Taiwan likes US more than China: Survey

China is willing to make the utmost effort to strive for a peaceful "reunification" with Taiwan, a Chinese government spokesperson said on Wednesday, following weeks of military manoeuvres and war games by Beijing near the island.

China claims democratically-governed Taiwan as its own territory. Taiwan's government rejects China's sovereignty claims and says only the island's people can decide their future.

China has been carrying out military drills near Taiwan since early last month, including firing missiles into waters near the island, after U.S. House Speaker Nancy Pelosi visited Taipei.

Ma Xiaoguang, a spokesperson for China's Taiwan Affairs Office, told a news conference in Beijing ahead of next month's once-in-five-years Communist Party congress that China was willing to make the greatest efforts to achieve peaceful "reunification".

"The motherland must be reunified and will inevitably be reunified," Ma said.

China's determination to safeguard its territory is unwavering, he added.

China has proposed a "one country, two systems" model for Taiwan, similar to the formula under which the former British colony of Hong Kong returned to Chinese rule in 1997.

Ma said Taiwan could have a "social system different from the mainland" that ensured their way of life was respected, including religious freedoms, but that was "under the precondition of ensuring national sovereignty, security, and development interests".

All mainstream Taiwanese political parties have rejected that proposal and it has almost no public support, according to opinion polls, especially after Beijing imposed a national security law on Hong Kong in 2020 after the city was rocked by violent anti-government and anti-China protests.

China has also never renounced the use of force to bring Taiwan under its control, and in 2005 passed a law giving the country the legal basis for military action against Taiwan if it secedes or seems about to.

China has refused to talk to Taiwan President Tsai Ing-wen since she first took office in 2016, believing she is a separatist. She has repeatedly offered to talk on the basis of equality and mutual respect.

But Tsai's predecessor Ma Ying-jeou held a landmark meeting with Chinese President Xi Jinping in Singapore in 2015.

Speaking at the same news conference, Qiu Kaiming, head of the research department at the party's Taiwan Work Office, said the Xi-Ma meeting showed their "strategic flexibility" towards Taiwan.

That showed the world that Chinese people on both sides of the Strait are absolutely wise and capable enough of solving our own problems, he added.

China willing to make utmost effort for 'peaceful reunification' with Taiwan

In a rare move amid the escalating hostilities between Taiwan and China, on Tuesday, Taipei fired warning shots at a Chinese drone that had buzzed into its territory.&nbsp;

This comes as the president of Taiwan, Tsai Ing-wen, recently declared that she had instructed the military to take "strong countermeasures" against what she called Chinese provocations.

Tsai criticised China earlier on Tuesday when touring the military forces on the Penghu islands for its use of drones and other forms of "grey zone" warfare.

She told naval officers, "I want to tell everyone that the more the enemy provokes, the more calm we must be."

"We will not provoke disputes, and we will exercise self-restraint, but it does not mean that we will not counter," she added.

After the shots were fired, the drone returned to China, according to a military spokesman.&nbsp;The incident happened near the Kinmen islands.&nbsp;

Reuters reports that as part of military manoeuvres by Beijing, Chinese drones frequently fly dangerously close to small island groupings Taiwan controls near the Chinese coast.

The drone had neared Erdan islet, according to Chang Jung-shun, a spokesman for the Kinmen Defense Command, and live bullets were shot at it shortly before 6 o'clock (1000 GMT).&nbsp;

Despite being well-equipped, Taiwan's military is outclassed by China. Tsai has been in charge of a modernization programme and has prioritised raising defence spending.

In a veiled warning to China, he said, "Don't make a fuss then when I set off some firecrackers to scare away some sparrows."

Why US lawmakers’ Taiwan trips keep riling China

As China increases military pressure on Taiwan, an island it claims as its own territory, and deepens connections with Russia even as the invasion of Ukraine continue, Latvia and Estonia withdrew from a China cooperation group on Thursday.

The two countries followed in the footsteps of Baltic neighbour Lithuania which withdrew last year.&nbsp;

Lithuania's ties with China had deteriorated after the former permitted Taiwan to establish a de facto embassy last&nbsp;year. The nation also endorsed US House Speaker Nancy Pelosi's visit to Taiwan. A move which China called "erroneous" accusing the Baltic NATO nation of violating the one-China principle.

Both Latvia and Estonia said in comments released on Thursday that they will keep pursuing "constructive and pragmatic relations with China" while upholding the rules-based global order and human rights.

Just days after US House Speaker Nancy Pelosi's visit to Taiwan, China conducted a series of military drills around the island, which it claims as its own. Speaking about the Chinese retaliatory drills on Wednesday, Pelosi said the US could not permit China to normalise the new level of pressure on Taiwan that it asserted with days of military drills.&nbsp;

As per a Reuters report, speaking at a press conference alongside other four Democratic House members who accompanied her on the Asia visit, Pelosi said: "What we saw with China is that they were trying to establish sort of a new normal. And we just can't let that happen".

Speaking about the Chinese retaliatory drills on Wednesday, Pelosi said the US could not permit China to normalise the new level of pressure on Taiwan that it asserted with days of military drills. As per a Reuters report, speaking at a press conference alongside other four Democratic House members who accompanied her on the Asia visit, Pelosi said: "What we saw with China is that they were trying to establish sort of a new normal. And we just can't let that happen". Chiu Kuo-cheng, minister of defence, said the government would not make any changes immediately, but he pledged to release the results of its internal research regardless of what they decide.

In response to questions from lawmakers, Chiu said that proposals for extending military service were still being considered and a plan would "definitely" be presented this year.

"Currently, we are still in the research stage. This year we will definitely have results."&nbsp;

"We must consider the enemy situation and our defensive operations in terms of military strength," he said.

Tsai’s office said the delegation had been appointed by US&nbsp;President Joe Biden and the visit would permit “an in-depth exchange of views on Taiwan-US&nbsp;cooperation issues in various fields.”

Taiwan hopes the sides will “continue to deepen the steady development of Taiwan-US&nbsp;relations, continue to jointly maintain regional peace and stability, and continue to jointly contribute to global peace and prosperity,” it said in a statement.

The visit comes at a time when Taiwan has stepped up its alert level, wary of China taking advantage of a distracted West to move against it.

Taiwan Premier Su Tseng-chang told reporters earlier on Tuesday that the trip showed "the importance both of the Taiwan-US&nbsp;relationship and Taiwan's position" as well as the staunch US&nbsp;support for the island. "It's a very good thing," he added.

In Beijing, Chinese Foreign Ministry spokesperson Wang Wenbin dismissed the US delegation’s visit, saying it was “futile for the US&nbsp;to send anyone to demonstrate its so-called support for Taiwan.”

Wang told a daily briefing that China urges the US to honor past communiques signed with China, “stop all forms of official exchange with Taiwan, and handle Taiwan-related issues with caution so as to avoid further serious damage to the overall situation of China-US relations.”

US President Biden, Chinese President Xi to hold virtual summit on Monday

European nations had long kept Taiwan at arm’s length, wary of provoking Beijing, which opposes contact with the island it claims as its territory.

But an unusual flurry of diplomatic activity suggests a subtle shift may be underway in Europe, driven in part by the region’s growing frustration over China’s aggressive posture.

Two weeks ago, Taiwan’s foreign minister, Joseph Wu, went on a charm offensive in Europe, stopping in Brussels for unprecedented, though informal, meetings with European Union lawmakers. The European Parliament overwhelmingly backed a resolution calling for stronger ties with Taiwan, which it described as a “partner and democratic ally in the Indo-Pacific.”

Then, last week, the Parliament sent its first-ever formal delegation to visit the island, defying Beijing’s threats of retaliation.

“We came here with a very simple, clear message: ‘You are not alone,’” Raphaël Glucksmann, a French member of the European Parliament and the leader of the delegation, told Taiwan’s president, Tsai Ing-wen, in a meeting in Taipei last Thursday. “Europe is standing with you.”

The burst of diplomatic engagement with Taiwan would have been unlikely even a year ago. At that time, Europe and China were finally and speedily finishing a long-dormant deal to make it easier for companies to operate on each other’s territory, scoring what was briefly seen as a geopolitical victory for Beijing.

But China’s increasingly assertive brand of authoritarianism under its leader, Xi Jinping, has fed distrust and some distaste, too. European lawmakers blocked the investment agreement, citing China’s human rights violations and sanctions. Now concerns about the Chinese Communist Party’s crackdown in Hong Kong, its handling of the coronavirus pandemic and its strategy of intimidating Taiwan with Chinese warplanes appear to have also prompted a growing willingness in Europe to reevaluate — and strengthen — its ties with Taiwan.

“For the first time in history, in a very significant way, there has been a subtle but noticeable shift in European perceptions of Taiwan,” said Janka Oertel, director of the Asia Program at the European Council on Foreign Relations. “There has been a clear realization that the situation in Taiwan is of concern to Europeans not only from a values perspective but from the perspective of regional security architecture.”

To be sure, Europe’s economic interests in China are huge, and the focus on Taiwan is still a minority effort. Europe has shown no intention of abandoning its long-standing policy of recognizing Beijing’s position that there is only one Chinese government.

Europe is both reluctant and badly equipped to get involved militarily in the Indo-Pacific in the face of Washington’s intense focus on deterring China from attacking Taiwan. The recent controversy over Australia’s dumping a major submarine contract with France in favor of one with the United States (in which Britain played a supporting role) has angered many not just in Paris but also in Brussels.

France, Glucksmann’s home, has at least 1.5 million citizens in the Indo-Pacific and some 8,000 troops permanently based there. But no other European country has or intends to have a constant military presence in the region as the United States does. Britain and Germany are more ambivalent about Taiwan; a German warship chose to avoid the Taiwan Strait after a warning from Beijing, while Britain did send one of its new carriers through the strait in September.

Still, to many in Taiwan and in Europe, too, the island would seem a natural partner for Europe, which prides itself as a “union of values.” Taiwan is a flourishing democracy with an independent legal system and strong protections for individual rights and the environment.

Taiwan has also worked to burnish its image globally with its response to the pandemic. Having the virus largely under control at home, Taiwan sent millions of masks to various countries, including in Europe, winning praise from officials around the region.

More recently, a continuing shortage of semiconductor chips has highlighted Taiwan’s role as an indispensable node in the global supply chain for the chips, which power everything from iPhones to German cars.

“Democracy coupled with chips is a winning formula in Europe,” said Theresa Fallon, director of the Center for Russia Europe Asia Studies, a research institution in Brussels.

Taiwan has sought to play to its strengths. The European Parliament delegation spent much of its three-day trip to Taiwan meeting with policy research groups and non-government organizations to discuss how to fight disinformation. Glucksmann, who was among the Parliament members sanctioned by Beijing this year for his criticism of China’s human rights record, said that Europe had been traditionally more focused on interference from Russia, rather than China.

“Not cooperating with Taiwan is a mistake, because where can you find better knowledge of the Chinese regime than here?” Glucksmann said in an interview in Taipei.

Taiwan has also sought to promote business ties with Europe. It sent a 66-member delegation of officials and business leaders to the Czech Republic, Slovakia and Lithuania to discuss investment and industrial cooperation.

While Taiwan’s ultimate goal is to reach a bilateral investment agreement with Europe, it is also focused on institutionalizing ties to counter China’s efforts at diplomatic isolation. In recent years, Beijing has continued to peel off Taiwan’s formal diplomatic partners. Of Taiwan’s 15 remaining allies, only one — the Vatican — is in Europe. But Taiwan scored a small win this year when Lithuania pressed ahead with plans to open a representative office early next year in Taipei, Taiwan’s capital, despite outrage from Beijing.

“Taiwan is trying really hard to entice the European Union in order to diversify its own exports and decrease our dependence on China,” said Cho Chung-hung, a professor and the director of the Institute of European Studies at Tamkang University in New Taipei City. “Taiwan is trying to take this opportunity to create more sustained and normalized relations with Europe.”

Beijing has protested and vowed to take countermeasures against each act of outreach to Taiwan, including recalling its ambassador from Lithuania in August. But China might be wary of jeopardizing its access to the European market and further pushing the bloc toward the United States. Last month, Charles Michel, the president of the council representing the European bloc’s 27 members, spoke with Xi, China’s leader, for the first time since the investment agreement was derailed in May. After the call, Michel announced on his Twitter account that the two sides had agreed to hold a virtual summit soon.

Despite the call, relations between Beijing and the European Union are unlikely to quickly improve. Beijing is unwilling to back down on issues it sees as core interests, such as Taiwan and Xinjiang, which are a focus of the tensions, said Shi Yinhong, a professor of international relations at Renmin University in Beijing.

Of Europe’s recent actions in support of Taiwan, Shi said, “This is what China hates to see; this is not what makes the Chinese government happy.

“But there seems to be no way out of it all in the near future,” he said.

It remains to be seen how much of the European support for Taiwan is merely rhetorical. Members of the European Parliament have more leeway than their counterparts in the European Council or Commission to make strong political gestures in favor of Taiwan. The new government in Germany and upcoming elections in France will be crucial to shaping the region’s relationship with both Beijing and Taipei.

“The EU is going through this moment of self-reflection,” said Zsuzsa Anna Ferenczy, a Taipei-based researcher and a former political adviser in the European Parliament. “‘What kind of relationship do we want to have with China?’ and ‘What kind of relationship are we willing to have with Taiwan?’ These are the two big questions that still need to be addressed.”
&nbsp;

The European Parliament overwhelmingly backed a resolution calling for stronger ties with Taiwan, which it described as a “partner and democratic ally in the Indo-Pacific.” Then, last week, the Parliament sent its first-ever formal delegation to visit the island, defying Beijing’s threats of retaliation. “We came here with a very simple, clear message: ‘You are not alone,’” Raphaël Glucksmann, a French member of the European Parliament and the leader of the delegation, told Taiwan’s president, Tsai Ing-wen, in a meeting in Taipei last Thursday. “Europe is standing with you.” The burst of diplomatic engagement with Taiwan would have been unlikely even a year ago. “There has been a clear realization that the situation in Taiwan is of concern to Europeans not only from a values perspective but from the perspective of regional security architecture.” To be sure, Europe’s economic interests in China are huge, and the focus on Taiwan is still a minority effort. How China's 'greyzone warfare' is designed to subdue the enemy

Pentagon's latest report reveals alarming information that China is now rapidly closing the nuclear weapons gap with the US. The country is increasing its nuclear arsenal at a much faster rate than expected earlier, according to the report.

Contrary to what the Pentagon had predicted earlier, the latest report&nbsp;published on Wednesday says that China might possess 700 nuclear warheads by 2027, and over 1,000 by 2030.&nbsp;

Only a year ago, the Pentagon said that the country had about 200 deliverable warheads and would double that by 2030. the difference between the two predicted quantities is about two-and-a-half times.

The People's Republic of China (PRC) "is investing in, and expanding, the number of its land-based, sea-based, and air-based nuclear delivery platforms and constructing the infrastructure necessary to support this major expansion of its nuclear forces," said the US Department of Defense's annual report to Congress on Chinese military developments.

It said that like the United States and Russia, China is also building a "nuclear triad," which will be capable of delivering nuclear weapons from land-based missiles, from air-launched missiles, and from submarines.

The report states that China most likely just seeks to deter attacks from other nations by maintaining a nuclear retaliation threat, and not launch an 'unprovoked' nuclear attack on nuclear-armed adversaries such as the US.&nbsp;

A record 38 Chinese military jets crossed into Taiwan's defence zone as Beijing marked the founding of the People's Republic of China, Taipei said on Saturday.&nbsp;

The show of force on China's National Day on Friday near the self-ruled democratic island, which Beijing claims as part of its territory, came in the same week it accused Britain of sending a warship into the Taiwan Strait with "evil intentions".

Taiwan's defence ministry said it scrambled its aircraft to broadcast warnings after 22 fighters, two bombers and one anti-submarine aircraft entered the island's southwest Air Defence Identification Zone (ADIZ) on Friday.

A second batch of 13 jets crossed into Taiwan's ADIZ later on Friday, in a rare night incursion, bringing the total to a record 38, according to the ministry.

The ADIZ is not the same as Taiwan's territorial airspace but includes a far greater area that overlaps with part of China's own air defence identification zone and even includes some of mainland China.

Beijing often sends military aircraft into Taiwan's air defence zone in a show of strength and last week flew 24 planes into the area after Taiwan applied to join a major trans-Pacific trade pact.

China's authoritarian leaders have vowed to one day seize Taiwan.

Beijing has ramped up pressure on Taipei since the 2016 election of President Tsai Ing-wen, who views the island as "already independent".&nbsp;

Last year, Chinese military jets made a record 380 incursions into Taiwan's defence zone, and the number of breaches for the first nine months of this year has already exceeded 500.

The previous single-day record was on June 15 when 28 jets breached Taiwan's ADIZ.

Friday's incursion came after Britain sent a warship through the Taiwan Strait on Monday for the first time since 2008, a move that challenges Beijing's claim to the sensitive waterway and marked a rare passage by a non-US military vessel.&nbsp;

The Chinese People's Liberation Army's Eastern Theatre Command accused Britain of acting out of "evil intentions to sabotage peace and stability in the Taiwan Strait".

US warships regularly conduct "freedom of navigation" exercises in the strait separating Taiwan and mainland China, triggering angry responses from Beijing.

Taiwan&nbsp;authorities are investigating a former deputy defence minister and several other serving and retired military officers over contacts with what authorities believe to be a Chinese spy.

The investigation is the most high-level case of suspected spying across the sensitive&nbsp;Taiwan&nbsp;strait in recent years and comes as Beijing has been stepping up pressure on the self-governing island that Beijing claims as its territory.

Chang Che-ping, in office from July 2019 to June 2021, was being probed for allegedly having multiple contacts with a Chinese spy organisation over meals, online news website Mirror Media reported citing sources, in what could be the island's highest level espionage case yet.

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/hong-kong-staff-banned-from-calling-tsai-ing-wen-as-taiwans-prez-399440/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

Taiwan and China have been spying on each other since the Nationalists fled to the island to set up a rival government in 1949, having lost the civil war on the mainland to the communists.

Beijing has ramped up pressure since the 2016 election of President Tsai Ing-wen, as she rejects its stance that the self-ruled, democratic island is part of China's territory.

When asked to comment on the report on Wednesday, Taipei district prosecutor's office confirmed an investigation was underway but had not concluded.

Mirror Media said the Hong Kong-based representative of the Chinese Central Military Commission had travelled to&nbsp;Taiwan&nbsp;where he dined with Chang several times. The representative also organised a trip to Hong Kong for Chang's wife, it said.

Chang, 63, was once a frontrunner to become chief of the general staff but he was eventually assigned to head the National Defence University.

The Mirror Media report said the unnamed Hong Konger who allegedly attempted to recruit Chang had been developing a spy network under the disguise of doing business since Tsai's predecessor Ma Ying-jeou, who was president between 2008 and 2016.

He was linked to China's Central Military Commission and had successfully recruited several retired Taiwanese officers, the outlet added, citing unnamed sources.

Chang has denied any wrongdoing and claimed he strictly followed all confidentiality requirements during meetings with friends, Taiwan's official Central News Agency said.&nbsp;

Beijing has ramped up an influence campaign to sway public opinion on the island while its military has been making incursions into&nbsp;Taiwan's air defence identification zone and into waters close to the island.

China has described the missions as necessary to protect its sovereignty and deal with "collusion" between Taipei and Washington.

The United States, which like most countries has no formal diplomatic ties with&nbsp;Taiwan, has watched with alarm the rising tension with Beijing.
