Six months ago, soon after the re-election of the BJP in 2019, President Ram Nath Kovind delivered a speech to both houses of Parliament.

During the address, the President said, "My government's 'neighbourhood first' policy is evidence of our approach of according priority to south Asia and countries in the adjoining region'.

Neighbourhood first is the cornerstone of Narendra Modi's foreign policy, but neighbours, as we saw, have been extremely critical of India's Citizenship Amendment Act (CAA).

On WION Edit, we discuss what this means and what Delhi should do to address this.&nbsp;

We have seen some reactions on CAA - Pakistan's anti-India propaganda, Bangladesh's narrative war and Afghanistan's sense of hurt.

But there are other countries and groups too. For instance, Sri Lankan Tamil refugees in Tamil Nadu have yet not reacted.

There are nearly 59,000 Sri Lankan Tamil refugees living in over 100 refugee camps in Tamil Nadu. Another 30,000 live outside camps. There is a small section of Bhutanese refugees here and Rohingya Muslims persecuted in Myanmar. They are all over India, from Jammu to Chennai.

The exclusion of Sri Lankan Tamil refugees has provoked criticism in the political circles of Tamil Nadu, but Colombo hasn't spoken.

The local media in Sri Lanka has highlighted the violent protests in India. In Bhutan too, it's a similar story. The government has steered clear of the issue but sections of the media have slammed New Delhi's decision.

Myanmar too is tongue-tied. A recent meeting between Myanmar government and Rohingya groups over restoring citizenship to minorities failed. Given the government's own record, it has wisely remained quiet about India.

On its part, New Delhi is reaching out to all neighbours. As we said Prime Minister Narendra Modi called all heads of state, except Pakistan for new year greetings and a word of reassurance.

The External Affairs Ministry has informed neighbours that the Citizenship Law does not violate the Constitution and more importantly, it is India's internal issue.

That's where the bulk of the challenge lies for the government internally. Bringing all sides together - it's a wise, though belated move.

Under Prime Minister Narendra Modi, India's ties with Bangladesh remained on solid footing until recently.

Five years ago, a landmark boundary agreement was signed. It settled a long-standing border dispute, but recent developments in India&nbsp;following NRC and CAA have created some turbulence in the relationship.&nbsp;

When Bangladesh Prime Minister Sheikh Hasina visited India in October last year - she had a complaint. Hasina blamed India for a sudden spike in the onion prices in Bangladesh.

This candid disclosure didn't worry the Indian government too much. India and Bangladesh have forged a strong relationship in the last five years, but recent developments present a new test for both neighbours.

Bangladesh media has widely covered India's Citizenship Amendment Act (CAA). Bangladeshi citizens are debating India's new law.&nbsp;

Dhaka describes the Citizenship Amendment Act as an internal matter of India. However, there are some who disagree - a professional body of reporters debated the issue at a forum. Some experts in Dhaka see the CAA as a global issue.

Within Bangladesh, there is a growing concern that illegal migrants living in India will be sent back to Dhaka.
The Sheikh Hasina government has tried to allay fears. In December, Bangladesh foreign minister Dr AK Abdul Momen assured&nbsp;the citizens that the Bangladeshis&nbsp;living in India will be repatriated as per the procedure.

Despite the word of assurance, Sheikh Hasina's government is facing pressure from within. Bangladesh is already battling the Rohingya crisis.&nbsp;

Cox's Bazar has turned into the world's largest refugee camp. More than 900 thousand Rohingyas are living there today. People fear that the eviction of illegal residents from India will only make matters worse.

These concerns were perhaps a trigger for Bangladesh to shut down mobile phone services along the border with India. While connectivity was restored, the confidence hasn't.&nbsp;

The activist parents of Champak, the infant, were arrested by police in Varanasi for attending a protest against the Citizenship (Amendment) Act on December 19.

While Ekta's husband is still lodged in jail, she was released on Thursday&nbsp;morning.

After being released, Ekta said it was very tough for her to stay away from her baby girl, who relies on breastfeeding.

"I am meeting my child after 14 days. It was very difficult for me to stay away from my daughter for over two weeks as she is just 14-month-old and relies on breastfeeding. I was really worried about her," she said.

Being asked if she regretted participating in the <a href="https://www.wionews.com/india-news/ravi-shankar-prasad-tears-into-opposition-for-supporting-anti-caa-protests-271380">anti-CAA protest</a>, she said: "We have realised that our protest was right. The government must answer questions raised against the CAA and NRC. It was our effort to improve the future of 1,000 children like Champak."

Meanwhile, Champak's grandmother lambasted the central and state government over the alleged crackdown on anti-CAA stir protesters and said: "The leaders who do not have their own families, can they understand the pain of those who have it? They will not rule for more days. No citizen is happy with them."

"The BJP government has shown such inhumanity to suppress the civil demonstrations that a small child has been separated from the parents," Gandhi had tweeted in Hindi.

The grandparents of Champak had said that the child's health is getting deteriorated as she has been living away from her parents.

The Congress leader had also said that it is the "moral duty of the government to allow the innocent mother of this child to go home."

Prohibitory orders to prevail in Sambhal till January 31

Can Priyanka Gandhi Vadra make a difference to Congress Party in Uttar Pradesh? Going by the value of her party in the state, it looks like an impossible task. Congress does not have workers, regional leaders, cadre and a proper cause which can bring different communities together during an election.

Congress has a depleted vote bank and fractured leadership which is divided into different factions. The present support which Congress lent to CAA may get temporary publicity, but the cause may not help it electorally for the simple reason that Muslims may decide to vote for Samajwadi Party (SP) once again during assembly elections. On the other hand, Congress will have to deal with BJP which might gain because of reverse polarisation.

Priyanka’s own late campaign during Lok Sabha elections was a political disaster in 2019. Her entry instead of delivering a hit, turned into a colossal flop. Congress even lost Amethi, a bastion of the Gandhi family. Technically, Priyanka Gandhi has inherited nothing from the Congress Party or her own brother Rahul Gandhi who experimented thrice in Uttar Pradesh.

The point I’m trying to make is that Priyanka Gandhi is virtually starting with scratch. The only thing she today possesses is her conviction and courage which can be lost to prevailing circumstances. Nonetheless, Priyanka has made all the right noises after Lok Sabha debacle that too on her own strength. The credit must be given to Priyanka Gandhi that she did not give up on Uttar Pradesh.

The state is deeply divided on caste and religion. Even during CAA protest, maximum protests happened near Muslim dominated areas and maximum firepower was used against them. The approach towards Muslims was tough. The message was two-fold.

The first message was that the government stands firm on CAA and will use force if protests do not stop. The message was to BJP’s vote bank that it is the only party which stands between them and an aggressive minority. It is a trap which Priyanka Gandhi needs to avoid.

She will need to pick up an issue which resonates closer to the Congress and not the Left parties and BJP. She needs to ensure that the focus remains on issues and not on her. On Monday, she rightly did not allow her own security became a talking point during the press conference. Priyanka Gandhi cannot be an eye-grabber all the time. Jharkhand and Chhattisgarh have shown that silent campaign, which is less focused on Gandhis, works well.&nbsp;

She will also need to invest herself in the state by staying there for a few days and even weeks. The present leadership of the Congress is such condition that it cannot even get more than 20 MLAs in the assembly today. None of the leaders of the Uttar Pradesh from Congress can today be projected as Chief Ministers.

If Congress Party can allow Priyanka Gandhi another 10 years in Uttar Pradesh, then something might happen. It took BJP 15 years to come back to power. Today, regional parties are getting stronger and BJP and Congress are directly pitted against each other directly in 8 states. In rest of the states, BJP is the number 1 party and Congress is either number 2, number 3 and in some cases even number 3 party. Maharashtra is a case in example. In almost all cases, BJP has either emerged as the principal party or the principal challenger.

So, it is imperative that Priyanka Gandhi should not get mighty impressed with the TV coverage she gets. Rahul Gandhi fell prey to this temporary adulation. The only way she can revive Congress in Uttar Pradesh is by seen continuously engaged on regional issues in Uttar Pradesh.

Rahul Gandhi by the end of 2010 was considered a tourist in the state. Priyanka Gandhi cannot afford to walk down the same path.

Across the world, major leaderless protests have taken place starting from Tahrir using new communication platforms but fundamentally failed to alter the dynamic of the state or electoral politics in the long run. CAA also runs the risk of walking down the same path as the government has 4 more years to go.&nbsp;

CAA protests are unlike the1970s protests which were personally directed towards Indira Gandhi. &nbsp;

Priyanka might succeded if she stays put in the state and focuses on issues which are important for Congress, its leaders and associated interest groups.

Can Priyanka Gandhi Vadra make a difference to Congress Party in Uttar Pradesh? Going by the value of her party in the state, it looks like an impossible task. Congress does not have workers, regional leaders, cadre and a proper cause which can bring different communities together during an election.

She will need to pick up an issue which resonates closer to the Congress and not the Left parties and BJP. She needs to ensure that the focus remains on issues and not on her. On Monday, she rightly did not allow her own security became a talking point during the press conference. Priyanka Gandhi cannot be an eye-grabber all the time. Jharkhand and Chhattisgarh have shown that silent campaign, which is less focused on Gandhis, works well. She will also need to invest herself in the state by staying there for a few days and even weeks. Can Priyanka Gandhi make a difference in Uttar Pradesh?

By Mallika Singh&nbsp;

Mobile internet services were cut off in 21 districts of Uttar Pradesh on Friday and security forces were deployed as precautionary measures to avoid the eruption of fresh protests in the state.

The internet suspension is aimed at curbing fake news in relation to the newly passed Citizenship Amendment Act that seeks to grant Indian citizenship to undocumented religious minorities-namely Hindus, Sikh, Jain, Buddhists, Parsis and Christians from the neighbouring Pakistan, Bangladesh or Afghanistan who moved to the country before the date of December 31, 2014.

Police have been strategically deployed in sensitive areas and law and order situation has been under control after weeks of violence protests told Director General of Police, OP Singh.

"We have suspended internet services in 21 districts. They will be restored as and when the situation demands...law and order situation is absolutely under control," Singh said.

Singh also informed that people indulging in violence are not to be spared citing it as the reason for hundreds of arrests made. &nbsp;

All districts of Uttar Pradesh were put on high alert on Thursday, ahead of Friday prayers in the backdrop of raging protests against the CAA.
"We are not touching innocents and we will not spare people who were involved in it (violence). And that is the reason we have arrested active members of many organisations, whether it is PFI or any other political parties," he said.

Over 19 people have died; 1,110 people have been arrested and 5,558 were taken into preventive custody in connection with violence during the anti-CAA protests across the state.

"The administration is educating people on CAA and we are also monitoring social media," Additional Director General (ADG) Prashant Kumar on Thursday.

The passage of the Citizenship Amendment Act has provoked violent protests throughout India and has gathered high criticism from the national as well as the international community.

The fundamental criticism being faced is that the new Act specifically targets Muslims, making it in violation of Article 14 of the Indian Constitution which enshrines the Fundamental Right to equality.

The Citizenship Act is also being linked to the National Register of Citizens (NRC) which is currently under implementation in Assam and according to Union Home Minister Amit Shah is to be prepared for every state in the country.

Anti-Citizenship Act Protests: Internet suspended in 21 districts, security forces deployed in Uttar Pradesh

This was a year which saw Prime Minister Narendra Modi's star rise to invincible heights - a landslide electoral win, an opposition in shambles and successive diplomatic victories.

After a series of diplomatic successes, India's image has taken a beating after the anti-citizenship law protests. The impatience to get things done could be the problem. There is a risk of crossing the thin line between decisive and dictatorial.&nbsp;

We have had protests before. People with all kinds of motivations, including political ones, have slammed the government in the past too.

But when apolitical people take extreme positions on issues that don't even affect them directly. Then you know that something is amiss.

Public protest and unrest have been the theme of this year. From Hong Kong to Chile to Lebanon and France, the might of the state has been challenged by the people.

But governments do not comment on domestic agitations elsewhere. But when they do, then the so-called internal issues become international ones.

India successfully took the world along on Balakot, Article 370, even on Ayodhya. There was sensitisation of the strategic partners who either backed India or remained quiet. However, the same support could not have been achieved for the Citizenship Act.

Now the CAA is India's law of course, an internal matter, and yet foreign players are stakeholders.&nbsp;

India cannot dismiss critics by calling it an internal issue when three of India's neighbours are directly affected. Bangladesh's foreign and home ministers cancelled a scheduled visit to India and a summit with the Japanese PM had to be postponed.

The United Nations Human Rights Council (UNHRC) called the law discriminatory and followed now the OIC is reviving the Kashmir issue.

The BJP was once hailed as the master of messaging, today it is losing the narrative war. Because taking on a terror state is one thing, but taking on your own people is another.

The government will have to take international partners along. A question mark on India's secular credentials is something that the government can ill-afford.

No call has been taken by The Organisation of Islamic Cooperation (OIC) on if any OIC Foreign ministers meet on Kashmir and India's citizenship amendment law will take place or not, OIC member countries have confirmed.&nbsp;

Over the weekend, reports from the Pakistani press, quoting Pakistani govt sources emerged that said during the Saudi Foreign Minister Prince Faisal bin Farhan Al Saud's Pakistan visit it was agreed that Riyadh can call for an OIC FMs meet on Kashmir/CAA.

While no formal call has been made it doesn't look like an open-ended OIC FMs meet would happen by April 2020, as Pakistani govt sources were claiming. Islamabad could try to form a consensus for OIC Executive Committee Council of FM which includes 4 countries — Saudi Arabia, Gambia, Turkey, UAE. Saudi govt sources have so far said, that they have no information yet on any planned OIC FMs meet.

During Saudi FM's meet with Pakistan FM meet SM Qureshi, "two Foreign Ministers discussed OIC’s role in the advancement of the cause of Kashmir", a Pakistan foreign ministry release said, adding, "The Foreign Minister thanked the Kingdom’s support in OIC Contact Group on Jammu &amp; Kashmir"

The Saudi FM's call on with Pakistani PM Imran Khan also saw Kashmir being raised by the latter. A Pakistani PMO release said, "The enhanced role of the OIC in the context of Jammu &amp; Kashmir dispute was discussed."

While no official reaction has come from India on the developments, Indian govt sources told WION that the Jeddah based organisation has no locus standi &amp; New Delhi's position is clear on it.

Union Minister <a href="https://www.wionews.com/india-news/59-suspected-cases-of-infiltration-in-jk-from-august-to-october-2019-mha-sources-269011">G Kishan Reddy</a> on Monday challenged Congress leader <a href="https://www.wionews.com/india-news/on-its-foundation-day-congress-holds-massive-protest-rally-against-caa-nrc-in-mumbai-270769">Rahul Gandhi</a> for a debate over the Citizenship Amendment Act and National Register of Citizens (NRC) and exuded confidence saying that Gandhi would be defeated even by an ordinary worker of the BJP.

"Anywhere in the country, even our ordinary party worker is ready to debate on this issue and can defeat Rahul Gandhi as he does not have any knowledge about <a href="https://www.wionews.com/india-news/caa-row-muslim-leaders-clerics-to-meet-pm-modi-amit-shah-270594">CAA</a> and NRC," the Minister of State (MoS) for Home said challenging the Congress MP from Wayanad.

Further supporting the Uttar Pradesh government's move of seizing the property of those who participated in violence and arson during the anti-CAA and NRC protests, he said, "The rule to seize the property of rioters is correct and should be implemented all across the country."

Reddy also slammed Congress over the allegations of a lapse in security and manhandling with its general secretary <a href="https://www.wionews.com/india-news/priyanka-gandhi-holds-meeting-with-up-congress-leaders-to-discuss-bharat-bachao-rally-preparations-266589">Priyanka Gandhi Vadra</a> in Uttar Pradesh. He asserted that the Congress' method of time and again raising questions about their leaders' security is not correct. "Security to all the officials and ordinary people of the nation is our responsibility," he said.

Earlier today, days after Vadra alleged breach of protocol by the UP Police in Lucknow, the Central Reserve Police Force (CRPF) said that there was "no breach in security" on their part as she was supposed to visit only Pradesh Congress Committee office according to her tour programme.

"Tour programme of Priyanka Gandhi Vadra, Z+ Category Central Category (CRPF Protectee) to visit Lucknow on 27-28 December was received and communicated to state authorities.

On December 28, the only programme indicated was to visit PCC office for attending Congress foundation function for which ASL had been conducted," said CRPF in a statement.

Even ordinary BJP worker can defeat Rahul Gandhi in debate over CAA, NRC: G Kishan Reddy

Karnataka Chief Minister BS Yediyurappa on Monday said that the <a href="https://www.wionews.com/india-news/citizenship-amendment-act-many-including-historian-ramachandra-guha-detained-269090">Citizenship Amendment Act (CAA)</a> was a humanitarian step for the welfare of the minorities who had to flee from the neighbouring countries due to religious persecution.

The BJP leader added that opposition parties were needlessly creating a controversy over it.

"The CAA is a humanitarian Act, it gives life to those minorities who came to our country. Nobody will be sent out from the 130 crores Indians. Congress and communists are just creating panic in the people," Yediyurappa told reporters here.

Stating that the Act was meant for giving citizenship and not taking it away from any person, he congratulated <a href="https://www.wionews.com/india-news/prime-minister-modi-urges-people-to-take-up-task-to-uplift-poor-270835">Prime Minister Narendra Modi</a> and <a href="https://www.wionews.com/india-news/amit-shah-lauds-crpf-as-bravest-force-in-the-world-270873">Home Minister Amit Shah</a> for taking this step.

"No one was scared when the discussion on the CAA was underway in Lok Sabha and Rajya Sabha. The CAA gives citizenship, it will not snatch the citizenship of anyone. I congratulate our Prime Minister and Home Minister for taking such a bold decision," Yediyurappa said.

"Nobody has applied for citizenship in Bangladesh and Pakistan. On the other hand, many have applied for citizenship in India and our government has already given citizenship to more than 600 people," he added.

Earlier amid <a href="https://www.wionews.com/india-news/no-border-dispute-between-karnataka-and-maharashtra-bjp-leader-basavaraj-ingin-271062">tension between Karnataka and neighbouring Maharashtra</a> over the border issue with protests on both sides, Yediyurappa had on Monday urged people of the state to maintain peace stating that 'not a single piece of land' would be given away.

"As per Mahajan Ayog, it is clear that which part has to be given for Maharashtra and Karnataka. Creating this sort of controversy is not fair. Will not give even a single inch of land. I request all people of the border to maintain peace," Yediyurappa told media reporters here.

Ayodhya District Magistrate Anuj Kumar Jha on Thursday said Section 144, which prohibits an assembly of more than 4 people in an area, will remain in force in the district till February 25.

The decision came amid violent protests in Uttar Pradesh over the amended Citizenship Act, which grants citizenship to Hindus, Sikhs, Jains, Parsis, Buddhists and Christians from Pakistan, Afghanistan and Bangladesh who came to India on or before December 31, 2014.

Under the prohibitory orders, people will have to take the permission of the administration for organising any programme in Ayodhya.&nbsp;

Uttar Pradesh police on Wednesday <a href="https://www.wionews.com/india-news/up-police-beef-up-security-in-ayodhya-270256">beefed up security in the temple town of Ayodhya</a> and kept a tab on the movement of suspicious vehicles crossing through the city.

According to Circle Officer (CO) Amar Singh, security was beefed up in the city and the vehicles passing through Ayodhya were being checked.

"Routine checking is done with the same approach. Apart from that, the police is also interrogating suspicious people. Back seats of the vehicles are also being checked," Singh said.

He added, "There is no specific inputs as of now. Checking is being carried out from every point of view."

A Delhi court will on January 7 hear the bail petition filed by fifteen accused who were arrested after a protest against the newly amended citizenship law in Darya Ganj area turned violent last week.

The court was slated to pronounce the verdict today but later sought clarification in the case and posted the matter to next year.

The court has directed the Delhi Police`s Investigating officer (IO) to examine the aspect of the CCTV footage and produce its grabs.

It has also directed the police to verify the address of the accused by the next date of hearing. During the course of hearing on the bail petition earlier today, the Additional Public Prosecutor (APP) said that the accused hatched a "criminal conspiracy" and in its pursuance, a car was put to fire, stones were pelted, barricades were broken and police officers were assaulted.

"A car was put to fire outside the office of Deputy Commissioner of Police. Also, video footage&nbsp;has surfaced which are being analyzed minutely," the prosecutor told the court.

Countering his contentions, advocate Siddharth Agrawal, told the court that the case under Section 436 of the Indian Penal Code, which pertains to the "mischief done with an intent to destroy", is not made out against his clients.

The Delhi Police had arrested 15 people and detained 40 on December 20 after police and protestors clashed in the area.

All the 15 accused were then sent to 14-days judicial custody.Initially, six accused moved the court seeking bail.

On their petition, the court had issued a notice to the Delhi Police and slated the matter for hearing to today. The other nine approached the court seeking bail later.&nbsp;

CAA Row: Muslim leaders, clerics to meet PM Modi, Amit Shah

The Narendra Modi government came to the defence of Army Chief General Bipin Rawat on Friday after he drew flak from several quarters over his remarks criticising those leading protests and guiding students to carry out arson and violence.

Speaking to ANI, Union Minister and former Army Chief Gen (Retd.) VK Singh defended the comments made by Bipin Rawat and asked the opposition not to politicise everything.

Singh also said that there was nothing political in asking students to maintain peace while protesting.

"In our great country, the opposition can turn anything into a controversy. Ideal would have been to see the statement into context in which Army Chief has said a particular thing. Ask him what he meant. I don't see any politics in it. If I tell students don't unnecessarily damage property, is it politics? Search your heart and ask this question. Cross-check with Army Chief and in what context he might have said it," he said.

"If I play football, the opposition will say it's politics. If you don't understand the context, go and check with him. If he had given advice to students to not indulge in arson, it's not a bad thing. Don't know what is so wrong in it?" Singh said.

Singh's defence of Gen Rawat came a day after the Army Chief's remarks while addressing an event in the national capital on Thursday.

The opposition alleged that the comments were political in nature and the Army Chief should desist from indulging in politics.

Singh also pointed out that while the BJP and its ministers were trying to remove misconceptions regarding the CAA and NRC, the opposition was still trying to create confusion regarding it.

"I will take you back to the land acquisition bill. All states were consulted, suitable amendment was passed and then myths started circulating and goalposts were changed. It is exactly the same thing that is happening today. We know who is doing it. People are churning lies and I am aghast. We reduced the time period from 11 years to five years (for granting citizenship to minorities from neighbouring countries) it becomes a Hindu -Muslim issue. The way things have been done and the internet is churning out stories, and none of the pseudo-intellectuals and politicians shouting at the pitch of their voice is bothered about the country. They are concerned over their image and awards," the former Army Chief said.

He further said that the country belongs to everyone born here even if their parents were foreigners.

"Where are the doubts? About papers and certificates required, this is a false narrative. I appeal to reasonable people, can't do this with unreasonable people. It pains me. Those who are born in India are Indians and no one can take away their citizenship" he said.
