In his campaign tirade against presumptive opponent Joe Biden, the incumbent US president, Donald Trump, has amplified a fringe legal theory critics decry as racist.

Trump said he had heard that Democratic vice-presidential candidate Senator Kamala Harris does not meet the requirements to serve the White House.

Former US President Barack Obama was also hit by a birther movement, where his opponents questioned about the origin of his birth.

Born to a Jamaican father and an Indian mother, 55-year-old California senator, Harris, was named by Joe Biden as his vice-presidential running mate on Tuesday.

The conspiracy theory about Harris started following a Newsweek Op-Ed by Dr John Eastman, who ran in the Republican primary to be California's attorney general in 2010. Eastman, who lost the race to Harris, a Democrat, said that there are some questions about the eligibility for the position. The theory was also circulated on social media.

The Biden campaign called opinion piece racist.

"I just heard that. I heard it today that she doesn't meet the requirements and by the way the lawyer that wrote that piece is a very highly qualified very talented lawyer. I have no idea if that's right," Trump said in response to a question during a press conference at the White House.

Trump did not give his opinion on it but acknowledged that he has heard about such claims circulating on social media that Harris is not eligible to be the president of the United States.

Harris was born on October 20, 1964, at Oakland in California. Her mother Shyamala Gopalan migrated to the US from Tamil Nadu in India, while her father, Donald J Harris, moved to the US from Jamaica.

If elected in the November presidential elections, Harris would be second in line of succession after Biden, who is the Democratic party's presidential nominee.

As per the Constitution, the president needs to be born in the United States.

Harris is the first black, and first Indian-American and African-American to be selected for this second highest elected office in the country.

Trump said, "I would have assumed the Democrats would have check that out before she gets chosen to run for vice president but that's a very serious -- you are saying that they are saying that she doesn't qualify because she wasn't born in this country."

"I just heard about it. I will take a look," Trump said responding to another question.

Trump stokes birtherism conspiracy theory about Kamala Harris

Kamala Harris has said that it would be great to have the title "vice president" to her name after being picked as the running mate of Democratic presidential candidate Joe Biden but "Momala" will always be the one that means the most to her.

On Wednesday the 55-year-old Indian-American Senator weaved her personal story into a broader narrative of why she and Biden should win the race for the White House and form the country's next administration over President Donald Trump and Vice President Mike Pence.

Harris opened up about her own family during her maiden speech as the presumptive 2020 Democratic vice presidential nominee in Wilmington, Delavare, along with Biden.

"Family is everything to me too. And I cannot wait for America to get to know my husband Doug and our amazing kids, Cole and Ella," she said Wednesday, referring to her stepchildren.

Harris told Elle magazine for a Mother's Day edition that Doug Emhoff's children from his first marriage started calling her "Momala" within 18 months of them dating. Harris married Emhoff, a lawyer, in 2014.

"Whether I'm cheering in the bleachers at a swim meet, or setting up a college room dorm, or helping my goddaughter prepare for her school debate, or building Legos with my godson, or hugging my two baby nieces, or cooking dinner, Sunday dinner, my family means everything to me," she said.

"I've had a lot of titles of my career. And certainly, vice president will be great. But "Momala" will always be the one that means the most," Harris said.

Biden in his remarks, noted that during her campaign for the primary, Harris often talked about what she referred to as the 3:00 am agenda, about moms and dads awake late at night in their kitchens, worried, scared, uncertain about how they were going to take care of their families, about how they are going to pay the bills, about how they were going to make it, simply make it.

As the child of immigrants, Biden said, Harris knows personally how immigrant families enrich the country, as well as the challenges of what it means to grow up Black and Indian-American in the United States of America.

"Her story is America's story, different from mine in many particulars, but also not so different in the essentials.

"She has worked hard. She's never backed down from a challenge, and she has earned each and every of the accolades and achievements that she has gained, many of them often in the face of obstacles that others put in her way, but never quit," the former US vice president said.

How fielding Harris is a Democratic masterstroke amid Black Lives Matter Movement

Nearly nine out of 10 Democrats approve of US Senator Kamala Harris as their party's vice presidential nominee, and she is more popular than presidential candidate Joe Biden among women, young voters and some Republicans, according to a Reuters/Ipsos poll released on Wednesday.

The August 11-12 public opinion survey also found that 60% of Americans, including 87% of Democrats and 37% of Republicans, considered the selection of Harris - the first Black woman and Asian American nominated for vice presidency - to be a "major milestone" for the United States.

The US&nbsp;Senator from California is viewed about as favorably or better than Biden in most major demographic groups, the poll showed, highlighting her potential to help the former vice president expand his support in November's election.

Harris, 55, is the daughter of Jamaican and Indian immigrants and made her own bid for the White House. She was a former prosecutor and state attorney general in California, and became only the second Black female U.S. senator in history when elected in 2016.

The poll showed Biden's lead over Republican President Donald Trump was effectively unchanged after he announced his running mate choice, increasing by 1 percentage point among all Americans to an 8-point advantage - well within the poll's credibility interval - when compared with a similar poll that ran on Monday and Tuesday.

Forty-six percent of U.S. adults said they would vote for a Biden/Harris ticket, while 38% would vote for Trump and Vice President Mike Pence. A similar poll that ran on Monday and Tuesday showed that 44% would vote for Biden while 37% would back Trump.

The latest poll also found that 56% of Americans have a favorable impression of Harris, which is about the same as the number who favor Biden. Forty-two percent of US adults say they have a favorable view of Trump and 47% said the same of Pence.

Among women, 60% said they have a favorable view of Harris, compared with 53% who felt the same way about Biden. Women are the dominant force in American elections: they make up a bigger proportion of the U.S. electorate than men, and a surge in support for Democrats among white, college-educated women helped the party retake the U.S. House of Representatives in 2018.

Biden already has an advantage over Trump among women overall, but he has not improved his standing among black women in recent months, while white women without college degrees still largely favor Trump.

EDGE WITH REPUBLICANS

In addition, about 25% of Republicans said they had a favorable view of Harris and approve of her choice as Biden's running mate. Only about 20% of Republicans said they have a similarly favorable view of Biden.
In a close election, peeling off even a small number of voters from the Republican Party could make a difference to the Democrats, political analysts said.

Harris also is a little more popular among American adults who are younger than 35 years old: 62% said they view Harris favorably, while 60% said the same of Biden.

Public opinion could change and Trump's re-election campaign sharpens its criticism of the Democratic challengers. Within minutes of Biden’s announcement on Tuesday, Trump had called Harris “nasty,” “horrible” and “disrespectful," while his campaign painted her as an extremist who would yank the moderate Biden to the left.

In choosing Harris, Biden heeded calls from Black leaders and activists to choose a woman of color as a running mate and avoid a repeat of 2016, when the first decline of Black voter turnout in 20 years helped Trump's upset victory over Hillary Clinton. Black Americans - and Black women particularly - are the most loyal Democratic constituencies.

The Reuters/Ipsos poll was conducted online, in English, throughout the United States. It gathered responses from 1,000 adults, including 389 Republicans and 419 Democrats. It has a credibility interval, a measure of precision, of about 3 percentage points.

Last year&nbsp;Harris was running her own campaign for the Democratic nomination. On two occasions&nbsp;she was asked about India’s Kashmir decision and on both occasions&nbsp;she backed the demand for intervention.

Harris made the same statement in October which said: "We have to remind the Kashmiris that they are not alone in the world." The statement was reported prominently in Pakistani media.

When India passed the Citizenship Amendment Act, some lawmakers went into overdrive. Five Indian-American lawmakers - all Democrats.

Kamala termed Trump as “a president who cares more about himself than the people who elected him."

"The case against Donald Trump and Mike Pence is open and shut," said the former California attorney general, in a speech alongside Biden in his hometown of Wilmington, Delaware.

"We're experiencing a moral reckoning with racism and systemic injustice that has brought a new coalition of conscience to the streets of our country demanding change," she said.

Harris talked about how her parents, Jamaican and Indian immigrants, met while protesting for civil rights in Oakland in the 1960s.

"My mother and father, they came from opposite sides of the world to arrive in America. One from India and the other from Jamaica in search of a world-class education. But what brought them together was the civil rights movement of the 1960s. And that is how they met as students in the streets of Oakland marching and shouting for this thing called justice in a struggle that continues today," she said.

Harris accused US President Donald Trump of the mishandling of coronavirus. The US leads the world with more than 5 million coronavirus cases "because of Trump's failure to take it seriously from the start," Harris said

"His refusal to get testing up to and running, his flip-flopping on social distancing and wearing masks. His delusional belief that he knows better than the experts. All of that is a reason and the reason that an American dies of Covid-19 every 80 seconds," Harris said regarding Trump.

How top politicians and celebrities are reacting to Kamala Harris' VP candidacy

Joe Biden's vice presidential pick has been one of Washington's best kept secrets but a supposedly accidental news publication and Biden's own teasingly displayed notes are raising expectations that the winner is Kamala Harris.

Speculation over the choice of VP is a parlor game played every four years in Washington, but this time the stakes are unusually high.

Biden would be 78 on taking office -- the oldest US president ever -- and he has hinted that he might not seek a second term, making his deputy the prime candidate to take on the party's nomination.

Biden, who is leading strongly in the polls against Republican President Donald Trump, has also upped the interest factor by declaring well in advance that he would only choose a woman. This will be just the third time in US history that a woman is chosen, even if both previous cases -- Geraldine Ferraro in 1984 and Sarah Palin in 2008 -- turned out to be on losing tickets.

In line with his ultra-low-key campaign, Biden has kept a lid on leaks about his intentions.

Media speculation has ebbed and flowed from heavy hitters like Senator Elizabeth Warren and Barack Obama's former UN ambassador Susan Rice, to strong late entries like Florida congresswoman Val Demings and war-wounded Senator Tammy Duckworth.

Harris has always been in the mix with an impressive CV that includes her own performances in the Senate, her bid for the Democratic nomination before ceding to Biden, and, in the era of Black Lives Matter, the fact that she is black.

On Tuesday, Biden said he would reveal his decision "in the first week in August."

"I'll let you know when I do," he told journalists.

But what if he already has?

In his hand Tuesday was a piece of notepaper bearing the words "Kamala Harris."

Underneath, were a series of positive points:

"Do not hold grudges" and "great help to campaign" and "great respect for her."

If Biden was also carrying around notes on his other potential VPs, he wasn't holding them in a way that allowed -- accidentally or not -- an AFP photographer and others to get a shot.

- Premature publication -

Adding to the mini-drama, the respected news site Politico ran -- accidentally, it said -- a story declaring Harris the winner. This was a "placeholder text... mistakenly published to the site," Brad Dayspring, Politico's vice president of marketing and communication, said.

The text was quickly taken down but not before leaving a few Washington insiders wide-eyed.

"Joe Biden chose Kamala Harris to become his running mate for the 2020 election on Aug. 1, two weeks before the Democratic National Convention, after keeping his choice close to the chest for months," Politico wrote in the premature news item.

It said that Biden saw Harris as "a worthy opponent" during their primary clashes and that she would bring name recognition, her years as a California prosecutor and "skill as a debater" to the ticket.

- Game still on? -

Of course it's possible that Politico really did mistakenly run a text that had been prepared just in case of Harris winning -- a common practice in news organizations.

And it's possible that Biden's notes meant nothing other than that he admires Harris. The same points in the notes could, in theory, be used to praise her during a speech to announce he'd chosen somebody else.

Other candidates, particularly Rice, have been talked up in the final stretch. Warren, as a huge figure on the left of the Democratic Party, has also remained in the mix.

Harris brings the baggage of anyone who has done as much in public life, particularly as attorney general in California, where her role as crime fighter raises hackles among some on the Democratic left.

Still, with her mixed Jamaican and Indian heritage, her proven toughness on the job, and the fact that she is only 55, Harris ticks a lot of Biden's boxes.

Her former spokesman, Ian Sams, said Harris scares Trump.

"He's flummoxed by strong women," Sams claimed on Twitter.

But on Tuesday, Harris was applauded by none other than Trump himself.

"I think she'd be a fine choice, Kamala Harris. She'd be a fine choice," he told reporters.

Indian-origin Senator Kamala Harris for US vice president? Joe Biden's notes fuels speculation

"There is no one better prepared than Joe to steer our nation through these turbulent times, and restore truth, honor, and decency to the Oval Office," Harris, a first-term senator from California and the state's former attorney general, said in a statement. One of the most talked-about moments of Harris' presidential campaign was her blistering attack on Biden during a June presidential debate. She called his remarks about working with segregationist senators hurtful and questioned Biden's 1970s opposition to school busing. (With inputs from Reuters)

Gravitas: Kamala Harris Exits 2020 Race

A day after US&nbsp;Senator <a href="https://www.wionews.com/world/dont-worry-mr-president-ill-see-you-at-your-trial-kamala-harris-hits-back-at-donald-trump-266050">Kamala Harris</a> ended her 2020 presidential bid, former Vice President Joe Biden, a leading contender for the Democratic nomination, said on Wednesday he would consider her as a potential running mate.

Biden, with whom Harris clashed during a Democratic debate earlier this year, praised her after a campaign event in Ames, Iowa.

“Senator Harris has the capacity to be anything she wants to be,” Biden told reporters, according to a video posted by CBS News. “I talked to her yesterday. She’s solid. She can be the president one day herself. She can be the vice president. She can go on to be a Supreme Court justice.”

Biden and Harris had a contentious exchange over forced busing in public schools in the first Democratic debate in Miami in June. It was a standout moment for Harris, who saw her fortunes briefly rise in her party's contest for the right to challenge Republican President Donald Trump in next year's election.

But any rift appears to have been closed. Biden praised Harris effusively on Tuesday after she dropped out. Harris was close friends with Biden's son Beau, before he died of brain cancer in 2015.

U.S.: Kamala Harris quits 2020 presidential race

Joe Biden maintained his lead for the Democratic presidential nomination as minorities gravitated toward the former vice president and his top rival, United States Senator Bernie Sanders of Vermont, in search of the safest bets for beating President Donald&nbsp;Trump&nbsp;in 2020, according to a Reuters/Ipsos poll.

The August 1-5 public opinion poll, released on Wednesday, showed that 22% of Democrats and independents would vote for Biden, a level that is unchanged from a similar poll that ran last month. Another 18% said they supported Sanders, up 2 percentage points from the July poll.

None of 23 other candidates received more than 9% in the poll.

Biden and Sanders offer Democrats sharply contrasting views on how to govern. Sanders leads the effort to expand government-run healthcare for all Americans while Biden offers a more moderate approach that would allow people to keep their existing healthcare plans.

Yet the choice for Democrats may have less to do with ideology and more to do with who is best suited to beat&nbsp;Trump&nbsp;in the November 2020 general election.

According to the poll, 36% of Democrats say they are simply looking for someone who can win. Only 11% say the most important quality is someone with a strong healthcare plan, and 5% say it is most important to pick a strong voice on the environment.

Biden and Sanders are currently viewed as the safest bets for beating&nbsp;Trump&nbsp;among all Democrats. Both improved their standing among minorities over the past month as&nbsp;Trump repeatedly vilified minority lawmakers in a series of tweets and public comments that infuriated Democrats and many others.

In one exchange&nbsp;Trump&nbsp;told four minority lawmakers who have been critical of his administration to "go back" to where they came from.

From July to August, both Biden and Sanders received a stronger level of support from minorities, and minorities also shifted their support away from lesser-known candidates like US Senator Kamala Harris of California and former Texas congressman Beto O'Rourke.

Among racial minorities who identify as Democrats or independents, 23% said they would vote for Biden and 23% said they would support Sanders, which is up 2 points for each candidate from July.

Another 6% said they backed Harris, down 5 points from July, and 2% supported O'Rourke, down 3 points from the previous poll.

When asked who would be most likely to beat&nbsp;Trump&nbsp;in the 2020 general election, 33% of minorities picked Biden and 19% picked Sanders.

The Reuters/Ipsos poll was conducted online in English throughout the United States. It gathered responses from 1,210 adults, including 483 racial minorities. It has a credibility interval, a measure of precision, of 5 percentage points.

Democratic presidential front-runner Joe Biden and rival Kamala Harris will stage a rematch of last month's explosive debate confrontation during Round 2 on Wednesday, with a re-energized Biden promising a more aggressive approach.

On the second of back-to-back nights of Democratic debates, Biden will be flanked at center stage by Harris and Cory Booker, US&nbsp;senators who are the most prominent black contenders in a Democratic nominating contest in which race has played a prominent role.

Seven other candidates, including former US&nbsp;Housing Secretary Julian Castro, Washington Governor Jay Inslee and US&nbsp;Senator Kirsten Gillibrand, will join them on stage in Detroit in search of a breakout moment that will generate new momentum for their campaigns.

On Tuesday night, Bernie Sanders and Elizabeth Warren repeatedly defended their progressive proposals under heavy fire from more moderate rivals who argued their plans to provide universal healthcare, fight climate change and decriminalize illegal border crossings would hurt Democrats at the polls next year.

Biden did not figure prominently on the first night of the debate but is likely to be the focus of the second.

The former vice president has engaged for weeks in an escalating fight with Harris and Booker for the support of black voters, a vital constituency in the Democratic nominating battle.

Biden admitted he was taken by surprise last month when Harris criticized him for opposing federally mandated busing for school integration in the 1970s and for working with segregationists while serving in the US&nbsp;Senate decades ago.

The sharp attack gave Harris a bump in the polls, and Biden's feeble response led to a dip in his standing. He has recovered in some recent polls and still maintains a firm grip on first place, helped by strong support from black voters.

Booker, who was not on stage with Biden at the last debate, has stepped up his attacks. He called Biden "the architect of mass incarceration" during the NAACP convention in Detroit last week, a reference to Biden's work as a senator on the 1994 crime bill, which critics say led to the disproportionate imprisonment of African-American men.

Biden and his campaign fired back, sharply criticizing Booker's tenure as mayor of Newark, New Jersey, where he led a police department that became embroiled in a federal civil rights investigation.

'Fantasy world'

Biden has also taken swipes at Harris, calling her promise she could institute her version of a Medicare for All health insurance plan without a middle-class tax hike "a fantasy world."

The debate lineup will create a stark visual contrast between Biden, a white 76-year-old, and his younger rivals Harris, 54, and Booker, 50, potentially making Biden look out of step in a party increasingly driven by the grassroots energy of younger and more diverse activists.

Biden, who could face intensifying questions about his age and front-runner status with another poor debate performance, promises to take the fight to Harris and Booker this time.

"I got a past I'm proud of. They got a past that's not quite so good," said Biden, who refers frequently to his eight years as No. 2 to the first black US&nbsp;president, Barack Obama.

The debates come about six months before Iowa holds the first nominating contest, and the two nights in Detroit could be the last chance for many of the lower-tier contenders to make an appearance on the national debate stage.

The Democratic National Committee will double its fundraising and polling requirements to qualify for the next debates in September and October, leaving out more candidates and raising questions about their ability to continue their campaigns. So far, only about a third of the field has met the qualifications.

Castro, who also served as mayor of San Antonio, got a slight bump in polls and fundraising after an aggressive performance in the first debate. He will be under pressure to do it again if he hopes to claw into the upper tier.

Gillibrand, Inslee and the other participants on Wednesday will simply be on a desperate quest to get recognized.

The other candidates on stage for the second night will be US&nbsp;Senator Michael Bennet, US&nbsp;Representative Tulsi Gabbard, entrepreneur Andrew Yang and New York Mayor Bill de Blasio.

Biden and Harris to square off in Round-2 of Democratic presidential debate

<a href="https://www.wionews.com/world/democratic-presidential-candidate-kamala-harris-releases-15-years-of-tax-returns-210325">US Senator Kamala Harris </a>on Monday released a "Medicare for All" proposal ahead of a second debate for Democratic presidential candidates, when their differing approaches to healthcare insurance policy are expected to feature prominently.

<a href="https://www.wionews.com/world/kamala-harris-americas-only-indian-american-senator-bolsters-democrats-midterm-prospects-eyes-2020-ticket-175453">Harris</a>` plan would allow Americans to buy into the Medicare government health insurance programme, establishing a 10-year phase-in period during which newly born children would be automatically enrolled and healthcare providers can transition.

The plan would allow private health insurers to offer Medicare plans if they meet requirements on costs and benefits.

"Essentially, we would allow private insurance to offer a plan in the Medicare system, but they will be subject to strict requirements to ensure it lowers costs and expands services. If they want to play by our rules, they can be in the system. If not, they have to get out," Harris wrote in a post on the online publishing platform Medium.&nbsp;

The campaigns of two rivals, Senator Bernie Sanders of Vermont and former vice president Joe Biden, quickly criticised the Harris proposal.

The divisions over how best to provide Americans access to affordable healthcare is one of the early defining issues in the Democratic Party nominating contest for the 2020 election to take on Republican President Donald Trump. The second debate for 20 candidates is on Tuesday and Wednesday in Detroit.

Harris, a 54-year-old senator from California, has struggled to clarify how she would craft a "Medicare for All" plan. At times she has wavered as to whether such a plan would preserve a role for private health insurers.

At the first debate in June, Harris raised her hand when the candidates were asked whether they would abolish private health insurance in favour of a government-run plan. She later said she had misunderstood the question.

Harris, in explaining her "Medicare for All" proposal, was deliberate in differentiating it from a Medicare for All bill in the US Senate offered by Sanders. Harris has co-sponsored the legislation.

While the Sanders legislation would phase in a "Medicare for All" plan over four years, Harris would extend that phase to 10 years. Unlike the Sanders proposal, it preserves a role for private insurers.

The Sanders bill proposes several options for financing the Medicare expansion, including a 7.5% income-based tax paid by employers, a 4% income-based premium, exempting the first $29,000 in income for a family of four, and eliminating some tax deductions.

"Call it anything you want, but you can`t call this plan Medicare for All. Folding to the interests of the health insurance industry is both bad policy and bad politics," Sanders campaign manager Faiz Shakir said in a statement.

Harris` proposal would raise to $100,000 the threshold after which families would pay a related tax, and establish a tax on Wall Street trading.

"To pay for this specific change, I would tax Wall Street stock trades at 0.2%, bond trades at 0.1%, and derivative transactions at 0.002%. Think of it like this: that`s a $2 fee on a $1,000 trade by investors and big banks," Harris wrote on Medium.

Harris and Sanders will not share a debate stage this week. Sanders will appear on Tuesday and Harris on Wednesday. Biden, the current front-runner in opinion polls, will share the stage with Harris and seems likely to challenge her plan.

"Senator Kamala Harris just released a health care plan that both backtracks on her long-promised – but then-hedged – support of Bernie Sanders` Medicare for All legislation while at the same time committing to still unraveling the hard-won Affordable Care Act that the Trump Administration is trying to undo," Biden spokeswoman Kate Bedingfield said in a statement.

But Kathleen Sebelius, who was chief of the US Department of Health and Human Services under Democratic President Barack Obama, said in a statement that Harris` plan would be a "sensible expansion" of the Medicare system that would build on the Affordable Care Act, Obama`s signature healthcare law.

"To get all Americans covered by health insurance, where cost is not a barrier, we need innovative ideas like this," Sebelius said.

"Essentially, we would allow private insurance to offer a plan in the Medicare system, but they will be subject to strict requirements to ensure it lowers costs and expands services. If they want to play by our rules, they can be in the system. If not, they have to get out," Harris wrote in a post on the online publishing platform Medium.
