A car drove at high speed into a group of Belgian carnival performers who were preparing a parade early on Sunday (March 20), killing six people and seriously injuring 10 others, authorities said, saying the incident did not appear to be a militant attack.

"It is too soon to say what the motive of the two drivers was," prosecutor Damien Verheyen told Reuters. He earlier said during a news conference that there was nothing to suggest a terrorist motive.

Police denied media reports the car was involved in a high-speed chase.

The incident occurred in the southern&nbsp;Belgium&nbsp;village of Strepy-Bracquegnies at around 0400 GMT.

Jacques Gobert, mayor of the neighbouring town of La Louviere, said between 150-200 people were gathered to get ready for the annual folklore parade, involving costumes and drums, when the vehicle appeared.

"A vehicle came from behind really quickly and went into the crowd and kept going for some hundred metres," said Gobert.

The two people driving the car, which was later intercepted, were detained. Police said they were local people in their 30s and were not previously known to police.

Belgian towns and villages host many street carnivals around the season of Lent, with the parades in Binche and Alost the most known internationally.

"I turned around and saw a car running into the troop. It came very fast and didn't brake. It continued and it took a girl 100 metres further," he said.

La Louviere mayor Jacques Gobert said there were 150 to 200 people participating in the pre-dawn prologue to two days of festivities.

Amid the Russian invasion of Ukraine, Belgium's Ambassador to India François Delhaye has said that his country has been asking to India to “clearly condemn war by Russia".

Speaking to WION’s Principal Diplomatic Correspondent Sidhant Sibal exclusively, envoy Delhaye said, “We think, given the weight of India, also given its moral weight… any clear condemnation by India will make it clear to President of Russia that he has embarked on an operation which will lead him nowhere.”

India has a close relationship with both Europe and Russia. Earlier this week, Indian PM Modi spoke to both Ukraine and Russian presidents, urging them for direct talks, saying that dialogue is the only way forward.

Asked if a situation in Europe can divert attention from Indo Pacific, the envoy said, "As long as this war will last, and no one knows how long it will last, it will be impossible for Europe to focus what is happening in Asia."

WION: How do you see the situation right now in the aftermath of the Russian invasion of Ukraine?

François Delhaye: What we see is huge human suffering, we have the largest flow of refugees since the Second World War with 2 million refugees. We have seen the destruction of Ukraine, which is huge, and the suffering of people there. This is the first thing we see. The second thing which we see is the direct threat at the border of the EU. We see it as a situation which is unprecedented in nearly 80 years, which is extremely worrying.

WION: How do you see India's role in terms of evolving situation? We have seen what has happened at the UN, considering that India has a close relationship with Europe and Russia.

François Delhaye: We understand India's position. What we have been asking is for India to clearly condemn what is war, and war by Russia. We think given the weight of India, and the moral weight it carries, as India is a non-permanent member of the security council, any clear condemnation of what is happening now will have an enormous impact. It will probably in some way make clear to the President of Russia that he has embarked on an operation which will lead him to nowhere.

WION: Do you think Europe will now be less invested in Indo Pacific, given that war is&nbsp;creating a distraction?

François Delhaye: Yes, no doubt about it. As long as this war will last, and no one knows how long it will last, it will be impossible for Europe to focus on what is happening in Asia. It does not mean that situation in Asia is not a matter of great interest. It is. Challenges which we now see in Asia are important for the future but at the moment, all of Europe's resources are completed focused on what is happening at our doorstep.

The decision is part of the coalition government’s series of labour market reforms that will also give workers the right to turn off work devices and ignore work-related messages after hours without fear of reprisal.

"We have experienced two difficult years. With this agreement, we set a beacon for an economy that is more innovative, sustainable and digital. The aim is to be able to make people and businesses stronger," Belgian Prime Minister Alexander de Croo told a press conference announcing the reform package.

The new measures would allow employees to work up to 38 hours over four days instead of five in order to enhance the quality of life of Belgians and offer them a better work-life balance.

The new laws also allow workers to clock in higher number of working hours in a week to have a lighter consecutive week.

The proposed rules are currently in the draft format and need to be cleared by the parliament.

From next Friday, nightclubs will be allowed to reopen, bars will be able to extend their hours beyond the current limit of midnight and end curbs on the number of customers per table and concerts will be possible with a standing audience.

Indoor access will still be largely based on a COVID pass, showing vaccination or a recent test or recovery from infection. Limits, from 70% to full capacity, will be based on the activity and the degree of ventilation.

The decision to reverse the government's closure order came after a complaint was lodged by a theatre producer in the capital.&nbsp;

Cinemas and other venues including bowling alleys and casinos were not included -- but the authorities are facing similar challenges that could see more locations allowed to reopen in the coming days.&nbsp;

Several prominent theatres and cinemas had decided to remain open in defiance of the measure.

A Belgian couple has grabbed headlines after they named their 11 children based on different variations of the same four English alphabets – A, E, L, and X.

Gwenny Blanckaert and Marino Vaneeno named their children— Alex (13), Axel (12), Xela (11), Lexa (10), Xael (9), Xeal (8), Exla (5), Leax (4), Xale (2), Elax (1) and Alxe (6 months).

The family of seven girls and four boys is also expecting baby number 12 – a boy – in April next year.

Gwenny, 32, revealed that the tradition began with the birth of their second child.

“My elder eldest son’s name is Alex, after Marino's stepfather because it was a beautiful name,” she told HLN, a Dutch news portal.

Germany and Belgium join a list of other countries that have been facing floods and extreme weather events. In the past one month, there were floods in China, extreme heatwaves in northwest America&nbsp;and forest fires in Russia, Greece, Turkey and the US.&nbsp;

The report, compiled by 39 scientists, used meteorological measurements, high-resolution computer models and peer-reviewed research methods. It compared the frequency of extreme rainfall that occurred in Germany, Belgium and the Netherlands in today’s heated climate with the frequency expected in a world where there had been no human-caused climate change.

It found the climate crisis has made extreme rainfall between 1.2 and nine times more likely to happen and that such downpours in the region are now 3% to 19% more intense.

Over 222 people were killed in flooding in Germany and Belgium.

On August 9, the IPCC came out with a damning assessment on global warming, saying that extreme heatwaves, droughts, and flooding, are going to be more pronounced in this decade.

The 3,000-plus-page report said global warming is already accelerating sea-level rise and worsening extremes such as heatwaves, droughts, floods and storms. Tropical cyclones are getting stronger and wetter, while Arctic sea ice is dwindling in the summer and permafrost is thawing.

All of these trends will get worse, the report said.
