“Imagine your 13-year-old son coming home from school today with a story that his art teacher is selling students’ artwork online at $94 per drawing without their prior knowledge!? Canada: Police arrest 5 Indian-origin people for extortion, firearms offences targeting South Asian businesses

A former top Canadian intelligence official was sentenced Wednesday to 14 years in prison for sharing state secrets to criminal organizations, in one of the country's biggest leak scandals.

Cameron Ortis, 51, however, will only serve half that sentence after getting credit for pretrial detention.

Ontario Superior Court Justice Robert Maranger said the case was "without precedent" in Canada, marking the first conviction at trial under its Security of Information Act.

Ortis was director general of the Royal Canadian Mounted Police (RCMP) national intelligence coordination unit until his arrest in September 2019.

He was convicted late last year of using his position to access sensitive information from Canada and the powerful Five Eyes intelligence alliance -- which also includes Australia, the United States, Britain and New Zealand.

He then tried to sell the information to individuals linked to money laundering schemes for Canada-listed terrorist groups.

He also tipped off an individual about an undercover officer targeting one of his associates in Vancouver, which the prosecution said put the undercover cop at risk.

Maranger said Ortis "was in a position of extreme trust (and) he more than most knew the potential consequences of what he was doing."

"His actions potentially put lives at risk," he concluded. "And our reputation among Five Eyes partners may never be the same."

Maranger noted that Ortis, however, remains "somewhat of an enigma," as no evidence of his motive was presented at trial, nor did he personally profit from his actions.

Ortis himself declined an opportunity to speak to the court on Wednesday, and did not react when the sentence was handed down.

Outside the Ottawa courthouse, defense attorney Jon Doody -- who had sought at trial to paint Ortis as a patriot and a dedicated member of the RCMP who acted on a mysterious tip to confront a threat to the nation -- vowed to appeal both the conviction and sentence.

"He stands by his innocence," Doody told reporters.

He noted that Ortis was disappointed that many of the details surrounding his case could not be divulged due to national security concerns.

Prosecutor Judy Kliewer, who had asked for a sentence of more than 22 years, called Ortis's actions "a serious betrayal" of the federal police and the intelligence community, and put "the security all Canadians in jeopardy."

The trial heard that Ortis received information about a national security threat and used intelligence to lure criminal targets into adopting an encrypted service set up to eavesdrop on their communications.

Witnesses including Ortis's former boss, RCMP assistant commissioner Todd Shean, however, testified that Ortis was never meant to go undercover or reach out to targets of police investigations.

Nijjar killing: India refuses to aid Canada in probe till evidence is shared

In response to growing concerns about housing affordability, Canada has taken a significant step by extending the ban on foreign ownership of Canadian housing for an additional two years.

Deputy Prime Minister Chrystia Freeland announced the extension, emphasising the government's commitment to addressing worries about Canadians being priced out of housing markets across the country.

The housing affordability crisis in Canada has been attributed to increased migration and international students, leading to heightened demand for homes at a time when rising costs have hampered construction efforts.

"As part of using all possible tools to make housing more affordable for Canadians, the ban on foreign ownership of Canadian housing, which is currently set to expire on January 1, 2025, will be extended to January 1, 2027," Reuters quoted Freeland as saying.

The move to extend the ban aligns with the Canadian government's acknowledgment that foreign ownership has contributed to concerns about Canadians being priced out of housing markets in various cities and towns.

The housing affordability crisis has become a critical issue for the Canadian government, prompting strategic measures to alleviate the pressure on the housing market.

The recent announcement follows Canada's decision to implement an immediate two-year cap on international student permits, coupled with a halt in issuing work permits to some students post-graduation.

These measures are part of a broader effort to manage the influx of newcomers, seen as exacerbating the existing housing crisis. In response to growing concerns about housing affordability, Canada has taken a significant step by extending the ban on foreign ownership of Canadian housing for an additional two years.

Rapid population growth, largely fuelled by immigration, has strained essential services like healthcare and education while also playing a role in driving up housing costs. The housing affordability crisis has implications beyond the real estate market, impacting various aspects of Canadian society. The strain on services and the surge in housing costs have become significant challenges for Liberal Prime Minister Justin Trudeau. Recent opinion polls indicate a decline in Trudeau's support, suggesting that he could face challenges in an election if one were held presently. (With inputs from Reuters)

India has been branded as 'Foreign Interference Threat' by Justin Trudeau's Canada. A report published by the Canada Security Intelligence Service accuses India and China of interfering in Canada's federal election. Where is the proof of interference? Is Trudeau weaving this narrative to hide the real truth?

Canada has taken decisive action to combat its housing affordability crisis. The government announced a two-year extension on the ban on foreign ownership of Canadian housing. Canada is grappling with a housing affordability crisis attributed to increased migration and international student numbers. The surge in demand for homes, coupled with rising costs hindering construction, has created a pressing issue.

Scientists have discovered a 350 million-year-old tree species that looks straight out of “Dr Seuss’s imagination” and appears different from any of those found on Earth today. The unique 3D crown-shaped tree was discovered during research on a fossilised tree species called Sanfordiacaulis from New Brunswick, Canada. It is believed that the species thrived under the taller members of the forest canopy.

“The way in which this tree produced hugely long leaves around its spindly trunk, and the sheer number over a short length of trunk, is startling,” Robert Gastaldo of Colby College in Waterville, Maine, was quoted as saying by the Independent.

“The fossil on which we report is unique and a strange growth form in the history of life. It is one of evolution’s experiments during a time when forest plants underwent biodiversification, and it is a form that seems to be short-lived,” he added.

‘Absolutely unique’

One specimen showcased a startling departure of leaves from the tree's top, making it "absolutely unique." Researchers note it's among the rare instances, spanning over 400 million years of fossil records, where a trunk is preserved around which the crown leaves are still attached.

Another remarkable aspect is the preservation of the crown leaf in these ancient tree fossils. "Any fossil tree with an intact crown is a rarity in the history of life," remarked Gastaldo.

The tree optimised itself for light capture

The researchers propose that the tree likely employed its distinctive growth pattern to optimise light capture and minimise competition with ground-level plants. They suggest it represents the earliest evidence of smaller trees growing beneath a taller forest canopy, indicating a more complex plant life during the Early Carboniferous period.

The police in Canada have been carrying out investigation of a bizarre heist which involved the theft of a taxidermy polar bear from a resort near Edmonton.

The stuffed bear that weighed approximately 500lb (225kg), and stood some 12ft (3.6m) tall, was reported to have been snatched amid the cold snap in early January as the temperatures reached near -30C (-22F).

As per the police, the bear was reported to have been stolen on January 22 by the operators of Lily Lake Resort.

Meanwhile, the police has appealed to the people to try find the giant stuffed bear. The resort is located in Sturgeon County, nearly 30 miles (50km) north of Edmonton.

As per the investigators, a "similar occurrence" was reported from the resort last August when it said two taxidermy raccoons were stolen during a break-in inside the property.

The Royal Canadian Mounted Police said that all three taxidermy animals will cost approximately C$35,000 (£21,000; $26,000).

No security patrol when theft happened

Speaking to The Globe and Mail, a resort worker said the resort had 24-hour security patrols, however, they were cancelled that night because of the bitter cold.

Speaking to the newspaper, Wanda Rowe said that the thieves had snapped the cables which had secured the stuffed bear and dragged the animal outside the enclosure, where they reportedly kept a vehicle waiting.

She asked the residents to keep a lookout if the thieves tried to sell the bear online.

"That would stick out right away, if you saw that anywhere, right?" Rowe said.

The hunting of polar bears, most of which live in Arctic regions, is legal in the northern territories of Canada.

However, the environmental officials strictly regulate it and it is estimated that the country is home to nearly 16,000 polar bears, which is nearly two-thirds of the global population of the species.

Canada has opted to continue to exclude those suffering from mental health problems from voluntarily opting for death.

On Monday (Jan 29), the Canadian government announced that individuals suffering solely from mental illness will continue to be excluded from pursuing assisted death.

This decision, as per Reuters, comes after a parliamentary committee determined that the country's healthcare system is not yet prepared for such an inclusion.

More time needed

Speaking to reporters, Health Minister Mark Holland stated that the government will soon introduce legislation outlining details such as the duration of this exclusion.

"We agree with the joint committee's conclusion that more time is required, and we'll be in a position in the coming days to talk about how much time we believe is required," he told reporters in Ottawa.

Canada and assisted death

Canada legalised assisted death in 2016 for individuals with a terminal illness. In 2021, it expanded the eligibility to include people with incurable but not necessarily terminal conditions.

However, legislation to temporarily exclude those whose only underlying condition is a mental illness was passed. This exclusion, which has already been extended by one year, is set to expire on March 17.

"We need more time," said Health Minister Mark Holland, adding that the March timeline was not a barrier, but that the government needs to move fast to extend the exclusion once more.

Holland explained that more time is needed for training individuals on the established guidelines, as provinces and territories have indicated that their systems are not yet ready.

"Although the curriculum is present, although the guidelines are set, there has not been enough time for people to be trained on them, and provinces and territories are saying their systems are not ready and need more time," he said.

Proponents of assisted death argue that it is a matter of personal autonomy, while some psychiatrists express concerns about determining whether a mental illness is truly "irremediable".

Opposition parties in Canada have advocated for an indefinite pause on including mental illness cases under Canada's medical assistance in dying (MAID) law, asserting that the healthcare system was unprepared for such an expansion.

If the exclusion were lifted, Canada would become one of only six countries where a person suffering solely from mental illness, and not near natural death, could seek assistance in dying from a doctor.

The province of British Columbia in Canada on Monday (Jan 29) announced it was banning new colleges from applying to enrol international students for the next two years, until February 2026 as the administration attempts to weed out "exploitive practices" from the system.

The province, home to a significant Indian student population, has witnessed several cases where colleges and universities have ripped them off.

Post-Secondary Education Minister Selina Robinson cited the example of an Indian student whose family had saved money to send her to BC for "quality education". However, upon arriving, she was placed in online classes.

"She arrived here being told that there would be in-class instruction, only to discover on her first day of class as she showed up that the entire course would be taught online, and she couldn't understand why she spent all that money for an online programme," Robinson said.

"We do need to stop the bad actors from misleading these students, and that's what we're here to fix," she added.

Currently, 175,000 international post-secondary students from more than 150 countries reside in BC with nearly 54 per cent enrolled in private colleges.

Two-year cap on international students

The decision by the province comes a little more than a week after the Canadian government announced an immediate two-year cap on the intake of international students.

The new measures will also impose certain limitations on post-graduate work permits granted to international students which will most likely push them to go back to their home countries.

As per data from Immigration, Refugees, and Citizenship Canada (IRCC), there were 215,910 Indian international students in Canada out of 579,075.

"These measures are to ensure that as future students arrive in Canada, they receive the quality of education that they signed up for and the hope that they were provided in their home countries. The Justin Trudeau administration is looking to reduce the intake of students by 35 per cent in 2024 to about 3,60,000. Apart from the quality of education deteriorating, the housing crisis has been one of the main reasons for announcing the cap.

Canada's population grew by more than 430,000 during the third quarter of 2023, which was the fastest in any quarter since 1957. The majority of the population increase was due to foreign nationals arriving at the universities. Reports state that Ottawa was facing a shortfall of 345,000 housing units, compounded by rising interest rates.

The province of British Columbia in Canada on Monday (Jan 29) announced it was banning new colleges from applying to enrol international students for the next two years, until February 2026 as the administration attempts to weed out "exploitive practices" from the system.

Watch | Canada finance minister acknowledges housing crisis challenge Two-year cap on international students The decision by the province comes a little more than a week after the Canadian government announced an immediate two-year cap on the intake of international students. It would be a disservice to welcome international students to Canada knowing that now all of them are getting the resources they need to succeed in Canada," said immigration minister Marc Miller at the time. New Brunswick Minister of Public Safety Kris Austin expressed his support for the local Jewish community and said government officials are working with local law enforcement to investigate the incident, reported news agency Reuters.

"It's a very tense world that we're living in, on a lot of different fronts and, of course, we see what's happening in Israel and Gaza, so we understand that New Brunswickers are not going to be immune to some of the tension that is the result of some of the, basically the war that is happening over in Israel right now. However, New Brunswickers, look, we're better than this. We don't, we don't condone this in any way, shape or form," said Austin said, according to the news agency.

He added that a rally in support of the synagogue was being organised on Sunday.

"I don't think it represents by any stretch the vast majority of New Brunswickers. I think it's a few bad actors and again, we offer any support we can to the Fredericton City Police to ensure these folks are caught," the public safety minister further said on the vandalism incident.

Escalating further diplomatic tensions with India, Canada has officially added India to its probe of election meddling. The country's public inquiry into foreign interference will examine whether India interfered in Ottawa's national elections or not in 2019 and 2021, according to a Bloomberg report.

Prime Minister Justin Trudeau initiated the probe last year, following the leak of intelligence documents to the media. The leaks talked in depth about China's interference in Canada's elections by supporting candidates friendly to President Xi Jinping's government.

The commission tasked with the job confirmed on Wednesday (Jan 24) that Prime Minister Narendra Modi's government was indeed under investigation.

Interestingly, this is the first time that New Delhi's name has been dragged into the election interference process despite China being a notable one, in addition to Russia and other state and non-state actors.

Apart from allegedly interfering in Canada's electoral system, China has been accused of opening illegal police stations across Canada. These police stations are affiliated with the Public Security Bureau (PSB) and have been set up to antagonise China’s adversaries.

Cardinal Gerald Lacroix is facing allegations in Canada that he sexually assaulted a female teenager, as part of a class action lawsuit against the archdiocese of Quebec, court documents showed Thursday.

The 66-year-old Lacroix, the archbishop of Quebec since 2011 and a cardinal since 2014, is facing claims of abuse dating back to 1987 and 1988, when the victim was 17, attorney Alain Arsenault, who is handling the suit, told AFP.

The legal action, an updated filing of a case first brought in 2022, features testimony from 147 people who claim they were sexually assaulted by more than 100 priests in the archdiocese, some of them high-ranking clergy, his law firm said in a statement.

The new filing reflects the addition of 46 victims, and names more than a dozen new suspects.

The archdiocese of Quebec did not immediately respond to AFP requests for comment.

In the original suit, cardinal Marc Ouellet was accused of sexually abusing a female intern from 2008 to 2010.

Ouellet, who persistently denied what he called "defamatory" allegations, resigned in January 2023 from his position at the Vatican due to his age.

A federal court ruled Tuesday that the Canadian government's use of emergency powers to dislodge the 2022 trucker-led protests that jammed the capital Ottawa's streets for weeks was "unreasonable."

Ottawa's former police chief Peter Sloly had called the melee a "tinder box waiting to explode" but protest organisers -- some of whom are currently fighting related criminal charges -- have insisted their actions were legitimate pushback against government's pandemic policies.

Justice Richard Mosley ruled in the case brought forward by the Canadian Civil Liberties Association that invoking the Emergencies Act "was not justified", "was unreasonable and led to the infringement of Charter rights."

Flight carrying Rio Tinto workers crashes in Canada’s far north, several people feared dead

Canada on Monday (Jan 22), in a bid to tackle the housing crisis and target institutional "bad actors", announced a two-year cap on the intake of international students, a move that could affect thousands of Indians.

In the year 2023, Canada had granted over a million study permits, which is roughly three times that of what was a decade ago, as per the government data.

The new proposal will slash the intake by nearly a third in 2024 as it aims to approve 364,000 undergraduate study permits, reducing the number by 35 per cent from last year.

The limit of 2025 will be reassessed at the end of 2024, reported CTV news.

What did Immigration Minister Marc Miller say?

While addressing a press conference earlier on Monday, Canada's immigration minister, Marc Miller highlighted that the move by the federal government would help them with an opportunity to tackle the exploitative system of high tuition fees being charged by the institutions.

"These measures are to ensure that as future students arrive in Canada, they receive the quality of education that they signed up for and the hope that they were provided in their home countries. It would be a disservice to welcome international students to Canada knowing that now all of them are getting the resources they need to succeed in Canada. Allowing bad actors to continue their operations would be a disservice to all of the good institutions who pride themselves on providing a top-tier academic experience," Miller said.

“It is unacceptable that some private institutions have taken advantage of international students by operating under-resourced campuses, lacking support for students, and charging high tuition fees – all the while significantly increasing their intake of international students," he added.

He then mentioned that for the current year, the cap will result in the approval of 364,000 study permits, with the country witnessing a reduction of 35 per cent in the approval of visas from what was in 2023.

"For 2024, the cap is expected to result in approximately 364,000 approved study permits, a decrease of 35% from 2023," the immigration minister said.

He then said that the government would allocate the cap space by province based on population, which means that some provinces will witness much more significant reductions in the number of students permitted.

"In the spirit of fairness, we are also allocating the cap space by province based on population…some provinces will see much more significant reductions. Some provinces will actually have room to [grow] if they so choose but the provinces that have been most heavily affected will have to decrease by about 50% or perhaps even a bit more than 50%, when it comes to new incoming [students]," he said.

Who will be impacted?

The students who had plans to pursue various courses in Canada would be the worst affected by the new norms announced by the government.

Not only this, many educational institutions that had grown their campuses in the hopes of continuing to attract students may suffer as a result of the move as the Canadian economy receives an estimated yearly contribution of C$22 billion ($16.4 billion) from international students.

As per news agency Reuters reports, restaurants across Canada are struggling with a shortage of labour with approximately 100,000 vacancies as foreign students have so far made up 4.6% of the 1.1 million workers in the food service sector in 2023.

Even Canadian banks have profited from the influx of new students as it is mandatory for each student to have a Guaranteed Investment Certificate (GIC) worth more than C$20,000 so that they can pay for their living expenses.

However, the cap will not apply to students in graduate-level programmes, including master's or doctoral studies.

Also, the ones having study permits at the elementary and secondary school levels will be exempted.

"To be clear, the cap will not apply to applicants within Canada looking to extend their studies as it wouldn't be fair to prevent someone from finishing their programme. Nor will the cap have an effect on study permit holders currently in Canada."

Work permit situation

The new measures will also impose certain limitations on post-graduate work permits granted to international students which will most likely push them to go back to their home countries.

Work permits will only be made available to the spouses of foreign students enrolled in master’s and doctoral programs. The spouses of international students enrolled in other levels of study, including undergraduate and college programs, will no longer be eligible, Miller said. The acceptance of new study permit applications in 2025 will be subject to reassessment at the end of the current year, he said.

"In the coming weeks we will be announcing that open work permits will only be allowed and be available to spouses of international students enrolled in master's and doctoral programmes as well as those enrolled in professional programmes, such as medicine and law. Spouses of students enrolled in other levels of study, including undergraduate and college programmes, will no longer be eligible [for work permits]," the Canadian immigration minister said.

In the past, the permits were viewed as a simple way to get permanent residency. Individuals who are enrolled in post-doctoral or master's programmes qualify for a three-year work permit.

How will it affect Indians?

Canada, in recent years, has received an influx of Indians who form one of the largest groups of international students in the country.

Over 41% - or 225,835 - of all permits were handed over to Indians in the year 2022.

As per Canadian government statistics, in September 2023, Indians comprised nearly 40 per cent of the international students that were permitted inside the country.
