Authorities have attributed the decline to a beefed-up police presence of 95,000 officers in Paris and across the country on New Year's Eve, as well as restrictions imposed in view of the Omicron surge.

The car burning tradition dates back to the 90s in the region around Strasbourg in the eastern part of the country.

It is said that youths in lower-income neighbourhoods began the tradition, where it then spread as a sign of protests.

The main suspects who were detained belong to the "Ndrangheta", the most powerful mafia group in Italy, and are accused of forming a criminal organisation and of tax fraud worth 13 million euros ($15.12 million), police said.

The perpetrators illegally claimed value added tax (VAT) by selling exclusive cars several times in different European countries, police said in a statement.

Four people were detained in Germany, six in Italy and one in Bulgaria, said the police, who seized extensive evidence during the raids, including several high-value vehicles.

Ford, a company that started its journey much earlier in the Indian market around 25 years ago is finally going to shut its manufacturing operations in India. The things went wrong in multiple ways, and it won't be wrong to say that Ford became so much enamored with its initial success in the Indian market that it failed to notice which side the winds were blowing. First, it was the success of the iconic Ikon, the sedan that was droolworthy and aspirational and its success was cemented by the next sedan Fiesta. It was a time when buying Ford cars was a sign of prosperity and stability and the company had not fallen into the trap of volumes. Even the Fusion, which was bigger than a hatchback and smaller than a sedan was worth a try in the market and established the brand a bit further.

Turning Tide

Was it the sheer arrogance or inability to read the market, Ford failed to see when the tide was turning in favour of compact sedans. Indians were so much in love with three-box cars that other mid-size sedans like Fiesta completely fell out of favour with them and Ikon was no longer available. Ford was hence, out of mind of customers of this class. The buyers were also looking to upgrade from the entry-level car and sub-Rs 5-6 lakh market was booming and Ford had nothing to offer in that segment. It was clearly a loss from which Ford couldn't ever recover.&nbsp;

Hits and Misses

It is not that Ford didn't try to gain foothold in the market dominated by Japanese and Korean Maruti Suzuki, Honda and Hyundai and Indian companies like M&amp;M, Tata Motors.&nbsp;

In September 2009 Ford made its much-awaited entry into affordable yet feature-rich hatchbacks with Figo challenging the likes of Maruti Suzuki Swift and Hyundai's i10. Figo was based on the same small car platform used for the Ford Fiesta as well and with Figo, Ford registered initial success in the market. But it was not that the competition was sitting idle and soon Figo was out of Indian buyers' mind who was spoilt for choice with hatchbacks and compact sedans from Maruti Suzuki, Hyundai, Chevrolet and even Tata Motors. Ford came up with Aspire compact sedan much later and new Figo, but by that time buyers had completely erased the brand when it came to compact cars and compact sedans.

Ecosport Era

I remember sitting down for an interview with Allan Mulally, the former global CEO and President of Ford Motor in January, 2012. His eyes were beaming with hope for one of the promising car markets India at that time and the American carmaker was readying for a fresh onslaught. It was the launch of EcoSport and it did wonders for Ford. As the competition was only from Renault's Duster compact SUV, a segment that was unheard of before Duster's launch, Ford tasted unparallel success with EcoSport.

One Swallow Doesn't Make A Summer

Ford has pulled the plug on its India manufacturing operations forecasting that it can't be in the driver's seat or even be co-passenger seat with success with just one car EcoSport. It wanted to build pillars of at least four successful products to enable the standing of a profitable ecosystem but it couldn't happen. Also, the breakup with M&amp;M was a jolt it couldn't recover from taking along with it the hopes of any successful future partnership. &nbsp; &nbsp;

The management of Ford India Private Ltd is yet to come out with their plans for the workers who will be affected by the closure of its three plants — two in the southern state of Tamil Nadu's Chennai and one in the western state of Gujarat's Sanand, said a union official.

On September 9, Ford India announced that it will wind down vehicle assembly in Sanand by the fourth quarter of 2021 and vehicle and engine manufacturing in Chennai by the second quarter of 2022.

Ford India has four plants in the country — vehicle and engine plants in Chennai and Sanand.

Ford India has decided to continue operating the engine plant in Sanand while closing down the other three.

“On Monday, the Sanand plant management had a discussion with us. They wanted to know whether we have any questions on the company’s decision to close down the plants,” Sanand workers’ union General Secretary Nayan Kateshiya told IANS.

“We had asked them about the future of the engine plant workers and how long it would be operational. We also asked them about the future of the plants that are to be closed, whether they would be sold/leased out,” Kateshiya added.

According to him, the management had no answer and said they would revert.

“Work on completing the assembly of the cars that are remaining on the production lines is being done. The engine plant is running.”

Meanwhile, the Chennai Ford Employees Union (CFEU) in a statement said it does not accept Ford India’s decision of closing down the plants.

The CFEU has requested the company management to ensure jobs for the workers at the Chennai plant with the proposed buyer of the factory.

The company management is having a meeting with CFEU officials on Tuesday.

Ford’s quit India decision will result in an uncertain future for about 5,300 employees – workers and staff, Union officials said.

According to Union officials, Ford India’s Chennai plant has about 2,700 associates (permanent workers) and about 600 staff.

“In Sanand, the number of workers will be about 2,000,” Kateshiya said.

Ford India had said more than 500 employees at the Sanand engine plant, which produces engines for export, and about 100 employees supporting parts distribution and customer service, also will continue to support Ford’s business in India.

According to Ford India, about 4,000 employees are expected to be affected by its decision.

However, it may not always be an esoteric lifestyle choice, their decision could also be centred around more mundane financial reasons like an economy in slo-mo, lack of job security and financial stability in a gig economy and so on. We may never fully understand why, but it is important to continue to find ways around it.

The auto industry must adapt to survive. So much is changing and so fast.&nbsp;

The sector has been in a state of flux for the past few years. &nbsp;Electric cars are just starting to take off in India because of the falling prices of batteries and government support. Shared mobility services offered by the likes of Uber and Ola have changed the way we commute, especially in urban areas.&nbsp;

Connected cars will soon be a reality, driven by the penetration of smartphones and low data costs. And enough has been said about autonomous cars. The possibility of a driverless car once seemed to be limited to a scene of a sci-fi movie but is now already on the roads.&nbsp;

All this is just a few years. Who knows what lies ahead.&nbsp;

Global trends are causing disruptions again and again. But these jolts are also an opportunity to reinvent the business and survive. Carmakers have to consider the integrated impact of social, economic and tech trends that will shape their future. &nbsp;&nbsp;

Change your mind and your car

Aiming at promoting energy-efficient and environment-friendly hydrogen fuel cell-based vehicles in the country, the Ministry of Road Transport and Highways on Wednesday notified the standards for safety evaluation of such vehicles through an amendment to Central Motor Vehicles Rules, 1989.

The Ministry said the standards for the testing of such vehicles, which are at par with the international standards, have been made available with the prospective manufacturers and suppliers.

According to the draft rules, the motor vehicles of Category M and Category N, running on compressed gaseous hydrogen fuel cell, shall be in accordance with AIS 157:2020, as amended from time to time, till the corresponding Bureau of Indian Standard Act, 2016, specification is notified.

Also, the hydrogen fuel specification for fuel cell vehicles will be in accordance with ISO 14687.

Earlier, gazetted copies of the draft rules were made available to the public on July 10, but no objections or suggestions were received in this respect.&nbsp;

The clock has run out on <a href="https://www.wionews.com/world/donald-trumps-doctor-dismisses-speculation-of-chest-pain-263053">President Donald Trump's</a> authority to impose "Section 232" tariffs on imports of foreign-made cars and auto parts, and he may have to find other means if he wants to pursue tariffs on European or Japanese cars, legal experts say.

Their view was supported by a new US&nbsp;trade court ruling, published on Monday, that Trump's authority had lapsed in a previous Section 232 investigation on imports of foreign steel.

Trump took no action last Thursday as a deadline to impose the national security tariffs of up to 25 per cent on automotive imports from the <a href="https://www.wionews.com/business-economy/microsoft-increases-data-protection-responsibilities-for-european-union-262842">European Union</a>, Japan or South Korea expired.

Automakers had expected another delay in Trump's tariff decision as his administration pursues broader trade negotiations with the European Union and Japan.

In May, Trump invoked a six-month negotiating period under Section 232 of the Trade Expansion Act of 1962, a law aimed at protecting the US&nbsp;Cold War-era defence industrial base. He has hailed the threat of tariffs as a strong negotiating tool to gain leverage over his opponents.

But an initial trade deal with Japan reached in September did not address autos trade, while talks with the EU have not formally started as the two sides remain at odds over the scope of the negotiations.

"I don’t see the law as giving the president any options other than taking action against imports or determine to take no action and the case is closed," said Jennifer Hillman, a Georgetown University Law School professor and a former World Trade Organization judge.

By not acting by the deadline, Trump has forfeited his authority to impose the Section 232 tariffs, added Clark Packard, trade policy counsel with libertarian advocacy group RStreet.org.

In a decision published on Monday, the Court of International Trade ruled that Trump ran out of time on a Section 232 investigation of steel imports, when he tried to double the tariffs on Turkish steel to 50 per cent&nbsp;in August 2018.

The move aimed at freeing an American pastor detained in Turkey was challenged by a Transpacific Steel LLC, an importer of Turkish steel, which claimed that, among other things, the move came too late to follow proper procedures laid out in the law.

The New York-based&nbsp;federal court, which handles appeals of US&nbsp;duty determinations, ruled in Transpacific's favour and said Trump's "expansive view" of his Section 232 powers were "mistaken."

"Although the statute grants the President great discretion in deciding what action to take it cabins the President’s power both substantively, by requiring the action to eliminate threats to national security caused by imports, and procedurally, by setting the time in which to act," wrote CIT judges Claire Kelly and Jane Restani in the decision dated November&nbsp;15.

Devin Sykes, a trade lawyer with Akin Gump in Washington, wrote in a note to clients that the case lays the groundwork for future challenges to Section 232 cases.

A spokesman for the US&nbsp;Commerce Department, which conducted the Section 232 probe, could not immediately be reached for comment. Although the department's report to Trump has never been published, it determined that auto imports were "weakening our internal economy" and causing the "American-owned automotive industry," to contract, according to a White House statement released in May.

Hillman, who is now serving as a senior fellow at the Council on Foreign Relations, said that even if courts deny him authority on Section 232, Trump could invoke other statutes to impose tariffs, including the broad International Emergency Economic Powers Act widely used to impose sanctions and fight terrorist financing.

Known as IEEPA, the statute "does not have much of an investigatory prerequisite to it, so it is something the president could do quickly," Hillman said. "Ditto for the Trading with the Enemy Act and he seems predisposed to deem the EU as an "enemy", at least with respect to autos trade."

But not using Section 232 as the basis for tariffs could make them more vulnerable to challenges at the WTO, which provides an exception for matters of national security.

Around 450,000 people have joined a first-of-its-kind grouped proceeding, introduced by lawmakers after the "dieselgate" emissions cheating scandal broke in 2015.

Consumer rights group VZBV, representing the plaintiffs, says the German carmaker deliberately harmed buyers by installing motor control software that allowed vehicles to pollute far more on the road than under lab conditions.

The trial is Germany's largest so far in the tentacular diesel scandal, which last week saw VW chief executive Herbert Diess charged with market manipulation over his role.

50 questions for judges

In the mass lawsuit, the most important of around 50 questions for judges is whether Volkswagen "caused harm" by acting "dishonestly".

Klaus Mueller of VZBV said he is "convinced" the car firm did, while VW says "clients did not suffer harm".

"Hundreds of thousands of cars are used" on the roads without a problem, VW lawyer Martine de Lind van Wijngaarden said.

Even if judges find in favour of plaintiffs, there will not be an immediate compensation payment.

Rather, every owner registered in the trial will have to claim individually.

In early July, judges noted in a preliminary opinion that some owners listed among the plaintiffs were living abroad.

That could mean German law does not apply to them.

Volkswagen said two per cent of those listed live abroad and 10 per cent are duplicate entries.

Alongside the grouped proceeding, 61,000 individual lawsuits have been filed in Germany, and some have already led to out-of-court settlements.
