Saudi Arabia announced Friday it would reopen its borders to fully vaccinated foreign tourists after a 17-month closure due to the coronavirus pandemic, the state news agency said.

However, Riyadh did not announce any lifting of restrictions on the umrah, a pilgrimage that can be undertaken at any time, which usually attracts millions of Muslims from across the globe each year.

"The Ministry of Tourism announced that the Kingdom will open its doors to foreign tourists, and lift... the suspension of entry for tourist visa holders, starting from August 1," the Saudi Press Agency reported.

It said travellers fully vaccinated with Saudi-approved jabs -- Pfizer, AstraZeneca, Moderna or Johnson & Johnson -- will be able to enter the kingdom "without the need for an institutional quarantine period", provided they also have proof of a negative PCR COVID-19 test taken within the last 72 hours and register their details with health authorities.

Riyadh has spent billions trying to build a tourism industry from scratch, as part of efforts to diversify its oil-reliant economy.

The once-reclusive kingdom began issuing tourist visas for the first time in 2019, part of an ambitious push to revamp its global image and draw visitors.

Between September 2019 and March 2020, it issued 400,000 -- only for the pandemic to crush that momentum as borders were closed.

COVID-19 also hugely disrupted the hajj and umrah pilgrimages, usually a key revenue earner for the kingdom -- in normal times, they together rake in some $12 billion (10.3 billion euros) annually.

Currently only immunised pilgrims resident in Saudi Arabia are eligible for umrah permits.

The government has accelerated a nationwide vaccination drive as it moves to revive tourism and host sports and entertainment extravaganzas, all pandemic-hit sectors.

So far, 26 million jabs have been administered to the population of 35 million, and the kingdom has said that from August 1, vaccinations will be mandatory to enter government and private establishments, including education institutions and entertainment venues, as well as to use public transport.

Saudi Arabia has registered more than 523,000 coronavirus cases, with 8,213 deaths.

Researchers at Germany’s Max Planck Institute (MPI) for Biophysical Chemistry have developed antibodies that they claim to be “highly potent and stable” and can effectively block SARS CoV-2, the virus which causes the coronavirus disease.

The antibodies were developed from the blood of alpacas.

Alapacas are a mammal found in South America.

As a part of the study, the team immunised three alpacas with parts of the coronavirus spike protein.

The animals then produced antibodies, while scientists also extracted a small sample of blood from them.

After this, the team used bacteriophages to select the best antibodies from an initially vast pool.

These were then tested for efficacy against SARS CoV-2 and accordingly modified.

Dirk Gorlich, director at MPI for Biophysical Chemistry, said, "For the first time, these antibodies combine extreme stability and outstanding efficacy against SARS-CoV-2 and its variants, including Alpha, Beta, Delta and Gamma".

The study also highlighted that these nanobodies are “1000 times better” than previously developed antibodies. Also, these nanobodies can be produced at low costs and in large quantities could be a solution to the global demand for COVID-19 therapeutics.

US President Joe Biden has urged the states to offer $100 as a vaccine incentive to encourage Americans to get fully vaccinated against the deadly coronavirus. This comes amid a fresh surge in severe infections and deaths as cases surge in the US.

US President Joe Biden has urged the states to offer $100 as a vaccine incentive to encourage Americans to get fully vaccinated against the deadly coronavirus. This comes amid a fresh surge in severe infections and deaths as cases surge in the US. As per the US health experts, the surge is linked to the delta variant. Biden has also issued a strict new vaccine requirement for US federal workers, which is the nation's largest workforce with around two million people. Also read | US recorded highest new COVID-19 cases worldwide in past week: WHO As per the orders, the employees are required to show proof of vaccination or be subjected to mandatory testing and masking. Speaking from the White House, Biden said that the new measures are a result of the highly contagious Delta variant's spread, made worse by a "pandemic of the unvaccinated". He further added that monetary incentives may seem unfair to already vaccinated Americans but "we all benefit if we can get more people vaccinated". Meanwhile, as the US reports fresh coronavirus cases, the World Health Organization in its latest report said that over the past week the highest numbers of new cases were reported in the US. The US accounted for 500,332 COVID-19 cases which was an increase of 131 per cent followed by Brazil with 324,334 new cases - up 13 per cent and Indonesia with 289,029 cases.

Japan's government on Friday proposed states of emergency through August 31 in three prefectures near Olympic host Tokyo and the western prefecture of Osaka, as COVID-19 cases spike to records, overshadowing the Summer Games.

Existing states of emergency for Tokyo - its fourth since the pandemic began - and southern Okinawa island should also be extended to Aug. 31, Economy Minister Yasutoshi Nishimura, who is spearheading Japan's pandemic response, told a panel of experts in announcing the proposed expansion.

Prime Minister Yoshihide Suga is expected to formally announce the move later on Friday after the experts approved it.

Japan has avoided a devastating COVID-19 outbreak, but is now struggling to contain the highly transmissible Delta variant, with daily cases nationwide topping 10,000 for the first time on Thursday, media reported.

Japan has imposed a series of "state of emergency" declarations, but the orders are mostly voluntary, unlike other countries which impose strict lockdowns.

Many people have grown weary of the stay-home requests, with some bars refusing to adhere to service restrictions, and Japan's vaccination rollout lags.

Health Minister Norihisa Tamura said the country had entered a new "extremely frightening" stage as cases are spiking even though the movement of people was not increasing, and said the highly transmissible Delta variant was a big factor.

"I think that people cannot see ahead and, worrying how long this situation will last, they find it unbearable that they cannot return to normal daily life," he told the panel.

The surge in COVID-19 cases is bad news for Suga, whose support rates are already at their lowest since he took office last September and who faces a ruling party leadership race and general election later this year.

Tokyo announced a record 3,865 daily infections on Thursday, up from 3,177 a day earlier. The surge is beginning to strain the medical system, with 64% of Tokyo's hospital beds available for serious COVID-19 cases already filled as of Wednesday.

Suga and Olympics organisers have denied there is any link between the July 23-August 8 Summer Games and the recent sharp spike in cases.

Unlike the voluntary restrictions and low vaccination rates elsewhere in Japan, the Olympic village in Tokyo for athletes and coaches boasts more than 80% vaccination, testing is compulsory and movement is stringently curtailed.

Athletes and other attendees from around the world must follow strict rules to prevent any spread of the virus within the "Olympic bubble" or to the wider city. Spectators are banned from most venues.

Organisers said on Friday reported 27 new Games-related COVID-19 cases including three athletes, bringing the total Games-linked infections since July 1 to 220.

But experts worry holding the Games has sent a confusing message to the public about the need to limit activities.

Less than 30% of residents of Japan are fully vaccinated. Nishimura repeated that all those who want to get vaccinated should be able to do so by October or November.

China on Thursday reported small coronavirus outbreaks due to the Delta variant in three provinces. This comes as a cluster linked to an eastern airport spreads even after mass testing and a vaccination drive.

It began after nine workers at the Nanjing airport tested positive on July 20. After that, 171 cases have been detected in Jiangsu province, while infections have spread to at least four other provinces.

It is geographically the largest spread for several months.

Officials in Jiangsu have locked down hundreds of thousands of residents, Lu Jing, a member of the epidemic prevention taskforce, told reporters Thursday. He said, "Internet cafes, gyms, cinemas and karaoke bars and even libraries in Nanjing have been shut down".

The southwestern province of Sichuan reported three new cases Thursday while Beijing reported two locally transmitted infections, the first in six months.

Pang Xinghuo, deputy director of the city's centre for disease control said, "It is currently the summer vacation, a peak period of tourism, travel and gatherings... There should be no slack in prevention and control of the epidemic".

Meanwhile, China is blocking the World Health Organization's call for a new investigation into the origins of the coronavirus, which includes looking into whether it leaked from a lab, claiming that there is no proof for the theory and that it violates common sense.

China warned that a WHO plan to inspect Chinese labs as part of a larger investigation into the origins of the coronavirus outbreak demonstrates "disrespect" and "arrogance toward science."

Junta authorities in Myanmar are seeking help from the international community to tackle the coronavirus, state media said Wednesday, as the impoverished country looks beyond ally China in its struggle to beat back a new wave.

The nation has been in turmoil since the military took power in February, with many hospitals ill-equipped to cope with a surging caseload after many medical staff walked out in protest at the coup.

Stay-at-home orders affecting millions have failed to halt the surge, with crematoriums working at capacity and volunteers working to bring out the bodies of people who have died in their homes.

Junta leader Min Aung Hlaing told a "coordination meeting to beef up cooperation with the international community" that Myanmar should seek money from a Covid-19 response fund set up by the Association of Southeast Asian Nations.

Efforts were being made to work with ASEAN "and friendly countries", the Global New Light of Myanmar newspaper reported, without giving details.

Just under 5,000 new cases of Covid-19 were reported Wednesday -- up from around 50 per day in early May -- but analysts say the real toll is likely much higher.

Around 1.75 million people have so far been vaccinated according to the State Administration Council -- as the junta dubs itself -- out of a population of 54 million.

Last week a batch of donated Sinopharm doses arrived from China, junta authorities said, but they would be prioritised for those living along the China-Myanmar border.

China has also supplied more than 10,000 shots to a rebel group operating near its southern frontier in Myanmar, as Beijing seeks to halt an influx of cases from the coup-wracked country.

The junta has ordered a total of four million vaccine doses from China, it said earlier this month, and Beijing will donate a further two million.

A shipment of 1.5 million doses also arrived from India earlier this year.

Around 1.75 million people have so far been vaccinated according to the State Administration Council -- as the junta dubs itself -- out of a population of 54 million. Coronavirus was found in a rare snow leopard at the San Diego Zoo that had not been vaccinated.

The zoo, on the other hand, is continuing to provide injections to protect other animals.

On Thursday, caretakers observed Ramil, a 9-year-old male snow leopard, with a cough and a runny nose.

Two different tests of his stool later confirmed the presence of the coronavirus, according to a statement released by the zoo on Friday.

The zoo stated that it has no idea how the snow leopard became afflicted.

The zoo said Ramil isn't showing any other symptoms, but because he shares an enclosure with a female snow leopard and two Amur leopards, the crew believes they've been exposed.

The animals were quarantined as a result, and their exhibit was shuttered.

The Snow Leopard Trust estimates that there are just 4,000 to 6,000 snow leopards left in the globe.

The zoo began vaccinating its animals with donated recombinant pure spike protein vaccines in January, which are not for human use.

After the zoo's gorillas tested positive for the virus, the zoo immunised numerous great apes.

The gorillas made a complete recovery.

Contact tracing also found five individuals who travelled through the Nanjing airport and tested positive after arriving in neighbouring Anhui and three other provinces, sparking fears that the cluster could lead to a fresh nationwide outbreak.

This prompted Nanjing officials to announce the second round of mass testing for all residents starting Sunday to identify patients who may take longer than usual to show symptoms.

The British government will be exposed to financial risks from its 372 billion pound pandemic spending for decades, according to lawmakers' reports on Sunday that also said more than 2 billion pounds had been spent on unusable protective equipment.

In two reports on the response by Prime Minister Boris Johnson's government to the COVID-19 pandemic, parliament's Public Accounts Committee (PAC) said lessons needed to be learned before a promised public inquiry due to be held in 2022.

"With eye-watering sums of money spent on COVID-19 measures so far the government needs to be clear, now, how this will be managed going forward, and over what period of time," Meg Hillier, the PAC chair, said.

"The ongoing risk to the taxpayer will run for 20 years on things like arts and culture recovery loans, let alone the other new risks that departments across government must quickly learn to manage."

The PAC highlighted an estimated loss of 26 billion pounds through fraud and repayment default from loans handed to businesses to help cope with the pandemic as an example of the ongoing financial risk.

In a second report, the committee said there had also been "unacceptably high" levels of wasteful spending, with 2.1 billion items of unsuitable personal protective equipment (PPE) purchased, equating to more than 2 billion pounds of public money.

The government said only 0.84 per cent of all PPE had been found to be unusable, and it had plans to repurpose that which could not be used in the health service.

"There are robust processes in place to ensure that government spending always provides value for money for the taxpayer," a Department of Health spokesperson said.

The opposition Labour Party said the findings were further evidence of failings by the government and said the inquiry into the pandemic needed to start immediately.

Dutch rowing coach Josy Verdonkschot has tested positive for COVID-19, the Netherlands Olympic Committee (NOCNSF) said on Sunday, and has gone into a 10-day quarantine.

The news comes after 21-year-old Dutch single sculls competitor Finn Florijn tested positive on Friday. Another staff member on the Dutch rowing team, as well as Dutch taekwondo competitor Reshmie Oogink and skateboarder Candy Jacobs, tested positive last week, as well.

Verdonkschot serves as head coach for "several" of the women's boats competing at the Tokyo Games but was not a part of the travel party with the four members of Team Netherlands that tested positive, TeamNL said.

"My personal feelings play no role," Verdonkschot said in a written statement. "Our programme is well put together, we know from each other what we can and should do. The missing of the coach has no influence anymore. My trust in my staff and my athletes is endless. They will finish this job."

TeamNL said Verdonkschot was informed of his morning test results Saturday evening and was tracking any close contacts within the guidelines of Tokyo 2020.

Close contacts would be allowed to continue competing "under special conditions," including taking separate transport and eating and sleeping in separate rooms.

The Dutch had dominated across the board in early competition at the Sea Forest Waterway and four boats were set to compete on Sunday. The Netherlands picked up three rowing medals at the 2016 Rio Games.
