Prime Minister Justin Trudeau said his cabinet is also considering reductions to permanent resident streams.

Trudeau has been lagging in polls ahead of an election expected next year as a growing share of Canadians say Canada is bringing in too many immigrants.

"We're looking at the various streams to make sure that as we move forward, Canada remains a place that is positive in its support for immigration, but also responsible in the way we integrate and make sure there's pathways to success for everyone who comes to Canada," Trudeau told reporters Monday.

He said the government will present a broader plan on immigration levels this fall.

The changes exempt certain sectors including agriculture, food processing, construction and healthcare.

Combined with changes from earlier this year, the measures are expected to reduce the number of temporary foreign workers by about 65,000, Employment Minister Randy Boissonnault told reporters Monday.

The changes were "a great first step, but it's only a first step" said economist and Smart Prosperity Institute senior director Mike Moffatt, who called for the low-wage stream to be abolished.

Richard Robertson, B’nai Brith Canada’s director of research and advocacy, said the email warned institutions that black backpacks, containing explosives, had been planted and would be set off in some hours.&nbsp;

"It’s incredibly disheartening and concerning for Jewish institutions across the country to wake up to a bomb threat saying an explosive device will be detonated at their institutions,” Robertson said.

Robertson added that the portion of the email read, "You all will end up in a pool of blood, none of you deserve to keep living."

Chabad-Lubavitch of British Columbia also received the threats. Rabbi Dovid Rosenfeld, the organisation's director said that his local Jewish community is feeling on edge.&nbsp;

If such rhetoric was directed against any other group, politicians would swiftly condemn it,”&nbsp;the group said in a statement.

A United Nations report has criticised Canada for not adequately protecting the rights of migrant workers, highlighting that its "Temporary Foreign Worker Program" is a "breeding ground" for contemporary forms of slavery. The report states that the program "institutionalised power imbalances that benefit employers and hinder workers from asserting their rights."

The Temporary Foreign Worker Program (TFWP) allows Canadian employers to hire foreign nationals to fill temporary labour and skill shortages. The TFWP is just one of several immigration programs available to foreign nationals who wish to work in Canada. In 2018, there were 84,004 permit holders under the Temporary Foreign Worker Program while by 2022, this figure had risen to 135,818.

The report is by Prof. Tomoya Obokata, who is the UN's Special Rapporteur on contemporary forms of slavery.
