In the wake of multiple hoax bomb threats being sent to airlines, Union Civil Aviation Minister Ram Mohan Naidu said that safety is the top priority of the government and that they are amending the rules to place people who make such hoax calls on the no-fly list.&nbsp;

The government is also considering making such threats a cognisable offence and including&nbsp;provisions for fines and punishment.

Speaking at a press conference on Monday (Oct 21), Naidu said that although the threats were found to be hoaxes, his department as well as the airlines are following a strict protocol.&nbsp;

"It is a very sensitive situation when it comes to such threats; there is an international procedure that we have to follow," the minister said.

Speaking to the media personnel in the national capital, Naidu emphasised two key areas in which legislative action can be taken.

“We have identified two approaches we can explore. First, we are looking at amending the Aircraft Security Rules. One of the proposals is to include individuals responsible for such threats on the no-fly list. Second, we are examining amendments to the Suppression of Unlawful Acts Against Safety of Civil Aviation Act, 1982,” said Naidu.

The minister said that the Bureau of Civil Aviation Security (BCAS) and the Ministry of Home Affairs have been working together to handle the escalating threats.&nbsp;

“We are continuously working with the Home Ministry to monitor and respond to these incidents,” Naidu said.

The series of hoax bomb alerts started this week when threats were issued to three international flights operated by Indian carriers.

"If you look at the last week, eight flights have been diverted. Each threat is assessed individually and our response has been efficient and dynamic. We are also not compromising on safety and security. Even though most of them are hoax threats, we cannot take them lightly. The lives of passengers are important, the security situation is important and protocol is important. We have enhanced security at airports," said the minister.

Naidu said that the protocol is extremely rigid and strict procedures are being followed. He added that they have held various meetings with the airlines and are trying their best to reduce the inconvenience to passengers.

"We are all working towards a common goal. Even one plane getting diverted or delayed is not what we want... There has to be some kind of deterrent and that is what we are doing with our planned amendments to the rules and the Act. We are working with the Ministry of Home Affairs and state law enforcement agencies to speed up the investigations into the threats. The safety and security of passengers and their convenient travel is our utmost priority," Naidu said.

"With the collective efforts of everyone, we are going to see a much better picture in the coming days," he added.

Earlier in the day, CPI(M) national secretary Amra Ram reportedly said that his name has been proposed by his party and the state Congress for the Sikar seat.

After two pandemic years, Dubai International, London Heathrow and Paris Charles de Gaulle returned to the top ten. Police have recovered a hit list from a man who is suspected of shooting dead a retired judge. The list has names of leading Democrat and Republican figures, including US Senate Minority Leader Mitch McConnell and Michigan Governor Gretchen Whitmer.

John Roemer, 68-year-old former Juneau County Circuit Court judge, was found dead at his residence in New Lisbon, Wisconsin, on Friday evening. Police officers found him zip-tied to a chair with gunshot wounds, reports CBS news.

The enforcement officers responded after receiving a 911 call informing of an armed person breaking into in the residence and firing two shots, according to Wisconsin Attorney General Josh Kaul.

The caller had exited the home and contacted law enforcement from a nearby home. 911 dispatch audio indicated that Roemer’s son may have been home when the shooting occurred.

The Juneau County Special Tactics and Response Team responded and attempted to negotiate with the alleged shooter before entering the home. Inside, they found Roemer dead, and a 56-year-old man in the basement who had sustained a self-inflicted gunshot wound, Kaul said.

The suspect was later identified as Douglas Uhde. He was then transported to a nearby hospital in critical condition.

The case is being investigated as a homicide and an act of domestic terrorism.

"This does appear to be a targeted act," Kaul told reporters Friday.

"The individual who is the suspect appears to have had other targets as well. It appears to be related to the judicial system."

According to CBS, citing the Wisconsin court records, Roemer was involved in Uhde's sentencing for a 2002 criminal&nbsp;conviction.

In 2005, he sentenced Uhde to six years in state prison and nine years extended supervision for armed burglary, a felony, with concurrent sentences for three lesser counts. Uhde had pleaded no contest to the charges.

Suspect who killed retired US judge had hitlist containing names of leading Democrat & Republican figures

Roman Abramovich, one of the world's richest men who owns the Chelsea Football Club in the UK, was on Thursday added to the UK government's sanctions list against Russian oligarchs with known links with President Vladimir Putin.

The UK Foreign, Commonwealth and Development Office (FCDO) said Abramovich, worth more than 9 billion pounds (USD 11 billion), is on a new list of seven wealthy Russians whose business empires, wealth and connections are closely associated with the Kremlin.

These oligarchs, with a collective net worth of around 15 billion pounds (USD 19 billion), will have their assets in the UK frozen, be banned from travelling to Britain and no UK citizen or company would be allowed to do business with them.

"There can be no safe havens for those who have supported Putin's vicious assault on Ukraine,"&nbsp;said British Prime Minister Boris Johnson.

"Today's sanctions are the latest step in the UK's unwavering support for the Ukrainian people. We will be ruthless in pursuing those who enable the killing of civilians, destruction of hospitals and illegal occupation of sovereign allies," he said.

Given the significant impact that sanctions on Abramovich would have on the Chelsea Football Club and potential knock on effects, the UK government has also published a licence which authorises a number of football-related activities to continue at Chelsea.

This includes permissions for the club to continue playing matches and other football related activity which will in turn protect the Premier League, the wider football pyramid, fans and other clubs.

"This licence will only allow certain explicitly named actions to ensure the designated individual is not able to circumvent UK sanctions. The licence will be kept under constant review and we will work closely with the football authorities,"&nbsp;the FCDO said.

Others newly-sanctioned by the UK include leading industrialist Oleg Deripaska worth 2 billion pounds (USD 2.6 billion), and Rosneft CEO Igor Sechin.

A further group of Russia-based oligarchs close to Putin have also been placed under sanction&nbsp;including Andrey Kostin, Chairman of VTB bank; Alexei Miller, CEO of energy company Gazprom; Nikolai Tokarev, president of the Russia state-owned pipeline company Transneft; and Dmitri Lebedev, Chairman of the Board of Directors of Bank Rossiya.

"Today's sanctions show once again that oligarchs and kleptocrats have no place in our economy or society. With their close links to Putin they are complicit in his aggression,"&nbsp;said UK Foreign Secretary Liz Truss.

"The blood of the Ukrainian people is on their hands. They should hang their heads in shame. Our support for Ukraine will not waver. We will not stop in this mission to ramp up the pressure on the Putin regime and choke off funds to his brutal war machine," she said.

The sanctions are described as the latest step in the UK's response to Putin's illegal and "unprovoked invasion", designed to ensure he fails in Ukraine by crippling Russia's economy supporting his war machine.

The UK has previously sanctioned more than 200 of Russia's most significant and high-value individuals, entities and subsidiaries since the conflict began, with over 500 of them now covered by the UK's sanctions list.

Britain's fast-tracked Economic Crime Bill, which comes into force next week, is designed to significantly simplify the process of imposing sanctions, allow the UK to more easily sanction individuals, stop oligarchs threatening the UK with multi-million pound lawsuits for damages at the taxpayer's expense and also allow the UK to mirror allies' designations.

"The UK will keep going further, faster and deeper to punish Putin's regime for this callous war,"&nbsp;the FCDO said, adding that it will continue to lead global efforts to provide Ukraine with economic, diplomatic, humanitarian and defensive support.
