet," one of the sources said.

The boat would be supplied with food and water if the plan to push them out to sea was approved, the source said.

The Malaysian government`s National Taskforce on migrant issues, which includes the maritime agency, navy, police and immigration, did not respond to an emailed request for comment. Nor did Prime Minister Muhyiddin Yassin`s office.

The body of one Rohingya woman was found on the boat but rights groups say more had died while others were left starving after being stranded at sea for months before being rescued.

The Arakan Project, a non-profit group focusing on the Rohingya crisis, urged Malaysia not to send the refugees back out to sea.

"This would amount to refoulement and would be completely inhumane as passengers already died aboard this boat before it was rescued," Chris Lewa, the group`s director told Reuters.

Refoulement means the forced return of refugees to a place where they risk persecution in contravention of international humanitarian and human rights laws.

"Rohingya need protection and cannot be pushed off from one country to another, let alone back to sea."

In recent weeks, Malaysia has turned away at least two boats and detained hundreds of Rohingya already in the country, as well as other undocumented migrants.

The action comes amid heightened public anger towards foreigners in Malaysia, who have been accused of spreading the coronavirus and being a burden on state resources.
At least one boat with as many as 300 Rohingya refugees on board remains at sea, according to rights groups. Some of those on board are believed to be sick.
Its location is not known.

A Malaysian court will deliver its verdict in a case against former prime minister Najib Razak on July 28, the first of several corruption trials he faces over a multibillion-dollar scandal at state fund 1Malaysia Development Berhad (1MDB).

Najib, who was voted out of power in 2018, is facing dozens of criminal charges over allegations that about $4.5 billion was stolen from 1MDB, a state fund he co-founded in 2009.

In the first case against him, Najib has plead not guilty to seven charges of criminal breach of trust, money laundering, and abuse of power over accusations that he had illegally received transfers of 42 million ringgit ($9.84 million) from former 1MDB unit SRC international.

Kuala Lumpur High Court judge Mohamad Nazlan Mohamad Ghazali on Friday set July 28 to issue his verdict, as prosecutors and defence lawyers delivered their closing arguments after a 14-month long trial.

Malaysia has agreed with neighbouring Singapore to suspend until December 31 a project for a high-speed rail link between the capital, Kuala Lumpur, and the city-state, to allow discussion of changes.

The project was first announced by both nations in 2013, and the cost was estimated at about $17 billion. The recent announcement came on Sunday in the wake of the coronavirus-induced crisis.

"The government of Malaysia and the government of Singapore have agreed to resume discussions on the Kuala Lumpur-Singapore high speed rail infrastructure project in the near future," said Mohamed Azmin Ali, Malaysi's minister of international trade and industry.

"The discussions will encompass some of the proposed changes in the commercial and technical aspects of the project," he said in a statement.

Malaysia reported 57 new coronavirus infections on Sunday, taking its tally to 7,819, but with no additional deaths its toll stands at 115.

As far as Singapore is concerned, the city-state is gearing up to lift its circuit breaker measures imposed to curb the coronavirus pandemic after two months, even as the city-state reported 518 new COVID-19 cases on Sunday, taking the total number of infections to 34,884.

Singapore's circuit breaker period will end on Monday, with measures to be progressively lifted in three phase starting the next day.

Of the 518 new cases reported on Sunday, only three cases are among Singaporeans or permanent residents, the Ministry of Health said in its daily update.

As India Malaysia Political ties improved under the new Malaysian PM Muhyiddin Yassin, business ties between the two countries have also seen some breakthrough. While Indian oil refineries are importing more crude palm oil, Malaysian import of rice and sugar from India has reached a record level. Due to the export levy imposed by Indonesians, Malaysian palm oil is comparatively cheaper. The high-level engagement has already started between New Delhi and the new Malaysian government. External Affairs Minister S Jaishankar recently spoke to new Malaysian foreign minister Hishammuddin Hussein. Indian high commissioner to Malaysia Mridul Kumar has also met Malaysian foreign minister Hishammuddin twice. Indian high commissioner was the first envoy received by the Malaysian foreign minister on March 18, the day when he took charge. Ties between Delhi and Kuala Lumpur went downhill under the previous Malaysian government led by Mahathir bin Mohamad. Mahathir had taken a very anti-India stance on several issues, irking New Delhi. However, ties have improved lately and both sides have been working together in COVID-19 pandemic fight. India had sent hydroxychloroquine to Malaysia and both sides have been supporting each other in repatriation efforts. India had allowed more than 18 Malaysian flights, which is one of the largest numbers of flights given go-ahead by India for any foreign country, to leave the country during the lockdown to enable Malaysian nationals to reach home. Meanwhile, India has repatriated a total of around 3200 Indians since mid-march including 1700 under Vande Bharat Mission. More are expected to be repatriated in the coming days.

Muhyiddin, who was once a close subordinate of Mahathir, surprisingly forged an alliance with former ruling party the United Malays National Organisation and ousted Mahathir by securing a parliamentary majority. The Opposition has slammed him for stealing power instead of gaining one through the ballot box.

India has resumed purchases of Malaysian palm oil after a four-month gap following a diplomatic row. The process was spurred by a fall in domestic inventories and discounted prices.

The renewed purchases come amid improving trade relations between the two countries, with Malaysia signing a deal last week to buy a record 1,00,000 tonnes of Indian rice.

This happened after the formation of a new government in Kuala Lumpur.

Malaysia's palm oil inventories jumped to more than 2 million tonnes in April, well above expectations, as production surged to a six-month high and coronavirus lockdown led to a slump in demand.

Leading Indian importers last week contracted up to 2,00,000 tonnes of crude palm oil (CPO) from Malaysia to be shipped in June and July.

India's total palm oil imports for the first four months of 2020 fell by more than 50% from the same period in 2019 to 1.11 million tonnes.

India early this year restricted imports of Malaysian palm oil after then prime minister Mahathir Mohamad criticised policies by New Delhi affecting the country's Muslim minority.

The renewed buying has hence been spurred by low stocks, while India's relations with Malaysia have been improving since a new government was formed in early March.

Malaysian palm oil is now available at a $15 discount to supplies from Indonesia which on Monday raised its palm oil export levy by $5 per tonne.

India buys more than 9 million tonnes of palm oil a year, accounting for nearly two-thirds of its total edible oil imports, and took a record 4.4 million tonnes of Malaysian palm oil in 2019.

Indian purchases of palm oil from Malaysia could rise further if discounts remain.

India has given go-ahead to Malaysia's request for hydroxychloroquine(HCQ), a drug that is being called a game-changer to deal with COVID crisis. Kuala Lumpur had requested hydroxychloroquine from India to deal with COVID even as New Delhi got the request from several countries for the drug. New Delhi has gifted 5 million HCQ tablets to countries in the neighbourhood and the IOR, Africa, Latin America, Central Asia, Eurasia and WANA regions. It is also providing 1.32 million Paracetamol (PCM) tablets to its neighbouring and other partner countries. Total Value of the medicines and other supplies to be gifted by India stands at INR 383 million (about USD 5 million). In addition to this, India has given clearance to commercial consignments of around 285 million HCQ tablets to 40 countries. Commercial consignments of around 500 million PCM tablets for 60 countries have also been cleared. Ties between India and Malaysia are headed towards a positive trajectory under the new leadership. Earlier this month, Indian high commissioner to Malaysia Mridul Kumar met Malaysian foreign minister Hishammuddin Hussein regarding cooperation on COVID-19. That was the second meet between both of them in the last month. Indian high commissioner was the first envoy received by the Malaysian foreign minister on March 18, and on the same day, HC Kumar also called on the new Malaysian PM Tan Sri Muhyiddin. India had allowed eighteen special Malaysian flights for the evacuation of Malaysian nationals since it had imposed a ban on international flights on March 20. This is the biggest number of flights New Delhi allowed for any foreign country. The flights brought back 2,833 Malaysian nationals, which is again the maximum number of citizens repatriated till now for any foreign country.

As Malaysia is under a partial lockdown, palm exports from Malaysia's biggest producer of the edible oil, Sabah State, will be hit by a closure of private jetties due to coronavirus-related curbs, an industry body said on Saturday.

The company accounts for about a quarter of the total palm oil produced in Malaysia, which, after Indonesia, is the second biggest producer and exporter of vegetable oil in the world.

Malaysia initiated a partial lockdown on March 18 and will be continuing it till May 12. There are a total of 5,742 reported positive cases, with 98 deaths and 3,762 recovered patients. The lockdown has affected a lot of businesses.

There are more than 16 jetties that were used to ship fresh fruit bunches, crude palm oils and palm kernels. However, since the April 17 order of partial lockdown, these jetties have been temporarily closed.

"The downstream sector in Sabah which includes the refineries and kernel crushing plants will see their raw materials reduce, thus affecting their production and ability to fulfil the committed supply contracts. "Important of all, they are not able to carry out shipments of finished products for exports to other countries." the Malaysian Palm Oil Association (MPOA) said.
