Survivors of decades of 'eugenics' practice in California will be compensated for up to $25,000.

According to the news agency Associated Press, this practice, which was prevalent between 1909-1979, was done to people with mental illness or physical disabilities who were deemed unfit to bear children. As young as 13-year-olds have been victims of this practice, according to the AP report.

To improve the human race, advocates of eugenics believed that people with these "undesirable traits" ought not to have children.

It is estimated that around 20,000 people were sterilised under this law before it was repealed in 1979. Because the practice is so ancient, only a few hundred people are likely to still be alive today.

Amounts for the reparations program amount to $7.5 million out of the $262.6 billion operating budget, which is awaiting Governor Gavin Newsom's approval.

Hundreds of firefighters on Friday scrambled to contain three wildfires in drought-hit northern California that have scorched nearly 40,000 acres, including a popular tourist lake preparing to welcome hordes of visitors for the July 4 holiday weekend.

Evacuation orders were in place along stretches of Shasta Lake -- a camping and boating hotspot 100 miles (160 kilometres) south of the Oregon border -- as soaring temperatures and high winds spur blazes at a relatively early stage in the region's fire season.

Around 40 structures were destroyed, including at least half a dozen homes near the town of Lakehead, an AFP photographer said.

"We were fully booked, but right now you can't get in even if you want to," said Cecil Hengst, the owner of the Lakehead Campground and RV Park, forced to temporarily close by evacuation orders.

"This (fire) got really close... it's a bad one," said Hengst, 63, who has been in the area for 12 years.

"Everything's so dry with the drought. We have had very little rain, our lake levels are so low right now for this time of year. It's perfect conditions for fires right now."

Authorities said the Salt Fire threatening the region was sparked by a vehicle travelling on the Interstate-5 -- a major highway that runs from Canada to Mexico, which was briefly closed to traffic Thursday as flames encroached.

Further north, the larger Lava and Tennant fires continued to spread in mainly remote forested areas, sending up dense grey smoke plumes that blanketed much of the region.

The Lava Fire was sparked by lightning last week, and more than 500 further lightning strikes were recorded in California over the past 24 hours, threatening to prompt new blazes.

California has experienced some 600 more wildfires this year than at the same time in 2020 -- the worst year in modern history when the state saw more than four million acres scorched.

Ah yes, Venice Beach in California: synonymous with sun, surf, palm trees and, now, homeless people.

As many as 200 tents line the oceanfront in this Los Angeles-area town that for decades has been a lure for surfers and tourists.

The area is a chaotic jumble of any material that can create shelter, and of waste and detritus, amid appalling hygiene conditions. The smell of urine competes with that of suntan lotion.

"I didn't expect to see so many homeless people here in Venice. Already in Hollywood a few days ago, I was a bit surprised, but here, all these tents touching each other, these shacks, these tarpaulins, it's almost like a village," said John Jackson, who was visiting from the southern US state of Alabama.

Before the coronavirus pandemic, authorities made homeless people living on the beach take down their tents during the day. But city hall suspended that rule to limit the risk of contagion among people who are already vulnerable to illness.

Homeless people in the Venice area, many of whom lost places in shelters and free meals because of the pandemic, have used the health crisis to converge on the city's beach.

"The homeless have been part of Venice folklore since the 60s or 70s, but now their numbers have exploded. And they've changed too," said an assistant in a souvenir shop who did not want to be named.

"Before a lot of them were hippies, beach bums who had more or less chosen this way of life. Now they are really poor guys. Almost everyone out there is very bad physically and mentally," said this man in his 60s.

"I see pain, mental illnesses, drugs ... And it's been rough for me this past month," said Denise Diangelo, a homeless woman who spoke to AFP near the beachfront encampment.

"Probably the main problem that I've had personally is sleeping. I usually like to sleep alone by the water, the Pacific Ocean, to keep away from problems," said Diangelo. Her only shelter, she says, is a beach umbrella.

Right before the pandemic, nearly 2,000 people were recorded as being homeless in the streets of Venice. The numbers have grown steadily.

But now that life is returning to normal and tourists are coming back, the beachfront homeless camp is beginning to bothersome and even take on a political bent.

Mike Bonin, a city councillor who advocates relocating the homeless population, has found himself locking horns with the Los Angeles County sheriff's office and neighbourhood associations that want a much more forceful evacuation of the homeless.

A chronic problem in California

Like many people who visit Los Angeles, Jackson, the Alabama tourist, said he cannot understand "why all these people are homeless when California has the reputation of being so rich."

Indeed, California boasts the world's fifth-largest economy in terms of GDP. But it is also one of the US states with the most poor people.

It holds the sad title of being home to the largest homeless population in America: more than 66,000 in Los Angeles County alone before Covid-19, up nearly 13 per cent from the previous year.

One of the main reasons for this, according to the Los Angeles city agency that tries to address homelessness, is the lack of affordable housing in a city where rent is very expensive.

Rent shot up 65 per cent from 2010 to 2020, nearly twice the average rate of increase for the country as a whole. In the same period, median Los Angeles household income rose only 36 per cent.

Some groups are working to provide aid and housing for the homeless people of Venice, but this is a tough job because some of them have been living in the streets for years.

Take the case of Rodrick Sims, who is 50 and has been homeless for 15 years. He said his descent started when he got divorced.

"I don't know what to do. I'm hoping that they give me, you know, a place where I can start learning how to live inside again," he told AFP while eating grapes outside his tent on the beach.

"I'll tell you, when once you're outside, you get feral, like a wild wild man," Sims said.

California's famed Venice Beach grapples with homeless problem

A federal appeals court on Monday put a hold on a federal judge’s ruling that overturned California’s 32-year-old ban on assault weapons.

The state law, which dates to 1989, was challenged in a 2019 lawsuit filed against the state’s attorney general by plaintiffs including James Miller, a California resident, and the San Diego County Gun Owners, a political action committee.

On June 4, Judge Roger T. Benitez of U.S. District Court for the Southern District of California said in a decision that the state law defining assault weapons and restricting their use was unconstitutional.

“Like the Swiss Army knife, the popular AR-15 rifle is a perfect combination of home defense weapon and homeland defense equipment,” Benitez wrote in the first line of a 94-page decision.

The AR-15 is “good for both home and battle,” he wrote, adding: “One is to be forgiven if one is persuaded by news media and others that the nation is awash with murderous AR-15 assault rifles. The facts, however, do not support this hyperbole, and facts matter.”

But the judge granted a 30-day stay of the ruling at the request of California’s attorney general, Rob Bonta, a move that allowed Bonta to appeal it.

In a decision on Monday, a three-judge panel of the 9th U.S. Circuit Court of Appeals further extended Benitez’s stay, pending resolution of another case challenging the ban. “The stay shall remain in effect until further order of this court,” the judges wrote.

The three judges were Senior Circuit Court Judge Barry G. Silverman, nominated to the bench by President Bill Clinton; Circuit Judge Jacqueline H. Nguyen, nominated by President Barack Obama; and Circuit Judge Ryan D. Nelson, nominated by President Donald Trump.

Bonta welcomed the ruling Monday. “This leaves our assault weapons laws in effect while appellate proceedings continue,” Bonta said on Twitter. “We won’t stop defending these life-saving laws.”

Gov. Gavin Newsom did not immediately respond to requests for comment Monday night.

John Dillon, a lawyer for the plaintiffs, did not immediately respond to a request for comment Monday.

In the earlier ruling, Benitez wrote that the case was about “what should be a muscular constitutional right and whether a state can force a gun policy choice that impinges on that right with a 30-year-old failed experiment.” He added, “Government is not free to impose its own new policy choices on American citizens where constitutional rights are concerned.”

The firearms banned under the state’s law, he wrote, were not “bazookas, howitzers or machine guns,” but rather “fairly ordinary, popular, modern rifles.”

Benitez was nominated as a district court judge in 2003 by President George W. Bush and confirmed by the Senate the next year. In 2017, he blocked a new California law that would have banned magazines of more than 10 rounds. A three-judge panel from the 9th U.S. Circuit Court of Appeals upheld his ruling in a split decision last year, but the appeals court said in February that an 11-judge panel would rehear the case.

Two people have been arrested in a road-rage shooting on a freeway in Orange County, California, last month in which a 6-year-old boy was killed while his mother was driving him to school, authorities announced Sunday.

Eriz Marcus Anthony, 24, and Lee Wynne, 23, are expected to be charged with the murder of the boy, Aiden Anthony Leos, who was struck by gunfire on May 21 while riding in the back seat of his mother’s car on the 55 Freeway in Orange, California, the California High Patrol said.

The shooting happened after what authorities said was a perceived unsafe lane change, with an occupant of a white Volkswagen station wagon firing at least one round at the vehicle carrying Aiden.

The killing of the boy, who was struck in the torso while riding in a child car seat, has drawn widespread attention. A $500,000 reward was offered for information leading to an arrest, and the California Highway Patrol released images of the suspects’ vehicle.

“While these arrests will not ease the pain of a mother’s loss, my hope is for the Leos family to have some peace of mind and to rest assured the CHP will work with the Orange County district attorney to bring justice for Aiden,” Amanda Ray, the California Highway Patrol commissioner, said in a statement.

It was not immediately clear if the two suspects, who were taken into custody at their home in Costa Mesa, California, had lawyers.

Authorities did not say which of the two had shot Aiden, who was in kindergarten.

Joanna Cloonan, Aiden’s mother, was driving north on the 55 Freeway when she tried to get out of the carpool lane on the morning of May 21, The Los Angeles Times reported, citing information from another motorist who had stopped to help. Another vehicle cut her off, and she gestured at the people in the car, who opened fire, the newspaper reported.

A memorial service for Aiden was held Saturday.

In a 94-page decision, federal Judge Roger T Benitez described California's assault weapons ban, in place in 1989, as unconstitutional and defended the right of Americans to own semi-automatic rifles.

"Like the Swiss Army Knife, the popular AR-15 rifle is a perfect combination of home defense weapon and homeland defense equipment," he wrote.

"Guns and ammunition in the hands of criminals, tyrants and terrorists are dangerous; guns in the hands of lawabiding responsible citizens are better," he argued.

Benitez said he would give the state 30 days to appeal the decision, which Governor Newson said posed a "direct threat to public safety" and which he vowed to challenge.

"We're not backing down from this fight, and we'll continue pushing for common sense gun laws that will save lives," he said in a statement.

The decision comes as gun violence surges across the United States, and just over a week after a disgruntled, heavily-armed California public transit worker shot and killed nine people.

A search this week of the shooter's home, which was set ablaze shortly before the attack, turned up 12 guns, around 22,000 rounds of ammunition and suspected Molotov cocktails.

Mass shootings have also taken place in Florida, Indiana, California, Colorado and Georgia, in a surge in violence that President Joe Biden has branded an "epidemic."

The US Supreme Court is also due to hear a challenge backed by the gun lobby to a New York law that restricts the carrying of firearms outside the home.

It will be the first major case involving the Second Amendment constitutional right to bear arms heard by the nation's highest court in more than a decade.

Have UFOs been harassing military ships? A new leaked reading from military radar shows unidentified flying objects chasing a US Navy ship.

In the readings, multiple UFOs flew around the military ship, which were spotted by Navy sailors on a radar screen in July 2019. The voices of sailors can be heard in the clip as the radar shows nine different objects coming close to the ship, before disappearing off the coast in San Diego, California.

The readings were shared by documentary filmmaker Jeremy Corbell, who is known for sharing such findings of unexplained aerial phenomena. In the reading, objects were captured on night vision and infrared attempting to encircle the shop before completely disappearing.

Summer has not even begun and Lake Oroville, the second-largest reservoir in California that provides drinking water to more than 25 million people, is at less than half of its average capacity at this time of year.

It is a worrying indication of the worsening drought conditions in the northern part of the Golden State.

"When we go into a year like this with the reservoir low and with really dry conditions throughout the state, that is concerning," John Yarbrough, the assistant deputy director of the California Department of Water Resources, told AFP.

"The reservoir is much lower than we would like to see it, much lower than typical at this time of year. It's about 47 per cent of average," he said, pointing to the cracked earth forming the lake wall.

Since May 10, California Governor Gavin Newsom has declared a state of emergency linked to drought in more than 40 counties. Conditions in Butte County, where Lake Oroville is located, are already seen as "extreme," the highest level.

And the situation, exacerbated by the effects of climate change across the western United States, is not expected to improve before the rains return in five or six months.

Yarbrough said that in 2019, which he called a 'good year’, the water level reached the trees on the edge of the dam, meaning it was about 50 meters (165 feet) higher than usual.

Residents of the area told AFP, they had never seen dry conditions like this before.

Many of them recalled how in 2017, they had to evacuate because torrential rains had prompted authorities to fear that the dam would break under the pressure. Not even five years later, the situation has shifted dramatically.

California already in throes of drought as summer looms

Police and federal investigators on Thursday sought to determine why a Northern California transit employee opened fire on his co-workers a day earlier, killing nine people, in the latest mass shooting in the United States.

Local authorities have declined to speculate on a motive for the shooting rampage, saying their work at the scene could take several days, assisted by the FBI and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

The gunfire erupted at about 6:30 a.m. Pacific time on Wednesday as the workday was beginning at a light-rail maintenance yard in the heart of Silicon Valley. The accused gunman shot himself as police closed in on him minutes after he started firing, according to Santa Clara County Sheriff Laurie Smith.

The attack was the latest of at least nine deadly U.S. mass shootings in the past three months, including a string of attacks at Atlanta-area day spas in mid-March and a rampage days later that killed 10 at a Colorado supermarket.

California Governor Gavin Newsom said at a Wednesday news conference the massacre was a symptom of a larger American problem.

"It begs the damn question, What the hell is going on in the United States of America? What the hell is wrong with us and when are we going to come to grips with this?" Newsom said.

A White House spokeswoman told reporters the shooting was further evidence that the United States was in the grip of an "epidemic of gun violence."

The gunman was found with two semi-automatic handguns and 11 ammunition magazines, although investigators are still trying to determine if the magazines were full, according to Santa Clara County Sheriff's Office spokesman Cian Jackson.

Victims Identified

More than 24 hours after the shooting, officials had not publicly disclosed the name of the gunman. The San Jose Mercury News and other news media identified him as Samuel Cassidy, 57, a maintenance worker at the yard.

Firefighters responded to a fire at a home where the suspect lived at about the same time that the shooting was first reported. A police bomb squad searched the rail yard in San Jose and adjacent buildings after an explosive device was found.

The gunman and the nine victims shot dead were all employees of the transit agency situated near the city's airport. The victims were found in two buildings on the site.

The County of Santa Clara medical examiner-coroner's office identified victims late on Wednesday. All of them appeared to be male, ranging in age between 29 and 63.

He said the death toll could have been worse if not for the quick response by law enforcement.

"What we see in active shooter cases throughout the country is high propensity for these shooters to actually turn the gun on themselves as soon as law enforcement arrive," he told CNN.

The suspected gunman had worked for the transit authority since at least 2012, when he was listed as an "electro-mechanic," and was promoted to "substation maintainer" in 2015, according to records posted by the nonprofit website Transportation California.

His ex-wife, Cecilia Nelms, told the Mercury News on Wednesday that he would rant about his co-workers and bosses and would sometimes lash out at her. He complained about what he saw as unfair work assignments at VTA, she told the paper.

"When he was in a good mood, he was a great guy. When he was mad, he was mad," said Nelms, who was married to Cassidy until 2005.

California, the most populous state in the US, has announced plans to fully reopen its economy on June 15 amid dropping Covid-19 cases and vaccine eligibility expansion.

Beginning on June 15, almost all industry and business sectors may return to usual operations with no capacity limits or physical distancing requirements, according to the updated guidelines unveiled by the California Department of Public Health on Saturday.

There are still limited exceptions for "mega events", characterised by large crowds greater than 5,000 attendees at indoor venues or 10,000 attendees at outdoor events, reports Xinhua news agency.

Public health officials will still recommend sponsors of those events to encourage everyone to get vaccinated when eligible.

Verification of fully vaccinated status or pre-entry negative test result is strongly recommended for all attendees.

"Californians should be proud of the work we`ve done together to get through the worst of this pandemic," said Public Health Officer and Director of the California Department of Public Health Tomas Aragon in a statement.

"Relaxing many of our public health measures is possible because we`ve chosen to get vaccinated against Covid-19, worn masks and kept our distance.

"We urge Californians who are eligible to get vaccinated and continue taking common sense prevention steps so we can keep our forward progress in defeating this virus," Aragon noted.

California was the first in the US to issue a statewide stay-at-home order over a rapid spread of Covid-19 in March last year.

It was once the epicentre of the disease in the country with the highest number of cases and deaths.

The state of around 40 million residents has more than 3.67 million confirmed cases and 61,672 related deaths to date, according to the Department.

Official statistics say more than 35 million vaccine doses have been administered statewide and over 16 million California residents have been fully vaccinated till date.

The corpse flower, technically known as amorphophallus titanium, is a rare plant that takes seven to ten years to bloom and dies within a few days.

Considering it is a rare flower now, with less than 1,000 remaining worldwide, the buzz around the blooming days of this flower is always welcomed by people interested in flowers.

Health authorities in California have said that the most populous US state will not 'implement the CDC guidelines that allow fully vaccinated people to go without a mask in most situations' before June 15.

Last week, the US Centers for Disease Control and Prevention (CDC) declared that it was safe for fully vaccinated people to skip face coverings and social distancing in most situations, following which many states have lifted their mask mandates, reports Xinhua news agency.

California's rules permit people who are fully vaccinated against the coronavirus not to wear a mask outdoors unless they are attending crowded gatherings, but require persons to wear masks indoors unless they are meeting with other inoculated people.

"There's certain areas where masking will and should continue. We'll be watching that list closely with the CDC, but for now we don't have any additions beyond what we've seen with the CDC's guidelines," Ghaly said.

California's decision came amid confusing and seemingly contradictory messages from President Joe Biden, the CDC, Governors, state officials and local officials, who have been under pressure to ease mask restrictions.

Since some supermarket chains including Trader Joe's, Costco and Walmart have dropped the mask requirement for fully vaccinated customers, Ghaly said on Monday these businesses need to align with the current state rules.

One of the worst hit states in the US, California has so far reported 3,665,904 confirmed coronavirus cases and 61,510 deaths.

The state has vaccinated 34,536,581 residents in total.

Giant California condors are a rare species and people consider themselves lucky if they get to see this bird. However, what is rarer is a flock of endangered birds deciding to start a war outside your home.

California condors are rare to find as there are less than 500 left in the US and around 160 are left in the state. A flock of around 15 of them, however, have decided to take over a California woman’s deck.

The condors descended on her mother’s house on May 05 and have since been on the property. Even when these birds do leave the property, they come back in the evening.

"Mom had to run errands and leave the house. Thankfully they didn’t trash it the moment she left but she did return home to 6 circling overhead. Our theory is they go off to do condor things like look for food during the day but they always return for cocktail hour in the evening," Seana tweeted, explaining her theory.

While Seana and her family have no problem with the birds "hanging out" on their property, they just wish the birds would stop destroying the house.

"When I arrived home Monday, I was both amazed and angry at the condors," Cinda Mickols was quoted by the New York Times. "To have that many condors on my house was surreal; they can be destructive and messy. Nature is amazing!"

Labelling it as the ‘Condor mob’, Seana reported that the flock of birds has wrecked the deck, ripped up a spa cover, knocked over plants, damaged screen doors and chewed on every piece of plastic they could find.

In response to Seana’s tweet, US Fish and Wildlife explained that her mother’s "home is located in historical condor habitat where natural food sources occur...unfortunately they sometimes perceive houses and decks as suitable perch locations."

Nature is amazing!" Labelling it as the ‘Condor mob’, Seana reported that the flock of birds has wrecked the deck, ripped up a spa cover, knocked over plants, damaged screen doors and chewed on every piece of plastic they could find. In response to Seana’s tweet, US Fish and Wildlife explained that her mother’s "home is located in historical condor habitat where natural food sources occur...unfortunately they sometimes perceive houses and decks as suitable perch locations." If this happens again, hazing to preclude them from causing damage and habituation is encouraged. This includes using methods that will not harm them such as water hoses, yelling, clapping, shouting or using other preventative measures such as scarecrow sprinklers. — U.S. Fish and Wildlife (@USFWS) May 5, 2021 × "If this happens again, hazing to preclude them from causing damage and habituation is encouraged. This includes using methods that will not harm them such as water hoses, yelling, clapping, shouting or using other preventative measures such as scarecrow sprinklers," the group advised. "We also discourage people from feeding them or trying to touch them. We hope this information helps if you experience this situation again."

One of California's iconic giant sequoia trees was recently found to be still smoldering and smoking in an area of the state devastated by massive wildfires last summer, National Park authorities said Wednesday.

"Scientists and fire crews were surveying the effects from the 2020 Castle Fire in Sequoia National Park, when they observed a still smoldering and smoking giant sequoia tree that appears to be caused from last year's fire," the park service said in a statement.

Experts believe the tree's circumstances are a result of the wildfire that began August 19, 2020 when a spark from a lightning strike grew and spread throughout the region, burning an estimated 270 square miles (700 square kilometers) of forest as of December.

The tree in question is isolated and does not present a danger to its environment or park visitors, according to the park service, but the fact that such obvious fire effects are lingering even months later "demonstrates how dry the park is," Sequoia and Kings Canyon National Parks fire expert Leif Mathiesen said.

"With the low amount of snowfall and rain this year, there may be additional discoveries as spring transitions into summer," he said, warning of finding other trees in potentially similar conditions.

The western United States suffered a particularly brutal fire season in 2020 as they dealt with a chronic drought exacerbated by the effects of climate change, with 33 people dead and more than 6,500 square miles (17,000 square kilometers) burned in California alone.

Authorities fear a repeat this year and have already begun to prepare as the drought continues.

Giant sequoias are the biggest trees in the world and can live up to 3,400 years, according to the National Park Service.

One of the many Republican candidates vying to replace the governor of California in an upcoming vote caused a stir on Tuesday by bringing a bear to his political rally.

John Cox is campaigning on the theme of 'beauty and the beast', the ‘beauty' being current Democratic Governor Gavin Newsom, known for his polished appearance in the state that is home to Hollywood.

Cox has cast himself as the 'beast', who will shake up politics in the most populous US state, where a brown bear features prominently on its flag.

"The beautiful politicians have failed California," Cox said during a rally in Sacramento, the state capital. "We need big, beastly changes to save it. I'll cut taxes, make California more affordable and shake up Sacramento."

For a publicity stunt, Cox brought a Kodiak bear, considered the largest ursine species, to his rally.

The bear, named "Tag," weighs about 1,100 pounds (500 kg) and was born in captivity and trained to appear in films and television series.

Tag displayed a locally appropriate laid-back attitude on Tuesday, content to wait patiently for the end of Cox's speech, munching on snacks given by his trainer or grooming himself with his tongue.

But the use of a bear for political and publicity purposes caused an outcry among animal rights advocates, such as PETA, who said it was "unfortunate and shameful that Tag the Kodiak bear has been exploited in this way."

"Bears need to be left alone, not confined to an open pen on asphalt and wheeled out for events," the NGO said on Twitter, urging "anyone with an ounce of decency to keep wild animals out of their publicity stunts."

A Republican-backed effort to recall Newsom, fueled by his handling of the coronavirus pandemic, has forced a special election that is set to be held later this year.

California allows voters to hold a referendum on replacing its governor if they can gather the signatures of 12 per cent of previous voters, which the campaign succeeded in doing.

An overcrowded smuggling boat capsized on Sunday off the California coast after crashing into the shoreline, killing three people and leaving 27 people hospitalised with a range of injuries, authorities said.

The accident happened on Sunday morning off San Diego, with all aboard the 40-foot (12 meters) vessel jumping into the choppy water as it slowly disintegrated, witness video showed.

"It was a smuggling vessel," Jeffery Stephenson of the Customs and Border Protection Public Affairs Office told reporters. "Border Patrol agents are with a man we believe was the operator."

"Smugglers don't care about the people they're exploiting," he said.

"All they care about is profit. They had inadequate safety equipment and obviously this vessel was severely overcrowded."

Those aboard were likely migrants trying to illegally enter the United States, Stephenson said.

The 27 survivors were taken to hospitals with "varying degrees of injuries," said Jose Ysea, a spokesman for the San Diego Fire-Rescue Department.

Emergency responders conducted seven water rescues and one cliff rescue, San Diego Lifeguard Chief James Gartland said.

"This was a mass rescue operation that turned into a mass casualty event," he said.

The accident took place as the United States grapples with huge waves of undocumented migrants arriving at its southern border.

Officials and migrants say the influx was sparked by increased poverty and violence in Central America, as well as President Joe Biden's promise of a more humane policy toward immigrants.

US Customs and Border Protection said on Friday it was stepping up patrols off the San Diego coast over the weekend to disrupt migrant smuggling runs.

"We've seen a dramatic increase in the number of maritime smuggling attempts recently," Chief Patrol Agent Aaron Heitke of the US Border Patrol's San Diego sector was quoted as saying in a statement.

"All of these illegal crossings at sea are inherently dangerous, and we have seen too many turn from risky to tragic as smugglers sacrifice the safety of those on board for the sake of profits."
