Independence Day speech: PM Modi announces Chief of Defence Staff post

Prime Minister Narendra Modi on Thursday said with the abrogation of Article 370 and 35A in Jammu and Kashmir, the dream of "One Nation, One Constitution" has been realised, as he lashed out at the opposition speaking against the move, asking if they felt it was so necessary why didn't they make it permanent in the past 70 years.

Here are the highlights of PM Modi's Independence Day speech "We do not believe in creating problems or prolonging them. In less than 70 days of the new Government, Article 370 has become history, and in both Houses of Parliament, 2/3rd of the members supported this step We want to serve Jammu, Kashmir, Ladakh," the PM said. Modi also told the nation that it was essential for his government to establish a Jal Shakti Ministry, as nearly half of the households in the nation do not have piped water connection. "India understands the importance of water conservation and thus, a new ministry for Jal Shakti has been created. Steps have been taken to make the medical sector even more people-friendly," he said. Modi said he has also cracked down on sections of the bureaucracy which sought a delay in implementation of projects and were allegedly involved in graft. "Such officers were told to leave now. Now the nation wants to develop on a fast speed. There is no place for them to obstruct the pace of development," he said, referring to the recent orders issued by his government to forcefully retire officials under various Ministries. On black money and corruption, Modi said his government is continuously striving towards eliminating the menace and extract the money illicitly hoarded by corrupt individuals and firms. Modi also reiterated his vision of "ease of doing business", claiming that his government has been constantly removing obsolete laws which serve no purpose than to embroil entrepreneurs in red tape. "I always ask this question..can we not reduce the interference of Governments in people's lives? Let our people have the freedom to follow their own aspirations. We have abolished a lot of laws," he said. The Prime Minister further added that he would like to move beyond ease of doing business. "The government wants to provide of 'ease of living' to the people," he added. Linking the adverse living standard to the "population explosion", Modi said the need of the hour is to have a greater discussion and awareness on family size. Those who restrict the number of offsprings are actually doing a service to the nation, the PM further said. "Population explosion in the country will create various problems for the coming generations. Those who follow the policy of small family also contribute to the development of the nation, it is also a form of patriotism," he said.

PM Modi's sixth Independence-Day speech: Highlights

Prime Minister Narendra Modi on Thursday said making local products more attractive will boost India's credentials as an export hub and asserted that 'Zero Defect, Zero Effect' — high-quality, eco-friendly products — will be the guiding principle in this process.

Modi also asserted that making India a 5 trillion dollar economy is not difficult if everyone citizen strives for it.

"Time has come to think about how we can boost exports. Every district of India has so much to offer, therefore, there is a need to make local products attractive. This may help in the emergence of export hubs. Our guiding principle is Zero Defect, Zero Effect," said Prime Minister Modi while addressing the nation from the Red Fort on the 73rd Independence Day.

"Why shouldn't we think of becoming an export hub? Every region in India has its own unique products, indigenous handicraft and its own handloom. Why can't we utilise all this to provide India the impetus for becoming an exporting nation?" he asked.

Stressing that world is eager to trade with India, the Prime Minister said, "Today, the government is stable and policy system is predictable. We are putting all efforts to keep prices under check and speed up development. The fundamentals of our economy are strong."

Modi also emphasised on the Centre's mission of making India a 5 trillion dollar economy.

"Everyone is thinking how will we move forward? Who will we develop? To what extent can we develop? Fulfilling the dream of five trillion dollar economy is the answer to it. This target can be achieved if every citizen starts contributing to the nation. It is not difficult if everyone strives for it."

Prime Minister took a jibe at the previous UPA government and said India became a two trillion dollars economy in the last 70 years while one trillion dollars was added in the last five years.

"In the last 70 years we became a two trillion dollar economy, but in the last five years, we added one trillion dollars to the economy. This gives me the confidence of becoming a five trillion dollar economy in the coming years," he said.

My left side got badly injured and I started bleeding profusely, he recalled.

Addressing the nation on 73rd Independence Day, Prime Minister Narendra Modi on Thursday said several crucial legislations were passed within 10 weeks of the formation of his second government, including abrogation of special status to Jammu and Kashmir, ban on the practice of Triple Talaq and changes in anti-terror laws.

"The new government has not completed even 10 weeks, but in this short period in every sector we have taken important steps. Encouraging family planning to prevent population explosion, Prime Minister Narendra Modi on Thursday said there is a need to think whether one can fulfil aspirations and dreams of their children or not.

"Today, from the ramparts of the Red Fort, I want to address the issue of population explosion in the country. In our country, parents now need to give serious thought to whether they will be able to fulfil their children's dreams and aspirations. There is a need to have greater discussion and awareness on population explosion," said Prime Minister Modi, while addressing the nation on 73rd Independence Day from the Red Fort.

"If you do proper family planning then you will naturally see that a smaller family can be happier, healthier and more content. The family will remain free from diseases with more resources," he said.

Stressing that both Centre and state government should join hands to deal with the population explosion, Prime Minister said a small family can contribute to nation-building as the country needs a healthy and educated society.

"There is one section in our society who believes in family planning and we are thankful to them. They meet all the requirements of their children. Our children's future cannot rely on society. Through family planning one can show their love for the nation... it is true patriotism. We need to respect such families," Modi said.

"In the 21st century, we as citizens of this country need to understand that development and prosperity begin only when individuals are healthy and resourceful. As there are so many illnesses around efforts cannot just be at the government level. Everyone has to contribute," he added.

The government has asked the defence forces to submit their views on the creation of the new post of Chief of Defence Staff (CDS) for the three defence forces.

Prime Minister Narendra Modi on Thursday announced the creation of the new post in his Independence Day address.

A high-level committee has been formed by the government for streamlining the structure of the new post to be created with defence ministry bureaucrats and tri-services officers.

Army Chief General Bipin Rawat is the front-runner to become India's first Chief of Defence Staff (CDS) as he will be the seniormost officer in the armed forces after October 1 when the IAF Chief retires.

"The three services have been asked to give their views on the issue of Chief of Defence Staff and they are expected to give their replies by next couple of weeks," government sources said.

The entire work on the creation of the new office of Chief of Defence Staff who would be the seniormost defence forces officer of five-star-rank has been driven by the National Security Council in consultation and coordination with the Defence Ministry bureaucracy.

The move will pave the way for an integrated military, with the CDS being the prime minister's point person on national defence issues.

"Our forces are India's pride. To further sharpen coordination between the forces, I want to announce a major decision. India will have a Chief of Defence Staff. This is going to make the forces even more effective," Modi said in his Independence Day speech on Thursday.

The government has already taken steps like the creation of tri-services agencies such as the Special Operations Division, Cyber and Space agencies for strengthening and working for the CDS.

The death toll due to floods on Thursday afternoon mounted to 104, according to data of the Kerala State Disaster Management Authority (KSDMA).

KSDMA has released a district-wise data between August 8 and August 15 till 3 pm in which it stated that 36 people were still missing across the rain-ravaged state while 35 injured due to flood-related incidents.

Malappuram remained the most affected district where 43 people have lost their lives so far.

Among 14 affected-districts, 17 deaths were reported from Kozhikode, 12 from Wayanad, and 9 from Kannur.

According to data, a total of 1,75,373 people are staying at 1,057 rescue and relief camps across the state.

On August 14, Chief Minister Pinarayi Vijayan announced a compensation of Rs 4 lakh for the families of people who lost their lives due to floods in the state. IMD has predicted "heavy rainfall" at isolated parts over Kerala this week. The Meteorological Department has also advised fishermen not to venture into those areas.

Meanwhile, Prime Minister Narendra Modi on Thursday expressed solidarity with the flood-affected states and assured all possible support required in tackling the situation.

"Today, when we are marking Independence Day, many of our citizens are suffering due to floods in various parts of the country. We stand in solidarity with those who are affected by the floods and I assure them all possible support that is needed will be provided," he said, addressing the nation on the 73rd Independence Day from the ramparts of the Red Fort.

Hundreds of lives have been lost in flood-hit Kerala, Karnataka, Maharashtra, Gujarat, Bihar and Assam where thousands of hectares of crops have been washed away.

Roads and rail lines were also damaged. In his address, the Prime Minister stressed on the need for water conservation and said that is why the Ministry of Jal Shakti has been formed.

Terming as unfortunate that a large number of people do not have access to suitable water even 70 years after Independence, he said, "Work on the Jal Jeevan Mission will progress with great vigour in the years to come."

The Ministry of Jal Shakti was formed in May by merging of two ministries -- Ministry of Water Resources, River Development and Ganga Rejuvenation and Ministry of Drinking Water and Sanitation, after the return of Modi to power for a second consecutive term.

Removal of Article 370 step towards fulfilling Sardar Patel's dreams: PM Modi in Independence Day speech

On September 20, 1942, at the height of the 'Quit India' movement, Kanaklata Barua was shot dead by the British forces in present-day Gohpur, Assam. The 17-year-old was trying to unfurl the tricolour at a police station.

The same day, in another part of Assam, Bhogeswari Phukanani met with a similar fate at the hands of the Britishers. She too was trying to hoist the Indian flag.

They were martyrs of India's freedom struggle. These women and many other freedom fighters from the Northeast remain unknown to their compatriots.

The history of Northeast India has been one of neglect and over 70 years of independence, the region's contribution to freedom struggle has been overlooked.

Like the rest of India, the Northeast too was resisting British oppression.

The East India Company's rule in the region effectively began with the Treaty of Yandabo in 1826 which ended the First Anglo-Burmese War. The victorious British, then, seized control of the region.

The successive years saw an increasing opposition to British subjugation.

In Arunachal Pradesh, Matmur Jamoh refused to bow down to the Britishers. He breathed his last in Andaman's Cellular Jail where he was lodged after killing a British officer.

Among others who rose against the colonialists was Rani Gaidinliu. A Naga spiritual leader, she became a leading political figure in Manipur.

She was arrested at the age of 16 and spent 14 years in jail. The title 'Rani' or queen was bestowed upon her by former Prime Minister Pandit Jawaharlal Nehru who met her while she was lodged in prison.

Rani Gaidinliu has gained national prominence in recent times. Prime Minister Narendra Modi felicitated the freedom fighter in 2015.

A year later on the Independence Day, the Central government honoured 10 Northeastern freedom fighters including Rani Gaidinliu for their role in the fight against the Britishers.

Back then, PM Modi had lamented that historians ignored the contribution of leaders from the region.

In his book, 'India and Northeast India', Sajal Nag touched upon the historic exclusion of Northeast India. He said, "The Ahom dynasty has ruled Assam longer than the Mughals ruled India yet there is no mention of the kingdom in history books."

The political establishment has also time and again neglected the Northeast - a region which sends fewer MPs to the parliament than any other region.

A nation is defined by its shared history. Naturally, historical assimilation should go hand in hand with cultural integration.

Moving on this path to integration, an NCERT textbook on the Northeast was introduced in school syllabus in 2017.

But scholars from the region feel that more needs to be done.

Kasmita Bora, an M.Phil scholar at the North East Hill University, Shillong said, "Changes in school syllabus was the first step. The government and academia should work together in organising seminars and lectures to spread awareness about Northeast India."

Independence Day: The unsung freedom fighters from Northeast India

Northern Army Commander Lt Gen Ranbir Singh on Thursday said that for the last few days Pakistan has been attempting to push in infiltrators.

"For the past few days, there have been attempts by Pakistan to push in infiltrators. Such infiltration attempts have been supported by ceasefire violations," the Army Commander said while speaking to ANI.

"However, the Indian Army is totally alert. We have been able to foil all such attempts at the Line of Control (LoC) itself," he said.

The Army Commander also said that Pakistan is also attempting to push in terrorists in the hinterland.

"Our counter-terrorism grid in the hinterland and the multi-tiered counter-infiltration grid along the LoC are effective. We have been able to ensure peace and security both along the LoC as also in the hinterland," he said.

"Whenever there are any attempts by Pakistan to push in infiltrators or carry out any actions along the LoC, or ceasefire violations, they get a befitting reply from the Indian Army. But, overall the situation is under control," he said.

Lt Gen Singh said the situation in the hinterland is also under control.

"The civil administration has been able to keep the situation under check. It is being monitored regularly. Regular decisions are taken so that we are able to ensure peace and security in the hinterland and also to see that the degree of difficulty to the common citizens is reduced significantly," said the Army Commander.

"Jammu and Kashmir Police and Central Armed Police Forces have also been able to effectively put a check on any kind of wrong activities or attempts by Pakistan to vitiate internal security atmosphere in the hinterland," he added.

Lt Gen Singh said the Indian Army is also monitoring the situation very closely in the hinterland.

"We are fully prepared. Whenever the situation arises, we are prepared to take on any challenge. I would only like to mention that our prime concern while conducting any action in the hinterland is to ensure peace and security of our citizens," he said.

Earlier, the Army Commander celebrated the 73rd Independence Day with troops. He was accompanied by the Chinar Corps Commander Lt Gen KJS Dhillon.

While interacting with troops, he lauded them for their professionalism and conveyed his best wishes to them on the occasion of Independence Day and Raksha Bandhan.

"I am also here to congratulate you on your good work. I am aware of how you are working in a challenging region and I am proud that all your units are performing well. Prime Minister Narendra Modi's first Independence Day speech after assuming the office for the second term with a thumping majority was his second-longest address from the ramparts of Red Fort.

Only four-minutes short of his longest Independence Day speech delivered in 2016, today's 92-minute long address touched upon wide-varieties of the subject and showcased a five-year road-map of his government's ongoing term.

Today's speech on India's 73rd Independence Day also is also the second-longest speech delivered by any Indian Prime Minister on the occasion, since 1947.

From the 17th century Mughal monument, Prime Minister Modi had delivered a 96-minute long speech in 2016, making it the longest ever Independence Day address by an Indian Prime Minister.

Modi's last address from Red Fort in 2018 was 82 minutes long.

Prime Minister Modi has so far addressed the nation on Independence Day six times and barring 2017 (57 minutes), all his speeches have been over an hour long.

Independence Day speeches of his predecessor, Manmohan Singh, during his 10 years as Prime Minister were all less than 60 minutes.

It may be noted that India's first Prime Minister had made a 72-minute-long speech on the occasion of India`s first Independence Day.

External Affairs Minister S Jaishankar on Wednesday launched MEA Performance Smartboard, an initiative aimed at putting performance indicators of the ministry at the disposal of the people in a "smart and uncluttered manner.

Using the Dashboard, government organisations can track key performance metrics of both individual agencies and cross-departmental activities, with the aim that the use of these metrics become a standard tool in managing department and programme performance in the future.

''Our government has consistently striven towards expanding the use of different transparency tools across ministries. Creation of Dashboards is one such approach to make sense of the large quantity of data that the Ministry receives," said Jaishankar.

The minister explained that by using the Dashboard, a user can, say, view the data on citizen-centric services like visas, Pilgrims, and OCI Cards, amongst others, along with data on Trade and Commerce across all 191 Missions and Posts of MEA around the globe with a "single click."

"Information on Iconic Projects undertaken by MEA in various countries and the Grants and Loans extended as Development Assistance to countries abroad is also readily visible," said Jaishankar.

The Performance Smartboard can be said to be an integration of three types of Dashboards - Operational (for monitoring in real-time), Tactical (for analysis and benchmarking) and, Strategic (for tracking the achievement of strategic objectives).

"We believe that data empowers people. It is our intention to give more power to the people and to respond to their needs in an efficient and transparent manner by being at the forefront of bringing accountability and accessibility to them," Jaishankar added. (ANI)

As Congress leader Rahul Gandhi continues his offensive against the Central government over Jammu and Kashmir, Union Minister RK Singh on Wednesday accused him of acting against the interests of the country.

"Rahul Gandhi does not understand what is going on and is acting against the interest of India and Kashmir. Article 370 disrupted the development of the region and gave leeway to Pakistan financed separatists to operate in the region," Singh told.

The Congress leader had earlier said that there was unrest in Jammu and Kashmir due to the media and communications blackout and heightened security.

"The Parliament has made several laws for the development of the country which was not implemented in the region due to Article 370. The situation was in fact worse before Article 370 was scrapped. People used to pelt stones and hoist ISIS flags," Singh said.

He added that curfews and communication bans were also implemented before the special status was scrapped.

Singh also hit out at Pakistan and said that if the neighbouring country gets aggressive, they will get a befitting response.

"I don`t think Pakistan Prime Minister Imran Khan will choose a military approach with India. We have defeated the country time and time again. Pakistan is already in a crisis. We should not give heed to them," the union minister said.

He also said that the only thing left to do in Kashmir if free the (Pakistan) occupied Kashmir.
