Germany, also called Europe's economic engine, is reeling under severe manufacturing strain. The country's growth has stagnated in recent years. High energy costs have compounded the issue. Since 2022, Industrial gas prices have surged by 30 per cent, forcing manufacturers to seek alternatives.
This coincides with the time when Europe collectively decided to look past Russian gas supplies. Germany was once fuelled by this cheap pipeline gas, but is now seeing a decline in industrial output to the tune of 5 per cent.

A 'divided' Germany

The quest for Russian gas is restricted to the East. While Western Germany has somewhat adapted to higher LNG costs, industries in the East are calling for the return of Russian gas. Chemical hubs argue that lower gas prices are essential for economic stability. This contrasts with the broader EU sentiment of phasing out Russian energy by 2027 due to security concerns.
For many German leaders, resuming Russian gas imports is not even a discussion. Major companies have taken a hard stance, with key European buyers already cutting ties with Gazprom. However, in East Germany, some voices argue that a peace deal could shift energy policy, which could be a welcome change for struggling German industries.

Can Russian gas make a comeback in Germany?

Restarting Russian gas flows to Europe won't be easy, even if peace is achieved. Europe has invested heavily in LNG infrastructure, with major deals signed with the US, UAE, and other global suppliers. Meanwhile, experts warn that LNG remains up to 50 per cent more expensive than Russian pipeline gas. This dilemma is set to take centre stage as politics around Russia-Ukraine war heats up.

Von der Leyen arrived in India on Thursday for a two-day visit with her college of commissioners seeking to hedge against souring relations with its traditional ally, the United States.
The delegation aims to deepen its diplomatic and trade ties with the world's fifth-largest economy after US President Donald Trump announced a slew of tariffs against both friends and foes.

The EU also hopes to find common ground with India on their shared concerns over China's growing influence in the Asia-Pacific, building resilient supply chains, and the governance of new technologies including artificial intelligence.
"I can announce that we are exploring a future Security and Defence Partnership with India in the mould of the partnerships we have with Japan and South Korea," the EU chief said in a public speech in the Indian capital on Friday.
"This will help us step up our work to counter common threats, whether on cross-border terrorism, maritime security threats, cyber-attacks or the new phenomenon we see: attacks on our critical infrastructure," she added.

The EU is India's largest trading partner, accounting for 124 billion euros ($130 billion) worth of trade in goods in 2023 -- more than 12 percent of total Indian trade, according to Brussels.
The Indian market offers many opportunities for sectors ranging from defence to agriculture, cars and clean energy. Yet, protected by high tariffs, it currently accounts for only 2.2 percent of EU trade in goods.
The bloc is pushing for a trade deal that lowers entry barriers for its cars, spirits, wines and other products.
New Delhi meanwhile hopes for higher EU investments in areas such as clean energy, urban infrastructure and water management.

Modi has pushed for joint local ventures and a more streamlined migration policy for its skilled professionals.
"A free trade agreement between the EU and India would be the largest deal of this kind anywhere in the world," Von der Leyen said.
"It will not be easy," she added. "But I also know that timing and determination counts... This is why we have agreed with Prime Minister Modi to push to get it done during this year."

Ursula von der Leyen says EU is exploring defence and security partnership with India

New Delhi: Ahead of the talks between Prime Minister Narendra Modi and President of the European Commission, Ursula von der Leyen, on Friday, MEA officials have said that the focus will be on “deepening collaboration in technology and green energy." Terming the visit “important”, the officials said that India has a “long standing partnership with the European Union” with ties focused on trade and investment.
India is the largest trading partner in goods of the European Union, with FY2023-24 bilateral trade standing at $135 billion. The bilateral trade in services stood at $53 billion in 2023.
European investment in India is valued at over $117 billion with 6,000 European companies present in India. Indian investment in the EU is valued at about $40 billion.

Asked about the ongoing Free Trade Agreement or FTA talks, the officials pointed to the “need to arrive at a mutually beneficial FTA”. Talks for a FTA began in 2007 but stalled in 2013 due to differences over issues like market access, tariffs, and regulatory standards. They were relaunched in June 2022. While no specific announcement is expected on FTA, a political push is expected as leaders and the trade ministers from the two sides meet.
One of the key elements in the ties has been the EU-India Trade and Technology Council (TTC), with a focus on digital, green tech, and trade and investment. The first ministerial meeting took place on May 16, 2023, in Brussels, co-chaired by EU leaders like Margrethe Vestager and Valdis Dombrovskis, alongside Indian ministers S. Jaishankar, Piyush Goyal, and Rajeev Chandrasekhar. It laid out a roadmap for collaboration while emphasising on innovation and resilience. The next meeting will take place on Friday (Feb 28).

Indian students and professionals can be another key pillar of the relationship. India, EU common agenda on migration and mobility (CAMM) provides a framework for cooperation on joint objectives on this particular issue. Indians have been one of the largest recipients of the EU blue card work permit scheme that is designed to attract highly skilled non-EU professionals to live and work in the bloc.
Introduced in 2009 under Council Directive 2009/50/EC, it’s akin to the U.S. Green Card but focuses specifically on skilled labour.
Other areas of cooperation between India and the EU include space, defence, and non-renewables. Brussels is in talks with Delhi for the deployment of an EU liaison officer at India’s Information Fusion Centre–Indian Ocean Region (IFC-IOR) in Gurugram to enhance maritime intelligence sharing. A MEA official pointed out, “EU has shown interest in the Indo Pacific.”
The EU’s formal Indo-Pacific Strategy was unveiled on September 16, 2021, marking a pivot toward a region critical to global trade, security, and climate goals.
