Western diplomats and former Israeli officials said that the Israelis had accepted the need to engage constructively with Washington instead of dismissing the negotiations out of hand.

“We would like the negotiations to emphasize what the world would like to see: an agreement for a longer time — for at least 50 years, if not more,” Hanegbi said in an interview. “It has to be an agreement that will be valid for generations. Anything else will not achieve the goal of preventing a nuclear Iran.”

Saudi and Emirati officials, for their part, were silent Friday. Watching the Biden administration’s outreach to Tehran with resignation, the two Gulf states — which were outraged at being excluded from the last negotiations — can only hope that the United States will keep its promises to consider Gulf interests in the talks, analysts said.

“Practically, they will not confront the Biden administration directly,” he said. “They will wait a little bit to see whether the Iranians are reacting and how the negotiations develop.”

But behind the scenes, Israel is already lobbying the United States for an agreement that is much tougher on Iran. Mossad chief Yossi Cohen and a team of experts will soon travel to Washington to brief senior American officials about what they see as the threats still posed by Iran, hoping to persuade the United States to hold out for harsher restrictions on Iran in any deal, two senior Israeli officials said.

Israeli intelligence suggests that Iran has blatantly violated the terms of the original nuclear deal and is still taking steps to develop a nuclear warhead, the officials said, claims that Iran denies.

In Europe, Russia and China, which supported the original deal and opposed Trump’s withdrawal from it, the reaction was positive.

“The U.S.A. is giving diplomacy a chance,” Germany’s foreign minister, Heiko Maas, wrote on Twitter. “We expressly welcome and support this!”

Biden administration officials said Friday that the next move was Iran’s and that they did not intend to offer concessions or incentives for Tehran to join negotiations.

A senior administration official said that any U.S. actions, such as the removal of sanctions on Iran, would have to be discussed at the negotiating table.

Israel Police had earlier spoken to high-ranking rabbis in the hours following the death of Rabbi Chaim Meir Wosner, a senior rabbinic authority and the dean of the Hachmei Lublin Yeshiva there to prevent mass gatherings similar to those at ultra-Orthodox funerals during the last week.

Wosner died at the age of 83. He contracted the Wuhan virus at a wedding last month. Police set up barricades around the funeral procession; protestors knocked them down and clashed with the police. This is just the latest such case of non-compliance.

Last month, similar scenes were witnessed in Jerusalem twice. Thousands of ultra-orthodox mourners attended the funerals of two prominent rabbis — both of whom were almost 100 years old and died of the Wuhan virus.

The pandemic-exhausted nation turned its rage on its supremely conservative community. Police deployed water cannons and arrested dozens of people. This happened on January 24. A crowd of orthodox Jewish demonstrators clashed with the police.

They wanted a school to be opened, to pray in synagogues, and organise mass weddings and funerals despite government restrictions. The community is being called a serial violator of rules.

The trend reflects in pandemic numbers. Orthodox Jews make up just over 10% of Israel's population of 9.2 million.

But they account for one-third of the Wuhan virus cases. They’ve been branded as Israel’s super spreaders. But action against them may be restricted to water cannons.

Israel is heading for polls, and orthodox Jews have a prominent voice. The parties they support called the Haredi religious political party often play kingmakers in Israel’s tight electoral contests.

They currently hold 16 seats in a parliament that has 120 seats.

Four civilians, including two children, were killed by Israeli strikes on the Syrian province of Hama at dawn on Friday, the Syrian state news agency SANA reported.

SANA cited a Syrian military source as saying that the country's air defences responded to Israeli missiles in the central province, "intercepting most" of them.

The Palestinian forces also simulated various combat scenarios with Israeli troops, an AFP reporter said.

The events marked the anniversary of the first Hamas war with Israel in 2008, a year after the Islamists took power in Gaza. Since then they have fought two more wars, in 2012 and 2014.

Health Minister Yuli Edelstein announced last week that the first vaccine doses would be distributed to prisons over the coming days.

2 million planned to be vaccinated in Israel by end of January

More than 10% of Israel’s population has received a first dose of a coronavirus vaccine, a rate that has far outstripped the rest of the world and buoyed the battered domestic image of the country’s leader, Benjamin Netanyahu, at a critical juncture.

Israel’s campaign, which began Dec. 20, has distributed the vaccine to three times as much of its population as the second-fastest nation, the tiny Persian Gulf kingdom of Bahrain, according to figures compiled mostly from local government sources by Our World in Data.

By contrast, less than 1% of the population of the United States and only small fractions of the population in many European countries received a vaccine dose by the end of 2020, according to Our World in Data, though China, the United States and Britain have each distributed more doses overall.

“It’s quite an astonishing story,” said professor Ran Balicer, chair of the national advisory team of experts that is counseling the Israeli government on its COVID-19 response.

Israel’s heavily digitized, community-based health system — all citizens, by law, must register with one of the country’s four HMOs — and its centralized government have proved adept at orchestrating a national inoculation campaign, according to Israeli health experts.

With a population of 9 million, Israel’s relatively small size has played a role as well, said Balicer, who is also the chief innovation officer for Clalit, the largest of the country’s four HMOs.

An aggressive procurement effort helped set the stage.

The health minister, Yuli Edelstein, said in an interview Friday that Israel had entered into negotiations with drugmakers as an “early bird,” and that the companies were interested in supplying Israel because of its HMOs’ reputation for efficiency and gathering reliable data.

“We are leading the world race thanks to our early preparations,” he said.

Internal political conflicts, confusing instructions and a lack of public trust in the government left Israel seemingly fractured in October as the country struggled to cope with a surge in coronavirus cases and deaths that, relative to the size of the population, were among the worst in the world.

While restrictions imposed in the fall reduced the number of new coronavirus cases, in recent weeks, Israel has seen them rise to more than 5,000 a day, sending the country back into a third, if partial, lockdown. More than 420,000 Israelis have been infected and 3,325 have died.

Israeli officials have not publicized the exact number of vaccine doses that it has received so far, or how much it paid for them, saying the agreements are confidential. But if it turns out that Israel overpaid compared to other countries, Edelstein said, the cost would still be worth it even to reopen the Israeli economy one week earlier than it otherwise could have done.

Professor Jonathan Halevy, president of Shaare Zedek Medical Center in Jerusalem, said getting in early had been a “correct strategy.”

With Israel having prioritized health workers and citizens ages 60 and older, Edelstein said that a majority of its high-risk population should receive the second of two doses of the Pfizer-BioNTech vaccine by late January. About 150,000 Israelis are being vaccinated per day.

Syrian state news agency SANA said on Friday that Syria's air defences intercepted missiles fired by Israel. The missiles were reportedly fired on the western province of Hama.

The war monitor said the attack targeted "positions of regime forces and Iran-backed militias," without providing additional details.&nbsp;

Israel, which did not immediately comment on the reports, has launched hundreds of strikes in Syria since the start of the civil war in 2011.

It has targeted government troops, allied Iranian forces and fighters from the Lebanese Shiite militant group Hezbollah.

It rarely confirms details of its operations in Syria, but says Iran's presence in support of President Bashar al-Assad is a threat and that it will continue its strikes.

US President Donald Trump spoke to Morocco's King Mohammed VI on Thursday and reaffirmed his country's support to Morocco's 'realistic autonomy proposal' for sovereignty over the Western Sahara region.

King Mohammed VI agreed to resume diplomatic ties between his kingdom and Israel to expand economic and cultural cooperation, which would advance regional stability, the White House said on Thursday.

Trump reiterated that he, as president, recognised the Moroccan sovereignty over the entire Western Sahara territory. The Polisario Front -- a Sahrawi rebel national liberation movement -- and the Kingdom of Morocco claim sovereignty over the Western Sahara territory.

The US-Morocco friendship is rooted in our shared belief in the promise of peace, stability and economic opportunity, and has endured since Morocco became the first country to recognise the United States in 1777, the White House said in a readout of the conversation between the two leaders.

'The President reaffirmed his support for Morocco's serious, credible and realistic autonomy proposal as the only basis for a just and lasting solution to the dispute over the Western Sahara territory and as such the President recognised Moroccan sovereignty over the entire Western Sahara territory,” it said.

They also discussed cooperation in the fight against the coronavirus pandemic, including ways to minimise its economic impact. They also spoke on critical regional issues of common interest, the White House said.

Morocco has now become the fourth Arab nation to resume ties with Israel. The development comes as the US is expanding the number of countries under the “Abraham Accords”, as part of which the United Arab Emirates and Israel resumed bilateral ties earlier in the year, with a series of trade and technology pacts.

Bahrain and Sudan have followed the UAE, becoming the second and third Arab countries respectively to resume ties with Israel.

Trump’s Special Advisor and his son-in-law Jared Kushner, during a conference call with reporters on Thursday, said that “this is the fourth peace agreement that President Trump and his administration have been able to broker in the last four months. This comes on the heels of four years of very, very hard work and very intense diplomacy that has occurred”.

As part of this deal, Morocco will establish full diplomatic relations and resume official contacts with Israel. It will grant overflights and direct flights to and from Israel for all Israelis, he said.

The two countries will reopen the liaison offices in Rabat and Tel Aviv immediately, with the intention to open the embassies in the near future. They'll be promoting economic cooperation between Israeli and Moroccan companies.

Describing this as a great part of the President's efforts towards bringing peace and stability and understanding in the world, Kushner said that this is a great success that the Abraham Accords have had so far.

“People are seeing the nonstop visitation between Israelis and Arabs and Muslims throughout the world -- going to each other's countries, whether it's going to Dubai or Abu Dhabi or Tel Aviv,” he said.

Kushner said that bringing Jews and Muslims and Christians together has been a core focus of the President's efforts.

“That's why he did his first trip to Saudi Arabia, the custodian of the Two Holy Mosques; and then Israel; and then Rome, to the Vatican. And that's been a real effort of his,” he said.

“If you look back at the last four years when the President came into power, Iran was greatly empowered. You know, they'd just done the terrible JCPOA deal, ISIS was running rampant, all of America's allies in the region felt very alienated, and obviously, there'd been a lot of issues that had to be dealt with.

“Now we have peace sprouting in the Middle East. You know, President Trump took a contrarian approach -- one that was different than not just Democrat but also Republican administrations. Just a different approach than the experts had been taking in the region. And the fruits of these efforts have become very apparent, but we also believe that there is a lot more fruits to come in the short, medium and long term,” he said.

Senator Lindsey Graham congratulated Israel Prime Minister Benjamin Netanyahu and Moroccan Prime Minister Saad-Eddine El Othmani on the historic achievement.

'It is a win-win-win for Israel, Morocco, and the United States,” Graham said.

Mutual concern over Iran has gradually brought Israel and Gulf nations closer, and there were reports last month that Israeli Prime Minister Benjamin Netanyahu had held secret talks in Saudi Arabia, fuelling speculation a normalisation accord could be in the making.

Riyadh, however, denied that the meeting, reportedly between Netanyahu and Saudi Crown Prince Mohammed bin Salman, had occurred.

Saudi Foreign Minister Prince Faisal bin Farhan told AFP in Manama Saturday that the kingdom's position remained resolute.

"We've been quite clear that in order for us to proceed with normalisation we will need to see a settlement of the Palestinian dispute and the formation of a viable state of Palestine along the lines envisioned in the 2002 Arab Peace Initiative," he said.

"Without a settlement between the Palestinians and the Israelis we are not going to see true peace and stability in the region."

Asked whether that effectively ruled out the establishment of ties with Israel any time soon, he said he was "optimistic that there is a path towards a resolution between the Palestinians and Israelis".&nbsp;

However, Prince Turki al-Faisal, the Saudi former intelligence chief who is said to be close to the top leadership, gave voice to the strong support that the Palestinian cause still has in the region, with a fiery presentation to the Manama meeting.&nbsp;

He accused Israel of depicting itself as a "small, existentially threatened country, surrounded by bloodthirsty killers who want to eradicate her from existence".

"And yet they profess that they want to be friends with Saudi Arabia," he said, outlining a history of forcible eviction of Palestinians and destroyed villages.

"You cannot treat an open wound with palliatives and painkillers. The Abraham Accords are not divine writ."

He accused Israel of depicting itself as a "small, existentially threatened country, surrounded by bloodthirsty killers who want to eradicate her from existence". "And yet they profess that they want to be friends with Saudi Arabia," he said, outlining a history of forcible eviction of Palestinians and destroyed villages. Jordanian Foreign Minister Ayman Safadi on Thursday held a rare meeting with Israel foreign minister to press for restarting Israel-Palestine negotiations. The meeting came on the heels of Palestinian Authority leader Mahmud Abbas' visit to Jordan as part of and Arab tour to shore up support for Palestine.

Jordanian foreign minister, during the meeting at the King Hussein (Allenby) Bridge crossing between Jordan and the Israeli-occupied West Bank said the creation of an independent Palestinian state was key to ending the conflict with Israel.

"There is no alternative to a two-state solution" between Israel and the Palestinians, he told Israeli Foreign Minister Gabi Ashkenazi, quoted by the official Petra news agency.

"It is necessary to return to the negotiating table according to international law in order to find a real solution to achieve a just peace," Safadi said.

On Friday, Israeli Defence Minister Benny Gantz called on the Palestinians to return to the negotiating table, in a video statement addressing the "Palestinian people and their leadership".

"The Middle East is changing. It is in your interest to come return to negotiate," Gantz said in the statement that was posted online with Arabic subtitles.

"Don't stay behind," he said, promising to "promote big projects" in the Israeli-blockaded Gaza Strip. 
Thursday's meeting was the first with Jordan officially reported between Safadi and Ashkenazi since the latter, a former army chief of staff, become foreign minister in May.

Jordan and Israel have been bound by a peace treaty since 1994, but relations between the two neighbours are often tense.

Eyes on Biden

Safadi said resuming Israeli- Palestinian talks was timely, "particularly in light of the Palestinian Authority's decision to resume security cooperation with Israel".

The Palestinians announced last month they were restoring coordination that they had stopped in May over Israeli plans to annex parts of the West Bank.

Israel put on hold its annexation plans, in return for an agreement to normalise ties with the United Arab Emirates announced in August.

Abbas held talks in Jordan last week with King Abdullah II ahead of visits to Egypt, where he met separately with President Abdel Fattah al-Sisi and Arab League chief Ahmed Aboul Gheit.

During the tour, Arab leaders stepped up international efforts for a solution to the Palestinian-Israeli conflict based on a two-state solution.

Talks between Israel and the Palestinians have been frozen since 2014, and a US peace plan announced in January has been welcomed by Israel but rejected outright by the Palestinians as biased.

The plan was among moves pushed by President Donald Trump -- including recognition of Jerusalem as Israel's "undivided capital"-- that have angered the Palestinians.

The Palestinians, who want to set up an independent state with east Jerusalem as its capital, broke ties with the Trump administration, and are now hoping to build ties with Biden's incoming team.

If it passes, it will still require at least two additional successful Knesset readings before a new election must be called.

Shortly before Gantz spoke, Netanyahu released a video on Twitter in which he urged Gantz to vote against the measure.&nbsp;

"Now is not the time for elections," Netanyahu said. "Now is the time for unity."

The Netanyahu-Gantz unity government, agreed in April, was in part aimed at providing Israel desperately-needed stability following the worst political crisis in its history and as the coronavirus pandemic was gathering pace.&nbsp;

Netanyahu was to serve as prime minister for the first half of the three year deal, with Gantz taking over in November 2021.&nbsp;

The deal included several provisions that would have automatically triggered the collapse of the coalition, including a failure to pass a budget.&nbsp;

Netanyahu's critics accuse of him of refusing to pass a two-year budget as a tactic to ensure he is not forced to hand over the prime minister's job to Gantz.&nbsp;
