<p>External Affairs Minister S. Jaishankar has plunged into a round of diplomacy to help resolve the Sudan crisis and protect Indians there, meeting Secretary-General Antonio Guterres and consulting several foreign ministers as international efforts ramped up on the eve of Ramadan.</p>

<p>"We, of course, have obviously a very strong interest in the matter because there are so many Indians there," he said on Thursday after his meeting with Guterres.</p>

<p>Jaishankar, who was on his way to a series of visits to Guyana, Panama, Columbia and the Dominican Republic, made an unscheduled stopover in New York to meet Guterres because "you could immediately see that this (Sudan situation) was very serious and a lot of (our) people were trapped by the situation."</p>

<p>"The UN is at the heart of the efforts to establish a ceasefire. And that is really the key because at the moment, unless there is a ceasefire and unless there are corridors, it is not safe for people to come out," he told reporters.</p>

<p>Before meeting Jaishankar, Guterres appealed to the religious sentiments of the warring sides for an Eid al-Fitr ceasefire for three days to pave the way for a permanent ceasefire.</p>

<p>Although two previous ceasefire efforts had failed, this time "there is a strong reason - all parties to the conflict are Muslim. We are living in a very important moment in the Muslim calendar. I think this is the right moment for a ceasefire to hold," he told reporters.</p>

<p>Fighting broke out on April 14 between the military controlled by General Abdel Fattah Burhan, who is also the country`s head, and the rival paramilitary Rapid Support Forces (RSF) led by General Mohammed Hamdan Dagalo.</p>

<p>After a coup in 2021, they had been in a power-sharing arrangement that collapsed over differences on integrating the two forces.</p>

<p>There are about 4,000 Indian citizens in Sudan, and according to the Indian embassy in Khartoum of them, about 1,500 are longtime residents.</p>

<p>Jaishankar assured Indians trapped in Sudan that the government was making all-out efforts to get them to safety.</p>

<p>"Our team in Delhi is in continuous touch with Indian citizens in Sudan, advising them saying, you know, `It`s very difficult for everybody, but keep calm, don`t take unnecessary risk`," he said.</p>

<p>"I hope that the efforts, including that led by S-G (Guterres), will lead to something very soon, but we will have to wait and see", he added.</p>

<p>Jaishankar said that he had spoken about the Sudan situation with foreign ministers Faisal bin Farhan Al-Saud of Saudi Arabia, Abdullah bin Zayed Al Nahyan of the United Arab Emirates and Sameh Shoukr of Egypt, and British Foreign Secretary James Cleverly, as well as US diplomats.</p>

<p>He said that the focus of the diplomatic efforts first is to get a "workable, on-the-ground observed ceasefire."</p>

<p>The next step would be to create corridors for movement and assembly points for Indian citizens to be evacuated, he said.</p>

<p>Guterres called the situation "completely outrageous" and said that the "fighting in urban areas is particularly dangerous for civilians, including children, who have repeatedly been forced to shelter in schools and evacuate from hospitals under fire."</p>

<p>He said that humanitarian operations have become impossible because of attacks on and looting of properties of relief organisations.</p>

<p>He warned, "Targeting humanitarian workers and assets must end. I remind all parties of their obligations under international law, including ensuring the safety and security of humanitarian aid workers."</p>

<p>Guterres`s Deputy Spokesperson Farzan Haq said that more than 330 people have been killed in the fighting and 3,200 people have been injured according to World Health Organisation.</p>

<p>He added that according to the UN Children`s Fund (UNICEF), at least nine children have reportedly been killed and more than 50 children injured.</p>

<p>The RSF is a paramilitary organisation that is made up primarily of a militia known as Janjaweed that fought on behalf of the Sudan government against rebels in the Darfur region.</p>

<p>Burhan and Dagalo collaborated in ousting the reviled dictator Omar al-Bashir, who is now a fugitive after&nbsp;a warrant issued by the International Criminal Court for atrocities in the Darfur region in 2019 and carried out a coup against Prime Minister Abdalla Hamdok in 2021.</p>

<p>The current civil war is a setback to moves to restore democracy that received a boost when the two signed a framework agreement in December with civil groups to transition to civilian rule.</p>

<p>Battered by decades of military coups and civil wars, Sudan`s economy and society have been extremely fragile requiring international assistance to stave off starvation and the latest conflict has made the situation worse.</p>

<p>Under-Secretary-General Martin Griffiths said that 15.8 million people were in dire need of humanitarian assistance.</p>

Media reports have stated that at least 31 tribals from Karnataka are stuck.&nbsp;</p>

<p>On Sunday, the Sudanese army pounded paramilitary bases with air strikes as the power struggle continues to rage in the North African nation and it appeared that the army gained the upper hand.&nbsp;</p>

<p>People in the conflict zones are stranded at home in the capital Khartoum without electricity or water as they marked the last few days of Ramadan.&nbsp;</p>

<p>In September 2020, Jaishankar and his then-Chinese counterpart Wang Yi came to an agreement on a five-point course of action to disengage and ease tensions. <p>"We have made it very clear to the Chinese that we cannot have a breach of peace and tranquility, you can't violate agreement and want the rest of the relationship to continue as though nothing happened. That’s just not tenable."</p>

<p>Speaking about his most recent encounter with the new Chinese foreign minister, Qin Gang, Jaishankar said he discussed the border issues in&nbsp;the&nbsp;meeting. Qin arrived in India for G20 foreign ministers meeting that was hosted by New Delhi.&nbsp;</p>

<p>The G20 foreign ministers' meeting comes days after India hosted the G20 finance ministers' meeting in Bengaluru in the Indian state of Karnataka which also resulted in a failure to reach an agreement over a joint statement.&nbsp;</p>

<p>"If we had a perfect meeting of minds on all issues, it would have been a collective statement."&nbsp;</p>

<p>India's G20 presidency comes at a crucial time when the war in Ukraine continues to wage on.&nbsp;Most G20 member nations condemned the ongoing conflict in Ukraine but China and Russia declined to sign the joint statement earlier at the finance ministers' meet.&nbsp;</p>

<p>Canada's foreign minister Mélanie Joly will be on an India visit in the first week of February. The&nbsp;visit will focus on how Ottawa-Delhi can work together, especially in the Indo-Pacific. In November last year, Canada issued its first-ever Indo-Pacific strategy that emphasised on increasing trade and people-to-people ties with India. The strategy said, "India’s strategic importance and leadership—both across the region and globally—will only increase as India—the world’s biggest democracy—becomes the most populous country in the world and continues to grow its economy."</p>

<p>Under the strategy, Canada will seek to expand market access by concluding an Early Progress Trade Agreement (EPTA), bolster Canada’s visa-processing capacity in New Delhi and Chandigarh and accelerate cooperation in the fight against climate change.&nbsp;</p>

Canada, New Zealand's foreign ministers to travel to Delhi in February

<p>India's Minister of External Affairs (MEA), Subrahmanyam Jaishankar on Saturday (January 28) launched 'Bharat Marg', the Marathi translation of his book 'The India Way' in Pune, a popular city in the Indian state of Maharashtra.&nbsp;During the launch, Jaishankar said that the global south and developing nations are "feeling the pain" and India must stand for them while most of the developed nations are looking only at their concerns.&nbsp;</p>

<p>He said, "Today, the developing world, the south is feeling the pain. The south is seeing food shortage, the south is seeing fuel shortage and sometimes they cannot afford things. So somebody should speak up for them."&nbsp;</p>

<p>Jaishankar said that Indian Prime Minister Narendra Modi has decided that India must take this responsibility as most of the developed countries are only looking at their concerns.&nbsp;</p>

<p>He said, "Our G20 must be G20 for the whole world. We must stand for the south. When I say 'we need to stand for the south' it is not just for the sake of saying it but do it through actions."&nbsp;</p>

<p>"We decided to meet with them. For two days, five-six ministers and the Prime Minister himself took a whole day to meet our counterparts and we consulted more than 120 countries," he added.&nbsp;</p>

<h2><strong>Jaishankar on Indus Water Treaty&nbsp;</strong></h2>

<p>Jaishankar also weighed in on the Indus Water Treaty (IWT) and said that is a technical matter. He further mentioned that Indus commissioners of both countries will talk to each other on this issue.&nbsp;</p>

<p>Jaishankar didn't comment on being asked about India's stance on current developments in Pakistan. He said, "In this (Indus Water) treaty, there are commissioners from both countries (India and Pakistan)."&nbsp;</p>

<p>It is a technical matter and Indus commissioners will talk to each other and after that, we can see what would be the next step," Jaishankar added.&nbsp;</p>

<p>During the visit, leaders of both countries are expected to sign MoU for an Indian grant for the implementation of the high-impact community development projects.</p>

<p>Jaishankar was also briefed on the political devolution of the country by Sri Lanka's President Ranil Wickremesinghe.&nbsp;He also handed over Indian Prime Minister Narendra Modi's invitation to the president to visit India at the earliest convenience to discuss a bilateral partnership.</p>

In response, Jaishankar called this a “misrepresentation”, referring to India’s calls for dialogue and diplomacy and said, “There was dialogue and diplomacy in the early days of the conflict so it’s not like it did not happen. <p>During the interview with Austria’s national broadcaster, the EAM was yet again questioned about India “financing Russia’s war” by not participating in Western sanctions and New Delhi’s imports from Moscow being “increased five times” since the beginning of the invasion, last year.&nbsp;</p>

<p>“Europe imported, in the same period, six times the energy which India did…if it is a matter of principle why didn’t Europe cut on the first day? Why didn’t on 25th February, a complete cut off of energy imports from Russia?”, the EAM questioned. He added, “You can’t say it’s my principle but by the way, I will do it by my timing”. &nbsp;</p>

<p>When the Austrian anchor attempted to talk about the difference between increased imports by India and Europe trying to decrease theirs, Jaishankar swiftly shut him down by saying that they have managed to do so in a manner that is “comfortable for Europe”.&nbsp;</p>

<p>He added, “If 60,000 euros or whatever your per capita income is, if you are so caring about your population, I have a population at $2,000 which also needs energy…The price of oil has doubled and Europe also moving into the Middle East and diverting their production into Europe and raising prices…putting pressure on global oil markets and on my imports as well.”</p>

<p>Therefore, if European political leadership understands this and "would like to soften the impact on their population, it is a privilege that they should extend to other political leaderships as well”, said Jaishankar. Subsequently, the Austrian anchor questioned if India is reluctant to criticise Moscow because it is New Delhi’s “biggest supplier of weapons and military equipment?” To which the EAM responded with a history lesson on how Russia and India ties came to be.&nbsp;</p>

In response, Jaishankar said, “It is difficult for China to say that…the record is very clear, because today there is a lot of transparency of satellite pictures and you can see who moved the forces to the border areas first, the record would be very clear.”&nbsp;</p>

<p>In a press conference ahead of the aforementioned interview, the EAM&nbsp;in response to a question about the ongoing conflict between Russia and Ukraine the Indian foreign minister said, India remains “deeply concerned” and that a “return to dialogue and diplomacy” is imperative. Jaishankar also said that he spoke about threats to international peace and security posed by terrorism with Austrian leaders. This also included its cross-border practices, violent extremism, radicalisation and fundamentalism.&nbsp;</p>

<p>Meanwhile, speaking about the conflict in Ukraine, echoing Indian Prime Minister Narendra Modi’s words that today's era is not of war he called for both countries to resolve their differences at the negotiation table. “With regard to the Ukraine conflict, let me underline that India remains deeply concerned. We sincerely believe that this is not the era of war. Differences must be settled on the negotiating table. It is imperative that there is a return to dialogue and diplomacy,” said the EAM while addressing a press conference with his Austrian counterpart.&nbsp;</p>
