WION Fineprint | Iran & Russia's weapons deal?

&nbsp;Iran has promised to provide Russia with surface to surface missiles, in addition to more drones, two senior Iranian officials and two Iranian diplomats told Reuters, a move that is likely to infuriate the United States and other Western powers.&nbsp;

A deal was agreed on Oct. 6 when Iran's First Vice President Mohammad Mokhber, two senior officials from Iran's powerful Revolutionary Guards and an official from the Supreme National Security Council visited Moscow for talks with Russia about the delivery of the&nbsp;weapons.&nbsp;

"The Russians had asked for more drones and those Iranian ballistic missiles with improved accuracy, particularly the Fateh and Zolfaghar missiles family," said one of the Iranian diplomats, who was briefed about the trip.&nbsp;

A Western official briefed on the matter confirmed it, saying there was an agreement in place between Iran and Russia to provide surface-to-surface short range ballistic missiles, including the Zolfaghar.&nbsp;

One of the drones Iran agreed to supply is the Shahed-136, a delta-winged weapon used as a "kamikaze" air-to-surface attack aircraft. It carries a small warhead that explodes on impact.&nbsp;

Fateh-110 and Zolfaghar are Iranian short-range surface to surface ballistic missiles capable of striking targets at distances of between 300 km and 700 km (186 and 435 miles).&nbsp;

The Iranian diplomat rejected assertions by Western officials that such transfers breach a 2015 U.N. Security Council resolution.&nbsp;

"Where they are being used is not the seller's issue. We do not take sides in the Ukraine crisis like the West. We want an end to the crisis through diplomatic means," the diplomat said.&nbsp;

Ukraine has reported a spate of Russian attacks using Iranian-made Shahed-136 drones in recent weeks. Iran's foreign ministry on Tuesday dismissed as baseless reports of Iran supplying drones and other weapons to Russia for use in Ukraine, while the Kremlin on Tuesday denied its forces had used Iranian drones to attack Ukraine.&nbsp;

Asked if Russia had used Iranian drones in its campaign in Ukraine, Kremlin spokesman Dmitry Peskov said the Kremlin did not have any information about their use.&nbsp;

"Russian equipment with Russian nomenclature is used," he said. "All further questions should be directed to the Defence Ministry."&nbsp;

The ministry did not immediately reply to a request for comment.&nbsp;

SHIPMENT 'SOON, VERY SOON'&nbsp;

The U.S. State Department assessed that Iranian drones were used on Monday in a morning rush hour attack on the Ukrainian capital Kyiv, a U.S. official said. White House spokesperson Karinne Jean-Pierre also accused Tehran of lying when it said Iranian drones are not being used by Russia in Ukraine.&nbsp;

A European diplomat said it was his country's assessment that Russia was finding it more difficult to produce weaponry for itself given the sanctions on its industrial sector and so was turning to imports from partners like Iran and North Korea.&nbsp;

"Drones and missiles are a logical next step," said the European diplomat.&nbsp;

Asked about sales of Iranian surface-to-surface missiles to Russia, a senior U.S. military official said: "I don't have anything to provide at this time in terms of whether or not that is accurate at this point."&nbsp;

Chafing under Western economic sanctions, Iran's rulers are keen to strengthen strategic ties to Russia against an emerging, U.S.-backed Gulf Arab-Israeli bloc that could shift the Middle East balance of power further away from the Islamic Republic.&nbsp;

The top commander of Iran's Revolutionary Guards, Hossein Salami said last month some of the "world's major powers" are willing to purchase military and defence equipment from Iran.&nbsp;

Rahim Safavi, a military adviser to Iran’s Supreme leader, was reported by state media on Tuesday as saying that 22 countries want to buy Iranian drones.&nbsp;

Iran's rulers are also under pressure from nationwide demonstrations which were ignited by the death in custody of a 22-year-old woman detained for "inappropriate attire".&nbsp;

Several European Union states on Monday called for sanctions on Iran over its supply of drones to Russia, as the bloc agreed a separate set of sanctions over Tehran's crackdown on unrest.&nbsp;

"They (Russians) wanted to buy hundreds of our missiles, even mid-range ones, but we told them that we can ship soon a few hundred of their demanded Zolfaghar and Fateh 110 short-range, surface to surface missiles," said one of the security officials.&nbsp;

"I cannot give you the exact time, but soon, very soon those will be shipped in 2 to three shipments."&nbsp;

An Eastern European official tracking Russia's weapons activity said it was their understanding that this arms deal was happening, although he had no specific evidence to back it up. The official said that a decision had been taken by the Iranian and Russian leaders to proceed with the transfer.&nbsp;

Moscow had specifically asked for surface to surface short-range Fateh 110 and Zolfaghar missiles, and the shipment will happen in a maximum of 10 days, said another Iranian diplomat.&nbsp;

The United States agrees with British and French assessments that Iran supplying drones to Russia would violate a U.N. Security Council resolution that endorsed the 2015 deal, U.S. State Department spokesman Vedant Patel said on Monday.&nbsp;

The Western official, who declined to be identified due to the sensitive nature of the matter, said that like the drones, missile transfers would also violate U.N. resolution 2231.&nbsp;

Several senior Iranian officials are outraged about "unjust" planned sanctions on Iran over its arms shipments to Russia, said the second diplomat.&nbsp;

In September, Tehran had refused a request by President Vladimir Putin for the supply of Iran's sophisticated Arash 2 long-range attack drones, three Iranian officials told Reuters.&nbsp;

The European Union is seeking concrete evidence of any Iranian involvement in Russia's war on Ukraine. Ukraine has reported a spate of Russian attacks with Iranian-made Shahed-136 drones in recent weeks.

EU seeks concrete evidence for Iranian involvement in Ukraine war

The European Union (EU) on Monday imposed sanctions on Iran’s Morality police, information minister and other senior officials in the wake of crackdown against the weeks-long protests sparked by Mahsa Amini's death.

Earlier in the day, EU foreign ministers met to blacklist three more entities, apart from the Morality Police under whose custody the 22-year-old woman died on September 16 after she was detained for violating the Islamic dress code for women. &nbsp;

The entities that have been backlisted include the chiefs of the so-called morality police, the Revolutionary Guard's Basij paramilitary force, and a uniformed branch of the national&nbsp;police.

Under the sanctions, these Iranian officials will be subjected to EU visa bans and asset freezes.

Last week, European Commission chief Ursula von der Leyen warned that "now is the time to sanction those responsible" in Iran "for the repression of women".

The US, Britain and Canada have already announced sanctions on Iran.

Meanwhile, Iran has vowed to take an "immediate" response against the EU’s sanctions.

Foreign ministry spokesman Naser Kanani said that the Tehran regime will "decide and act immediately in accordance with the decisions and actions" taken by EU member countries.

Earlier, Iranian President Ebrahim Raisi had slammed United States President Joe Biden for his expressing support to the protests and accused him of “inciting chaos”.

“The remarks of the American president – who is inciting chaos, terror and the destruction of another country – serve as a reminder of the eternal words of the founder of the Islamic Republic who called America&nbsp;the Great Satan,” Raisi said, referring to the late Ayatollah Ruhollah Khomenei.

As the Russia-Ukraine war enters its eighth month, the former is looking for supplies to fill its depleted arsenal. To fill the gap, Iran has reportedly entered the fray and is expected to deliver short-range ballistic missiles viz. Fateh-110 and its advanced version such as Zolfaghar to Kremlin, per a report by the Washington Post. The report quoted US and allied security officials as its source and added that not only will Iran be sending the missiles, but it will also be delivering attack drones. While the report claims that Russia will be receiving the secret delivery, Iranian Foreign Minister Hossein Amir-Abdollahian couple of days ago made it clear that it will not be sending any weapons. "We believe that the arming of each side of the crisis will prolong the war. We have not considered and do not consider war to be the right path either in Ukraine or in Afghanistan, Syria and Yemen," said Amir-Abdollahian "We have defence cooperation with Russia, but our policy regarding the war in Ukraine is not sending weapons to the conflicting parties, but stopping the war and ending the displacement of people." Fateh or Fateh-110 missile is a road-mobile, solid-propellant, short-range ballistic missile that weighs almost 3,450 kilogrammes. It is known for its extreme precision and has a range of 300 kilometres which makes it all the more suitable for Russian operations. Some reports state that the missile is a modified version of the unguided Zelzal-2 but with better control and guidance systems. The Fateh missile has two variants, designated Fateh 2 (A-11A) and Fateh 3 (A-110B) Iran reportedly started developing the missile in 1995. However, the first flight took place six years later in 2001. A year later, the missile entered into production and reached operating capability in 2004. The Iranian Revolutionary Guards successfully tested the missile in 2007 and according to some rumours, it is capable of carrying a nuclear warhead as well. Iran has used the missile in its military operation since 2017, targeting Iraq on multiple occasions. Workers went on strike, young school girls chanted slogans and demonstration inside schoolyards, celebrities cut their hair in solidarity with protestors, clashes erupted in the streets, and protestors demanded: "death to the dictator" leaving more than 40 people dead and hundreds of injured.

This massive anti-government protest broke out in Iran after the death of 22-year-old girl Masha Amini on 16th September 2022, 3 days after she was arrested by morality police for an alleged violation of Iran's strict dress code for women which mandated loose-fitted clothes covering hair. The alleged offence for which the girl was arrested was the way she wore her headscarf and showed strands of hair.

An investigation conducted on the death of a young girl found the cause of her death a heart attack. The family of the girl claimed she was healthy and had no history of heart trouble before the arrests were made. The brother of the girl asserted screams could be heard from inside the detention centre after which an ambulance arrived and she has been rushed to hospital.

The video of the girl's arrest surfaced on social media attracting global attention over the incident. The hijab-burning peaceful protest erupted in Iran but the government responded with brute force causing a violent crackdown. The protest turned violent "clashing with the police force, demanding death to the dictator and an end to the Islamic rule". Further, the government resorted to batons, water cannons and total internet blackout to deal with the protestors but even this failed to de-escalate the anti-government and anti-hijab protests. As of Oct. 4, the Iran human rights group, an Oslo-based non-profit,&nbsp;estimates&nbsp;that Iranian authorities have killed at least 154 people since the start of the protests. &nbsp;When the world was celebrating 2nd October as the birthday of the great champion of non-violence Mahatma Gandhi, on the very same day, there was a violent crackdown on students protesting at the Sharif University of Technology.

At least three people died and several were injured after Russia attacked Kyiv with a swarm of "kamikaze drones" on Monday (October 17). Kyiv mayor Vitalii Klitschko said on the Telegram messaging app that several blasts rocked the central Shevchenkivskiy district. President Volodymyr Zelensky said that the "enemy terrorises the civilian population" all night and all morning. He mentioned, "Kamikaze drones and missiles are attacking all of Ukraine. The enemy can attack our cities, but it won't be able to break us." Kyiv mayor informed that at least two people were still trapped under the rubble and 18 people had been rescued after a residential building in the central Shevchenkivsky district of the capital had been hit. The latest attack comes exactly one week after Russia launched missile strikes over cities across Ukraine, killing at least 19 people. Ukraine again claimed that Russia used drones that are sent by Iran. Andriy Yermak, the head of the Ukrainian president's staff, wrote on Telegram that Kyiv was hit by kamikaze drones. "Russians think it will help them," Yermak said. Meanwhile, Ukrainian Prime Minister Denys Shmygal condemned the attack and stated that the strikes had hit critical infrastructure in three regions. Electricity to hundreds of towns and villages across the nation has been cut off. Shmygal said: "Russian terrorists once again attacked the energy infrastructure of Ukraine in three regions. Hundreds of settlements were cut off as a result of the attack." WATCH | Is Russia running out of missile stock? Iran President Ebrahim Raisi on Sunday (October 16) accused US President Joe Biden of 'inciting chaos' in Iran. Raisi's statement came after Biden expressed support for nationwide protests in Iran that erupted after the custodial death of 22-year-old Mahsa Amini.

"The remarks of the American president, who is inciting chaos, terror and the destruction of another country, serve as a reminder of the eternal words of the founder of the Islamic republic, who called America the Great Satan," Raisi said, referring to the late Ayatollah Ruhollah Khomenei.

"The enemy's plot must be countered by effective measures to resolve people's problems," Raisi added, according to a presidency statement.

A 22-year-old lady was declared dead a month ago after being arrested by Iran's infamous morality police for allegedly breaking the Islamic republic's strict clothing code for women.

Iran experienced its largest demonstrations in years after Mahsa Amini passed away in the hospital on September 16, three days after her arrest.

One month of anger in Iran over Mahsa Amini's death: Timeline

A towering blaze at a notorious prison housing political prisoners and anti-government activists in Iran’s capital injured at least nine people but was extinguished after several hours. However, according to&nbsp;state news agency IRNA&nbsp;four prisoners died due to smoke inhalation caused by the fire and 61 others were injured, with 51 of these treated on an outpatient basis.&nbsp;

Flames and smoke rising from Tehran’s Evin Prison had been widely visible Saturday evening, as nationwide anti-government protests triggered by the death of a young woman in police custody entered the fifth week. In online videos, gunshots and explosions could be heard in the area of the prison.

State media said the fire broke out after a fight between prisoners, in an apparent attempt to distance the events there from the ongoing protests. Hundreds are being held at Evin, where human rights groups have reported repeated abuse of prisoners.

State TV on Sunday aired a video of the fire’s aftermath, showing scorched walls and ceilings in a room it said was the upper floor of a sewing workshop at the prison.

“This fire was caused by a fight between some prisoners in a sewing workshop,” said Tehran Governor&nbsp;Mohsen Mansouri. “The workshop was set up to create jobs” for prisoners, he said.

IRNA&nbsp;reported Saturday that there were clashes between prisoners in one ward and prison personnel, citing a senior security official.

The official said prisoners set fire to a warehouse full of prison uniforms, which caused the blaze. He said the “rioters” were separated from the other prisoners to de-escalate the conflict. The official said the “situation is completely under control” and that firefighters were extinguishing the flames.

Later, Tehran prosecutor Ali Salehi said that calm had returned to the prison and that the unrest was not related to the protests which have swept the country for four weeks.

IRNA later reported nine people had been injured, without elaborating. It published video showing burnt debris scattered around a building, with firefighters spraying down the blaze’s embers.

Families of inmates gathered Sunday near the prison for news of the well-being of their loved ones inside.

Masoumeh, 49, who only gave her first name, said his 19-year-old son was taken to prison two weeks ago after taking part in the street protests. “I cannot trust news about his health, I need to see him closely,” she said.

<a href="https://www.wionews.com/world/iran-rising-smoke-seen-from-evin-prison-videos-posted-online-525752">Read more:&nbsp;Iran: Rising smoke seen from Evin prison videos posted online</a>

Another man, Reza, who also gave only his first name, said his brother has been in Evin prison since last year after he was involved in a violent quarrel. “He did not call us in recent days and following last night’s fire I am here to learn what happened to him,” he said.

The US-based Center for Human Rights in Iran reported that an “armed conflict” broke out within the prison walls. It said shots were first heard in Ward 7 of the prison. This account could not immediately be corroborated.

Footage of the fire circulated online. Videos showed shots ringing out as plumes of smoke rose into the sky amid the sound of an alarm. A protest broke out on the street soon after, with many chanting “Death to the Dictator!”,&nbsp;a reference to Supreme Leader Ayatollah Ali Khamenei, and burning tires, the videos showed.

The semiofficial Fars news agency, believed to be close to the elite Islamic Revolutionary Guard, said Sunday that some prisoners who tried to escape entered a minefield situated in the northern part of the prison. “It is said the sound of explosions was related to the case,” the report said, offering no additional details.

Witnesses said that police blocked roads and highways to Evin and that at least three strong explosions were heard from the prison area. Traffic was heavy along major freeways near the prison, which is in the north of the capital, and many people honked to show their solidarity with protests.

Riot police were seen riding on motorbikes toward the facility, as were ambulances and firetrucks. Witnesses reported that the internet was blocked in the area.

The prison fire occurred as protesters intensified anti-government demonstrations along main streets and at universities in some cities across Iran on Saturday. Human rights monitors reported hundreds dead, including children, as the movement concluded its fourth week.

The protests erupted after public outrage over the death of 22-year-old Mahsa Amini in police custody. She was arrested by Iran’s morality police in Tehran for violating the Islamic Republic’s strict dress code. Iran’s government insists Amini was not mistreated in police custody, but her family says her body showed bruises and other signs of beating after she was detained.

On Sunday, Iran’s parliament published a statement claiming that Amini did not die from any physical blow but that she fell and police waited too long to get treatment for her. It urged police to offer an apology and provide more training to its staff. It suggested police wear cameras on their uniforms and install them in cars used to transfer detainees.

President Joe Biden, on a trip to Oregon, said the Iranian “government is so oppressive” and that he had an “enormous amount of respect for people marching in the streets.”

Evin Prison, which holds detainees facing security-related charges and includes dual citizens, has been charged by rights groups with abusing inmates. The facility has long been known for holding political prisoners as well as those with ties to the West who have been used by Iran as bargaining chips in international negotiations.

A towering blaze at a notorious prison housing political prisoners and anti-government activists in Iran’s capital injured at least nine people but was extinguished after several hours.

A towering blaze at a notorious prison housing political prisoners and anti-government activists in Iran’s capital injured at least nine people but was extinguished after several hours. However, according to state news agency IRNA four prisoners died due to smoke inhalation caused by the fire and 61 others were injured, with 51 of these treated on an outpatient basis. “This fire was caused by a fight between some prisoners in a sewing workshop,” said Tehran Governor Mohsen Mansouri. “The workshop was set up to create jobs” for prisoners, he said. IRNA reported Saturday that there were clashes between prisoners in one ward and prison personnel, citing a senior security official. Iran slams Joe Biden's 'interference' in anti-hijab protests, says US trying to inflame unrest

At least eight people have been injured in a fire at Evin prison in Northern Tehran. The prison holds many of Iran's political prisoners and anti-government activists.

Iran Evin Prison Fire: Eight people injured, governor of Tehran says peace has been restored

Iranian videos posted online on Saturday (October 15) showed smoke rising from Iran's Evin prison. The prison holds political prisoners. Gunshots and an alarm could be heard. There was no immediate comment from Iranian officials or any report from state media.

"Gunshots can be heard from Evin Prison and smoke can be seen," said the activist website 1500tasvir, which also shared video footage.

Reuters said that it was able to confirm the location from the buildings and scenery seen in the video which matched file and satellite photography of the area. However, the news agency said that it was not able to confirm the date of the video.

"Families of prisoners have gathered in front of the main door of Evin prison," said a witness contacted by Reuters. "I can see fire and smoke. Lots of special forces. Ambulances are here too."

Siamak Namazi, an Iranian American imprisoned in Iran for nearly seven years on espionage-related charges rejected by Washington as baseless, returned to Evin on Wednesday (October 12) after being granted a brief furlough, his lawyer said. Other dual nationals are also held at Evin.

The prison mostly holds detainees facing security charges. It has long been criticised by rights group. It was also blacklisted by the US in 2018 for "serious human rights abuses".

Iran: Rising smoke seen from Evin prison videos posted online

There&nbsp;was massive fury on social media after a video shared on twitter showed Iranian anti-riot police sexually assaulting a female protester as they attempted to arrest her.

The police chief's resignation and "justice" were among the demands made by the outraged social media users, who expressed their displeasure. Moreover, users who supported the government also denounced the offenders.

Iranians are still able to post stirring pictures of the protests online despite restrictions on some social media platforms.

As a form of protest in scenarios similar to those that have occurred in recent days across the nation, drivers in cars close to the action begin honking.&nbsp;

The woman is then seen getting up and fleeing the area while it appears she is not wearing a hijab, or headscarf.

"Look at him [the security force officer], he is laughing," the same voice from earlier in the footage is heard saying at this point.

The incident is being looked into, according to the police public relations office in Tehran, said state news agency Irna.

The police statement does not give details of what happened, but says that "enemies using psychological warfare tried to cause public anxiety and incite violence".

Iran denies claims that it supplied weapons to Russia 'for being used in war against Ukraine'

US President Joe Biden on Friday (October 14) reiterated his support for Iran protests and said he stands with the protesting citizens. The ongoing mass protests are the biggest wave of demonstrations in Iran in years.

Protesters are going on over the custodial death of Mahsa Amini, a 22-year-old woman who was detained by Iran's morality police for 'improper' attire, last month.

"I want you to know that we stand with the citizens, the brave women of Iran," Biden said at a college in Irvine, California, addressing a group of protesters who had gathered holding "Free Iran" signs.&nbsp;

"It stunned me what it awakened in Iran. It awakened something that I don't think will be quieted for a long, long time," said Biden.&nbsp;

Mahsa Amini passed away on September 16. According to Oslo-based group Iran Human Rights, more than 100 people have been killed since.

The unrest has continued despite what Amnesty International called an "unrelenting brutal crackdown" that included an "all-out attack on child protesters" -- leading to the death&nbsp;of at least 23 minors.&nbsp;

Biden spoke briefly about the Iran protests ahead of a speech on lowering costs for American families in Irvine, near Los Angeles, which has a large Persian community. &nbsp;

"Women all over the world are being persecuted in various ways, but they should be able to wear in God's name what they want to wear," said Biden.&nbsp;

He added that Iran "has to end the violence against its own citizens simply exercising their fundamental rights".

"I want to thank you all for speaking out," he told the local Persian community.
