French President Emmanuel Macron said on Thursday (December 8) that condoms would soon be made available for free for people aged between 18 and 25 years. The step is being taken to reduce unwanted pregnancies and spread of sexually transmitted diseases (STDs). Macron was talking during a health debate with youngsters in Fontaine-le-Comte, a suburb of Poitiers in western France.

"It's a small revolution for contraception," he said.

The plan to make condoms available for free follows the one that began to offer free birth control to all women under 25 years of age. In doing this, a scheme targeting under-18s was expanded to ensure that young women did not stop taking contraception just because they could not afford it.

In France, condoms are already reimbursed by national healthcare system if they are prescribed by a doctor or midwife.

On sexual education overall, "we are not very good on this subject. The reality is very, very different from the theory. It's an area where we need to much better educate our teachers", Macron said.

Macron wore a face mask at the conference, saying he was following "health ministry guidelines", as the government weighs its response to a rise in Covid cases ahead of the holidays, though so far no mask mandates have been reintroduced.

"Faced with the new spread of the epidemic... I think it's good to set an example because we don't necessarily want to return to overall mandates," he said.

Officials are urging people to wear masks in crowded venues and to get Covid vaccine booster shots as winter approaches.

Twitter, now owned by Musk, decided to roll back a policy that was designed to tackle misinformation related to Covid. This has raised risk of false news just when infections are on the rise in China and elsewhere.

Musk acquired Twitter in October. Since then, the world's richest man has restored some accounts that were previously suspended. This includes account of former US President Donald Trump. Last week, Musk said that Twitter will provide a "general amnesty" to some suspended accounts.

Macron's comments have come after a report that the European Union (EU) has threatened Twitter with a ban unless Musk abides by its strict rules on content moderation.

There was no immediate reaction from Twitter or from Musk after Macron's comment.

Musk said last month that Twitter was experiencing a "massive drop in revenue" as advertisers pause spending. He blamed civil rights groups that have been pressing the platform's top advertisers to take action if he did not protect content moderation.

"And the consequence of the IRA is that you will perhaps fix your issue but you will increase my problem. I'm sorry to be so straightforward," he said.

Despite Macron's apparent combative tone, his visit to US is also being seen as an effort to mend ties between the two powers which reached a historic low after US and UK torpedoed a multi-billion dollar deal between France and Australia to strike their own to provide the latter with nuclear submarines.

After Macron's comments, the White House appeared to be in business as usual mode as it underlined that the state visit was about two presidents' "warm relationship."

US advances in the clean energy economy will help Europeans too, Press Secretary Karine Jean-Pierre said. The IRA "presents significant opportunities for European firms as well as benefits to EU energy security. This is not a zero sum game."

In a speech later at the French embassy, Macron insisted on the subsidies issue and said they could become a real sticking point in US relations with Europe.

Macron to visit US, may make a case for European companies

Azerbaijan President Ilham Aliyev declared on Friday (November 25) that he would not hold peace talks with Armenian prime minister in Brussels next month if French President Emmanuel Macron mediates as requested by Armenia. Azerbaijan has been accusing France of backing Armenia over breakaway region of Nagorno-Karabakh. Armenia and Azerbaijan have fought wars over the region.

Aliyev said he won't meet Armenian PM Nikol Pashinyan because of the latter's demand for Macron to attend the talks.

Pashinyan "agreed to the meeting only on condition" that Macron take part, Aliyev told an international conference in Baku. "That means the meeting will not take place."

He accused Pashinyan of attempting to "scupper the peace talks".

Macron and European Council President Charles Michel last month attended a meeting between Aliyev and Pashinyan. The meeting took place in Prague.

On Friday, the Armenian foreign ministry said the meeting in Brussels should have the "same" format.

With Moscow increasingly isolated on the world stage following its February invasion of Ukraine, the EU and the United States have taken a leading role in mediating the Armenia-Azerbaijan peace talks.

On Friday, Kremlin spokesman Dmitry Peskov insisted Moscow was "continuing its work on facilitating" talks between Armenia and Azerbaijan.

Azerbaijan President Ilham Aliyev declared on Friday (November 25) that he would not hold peace talks with Armenian prime minister in Brussels next month if French President Emmanuel Macron mediates as requested by Armenia. Azerbaijan has been accusing France of backing Armenia over breakaway region of Nagorno-Karabakh. Armenia and Azerbaijan have fought wars over the region. Aliyev said he won't meet Armenian PM Nikol Pashinyan because of the latter's demand for Macron to attend the talks. Pashinyan "agreed to the meeting only on condition" that Macron take part, Aliyev told an international conference in Baku. "That means the meeting will not take place." He accused Pashinyan of attempting to "scupper the peace talks". Macron and European Council President Charles Michel last month attended a meeting between Aliyev and Pashinyan. The meeting took place in Prague. On Friday, the Armenian foreign ministry said the meeting in Brussels should have the "same" format. With Moscow increasingly isolated on the world stage following its February invasion of Ukraine, the EU and the United States have taken a leading role in mediating the Armenia-Azerbaijan peace talks. On Friday, Kremlin spokesman Dmitry Peskov insisted Moscow was "continuing its work on facilitating" talks between Armenia and Azerbaijan. French President Emmanuel Macron on Monday (November 14) said any new proposal will not help revive a nuclear deal with Iran and that a "new framework" would likely be needed. He was speaking with France Inter radio.

He was asked whether he believed talks on aimed at renewing an agreement between Tehran and world powers could be revived after significant setbacks in recent months, Macron said: "I would still be very cautious."

"I don't think there will be new proposals which can be made right now [to save the nuclear deal]", he added.

A nuclear deal was struck between Iran and world powers in 2015. But former US president Donald Trump unilaterally took the US out of the deal. Talks to revive the deal have been on for more than a year but there has been little progress.

Macron pointed at the current political situation in protest-hit Iran. He said that 'fragilised' likelihood of reaching a deal with the country.

Western powers last week said it was "essential and urgent" for Iran to explain uranium traces found at three sites in the country. Iran has agreed to a visit by the U.N. nuclear watchdog this month to provide answers on the matter.

Iran nuclear deal: French President Macron does not see room for progress

The world is witnessing the fallout of climate change with catastrophic natural disasters witnessed across the globe. In a bid to decrease&nbsp;carbon footprint and accelerate the use of renewable energy, French senators have ruled that parking spaces with 80 or more cars must have at least half of the spaces covered with solar panels.&nbsp;

As per the bill,&nbsp;the owners of large car parks with more than 400 spaces must fit solar panels within three years. The French government said measures could generate up to 11 gigawatts -- the equivalent of 10 nuclear reactors.&nbsp;

“We must not delay the implementation of the decarbonization of our economy,” reported Forbes, quoting Senator Agnès Pannier-Runacher speaking at the Senate debate.

Starting July 1, 2023, the law would come in effect and the car park owners would have to comply with it. The legislation approved by the French senate coincides with COP27 summit where the world leaders are reiterating their commitment towards mitigating climate change.&nbsp;

The French presidency said on Sunday (October 23) that French President Emmanuel Macron will meet Italy's new Prime Minister Giorgia Meloni later in the day. Macron is currently on an official visit to Italy.

The top official in French President Emmanuel Macron's office has been charged with a conflict of interest, the chief financial crimes prosecutor said Monday.

The move against Alexis Kohler, who holds one of France's most powerful jobs as Elysee secretary-general, came hours after another Macron ally, Justice Minister Eric Dupond-Moretti, was ordered to stand trial in a separate case, also over a conflict of interest.

Kohler is accused over his professional and family links with Italian-Swiss shipping company Mediterranean Shipping Company (MSC) which is run by his mother's cousins, prosecutor Jean-Francois Bohnert said in a statement.

On Monday, Kohler "categorically denied any wrongdoing", his lawyer said, while an official in Macron's office said Kohler remained in his post.

In 2018, Anticor, an anti-corruption NGO, filed a legal complaint against Kohler for illegal influence-peddling concerning contracts awarded to MSC in 2010 and 2011.

Kohler allegedly failed to reveal his family connections with MSC to the French agency for public investment where he worked at the time. 
The case was dismissed the following year, but in 2020, Anticor filed a civil case which usually triggers a probe by an investigating magistrate.

Kohler, whose office at the Elysee is located next to that of the president, is often described as Macron's right-hand man. 
His job involves handling emergencies, major economic and social issues as well as some political decisions.

His lawyer, Eric Dezeuze, said the discovery of evidence linked to the charging would allow Kohler "to prove his innocence". 
But Anticor lawyer Jean-Baptiste Soufron said "the question of his resignation is now on the table".

Macron's administration under pressure

Adding to pressure on Macron's administration, Justice Minister Dupond-Moretti was ordered Monday to stand trial, charged with misusing his position to settle scores with opponents from his legal career.

The former star lawyer is the first sitting French justice minister to be charged in a legal probe.

The accusations relate to administrative inquiries ordered into three judges during Dupond-Moretti's time as minister, which were denounced by critics as a witchhunt.

The three judges had ordered police in 2014 to pore through the phone records of dozens of lawyers and magistrates, including Dupond-Moretti, as part of an investigation into former president Nicolas Sarkozy.

The order to stand trial was issued by the investigation commission of the Law Court of the Republic in Paris, which hears cases of alleged wrongdoing by serving ministers.

'Many irregularities'

But his lawyers, Christophe Ingrain and Remi Lorrain, said they had already appealed, sparking a temporary suspension of the move.&nbsp; 
Lorrain said France's highest appeals court would now pursue the matter.

A source close to the case said it was uncertain when the appeals court would rule on the matter.

Lorrain said there had been "many irregularities" in the case, and the chief prosecutor, Francois Molins, had been "unfair and biased".

The case against Dupond-Moretti goes back to January 2021 when Anticor and a magistrates' union filed a legal complaint, accusing him of using his ministerial powers to take revenge on his enemies in the judiciary.&nbsp;

He was charged the following July.

Despite opposition calls for him to be sacked, Macron re-appointed him as justice minister in a cabinet reshuffle earlier this year. 
France's two main magistrates' unions said the accusations put Dupond-Moretti in an "unprecedented" position.

In a statement they said there could be "another conflict of interest" when Dupond-Moretti, as justice minister, picks a successor to prosecutor Molins who is to retire in June.

"He would get to appoint his own accuser," the unions said.

Anti-corruption NGO Transparency International called for Dupond-Moretti's resignation.

Contacted by AFP, Prime Minister Elisabeth Borne's office declined to comment on whether Dupond-Moretti's job was at risk.

A spokesperson for the prime minister noted simply that "the procedure is ongoing" and that it was organised so as not to affect Dupond-Moretti's business as justice minister.

Perhaps, the most erudite among the heads of P-5 governments, Macron’s intellectual and diplomatic appeal extends beyond France and Europe, which explain his continued engagement with Russian President Vladimir Putin for ending the war in Ukraine.&nbsp;

At a closed-door meeting with France’s top diplomats, Macron said that “the international order is being upended in a whole new way. It is a transformation of the international order. I must admit that Western hegemony may be coming to an end”.&nbsp;

Among the gems Macron dropped at the meeting are:&nbsp;

We have become accustomed to an international order based on Western hegemony since the 18th century. France, the UK, and the US have made the West great for 300 years. We are used to this greatness that gives us absolute dominance over the global economy and politics.&nbsp;

The many wrong choices the US has made in the face of crises have deeply shaken our hegemony. This didn’t just start with Trump. Other presidents made other wrong choices long before Trump: Clinton’s China policy, Bush’s war policy, Obama’s world financial crisis and quantitative easing policy.&nbsp;

On the other hand, we have greatly underestimated the rise of emerging powers ... not just two years ago, but as early as ten or twenty years ago. We underestimated them from the beginning! &nbsp;

China and Russia have achieved great success over the years under different leadership styles. India is also rapidly emerging as an economic power and becoming a political power. &nbsp;China, Russia, India, these countries (can) compare to the US, France and the UK.&nbsp;

Their political imagination is far stronger than (that of) today's Westerners. After they have strong economic power, they start to look for their own "philosophy and culture". They no longer believe in Western politics, but began to pursue their own "national culture". &nbsp;

When these emerging nations find their own national culture and begin to believe in it, they will gradually get rid of the "philosophical culture" that Western hegemony has instilled in them in the past. And this is the beginning of the end of Western hegemony!&nbsp;

A less cerebral and more popular take on this comes from Hungarian Prime Minister Viktor Orbán, who says that the “Ukraine war will end Western prosperity”. &nbsp;&nbsp;

In an interview to a German magazine, Orbán said that the EU will be weaker than before after the end of the war in Ukraine, while other countries and regions will benefit. Firstly, the West could not win the Ukraine war militarily; secondly, the sanctions had in no way destabilised Russia; thirdly, their damage to Europe was immense; and, fourthly, the world had not lined up behind the US and Ukraine.&nbsp;

"A large part of the world demonstratively does not stand behind them: the Chinese, the Indians, the Brazilians, South Africa, the Arab world, Africa," Orbán elaborated. "It is easily possible that it will be this war that demonstratively puts an end to Western superiority”.&nbsp;

Leaders of New Europe and Old Europe, though of different ideological streams, appear to share the same perceptions on the US-led West, its coming decline and the emerging new world order. &nbsp;

At a closed-door meeting with France’s top diplomats, Macron said that “the international order is being upended in a whole new way. It is a transformation of the international order. I must admit that Western hegemony may be coming to an end”. Among the gems Macron dropped at the meeting are: We have become accustomed to an international order based on Western hegemony since the 18th century. France, the UK, and the US have made the West great for 300 years. We are used to this greatness that gives us absolute dominance over the global economy and politics. The many wrong choices the US has made in the face of crises have deeply shaken our hegemony. This didn’t just start with Trump. Other presidents made other wrong choices long before Trump: Clinton’s China policy, Bush’s war policy, Obama’s world financial crisis and quantitative easing policy. On the other hand, we have greatly underestimated the rise of emerging powers ... not just two years ago, but as early as ten or twenty years ago. We underestimated them from the beginning! China and Russia have achieved great success over the years under different leadership styles. India is also rapidly emerging as an economic power and becoming a political power. China, Russia, India, these countries (can) compare to the US, France and the UK. Their political imagination is far stronger than (that of) today's Westerners. After they have strong economic power, they start to look for their own "philosophy and culture". They no longer believe in Western politics, but began to pursue their own "national culture". When these emerging nations find their own national culture and begin to believe in it, they will gradually get rid of the "philosophical culture" that Western hegemony has instilled in them in the past. And this is the beginning of the end of Western hegemony! A less cerebral and more popular take on this comes from Hungarian Prime Minister Viktor Orbán, who says that the “Ukraine war will end Western prosperity”. In an interview to a German magazine, Orbán said that the EU will be weaker than before after the end of the war in Ukraine, while other countries and regions will benefit. Firstly, the West could not win the Ukraine war militarily; secondly, the sanctions had in no way destabilised Russia; thirdly, their damage to Europe was immense; and, fourthly, the world had not lined up behind the US and Ukraine. "A large part of the world demonstratively does not stand behind them: the Chinese, the Indians, the Brazilians, South Africa, the Arab world, Africa," Orbán elaborated. "It is easily possible that it will be this war that demonstratively puts an end to Western superiority”. Leaders of New Europe and Old Europe, though of different ideological streams, appear to share the same perceptions on the US-led West, its coming decline and the emerging new world order. Turkiye on Saturday expressed its displeasure over French President Emmanuel Macron's comments in Algeria. Macron told reporters in Algeria that Turkiye, China and Russia portrayed France as the enemy. Turkiye foreign ministry said that this comment was unacceptable.&nbsp;

"There is immense manipulation," Macron told reporters in Algeria.

"Many political Islam activists have an enemy: France. Many of the networks that are covertly pushed -- ... by Turkey... by Russia... by China -- have an enemy: France."

Turkish foreign ministry spokesman Tanju Bilgic slammed what he described as the French leader's "extremely unfortunate" comments.&nbsp;

"It is unacceptable that... Macron, who has difficulties in confronting his colonial past in Africa, especially Algeria, tries to get rid of his colonial past by accusing other countries, including our country," he said in a statement.&nbsp;

"We hope that France will reach the maturity to face its colonial past without blaming other countries, including our country, as soon as possible."

Macron's three-day visit to Algeria this week has aimed to turn the page on months of tensions with the North African country, which earlier this year marked six decades of independence following 132 years of French rule.&nbsp;

France's efforts for a thaw in relations also come&nbsp;at a point when the European powers&nbsp; are scrambling&nbsp;to replace Russian energy imports after the invasion of Ukraine -- including with supplies from Algeria, Africa's top gas exporter.
