At least 48 people have died and 31 others went missing in Nepal's flood and landslides triggered by incessant rains from Sunday, Nepal's Ministry of Home Affairs said.

Similarly, thousands of farmers across the country have lost their crops to rains this year. Destruction of the paddy crop is a major setback for Nepal's overall economy. Paddy alone contributes around 7 per cent to the national gross domestic product and is the major income source for more than half of the population.

Thai authorities on Tuesday rushed to protect parts of Bangkok from floodwaters that have already inundated 70,000 homes and killed six people in the country's northern and central provinces.

Tropical storm Dianmu has caused flooding in 30 provinces, with the kingdom's central region the worst hit, the Thai Disaster Prevention and Mitigation Department said.

The level of the Chao Phraya River -- which snakes through Bangkok after winding almost 400 kilometres from the north -- is steadily rising as authorities release water from dams further upstream.

Soldiers on Tuesday set up barriers and sandbags to protect ancient archaeological ruins and landmarks as well as neighbourhoods in the old royal capital Ayutthaya, some 60 km (40 miles) north of Bangkok.

"Most of the banana trees that I planted have been submerged. It's all gone," Ayutthaya flood victim Somporn, 52, told AFP.

There are hopes Bangkok can avoid a repeat of the catastrophic 2011 monsoon season, when it experienced its worst flooding in decades -- a fifth of the city was underwater and more than 500 people died.

The Bangkok Metropolitan Administration says it is closely monitoring the Chao Phraya's water level and has water pumps and sandbags ready.

"We will give people a warning if there is a sign the water level is rising and if there is a risk of flash floods," Bangkok governor Aswin Kwanmuang said on Tuesday.

Bangkok officials have begun piling sandbags outside banks and other businesses near a canal in Thonglor -- a shopping district and residential area popular with expats.

Once dubbed the "Venice of the East", the capital is built on former marshland and rests about 1.5 metres (five feet) above sea level.

In the past, farmland and rice paddies in low-lying areas absorbed flood water, but the city's expansion has seen much converted into real estate.

The city's flood prevention masterplan, involving underground reservoirs and tunnels, has not been fully built because of problems acquiring land, local media reported.

Over the weekend, emergency teams staged dramatic rescues evacuating villagers from rooftops in parts of Chaiyaphum province, about four hours northeast of the capital.

The extreme rainfall that triggered devastating floods across Germany and Belgium in July was made “up to nine times more likely” due to climate change, a research study has noted, giving credence to findings of the Intergovernmental Panel on Climate Change’s (IPCC) report that warned of extreme weather events.

The study has also pointed out that human-made global warming has caused downpours in the region up to 20% heavier.

Germany and Belgium join a list of other countries that have been facing floods and extreme weather events. In the past one month, there were floods in China, extreme heatwaves in northwest America and forest fires in Russia, Greece, Turkey and the US.

The report, compiled by 39 scientists, used meteorological measurements, high-resolution computer models and peer-reviewed research methods. It compared the frequency of extreme rainfall that occurred in Germany, Belgium and the Netherlands in today’s heated climate with the frequency expected in a world where there had been no human-caused climate change.

“The huge human and economic costs of these floods are a stark reminder that countries around the world need to prepare for more extreme weather events and that we urgently need to reduce greenhouse gas emissions to avoid such risks from getting even further out of hand,” Prof Maarten van Aalst, who is one of the who conducted the research, told the Guardian.

Over 222 people were killed in flooding in Germany and Belgium.

On August 9, the IPCC came out with a damning assessment on global warming, saying that extreme heatwaves, droughts, and flooding, are going to be more pronounced in this decade.

The 3,000-plus-page report said global warming is already accelerating sea-level rise and worsening extremes such as heatwaves, droughts, floods and storms. Tropical cyclones are getting stronger and wetter, while Arctic sea ice is dwindling in the summer and permafrost is thawing.

All of these trends will get worse, the report said.

It found the climate crisis has made extreme rainfall between 1.2 and nine times more likely to happen and that such downpours in the region are now 3% to 19% more intense. Climate change made deadly Europe floods up to nine times more likely: Study

At least 8 people, including two children, were killed after Hurricane Grace pummelled eastern Mexico on Sunday, causing floods, mudslides, and wrecking homes.

The storm, blowing at maximum sustained winds of 125 miles (200 kilometres) per hour, made landfall in Mexico for the second time near Tecolutla in Veracruz state.

The state government said among the eight people killed, 6 belonged to a single-family. Among the deceased include a young girl who was killed by a mudslide that hit her home.

While an adult was killed by a collapsed roof in Poza Rica city, further north in the state, Veracruz governor Cuitlahuac Garcia told a news conference.

“The state of emergency has not ended," Reuters quoted Garcia as saying.

Local television showed severe flooding in Xalapa, with coffins from a local business floating down a waterlogged street. The nearby River Actopan burst its banks, shutting down a local highway, the officials said.

Some flights were cancelled at Mexico international airport due to the hurricane. The Comision Federal de Electricidad (CFE) national power utility reported 565,000 electricity users were affected by outages.

However, Grace fizzled quickly as it moved inland over the central highlands.

Earlier in the week, Hurricane Grace battered Mexico's Caribbean coast, downing trees and resulting in power outages for nearly 7,00,000 people. However, no loss of life was reported, authorities said.

The death toll from Turkey's flash floods soared to 27 on Friday as President Recep Tayyip Erdogan prepared to inspect one of the hardest-hit regions and lend his moral support.

The devastation across Turkey's northern Black Sea regions came just as the disaster-hit country was winning control over hundreds of wildfires that killed eight people and destroyed swathes of forest along its scenic southern coast.

Turkey suffered another bout of flooding in the northeastern province of Rize that killed six people last month.

Scientists believe such natural disasters are becoming more intense and frequent because of global warming caused by harmful emissions.

Turkey's emergence as a frontline country in the battle against climate change also poses a challenge to Erdogan two years before the next scheduled general election.

The powerful Turkish leader was roundly condemned on social media for tossing out bags of tea to locals while visiting one of the fire-ravaged regions when the wildfires were first spreading at the end of July.

Polls show that the climate is a top priority for up to seven million members of Generation Z whose votes Erdogan will need to extend his rule into a third decade in the 2023 vote.

Erdogan so far has said little about the floods.

"I offer my condolences to the loved ones of our 17 fellow citizens who lost their lives," he said when the toll was still 17 on Thursday night.

Media reports said Erdogan would chair a crisis response meeting attended by top ministers in one of the worst-hit parts of the inundated city of Kastamonu later Friday.

Building anger

But the anger appeared to be building in Black Sea towns and cities over what some said was a lack of proper warning from local officials about the dangers of the incoming storms.

"They told us to move our cars but they didn't tell us to save ourselves or our children," Kastamonu province resident Arzu Yucel told the private DHA news agency.

"If they had, I would have taken them and left in five minutes. They didn't even tell us that the river was overflowing," the elderly woman said.

Turkey's rugged Black Sea coast is dotted with villages built along valleys that frequently experience heavy flooding in the summer months.

Some longtime residents of the region said this year's flooding was the worst they could recall.

"I am 75 years old and have never seen anything like this," Batin province resident Adem Senol told the Anadolu state news agency.

"The water rose higher than the level of our windows, it broke down our door, even a wall," he said. "It was a powerful stream, enough to sweep away houses."

Emergency services said waters briefly rose in some parts as high as four metres (13 feet) before subsiding and spreading across a region stretching more than 150 miles (240 kilometres) wide.

Agriculture and Forestry Minister Bekir Pakdemirli has warned that the area was facing "a disaster that we had not seen in 50 or 100 years".

Images on television and social media showed stranded villagers being plucked off rooftops by helicopter, and bridges collapsing under the force of the rushing water below.

The Anadolu state news agency said rescuers were focusing on a four-floor apartment building that partially crumbled and another one next to it that completely collapsed.

Concern was also increasing over how high the death toll could climb.

Some locals told Turkish media Friday that they still had no news from their closest family and friends.

Weather services predicted rains to continue to lash the affected area for the remainder of the week.

Floods in Sudan damage thousands of homes

German prosecutors said Friday they have launched an investigation against the district chief of the flood-hit region of Ahrweiler for negligence as warnings were made belatedly, resulting in the deaths of dozens of residents.

Some 189 people lost their lives in severe floods that pummelled western Germany in mid-July, raising questions about whether enough was done to warn locals.

Following an initial examination of the case, prosecutors in Koblenz said they have "affirmed the initial suspicion of negligent homicide and negligent bodily harm... and have initiated investigations."

Ahrweiler district chief Juergen Pfoehler is the focus of the probe because he had the "sole decision-making authority" and was meant to be in charge of the operation according to current regulations.

Another member of the crisis group, who had for at least part of the time taken over the command of the emergency response, was also under investigation, prosecutors said, without naming the suspect.

After reconstructing events, investigators found that forecasts about the impending floods should have led officials to sound the warning and evacuate residents living near the swollen Ahr river by 8:30 pm (1830 GMT) on July 14.

"This -- according to the initial suspicion -- was obviously either not carried out, or not carried out with the required clarity or only carried out belatedly, such that it could amount negligence," prosecutors said.

It took until just after 11:00 pm for evacuation orders and warnings via smartphone apps to reach residents, according to initial findings.

"The main culprit is nature," Koblenz chief public prosecutor Harald Kruse told a press conference.

"We mustn't forget that. But even in a case like this it is possible that criminally relevant human behaviour could have contributed to the deaths and injuries of these people."

Kruse singled out the 12 lives lost at a care facility for the disabled when residents on the ground floor drowned in the flood water.

"At least for these people, we believe an earlier and clearer warning of the danger or an earlier and clearer evacuation order could have saved their lives."

Delegated

Kruse said investigators had searched the district administration office and seized mobile phones as part of their efforts to piece together which warnings were received when and what action was taken.

Kruse said Pfoehler had told prosecutors he had delegated the handling of the crisis to an experienced deputy that night -- the unnamed other person targeted in the probe.

Pfoehler himself, who belongs to Chancellor Angela Merkel's CDU party, was being kept up to date by phone as the flood disaster unfolded.

The Ahrweiler district is located in the state of Rhineland-Palatinate where at least 142 people died in the floods.

Sixteen people are still missing after torrents of water ripped through towns and villages, destroying bridges, roads, railways and housing in the region's worst flooding disaster in living memory.

Another 47 people died in the neighbouring state of North-Rhine Westphalia.

German government officials have vowed to learn lessons from the tragedy and improve the country's disaster warning systems, including through SMS alerts and wider use of sirens.

In late July, record-breaking rainstorms wreaked havoc on Henan Province in central China, overflowing reservoirs, spilling riverbanks, and wreaking havoc on public transportation and roadways in key towns.

In only three days, more than 600mm of rain poured in Zhengzhou, about an average year's worth.

Authorities said that about 625,000 acres of crops were destroyed and have estimated losses at more than 90 billion yuan ($14 billion). About 1.5 million people were evacuated because of the rains and flooding.

The central government has set up an investigation team to evaluate the disaster response, summarize the lessons from it and hold accountable anyone guilty of dereliction of duty, Chinese media said.

Authorities confirmed Monday that more than 300 people died in recent floods in central China, three times the number previously reported. According to the province administration of Henan, 302 people died and 50 are still missing. The majority of the casualties were in Zhengzhou, the province capital, where 292 people died and 47 were missing. Officials announced during a press conference in Zhengzhou that ten other people perished in three other cities. In Xinxiang city, seven people were killed, with three more still missing, while two people were killed in Pingdingshan and one in Luohe. Hou Hong, the mayor of Zhengzhou, claimed 39 people had been found dead in basement car parks, and six more had drowned in the cross-city tunnel, bringing the total number of persons killed in the tube to six. (AFP Photo) In late July, record-breaking rainstorms wreaked havoc on Henan Province in central China, overflowing reservoirs, spilling riverbanks, and wreaking havoc on public transportation and roadways in key towns. In only three days, more than 600mm of rain poured in Zhengzhou, about an average year's worth. Watch | Gravitas: Heaviest rain in 1,000 years leads to devastation Authorities said that about 625,000 acres of crops were destroyed and have estimated losses at more than 90 billion yuan ($14 billion). About 1.5 million people were evacuated because of the rains and flooding. The central government has set up an investigation team to evaluate the disaster response, summarize the lessons from it and hold accountable anyone guilty of dereliction of duty, Chinese media said.
