In 2018, the 46-year-old, Tangaraju Suppiah, was sentenced to death for conspiring to smuggle the drugs, reported AFP, after being convicted the year prior for “abetting by engaging in a conspiracy to traffic” 1,017.9 grams of cannabis.&nbsp;

The amount is said to be twice the minimum volume that merits the death sentence in the city-state. According to the prosecutors, Tangaraju owned two mobile phone numbers used as contacts.

A Court of Appeal upheld the decision while a high country judge Hoo Sheau Peng said that the charge against the accused “had been proved beyond a reasonable doubt”. The execution is scheduled to take place on Wednesday (April 26).&nbsp;

Rights groups condemn decision

Last week, Amnesty International condemned the court’s decision and called it “extremely cruel”. A spokesperson from Amnesty’s regional office told AFP, that if they go through with this execution it “would be in violation of international law and in stubborn defiance of continued outcry over Singapore's use of the death penalty.”&nbsp;

Rights activist Kirsten Han told AFP, “What is especially troubling is that Tangaraju... never actually handled the drugs. He was also questioned by the police without legal counsel, and said that he was denied a Tamil interpreter.”&nbsp;

However, Singapore’s Central Narcotics Bureau said he “had access to legal counsel throughout the process.” The agency also said that the judge found it “disingenuous” given Tangaraju’s admission and that he had made no request for an interpreter for any of the other statements.

As per a report by the New Zealand Herald, authorities have so far seized around 328kg of meth or methamphetamine. The police also seized a shipment of kombucha bottles — a popular fermented tea — along with the drug-laced beer.&nbsp;As per the report, police on March 16th raided a warehouse in Ryan Pl in Manukau (a suburb of South Auckland). There they located and seized multiple cases of potentially drug-laced beer.&nbsp;The beer is of a brand called Honey Beer and is called 'Honey Bear House beer'.

There is a possibility that some cans of the laced beer may be circulating in the community. Keeping this in mind, police have issued an advisory that anyone who may have the 'Honey Bear House Beer' cans should avoid drinking them and should inform the police. "Consuming beer contaminated with methamphetamine may have serious or fatal medical consequences," warned&nbsp;Detective Inspector Glenn Baldwin.

Concealed among the shipment was the 328kg of meth. The police said that an analysis of the meth found in its liquid form is underway. More than a quarter tonne of the drug was also recovered in crystallised form.

This comes as Auckland City’s Organised Crime Unit investigates the import of Honey Bear House Beer suspected of being contaminated with methamphetamine.&nbsp;

The report goes on to cite Detective Inspector Glenn Baldwin, who said that the investigation "is by no means over yet."&nbsp;

"Our investigation continues to develop at pace, and we cannot rule out further arrests or charges as a result," he added.

Antonio Oseguera Cervantes, brother of Nemesio, was captured in a town on the outskirts of Guadalajara in a joint operation with the army, national guard and other authorities, the armed forces said in a statement.

He was then taken to a detention centre.

Nemesio Oseguera is the head of the violent Jalisco New Generation Cartel (CJNG) group. He is arguably the most-wanted kingpin in all of Mexico. In 2018, a $10 million bounty was placed on his head by US authorities.

Also known as "El Mencho," he is one of the few long-term cartel leaders in Mexico to have evaded capture while leading the gang's continent-spanning empire.

Mexican authorities have accused Antonio Oseguera, Nemesio's brother, of being the "logistic operator" behind the cartel's activities. He has also been accused of money laundering and purchasing massive amounts of weapons. The US Tresury sanctioned Antonio in 2016 for his allege involvement with the cartel.

The CJNG is accused of smuggling massive quantities of drugs, increasingly including the synthetic opioid fentanyl, into the United States. More than 71,000 people died from synthetic opioid-related overdoses in 2021, according to U.S. data.

Mexico: Authorities arrest brother of one of the most wanted cartel chiefs

A joint operation by the Narcotics Control Bureau (NCB) and the Indian Navy has led to the seizure of 200 kilogrammes of Afghanistani heroin worth USD 1.45 million or Rs 1,200 crore&nbsp;from an Iranian vessel.

Talking to the press, NCB's Deputy Director General (operations) Sanjay Kumar Singh said that the agencies have also arrested six Iranian nationals and that the boat and the seized drugs were brought to Mattancherry wharf.&nbsp;

"The NCB has now seized the vessel and 200 kg of heroin. The six Iranian crew members have also been arrested under relevant sections of the NDPS Act, 1985," he said.

As per PTI, Singh reported that the investigation is still on and that the heroin was in 200 packets with markings and packing unique to Afghanistan and Pakistan-based drug cartels.

The crew tried to escape by jumping into the sea, said&nbsp;Singh. They also tried to dump the consignment.

Some drug packets reportedly carried 'Scorpion' seal markings, while others had 'dragon' markings. The drugs were packed in seven-layer waterproof packing.

"Preliminary investigation revealed that the seized drug was sourced from Afghanistan and was transported to Pakistan. This consignment was then loaded into the now-seized vessel off the Pakistan coast in a mid-sea exchange," NCB said in its statement.

The vessel set sail to Indian waters for further delivery to a Sri Lankan vessel. While efforts are being made to identify&nbsp;and intercept the Sri Lankan vessel, it is yet to be traced.

As per the NCB trafficking of Afghan heroin into India via the Arabian Sea and Indian ocean has increased over the past years.

"The southern route for trafficking of heroin from Afghanistan i.e., from Afghanistan to Makran coast of Iran and Pakistan and then onwards to various countries in the Indian Ocean Region, including India, has gained prominence over the last few years."

A candlelight vigil was held in front of the Singapore High Commission in Kuala Lumpur on Wednesday (July 6) night in an attempt to halt the execution. Campaigners held signs reading "#Putrajaya save Kalwant" and "we can live without the death penalty," several attendees are reported to have chanted "save, save Kalwant" and "Singapore, stop the killing."

In a statement Emerlynne Gil, Deputy Regional Director for Research at Amnesty International, said: “Singapore has once again executed people convicted of drug-related offences in violation of international law, callously disregarding public outcry.” &nbsp;

“Going against a worldwide trend towards abolishing the death penalty, Singapore is just one of four countries known to have executed people for drug-related offenses in recent years. The death penalty is never the solution and we oppose it unconditionally. There is no evidence that it acts as a unique deterrent to crime.”

"Drug traffickers have no interest to continue to use this route", he told an online news conference, adding there were already signs of increased trafficking on the borders between Turkey and Bulgaria and Turkey and Greece.

Goosdeel said the conflict was also forcing smugglers using the Black Sea to opt for other routes as some ports were now out of reach. He said it was likely trafficking would increase through the Greek islands and the southern Mediterranean.

In its annual report, the Lisbon-based EMCDDA also said many people who had suffered "severe psychological stress" during the conflict may become more vulnerable to substance misuse problems, and that health services in European countries, especially those bordering Ukraine, were likely to become more strained as drug users fleeing the conflict required support.

"Continuity of treatment, language services and the provision of accommodation and social welfare support are likely to be key requirements", it said, adding that even those who were not drug users were at risk.

Ukraine war forces switch in drug trafficking routes, EU body warns

A 68-year-old man from Singapore charged for drug trafficking was hanged after the city-state resumed executions after a hiatus of two years during the pandemic.

Singapore, which has one of the most draconian rules against drug trafficking, conducted its last execution&nbsp;in November 2019.

Abdul Kahar bin Othman was hanged on Wednesday. The court had convicted him on two charges of trafficking 66.77 grams of diamorphine in 2013. He was sentenced to death in 2015.

According to reports, the execution occurred despite pleas from rights activists, including the UN Human Rights office, to commute Kahar's sentence to life imprisonment.

A group of anti-death penalty activists even held a candlelight vigil outside the prison compound in solidarity.

“The Singapore government regularly claims that the death penalty is an effective deterrent to drug trafficking. They talk about the harms that drugs can inflict upon people with addictions, and insist that the use of capital punishment will help protect people and save lives. But there is no clear evidence that the death penalty is more effective than any other punishment in deterring drug offences,” Han told The Guardian.

Abdul Kahar’s story showed the situation was far more complicated than the “bad” drug trafficker and “victim” drug user narrative, she added.

According to Han, Kahar came from a poor family and had struggled with drug addiction since he was a teenager.

He spent more time behind bars than as a free man. Kahar was released from prison in 2005 after a decade of preventive detention.

Han has expressed concerns that executions might be accelerated in the city-state after a two-year halt.

In an exclusive interview with WION, Maldives Defence Minister Mariya Ahmed Didi hit out against the malicious “India out” campaign, saying that the perpetrators are just “social media bots” and “don’t represent the majority” of the island nation.

Didi, who is on a six-day visit to India to review the 'Passing Out Parade'&nbsp;of officer cadets at the Indian Naval Academy, was responding to a social media campaign in the Maldives called ‘#Indiaout’.

The campaign was critical of Maldives President’s Ibrahim Mohamed Solih administration’s ‘India first’ policy. They have in the past opposed to “any Indian military presence”, and the opening of an Indian consulate in its southern Addu atoll.

Speaking to WION’s Executive Editor Palki Sharma Upadhyay, Didi said, “These are just a handful of people and social media bots, trying to create a nuisance and propagating baseless rhetorics. They are people with vested interests and ulterior motives, who are uncomfortable with rules-based order and democracy, transparency, good governance and hate to see a corruption-free society because they themselves are so corrupt.”

The defence minister said that these “corrupt” people belong to the narco-trade network whose “spoils are being thwarted by the joint efforts of India and Maldives.”

“The surveillance and patrolling that have come as a result of cooperation (between India and Maldives) is understandably worrisome for the beneficiaries of narco trade, whose illicit spoils are being confiscated in unprecedently large quantities,” she added.

The minister also gave details about her meeting with Vice Admiral Anil Chawla, Flag Officer Commanding-in-Chief, Southern Naval Command, and divulged the purpose of her visit to India.

“Southern Command is the training epicentre of the Indian Navy. I met with Southern Naval Commander, Admiral Chawla and the faculty. I saw the standard, and the kind of training they offered. Indian Navy is the cradle of leadership…The purpose (of the visit) is to increase training (of Maldives forces) so that we achieve the objectives of President Soleh’s government&nbsp;which seeks to professionalise the forces.

Talking about the recently held “Four Pillars” security cooperation meeting between India, Sri Lanka and Maldives, Didi said the purpose of such meet was to improve coordination against terrorism and trafficking.

“It is the longest-running exercise in the region. We started with India and Maldives and then Colombo joined. We had observers from Bangladesh and Seychelles. The four pillars, as agreed in the Colombo conclave, aims is to get rid of terrorism, radicalisation, maritime safety and security, trafficking, cybersecurity,” she said.

India, Sri Lanka, and the Maldives&nbsp;agreed&nbsp;to work together on the “four pillars” of security cooperation during a National Security Adviser-level meeting, virtually hosted by Sri Lanka in August.

The meetings are a part of the “Colombo Security Conclave” established by Sri Lankan President Gotabaya Rajapaksa in 2011 as the erstwhile Secretary to the Ministry of Defence. It aims to strengthen maritime security and cooperation in the Indian Ocean Region.

Russian President Vladimir Putin has said that Afghanistan requires humanitarian assistance, adding that a shortage of funds may force the current government in Kabul to turn to drug trafficking.&nbsp;

"According to the UN, today half of Afghans need humanitarian assistance to simply survive. Every third person is deprived of access to food. There is a danger that the lack of funds in the treasury of Afghanistan may push those who control the country today to make money on the sale of drugs and weapons, as it has been happening recently, by the way," Putin told a joint Shanghai Cooperation Organization-Collective Security Treaty Organization summit.

According to a report by Russian state-owned news agency Sputnik International, Vladimir Putin said that "Taliban consider it important to restore infrastructure but it is difficult for them to do it on their own. Moscow supports the convening of an Afghanistan donor conference within the United Nations."

"The Taliban movement, having become practically the sovereign master of the country, has formed its own government, which has assumed responsibility for the future of Afghanistan. This is an interim government, as the Taliban themselves say, and cannot be called truly representative or inclusive. We do not see representatives of other ethnic groups here. But it seems that, of course, it is also necessary to work with him. And as for the recognition [of current Afghan authorities], I think I agree with those who have spoken on this score. "The issues such as trend of illicit poppy cultivation and heroin production in Myanmar, including precursor trafficking, cross border trafficking of Heroin from Myanmar to India, cross border trafficking of Ephedrine/Pseudo-ephedrine on Indo-Myanmar Border and trafficking of Methamphetamine from Myanmar to India, information on Drug trafficking routes, Controlled Delivery Operations, and sharing of best practices and training needs were discussed," the statement read.

Born, raised and living in Tepito, the toughest slum in Mexico City, Alfonso Hernandez for decades has been the official chronicler of one of the most stigmatized of all Mexican neighbourhoods.

With the aid of a librarian, Alfonso, at his more than 70 years, defends the neighbourhood without getting political - he rather talks about the pleasant architecture, culture, and associations of citizens, storekeepers and academics.

Alfonso is also a master of puns and conductor of the Tepitour, a trip deep into this infamous slum with its unbelievable informal economy.

"The word Tepito in Mexico, just like the word Mexico in the rest of the world, is synonymous with violence and toughness. I'm not saying we haven't contributed to creating the image of a tough neighbourhood, but in such a chaotic city you've got to earn respect," Hernandez said.

Self-taught, Alfonso has traveled the world, has won architecture prizes for Tepito, has hosted the late Anthony Bourdain, the artist David Hammons whose work is exhibited at New York's MoMA, and Spain's Manuel Castells Olivan, sociologist, economist and professor of sociology and urbanism at the University of California, Berkeley, among others.

But the neighbourhood's personality comes from its inhabitants, so Alfonso does not want it taken over by big real estate investors with their skyscraper condominiums and their Airbnb, as, he said, is happening with a neighbourhood as iconic as Lavapies in Madrid.
