"We thank Lao authorities for their help and cooperation. We have also urged action at their end against unscrupulous elements and the matter has been raised at the highest levels," the Indian embassy in Laos said in a press release.&nbsp;

"We strongly advise any Indian planning to take up any job offer in Lao PDR to exercise utmost care and caution, and do the due diligence thoroughly to avoid being duped," it&nbsp;added.&nbsp;

Satyendra Siwal, a 27-year-old security assistant stationed at the Indian Embassy in Moscow since 2021, as per media reports, has confessed to divulging information about Indian military installations and foreign affairs matters.

"During his tenure in Moscow, he came into contact with a woman who claimed to be from Canada and developed a relationship with her, despite being married and having children," revealed investigators.

The woman, allegedly working for Pakistan's ISI, enticed Siwal into revealing classified data in exchange for money (₹25 Lakh or $2.5 million) through her contacts.

"Siwal was offered money in exchange for information through her contacts," said an Anti-Terrorist Squad (ATS) officer, as reported by The Times Of India.

ATS officers discovered multiple payments from unidentified sources in Siwal's Indian bank account in Moscow, which he couldn't explain.

UP ATS ADG Mohit Agarwal confirmed that all of Siwal's electronic devices have been confiscated and sent for a forensic audit to retrieve any erased or tampered data. Quoting ATS sources, the publication reported that ISI operatives have been trying to lure Ministry of External Affairs (MEA) employees with financial incentives for sensitive information.

Espionage case: Indian embassy staff in Moscow fell prey to Pakistan ISI honey trap

In a major development, the Uttar Pradesh Anti-Terrorism Squad (UP ATS) has arrested an employee posted at the Indian Embassy in Moscow, Russia, accused of being an agent of&nbsp;&nbsp; Pakistan's Inter-Services Intelligence (ISI).&nbsp;

The accused, identified as&nbsp;Satyendra Siwal, a native of the northern Indian city of Hapur in Uttar Pradesh&nbsp;had&nbsp;been posted at the Embassy since 2021 and worked as an MTS (multi-tasking&nbsp;staff) at the Ministry of External Affairs.

Siwal was allegedly extracting confidential documents by exploiting his position within the Indian Embassy.&nbsp;Motivated by greed for money, he extracted critical information about the Indian Army and its day-to-day functioning.

Additionally, he also passed&nbsp;critical information concerning the strategic activities of the Ministry of Defence, Ministry of External Affairs, and Indian military establishments to ISI handlers.

<h2>Previous incidents</h2>

In October last year, a Pakistani man who had been granted Indian citizenship in 2005 was caught by the&nbsp;ATS for&nbsp;allegedly spying on Indian defence personnel via WhatsApp.

The suspect, identified as 53-year-old Labhshankar Maheshwari, hailed from Tarapur town in Anand district in Gujarat.&nbsp;

The snooping was done to allegedly help Pakistani authorities. The plot involved sending spyware to the WhatsApp of Indian defence personnel in the garb of a fake 'Har Ghar Tiranga' campaign, which sought to encourage every Indian household to sport the national flag.

The accused had&nbsp;been booked under Bhartiya Nyaya Sanhita Act&nbsp;section 123 (concealing with intent to facilitate a design to wage war against the government) and 121-A (conspiracy to wage war against the government) and under relevant sections of the Information Technology Act.&nbsp;

<h2>ISI’s nefarious plans</h2>

Notably, the ISI has been notorious for attempting to infiltrate the Indian bureaucratic setups with its spies. When not busy planting moles, ISI lays the groundwork to stoke the separatism cause in India and abroad.&nbsp;

Last year, several intel reports found that ISI had been providing funds to intensify&nbsp;Khalistani activities in Canada.

Embassy team has reached &amp; obtained consular access. We are investigating the situation, also ensuring the well-being of passengers." According to some reports, minors are also said to be among the passengers in the plane.

The Romania-based Legend Airlines, whose Nicaragua-bound plane carrying over 300 Indian passengers was grounded in France over suspected human trafficking, asserted that it had committed no offense, according to Liliana Bakayoko, a lawyer for the airline, media reports said.&nbsp;

The Airbus A340, which had flown in from the United Arab Emirates, faced scrutiny from French authorities at Vatry airport.

Two passengers were questioned by the French Police, and Liliana Bakayoko, claiming to represent Legend Airlines, stated that the airline would cooperate with French authorities while reserving the right to take legal action if charges were filed.

Indian embassy obtains consular access of 300 Indians grounded in France amid human trafficking allegations

Indian students stuck in Israel amid the ongoing attacks by the Palestinian militant group Hamas launched on Saturday (Oct 7) told WION that the situation in northern Israel was relatively peaceful. In light of the violence unfolding in Israel, the Indian embassies in Israel issued advisories for all its citizens to “remain vigilant”.&nbsp;

Speaking to WION on Saturday, Vaasu Sharma, a PhD student at the University of Haifa, said, “The situation here in the north is comparatively peaceful. However, the situation in southern Israel continues to be grave…and of concern especially for international students.”&nbsp;

“We here at the University of Haifa have been advised that we should refrain from going to Tel Aviv and other certain cities in Israel. The Indian embassy in Tel Aviv has also issued helpline numbers that we should contact in case of any emergency,” he added.&nbsp;

<h2>‘Very nervous and scared’</h2>

Indian student, Goku Manavala in Israel told news agency ANI, “I am very nervous and scared...Thankfully we have shelter &amp; Israeli police forces nearby. So far we are safe...We are in touch with Indian Embassy people, we have a good Indian community around and we are connected.”&nbsp;

Another student Vimal Krishnasamy Manivannan Chitra said the attack was “very tense and scary”. He added, “Indian embassy is in touch with us in the group. They are keeping a check on us.”

Meanwhile, an Indian student in Israel, Aditya Karunanithi Nivedita also told the news agency how the attack was “all very sudden we did not expect it” because of the ongoing religious holidays in Israel.

“We got the sirens early in the morning at around 5:30 am (local time). We were in bunkers for around 7-8 hours the sirens went off...We are asked to stay inside our homes...We are in contact with the Indian Embassy &amp; they will update us for the future things…” Nivedita told ANI.&nbsp;

<h2>Indians in Israel</h2>

The Indian Embassy on Saturday (Oct 7) issued an advisory asking all its nationals to “remain vigilant” and “observe safety protocols” after hundreds of rockets were launched from the blockaded Gaza Strip towards Israel creating a war-like situation.

There are about 18,000 Indian citizens in Israel, primarily caregivers employed by Israeli elders, diamond traders, IT professionals and students, as per the details mentioned on the website of the Indian Embassy.

“Today was a very difficult day, we have never seen a situation (like this). Within 20 minutes, 5,000 rockets were fired, and they (Hamas militants) killed 22 people while 500 were injured. This is a very difficult situation for the country,” an Indian national working in Israel for the past 18 years, Soma Ravi, told PTI.&nbsp;

Under the new order, Putin said that special powers will be granted to all the major officials in the four regions. They will be given the responsibility to maintain the status quo in those regions.

Reuters also reported that the announcement of martial law means that the local administrations will have the power to enforce curfews and ban any public gathering for the foreseeable future.

India advises its citizens to leave Ukraine at earliest as conflict escalates

The Indian Embassy in Ukraine has issued a warning to Indian citizens on their movement within Ukraine. Several explosions have recently been reported in Kyiv's city centre, the first attack on the Ukrainian capital since late June. As thousands of students enrolled in Chinese medical universities are stuck in India due to COVID-19 protocols, the Indian government has issued an advisory to prospective students, outlining the risks of pursuing their higher education in China.

The government highlighted various risks, among them are—poor pass percentage, mandatory learning of the official spoken language Putonghua and stringent norms to qualify to practice in India.

The latest directive comes as most of them have struggled to return to China as the direct flight between the countries has remained inoperative since November 2020 due to Covid restrictions.

Even though Beijing has lifted the visa ban for Indian students, there has been no word from both governments on the resumption of flight services.

"Embassy of India in Beijing has been receiving several queries from prospective Indian students and their parents with respect to seeking admission for undergraduate clinical medicine programme in China," the embassy said in a statement on September 8.

The embassy cited a study conducted by India’s National&nbsp;Board of Examination to point out that only 16 per cent of 40,417 students who appeared in the FMG Examination—a licensure examination for Indian students studying medicine in foreign universities—from 2015 to 2021 have cleared it.

"The study shows that only 6387 out of 40,417 students, who appeared in FMG Examination from 2015 to 2021 have cleared it. Here, the pass percentage of Indian students who have studied clinical medicine programme in&nbsp;China&nbsp;in that period in these 45 universities was only 16 per cent," the statement further added.

An estimated 23,000 Indian students are currently enrolled in various Chinese universities. A vast majority of them are medical students.

In the last few weeks, students from Sri Lanka, Pakistan, Russia and other countries have started returning to China on chartered flights. Beijing is reportedly reviewing the Indian student lists.

The advisory listed 45 medical colleges designated by the Chinese government to provide medical degrees in five-year duration plus a one-year internship. Indian students are advised not to seek admission other than those 45 colleges.

The statement said that the Chinese government has “clearly mentioned in their official communication that foreign students can only join medical programmes in 45 universities in English language".

Moreover, the Indian students interested in taking a medical qualification from China are required to clear India’s National Eligibility cum Entrance Test-Undergraduate (NEET-UG) exam, which is the entry examination for undergraduate medical education in India, as a prerequisite to pursue medical education abroad, the advisory said.

“Only those students who clear the NEET-UG for admission to undergraduate medical education in India will be eligible to appear for the screening test, namely, the Foreign Medical Graduates Exam (FMGE)," it said.

The embassy cited a study conducted by India’s National Board of Examination to point out that only 16 per cent of 40,417 students who appeared in the FMG Examination—a licensure examination for Indian students studying medicine in foreign universities—from 2015 to 2021 have cleared it. "The study shows that only 6387 out of 40,417 students, who appeared in FMG Examination from 2015 to 2021 have cleared it. Here, the pass percentage of Indian students who have studied clinical medicine programme in China in that period in these 45 universities was only 16 per cent," the statement further added. An estimated 23,000 Indian students are currently enrolled in various Chinese universities. A vast majority of them are medical students. In the last few weeks, students from Sri Lanka, Pakistan, Russia and other countries have started returning to China on chartered flights. Beijing is reportedly reviewing the Indian student lists. The advisory listed 45 medical colleges designated by the Chinese government to provide medical degrees in five-year duration plus a one-year internship. Indian students are advised not to seek admission other than those 45 colleges. The statement said that the Chinese government has “clearly mentioned in their official communication that foreign students can only join medical programmes in 45 universities in English language". Moreover, the Indian students interested in taking a medical qualification from China are required to clear India’s National Eligibility cum Entrance Test-Undergraduate (NEET-UG) exam, which is the entry examination for undergraduate medical education in India, as a prerequisite to pursue medical education abroad, the advisory said. “Only those students who clear the NEET-UG for admission to undergraduate medical education in India will be eligible to appear for the screening test, namely, the Foreign Medical Graduates Exam (FMGE)," it said. With a renewed focus on South America, External Affairs Minister (EAM) Dr S Jaishankar will travel to three key countries in the region—Argentina, Brazil, and Paraguay later this month.

In Paraguay, Jaishankar will inaugurate India's new embassy in the capital Asuncion likely on August 22. The Indian government in 2020 had given approval for the opening of three Indian missions, which also included Paraguay, by 2021.

This was followed by the minister’s announcement of appointing Yogeshwar Sangwan as the first Indian Ambassador to the country.

Earlier, India's Embassy in Argentina was concurrently accredited to Paraguay even though diplomatic relations between the two countries were established in 1961. The last major visit to the South American country from India was by the then Indian vice president M Venkaiah Naidu in 2019.

The country has joined the International Solar Alliance and according to government estimates, around 600 Indians live in Paraguay, mainly in Ciudad del Este, a city in the south-east on the border with Brazil and Argentina.

The visit to Argentina comes even as both Jaishankar and Argentinian Foreign Minister Santiago Cafiero met two times this year. First in Delhi during the latter's bilateral visit and then in Bali on the sidelines of G20 foreign ministers' visit.

Important to remember that Argentina is keen to join the BRICS group and has discussed the matter with New Delhi.

Speaking to WION last month, Argentina's envoy to Delhi Hugo Javier Gobbi said that "India has been very receptive” of their request and added that the matter was discussed between the two foreign ministers in Bali and Delhi.

The visit also includes the joint commission meet in Brazil. Notably, Brazil like India is a non-permanent member of the United Nations Security Council. Both are also members of the IBSA, BRICS and G4 groupings. G4 countries have been pushing for UNSC reforms to reflect the contemporary world but have received opposition from China and its allies like Pakistan.

And not just South America, the focus will also be on North America as well. On August 28, India’s Lok Sabha (Lower House) speaker Om Birla will be travelling to Mexico with a large delegation.

High level engagements have significantly increased between Mexico and India. Mexican foreign minister Marcelo Ebrard was in Delhi in March and was accompanied by a large business delegation.

Both Indian and Mexican foreign ministers held talks on the sidelines of G20 Foreign Ministers meet in Bali last month. Currently, Mexico is India’s second largest trade partner in Latin America and is a non-permanent member of UNSC alongside India for the period 2021-22.

The Indian Embassy in Russia has issued an advisory to Indian students, assuring them that there are no security concerns at present that warrants them to leave.

The guideline comes after the embassy received messages from Indian students in universities in Russia seeking advice on their continued stay in the country.

“The embassy would like to reassure all students that at present we see no security reasons for them to leave. The Embassy is in regular contact with relevant authorities with respect to the safety and security of the Indian nationals, including students,” it said.

“Certain disruption of banking services in Russia and direct flight connectivity from Russia to India is, however, taking place.”

If students have concerns regarding these aspects and would like to travel back to India, they may consider doing so, the embassy said.

Regarding the academic programs, the embassy said it has been informed by a number of universities that the classes are being done through the online distance learning mode.

“Students are advised to exercise their discretion in consultation with their respective universities on the appropriate course of action regarding continuation of their academic activities without disruption,” it said.

So far, around 20,000 Indians, especially students, have been evacuated from the neighbouring countries of Ukraine under “Operation Ganga”.

"There has been a conviction in big cases. There have been 90 per cent conviction," Reddy said.

The union minister said that special courts have been constituted to decide cases probed by NIA but there is some delay if a judge is transferred, promoted or retires.

&nbsp;He added that the process is being simplified to avoid delay and expedite the trial process.

The Bill also seeks to strengthen powers of NIA in cases involving explosives and the responsibility in cases of human trafficking will be given to the investigation agency, Reddy said.

He stressed that the agency will be empowered to probe cases involving `prohibited arms` and powers in handling cases of cyber-terrorism will be strengthened.

Reddy said that Prime Minister Narendra Modi has stressed that there will be <a href="https://www.wionews.com/india-news/infiltration-in-jammu-and-kashmir-reduced-by-43-after-balakot-airstrike-says-government-234382">zero tolerance in terrorism cases</a>.

Yesterday, Pradhan and UAE Minister of State and Abu Dhabi National Oil Company (ADNOC) Group CEO Dr. Sultan Al Jaber flagged off the first consignment of 2 million barrels of ADNOC crude for Mangalore Cavern on Saturday.

During the day, Pradhan also held a bilateral meeting with HE&nbspDr&nbspJaber. Minister Pradhan was accompanied by Ambassador Navdeep Suri, senior officials and CEOs for Indian Oil, Bharat Petroleum and Hindustan Petroleum.

Pradhan is visiting UAE to follow up on the February 2018 UAE visit of Prime Minister Narendra Modi.

During the visit of the Prime Minister, Indian Strategic Petroleum Reserves Ltd (ISPRL) signed an agreement with the ADNOC of UAE under which the latter will store about 5.86 million barrels of crude oil in India`s Strategic Petroleum Reserve (SPR) facility at Mangalore at its own cost.&nbsp

Modi government providing energy justice to all: Dharmendra Pradhan

Indian Embassy telephone lines have been spoofed by fraudsters in the US to cheat people for money, according to an advisory issued by a mission which warned against entertaining any suspicious calls.

The Indian Embassy here has informed the US Government about it and launched its own internal investigation.

It also issued a rare public advisory on such fraud calls that has cheated people with money, thus bringing a bad name to the diplomatic mission.

&quot;These fraudsters either seek personal information like credit card details etc. Or try to extort money from Indian nationals by inter alia claiming that there are errors in their passports, visa forms, immigration forms etc. Which could be rectified by paying money, and at the same time warning that the so-called errors, if not rectified, could result in deportation of the individual to India or their imprisonment in the USA,&quot; the Indian Embassy said in its advisory.

Some of the Indian nationals living in the US, who received such call, brought to the notice of the Embassy that some fraudsters are spoofing Embassy of India telephone lines to make calls aimed at cheating people.

Some of these calls are shown as being from the Embassy telephone numbers while others simply use Embassy identity.

In some cases, these fraudsters also claimed that they received such information from the Embassy or other authorities in India. Visa applicants have also received such calls purporting to be from the Embassy.

The Indian Embassy has started collecting information from the public, including details of the Western Union account number or bank account details where the money was transferred.

In its advisory, the Indian Embassy said that none of its officials makes any telephone calls seeking personal information from any Indian or foreign nationals.

In case of any additional documentation is required from an existing applicant, it is sought only through emails originating from the official domain, it said.

It urged people living in the US not to entertain any suspicious telephone calls made in the name of Embassy of India. It also advised people not to reveal any personal information or transfer any money in response to such calls.

This is for the first time probably that fraudsters have been spoofing Indian Embassy phone numbers.

According to informed US government officials, in the past they have received similar complaints from other diplomatic missions as well, in particular, those from the European nations.

Officials said while the spoofing technology is easily available, it is tough to get to the origin of such phone calls. Americans have been frequent victims of such phone calls from call centres in India&nbsp;on behalf of the US Internal Revenue Service. In several joint operations in the last one year, Indian authorities have arrested scores of people making such fraud calls.&nbsp;
