The young, 35-year-old leader edged out socialist rival Luisa Gonzalez and won the election with about 52 per cent of the votes.

He is the son of Ecuador's richest man, banana tycoon Alvaro Noboa, who unsuccessfully attempted to become Ecuador's president but lost five times. He is married and has two children.

The president-elect rose out of obscurity and entered the limelight for wearing a bulletproof vest to a televised presidential debate. At the debate, which took place shortly after the broad daylight assassination of Noboa, he claimed to have received death threats.

He will hold the president's post for only around 17 months — from December this year until May 2025 — and will face the ballot in 2025. Under Ecuador's laws, he can run again for president for the 2025-29 term and the one after that.&nbsp;

<h2>Education, career and previous political experience</h2>

Daniel Noboa, as per AFP, has studied business administration at New York University and has a public administration degree from Harvard's Kennedy School.&nbsp;

<h2>Campaign promises</h2>

On Sunday, addressing his supporters, Noboa said that he intends to "give progress to a country... that has all the elements to be a global example."

As per AFP, Noboa, who identifies as "centre-left" embraces neoliberal economic thinking and has vowed to prioritise job creation through tax incentives and credit facilities to help small businesses.

He has also proposed the introduction of a jury system to judge corruption cases. Corruption, as per AFP, happens to be one of the biggest challenges faced by Ecuador.&nbsp;

To address yet another enormous challenge: drug trafficking, he has pledged to beef up security at ports and airports, proven hot spots for drug smuggling.

Noboa also wants to militarise the nation's borders and create an offshore prison on barges or ships that will be used to isolate violent inmates.

Furthermore, Noboa has said that he will balance meeting Ecuador's foreign debt obligations with the needs of the population.

Daniel Noboa, as per Reuters, made a special point to woo young voters — holding events at universities toward the end of the campaign.

This year, as per AFP estimates, 13 million Ecuadoreans between the ages of 18 and 29 were obliged to vote.&nbsp;

He also made extensive use of social media, in fact, he ran much of his campaign online.&nbsp;

At one time, thanks to viral videos of "Noboas" posted by citizens, his name even emerged as a trend on social media platforms like X and TikTok. With more than 90 per cent of the votes counted, Daniel Noboa emerged as the victor winning over 52 per cent of the votes.&nbsp;

His leftist adversary Luisa Gonzalez won about 48 per cent of the votes.

However, polls as per Reuters showed the contest would be much closer; several put Noboa and Gonzalez the two leading candidates within the margin of error of each other.

Calling on the president-elect to fulfil his promises to students and the elderly, Gonzalez congratulated Noboa him on his victory, said: "Daniel Noboa, our profound congratulations, because this is democracy."

Speaking on behalf of the aggrieved family, Yousef Hannon, another uncle of the victim, claimed that the suspect 71-year-old Joseph Czuba was very friendly with the little boy and his family.

Talking to the BBC, he stated that Czuba "brought him (Wadea al-Fayoume) gifts, he brought him some toys."

<h2>Overflowing grief</h2>

In Illinois, United States, hundreds of people came together to pay their last respects to six-year-old Wadea al-Fayoume, who on Sunday was attacked in his home.

The Monday funeral saw the Mosque Foundation in the Chicago suburb of Bridgeview overflow with people, with some paying their respects on the pavement outside.

Mourners, as per BBC, came from all over the area to express their anger and grief. Among them, some voiced their concerns about other Muslim children.

Talking to BBC, a mother of three said: "I'm shocked, but I'm not surprised."

As per the police, the little boy was attacked because he was Muslim.&nbsp;

In a court filing, Assistant State's Attorney Michael Fitzgerald alleged that Czuba, who was the landlord to the Muslim family, was angry at the little boy's mother "for what was going on in Jerusalem."

"She responded to him, 'Let's pray for peace,'" wrote the prosecutors.&nbsp;

"Czuba then attacked her with a knife," they added.

They claim that the landlord grew paranoid about the presence of the Palestinian-American family in his house.&nbsp;

The child was stabbed 26 times with a military-style knife, reports Al Jazeera. The mother too suffered a dozen stab wounds, but she is expected to survive the senseless crime.

The man entered her house yelling, "You Muslims must die!" said the woman in a text to her husband. The texts, according to the Guardian, have been shared by CAIR International, the largest Muslim civil rights organisation in the US.&nbsp;

As per the woman, her landlord also tried to choke her, and when she ran to the bathroom to call 911, he stabbed her son.

"It all happened in seconds," said the woman in a text.&nbsp;

The child was stabbed 26 times with a military-style knife, reports Al Jazeera. The mother suffered a dozen stab wounds and is expected to survive the senseless crime.

<h2>The alleged murderer</h2>

Police have identified the suspect as 71-year-old Joseph M Czuba, who as per a statement did not "make any statements to detectives regarding his involvement in this heinous attack."

However, "despite the suspect not providing a statement to detectives, personnel were able to gather enough information through interviews and evidence to formally charge Joseph Czuba with numerous criminal offences."

Police transported the victims to the hospital, where the child was pronounced dead. The woman was hospitalised in serious condition.

In a statement, CAIR said: "We are shocked and disturbed to learn that a landlord in Chicago expressing anti-Muslim and anti-Palestinian views broke into a Muslim family's apartment and attacked them with a knife, injuring the mother and killing her 6-year-old son, Wadea Al-Fayoume."

Naim also claimed that the group was "really worried" about their safety due to Israeli aggression.

"We are really worried that since the Israeli aggression is everywhere in Gaza, they might be the victims of the Israeli army bombardment just like our people," he claimed.

Caroline Ellison, a close associate and&nbsp;former girlfriend of Sam Bankman-Fried, on Wednesday testified that she was "terrified" that the truth would come out and that she was relieved when the FTX crypto exchange collapsed last year.

Ellison, the former co-CEO of Alameda Research, Bankman-Fried's crypto hedge fund, in a teary testimony during the fraud trial revealed that her former boyfriend had led her to commit fraud.

As per Ellison's testimony, Bankman-Fried directed her to falsify Alameda's balance sheets. This was supposed to keep lenders at bay amid a downturn in cryptocurrency markets in 2022.

The Stanford University graduate also disclosed that&nbsp;Bankman-Fried instructed her to use the fund's line of credit on the FTX cryptocurrency exchange to repay loans in June 2022.

During her testimony, Ellison emphasised that Bankman-Fried did not adhere to principles like "don't lie" and "don't steal" and described himself as a "utilitarian" who believed that the most crucial rule was to achieve the greatest good for the greatest number of people.

<h2>Bankman-Fried's not guilty plea</h2>

Ellison, along with two other former members of Bankman-Fried's inner circle, have pleaded guilty to fraud charges. They've also agreed to cooperate with the Manhattan US attorney general's office, reports Reuters.

However, Bankman-Fried has entered a not-guilty plea to two counts of fraud and five counts of conspiracy. He also contends that while he made mistakes running FTX, he never intended to steal funds.

It also remarked that the crises showed the limitations of the US strategy for hegemony and the nation's goal of becoming the global superpower.

The recoveries have been handed over to Churachandpur Police Station for further investigation.

During the operation, a medical camp was also organised and essential items were distributed at Gothal-Phoulijang village as part of the civic action&nbsp;programme.

The organisation further shared links to two videos that were circulated on social media platforms, asserting that they showcase the use of "155mm white phosphorus artillery projectiles, seemingly for the purpose of creating smokescreens, marking, or signalling." Both videos show scenes near the border shared by Israel and Lebanon, said Human Rights Watch.

However, as per Reuters, the group did not provide links to videos showing their alleged use in Gaza.

<h2>Israel denies accusation</h2>

Reuters reports that when asked for comments on the Human Rights Watch's accusations, the Israeli military said it was "currently not aware of the use of weapons containing white phosphorus in Gaza."

White phosphorus refers to weaponised phosphorus, which, as per Reuters, is used to incinerate enemy positions.

Its use on the battlefield is legal for the purposes of making smoke screens, generating illumination, marking targets or burning bunkers and buildings.

Because of its legal uses, international conventions don't ban its use as a chemical weapon. However, white phosphorus is known to cause serious burns and spark fires.

Previously, in 2013, Israel's military announced plans to phase out the use of white phosphorus smokescreen munitions. It had used the munitions during the 2008-2009 offensive in Gaza, this had drawn allegations of war crimes from several rights organisations.

The Indian Union Ministry of Home Affairs has upgraded the security of the nation's External Affairs Minister S Jaishankar to Z category, after a Khalistani group in Canada put up posters&nbsp;labelling the minister&nbsp;and two others, 'enemies of Canada'. As per reports, some posters also call for his assassination.

The posters feature images of Jaishankar, along with Indian Prime Minister Narendra Modi, and Indian high commissioner to Canada Sanjay Kumar Verma.

<h2>Heightened security</h2>

These posters were put up by a Khalistani group called Sikhs for Justice (SFJ) on Tuesday, reports Hindustan Times.

Indian EAM Jaishankar will now be guarded by the VIP security wing of the Central Reserve Security Force (CRPF), which guards around 176 people in the country. His protection detail will consist of 22 personnel, including 4-6 NSG commandos and police personnel.

The report further cites a Delhi Police officer, who, speaking on the condition of anonymity, said that police had also received inputs of threats to Jaishankar from separatist groups.

As per the report, the posters also announce that a 'referendum' over the carving out of a separate state of "Khalistan" out of India will be held outside the Guru Nanak Sikh Gurdwara, Surrey, British Columbia.

The Gurudwara is where Khalistani terrorist Hardeep Singh Nijjar was killed by unidentified men on June 18th.

<h2>Hamas-like attacks</h2>

This comes as Khalistani extremist leader Gurpatwant Singh Pannun in a video threatened India of a Hamas-like attack.&nbsp;

Pannun, a designated terrorist under India's Unlawful Activities Prevention Act (UAPA), can be heard saying: "People under illegal occupation from Punjab to Palestine will react. And violence begets violence."

US nuclear-powered carrier, the USS Ronald Reagan, is currently stationed in Busan, South Korea, following a recent two-day joint maritime exercise with ships from South Korea and Japan, reports AFP.&nbsp;

The exercise follows the most recent edition of the annual US-South Korean Ulchi Freedom exercises. Pyongyang, as per the news agency, perceives the US-South Korean Ulchi Freedom exercises as a rehearsal for invasion.&nbsp;

Additional drills are scheduled for next week, announced Seoul's Joint Chiefs of Staff.

North Korea slams US aircraft carrier visit to South Korean port, calls it 'undisguised provocation'

US further boosting military support to Israel will feature among the topics of discussion.

Before boarding a plane for Israel, he told reporters: "I'm going with a very simple and clear message ... that the United States has Israel's back."

A top objective for Blinken during this visit will be to deliver a message, largely directed at Iran and Iran-backed groups like Lebanon's Hezbollah, to stand down and stop an escalation of the conflict.

Also on the agenda is a visit to Jordan and other countries in the region. However, as per Reuters, it seems like a visit to West Bank is not on the cards.

US President Joe Biden has warned Iran against getting involved in the ongoing Israel-Hamas conflict.&nbsp;

The tribunal ruled that the Sikh man, who had "housed and fed" armed Khalistani militants in India over a decade, did so primarily "out of necessity" and a genuine fear of repercussions, reports the National Post newspaper.

<h2>Earlier barring overturned</h2>

Previously, the Canadian government had taken the decision to bar Ram from entering the country.&nbsp;

The decision was made after he revealed to Canada Border Services Agency officers during an interview that he had "on and off" sheltered and fed armed Sikh militants on his farm in India between 1982 and 1992.

However, Worsfold found that the government's evaluation of Ram's involvement with the armed militants during that time was overly harsh.&nbsp;

As per the judgement, the government had failed to acknowledge that Ram had repeatedly said that he had provided shelter to these individuals because he was afraid of the "consequences" if he had refused.

This ruling comes at a time when India and Canada experience frigidity in their relations. Tension between the two nations escalated when Canadian Prime Minister Justin Trudeau made allegations of 'potential' involvement of Indian agents in the killing of Khalistani extremist Hardeep Singh Nijjar. These claims were vehemently rejected by India and labelled as 'absurd' and 'motivated.'

Hardeep Singh Nijjar, a Canada-based pro-Khalistani, was killed on Canadian soil on 18 June 2023. Nijjar, a designated terrorist in India, was shot and killed in the parking lot of Guru Nanak Sikh Gurdwara in Surrey, British Columbia.

Following the killing, relations between India and Canada have soured significantly, with the Canadian government expelling a senior Indian diplomat. In retaliation, India too expelled a senior Canadian diplomat.

Despite doubts circulating on social media, i24News reporter Nicole Zedeck strongly defended her account and said, "I wish that it wasn't true."

She had reported that on Tuesday, at a kibbutz near the Gaza border, 40 infants and young children were brutally murdered, with some decapitated.

Appearing on "The Clay Travis &amp; Buck Sexton Show," Zedeck recalled the gruesome scenes she witnessed while walking through a community near the Gaza border.

"I witnessed some of those scenes with my own eyes as we were walking through this community that may be a quarter of a mile from the Gaza border. The atrocities that were still left behind, children, cribs, baby cribs overturned on their side, splattered with blood... Horrible, horrible images," she said.

Calling the bloodshed witnessed by Israeli soldiers as an "apocalyptic scene," she said that there were no "words to describe what they've seen."

"Babies' heads cut off. That's what they encountered when they came there."

"So as horrible as it is, and I wish that it wasn't true. And I see how those images and those words are hard to comprehend because it's hard to comprehend how anyone could commit such heinous, heinous crimes. But that's exactly what happened in just one of the kibbutz communities," she added.

<h2>'Why aren’t you showing the babies?'</h2>

When a commentator's sound bite doubting her report was played, she slammed the nay-sayers and said, "You know, it's sickening, really, that people are asking, 'Where are the babies? Why aren’t you showing the babies?'".

Zedeck also credited Israeli soldiers for undertaking the agonising task of transporting the children's lifeless bodies into ambulances.

A spokesperson for Israel PM Benjamin Netanyahu on Wednesday confirmed reports of babies and toddlers found with their "heads decapitated," in southern Israel.

US President Joe Biden, too, claimed to have seen photos corroborating claims of decapitated bodies.

California citizens can now wipe all their personal information off the internet. On Tuesday (Oct 10th), California governor Gavin Newsom signed into law, a bill that enables residents to put in a request for the deletion of all their personal data from the coffers of data brokers in the state.&nbsp;

<h2>Delete Act</h2>

The bill called Delete Act or SB 362 was originally introduced back in April 2023, by California Senator Josh Becker. This bill aims to give Californians more control over their privacy by enabling data deletion from a single page bypassing the previous tedious process.

However, the earlier law requires individuals to file a request with each individual company.

The bill, as per The Guardian report, reinforces that all data brokers in the state must register with the California Privacy Protection Agency (CPPA).

It also requires the CPPA to establish an easy and free way for residents&nbsp;to request data deletion through "a single page".

<h2>Is there a penalty for non-compliance?</h2>

Data brokers that don't comply with these rules can be fined and otherwise penalised.

As per an earlier report by Digiday, data brokers that fail to register with the CPPA would be fined $200 each, additionally failure to comply with data deletion requests will attract a $200/day fine per request.

In a letter, a group of trade bodies said that "absent this data, smaller enterprises will lose a critical path to reach and attract new customers, and consumers overall will have less exposure to new products and services that may interest them."

The suit filed on Tuesday (Oct 10th) is only the latest action challenging the popular app in the United States. Indiana and Arkansas had launched similar lawsuits against the video-sharing platform earlier.

Utah's suit has been filed in the state court. It alleges that videos on TikTok leverage "highly powerful algorithms and manipulative design features — many of which mimic features of slot machines" and claims that as a result of these "manipulative" tactics, young consumers get hooked.

Reuters reports that in the filing, Utah Attorney General Sean Reyes said: "What these children (and their parents) do not know is that TikTok is lying to them about the safety of its app and exploiting them into checking and watching the app compulsively, no matter the terrible effects it has on their mental health, their physical development, their family, and their social life."

<h2>What action is Utah seeking?</h2>

As per Reyes, Utah's investigation into TikTok is ongoing. The Utah Attorney General, as per Reuters, also said that he will next week ask a court to compel TikTok's compliance with investigative subpoenas.

Utah, according to the report, is seeking civil penalties and an injunction that will prohibit TikTok from violating a consumer protection state law which shields them from deceptive business practices.

Responding to the suit, TikTok said that it "has industry-leading safeguards for young people, including an automatic 60-minute time limit for users under 18 and parental controls for teen accounts."

TikTok, which is owned by ByteDance, a China-based company, has more than 150 million users in the US.

The company is already facing multiple lawsuits across the US. Last year, a group of Republican lawmakers had alleged that "many children are exposed to non-stop offerings of inappropriate content that TikTok’s algorithm force-feeds to them."

In December, Indiana sued the app. The case is pending in the state court. Arkansas launched its suit in March. The case that also involves Facebook-parent Meta accuses the social media companies of "pushing addictive platforms."

The state of Montana went one step further and banned the use of the app in the state. However, TikTok is seeking to block the ban which takes effect on Jan 1st. A hearing of the lawsuit is scheduled for Thursday (Oct&nbsp;12).

The KIA is currently investigating the nature of the strike that struck the camp near Laiza town, situated along the border with China.

As per Colonel Naw Bu, they "did not hear any aircraft." This has prompted suspicions that the military may have employed a drone to carry out the strike.&nbsp;

In Israel's Ofakim, a woman reportedly distracted the Hamas for 15 hours, before being rescued.&nbsp;The woman has been identified by Israel's Channel 12 News as Rachel Adari.

The couple's son, a police officer, was on the outside, helping the YAMAM counterterrorism force plan a rescue. Aware of the fact, Rachel decided to buy some time.

She told Channel 12 that she could see that the Hamas operatives were agitated, and that's when she came up with a plan.

"I made them coffee and gave them cookies. They started singing Lior Narkis (Israeli singer's) songs to me. I distracted them. I knew my son was helping the YAMAM and that they would come rescue me."

The next few hours were spent waiting, hoping to be rescued.

At around midnight, the couple saw the IDF approaching.

Reportedly, Hamas led Israel to believe that it was war-weary by providing economic incentives to Gazan workers. However, at the same time, the group's fighters were being trained and grilled 'often in plain sight'.

<h2>Caught off guard: The Israel-Hamas war</h2>

Israel too has conceded that it was caught off guard by the attack that coincided with the Jewish Sabbath and another religious holiday.

Israeli Defence Forces spokesperson Major Nir Dinar has described the attack as "our 9/11."&nbsp;

"They got us," said Dinar, adding that "they surprised us, and they came fast from many spots - both from the air and the ground and the sea."

An Israeli security source also acknowledged Israel's security services were duped by Hamas.&nbsp;

Reportedly, Hamas set up a mock Israeli settlement in Gaza to train its fighters. The Hamas operatives used this to practice a military landing and storm the mock settlement. As per the Hamas source, they even made videos of the manoeuvres.&nbsp;

"Israel surely saw them, but they were convinced that Hamas wasn't keen on getting into a confrontation," said the source, adding, "Hamas was able to build a whole image that it was not ready for a military adventure against Israel."

In the last couple of days, after Hamas stormed into Israel towns, 700 Israelis have been killed and dozens of others have been abducted. In retaliation, Israel has killed more than 400 Palestinians in its attack on Gaza.

"The suspect was later pronounced deceased at the hospital. This is an open and active investigation," said the spokesperson.

Winters also disclosed that the police were coordinating with investigators from the US State Department.

"There's very little information that we can give at this time."

In a statement, San Francisco's Chinese diplomatic post called it "a serious threat to the safety of the staff and people at the scene".

It said that an "unidentified person drove violently into the document hall of the consulate, posing a serious threat to the safety of the staff and people at the scene, and causing serious damage to the facilities and property of the consulate."

The advisory was issued after an earthquake near Torishima Island at 5:25 am JST on Monday (8:25 pm GMT, Sunday), according to the Japan Meteorological Agency (JMA).&nbsp;

As per figures by the United States Geological Survey, the quake measured&nbsp;4.9 on the Richter scale.

According to the Japan Meteorological Agency, 280 kilometres (170 miles) south of Tokyo, Hachijojima island was hit by tsunami waves of height 60 centimetres (24 inches). Smaller tsunami waves of 40cm and 20 cm were recorded in the western Kochi prefecture and southern Miyazaki prefecture, respectively.

Seismologists from JMA, as per an AFP report, said there were no immediate reports of damage from the minor waves generated.

However, despite that, Tateyama city of Chiba, located near Tokyo, had urged residents in coastal areas to evacuate after the advisory.

During a press conference, JMA official Toshihiro Shimoyama warned that "it is dangerous in the sea and near the coast".

As per Reuters, PM Albanese's centre-left Labor government backs the referendum. However, the opposition Liberal-National conservatives are gearing for a "No" vote on October 14.&nbsp;

An opinion poll from last week found that nationally, only 38 per cent were in favour.

However, Albanese says he is hopeful. Talking to ABC, he said "I'm optimistic."&nbsp;

"Whether it be Shepperton or Sydney or Brisbane, Melbourne, the places I've been, Hobart, Adelaide in the last week, have been extremely positive."

AFP reports that Noel Pearson, an Indigenous lawyer and land rights activist, one of the architects of the "Voice" proposal, said that Australians now face a "moral choice".

He said that "One choice will bring us pride and hope and belief in one another and the other will, I think, turn us backwards and bring shame to the country," he told Australian broadcaster ABC.

"'Yes' is a moral choice and 'no' would be a travesty for the country, and we will possibly never live it down."

A Chinese-born independent blogger has alleged that China had a hand in the killing of separatist leader, Hardeep Singh Nijjar.&nbsp;

Jennifer Zeng, as per reports, claims that agents of the Chinese Communist Party (CCP) were involved in the Canada killing and that China's "purpose was to frame India creating discord between India and the West".

Zeng as per ANI, also alleged that the killing was part of the CCP's sinister "Ignition Plan" to disrupt the world. This strategy reportedly is in line with Chinese Premier Xi Jinping's military strategy regarding Taiwan.

Dubbing the killing an assassination, the US-based journalist, rights activist, in a video posted on social media platform X, said, "Today shocking revelations about the 'assassination' of Sikh religious leader, Hardeep Singh Nijjar, in Canada have emerged from within the CCP. It is alleged that the 'assassination' was carried out by CCP agents."

Zeng attributed the information to the Chinese writer and YouTuber Lao Deng, who she said lives in Canada now.

"Lao stated that in early June this year, as part of their disruption initiative 'Ignition Plan', the CCP Ministry of State Security sent a high-ranking official to Seattle, USA. A secret meeting was held there... The objective was to sabotage relations between India and the West," she claimed on X.

"The agents were tasked with assassinating Hardeep Singh Nijjar, the Sikh leader in Canada. Following the meeting, the CCP agents meticulously executed the killing plan," she added.

As per Zeng, on June 18, CCP agents "armed with silenced guns tracked Nijjar."

She alleged that once "the deed was done," the assassins "destroyed the dash camera in Nijjar's car to erase any evidence. After the crime, the agents fled, they burned their weapons and disguises to destroy all traces. The next day, they left Canada in airplanes."

<h2>Framing India</h2>

Zeng alleged that as part of Beijing's scheme to frame India, the CCP agents learned Indian-accent English.&nbsp;

"They purposely spoke in Indian accent English... In fact, these actions were part of the scheme by CCP secret agent to frame India."

Hardeep Singh Nijjar, a Canada-based pro-Khalistan leader, was killed on Canadian soil on 18 June 2023. Nijjar, a designated terrorist in India, was shot and killed in the parking lot of Guru Nanak Sikh Gurdwara in Surrey, British Columbia.

Following the killing, relations between India and Canada have soured significantly, with the Canadian government expelling a senior Indian diplomat and accusing New Delhi of playing a role in the killing.

India was quick to outrightly reject the claims, calling them 'absurd' and 'motivated'. The nation then retaliated by expelling a senior Canadian diplomat.

Pratt would go on to discuss this with at least 45 others,&nbsp;including 11 of his company's employees, 10 Australian officials, six journalists, and three former Australian prime ministers, reports ABC News, citing sources.

The 14th Dalai Lama, as per a press statement released on Wednesday (Oct 4th), expressed his grief over the loss of life and widespread damage to property.

A letter to Prem Singh Tamang, Chief Minister of Sikkim, read, "His Holiness the Dalai Lama expressed his sadness about the loss of life and widespread damage to property that has occurred in Sikkim as a result of the flash flood that took place in the Teesta River Valley last night."

"I offer my condolences to families who have lost loved ones…as well as others affected by this disaster, and pray for their welfare," wrote the Tibetan spiritual leader.

He also said that as a mark of his solidarity with the affected people, he has instructed the Dalai Lama Trust to extend financial aid towards relief and rescue efforts.

<h2>Latest toll</h2>

As per ANI, all the 14 people who lost their lives in the calamity were civilians. At least 102 people are missing, and over 3,000 are believed to be stranded. Around 12 to 14 workers who were working on the Teesta Stage 3 dam in Chungthang are among the missing.

Missing people have been reported from Chungthang in Mangan district, Dikchu, Singtam in Gangtok district and Rangpo in Pakyong district.

"There are 12–14 workers still stranded in the tunnels of the dam. Collectively, across the State, 26 people have been reportedly injured and rushed to the hospitals. While 23 Army personnel in Bardang are still missing. They had a convoy vehicle which was parked adjacent to the highway which got submerged in the sludge," Sikkim Chief Secretary VB Pathak told media.

<h2>What happened in Sikkim?</h2>

As per Pathak, on Tuesday night (Oct 3rd), Sikkim's Lhonak Lake "received a cloudburst around 10:42 pm."

"Thereafter, the lake breached its embankment and made its course towards the Teesta River. Soon different parts of the Teesta basin reported a rise in water, with particularly alarming levels in Chungthang where the Teesta Stage 3 dam was breached," he added.

One platoon of the National Disaster Response Force (NDRF) is already engaged in rescue efforts. The state government has requested three extra platoons. The request has been approved by the Indian central government.

<h2>"High illegal entry"</h2>

On Thursday, US Homeland Security Secretary Alejandro Mayorkas in a notice in the US Federal Register said that there was "an acute and immediate need to construct physical barriers and roads in the vicinity of the border of the United States in order to prevent unlawful entries."&nbsp;

The new section of the Mexico wall, as per AFP, will be built in the Rio Grande Valley Sector of the US-Mexico border, which is a "high illegal entry" area, said Mayorkas. The Rio Grande Valley Sector, as per the US Homeland Security Secretary, has been the location of more than 245,000 illegal entrants this fiscal year.

<h2>Biden's stand on the wall</h2>

The day he took office in January 2021, Biden announced, "no more American taxpayer dollars be diverted to construct a border wall".

He also said there would be a review of all the resources that had already been committed.

He had proclaimed: "Building a massive wall that spans the entire southern border is not a serious policy solution."

After 'quietly' announcing the plans for the new addition to the pre-existing wall,&nbsp;Mayorkas said there was "no new Administration policy with respect to border walls. From day one, this Administration has made clear that a border wall is not the answer."

He added that the "additional physical barriers" will be funded for using an appropriation made by Congress for the purpose of this wall back in 2019 when Trump was still in office.

"We have repeatedly asked Congress to rescind this money, but it has not done so, and we are compelled to follow the law," he said.

For the move to go through and the border wall to be extended, some two dozen federal laws such as the Clean Air Act and Endangered Species Act would need to be waived.

Back in May of this year, when the Title 42 law expired, the Biden administration also introduced tough new rule that requires migrants to make an appointment on a government-run smartphone app before approaching a legal port of entry.

Those going against the rule face a tougher bar for asylum if they cross the border illegally.

<h2>Trump claims victory</h2>

The Mexico border wall was former president Trump's signature policy. His first political campaign for president was known for its rally chant, "Build That Wall."

On Thursday, after the Biden administration's plans were announced, Trump was quick to claim victory and demand an apology.

Taking to his social media platform Truth Social, he said: "As I have stated often, over thousands of years, there are only two things that have consistently worked, wheels and walls!"&nbsp;

He also said that the Biden administration showed "I was right when I built 560 miles... of brand new, beautiful border wall."

"Will Joe Biden apologise to me and America for taking so long to get moving, and allowing our country to be flooded with 15 million illegals immigrants, from places unknown," he asked.

<h2>Illegal migrants: A burning issue in US</h2>

Illegal immigration has become a major political issue for Biden. Opposition Republicans have repeatedly accused the president of lax border policies.

Republican governors of states near the border say Biden is not doing enough to stop the crossings, and have even transported some arriving migrants to Democrat-controlled cities such as New York and Chicago.

This has now led to some Democratic leaders voicing criticism against Biden.

On Thursday, New York City Mayor Eric Adams began a trip to Mexico, Colombia and Ecuador, where he will tell would-be migrants that his city cannot accommodate them and that local shelter systems are overwhelmed, reported Reuters.

As per the Washington-based Migration Policy Institute, around 11 million immigrants have entered the US without legal documentation.

These include hundreds and thousands of Venezuelans fleeing economic and political turmoil at home.

To enter the US, they trek through a treacherous jungle region between Colombia and Panama known as the Darien Gap.

This high number of migrants has strained US cities at the border and further north, reports Reuters.

As per the US Department of Justice, there are around two million claims by illegal immigrants looking to extend their stay in the US pending in the immigration court.
