<p>Tech giant&nbsp;Twitter has been fined $100,000 for ''multiple campaign finance violations'' for failing to keep records of&nbsp; advertisements public.</p>

<p>According to papers filed at the King County Superior Court, the company failed to maintain the required records for at least 38 Washington candidates and committees that reported paying $194,550 for political advertising on&nbsp;Twitter's platform since 2012.</p>

<p>"Transparency in political advertising is critical to a free and informed electorate," Ferguson said. "Whether you are a local newspaper or a multinational social media platform, you must follow our campaign finance laws."</p>

<p>Twitter Inc said on Tuesday it would permanently suspend accounts that violate its policies while tweeting about&nbsp;QAnon, a fringe group that claims "deep-state" traitors are plotting against President Donald Trump.</p>

<p>Twitter, which announced the change on its Twitter Safety page, said it would not serve content and accounts associated with&nbsp;QAnon&nbsp;in trends and recommendations, and would block URLs associated with the group from being shared on the platform.</p>

<p>The suspension, which will be rolled out this week, is expected to impact about 150,000 accounts globally, Twitter said. More than 7,000 accounts have been removed in the last several weeks for violating the company's rules against spam, platform manipulation and ban evasion.</p>

<p>The suspensions will be applied to accounts "engaged in violations of our multi-account policy, coordinating abuse around individual victims, or are attempting to evade a previous suspension,&nbsp;something we’ve seen more of in recent weeks," Twitter said.</p>

<p>China on Friday said Twitter should shut down accounts that smear China if it wants to fight disinformation, arguing that the country is the biggest victim of disinformation.</p>

<p>Chinese foreign ministry spokeswoman Hua Chunying told reporters during a briefing that many platforms had much falsehood about China and that there was a need for Chinese voices with objective views.</p>

<p>Earlier, the US tech giant had&nbsp;deleted&nbsp;thousands of accounts praising&nbsp;China's response to COVID-19 and others which were linked to Hong Kong protests. These included&nbsp;23,750 "highly engaged core" accounts and 150,000 "amplifier" accounts.</p>

<p>The company said the network had "failed to achieve considerable traction" but was "involved in a range of manipulative and coordinated activities". The accounts have been placed in Twitter's archive.</p>

<p>Twitter is banned from China along with other US sites including Facebook, Google and YouTube.</p>

<p>Twitter shares jumped as much as 10 per cent in pre-market trade, but later turned negative after expressing caution about prospects for a rebound. Shares opened down 6.4 per cent.</p>

<p>Advertising revenue was essentially flat in the period, but were hit by a huge slump in the final weeks of the quarter, Twitter said.</p>

<p>It said ad revenues plummeted 27 per cent compared with a year ago between March 11 and 27, when many global events were cancelled and US residents began sheltering in place.</p>

<p>"The downturn we saw in March was particularly pronounced in the US, and advertising weakness in Asia began to subside as work and travel restrictions were gradually lifted," Twitter said in a letter to shareholders.</p>

<p>Chief financial officer Ned Segal told analysts it was too soon to know when the ad outlook for Twitter will improve.</p>

<p>Since the company's earnings warning last month, he said, "things remain relatively consistent ... and we thought they may have actually continued to deteriorate" since late March.</p>

<p>Twitter's results come after online giants Facebook and Google reported earnings suggesting the tech sector is weathering the global health crisis despite declines in digital advertising.</p>

<p>The tech sector has become an important lifeline for people to stay connected during the lockdowns, even if online firms are seeing a hit to revenues.</p>

<p><strong>14 million new users</strong></p>

<p>Twitter's preferred measure -- "monetizable" daily active users -- hit 166 million, a leap of 24 per cent from a year ago.</p>

<p>Twitter said 14 million new users joined the platform over the past quarter, its best gain using that metric.</p>

<p>Last month, Twitter dialled back its financial guidance as a result of the COVID-19 outbreak, which has dealt a blow to the global economy and advertising, which makes up the bulk of its revenues.</p>

<p>The San Francisco-based company also struck a deal with activist investors to keep Dorsey in charge in exchange for a reorganization of the board. Dorsey also modified plans to spend a large part of the year in Africa.</p>

<p>Twitter has also been scrambling to weed out hoaxes and misinformation about the coronavirus which have been proliferating on social media.</p>

<p>"We've responded quickly to the challenges, updating our policies, increasing our use of machine learning and automation to take actions on potentially abusive &amp; manipulative content, ensuring continuity of service, and partnering with advertisers to adapt their campaigns," Twitter said.</p>

<p>Twitter said it was not offering a project for the current quarter "given the unprecedented uncertainty and rapidly shifting market conditions."</p>

<p>Jasmine Enberg, an analyst at eMarketer, called the results "a positive surprise."</p>

<p>"A strong January and February were enough to partially offset the steep coronavirus-related declines in its March revenues," Enberg said.</p>

<p>"But Twitter's ad business is heavily event-driven, so the suspension of major sporting leagues in March will have hurt its bottom line and will continue to do so as long as social distancing and stay-at-home measures remain in place."</p>

Twitter swings to loss as pandemic hits advertising

<p>Celebs at this time around the world have been coming forward with help for the underprivileged. Now Rihanna and Twitter CEO Jack Dorset are teaming up to create an emergency fund to directly aid those in need as the number of incidents are on the rise in the area.</p>

<p>Rihanna's Clara Lionel Foundation and Dorsey, who also serves as CEO of Square, will fund a joint grant to the Mayor's Fund for Los Angeles. They have both pledged for $2.1 million to a total of $4.2 million.&nbsp;</p>

<p>The money will be used for providing 10 weeks of expenses for shelter, meals and counseling for individuals and children suffering from domestic violence at a time when shelters are full and incidents are reportedly on the rise.</p>

<p>As per the Los Angeles Housing Authority, some 90 people per week along with their children have been turned away from shelters in LA since "Safer at Home" guidelines were enacted in mid-March. At approximately $125 per day, the grant covers housing and food for 90 applicants per week, with an additional 90 every week thereafter for 10 weeks.</p>

<p><a href="https://www.wionews.com/business-economy/twitter-makes-global-changes-to-comply-with-privacy-laws-265881">Twitter Inc</a>&nbsp;plans to set up an independent research group to create an "open and decentralized" system for social networks, CEO <a href="https://www.wionews.com/world/we-believe-political-message-reach-should-be-earned-not-bought-jack-dorsey-259116">Jack Dorsey</a> said on Wednesday, which could relieve pressure on the company to appease critics of its content policies but also give rise to a new crop of competitors.</p>

<p>The system, or "standard," would not be owned by any single private company, Dorsey said and would enable individuals to use a variety of services to access the same network, just like they choose different email providers to see the same messages.</p>

<p>Policing speech on social media sites has required hefty investments while still failing to stem criticism from users who find the policies either too aggressive or too lax.</p>

<p>"Centralized enforcement of global policy to address abuse and misleading information is unlikely to scale over the long-term without placing far too much burden on people," Dorsey tweeted.</p>

<p>He said the new approach would also allow Twitter to "focus our efforts on building open recommendation algorithms which promote healthy conversation and will force us to be far more innovative than in the past."</p>

<p>The idea, as outlined in articles Dorsey shared, is that developers could use their own algorithms to offer like-minded individuals targeted access to the same social media networks.</p>

<p>For instance, an individual could sign up with a provider that would aggressively filter out racist material, or another that would promote conversations over other types of content.</p>

<p>The open standard, however, could upend Twitter's business model in the process, giving rise to competitor services that offer filters, content suggestions or other tools that prove more popular with consumers.</p>

<p>In an article that Dorsey shared called "Protocols, Not Platforms," tech news site Techdirt founder Mike Masnick outlined how an open standard could give rise to a "competition for business models" among developers.</p>

<p>Some providers might collect less user data for ads, while others might abandon advertising altogether, instead of charging users for access to premium services like filters or data storage, Masnick wrote.</p>

<p>Dorsey said Twitter's chief technology officer, <a href="https://www.wionews.com/india-news/parag-agrawal-iit-alumnus-is-twitters-new-cto-35224">Parag Agrawal</a>, will be in charge of hiring a lead for the research team, called BlueSky. Twitter will fund the project, which will take many years to complete, but will not direct it, he said.</p>

<p>He went on to suggest that blockchain technology might provide a model for decentralizing content hosting, oversight and even monetization of social media, without elaborating on possible alternatives to Twitter's ad-driven business.</p>

<p>Some of the tweets contained the hashtag #ChucklingSquad, which was believed to indicate the identity of the hacker group. The same calling card was left behind during recent hacks of other high-profile social media personalities.</p>

<p>The messages contained racial epithets and included a retweet of a message supporting Nazi Germany.</p>

<p>Twitter said that the phone number associated with Dorsey's account was "compromised due to a security oversight by the mobile provider," allowing a hacker to posts tweets to @jack by sending text messages.</p>

<p>Dorsey's account has been secured and there was "no indication that Twitter's systems have been compromised," according to the San Francisco-based internet firm.</p>

<p>It appeared that tweets posted on Dorsey's account by the hacker were up for about a half-hour before they were removed.</p>

<p>Pinned atop Dorsey's account was a tweet from early last year saying: "We're committing Twitter to help increase the collective health, openness, and civility of public conversation, and to hold ourselves publicly accountable towards progress."</p>

<p>A barrage of comments fired off on the platform questioned why the Twitter co-founder didn't secure his account better, and how disturbing a sign it was that the service couldn't keep its own chief safe on the platform.</p>

<p>"If you can't protect Jack, you can't protect... jack," one Twitter user quipped.</p>

<p>The news comes with Dorsey and Twitter moving aggressively to clean up offensive and inappropriate content as part of a focus on "safety."</p>

<p>"This might be the only way to get rid of racist tweets on this platform," a Twitter user commented.</p>
