Ukraine's president Volodymyr Zelensky on Friday accused Russian forces of resorting to "nuclear terror" and attempting to "repeat" the Chernobyl disaster after invading Russian forces attacked a nuclear power plant.

As Europe's largest nuclear plant caught fire after it was shelled, he urged world leaders to wake up and act before Europe dies "from a nuclear disaster".

"No country other than Russia has ever fired on nuclear power units," he said in a video message released by his office. "This is the first time in our history. In the history of mankind. The terrorist state now resorted to nuclear terror."

The nuclear power plant in Zaporizhzhia supplies 40 per cent of Ukraine's nuclear energy and houses six of the country's 15 reactors.

Kyiv says the fire started after Russian troops fired on the facility.

"These are tanks equipped with thermal imagers, so they know where they are shooting," said Zelensky.

However, the station's "essential" equipment was not affected and radiation levels were normal, local officials told the UN's atomic watchdog.

Earlier Ukrainian emergency services in a Facebook post had said that "the invaders are not authorising Ukrainian public rescue units to begin extinguishing the fire."

They were eventually able to gain access.

"As of 05:20 at the Zaporizhzhia NPP in Energodar, State Emergency Service units went to put out the fire in the training building," the state emergency services wrote on Facebook, noting that 40 people and 10 vehicles were involved in the operation.

Since Russia invaded Ukraine last week and began bombarding cities with shells and missiles, Ukraine's nuclear facilities have become a major concern.

"If there is an explosion, it is the end of everything. The end of Europe," Zelensky said. "Only immediate European action can stop Russian troops."

The EU's official journal said on Wednesday that seven Russian banks will no longer be part of the SWIFT network. The move is the result of sanctions over Russia's invasion of Ukraine.

SWIFT has also notified that they will be complying with the EU's instructions.

"To this end, in compliance with the legal instruction in EU Council Regulation (EU) 2022/345 of 1 March 2022, we will disconnect seven designated Russian entities (and their designated Russia based subsidiaries) from the SWIFT network. This Regulation requires us to disconnect the identified entities on 12 March 2022, and we will do so accordingly."

The banks, which have been given 10 days to discontinue SWIFT services, include Russia's second-largest bank, VTB, as well as Bank Otkritie, Novikombank, Promsvyazbank, Bank Rossiya, Sovcombank and VEB.

As a senior EU official explained, the banks on the list were selected based on their connections to the Russian state, with public banks already subject to sanctions following Russia's annexation of Crimea in 2014.

"All these banks that we have listed under SWIFT... they are all based on their connection to the state and the implicit connection to the war effort. We have not gone for a blanket ban across the whole banking system," the official said.

The list does not include Sberbank, Russia's largest lender, and Gazprombank. This is because these companies handle most of the payments for Russian oil and gas, which EU countries are still buying despite the conflict.

The EU official said it was not possible simply to allow energy-related transactions and exclude others as SWIFT was unable to differentiate between types of payments. The official added that these two banks were nevertheless subject to other measures.

On Saturday, the European Union, the United States, Britain, and Canada blocked certain Russian banks from SWIFT, although they did not say which banks would be affected.

There is no clear global rival to SWIFT, a global payments network with over 11,000 members. EU officials said China has established a system, but it remains small, whereas SWIFT is still used for 70 per cent of transfers within Russia despite the existence of a Russian system.

If such systems existed, banks could still transfer funds via workarounds such as faxes and bilateral messaging systems.

Russia-Ukraine Crisis Day 8: SWIFT says will comply with EU instructions, disconnect 7 Russian banks

An overwhelming majority of nations at the UN General Assembly voted on Wednesday to condemn Moscow's invasion of Ukraine by "demanding" Russia "immediately" withdraw from it.

The move is seen as a powerful rebuke to Moscow's invasion.

US President Joe Biden in a statement later Wednesday said that "the world is rejecting Russia’s lies,". "Russia is responsible for the devastating abuses of human rights and the international humanitarian crisis that we are watching unfold in Ukraine in real time."

The resolution "deplores" the invasion of Ukraine and President Vladimir Putin's decision to place nuclear weapons on alert "in the strongest terms".

"They have come to deprive Ukraine of the very right to exist," Ukraine's ambassador Sergiy Kyslytsya told the Assembly ahead of the vote.

"It's already clear that the goal of Russia is not an occupation only. It is genocide."

The text of the resolution has undergone numerous changes over the past couple of days. It no longer "condemns" the invasion as anticipated, but instead "deplores in the strongest terms the Russian Federation's aggression against Ukraine."

The vote, which came as Putin's forces bore down on Kyiv while terrified Ukrainians fled, was touted by diplomats as a bellwether of democracy in an autocratic world.

Olof Skoog, the EU's ambassador to the UN, said the vote was "not just about Ukraine."

"Russia is responsible for the devastating abuses of human rights and the international humanitarian crisis that we are watching unfold in Ukraine in real time." "It's already clear that the goal of Russia is not an occupation only. It is genocide." The text of the resolution has undergone numerous changes over the past couple of days. It no longer "condemns" the invasion as anticipated, but instead "deplores in the strongest terms the Russian Federation's aggression against Ukraine." 'Silence the guns...now', 'world is rejecting Russia’s lies': Here's how world leaders reacted to UNGA vote

US officials warned Wednesday of the "staggering" human toll of Moscow's incursion into Ukraine following the apparent use of cluster bombs and other treaty violating weapons that threaten to escalate further the conflict.

The warning came as Russia reported that 498 of its troops were killed in the assault on ex-Soviet Ukraine, the first official death toll it has released but one that Kyiv says is considerably undercounted.

Despite determined resistance in Ukraine, Russia appears to be stepping up the offensive initiated by President Vladimir Putin seven days earlier -- in defiance of almost all of the international community.

"Today was the hardest, cruellest of the seven days of this war," said Vadym Boychenko, the mayor of the key southeastern port of Mariupol who said Russian forces pummelled the city for hours and were attempting to block civilians from leaving.

"Today they just wanted to destroy us all," he said in a video on Telegram, accusing Russian forces of attacking residential buildings.

Boychenko said the assault damaged more of the city's vital infrastructure, leaving residents without light, water, or heat.

Top US diplomat Antony Blinken warned that the human toll was already "staggering," and that Russia has been attacking places that "aren't military targets."

"Hundreds if not thousands of civilians have been killed or wounded," said the Secretary of State, who will be travelling to eastern Europe next week to rally support for Ukraine and to secure a ceasefire.

The United States on Thursday informed the members of the United Nations Security Council (UNSC) that Russia is finding ways to attack Ukraine, adding that over 150,000 Russian troops manning borders are preparing to attack its neighbour.

Addressing the diplomatic meeting on the Ukraine crisis, US Secretary of State Antony Blinken said that Moscow is on the precipice of launching a war.

“As we meet today, the most immediate threat to peace and security is Russia's looming aggression against Ukraine,” Blinken said.

Blinken said Russia has already “identified and mapped out in detailed plans” targets that it plans to advance on if Moscow decides to launch a military invasion of Ukraine.

Russia hit back at US saying that West was responsible for the ongoing tensions between Russia and Ukraine, adding that it wants a "war” with Moscow.

"The only goal of the West is to organise a war. If this is not the case, then the puppet govt of Ukraine would have been compelled to implement the Minsk agreement a long time ago. Since this is not taking place, we can state that the West wants a war with Russia", it said at UNSC.

The United States has vowed to step up its efforts in the Indo-Pacific region as a push back against China.

The top diplomats of the United States, Australia, Japan and India opened talks in Melbourne Friday on deepening their Quad alliance, hoping to blunt China's expanding power across the Asia-Pacific region.

A new Biden administration strategy for the Indo-Pacific emphasizes not going it alone in dealing with China’s growing influence and ambitions, underscoring the administration’s efforts to strengthen security cooperation and other ties with allies and partners in the region.

"The PRC is combining its economic, diplomatic, military, and technological might as it pursues a sphere of influence in the Indo-Pacific and seeks to become the world's most influential power," it said referring to the People's Republic of China (PRC).

China’s “coercion and aggression spans the globe, but it is most acute in the Indo-Pacific,” the administration declares in the document. It cited economic campaigns pressuring Australia, conflict along China’s Line of Control with India, pressure on Taiwan and “bullying of neighbors in the East and South China Seas.”

"Our collective efforts over the next decade will determine whether the PRC succeeds in transforming the rules and norms that have benefited the Indo-Pacific and the world."

US Secretary of State Antony Blinken said that even though Russia's threat to Ukraine occupies Washington right now, the longer-term issue is China's rising power.

"To my mind, there's little doubt that China's ambition over time is to be the leading military, economic, diplomatic and political power not just in the region but in the world," he told The Australian newspaper.

In a 12-page strategy overview, the Biden administration says its plan includes continued support for the self-defense of Taiwan, which China claims as its territory; deeper military integration with countries in the region to deter China, as with last year’s nuclear-powered submarine agreement with Australia; and expanding efforts against cyber attacks and threats from emerging technology.

In its document, the United States vowed to modernise alliances, strengthen emerging partnerships, and invest in regional organisations. It particularly stressed the importance of "a strong India" as a partner in a positive regional vision.

It said the United States would pursue a "free and open Indo-Pacific ... through a latticework of strong and mutually reinforcing coalitions."

Under an action plan for the next 12-24 months, the document said Washington would "meaningfully expand" its diplomatic presence in Southeast Asia and the Pacific Islands and prioritize key negotiations with Pacific island states that cover access for the US military and which have appeared to stall in the past year.

US responds to Russia's security demands as tensions mount over Ukraine

US Secretary of State Antony Blinken has said that Russia has made plans for aggressive moves against Ukraine.

According to him, ''The plans include efforts to destabilise Ukraine from within as well as large scale military operations.''

Blinken warned Russia that the United States will impose 'high-impact' sanctions if it decides to invade Ukraine.

''We don't know whether President (Vladimir) Putin has made the decision to invade. We do know that he is putting in place the capacity to do so in on short order should he so decide,'' he said.

Meanwhile, NATO Secretary-General Jens Stoltenberg has vowed to provide political and practical support to Ukraine.

''The problem with Russia is that they are not transparent, that they have a very aggressive rhetoric and a track record showing they have used military exercises before as a disguise for aggressive actions against neighbours,'' he said.

He added that US-led military organisation must prepare for the worst as concern mounts that Russia could be preparing to invade Ukraine.

The West has accused Moscow of amassing "tens of thousands of additional combat forces" near Ukraine's border.

Denying aggressive intent in the current crisis, Kremlin said it feared Ukraine was gearing up to try to recapture by force areas controlled by pro-Russian separatists in the Donbass region in the east of the country.

In response, Ukrainian Foreign Minister Dmytro Kuleba said Europe faced a critical moment and Russia was trying to shift the blame onto Ukraine.

''I would like again to officially state that Ukraine does not plan any military offensive in Donbass. This is Russian propaganda nonsense in order to cover up Russia's own preparations for a potential attack,'' he added.

Russia has made plans for aggressive moves against Ukraine, says Blinken

US Secretary of State Antony Blinken has slammed Russia for justifying its troop build near Ukrainian borders by pushing a “false narrative” that it is being threatened by NATO.

He also said that the NATO alliance is prepared to respond forcefully to any Russian aggression.

Blinken made the comments while addressing reporters at the State Department ahead of the meet between diplomats of US and Russian in Europe next week aimed at bringing down the temperature between Russia and the West.

“It (Moscow) claims that Ukraine is threatening Russia. That Ukraine seeks to provoke a conflict. And that the Russian troop build-up and the tanks and heavy artillery are all purely defensive. That’s like the fox saying it had to attack the henhouse because its occupants somehow pose a threat,” Blinken said.

He reminded that Russian had attacked Ukraine in 2014, by blaming Kyiv to be the aggressor and said that Moscow was “simultaneously driving the false narrative that NATO is threatening Russia.”

Blinken alleged that for years, Russia had been working to Ukraine's democratic institutions, interfere in its politics, block energy and commerce and sow mistrust with propaganda and disinformation.

But he sounded optimistic by saying that a diplomatic solution was still possible to achieve a breakthrough in the current scheme of things.

“Next week we’ll reconfirm our readiness to increase transparency, institute new risk-reduction measures and renew efforts to address nuclear and conventional threats to European security,” he said, adding, “But again, it has to be a two-way street.”

US and NATO have repeatedly voiced concerns over Russia’s plan to invade Ukraine—a charge Kremlin vehemently denies.

There have been various reports, citing satellite images, indicating that Russia has amassed thousands of troops near the Ukrainian borders.

Russia has repeatedly maintained that it has been mobilising troops in response to the presence of NATO troops in the neighbouring Ukraine border.
