World soccer`s governing body FIFA and World Athletics said on Monday that they are reviewing their transgender eligibility policies after swimming passed new rules that restrict transgender participation in women`s events. On Sunday, swimming`s world governing body FINA voted to restrict the participation of transgender athletes in elite women`s competitions and create a working group to establish an `open` category for them in some events as part of its new policy.

The new policy states that male-to-female transgender swimmers (transgender women) are eligible to compete in women`s competitions only if "they can establish to FINA`s comfortable satisfaction that they have not experienced any part of male puberty beyond Tanner Stage 2 (of puberty) or before age 12, whichever is later".

A spokesperson for FIFA told Reuters it was in a consultation process over a new policy. "FIFA is currently reviewing its gender eligibility regulations in consultation with expert stakeholders," said the spokesperson.

"Due to the ongoing nature of the process, FIFA is not in a position to comment on specifics of proposed amendments to the existing regulations," the spokesperson added.

Sebastian Coe, president of World Athletics, told the BBC that the organisation`s council would discuss their regulations at the end of the year. Coe praised FINA for taking the decision, which has been criticised by trans rights advocates.

"We see an international federation asserting its primacy in setting rules, regulations and policies that are in the best interest of its sport," he told the BBC.

"This is as it should be. We have always believed that biology trumps gender and we will continue to review our regulations in line with this. We will follow the science.

"We continue to study, research and contribute to the growing body of evidence that testosterone is a key determinant in performance, and have scheduled a discussion on our regulations with our council at the end of the year," he added.

FIFA said it was taking guidance from medical, legal, scientific, performance and human rights experts and also the position of the International Olympic Committee (IOC).

"Should FIFA be asked to verify the eligibility of a player before the new regulations will be in place, any such case will be dealt with on a case-by-case basis, taking into account FIFA’s clear commitment to respect human rights," the spokesperson said.

Last year, the IOC issued a `framework` on the issue, leaving eligibility decisions up to individual sports bodies, but adding that "until evidence determines otherwise, athletes should not be deemed to have an unfair or disproportionate competitive advantage due to their sex variations, physical appearance and/or transgender status".

World Athletics` current rules cap testosterone levels at five nanomoles per litre (5nmol/L) for transgender athletes and for competitors with differences in sex development (DSD) in some women`s running events.

Coe said it was important to protect the integrity of women`s sport.

"When push comes to shove, if it`s a judgement between inclusion and fairness, we will always fall down on the side of fairness - that for me is non-negotiable.

"We can`t have a generation of young girls thinking there is not a future for them in the sport. So we have a responsibility…maintaining the primacy and the integrity of female competition is absolutely vital," he added.

Last week the International Cycling Union (UCI) tightened its rules on transgender participation by increasing the transition period on low testosterone to two years and reducing the maximum permitted testosterone level.

2022 FIFA World Cup: Reliving previous 5 finals before showpiece event in Qatar

FIFA President Gianni Infantino warned Canada, Mexico and the United States to prepare for a football "invasion" on Thursday as the host cities for the 2026 World Cup were revealed.

The first ever World Cup co-hosted by three different countries will also see a record number of teams taking part, increasing by 16 from 32 to 48 as the tournament returns to North America for the first time since the 1994 finals.

The 16 venues named on Thursday include 11 in the United States, three in Mexico and two in Canada.

All of the US games will be held in venues that are home to NFL teams, with the likes of the $5 billion SoFi Stadium in Los Angeles and the New York Giants' 82,000-seater MetLife Stadium in East Rutherford tipped to host the final.

A total of 60 of the 80 games in the tournament -- including all knockout games from the quarter-finals onwards -- will take place at US venues.

Mexico City's iconic Azteca Stadium -- host of the 1970 and 1986 World Cup finals -- was included among three Mexican venues along with the cities of Monterrey and Guadalajara.

Vancouver and Toronto will stage the Canadian games in the tournament.

Infantino meanwhile said 2026 would eclipse the 1994 finals in the United States -- which holds the record for the highest total attendance -- in every respect.

"2026 will be much, much bigger," Infantino said. "I think this part of the world doesn’t realise what will happen in 2026.

"These three countries will be turned upside down and then flipped again. The world will be invading Canada, Mexico and the United States.

"They will be invaded by a big wave of joy and happiness."

Infantino said he hoped the World Cup would spur the development of football in the region further.

"In this part of the world you are leading the world in many areas. But in the number one sport in the world, soccer or football, you are not, yet," he said. "The objective must be that you are leading the world in the world’s number one sport."

A decision on which venues would host marquee matches such as the World Cup final and opening game had not yet been taken.

"We still have to discuss that, we still have to analyse that," Infantino said. "We will take a decision in due course."

However Infantino revealed that given the vast geographical spread of staging the tournament across North America, FIFA was looking at basing teams in regional "clusters" to minimise travel.

"When you’re dealing with such a large region as North America we need to care about the fans and make sure that teams are playing in clusters, that fans and teams don’t have to travel crazy distances," Infantino said.

Super Bowl pedigree

The list of US venues stretch from coast to coast, featuring several cities that hosted games in the 1994 World Cup finals. However no actual stadium venues from the 1994 tournament will repeat in 2026.

Other venues include the Dallas Cowboys giant AT&T Stadium in Arlington and the Miami Dolphins' Hard Rock Stadium. Seven of the 11 venues named Thursday have hosted the Super Bowl.

The Kansas City Chiefs' Arrowhead Stadium -- the loudest stadium in the world according to the Guinness Book of World Records -- also made the cut.

NFL venues in Seattle, San Francisco, Atlanta, Houston, Boston and Philadelphia were also on the list.

However there was no place for Washington D.C. on the venues list. It means the 2026 tournament will be the first World Cup since the 1974 finals in the then West Germany not to feature a host's capital city.

Colin Smith, FIFA's chief competitions and events officer, acknowledged Washington's absence after an "incredibly competitive" bid process.

"This was a very very difficult choice," Smith said. "It's hard to imagine a World Cup coming to the US and the capital city not taking a major role."

Smith meanwhile said some of the NFL venues would require slight modifications to widen "pinch points" but said stadium capacity would not be affected.

"The number of fans who are going to be able to experience this World Cup will probably be double than what we've previously had," he said.

Indian football team captain Sunil Chhetri believes a ban from FIFA will be catastrophic for Indian football. Chhetri said it will be disastrous not just for the whole country but also for him as he is in the final lap of his career and would like to finish on a high. Team India faces a potential ban from FIFA after the Supreme Court of India ousted Praful Patel as the president of the All India Football Federation (AIFF) recently.

Patel, a member of the FIFA council, was ousted by the Supreme Court after he didn't call for fresh elections at AIFF despite completing three four-year terms as president. He was not eligible for another term, as per the National Sports Code. The Supreme Court appointed a Committee of Administrators (CoA) to run the board after ousting Patel and his team.

The Indian team can now be banned by FIFA for alleged interference in governance and Chhetri believes such a move can prove to be disastrous for Indian football. 37-year-old Chettri, who believes he is playing his final few games for the country, said he hopes India can avoid the ban.

"I hope everything will come out as good for the sport and the country does not get a ban," Chhetri told reporters ahead of the Asian Cup Qualifiers in Kolkata.

"The ban will be catastrophic not just for the whole country but for me, because I'm 37. You never know when there's the last game for you," he added.

Can FIFA ban India?

Amnesty International and other rights groups have called on FIFA to set aside $440 million to compensate migrant workers in Qatar for "human rights abuses" during preparations for the 2022 World Cup. In a letter to FIFA President Gianni Infantino, the groups said world soccer`s governing body should also work with the host nation to protect the rights of migrant workers in the future.

"To remedy the litany of abuses committed since 2010, when FIFA awarded hosting rights to Qatar without requiring any improvement in labour protections, the organisations called on FIFA to at least match the $440m it hands out in prize money at the World Cup," Amnesty said in a statement. A 48-page report by Amnesty, Reality Check 2021, said that practices such as withholding salaries and charging workers to change jobs were rife.

The Qatar government, which has denied the accusations, said it had introduced various reforms in the last five years, including a new national minimum wage and the removal of exit permits. "The progress made by Qatar is irrefutable. The Workers` Support and Insurance Fund, established by the government to provide payments owed to workers, has disbursed 110 million pounds ($136.37 million) in the past two years alone," the labour ministry said in a statement to Reuters.

"The new report undermines much of the goodwill that has been generated. Engagement will always yield better results than condemnation, especially when they are unreasonably demanded." In response to the letter, FIFA said it was assessing Amnesty`s proposition and implementing an "unprecedented due diligence process in relation to the protection of workers involved".

FIFA added that it was working with the organising committee and had already compensated a number of workers. "As part of the Supreme Committee`s effort to ensure repayment of recruitment fees, workers have received payments of a total $22.6 million as of December 2021, with an additional $5.7 million committed by contractors," it said.

FIFA's strongly contested plans to hold the World Cup on a biennial basis are not on the agenda for this week's congress but talks are instead set to focus on alternative proposals, sources have told Reuters.

While FIFA delegates will hear an update on consultations over changes to the international match calendar, the controversial proposal to hold the World Cup every two years, instead of the current four-year rotation, will not be voted on.

The World Cup plan, put forward by FIFA's Chief of Global Football Development Arsene Wenger and backed by president Gianni Infantino, met with strong opposition from European football govering body UEFA and the leading European clubs.

The Doha congress on Thursday had been seen as a potentially decisive battle over the idea but on Tuesday Nasser Al-Khelaifi, chairman of the European Club Association, said he was not surprised at its absence from the agenda.

"For us it is not an idea, basically, so we don't think we need to discuss it ... it doesn't exist for us. I think I cannot be more clear," said the Qatari, who is also president of Paris St Germain.

World soccer governing body FIFA says that discussions continue over Wenger's plans to reform the calendar, which sets out which tournaments and matches are held throughout the season. The current agreement on the calendar runs out in 2024.

Sources have told Reuters that having been strongly opposed to the biennial plan, European officials are now engaged in the broader calendar talks which are expected to intensify this week in informal settings.

"There is a different mood now, things have improved between UEFA and FIFA," said one global football source.

NO GO

Earlier this month, UEFA president Aleksander Ceferin suggested that FIFA had now given up on Wenger's idea.

“A biennial World Cup is a no go for everyone in football. I am glad FIFA has realised that as well," said Ceferin.

Victor Montagliani, president of CONCACAF which governs the game in North and Central America and the Caribbean, has floated the idea of holding a different tournament in the slot that had been envisaged for the additional World Cup.

Montagliani, who is also a FIFA vice-president, has suggested that either a tournament loosely based on the old Confederations Cup, which has not been held since 2017, or a global version of the Nations League format, used by UEFA and CONCACAF, could be a solution.

FIFA begins talks over alternative proposals to biennial World Cup plan

Netherlands football team coach Louis Van Gaal has slammed FIFA for awarding the hosting rights for the upcoming 2022 World Cup to Qatar. The legendary Dutch football manager has termed FIFA's decision to host the showpiece event in the country as 'ridiculous' and claimed money and commercial interests are the real reasons behind Qatar being awarded the hosting rights.

FIFA's decision to host the 2022 World Cup in Qatar had sparked massive outrage in the football world in 2010 when it was first announced. Ever since then, a number of players and football coaches have come out and spoken against the world football's governing body's decision to award the hosting rights to the country.

Several media outlets and human rights groups over the years have raised issues regarding Qatar's questionable human rights record and unfair treatment of migrant workers among other controversies. There have also been allegations of bribery against FIFA officials with many arguing if FIFA's bidding process was a fair one.

Reports have also claimed that thousands of migrant workers have died in Qatar during the construction of the stadiums for the FIFA World Cup 2022. “We are playing in a country that FIFA says they want to develop football there. That's bullshit, but it doesn't matter. It's about money, about commercial interests. That matters in FIFA.

"Why do you think I'm not on any committee at FIFA or UEFA with my expertise? Because I have always opposed these kinds of organizations. I can say that in Qatar later, but that won't help the world get rid of this problem," he added.

The Russian football federation said in a statement it would file one lawsuit against the two governing bodies to demand that Russian men's and women's national teams be allowed to compete, including in qualifying for this year's World Cup in Qatar. It was earlier stated by FIFA that Russia would be able to continue to play under the 'Football Union or Russia' name, and without their flag or anthem being present at matches. Belarus clubs and national team banned from playing at home in UEFA competitions amid Ukraine crisis

FIFA and UEFA have taken a big step in the wake of the Ukraine crisis. In the aftermath of the sad turn of events in Ukraine, Russia's national teams and clubs have been suspended from international football until further notice.

With this, it seems likely that Russia will be excluded from this year's World Cup as well as from the women's Euro 2020 tournament.

"FIFA and UEFA have today decided together that all Russian teams, whether national representative teams or club teams, shall be suspended from participation in both FIFA and UEFA competitions until further notice," UEFA said in a statement. "These decisions were adopted today by the Bureau of the FIFA Council and the Executive Committee of UEFA, respectively the highest decision-making bodies of both institutions on such urgent matters," they added.

The move was very likely to take place soon as there has been a lot of noise in the sporting fraternity to ban Russian teams, or players, from various sports.

For the unversed, Russia was scheduled to host Poland in a World Cup qualifying playoff on March 24. Hence if they remain suspended at that time, they would be out of the World Cup and unable to progress to the finals in Qatar, to be held later this year in November.

The Polish FA had made it clear that they will not play against the Russian team. Moreover, the Czech Republic and Sweden -- who are in the same playoff path -- had also ruled out locking horns with Russia.

While everything is on the decline for Russian sports, since the Ukraine invasion, not all is lost. The only way Russia could still see them featuring in the playoffs would be courtesy a drastic improvement in the current state of affairs in Ukraine. Nonetheless, at present, their sporting icons are facing the music due to the country's attack on Ukraine.

"Both Presidents (of the soccer bodies) hope that the situation in Ukraine will improve significantly and rapidly so that football can again be a vector for unity and peace amongst people," UEFA said.

The organisation also pointed out that a further decision would be made at a later date about the impact on the women's Euro 2022 tournament, set to be held in England during mid-2022. The Russian team have qualified for the showpiece event.

FIFA, UEFA suspend Russia from international football until further notice in the wake of Ukraine crisis

FIFA has booted Russia out of the 2022 World Cup in Qatar in response to last week's Russian invasion of Ukraine. FIFA and UEFA said in a joint statement that Russia would have no involvement in any upcoming World Cup playoffs and all Russian clubs were suspended from European football until further notice.

From FIFA to IOC: How sporting bodies have shunned Russia after Ukraine invasion

The Federation Internationale de Football Association (FIFA) is planning to take a bold step in the wake of Russia's invasion of Ukraine. The governing body of football is planning to ban Russia from international football as several global sporting bodies continue to impose sanctions on the country in the wake of their brutality in Ukraine.

As per a report in Reuters, FIFA is set to suspend the Russian national teams from international football until further notice. Both the men's and the women's teams will be barred from taking part in any international competitions until the ban is lifted by the governing body. FIFA is in talks with European football's governing body UEFA to take an official decision on the matter.

UEFA is also set to hold a meeting soon to discuss the issues pertaining to Russian football. The International Olympic Committee (IOC) on Monday recommended a ban on Russian and Belarusian teams and athletes from taking part in any organised international competitions.

The ban can be a huge setback for Russia as they are scheduled to take on Poland in a FIFA World Cup qualifying match on March 24. If they are suspended from international football, Russia will be out of the World Cup without getting a chance to play against Poland. The Russian women's team will also be banned from international football.

The Polish Football Association along with several other national football associations have already refused to play against Russia in any international competitions. FIFA too had earlier announced strict sanctions against Russia after UEFA had stripped them of the hosting rights for the Champions League final this year.

Xavi Hernandez was left to rue his Barcelona side's failure to convert chances as the Spanish giants were held to a 1-1 draw by Napoli in the first leg of their Europa League knockout stage playoff tie on Thursday.

Piotr Zielinski gave Napoli the lead in the 29th minute before Barcelona forward Ferran Torres equalised in the 59th minute from the penalty spot.

Chelsea were crowned FIFA Club World Cup champions for the first time as Kai Havertz struck home a penalty deep into extra time to break the hearts of Brazilian club Palmeiras on Saturday.

Havertz, scorer of the winning goal in last season's European Champions League final, was as cool as a cucumber as he converted in the 117th minute after Palmeiras's Luan had conceded the spot-kick with a handball.

Palmeiras's misery was complete when Luan was sent off in stoppage time for a desperate tackle on Havertz.

Chelsea has now won every major club trophy since Russian billionaire Roman Abramovich took control in 2003.

The final in the Mohammed Bin Zayed Stadium, where around 15,000 Palmeiras fans outnumbered Chelsea supporters, took a while to come to life.

Chelsea, who lost 2012 final to Brazilian side Corinthians, became increasingly dominant though and took the lead in the 55th minute when Romelu Lukaku powered in a header.

Palmeiras hit back shortly afterwards when Thiago Silva was adjudged to have handled the ball and Raphael Veiga converted from the spot to send the Brazilian fans wild.

Chelsea looked stronger in extra time but a penalty shootout loomed until Luan's raised arm was struck by Cesar Azpilicueta's volley from close range and after a VAR check referee Chris Beath went to check a pitch-side monitor.

He returned to point to the spot and Havertz did the rest.

Since taking charge a little over a year ago Chelsea manager Thomas Tuchel, who was in attendance after missing the semi-final because of a positive COVID-19 test, has now earned Chelsea the European and world club crowns.

"It never stops. We want to keep on winning trophies," Tuchel said in a pitch-side interview before his team were given their medals by FIFA president Gianni Infantino.

"In the end, if you score late you need the luck to do it but we were relentless and we did not stop trying."

Palmeiras had been bidding to become the fourth Brazilian club to win the inter-continental tournament since 2000.

The South American club champions worked like Trojans to keep Chelsea in check and Tuchel's side laboured early on.

They were not helped when Mason Mount, one of four changes to the side that started against Al-Hilal in the semi-final on Wednesday, was forced off with an injury.

Palmeiras settled into the game and in Dudu, they had a real threat with the midfielder firing narrowly over before flashing another effort wide of Edouard Mendy's post.

Chelsea rarely threatened in the first half but they took the lead in clinical fashion 10 minutes after halftime.

Callum Hudson-Odoi, who had been wasteful, got to the byline and his cross was perfect for Lukaku who headed past Weverton.

The lead did not last long though as Brazilian Thiago went up to clear a cross but the ball struck his raised arm and Veiga fired the spot-kick inside Mendy's left-hand post.

Chelsea moved up a gear with Havertz just missing the target with a thunderous shot from an angle before Christian Pulisic, who replaced Mount, went close with a shot.

The Premier League club continued to turn the screw in extra time with Palmeiras beginning to flag.

Pulisic's low cross was deflected up onto the woodwork as Palmeiras dug deep. But the Brazilians' resistance was finally pierced as Havertz again showed an appetite for the big occasion to keep Chelsea`s trophy machine rumbling on.

For Palmeiras there were tears, but no shame.

"I'm going to ban my players from not celebrating second place," manager Abel Ferreira said. "Woe to them if they get on the plane and don't have a beer. If you don't, you'll have to deal with me. I'm proud of what we did."

Egyptian side Al Ahly won the third-place playoff, beating Al Hilal 4-0.
