After the Supreme Court on Friday directed the Jammu and Kashmir administration to review the restrictive orders imposed in the Union Territory within a week, Congress leader Kapil Sibal on Friday questioned Home Minister Amit Shah, asking what was the 'emergency' behind imposing Section 144 on August 4, 2019, and said that it cannot be used to 'suppress' the freedom of speech.

Addressing a press conference at the Congress headquarters, Sibal said, "I want to ask the Home Minister (Amit Shah) that what was the emergency on August 4? You cannot use Section 144 to suppress freedom of speech. I want to tell the Home Minister, the government that if it will listen to the voice of people, it will always remain in governance."

The top court while hearing the petitions challenging restrictions in Jammu and Kashmir stated that the right to access the internet is a fundamental right under Article 19 of the Constitution of India.

"Today the Supreme Court has given a historic verdict in the matter of Jammu and Kashmir, the citizens of the country were worried that the people do not know about the situation in Kashmir. No one was able to get out of the house, there was no communication, that is why we had filed a petition and stated that Section 144 should be reviewed," said Sibal.

"The court has clearly stated that whatever order regarding the imposition of Section 144, the Jammu and Kashmir administration should put in the public domain so that people can challenge it if they want to. Moreover, the decision to suspend internet services cannot be made for an indefinite time," he added.

The top court said that Kashmir has seen a lot of violence and that it will try to maintain a balance between human rights and freedoms with the issue of security.
It also directed the Jammu and Kashmir administration to review the restrictive orders imposed in the region within a week. "The citizens should be provided highest security and liberty,' the apex court said.

The top court made observations and issued directions while pronouncing the verdict on a number of petitions challenging the restrictions and internet blockade imposed in Jammu and Kashmir after the abrogation of Article 370 in August last year.

The Supreme Court had on November 27 reserved the judgment on a batch of petitions challenging restrictions imposed on communication, media and telephone services in Jammu and Kashmir pursuant to revocation of Article 370.

The court heard the petitions filed by various petitioners including Ghulam Nabi Azad and Kashmir Times editor Anuradha Bhasin.
.
The petitions were filed after the central government scrapped Article 370 in August and bifurcated Jammu and Kashmir into two Union Territories, Jammu and Kashmir, and Ladakh.

Following this, phone lines and the internet were blocked in the region. The government had, however, contended that it has progressively eased restrictions.

Speaking about the delegation of 15 foreign envoys, who are on a two-day visit to Jammu and Kashmir, Sibal took a dig at Prime Minister Narendra Modi and raised a question about his 'attachment' with the foreigners.

Areas around the Himalayan and Mount Everest region are getting greener with the growing of shrubs and grasses, claimed scientists in a new research.

This development raises new concerns of climate change as the Hindu Kush Himalayan region is known for its snow cover.

A team of researchers from UK’s University of Exeter used data from 1993 to 2018 to measure the extent of subnival vegetation, plants growing between the treeline and snowline.

Researchers said that the ecosystem that consist grass and shrubs, now cover between five to 15 times the area of what were entirely glaciers and snow.

The findings did not give a reason for the increase in the green cover, however, it backs previous claims that predict a decline in glacier in the Himalayan region due to global warming.

The researchers also found significant increase in the vegetaion at the height of 4,150-6,000 metres above sea level. Generally, at a height over 6,000 metres above sea level is not considered suitable for the growing of plants.

The research noted that the vegetation most grew at the height of 5,000-5,500 metres.

Since the turn of this century, ice melting in Himalayas has doubled. In the last 40 years, more than 25 per cent of all ice has been lost. The study has also showed that its ecosystems are highly vulnerable to climate-induced change in vegetation.

Karen Anderson from the University of Exeter said that a lot of studies has been done on ice melting in the Himalayan region, including a research that showed how the rate of ice loss doubled between 2000 and 2016, reported Guardian.

However, he added that more vegetation may not actually increase the likeliness of warming and flood risks as the only study in the region, in Tibet, found that the water in the plants that is evaporated through their leaf surface actually made a cooling impact.

Setback For Cyrus Mistry

Highlighting Afghan govt's role in the advancement of women's right, Naheed Esar, 30-year-old deputy foreign minister of Afghanistan said women in Afghanistan are now in leading roles. Speaking to WION's diplomatic correspondent, Sidhant Sibal, the deputy foreign minister FM of Afghanistan lauded New Delhi's role in the country. She was forced to flee her country under Taliban rule, but after coming back she played an important role in reaching out to women especially women who suffered during Taliban rule and decades of strife. Esar is fluent in Pashto, Dari, English, and Hindi.

WION: How do you see India and Afghanistan relation?
Naheed Esar: The relationship between India and Afghanistan goes back to thousands of years. We share culture, we share values, we share the same morals and its a heart to heart connection between Indians and Afghans

WION: On India Afghan ties, the role you would like to see of New Delhi in future?
Naheed Esar: India has supported Afghanistan in various areas. India has committed to about $3 billion to Afghanistan and more importantly they focused on fundamental projects, fundamental areas--education, medical area, hospitals. Because we are shifting from aid-dependent country to self-reliant country, and that was one of the reasons we started out consulate general in Hyderabad to invest more in trade, economy. In 2017, we started the air corridor, 22 items were exported.

WION: You are a young minister in the Afghan govt, how are you changing Afghanistan?
Naheed Esar: Afghanistan is probably the youngest country in the world with 65% of people constituting the young generation. Especially in the past 5 years, we have a young generation in the leading position. Before that, you could not see Afghan women and young Afghan women representing their generation at the foreign ministry. I am very much grateful to the govt for believing in young generation and believing in women.

WION: How has the role of women increased in the last 2 decades?
Naheed Esar: The biggest difference I see in women's role in the govt is there is a shift in rather a symbolic role to technocrat or proper leading position. we have women as deputy ministers in the ministry of defence, ministry of interior. we have women leading the most revenue-generating ministries. We have 25 per cent of women parliamentarians. We have 30 per cent of women staff in the government. Having given those example, I see a very bright role for Afghan women from leading position to grassroots young afghans going to universities, schools, more so than ever.

WION: How will you compare the increase in women participation from Taliban years?
Naheed Esar: In the past 18-19 years after the fall of the Taliban, we shifted from zero per cent women in the education system--in schools and universities to about 30 per cent women now. This is the biggest achievement. We have laws, Article 22 of the Afghan constitution talks about the equality of men and women. We have laws against harassments and parallel to that we have institutions implementing those laws. We have women in leading positions, and that is the biggest achievement in the past 2 decades.

The term Wolf Moon is also called Ice Moon or the Moon after Yule, Shakambhari Purnima, Paush Purnima, and Duruthu Poya.

According to the Hindu calendar, the full Moon is called the Shakambhari Purnima, the last day of the eight-day Shakambari Navratri holiday that commemorates the goddess Shakambhari.

Taking baths in the holy waters of India is considered essential for Shakambari Navratri.

Buddhists of Sri Lanka also celebrate the day as Duruthu Poya, which to celebrate of Siddhartha Gautama Buddha's first visit to Sri Lanka.

It is absolutely safe to watch this lunar eclipse with naked eyes, unlike any solar eclipses which require eye protection gears to watch them.

However, a telescope will be needed it watch it.

According to NASA, this lunar eclipse will make way for longer days ahead.

A Delhi Court had issued a death warrant against four convicts on January 7 and they are scheduled to be executed on January 22 at 7 am in the Tihar Jail premises.

Besides Vinay, other convicts Pawan, Akshay, and Mukesh Singh are facing the gallows. The court after issuing a black warrant in their name gave them two weeks' time to file both the curative and mercy petition.

A curative petition is the last judicial resort available for redressal of grievances. It is decided by the judges in-chamber.

The mercy petition, on the other hand, is filed before the President who has the power to commute it to life imprisonment.

The case pertains to the gang-rape of a woman by six persons on a moving bus in the national capital on the night of December 16, 2012.

The victim, who was later given the name Nirbhaya, died at a hospital in Singapore where she had been airlifted for medical treatment.

The archipelago of Andaman and Nicobar(A&N) islands off India’s east coast is set to get more connectivity, but this time it's via the undersea route, as the project to install 2250km of Optic fibre cable (OFC) from Chennai to Port Blair has been inaugurated. The cable laying which was flagged off by Ravi Shankar Prasad, Minister of Communications, Electronics & IT, Law and Justice, and Admiral D.K. Joshi, Lt Governor of the Andaman and Nicobar islands is aimed at being completed by June this year.

Currently, the Andaman and Nicobar islands are connected to the Indian mainland via a satellite link with limited bandwidth capacity and high amounts of latency (delay). As opposed to the present satellite link capacity which is merely 3.2Gbps, the OFC would be able to provide a bandwidth of 400Gbps(over 100 times the existing capacity) at its initial stage of commissioning. The project would connect Port Blair (the A&N island’s capital) to seven other islands such as Little Andaman, Car Nicobar, Kamorta, Great Nicobar, Havelock, Long Island and Rangat. The total 2250km link distance consists of 1450 kms for Chennai-Port Blair and 800kms for the other seven segments.

Being implemented at a total cost of Rs1224Cr, the work will be done by NEC Technologies, Japan, under the supervision of BSNL which has been appointed the Project Execution Agency. This project which has a design life of 25 years is meant to provide a fillip to the socio-economic development, tourism in A&N islands. The bandwidth created under this project will be made available to all telecom service providers to extend their services to the islands. The OFC link will also meet the strategic communication requirements of the country’s defence forces.

The pre-laying activities which were on since November 2019 have been completed between Chennai and A&N by the ship ‘Straider’, while the ship ’CS Responder’ will commence the undersea cable laying work from Friday.

Speaking at the inauguration, Union Minister Ravi Shankar Prasad said, “The tip of this sophisticated OFC cable is barely the size of a needle and it has layers of the thick protective coating around it, so they can’t even be damaged by sharks. It is for the first time that such a gigantic exercise is being taken up in India. We have also approved the laying of cables from Kochi to Lakshadweep-Kavaratti on the Western side.”

The Minister hailed India’s state-telecom service provider BSNL as a strategic asset for the country and recalled the 2015 Chennai floods when BSNL network alone was operational, how stranded Indians during the Nepal earthquake were able to use BSNL for communication. He emphasized that such submarine cables would bridge the digital divide between the mainland and islands, while also ensuring low-cost development and transformation to the local economy.

“The current option of connectivity via satellite is expensive and fails to provide robust connectivity, but the OFC will be able to boost economic activity by providing equitable, affordable internet access for all. This will also benefit the niche, non-polluting industries that we plan to develop on the A&N islands” said Admiral DK Joshi the Lt Governor of the A&N Islands.

The Crime Branch of Mumbai Police on Wednesday arrested gangster Ejaz Lakdawala on from Patna, in a joint operation with Bihar police.

Wanted in several cases related to attempt to murder, extortion and rioting, Ejaz Lakdawala was known to be a leading shooter and former aide of fugitive underworld don Dawood Ibrahim. He formed his gang after a split in the original D-company.

Mumbai Police Commissioner Sanjay Barve said, “Ejaz Lakdawala was arrested by Mumbai City Crime Branch yesterday from Patna. He made extortion calls to businessmen in Mumbai from locations abroad. Today he was produced in the court and remanded to police custody till January 21.”

Mumbai police on December 28, 2019, arrested Ejaz Lakdawala’s daughter Soniya Shaikh alias Sonia Lakdawala who was travelling to Nepal on a forged passport, she was later booked and arrested for forgery under the passport act.

As per officials in the anti-extortion cell, even Lakdawala’s daughter had made extortion calls to property realtors in the city on the behest of her father.

Earlier a red corner notice had been issued against him. In May 2004, he was arrested by the Canadian Police in Ottawa.

Sources suggest, Lakdawala has been living in Kathmandu for almost sixteen years, and before that, he was staying in Bangkok. The investigating officials were also able to elicit vital information about Chotta Shakeel and Dawood, especially their business interests and investments abroad.

Reportedly, Chotta Shakeel has his aides based out of Mumbai looking after hawala transactions. While Dawood Ibrahim continues to have businesses at many foreign locations, he also has investments in Nepal.

His arrest is a big catch by the police as India’s investigating agencies had been on the lookout for Lakdawala for almost two decades now.

Authorities are certain that subsequent interrogation of Ejaz Lakdawala could unravel crucial information about the country’s most wanted underworld don Dawood Ibrahim.
