Jack Dorsey, Twitter’s chief executive, was working remotely on a private island in French Polynesia frequented by celebrities escaping the paparazzi when a phone call interrupted him Jan. 6.

On the line was Vijaya Gadde, Twitter’s top lawyer and safety expert, with an update from the real world. She said she and other company executives had decided to lock President Donald Trump’s account, temporarily, to prevent him from posting statements that might provoke more violence after a mob stormed the U.S. Capitol that day.

Dorsey was concerned about the move, said two people with knowledge of the call. For four years, he had resisted demands by liberals and others that Twitter terminate Trump’s account, arguing that the platform was a place where world leaders could speak, even if their views were heinous. But he had delegated moderation decisions to Gadde, 46, and usually deferred to her — and he did so again.

Dorsey, 44, did not make his misgivings public. The next day, he liked and shared several tweets urging caution against a permanent ban of Trump. Then, over the next 36 hours, Twitter veered from lifting Trump’s suspension to shutting down his account permanently, cutting off the president from a platform he had used to communicate, unfiltered, with not just his 88 million followers but the world.

The decision was a punctuation mark on the Trump presidency that immediately drew accusations of political bias and fresh scrutiny of the tech industry’s power over public discourse. Interviews with a dozen current and former Twitter insiders over the past week opened a window into how it was made — driven by a group of Dorsey’s lieutenants who overcame their boss’ reservations, but only after a deadly rampage at the Capitol.

Having lifted the suspension the next day, Twitter monitored the response to Trump’s tweets across the internet, and executives briefed Dorsey that Trump’s followers had seized on his latest messages to call for more violence. In one post on the alternative social networking site Parler, members of Twitter’s safety team saw a Trump fan urge militias to stop President-elect Joe Biden from entering the White House and to fight anyone who tried to halt them. The potential for more real-world unrest, they said, was too high.

Twitter was also under pressure from its employees, who had for years agitated to remove Trump from the service, as well as lawmakers, tech investors and others. But while more than 300 employees signed a letter saying Trump’s account must be stopped, the decision to bar the president was made before the letter was delivered to executives, two of the people said.

On Wednesday, Dorsey alluded to the tensions inside Twitter. In a string of 13 tweets, he wrote that he did “not celebrate or feel pride in our having to ban @realDonaldTrump” because “a ban is a failure of ours ultimately to promote healthy conversation.”

But, Dorsey added, “this was the right decision for Twitter. We faced an extraordinary and untenable circumstance, forcing us to focus all of our actions on public safety.”

Dorsey, Gadde and the White House did not respond to requests for comment.

“This is a phenomenal exercise of power to de-platform the president of the United States,” said Evelyn Douek, a lecturer at Harvard Law School who focuses on online speech. “It should set off a broader reckoning.”

Trump, who joined Twitter in 2009, was a boon and bane for the company. His tweets brought attention to Twitter, which sometimes struggled to attract new users. But his false assertions and threats online also caused critics to say the site enabled him to spread lies and provoke harassment.

Many of Twitter’s more than 5,400 employees opposed having Trump on the platform. In August 2019, shortly after a gunman killed more than 20 people at a Walmart in El Paso, Twitter called a staff meeting to discuss how the gunman, in an online manifesto, had echoed many of the views that Trump posted on Twitter.

At the meeting, called a “Flock Talk,” some employees said Twitter was “complicit” by giving Trump a megaphone to “dog whistle” to his supporters, two attendees said. The employees implored executives to make changes before more people got hurt.

Over time, Twitter became more proactive on political content. In October 2019, Dorsey ended all political advertising on the site, saying he worried such ads had “significant ramifications that today’s democratic structure may not be prepared to handle.”

But Dorsey, a proponent of free speech, declined to take down world leaders’ posts because he considered them newsworthy. Since Twitter announced that year that it would give greater leeway to world leaders who broke its rules, the company had removed their tweets only once: Last March, it deleted messages from the presidents of Brazil and Venezuela that promoted false cures for the coronavirus. Dorsey opposed the removals, a person with knowledge of his thinking said.

Dorsey pushed for an in-between solution: appending labels to tweets by world leaders if the posts violated Twitter’s policies. In May, when Trump tweeted inaccurate information about mail-in voting, Dorsey gave the go-ahead for Twitter to start labeling the president’s messages.

After the Nov. 3 election, Trump tweeted that it had been stolen from him. Within a few days, Twitter had labeled about 34% of his tweets and retweets, according to a New York Times tally.

Then came the Capitol storming.

On Jan. 6, as Congress met to certify the election, Twitter executives celebrated their acquisition of Ueno, a branding and design firm. Dorsey, who has often gone on retreats, had traveled to the South Pacific island, said the people with knowledge of his location.

When Trump used Twitter to lash out at Vice President Mike Pence and question the election result, the company added warnings to his tweets. Then, as violence erupted at the Capitol, people urged Twitter and Facebook to take Trump offline entirely.

That led to virtual discussions among some of Dorsey’s lieutenants. The group included Gadde, a lawyer who had joined Twitter in 2011; Del Harvey, vice president of trust and safety; and Yoel Roth, head of site integrity. Harvey and Roth had helped build the company’s responses to spam, harassment and election interference.

The executives decided to suspend Trump because his comments appeared to incite the mob, said the people with knowledge of the discussions. Gadde then called Dorsey, who was not pleased, they said.

Trump was not barred completely. If he deleted several tweets that had stoked the mob, there would be a 12-hour cooling-off period. Then he could post again.

After Twitter locked Trump’s account, Facebook did the same. Snapchat, Twitch and others also placed limits on Trump.

But Dorsey was not sold on a permanent ban of Trump. He emailed employees the next day, saying it was important for the company to remain consistent with its policies, including letting a user return after a suspension.

Many workers, fearing that history would not look kindly upon them, were dissatisfied. Several invoked IBM’s collaboration with the Nazis, said current and former Twitter employees, and started a petition to immediately remove Trump’s account.

That same day, Facebook barred Trump through at least the end of his term. But he returned to Twitter that evening with a video saying there would be a peaceful transition of power.

By the next morning, though, Trump was back at it. He tweeted that his base would have a “GIANT VOICE” and that he would not attend the Jan. 20 inauguration.

Twitter’s safety team immediately saw Trump fans, who had been saying the president abandoned them, post about further unrest, said the people with knowledge of the matter. In a Parler message that the safety team reviewed, one user said anyone who opposed “American Patriots” like himself should leave Washington or risk physical harm during the inauguration.

The safety team began drafting an analysis of the tweets and whether they constituted grounds for kicking off Trump, the people said.

Around noon in San Francisco that day, Dorsey called in for an employee meeting. Some pressed him on why Trump was not permanently barred.

Dorsey repeated that Twitter should be consistent with its policies. But he said he had drawn a line in the sand that the president could not cross or Trump would lose his account privileges, people with knowledge of the event said.

After the meeting, Dorsey and other executives agreed that Trump’s tweets that morning — and the responses they had provoked — had crossed that line, the people said. The employee letter asking for Trump’s removal was later delivered, they said.

Within hours, Trump’s account was gone, except for an “Account suspended” label. He tried tweeting from the @POTUS account, which is the official account of the U.S. president, as well as others. But at every turn, Twitter thwarted him by pulling down the messages.

Some Twitter employees, fearing the wrath of Trump’s supporters, have now set their Twitter accounts to private and removed mentions of their employer from online biographies, four people said. Several executives were assigned personal security.

Twitter has also broadened its crackdown on accounts promoting violence. Over the weekend, it removed more than 70,000 accounts that pushed the QAnon conspiracy theory, which posits that Trump is fighting a cabal of Satan-worshipping pedophiles.

On Wednesday, employees gathered virtually to discuss the decision to bar Trump, two attendees said. Some were grateful that Twitter had taken action, while others were eager to leave the Trump era behind. Many were emotional; some cried.

That afternoon, Trump returned again to Twitter, this time using the official @WhiteHouse account to share a video saying he condemned violence — but also denouncing what he called restrictions on free speech. Twitter allowed the video to remain online.

An hour later, Dorsey tweeted his discomfort about the removal of Trump’s online accounts. It “sets a precedent I feel is dangerous: the power an individual or corporation has over a part of the global public conversation,” he wrote.

But, he concluded, “everything we learn in this moment will better our effort, and push us to be what we are: one humanity working together.”

After rolling out a disappearing tweet feature called "Fleets" globally last week, Twitter is now working to fix a bug which makes these tweets visible even after 24 hours.
The details of the bug were posted by a Twitter user who uses the handle @donk_enby in a series of tweets on Saturday.

The user would not get any notification that his/her Fleets had been read.

The social media platform Twitter is now launching the new feature of 'Fleets' worldwide, after successfully testing it in India, Brazil, Italy, and South Korea.

Twitter decided to launch the new feature in other countries after it was observed that the users were getting more comfortable with the platform with the help of Fleets. Joshua Harris, Twitter's Director of Design, said, "We've seen Fleets helped people feel more comfortable sharing personal and casual thoughts, opinions, and feelings."

The feature was launched in India in June 2020 and has seen an increase in the number of people engaging with the platform anecdotally. However, the utilisation of the feature itself has gone down in the interim. A reason behind this can be the lack of safety measures in the 'Fleet line'. The people who watch somebody's fleet through the fleet line can take a screenshot without the author being notified, and the author also does not have any way to find out who all have seen his/her fleet. Twitter is now working on getting these safety measures included in upcoming updates.

Meanwhile, the social media platform is also hoping to add stickers, more creator tools, and live broadcasting in the near future.

Harris also revealed that the company will shortly be launching a voice chatroom called Audio Spaces. This chatroom will be launched with the aim of creating a safer and more comfortable space for intimate conversations between the users, said Maya Patterson, a Product Designer at Twitter.

"Voice tweets allow people to share their thoughts, but we imagined a live audio space to communicate with one other person or small groups," Patterson said. "A space that feels very safe and intimate. We've used the metaphor of a well-hosted dinner party. You don't need to know everyone at the party to have a good time, but everyone should feel comfortable to sit at the table."

"Safety is critical and we need to get that right in order for people to leverage live audio spaces, so we're going to launch this first experiment to a very small group of people, who are disproportionately impacted by harm on the platform — women and people from marginalised communities — and the team is interested and the company is interested in hearing first from this group of people on their feedback on audio spaces," she said.

Fact-checking doesn't make Twitter 'arbiter of truth': Jack Dorsey's retort to Donald Trump

Twitter said Tuesday it is unlikely to open its offices before September, and that many of its employees will be permitted to work from home permanently even after the end of the coronavirus lockdowns.

Twitter swung to a loss in the past quarter as the global pandemic hit advertising revenue, even as the social platform saw a surge in new users.

In its quarterly update Thursday, Twitter saw an $8 million loss as revenues edged up three per cent to $808 million and its user base increased 24 per cent.

Chief executive Jack Dorsey said the platform was working to be a useful resource for people during the global lockdowns.

"I've never been more sure of the value Twitter brings to people around the world," Dorsey told analysts on a conference call.

He said Twitter's goal is to "serve the global conversation" and that the platform is "helping the world stay informed, and providing a unique way for people to come together to help or simply entertain and remind one another of our connections."

Twitter shares jumped as much as 10 per cent in pre-market trade, but later turned negative after expressing caution about prospects for a rebound. Shares opened down 6.4 per cent.

Advertising revenue was essentially flat in the period, but were hit by a huge slump in the final weeks of the quarter, Twitter said.

It said ad revenues plummeted 27 per cent compared with a year ago between March 11 and 27, when many global events were cancelled and US residents began sheltering in place.

"The downturn we saw in March was particularly pronounced in the US, and advertising weakness in Asia began to subside as work and travel restrictions were gradually lifted," Twitter said in a letter to shareholders.

Chief financial officer Ned Segal told analysts it was too soon to know when the ad outlook for Twitter will improve.

Twitter plans to build 'decentralized standard' for social networks

Twitter Inc on Friday said its political advertising ban will include references to political candidates or legislation, and it will not allow ads that advocate for a certain outcome on social and political causes.

The popular social media site, which first announced its political ads ban last month, had not previously provided details on the new policy. On Friday, it said it will define political content as anything that references "a candidate, political party, elected or appointed government official, election, referendum, ballot measure, legislation, regulation, directive, or judicial outcome."

Twitter said it will use a combination of automated technology and human teams to enforce the new ad policies.

The move comes as campaigns for the November 2020 presidential election heat up amid growing pressure on social media companies to stop accepting ads that spread false information and could sway elections.

"We believe political message reach should be earned, not bought," Twitter Chief Executive Jack Dorsey said in announcing the ban.

Rival Facebook Inc, saying it did not want to stifle political speech, has refused calls from some politicians and others to follow Twitter's lead, and said it would not vet political ads for misleading claims on its site.

The ban is expected to take effect on November 22.

Brad Parscale, campaign manager for US President Donald Trump's re-election bid, in a statement called the move, "yet another attempt to silence conservatives, since Twitter knows President Trump has the most sophisticated online program ever known."

Bill Russo, deputy communications director for former Vice President Joe Biden's presidential campaign, said in a statement that he appreciates Twitter will not allow "disproven smears" to appear in ads, but said social media companies had more work to do to ensure their sites are not rife with disinformation.

"We look forward to seeing how the policy works in practice and intend to hold Twitter to its word," he said.

Twitter will allow companies and advocacy groups to run ads that promote awareness and discussion about social causes, such as environmental protection. But they will not be allowed to push for a political or legislative change, especially if they are advocating for something that benefits their business, Del Harvey, vice president of trust and safety, said in a conference call on Friday.

Under the new policy for example, Sierra Club could still promote their causes, but they would not be able to single out politicians they support or target those they would like to see defeated in elections, or lobby for political outcomes.

Ads intended to promote awareness about a cause would be allowed to target users at the state level or higher, but not by zip-code. And those advertisers will not be able to target people based on their political leanings, Twitter said.

Roy Temple, a partner at digital media consultancy GPS Impact who has worked with political campaigns, called the move "a gigantic cop-out" by Twitter's CEO that does not involve the loss of much revenue, and he questioned the difficulty of implementing the complicated policy.

"I wouldn't want to be the Twitter employee who has to make these calls and defend them,” Temple said. "Universal healthcare is a cause, but is there a bill related to that? Are you talking about the bill or the cause? How is that determined?"

Harvey said on Friday the new policies were not expected to change Twitter's fourth-quarter revenue forecast. Political ad spend for the 2018 U.S. midterm elections on Twitter was less than $3 million, the company reported.

Critics have said the ban would punish lesser-known candidates taking on well-funded incumbents in local elections.

If Facebook and Google - much larger players in digital advertising - were to adopt similar policies it would be "catastrophic" to down-ballot candidates who lack name recognition, said Eric Wilson, a political strategist based in Washington D.C.

"If Facebook considers eliminating things like microtargeting, that's when we would panic," Wilson said. He said the platform has been the best vehicle for raising grassroots support, and a similar ban could hurt candidates that do not accept large donations from corporations and political action committees (PACs).

Twitter Inc on Friday said its political advertising ban will include references to political candidates or legislation, and it will not allow ads that advocate for a certain outcome on social and political causes.

Twitter Inc on Friday said its political advertising ban will include references to political candidates or legislation, and it will not allow ads that advocate for a certain outcome on social and political causes. The popular social media site, which first announced its political ads ban last month, had not previously provided details on the new policy. On Friday, it said it will define political content as anything that references "a candidate, political party, elected or appointed government official, election, referendum, ballot measure, legislation, regulation, directive, or judicial outcome." Twitter said it will use a combination of automated technology and human teams to enforce the new ad policies. Brad Parscale, campaign manager for US President Donald Trump's re-election bid, in a statement called the move, "yet another attempt to silence conservatives, since Twitter knows President Trump has the most sophisticated online program ever known." Bill Russo, deputy communications director for former Vice President Joe Biden's presidential campaign, said in a statement that he appreciates Twitter will not allow "disproven smears" to appear in ads, but said social media companies had more work to do to ensure their sites are not rife with disinformation. "We look forward to seeing how the policy works in practice and intend to hold Twitter to its word," he said. Twitter tightens bans on political ads and causes ahead of 2020 US election

Twitter CEO Jack Dorsey has made a major announcement that could have huge ramifications for the 2020 presidential elections.

Starting November 22 the social media giant will officially stop carrying political advertisements of all kinds.

Taking to Twitter, Dorsey had a very strong message for political leaders across the world. He said that "We believe political message reach should be earned, not bought."

In a series of tweets, Dorsey then went on to explain the thought process behind his decision.

He also said that the decision was not about free speech, but the negative impact on the democratic infrastructure due to the practice of paid advertisements.

The decision will be binding on both candidate ads as well as issue-based ads.

The only political advertisements that will remain on the platform are voter registration ads.

There will be more clarity on the nuances of the policy when an official statement will be released on November 15th.

The decision puts him at odds with Facebook founder Mark Zuckerberg who has defended his company's decision to put up unverified campaign ads.

Even during his recent testimony in front of the u.S congress, Zuckerberg defended his stance.

As per Facebook's current policy, campaign ads are not fact-checked, which means that candidates can peddle lies of the platform and not be held accountable.

Dorsey called out Zuckerberg's double standard on the issue of fake information on social media.

He said that it was not credible for his company to say it's working hard to control the spread of misinformation. And then do the same when offered money by political parties — an obvious dig aimed at the facebook founder.

Trump's 2020 campaign responded to the decision by calling it dumb.

They said the company was walking away from hundreds of millions of dollars in revenue and called it an effort to muzzle conservative voices.

Former Democratic presidential nominee Hillary Clinton was all praise for the move, calling it the right thing for democracy across the world.

She also had a poignant question for facebook at the end of her tweet.

America's election campaigns are among the most expensive in the world. And a sizeable portion of this expenditure goes to advertising.

This is why many internet-based companies are hesitant to do what twitter has just announced.

Take a look at these numbers:

6 billion dollars — that is how much US is likely to spend on the 2020 presidential election cycle.

Out of which 1.6 billion dollars will be spent on digital video adverts.

But the playing field is by no means fair.

Since May 2018, Facebook has raked in 857 million dollars in political ad revenue, while youtube has received 122 million dollars.

In comparison, Twitter's ad revenue during the 2018 mid-term elections was only 3 million dollars.

More cautiously, eMarketer senior analyst Jasmine Enberg said it remained unclear how much impact the change would have, given that political advertising is not a major part of Twitter's core business.
