<p>India's External Affairs Minister S Jaishankar on Monday (Apr 1) took a dig at China over its claims on Arunachal Pradesh stating that changing names would not have any impact on the fact that the northeastern state is, was and will always be a part of India.</p>

<p>"If today I change the name of your house, will it become mine? Arunachal Pradesh was, is and will always be a state of India. Changing names does not have an effect," Jaishankar said while addressing a press conference in Gujarat.</p>

<p>"Our army is deployed at the Line of Actual Control...," added EAM.</p>

<p>Jaishankar's remarks came following China's claim where it dubbed the Indian State as Zangan and called it an "inherent part of China's territory".</p>

<p>"Zangnan has been China's territory since ancient times. This is an undeniable fact,"&nbsp;said Senior Colonel Wu Qian, spokesperson for China's Ministry of National Defence.</p>

<p>The Chinese Defence Ministry released a statement saying that Beijing "never acknowledges and firmly opposes" the "so-called Arunachal Pradesh illegally established by India."</p>

<p>After this, India rebuffed Beijing's "baseless arguments" and "absurd claims" and asserted that the northeastern state was an "integral and inalienable part of India."</p>

<p>Earlier, the United States had condemned China over its claims on the northeastern state and said that it "strongly opposes" any attempts made by Beijing to advance territorial claims across the Line of Actual Control.</p>

<p>“The United States recognises Arunachal Pradesh as Indian territory and we strongly oppose any unilateral attempts to advance territorial claims by incursions or encroachments, military or civilian, across the Line of Actual Control,” said State Department Principal Deputy Spokesperson Vedant Patel.</p>

<p>The Ministry of External Affairs in an official statement also noted that the people of Arunachal Pradesh will “continue to benefit” from India’s development programmes and infrastructure projects.</p>

<p>“We have noted the comments made by the Spokesperson of the Chinese Defence Ministry advancing absurd claims over the territory of the Indian State of Arunachal Pradesh. Repeating baseless arguments in this regard does not lend such claims any validity,” said the official spokesperson of MEA, Randhir Jaiswal.</p>

The demonstration at visiting ports include Pollution Response training and practical display of various equipment.</p>

<p>This deployment to ASEAN nations is the third such by the ICG's vessels, as the Pollution Response ship has also visited Cambodia, Malaysia, Singapore, Thailand and Indonesia, in 2023. &nbsp;</p>

<p>His remarks at an interaction with the Indian community in Singapore came in the wake of the terror attack in a Moscow theatre that left nearly 140 people dead.</p>

<p>In response to a question about how Indian officials handle delicate and linguistically disparate subjects with their international counterparts, Jaishankar stated that many countries bring their own cultures, traditions, and at times their ideas to the table while engaging in diplomatic discussions.</p>

<p>"It's also natural that there will be different viewpoints. And what diplomacy is about is to find a way of reconciling it and coming to some kind of agreement," he said.</p>

<p>However, he said there were some issues like terrorism where clarity persists and there is no scope for confusion.</p>

<p>"You can take it in any language, but a terrorist is a terrorist in any language," he said.</p>

<p>"Never allow something like terrorism to be excused or defended because they're using a different language or a different explanation," he said.</p>

<p>His comments could also be an apparent reference to China which has in the past dismissed proposals put forward by India and the US at the United Nations Security Council to blacklist several Pakistan-based terrorists, including Lashkar-e-Taiba terrorist Sajid Mir.</p>

<p>He said there can be issues where two countries can genuinely have different viewpoints and there "will be issues when they are used as a cover as an excuse as a justification."</p>

<p>He then said that one should just know how to spot the difference and figure out a way to deal with it.</p>

<p>During the televised address, the Russian leader said, "All the executors, planners and those who ordered this crime will be rightfully and inevitably punished, whoever they are and whoever directed them. Let me repeat: we will identify and punish everyone who stood behind the terrorists, who prepared this attack against Russia, against our people."</p>

<p>Citing a probe into the attack, he also claimed that four attackers were fleeing towards Ukraine when they were nabbed.&nbsp;</p>

<p>"Regarding the investigation of this crime and results of operational search actions, I can now say the following: all four of the actual performers of the act of terror, all those who shot and killed people were found and detained. They tried to hide and were moving in the direction of Ukraine."</p>

<p>"There, according to the preliminary data, they had a crossing of the border prepared from the Ukrainian side. Overall, 11 people were detained," Putin added.</p>

<p>“Repeating baseless arguments in this regard does not lend such claims any validity. Arunachal Pradesh was, is and will always be an integral and inalienable part of India. Its people will continue to benefit from our development programmes and infrastructure projects,” the MEA said in a statement.</p>

<p>The Chinese foreign ministry had earlier objected to Prime Minister Narendra Modi’s recent visit to Arunachal Pradesh.</p>

<p>“We reject the comments made by the Chinese side regarding the visit of the Prime Minister to Arunachal Pradesh. Indian leaders visit Arunachal Pradesh from time to time, as they visit other States of India,” the MEA said in a separate response last week.</p>

<p>Jaishankar during his three-day visit to Singapore also highlighted that Pakistan was sponsoring terrorism almost at an "industry level".</p>

<p>He further asserted that India will not overlook terrorists and "will not skirt this problem anymore".</p>

<p>"Every country wants a stable neighbourhood...if nothing else, you want at least a quiet neighbourhood," he said in response to a question on India's ties with Pakistan.</p>

<p>He laid emphasis on the fact that how Pakistan was sponsoring terrorism against India and was using it as "an instrument of statecraft".</p>

<p>"It's not a one-off happening...but very sustained, almost at an industry level...So what we have come to conclude is that we have to find a way of addressing (the menace), that dodging the problem gets us nowhere, it only invites more trouble," he said.</p>

<p>"I don't have a quick instantaneous fix (to this issue). But what I can tell you is that India will not skirt this problem anymore. We are not going to say, 'well, that happened and let's continue our dialogue'...we have a problem and we must be honest enough to face up to that problem, however difficult it is...we should not give the other country a free pass, saying there's nothing they can do about it or it's a very hard problem, or there's so much else at stake that let us overlook," he asserted.</p>

<p>Jaishankar stated that in India now "the mood is not to overlook terrorists".</p>

"I don't have a quick instantaneous fix (to this issue). But what I can tell you is that India will not skirt this problem anymore. We are not going to say, 'well, that happened and let's continue our dialogue'...we have a problem and we must be honest enough to face up to that problem, however difficult it is...we should not give the other country a free pass, saying there's nothing they can do about it or it's a very hard problem, or there's so much else at stake that let us overlook," he asserted. <p>In an interactive session at a think-tank, Jaishankar, without directly naming Pakistan, said the South Asian Association for Regional Cooperation (SAARC) is in trouble as one of its member nations has been relentlessly backing terrorism.</p>

<p>"If you ask me whether I see a future for SAARC, in some ways, actually you are asking me if I see a future for that country. Because if that country does not really let go of those kinds of options in its armoury or its toolkit, then it is not just SAARC which is in danger. I mean, very frankly, you are looking at the state of that country as well," he said.</p>

<p>To a question on whether India is perceived by its neighbours as a bully, Jaishankar countered, saying, "A big bully does not provide USD 4.5 billion when the neighbours are in trouble. Big bullies do not supply vaccines to other countries when Covid (pandemic) was on and make exceptions to their own rules to respond to food demands, fuel demands, fertiliser demands because some war in some other part of the world has complicated their lives." <p>The external affairs minister said the SAARC is in trouble as one of its members has been supporting terrorism.</p>

<p>"The SAARC is in trouble basically because -- how do you have a regional organisation when one member does not hide the fact, in fact, sometimes proclaims the fact that they undertake, I am using the most neutral word possible, violent actions against other members?," he asked.</p>

<p>"If we are to sit as a group, but you reserve the right to attack me in the night, how long are we going to sit as a group? We have kind of obfuscated this issue for too long," Jaishankar said.</p>

<p>The SAARC is a regional bloc comprising India, Afghanistan, Bangladesh, Bhutan, the Maldives, Nepal, Pakistan and Sri Lanka.</p>

<p>"We found excuses that there is a constituency out there, there is a reason for why they are doing it. The bottom line is that we have to be clear in our own minds. Is it the view that we should proceed with SAARC even if one member of SAARC actually has training camps, trains terrorists, pushes them across (the border), supports them in different ways?," he further asked.</p>

<p>"It was heading for a crisis. It was just a certain succession of events, finally precipitating what happened," Jaishankar said.</p>

<p>The external affairs minister added: "Our problem in the neighbourhood, very honestly, is with one country." At the same time, he said "in diplomacy, you always hold out hopes", adding "who knows one day what the future holds".</p>

<p>The SAARC has not been very effective since 2016 as its biennial summits have not taken place since the last one in Kathmandu in 2014.</p>

<p>The 2016 SAARC Summit was to be held in Islamabad. But after a terrorist attack on an Indian Army camp in Uri in Jammu and Kashmir on September 18 that year, India expressed its inability to participate in the summit due to "prevailing circumstances".</p>

<p>The summit was called off after Bangladesh, Bhutan and Afghanistan also declined to participate in the Islamabad meet.</p>

<p>The external affairs minister said unlike the SAARC, cooperation under the BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) is moving ahead.</p>

<p>"I think there is today an appetite to grow under BIMSTEC," he said.</p>

<p>When asked if the Indo-Russian relationship is a "burden" on the India-Europe relationship due to oil trade between the two countries, Jaishankar said that Russia has never hurt Indian interests.</p>

<p>"Everyone conducts a relationship based on their past experiences. If I look at the history of India post-independence, Russia has never hurt our interests," Jaishankar said.&nbsp;&nbsp;</p>

<p>Jaishankar, when asked about Russia being an important arms supplier to India, slammed the West's longstanding preference to supply Pakistan with arms and not India.&nbsp;</p>

<p>"Different countries and different relationships have different histories. If I want to look at the US and Germany, it is rooted. There is an alliance, nature to it. There is a certain history on which that relationship is grounded. In our case it's very different, so I don't want you to even inadvertently give the impression that we are purely unsentimentally transactional. We are not, we get along with people, we believe in things, we share things, and we agree on some things but there are times when you are located in different places have different levels of development, and different experiences all of that gets into that," Jaishankar added.</p>

<p>"Life is complicated, life is differentiated. And I think it's very important today. I agree with Antony which is, good partners provide choices, smart partners take some of the choices. But sometimes, there will be choices, you say I'll pass on that," he stated further.</p>

<p>The 60th Munich Security Conference (MSC) got underway with an in-person event from February 16-18, at its traditional venue, the Hotel Bayerischer Hof in Munich, according to an official statement.<br />

<p>Jaishankar also pointed out that a distinction must be made between being non-West and anti-West.</p>

Not everybody necessarily in that grouping might qualify for that description, but the contribution the BRICS has made, if one looks at G7 and how it evolved into the G20," he said.</p>
