It witnessed a unique collaboration between the African Union (AU) and the Caribbean Community (Caricom) — with the partnership aiming to create a "united front", urging European nations to acknowledge and address the historical atrocities associated with slavery.

The collaboration between the 55-member AU and the 20-member Caricom as per the Guardian seeks to intensify pressure on European nations. It wants to persuade European Nations, especially those with a history of slave ownership, to recognize and pay for their "historical mass crimes".

Delegates also unveiled plans for a global fund, based in Africa, dedicated to expediting the campaign for reparatory justice.

A preliminary proclamation circulated at the conference outlined the AU's commitment to exploring "litigation options" and collaborating with the United Nations to assess "whether acts of enslavement against Africans constituted serious violations of human rights at the time they were committed".&nbsp;

Speaking at the opening of the summit, Ghana's President's Nana Akufo-Addo emphasised the staggering consequences of slavery. He said, "The entire period of slavery meant that our progress, economically, culturally, and psychologically, was stifled."

"There are legions of stories of families who were torn apart … You cannot quantify the effects of such tragedies, but they need to be recognised," he added.

He also said that the "entire continent of Africa deserves a formal apology from the European nations involved in the slave trade".

Up until G20 Bali summit in 2022, the African Union had been a guest invitee to one of the world’s most powerful geo-economic bodies.&nbsp;

Amid calls for equitable representation for the countries of Global South, the African Union, however, continues to be a guest invitee in other major global organisations, including the World Bank and International Monetary Fund.

"It gives a fresh win to the idea of reformed and inclusive multilateralism. Just as India has actively supported the idea of bringing AU into G20, the world will some day soon recognise that India and Africa's representative states should also be included in the UN Security Council," said Rajiv Bhatia, a former Indian ambassador and Distinguished Fellow at Mumbai-based Gateway House.

But New Delhi's diplomats proved skeptics wrong by preceding the adoption of New Delhi leaders' declaration with African Union's inclusion in the G20.&nbsp;

Experts say that China did not want to be a spoilsport just for the sake of it, and that while credit goes to India for pulling through African Union's successful inclusion, the unanimity of the decision implies that China also assented to the bloc's admission into G20.

"With other countries accepting most of the logic of what India was proposing, China would have been termed as a spoiler," Harsh Pant, the Vice President of Studies and Foreign Policy at New Delhi-headquartered Observer Research Foundation (ORF) told <a href="https://www.wionews.com/india-news/g20-china-agrees-to-delhi-declaration-what-does-it-mean-634379">WION's Heena Sharma on September 10</a>.&nbsp;

"I don't think China wanted to be out of the tent simply for the sake of it," he added.&nbsp;

According to Rajiv Bhatia, who also&nbsp;served as Director General of the Indian Council of World Affairs (ICWA) from 2012–2015, if it wasn't for India, the initiative to include African Union in G20 would have fallen flat.&nbsp;

"The credit would nevertheless go to India because India started the entire process and carried it forward till the end. And therefore, you know, Africans fruitfully appreciate that without India's and Prime Minister Modi's steadfast support, the initiative would have fallen flat as it did last year during Indonesia's presidency." he said.

"So now there is a big chance for the next two presidencies; Brazil and South Africa to build on this development and ensure that Africa's key concerns are built into G20 agenda," Bhatia added.

The African Union was made a permanent member of the world’s richest and most powerful countries, G20, in New Delhi, on Saturday (September 9). The move will allow the continent to make “its effective contribution” in helping the world meet global challenges, said the AU Commission head Moussa Faki Mahamat.&nbsp;

<h2>AU joins G20</h2>

At its full strength, the AU has 55 members and accounts for a GDP of $3 trillion with some 1.4 billion people. However, six military-ruled nations are currently suspended. Its previous designation at the summit was “invited international organisation”.&nbsp;

G20 previously comprised 19 countries and the European Union which account for 85 per cent of the global GDP and two-thirds of the world’s population.&nbsp;

<a href="https://www.wionews.com/world/g20-summit-modi-helms-expansion-of-g20-with-african-union-as-permanent-member-633985">Indian Prime Minister Narendra Modi,</a> invited the AU, represented by Chairperson Azali Assoumani, to take a seat at the table of G20 leaders as a permanent member. He later took to X, formerly known as Twitter, and said, “Honoured to welcome the African Union as a permanent member of the G20 Family. This will strengthen the G20 and also strengthen the voice of the Global South.”

African Union Commission (AUC) chairperson Moussa Faki Mahamat also took to X and said, “I welcome the African Union’s entry into the G20 as full member. This membership, for which we have long been advocating, will provide a propitious framework for amplifying advocacy in favor of the Continent and its effective contribution to meeting global challenges.”&nbsp;

South African President Cyril Ramaphosa took to X and said, “We are delighted that the G20 has accepted the African Union as a member of the G20. Global reconstruction in the wake of the COVID-19 pandemic presents a unique opportunity to accelerate the transition to low-carbon, climate resilient, sustainable societies.”&nbsp;

He added, “Developing economies are bearing the brunt of climate change, despite carrying the least responsibility for this crisis…South Africa calls for an enhanced and expanded Global Partnership for Sustainable Development.”&nbsp;

<h2>Nigeria</h2>

“As a continent, we look forward to further advancing our aspirations on the global stage using the G20 platform,” said Nigerian President Bola Ahmed Tinubu, who is at the summit, on X.&nbsp;

<h2>Kenya&nbsp;</h2>

Kenyan President William Ruto said that AU’s entry into the G20 will “give African interests and perspectives voice and visibility in this important body”. He added, “With Africa poised to grow in the coming years, a seat will allow it to shape the decisions of G20 to ensure the continent’s interests are advanced.”&nbsp;

<h2>European Union&nbsp;</h2>

EU President Ursula von der Leyen, along similar lines, stressed the need for technology and finance to address climate change and its effects in the region. Welcoming AU’s inclusion in the G20 she said, “As we address issues that concern African profoundly, it is a pleasure to welcome the African Union as a new member of the G20.”&nbsp;

G20 countries account for 80 per cent of greenhouse gases as opposed to the less than four per cent emissions by Africa but “it is among the most affected by climate change,” said the EU president.&nbsp;

“The EU and Africa are partnering to address the continent’s priorities,” said von der Leyen, on X. She listed “ensuring food security, securing the means to fight climate change, and attracting investments,” as the priorities and said, “The G20 has much to win from a strong African voice.”

African Union suspended the membership of Gabon on Thursday (August 31), one day after President Ali Bongo was ousted by military officers. 
 
The African Union's Peace and Security Council&nbsp;had earlier strongly condemned the coup and stated that they have decided to "immediately suspend" Gabon until the constitutional order is restored in the country. 
 
Taking to X, the African Union said that it “strongly condemns the military takeover of power in the Republic of Gabon, which ousted President Ali Bongo on 30 August 2023”. It “decides to immediately suspend the participation of Gabon in all activities of the AU, its organs and institutions until the restoration of constitutional order in the country,” read the post. 
 
With this step, Gabon, which is already not a part of the influential bloc of West African nations ECOWAS, has also lost the economic cushion of the African Union. 
 
Head of the African Union Commission, Moussa Faki Mahamat, had earlier appealed to the Gabonese army and security forces “to guarantee the physical integrity” of Bongo, who was placed under house arrest.

"The Bongos found that Ali Bongo had to be put aside to be able to properly pursue the Bongo system. Oligui Nguema is an underling. Behind him, it's the Bongo clan keeping hold of power," he stated, appealing for international help to restore order.

Ahead of the G20 summit that India will be hosting, Harsh Vardhan Shringla, Chief Coordinator of India's G20 Presidency, has reiterated New Delhi's steadfast commitment to inclusive global governance and its unwavering support for the Global South. Speaking to our diplomatic correspondent Sidhant Sibal, Shringla articulated India's perspective on the presence of the African Union at the G20 grouping, emphasizing that, "In the realm of global governance, it's imperative that international organisations represent the realities of the 21st century." He further highlighted, saying, "The Prime Minister's proposal to G20 leaders to include the African Union as a permanent invitation in the G20 process is only reflective of our own position. We do believe that the African Union with its 54 members, with tremendous potential for the future, has to be a part of any international governance process, starting with an influential grouping like the G20." India's commitment to the Global South was another key aspect of Shringla's address. He underlined, "India has always given high importance to our partners in the Global South." To ensure that the voices and concerns of these nations are heard and integrated into global deliberations, India organised the voice of the Global South Summit earlier this year. Shringla spoke about the importance of this initiative, particularly in light of the challenges posed by the post-COVID-19 pandemic world and the current geopolitical tensions. "It enabled us to understand the concerns that were there within the global South, which were quite considerable," he stated. Turning the spotlight onto India's G20 Presidency, Shringla talked about an array of initiatives. These encompassed a global family philosophy, "vasudhaiva kutumbakam," an emphasis on promoting millets, advocating for sustainable lifestyles, reducing disaster risks, nurturing startups through "startup 20," fostering cybersecurity collaboration, and supporting chief scientists. Shringla expressed confidence that these contributions would leave a lasting legacy, asserting, "I think it will indeed be a legacy that will benefit all of mankind." Here's the full interview: WION: India is getting ready to host the mega summit, what kind of preparations are underway? Harsh Vardhan Shringla: If you are not seeing me very perturbed, it's because preparations for the G20 Summit started well, earlier, probably one and a half years earlier. We were already looking at many of the logistical and other aspects relating to the summit. So how do you organize a successful summit? We have to keep in mind that we have never been president of the G20. Before is the first time in our history that we would receive such a large number of heads of state and government of such important and influential global players. So, how do we prepare for that situation, how do we prepare to ensure that the arrangements for such a critical event are not only conducive but in the best possible manner? So these arrangements, as I said, have been made well on time. Right now we're looking at some of the finishing touches. There is has also been a great deal of coordination. It's been a whole of government approach. In many senses, it's involved the whole of-society approach. We've got, we've been fortunate to get guidance from the Prime Minister himself. Many of the ministers have been very directly hands-on, External Affairs Minister has taken a very active role. We have a coordination committee headed by the principal secretary. And as you saw, we had the ninth meeting of the Coordination Committee, which includes all the important players in that process, the NSA, the cabinet secretary, all the important secretaries are part of the process. So there's a great deal of coordination on what is done, and so whichever different aspect, or agency of the government is involved, they are co-opted into this process. And so when it comes to decision making, an implementation of those decisions, it's a very well coordinated process. And so I think we are well placed today, as the summit will take place in less than a week's time from now. I think we are very confident that we have the means to achieve a very, very successful, sort of impeccable as the Prime Minister describes an impeccable and uniquely Indian presidency and Summit. WION: So when it comes to participation, we have seen reports many leaders have confirmed that, Russian president is not coming because he's preoccupied, I would say to use the term. There are reports on China as well. Do you think the absence of two countries will make the grouping G18? What's your view about it? Harsh Vardhan Shringla: No, I'm not aware of, you know, the exact let's say attendance in terms of leaders. That's done by the protocol and others who deal with it. But the important thing is that we expect a very large number of leaders of the G20 process, every country will be represented officially at the G20. And we will have not only as I said our G 20. partners, we will also have invited countries that have been, that we have extended invitations specially to attend the G 20. We will also have the heads of international and regional organizations like the UN, IMF, World Bank, ASEAN the African Union, so it will be a very broadly representative group and I can assure you that every organization, and every country will be represented. WION: Sir, you mentioned what African Union, now this is looking like a big substantive outcome from India's presidency. How do you see India's focus essentially being putting Africa at the high table, where we have seen at various organizations, including the UNSC the absence of Africa? Harsh Vardhan Shringla: Well, we've always maintained that for global governance, and for for international organizations to be successful in fulfilling their mandate. They must be broadly representative of the realities of the 21st century. And certainly, when we have maintained that position, I think it is important for us to also be able to practice it when possible. And so the Prime Minister's proposal to G 20 leaders to include the African Union as a permanent invitation in the G 20 process, I think is only reflective of our own position that has remained consistent over the years. And we do believe that the African Union with its 54 members, with tremendous potential for the future has to be a part of any international governance process, starting with an influential grouping like the G20. WION: So you must be part of so many conversations all throughout the year, what kind of conversation took place? There must be consensus on several topics India must propose. There must be some challenges as well if you can talk about if you can sum it up, how difficult these conversations are. Harsh Vardhan Shringla: Well, I think the G 20 Sherpa has already spoken on this issue. He is leading the negotiation process. For any process that involves consensus, it means that every member within that group has to agree to any initiative that is taken. And from that perspective, I think any negotiating process will have its own challenges. But I think from that perspective, I also understand that we have had a singular success in terms of the outreach and in terms of the ability to garner the necessary support for the document which is really the outcome of negotiations and discussions and deliberations over almost a year. WION: And are you hopeful of a joint statement... Harsh Vardhan Shringla: I see absolutely no reason to speculate on that. I think we will definitely have an outcome document. And we have, as I said, had excellent discussions over the course of the last nine or 10 months with our G 20 partners, there are a lot of substantive outcomes that are there in that document. Essentially, the world is looking at the G20 to provide solutions to global challenges under India's presidency and the G20 is one of the few groupings that can contribute in a very concrete manner to towards global, macro economic and financial stability. So the G 20 has to rise up to the task and I have no doubt that each and every one of the G 20 member states understands this, and understands the importance of the G 20 providing a strong and coherent message to the rest of the world in alleviating the global situation and contributing to that process. WION: Global South is another topic that India has been focusing on. How does India bring the voice of the global south at this high table? How does the summit on Global South feed into India's presidency and the summit, which India will be hosting next few days? Harsh Vardhan Shringla: So, India has always I think, given high importance to our partners in the Global South. It is in that context that the Prime Minister reached out to leaders of the developing world and 125 countries joined us in what we call the voice of Global South Summit. And this was held well before we took on our presidency or before we took on our presidency so that we could get the views, concerns and expectations of our partners in the global south and factor those in, internalize those in our deliberations under our G-20 presidency. And I think that was a very useful exercise because it enabled us to understand the concerns that were there within the global South, which were quite considerable, as you can imagine, in today's situation, which is post the COVID-19 pandemic in the context of the current geopolitical tensions that prevail, developing countries are feeling the brunt of any of those situations. And they clearly had their own concerns which they voiced to us. And if you look at our broad priorities under the presidency, whether it is the process of providing momentum to the SDG process, whether it is in terms of encouraging digital transformations through digital public infrastructure, whether it's strengthening multilateral development banks, whether it is in fostering accelerated sustainable and inclusive growth, or whether it is in terms of, you know, a green development pact in terms of the lifestyle for environment, in terms of circular economy, in terms of energy transitions, and women-led development, I think these are the priorities that ready are those of the of the Global South. And so that imprint I think, will be very strong. And I think undoubtedly, when we have an outcome, it would be very clear that the G 20 members, whether developed countries or the largest emerging economies have all been one mind that we must work towards the global common good and the G 20 must contribute towards a human-centric globalization. WION: So India has also invited nine countries. These are countries like UAE Singapore, their African countries, as well. I think this is the first time that so many African countries will be present at the high table. So if you can give perhaps a rationale or an idea on it.. Harsh Vardhan Shringla: In every country, the host has the prerogative to invite a certain number of countries. Have focused on some of our partners, We have Bangladesh from our neighbourhood, we have Mauritius, another neighbour of ours in the Indian Ocean, and we have, as you say largest representation from Africa, Egypt, Comoros, South Africa, Mauritius well represented in our Presidency. We've also included, you know, some of our partners from the Gulf, UAE and Oman. And we've also included the ADB, the International Solar Alliance and the Coalition for Disaster Resilient Infrastructure as international and regional organizations. And I think from that perspective, our presidency has been as inclusive as possible. We've tried to include as many countries in that process. We've also tried to include countries that are not part of the G20 process in our meetings. So wherever a country could contribute to a certain issue that was under discussion, we invited that country, had an interest we invited them. We've invited all of our immediate neighbours in many of our meetings. So from that perspective, I think we have tried to make our presidency both representative and inclusive. WION: So my last question to you is post the G 20. Summit, How do you see the Indian imprint on global governance and global architecture which is now shaping up very fast? Harsh Vardhan Shringla: Well, if you look at our theme, "vasudhaiva kutumbakam", it is a philosophy that has always been part of India's engagement to the wider world. And today's context, I think, we are putting it in a manner that is very, very relevant to the world we see today. How can we work collaboratively to create a new global order that reflects the concept of one earth one family one future, unless we work together we are not going to have a future that will be you know, one that we would like to see for our children and grandchildren and future generations. So our appeal to not only our G 20 partners, but the rest of the world is that follow our example of working for the global common good with during COVID, whether it's in the post-COVID period, how can we work to use our experience our achievements, you know, to help other countries to create a world order that is that is based on greater cooperation, and one that I think takes into account the serious concerns of the developing world, the Global South. And I think that is the imprint that we would certainly leave behind in the G 20. And that imprint, which we have, I think created will also be carried forward by many of our partners, whether it's Brazil or South Africa, and no doubt that legacy will be there to stay. India's initiatives on the global high table, whether it is the concept of "vasudhaiva kutumbakam", the larger philosophy, whether it's in the concept of millets, whether it's in the concept of lifestyle for Environment and Sustainable Development, whether it is in the concept of disaster relief reduction, or startup 20 or even collaboration on the cybersecurity, or chief scientists, etc. whatever contributions were made in this endeavour will remain and will continue. Ahead of G20 summit, Shringla emphasises on Global South focus, African Union inclusion

The African Union (AU) has suspended Niger from the bloc with immediate effect in response to the coup ousting President Mohamed Bazoum’s government.

The Peace and Security Council said that Niger would remain suspended until civilian rule is restored in the country.

The council announced the decision on Tuesday (Aug 22) following a meeting in the Ethiopian capital of Addis Ababa.

It comes after several Western countries cut aid to Niger following the July 26 coup. The Economic Community of West African States (ECOWAS) also imposed sanctions and last week, agreed on a “D-day” to begin a military intervention.

ECOWAS said the use of force would be the “last resort” after exhausting diplomatic channels for negotiation.

It agreed to activate a "standby force" as a last resort to restore democracy in Niger.

On Monday, it rejected a proposal by Niger’s military government to hold elections within three years.

<h2>Don't legitimise Niger's military government&nbsp;</h2>

The AU said it was reviewing ECOWAS’s plan of military intervention and called on all of its member states and the international community to not undertake any action to legitimise Niger’s military government.

“We are studying the ECOWAS decision to prepare forces for deployment in Niger, and the African Commission will evaluate its repercussions,” the statement said.

“We strongly reject any external interference by any party or country in the affairs of the continent, including private military companies.”

The AU also reiterated calls for the coup leaders to immediately release elected President Mohamed Bazoum, who has been detained since the coup, and return to their barracks.

<h2>Mali, Burkina Faso extend support to Niger&nbsp;</h2>

As the prospect of the use of force by the ECOWAS looms large, Mali and Burkina Faso—both ruled by the military junta— have pledged support to Niger, saying that any military intervention in their neighbour would be considered a "declaration of war" against their countries.

This is the fifth time Niger has fallen under military rule since the landlocked state gained independence from France in 1960.

In 2021, Bazoum won a landmark election, paving the way to the country's first peaceful transition of power.

He has been held with his family at the president's official residence since the coup, with growing international concern over his conditions in detention.

The head of Niger's presidential guard, General Abdourahamane Tiani, on Friday, appeared on state television to declare himself the country's new leader.&nbsp;

He further defended the military coup, reiterating that the soldiers in the country had acted to safeguard national security.

On Wednesday, the guard detained President Mohamed Bazoum in the presidential palace. Later, a group of officers appeared on state television and said that they had thrown Bazoum out of power.

The AU's Peace and Security Council, in a communique after a meeting on the coup on Friday, demanded, "military personnel to immediately and unconditionally return to their barracks and restore constitutional authority, within a maximum period of fifteen (15) days."

It condemned&nbsp;in the "strongest terms possible" the act to overthrow the elected government and also expressed deep concern over the "alarming resurgence" of military coups in Africa.

The European Union's diplomatic chief Josep Borrell on Saturday released a statement saying that the coalition would not recognise the putschists and further made the announcement of the suspension of security cooperation with Niger.

"The European Union does not recognise and will not recognise the authorities from the putsch in Niger," Borrell said in a statement.

"All cooperation in the security field is suspended indefinitely with immediate effect" in addition to the end to budgetary aid, he added.

Bazoum "remains the only legitimate president of Niger", the statement said, further calling for his immediate release and holding the coup leaders to account for the safety of him and his family.

Borrell said the EU was ready to back future decisions taken by West Africa's regional bloc, "including the adoption of sanctions".

Nigerian President Bola Tinubu released a statement saying that the leaders from the Economic Community of West African States will meet on Sunday in Abuja to have a discussion on the coup.

French President Emmanuel Macron will chair a defence meeting on the coup on Saturday, the presidency said.

United States Secretary of State Antony Blinken extended steadfast support to Niger's ousted leader Mohamed Bazoum from Washington, and gave a warning to those detaining him that "hundreds of millions of dollars of assistance" was at risk, said the State Department on Friday (July 28).

Blinken called Bazoum for the second time in a few days to offer America's "unflagging support" after the leader was detained in a military coup, said department spokesman Matt Miller in a statement.

In another call to former Nigerien president Mahamadou Issoufou, Blinken expressed concern over the ongoing detention of Bazoum and that "negotiations to ensure constitutional order in Niger were at an impasse."

He said to Issoufou that he "regretted that those detaining Bazoum were threatening years of successful co-operation and hundreds of millions of dollars of assistance" to Niamey, and asked Issoufou to continue working on behalf of Bazoum, Miller said.

<h2>Niger coup condemned&nbsp;</h2>

The country's former colonial power, France and the West African regional bloc ECOWAS called for the immediate release of Niger President Mohamed Bazoum. They further urged for a return to constitutional order.&nbsp;

French President Emmanuel Macron said he was all set to support sanctions against the perpetrators of the "dangerous" coup after his foreign minister said the power grab did not appear to be definitive.

"This coup d'etat is completely illegitimate," Macron told a news conference in Papua New Guinea.

Russian Foreign Minister Sergei Lavrov also said that constitutional order should be restored.

United States Vice President Kamala Harris said that the cooperation with Niger's government was fortuitous on its "continued commitment to democratic standards".

A spokesperson for the US-UN mission released a statement saying that the United States also backs taking action at the United Nations Security Council to de-escalate the situation in Niger.

"We will be ready to provide Burkina Faso, Zimbabwe, Mali, Somalia, Central African Republic and Eritrea with 25-50,000 tonnes of free grain each in the next 3-4 months," Putin said, adding, Moscow would also provide free delivery of these products to consumers. Poorest nations 'screwed over' by West: Putin During the summit, Putin said that more than 70 per cent of Ukrainian grain exported had gone to high or above-average-income countries, including the European Union (EU), and the poorest countries were "screwed over" and received less than 3% of the shipments. The Russian president added that Western sanctions even prevented his administration from supplying free fertiliser to poor countries. "A paradoxical picture is emerging. On the one hand, Western countries are obstructing supplies of our grain and fertilisers, while on the other they hypocritically blame us for the current crisis situation on the world food market," Putin further said.
