Jaishankar-Lavrov Meet: Talks on Bilateral Issues on the Agenda

India's External Affairs Minister S Jaishankar on Wednesday (July 3) gave a cautious response to a query regarding the United States' proposed law that seeks to impose crippling tariffs on Russia's trade partners, including India, saying New Delhi will "cross that bridge when we come to it". He, however, said that India's concerns as to its security and energy were communicated to American lawmaker Lindsey Graham, who promulgated the bill. The proposed bill seeks to impose 500 per cent tariffs on countries trading with Russia despite US sanctions on Moscow over the latter's invasion of Ukraine in 2022. India and China are among the top importers of Russian energy products. Since Russia's invasion, Jaishankar has been defending India's decision to buy oil at discounted rates from Moscow, saying the government is doing what's best for its people. He has also called out the reliance of European energy security on Russian gas. Jaishankar yesterday said the proposed law was of interest to India."Regarding Senator Lindsey Graham's bill, any development which is happening in the US Congress is of interest to us if it impacts our interest or could impact our interest," he said at a press conference in Washington. "Our concerns and our interests on energy, security have been made conversant to him (Lindsey Graham). So we'll then have to cross that bridge when we come to it. If we come to it," he added. Graham, a proponent of tougher economic sanctions on Russia, says the legislation aims to pressure nations like India and China into stopping buying oil from Russia. The oil trade, according to the lawmaker, provides Moscow with economic muscles to continue the protracted war in Ukraine. He hopes that the bill, if passed, will weaken Russia's war economy and force Russian President Vladimir Putin to sign a favourable ceasefire deal with Ukraine. "Big breakthrough here. So what does this bill do? If you're buying products from Russia and you're not helping Ukraine, then there's a 500 per cent tariff on your products coming into the United States. India and China buy 70 per cent of Putin's oil. They keep his war machine going. My bill has 84 co-sponsors. It would allow the president to put tariffs on China and India and other countries to get them -- stop them from supporting Putin's war machine, to get him to the table," the US senator told ABC. Prior to the war, India, one of the largest oil-importing nations, used to meet most of its energy needs from the Middle East. However, the economic sanctions imposed by the US on Russia since the war paved the way for an alternate avenue for New Delhi as it started importing huge quantities of oil from Moscow at discounted prices. The enhanced trading helped Russia economically, which had been reeling under pressure exerted by several European nations by declining to purchase its oil.

External Affairs Minister S Jaishankar on Thursday (Jul 3) reiterated that the ceasefire understanding between India and Pakistan in May was the result of negotiations between the DGMOs of the two countries and not from any trade talks with the United States, dismissing claims made by US President Donald Trump. The Republican leader has said that he brokered a ceasefire understanding between the two neighbours using trade following military escalation after India launched Operation Sindoor on May 7 in response to the deadly Pahalagam terror attack. Speaking in a press conference in Washington during his three-day US visit, Jaishankar said, “The record of what happened at that time was very clear and the ceasefire was something which was negotiated between the DGMOs of the two countries.” He added, “I will leave it at that.” Earlier this week, the EAM told Newsweek that he was “in the room” when US Vice President JD Vance spoke to Prime Minister Narendra Modi on May 9. He added that Vance told PM Modi that Pakistan would launch a massive attack on India if they did not accept certain things. PM Modi indicated that India would not remain silent and would respond accordingly. “In terms of what has been our position, yes, we have for many years it’s not a position just of this government in Delhi, I mean it’s been a national consensus that our dealings with Pakistan are bilateral and in this particular case, I can tell you that when I was in the room when Vice President Vance spoke to Prime Minister Modi on the night of 9th May saying that you know the Pakistanis would launch a very massive assault on India if we did not accept certain things and the prime minister was impervious to what the Pakistanis were threatening to do on the contrary he (PM Modi) indicated that there would be a response from us this was the night before.” Jaishankar said in the interview. “Something the Pakistanis did was attack us massively that night, we responded very quickly thereafter, and the next morning, Mr Rubio called me up and said the Pakistanis were ready to talk. So, I can only tell you from my personal experience what happened,” he said. Despite India’s denial, Trump has consistently claimed he brokered the peace between India and Pakistan. On May 10, Foreign Secretary Vikram Misri announced that Pakistan’s Director General of Military Operations (DGMO) spoke with his Indian counterpart, and both sides agreed to stop all military actions on land, in the air, and at sea. Indian Armed Forces on May 7 launched Operation Sindoor, targeting nine terror camps in Pakistan and Pakistan-occupied Kashmir (PoK) in retaliation for the April 22 terror attack in Jammu and Kashmir’s Pagalgam that killed 26 civilians.

He claimed the minister's act was not diplomacy but something more serious. “This is not diplomacy, this is espionage. Everyone heard what the External Affairs Minister said. A cover-up is being done,” he alleged.Khera went further to question whether this “warning” allowed terrorists like Masood Azhar and Hafiz Saeed to flee their hideouts. “This statement suggests that the terrorists must have fled their bases. A government statement clarified, “EAM had stated that we had warned Pakistan at the start, which is clearly the early phase after Op Sindoor's commencement. This is being falsely represented as being before the commencement.”Backing this version, the Defence Ministry referred to a statement made by Lt General Rajiv Ghai, Director General of Military Operations. Ghai had said, “Even though we did attempt to reach out and communicate our compulsions to strike at the heart of terror to my counterpart in the immediate wake of Operation Sindoor, the request was brusquely turned down with an intimation that a severe response was inevitable and in the offing. We were, of course, prepared.”
PIB flags Gandhi’s claim as misleading
The government’s fact-checking arm, PIB FactCheck, said that the claims being made about Jaishankar’s remarks were false. “The social media post falsely implies from External Affairs Minister @DrSJaishankar's statement that India informed Pakistan before the start of Operation Sindoor. EAM is being misquoted and he has not made this statement,” it said, warning people to stay alert and not fall for misleading content.

Communist Party of India (Marxist) MP John Brittas on Saturday wrote to External Affairs Minister S Jaishankar, urging him to raise the issue of the revocation of visas of Indian students with the US government at the “highest appropriate levels”. In a letter addressed to the minister, Brittas also urged him to ensure that legal and consular assistance is provided to those affected by Indian missions in the US. The CPI(M) MP claimed that a deeply distressing and increasingly alarming situation was being faced by hundreds of Indian students in the United States, whose visas have been revoked without prior notice or sufficient explanation. “What deepens the distress is the nature of the reasons cited for these visa revocations — many of which are astonishingly petty, disproportionate, and wholly incongruous with the gravity of the action taken,” he alleged. Also Read | Putin announces ‘Easter truce’ in Ukraine conflict, orders military to halt fighting He said students have reportedly faced cancellations for minor traffic violations such as speeding or misdemeanours, inadvertent lapses in documentation, unintentional academic infractions without formal inquiry, social media expressions or journalistic writings-especially on issues like the Palestinian conflict as well as minor incidents such as inadvertently failing to scan or catalogue items correctly while using self-checkout kiosks in stores. Brittas also said denial of an opportunity to be heard is creating a “chilling atmosphere of fear and uncertainty among thousands of Indian students striving for legitimate academic pursuits in the United States”. “What is particularly troubling is the opaque and arbitrary nature of these actions, which appear to lack both procedural fairness and proportionality,” he said. India's External Affairs Minister S Jaishankar on Thursday (April 3) took a sharp jibe at Bangladesh's Chief Advisor Muhammad Yunus for calling India's Northeastern states "landlocked", saying that "we have the longest coastline in the Bay of Bengal".
Jaishankar said that India believes that cooperation is an integrated outlook, not one subject to cherry-picking.
He further said that India is aware of its responsibility with regard to the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC).

"We, after all, have the longest coastline in the Bay of Bengal, of almost 6,500 km. India shares borders not only with the five BIMSTEC members, and connects most of them, but also provides much of the interface between the Indian sub-continent and ASEAN. Our North-Eastern region in particular is emerging as a connectivity hub for the BIMSTEC, with a myriad network of roads, railways, waterways, grids and pipelines," Jaishankar said.
He added that India is aware that our cooperation and facilitation are an essential prerequisite for the smooth flow of goods, services and people in this larger geography.
"Keeping this geo-strategic factor in mind, we have devoted increasing energies and attention to the strengthening of BIMSTEC in the last decade. We also believe that cooperation is an integrated outlook, not one subject to cherry-picking," Jaishankar said.

This comes after Bangladesh's Yunus, during his visit to China, said that India's northeast was "landlocked" and had "no way to reach out to the ocean", presenting Bangladesh as the primary gateway for the region's maritime access.

However, Yunus remarks gained criticism from across the nation, particularly in the Northeast. Assam Chief Minister Himanta Biswa Sarma denounced the remarks as "offensive and unacceptable".
He further said that Yunus's remarks reignited debates over the strategic "Chicken's Neck" corridor, the narrow land strip in West Bengal linking the Northeast to the rest of India.
