Monsoon-triggered flash floods and landslides have wreaked havoc in Nepal and claimed more than 35 lives and displaced thousands in the past week.

In the worst-hit northwest Karnali province, thousands of residents were evacuated after their houses destroyed.

Officials are still searching for 22 people missing across the province, even though they have been facing difficulty in carrying out rescue operations in the mountainous region amid the inclement weather.

'We have mobilised police officers on the ground. We have arranged a helicopter for air rescue from Surkhet," said one police spokesman, quoted by the Annapurna Post.

"However, unfortunately, due to the weather not improving, progress is not being made as expected."

Most cases of missing people have been reported from the low-lying Kalikot district.

Meanwhile, Nepal’s emergency authorities have sounded alarm in some areas of the province which lie near the Karnali river, whose water level has touched the dangerous 12m (39ft) level.

The Australian Bureau of Meteorology has confirmed the development of La Nina weather pattern for the third consecutive year in the Pacific, upping the risk of rain and floods in different parts of the world.

According to the World Meteorological Organization, a UN agency, it is for the first time in this century that La Niña has returned for three consecutive years.

"It is exceptional to have three consecutive years with a La Nina event," WMO Secretary-General Petteri Taalas said in a statement.

La Niña weather pattern is one of the three phases of the El Niño Southern Oscillation (ENSO).

It refers to the unusual cooling of the tropical eastern Pacific. La Nina, which means The Little Girl in Spanish, represent periods of below-average sea surface temperatures across the east-central Equatorial Pacific.

Under this weather pattern, the atmospheric circulation across the tropical Pacific is set up so that warm waters to Australia's north-east and strong trade winds pump moisture into the atmosphere along Australia's east coast.

When the right systems come along, they then tap into that moisture, bringing about heavy rains and flooding.

The bureau, in its fortnightly update of Australia’s climate drivers, said that key atmospheric and oceanic indicators of the El Niño–Southern Oscillation (Enso) showed “an established La Niña”.

“Tropical Pacific sea surface temperatures have been cooling since June and are now at La Niña thresholds,” the bureau said.

“Models indicate this La Niña event may peak during the spring and return to neutral conditions early in 2023,” it added.

Impacts of La Nina across the globe

La Nina tends to bring milder winters in Northern Europe, especially UK, and colder winters in southern and western Europe, leading to snow in the Mediterranean region. It reduces the number of autumnal hurricanes across Europe.

It is in the American continent where the extreme climate conditions due to La Nina are felt the most.

In the Pacific, stronger winds arrive along the equatorial region. While it leads to favourable conditions for hurricanes in the Caribbean and central Atlantic area. In various states of US, frequent tornados are observed.

In Australia, Indonesia and other parts of Asia, La Nina brings heavy rainfall and can even cause more lightning activity in the Gulf of Mexico and along the Gulf Coast and increase the number of hurricanes and tropical cyclones, according to the National Oceanic and Atmospheric Administration.

The condition is reversed in South America, where La Nina causes drought, especially in countries of Peru and Ecuador.

The situation is the same in East Africa as well. The fourth season of failed rains is currently causing one of the worst droughts East Africa has seen in decades.

According to the UN’s World Food Programme, Ethiopia, Kenya and Somalia are on the brink of an unprecedented humanitarian catastrophe, and up to 20 million people are at risk of severe hunger.

Now, the authorities on Sunday, in a pre-planned manner, breached the country’s largest freshwater lake in an attempt to save the densely populated areas even as more than 100,000 will be displaced due to the breach. The water level in the Manchar lake, located west of the Indus river, had reached alarmingly dangerous levels and if the strategic decision was not taken, it could have flooded the country's southern Sindh province. "By inflicting the breach we have tried to save Sehwan town. Water levels in Johi and Mehar towns in Dadu district would be reduced by this breach in the lake," Jam Khan Shoro, Sindh irrigation minister told Reuters. After cloud seeding activities were carried out to bring precipitation, some parts of China's Chongqing welcomed long-awaited rains recently, but experts warned that the city and the region should prepare for possible flooding and landslides.

Reeling under the severe heatwaves and drought, some parts of Chongqing city in southern China welcomed the long-awaited rain as the southwestern municipality has endured brutally hot temperatures this summer for several straight days.

China Daily reported that neighbouring Sichuan province also witnessed rainfall in some regions. The National Meteorological Center of the country forecasted heavy rains in most parts of Sichuan and Chongqing in the next 10 days.

It forecasted five to eight rainy days, with precipitation 40-100 percent higher than normal for the time of year, with isolated areas receiving twice as much.

Therefore, residents in affected areas should prepare for flooding and landslide risks since the ongoing dry spell has left caked hillsides less able to absorb fast-moving waters.

According to Zhang Yan of Chongqing's meteorological bureau, the city's ongoing heat wave is expected to ease, with daily highs in most parts of the municipality struggling to reach 35 °C and widespread rainfall forecast. "The city should prepare for the upcoming downpours," China Daily quoted him as saying.

The world's second-largest economy has been hit by record temperatures, flash floods, and droughts this summer, phenomena that scientists have warned are becoming more frequent and intense due to climate change. The recent heatwave and drought on the Chinese mainland have severely affected the agriculture sector, putting the harvest under "severe threat".

The Agriculture Ministry of China said that the ongoing heat wave is the worst China has seen since records began more than 60 years ago. Southern China, in particular, has recorded its longest sustained period of high temperatures and sparse rain. The rice farmers of China have been worst hit by the recent drought and heatwave situation. The water levels across China are so low that some inland river shipping routes are no longer safe, adding that "a lot of agricultural commodities that are imported pass through these shipping routes, which will now be extended by five days, which will push up business costs." Chongqing and Sichuan have also been battling wildfires since last week, exacerbated by high temperatures and water scarcity. The meteorological administration said that the high temperatures have basically been alleviated in the regions of south China, Jiangxi, and Anhui.

In rural Sichuan and Chongqing, the villagers are facing a scarcity of drinking and agricultural water. The increased demand for water forced them to take more water from the rivers for irrigation. Due to this, China's largest river, the Yangtze, has completely dried up in many places. Its size has also been reduced considerably.

Apart from this, 66 other rivers have also completely dried up. The national meteorological service renewed its warnings for drought and high temperatures on Tuesday, calling for 11 provincial governments to "activate" emergency responses. To overcome this ongoing situation, Chongqings Wansheng district on Friday carried out cloud seeding activities to bring the region's long-awaited precipitation, unseen since August 7. Rainfall was also prompted by seeding in other districts, including Banan and Qijiang.

The China Daily reported that "the heat and drought conditions in Chongqings 22 districts and counties have been slightly alleviated since Thursday after Chongqing conducted enhanced mass cloud seeding operations," the Chongqing Meteorological Bureau said at a news conference on Friday. "The city is seeking more opportunities to artificially induce precipitation," the bureau said.

Wildfires burned in eastern Spain as strong winds fanned up flames raging through parched bushland. More than 400 people and 36 aircraft were working on Thursday to control a wildfire that had burnt more than 19,000 hectares (46,950 acres) forcing the evacuation and confinement of over 1000 people in nearby villages. However, a fire in Vall d'Ebo, also in Valencia, was extinguished. Torrential rain hit parts of New Zealand for a fourth day on Friday, forcing hundreds of people from their homes as rivers overflowed their banks and waterlogged ground becomes unstable. Nelson, on the north coast of the South Island, has been worst affected, with more than 400 homes evacuated and some declared uninhabitable because of the rain. France's weather forecaster lifted a major storm warning for Corsica on Friday, a day after hurricane-strength winds and rain ripped across the Mediterranean island, killing five people. A natural catastrophe decree is expected to be approved next week, which will help residents and businesses with insurance claims for damage caused by the storm, regional leader Gilles Simeoni told France Info radio. Hail, heavy rain and winds peaking at 225 km per hour (140 mph) swept the island on Thursday morning, smashing boats and cars, uprooting trees and damaging houses. Flooding caused by heavy rainfall in the western Chinese province of Qinghai killed 16 people, state media reported on Thursday, with an additional 36 missing. Heavy and sudden downpours in Datong Hui and Tu Autonomous County, population 403,368, of Qinghai province started late Wednesday, causing flooding on the mountains and triggered landslides, according to China's state broadcaster CCTV. Rivers changed courses and flooded villages and towns. More than 6,200 people were affected by the flood. Southern Italy remained in the grip of a heatwave, with temperatures climbing close to 40C (104°F) fuelling wildfires on the island of Sicily. Firefighters battled early on Friday with a wildfire on Mount Grifone, on the outskirts of Palermo. Smoke caused traffic jams on the highway connecting Palermo to Catania. Two people were killed by falling trees in central Italy on Thursday as powerful storms battered several regions after weeks of punishingly high temperatures, rescue services said. Italy's civil protection unit said that the bad weather would sweep south overnight and issued warnings for Friday for 11 of the country's 20 regions. The number of people killed by floods in eastern Kentucky increased to 37 on Monday as more rain hindered relief efforts and potentially severe weather over the weekend threatened to cause additional harm. Beshear has stated that as search and rescue teams spread out over the flood-affected districts and recover more dead, he anticipates the death toll to keep rising. More rain on Monday made their operations more difficult, and fresh storms were predicted to form overnight. The National Weather Service warned that "a complex of storms is expected to move over the region tonight" and issued flood watches for the majority of eastern Kentucky for Tuesday evening and into the morning.

A few locations in eastern Kentucky experienced unheard-of flash flooding last week after receiving more than eight inches (20 centimetres) of rain in a 24-hour span. A startling 20 feet of water rose to the North Fork of the Kentucky River near Whitesburg in a matter of hours, breaking the previous record of 14.7 feet. Following the flooding that transformed roads into rivers, washed down bridges, and carried away homes, certain places in the rugged Appalachia region are still inaccessible.
