Hundreds of officials in Nanjangud, Mysuru are working round the clock. Quarantined persons are receiving calls twice a day, teams are dispatched to check on their status, samples being collected of close to 800 people and the region has been put on complete lockdown, there is no movement into or out of the zone except for essential supplies.

Mysuru is one of the COVID-19 hotspots identified by the Union Health Ministry after one employee of a pharmaceutical company in Nanjangud tested positive on March 26. The patient, P52, is the third positive case from the district and has no travel history or contact history with a positive case.

From one case in Nanjangud on March 26, the number has risen to 21 in the cluster(as of April 4) - with most of the infected persons being employees of Jubilant Generics, the company that is engaged in manufacturing ingredients for pharmaceutical companies. The source of the infection continues to evade authorities. The state government has now termed this a "Cluster Containment Area".

"We have made Nanjangud and surrounding areas a Cluster Containment Area. We don’t call it a red zone. We call it a Cluster Containment area, that is the term we use as per the guidelines of the Department of Health and Family Welfare. The Cluster Containment protocol says that the city has to be sealed, entry and exit should be completely barred except for basic essentials like groceries, medicines which go to the city. Nobody leaves, nobody comes in." says Abhiram Shankar, District Commissioner, Mysuru.

The Nanjangud cluster case revolves around Jubilant Generics. P52, is an employee in the quality control section. He was displaying pneumonia-like symptoms and had been admitted to a private hospital. According to the district DC, the private hospital sent his samples to the government lab in Mysore Medical College and the samples tested positive for the virus setting alarm bells ringing.

The district administration moved quickly screening all 1000+ employees in the company. So far close to 800 of them have been home quarantined. In all 1623 people have been identified and quarantined in Mysuru district. While a majority of them are in Nanjangud city, the rest are scattered in Mysuru city, HD Kote, parts of rural Mysuru, Mandya, Chamarajanagar and a few other neighbouring districts.

The region spread across Nanjangud city limits and adjoining residential areas have been put on complete lockdown. Only one highway is open for essential goods with separate entry and exit points.

"The interstate highway that connects Karnataka with Tamil Nadu and Kerala passes through Nanjangud. That is the only highway we have kept open for entry and exits for these essential services. So any vehicle that is travelling from the city to Tamil Nadu has to take a roundabout route of an extra 35kms, circumnavigate the city and exit without entering the city. These measures have been in place since March 27." says Abhiram.

Before the Nanjangud cluster came to light, Mysuru had developed a system to track over 1400 foreign returnees.

The district had set up a call centre with 15 callers, who call each of those under home quarantine twice a day to check on them. If any of the persons fail to answer the call, then a team is dispatched to physically check on them.

‘The same system has been replicated for Nanjangud as almost 800 people are quarantined in the region. We have a call centre opened in Nanjangud with trained persons, who call the isolated persons twice and day and whoever does not respond then a team is dispatched to check on them. The neighbourhood residents have also been told to inform officials if the quarantined persons are seen outside their homes. The district superintendent has also allotted 10-15 quarantined houses to each police constable. The constables are given the responsibility to check on each of the houses every day.’ says the Mysuru DC.

When asked how many officials are working on ground to contain the spread, the DC tells WION that it is hard to put a number to it as the mechanism has been decentralised. Taluk level officials have been decentralised and a Taluk level response team of 5 persons has been formed. The five officials are free to delegate and take any official from any department to carry out the duty. ‘We have hundreds of officers working on the field.’ says Abhiram.

The screening centre and Covid-19 hospital are both based in Mysuru city. Any symptomatic patient is shifted to Mysuru, if found positive they continue to be treated there, if found negative they are shifted back to their homes. The system has worked well so far in containing the spread, and also ensuring that fewer healthcare workers are in need of protective gear like PPE suits.

Another challenge that officials are facing is that of crowd control. Despite the national lockdown and the region sealing off, residents in Mysuru continue to step out every day to visit the vegetable markets. While the awareness is increasing with each passing day, police are often forced to dispatch teams to disperse crowds that gather in the evenings.

But what about the source of the infection? Can this be classified as a case of community transfer? The DC and Commissioner of the Department of Health and Family Welfare continue to assert that this is not a case of community transfer, however the source of the virus is yet to be found. The packaging material of a consignment that had arrived from China to Jubilant Generics has also been tested, but no sign of contamination was found.

But there are also reasons to cheer. The lockdown of the cluster has restricted the positive cases to those under observation, escaping community transfer by just a whisker. ‘People who are already in quarantine are turning positive. It is a good sign that only the primary and secondary contacts of P52 are turning positive. People whom we expect to turn positive are turning positive. There is nothing out of the blue that is happening.’ says the DC.

Twenty-year-old Srinivasa Gowda from Karnataka, India might just have created history. On February 1, Gowda from Mudbidri ran 142.5 metres in a mere 12.62 seconds while participating in the traditional buffalo race called Kambala. This means that Gowda covered 100 metres in an incredible 9.55 seconds. The race is held in slushy paddy fields every year where participants run with a pair of buffalo. Today Gowda is being hailed as the Usain Bolt of India. "People are comparing me to Usain Bolt. He is a world champion. I am only running in a slushy paddy field", said the humble champion. But Gowda's Kambala exploits have not gone unnoticed, not the least bit. Business honcho Anand Mahindra took to twitter calling for Gowda to be trained to become a 100m sprinter. Just one look at his physique & you know this man is capable of extraordinary athletic feats. Now either @KirenRijiju provides him training as a 100m sprinter or we get Kambala to become an Olympic event. Either way, we want a gold medal for Srinivasa! 😊 https://t.co/H3SBiOVSKr — anand mahindra (@anandmahindra) February 15, 2020 × BJP National General Secretary P Muralidhar Rao also tweeted saying that with adequate training Srinivasa Gowda can make a name for India internationally. India will rise and shine the Indic way! 100 meters in just 9.55 sec is an amazing feat. Proper training to Srinivas Gowda will definitely help him to make name for the country. Faster Than Usain Bolt? Karnataka Man Running With Buffaloes Covers 100 Metres in Just 9.55 Seconds. Yes @PMuralidharRao ji. Officials from SAI have contacted him. His rail ticket is done and he will reach SAI centre on monday. I will ensure top national coaches to conduct his trials properly. We are team @narendramodi ji and will do everything to identity sporting talents! https://t.co/RF7KMfIHAD — Kiren Rijiju (@KirenRijiju) February 15, 2020 × I'll call Karnataka's Srinivasa Gowda for trials by top SAI Coaches. There's lack of knowledge in masses about the standards of Olympics especially in athletics where ultimate human strength & endurance are surpassed. I'll ensure that no talents in India is left out untested. https://t.co/ohCLQ1YNK0 — Kiren Rijiju (@KirenRijiju) February 15, 2020 × Srinivasa Gowda has sure been propelled to overnight stardom by his incredible performance in the sport. Multiple such instances had stirred excitement among sports fans in India in the past too. One Rameshwar Gurjar of Madhya Pradesh had enjoyed fame with a video emerged of him running 100 metres in a mere 11 seconds, that too barefoot. He too was hailed as Usain Bolt of India. However, unfortunately, Gurjas was not able to repeat the performance at SAI and the fame soon fizzled out. So, will Gowda be able to repeat his performance without his buffalos on the national stage? We sure hope so!

The prohibitory orders under CrPC Section 144 were lifted in Kalaburagi on Sunday as vehicular movements were observed while curfew was relaxed in Mangaluru till 6 pm. DCP Kalaburagi had imposed Section 144, which prohibits the gathering of four or more people, from December 19 till December 21 late night. "Section 144 ended in the midnight of December 21 and normalcy is back in the city with buses, vehicles running as scheduled," Deputy Commissioner of Police Kishorbabu confirmed over the phone. "Three days back despite the imposition of section 144, a huge black flag protest was held in Kalaburagi against the CAA. Now after three days, everything is normal in the city," said a local resident B M Rawoor. Earlier on Saturday, security forces held a march from Nagareshwar school to Jagat Circle in Kalaburagi on Saturday to "instil confidence" in the minds of public and "fear" in minds of bad elements. Rapid Action Force (RAF) and Karnataka police personnel took out a route march. Karnataka: Section 144 relaxed in Kalaburagi

On December 19 simultaneous protests raged in multiple cities with thousands-strong crowds of students, activists and others defying prohibitory orders to voice their dissent against the new citizenship law, resulting in violence in Uttar Pradesh and Karnataka, where three people were killed in police firing. #CAA #CAAProtest #AntiCitizenshiplaw

Section 144 imposed in Karnataka, Uttar Pradesh and parts of Delhi

Protesters remained undeterred by the imposition of Prohibitory Orders in the city of Bengaluru as they took to the streets from Thursday morning to demonstrate against the contentious Citizenship Amendment Act.

Despite the imposition of Section 144 in the city, that prevents the gathering of groups of more than 4 members in public places, protesters gathered with placards and roses for what they called a peaceful demonstration. Several agitators were detained, including noted historian Ramachandra Guha.

"The government is giving these orders to arrest protesters. We are protesting peacefully against this discriminatory Act passed by the Central Government. But look at what is happening. Do you see any violence here? Why are the police behaving in such a manner?" said Guha before being taken away by the police. Several civic activists and students were also detained as police were given orders to not allow big gathering up until December 21.

Rajeev Gowda, Rajya Sabha MP has filed a PIL in the Karnataka High Court saying the petitioners have the right to protest and assemble peacefully which is protected under Article 19 (1) of the constitution.

"It is a total abuse of power. The commissioner has been badly advised. The Home Secretary should have advised him properly. Section 144 has to be imposed only when there is an incitement for violence. None of that has happened here. People are peacefully protesting. People have come here to exercise their right to protest under the Constitution and to say the Constitution matters to them. If the parliament has passed a bill without discussing with the people of India, people are upset. That's why they are out and if you go and arrest them, how are you going to call this a democracy anymore. This is declaring an emergency without calling it that," said environmentalist Leo Saldanha.

Protesters belonging to a multitude of civic organisations continued to pour into the city's Townhall to participate in the demonstrations.

Dramatic scenes were witnessed as many of the peaceful protesters were forcibly carried into police vehicles and detained at different stations.

"We came here from the National Law School of India for a silent protest. We are sitting silently across the road. Around 30 of my colleagues were loaded into a bus and taken away. I do not know where they are. One of them was manhandled. We were not doing anything," said Hamza, a student from the National Law School of India.

IIM Bangalore has decided to stage a unique agitation to circumvent Section 144 imposed by the city police. At any point in time, just three protesters will stage a demonstration outside the IIM-B gates and the protesters will rotate every few minutes.

"Section 144 allows groups of 3-4 to take turns to protest. Some of us are organizing a protest where three IIM-B members will take turns to protest. We will be at the IIM-B main gate at 6:00 pm. At any given time only three of us are going to be outside the main gate. We will be within the bounds of Section 144 and yet register our protest against the divisive CAA-NRC, the police brutality against Jamia and AMU students, and the arbitrary imposition of "144" and arrests across the country,’ read a mail circulated within the IIM-B community.

Protests erupted in Kalburgi and Mangalore districts as well despite the prohibitory orders in place. Protesters are awaiting the hearing on the PIL against the imposition of Section 144 which they believe curtails their right to peaceful demonstration and free speech.

Anti-CAA protests: Bengaluru erupts, defies section 144

The crucial by-poll results are out in Karnataka and Bharatiya Janta Party (BJP) is rejoicing after bagging 12 out of the 15 constituencies that went into polls. But is it really the victory of BJP, or the re-emergence of BS Yediyurappa, the tallest leader that the party has seen in the state?

Yediyurappa's political career has braved quite a few storms - right from never completing a full term as CM despite swearing-in four times, to being jailed on corruption charges, to walking out and forming his own party.

So while Yediyurappa is elated with the victory, is the BJP really happy with the southern power centre getting stronger? Highly unlikely. Senior BJP leaders, who have been party loyalists have expressed displeasure over the involvement of Yediyurappa's son Vijayendra in the functioning of the government.

The party high command was reportedly upset with the Chief Minister after an activist highlighted the rampant involvement of Vijayendra in bureaucratic transfers in the state. Now with the Vijayendra largely being credited for the party's first victory in the Vokkaliga belt of Mandya, the reins have further loosened.

Added to that there is now the issue of defectors being inducted into the 34-member cabinet that already has 18 members. With Yediyurappa saying he sees no problems in all 11 defectors, who won the elections, getting cabinet berths, the loyalists are further perturbed.

The victory has also strengthened the bargaining power of the ageing leader, who plans to finalise the cabinet allotments with the high command in the coming few days. With age not on his side, Yediyurappa is evidently grooming his son to take over the party after proving his ability to consolidate the crucial Lingayat votes. Can other powerful camps within the BJP fight the Yediyurappa power, when he has successfully secured people's mandate?

Let's now turn our eyes to the second biggest party in the house. Congress has shrunk from 78 seats in 2018 to 68 now. The one state that was offering hope to the beaten-down party in 2018, has fallen as well. Siddaramaiah, the Leader of Opposition and Legislature Party Chief has resigned from the position. Dinesh Gundurao, KPCC President, has also taken responsibility for the sad showing and has tendered his resignation. Who will fill Congress' leadership vacuum now?

DK Shivakumar has often positioned himself as the next leader of the Karnataka Congress, but with the ED baggage and multiple failures in the Vokkaliga strong belt, it is unlikely the party will let him take the lead. ''Congress needs an alternative narrative. They left it to Siddaramaiah this time too, and he was functioning with a rather old-style narrative. He did get what he wanted in the two constituencies that they won. He showed his dominance in the Kuruba community, but that is not enough to win a state election'', says Narendar Pani, a political analyst.

Then there is the biggest loser of the lot - Janata Dal (Secular). It was only a few months back that HD Kumaraswamy of the JD(S) held the position of the Chief Minister. Today the party has not won a single seat in the by-poll and has also conceded seats to the BJP in its backyard, Mandya.

''It is clear that they are out of touch even with the Vokkaliga community. They are still functioning in the old farmer-based approach. But many in Mandya are moving out of agriculture'', says Pani. Despite Kumaraswamy directly appealing to the caste in his election campaign, and not to mention the contentious farm loan waiver, JD(S) drew a blank these elections and has its numbers at 34 in the 223 member house. The party which rose to power on the Cauvery dispute bandwagon and promised to champion the cause of farmers has lost its steam. What they need now is a new approach to new issues that the electorate faces.

Karnataka bypolls: What it means for BJP, Congress, JD(S)

Former Karnataka chief minister and senior Congress leader Siddaramaiah on Monday wrote a letter of resignation to Interim Congress president Sonia Gandhi and expressed his regrets for not being able to give `satisfactory results` in the bypolls held on 15 seats of the state.

"I express my sincere regrets for not being able to give satisfactory results in the recently concluded bye-elections held to Karnataka Legislative Assembly despite my sincere efforts," Siddaramaiah wrote in the letter.

"I deem it necessary to step down as Leader of CLP by taking moral responsibility. I solemnly pledge my loyalty to your esteemed leadership and to the Congress party at all times," he added.

Earlier today Siddaramaiah said that he has also resigned as the Leader of Opposition in the Assembly.

"I have also resigned as the Leader of Opposition in Karnataka Assembly," he said.

Siddaramaiah further said that he will be sending a copy of his resignation to Congress General Secretary KC Venugopal and the Karnataka Pradesh Congress Committee (KPCC) president Dinesh Gundu Rao.

"I had expected that the voters might vote against the disqualified MLAs, who sold themselves. I thought they will be punished and I had expected this to happen. My expectations have gone wrong," he added.

According to the latest trends of the by-elections held on 15 assembly constituencies in the state, Bharatiya Janata Party (BJP) has won 10 seats and is currently leading on two others whereas, Congress has won one and is leading on one other.

Karnataka: Siddaramaiah sends resignation to Sonia Gandhi, takes responsibility of bypoll results

In what comes as a huge relief to the 4-month-old Yediyurappa-led government in Karnataka, the Bharatiya Janata Party on Monday won 12 out of the 15 seats in bypolls.

The rebellion within the Congress-JD(S) coalition government in July 2019 had brought down the year-old Kumaraswamy government in the state. The BJP had given tickets to 13 defectors out of the 15 seats, 11 of whom have emerged victorious.

In a major loss to former Chief Minister Siddaramaiah, the Congress won only 2 seats despite expecting victory in at least 7.

"During the bypolls, the ruling party always has an edge. But ultimately we accept defeat. But we don't have to be disheartened, because as far as Karnataka is concerned the Congress is strong" said senior Congress leader, DK Shivakumar.

With the new additions, the BJP sits at comfortably with 117 seats in the 223 member house which puts them 5 figures above the magic number of 112 seats. The number could also go up to 118 with sources indicating that BJP rebel Sharath Bachchegowda is expected to return to the party fold after winning as an independent from Hosakote constituency. The Congress has improved its numbers marginally and sits with 68 members, whereas JD(S)' figures remain unchanged at 34. After a bitter fallout, the former coalition partners Congress and JD(S) had fought the bypolls separately on December 5.

Interestingly, the chaos resulting from the rebellion seems to have had a little damaging impact on the prospects of the MLAs in question. 13 of the 15 candidates who were given tickets by the BJP were rebels who were allowed to contest elections following a Supreme Court order on November 13.

Of the 13 candidates, only 2 rebel MLAs failed to get the required mandate. Interestingly, H Vishwanath, former JD(S) state president, who led the rebel MLAs to Mumbai in July, lost the bypoll in Hunsur to Congress candidate HP Manjunath.

The next big challenge for the Yediyurappa government will be the cabinet's expansion. It was the cabinet portfolio allotment that had unravelled the precariously placed Kumaraswamy government too.

The first round of cabinet expansion in August 2019 saw the internal rebellion of the party come to the fore. In the second round of expansion, the defectors will look to be accommodated with plum posts.

"11 of 12 winning BJP candidates will be accommodated in the cabinet. The Ranibennur MLA was not promised a berth. I do not see why the 11 others cannot be inducted. I will go to Delhi in the next 3-4 days and finalise it' said Yediyurappa.

However, senior BJP loyalists might not be thrilled with 11 'outsiders' being given the preference for cabinet berths. Despite the victory, it is going to be a tightrope walk for the 76-yr-old Chief Minister in the South Indian state.

Karnataka bypolls: Bharatiya Janata Party wins 12 out of 15 seats

Congress leader Mallikarjun Kharge on Sunday said that the Bharatiya Janata Party (BJP) is misusing the Constitution and they will be taught a lesson in the upcoming Karnataka bypolls.

"BJP is misusing the Constitution. So let us see what happens next (about Congress alliance with JDS). People are watching everything how the power is being misused at the state and central levels," Kharge told reporters at the Karnataka Pradesh Congress Committee (KPCC) office here.

"It is important to teach BJP a lesson and we have to win all 15 seats. Indicating that the party was not averse to ally with JD(S), he said, "There are sources saying that JDS and Congress will come together to form the government after the bypoll results."

Kharge further said that all disqualified MLAs will lose in Karnataka as they cheated the ideology and party and people are really angry on them. He also accused the BJP of using nefarious means to win the elections.

"BJP is distributing money to the voters which is dangerous to democracy. At present, BJP is putting pressure even on voters. If they don't succeed through these means then they raise religious things to fight elections," he said.

Kharge accused Prime Minister Narendra Modi of neglecting Karnataka and of being impervious to the state's concerns.

"The local leadership of BJP promised of bringing funds from the Centre if their government came to power in Karnataka but they brought nothing even after such a huge flood. Modi neither spoke about Karnataka nor did he visit the state," he said.

"In my opinion Modi hates Karnataka, I don`t know what is the reason. Does he hate Karnataka because he hates Yediyurappa? He never helps Karnataka due to reasons unknown to us," he added.

Speaking on Maharashtra politics, Kharge said: "We formed the government with Shiv Sena even when our President was not in favour of it. But suggestions by MLAs, other parties and leftist parties suggested us to keep BJP away from the power which is why we formed the government with NCP and Shiv Sena. We just wanted to keep the fascist party away."

The by-elections for 15 out of 17 seats in Karnataka are slated to be held on December 5. The results will be declared on December 9.
