Speaking on WION's Defence Pulse, former Director General of Artillery Lt Gen Tarun Kumar Chawla (R), who has nearly four decades of experience as a gunner, said artillery and unmanned systems should increasingly be viewed as complementary capabilities. “There is space for all these to coexist today,” Chawla explained that drones can penetrate deeper and provide artillery with information that traditional ground observation posts may struggle to obtain. “Drones can play a bigger role as the eyes for the artillery, as the observation platform for the artillery.” That could allow artillery units to locate hostile batteries, logistics facilities and other targets beyond direct observation. Out of the five deals, two were signed with BrahMos Aerospace Private Limited. One of the two was signed for 200 BrahMos missiles and the other was signed for ship-borne BrahMos systems. The deals were earlier given green light by the Cabinet Committee on Security (CCS), headed by Prime Minister Narendra Modi.

“These missiles would be utilised to meet combat and training requirements of the Indian Navy. This project is likely to generate employment of 9 lakh man-days in the joint venture entity and around 135 lakh man-days in ancillary industries...The ship-borne BrahMos system is the Indian Navy’s primary weapon for maritime strike operations fitted on board various frontline warships. This project is likely to generate employment of around 60,000 man-days over a period of 7-8 years,” the statement by MoD said.

Indian defence ministry signs $4.7bn deals for BrahMos missiles, radars and aero-engines

The Indian government on Thursday (Nov 30) approved what is&nbsp;believed to be one of the largest defence deals of the country, placing orders to purchase home-made 97 Tejas light combat aircraft and 156 Prachand helicopters to boost the overall combat capability of the armed forces, media reports said.

The Defence Acquisition Council, headed by Defence Minister Rajnath Singh, approved the deals worth around Rs 2.23 trillion ($26.74 billion approx.).

According to The Economic Times newspaper, the value of the 97 Tejas aircraft is expected to be around Rs 650 billion ($7 billion), making it the largest-ever fighter aircraft deal in the country.

“The Defence Acquisition Council (DAC), under the chairmanship of Raksha Mantri Shri Rajnath Singh on November 30, 2023, accorded approval in respect of Acceptance of Necessity (AoNs) for various Capital Acquisition Proposals amounting to Rs 2.23 lakh crore, of which, acquisition worth Rs 2.20 lakh crore (98% of total AoN amount) will be sourced from domestic industries,” the government said in a statement.

“This will give a substantial boost to the Indian Defence Industry towards the aim of achieving the goal of ‘Aatmanirbharta’ (self-reliance).

In the Indian defence parlance, the Acceptance of Necessity (AoN) is a formal first step in the procurement process.

<h2>Will take time to get inducted into military&nbsp;</h2>

Once the DAC grants approval for the AON, contract negotiations with the defence manufacturers will begin, which may take time but not longer than it would have been had the foreign players been involved.

After the negotiations of the pricing and other requirements are concluded, the proposal is then sent to the Cabinet Committee on Security for clearance.

Usually, the final induction into the military may take a few years, or up to a decade.

Moreover, the DAC has also approved deals for the procurement of two types of anti-tank munitions namely, Area Denial Munition (ADM) Type - 2 and Type-3, which are capable of neutralising tanks and armoured personnel carriers and enemy personnel.

“To replace the Indian Field Gun (IFG), which has completed its service life, AoN for procurement of state-of-the-art Towed Gun System (TGS) has been granted which will become a mainstay of Artillery forces of Indian Army.”

“The AoN was also accorded for 155 mm Nubless projectile for use in 155 mm Artillery guns which will enhance lethality and safety of the projectiles. All these equipment of the Indian Army will be procured under the Buy (Indian-IDDM) category,” it said.

Both Tejas aircraft and Prachand helicopters are developed by government-run Hindustan Aeronautics Limited (HAL).

Notably, this is the fourth such “positive indigenisation list (PIL)". The previous three lists, published in December 2021, March 2022, and August 2022 respectively, contained 2,500 items for which the country has started domestic production.

Of another 1,238 items, 310 too have been indigenised and the remaining will happen within the given timelines, said the Ministry of Defence.

The new list consists of 928 items and has an import substitution value of Rs 7.15 billion ($86 million approx.), the ministry said in a statement.

“To promote ‘Aatmanirbharta’ (self-reliance) in defence and minimise imports by defence public sector undertakings, the Ministry of Defence has approved the fourth Positive Indigenisation List (PIL) of 928 strategically-important line replacement units/sub-systems/spares and components, including high-end materials and spares, with import substitution value worth Rs 715 crore," the ministry said in a statement.

The aim of the indigenisation list is also to minimise imports by the defence public sector undertakings (DPSUs).

The industry may look for Expression of Interest (EoIs), Request for Proposal (RFPs) on the srijan portal dashboard especially designed for this purpose and may come forward to participate in large number,” the statement said.

The DPSUs will undertake indigenisation of these items through different routes under ‘Make’ category and in-house development through the capabilities of Micro, Small and Medium Enterprises (MSME) and private Indian industry, thereby providing impetus to the growth in economy, enhanced&nbsp;investment in defence&nbsp;and reduction in import dependence of DPSUs, the ministry said.

This will augment the design capabilities of&nbsp;the domestic defence industry&nbsp;by involving academia and research institutions, it added.

The ministry said that the public sector units will soon initiate procurement action for these notified items.

India is one of the largest importers of arms globally. The government has been taking a series of measures to reverse this trend and boost domestic defence production.

According to estimates, the Indian armed forces are projected to spend around $130 billion in capital procurement over the next five years.

Highlighting that the Russian-Ukraine war brought focus on indigenising military equipments, India’s Defence Minister Rajnath Singh on Thursday said that being self-reliant in defence is essential to tackle the challenges in uncertain geopolitical times.

Speaking at the Navy Commanders' Conference, Singh said that the government has been focusing on making India a hub of defence manufacturing.

"Coming to the prevailing security environment in the world, the ongoing Russia and Ukraine conflict has once again highlighted that being self-reliant without dependencies is a vital necessity," Singh said, according to PTI news agency.

He also called for synergy in the tri-services in dealing with national security challenges.

According to the plan, each of the theatre commands will have units of the Army, the Navy and the Air Force and all of them will work as a single entity looking after security challenges in a specified geographical territory under an operational commander.

"I am aware that adequate progress has been made towards the study on maritime theatre command," he told the commanders.

The defence minister said the delivery of the first indigenously built aircraft carrier, Vikrant, would be "another milestone" event.

The ship has already successfully completed three sea trials.

"All out efforts need to be made so that the ship is delivered and commissioned in the 75th year of our Independence," he said.

In the middle of a conflict with China, India has taken a significant step by authorising the defence forces to enhance their stocking of weapons and ammunition for a 15-day intense war now.

Making use of the extended stocking requirements and the emergency financial powers in the ongoing conflict with China in Eastern Ladakh, the defence forces are expected to spend over Rs 50,000 crore for acquisition of equipment and ammunition from both local and foreign sources.

The authorisation to increase the weapon and ammunition reserves to minimum 15-I levels from the earlier existing 10-day stocking is to prepare the defence forces for a two-front war with both China and Pakistan."A number of weapon systems and ammunition are being acquired now under the authorisation of having reserves to fight a 15-day intense war with the enemies. The stocking would now be at 15-I level from the 10 I levels," government sources told ANI.

The authorisation for enhanced stocking for the defence forces was approved some time ago, they said.

As per the authorisation many years ago, the armed forces were supposed to stock for a 40-day intense war but it was then brought down to 10-I level due to issues with the storage of weapons and ammunition as well as the changing nature of warfare.

After the Uri attack, it was realised that the war wastage reserves stocks were low and the then Manohar Parrikar-led defence ministry enhanced financial powers of the vice chiefs of Army, Navy and Air Force to Ra 500 crore from Rs 100 crore.

The three services were also given the emergency financial powers to procure items worth Rs 300 crore to buy any equipment which they felt could be of use to them for fighting wars. The defence forces have been buying a number of spares, weapons, missiles and systems for effectively taking on the two adversaries.

Sources say a large number of missiles and ammunition for tanks and artillery have been acquired in satisfactory amounts to shed worries for the troops on the ground.India has been engaged with China in the Eastern Ladakh sector where the Chinese have been transgressed at multiple locations and trying to change the status quo on the LAC.&nbsp;

He would be leading the executive delegation of the US-India Business Council (USIBC) to Aero-India show 2019 from February 20-24.

"The time is indeed now to lean into game-changing defence partnerships. India-US ties are growing ever closer and we are very encouraged by the positive trend we're seeing in US-India relations, particularly on the defence and security front," Lall told PTI.

"Dr Vivek Lall, Vice President of Lockheed Martin Aeronautics service is our leader this year and we are also pleased to have USIBC's new Chairman of our Defence and Aerospace Committee Mr Rich Weir of Northrop Grumman in attendance," USIBC said in a statement.

Aero India is a wonderful opportunity for USIBC members and Lockheed Martin to meet with senior US and Indian government officials, participate in business-to-business networking activities and attend seminars that provide insights into the opportunities and challenges associated with doing business in India's aerospace and defence sector, Lall said.

Noting that the US has placed the details of &quot;Major Defense Partner&quot;&nbsp;designation for Senate approval as part of FY 2017 National Defense Authorization Act (NDAA), the party said the Narendra Modi government &quot;has not even made a statement in Parliament about such a significant deal&quot;.

&quot;The country can see the US side of the deal by reading the 2017 NDAA, but remains ignorant of the Indian commitment as a &#39;Major Defense Partner&#39; of the United States,&quot; CPI(M) General Secretary Sitaram Yechury said.

In a letter to the Prime Minister, he referred to Paragraph (E) of Section 1292 of 2017 NDAA, &quot;which talks of &#39;mechanisms to verify the security of defense articles, defense services, and related technology, such as appropriate cyber security and end user monitoring agreements&#39; for items and technologies sold to India.

&quot;Paragraph (F) thereafter states that India will align its &#39;export control and procurement regimes with those of the United States&#39;.&quot; 
Yechury further said, &quot;Paragraph(I) of Section 1292, 2017 NDAA makes the facts amply clear. It explicitly highlights enhanced &#39;defense and security cooperation with India in order to advance United States interests in South Asia and greater Indo-Asia-Pacific regions&#39;.&quot;

This represents the final nail in the coffin of India&#39;s independent foreign policy,&quot; Yechury said in his letter to Modi. He said, &quot;These are significant concessions made by your government which will make Indian defence forces open to American scrutiny, and Indian defence production under the control of the United States of America.&quot;

&quot;Serious apprehensions arise about your government compromising India&#39;s sovereignty and strategic autonomy,&quot; the CPI(M) leader said, quoting the US statement as saying that the &quot;Major Defense Partner&quot;&nbsp;designation was &quot;a status unique to India&quot; and brings &quot;India to a level at par with that of the United States&#39; closest allies and partners&quot;.

Yechury said, &quot;It is particularly galling that all these commitments, as part of the announcement of the &#39;Major Defense Partner&#39; designation, were made by the Defence Ministry when both Houses of Parliament were, and still are, in session.

&quot;This is in complete contravention of the established norms and practices of our parliamentary system,&quot; he said.

He said he was constrained to state that &quot;your government seems particularly keen on ignoring Parliament, because even the text of LEMOA has so far not been placed before either of the Houses or the Standing Committee on Defence.

&quot;It needs no reminder that Parliament represents the people of this great country and by choosing to willfully ignore Parliament, you are disrespecting 1.3 billion Indians,&quot; he said and demanded that full texts of these documents are tabled in Parliament during the ongoing session and made public immediately.
