Unlock 1.0: From salons to schools, what's reopening and what stays closed

According to MHA guidelines, the fifth phase of the nationwide lockdown was announced which would last in the containment zones from June 8-30.

India's Lockdown turns into 'Unlock 1'; Here what allowed and what's not

India's finance minister Nirmala Sitharaman while speaking exclusively to WION's Executive Editor Palki Sharma said that the coronavirus pandemic has triggered multiple challenges in India.

"Our first priority was to save lives, the only approach available was the lockdown," Sitharaman said adding, "the government is very clear - we will stand by our industry, entrepreneurs, and farmers."

"We need our economy to be supported and we will support it," India's finance minister asserted.

On the next course of action over the lockdown, Sitharaman stated that there are signs people want to return to work while acknowledging that the government faces difficulty in attending to the need of every citizen.

However, the finance minister said that "reopening is a clear risk", though she added that "we have to go along and take a risk as we can't hold back people from functioning normally for too long."

The finance minister said that the impact of the lockdown on employment was difficult to assess at this stage, although she added that some employers were getting back workers at 20-30 per cent strength.

The finance minister added that it was impossible to say anything on India's growth right now as an analysis can be made only when the lockdown is lifted.

"Impossible for me to make any guesses," the finance minister told WION's Palki Sharma.

Sitharaman had recently unveiled Rs 20 lakh crore economic relief package aimed at MSMEs, migrants and farmers. India's finance minister explained that "we need to make sure that the money goes to the right places".

"What we are spending right now, we need to see where it goes," the finance minister said. "Our macroeconomic fundamentals are strong, were are able to face the lockdown due to strong fundamentals," she said.

"Indian entrepreneurs will be able to come out to restart the economy."

"Even after the pandemic, the two countries that will be growth engines are India and China," the finance minister said.

"PM Modi is very clear - we stand with the industry," Sitharaman added.

On the government's aim to become a $5 trillion economy, the finance minister said, "our Budget estimates will have to be relooked, none of my assumptions will hold good."

"The extent the impact of this pandemic is still not clear, things have changed from the last Budget."

"We started seeing green shoots in Q4, the numbers from the last quarter gave a feeling that revival was happening," she said.

"We won't do an estimate now, it is my duty to prepare, we have to be ready to help and support."

"We are ready for the expected contraction and have the full support of the prime minister and we will make sure everyone gets required support."

Expanding on the steps taken towards fighting the virus and the rise of India's PPE and pharma industry, the finance minister said research labs of at least eight big vaccine producers are now engaged in the race to develop the vaccine.

"India will set the pace on vaccine development," the minister said.

"India will be the food basket of the world, we can be the supplier to the globe, Indian farmers need all the strength."

"We expect our agriculture sector to contribute to the world, we are giving a good hearing to the affected industries."

Delivering a message to global investors, the finance minister said India believes in the rule of law. PM Modi has laid emphasis on corruption free, policy-driven approach, she said.

"Policy is what we are working on - more friendly policy, earlier, Indians went out of the country for opportunities, if we create the right environment in India our youth can find interesting, challenging opportunities in the country."

"This should be a big draw for our investors, we have improved a lot in terms of keeping the youth in India with good challenging positions but we have a lot to do."

On the question of hostile takeovers, the minister told WION, "We will certainly do something to make sure that Indian industries don't get picked up at a throwaway price."

With the pandemic putting pressure on health care, the minister said, "We shall give more money for the health infrastructure, not just putting money in public health infrastructure, we are also giving our viability gap funding to private players."

"We want to strengthen health infrastructure, expanding capacities to train more doctors & nurses."

The minister said her own family has been very supportive throughout the difficult period.

"My family has been absolutely supportive, I was a bit worried about the elders in my house," she informed.

"I had to take a lot more precautions, my family has got adjusted as these are very difficult times."

"The entire country has braved this pandemic," the minister said.

Our first priority was to save lives, only approach available was the lockdown: Nirmala Sitharaman to WION

The apex health research body,?ICMR, has advised states to conduct sero-survey to assess the proportion of population including asymptomatic individuals exposed to coronavirus infection.

A sero-survey involves testing of blood serum of a group of individuals for the presence of antibodies against that infection to know who has been infected in the past and has now recovered.

Depending upon the level of sero-prevalence of infection, appropriate public health interventions can be planned and implemented for prevention and control of the disease, the Indian Council of Medical Research (ICMR) said.

The health research body has suggested that the blood serum samples of high risk or vulnerable populations like health care workers, frontline workers, immune-compromised individuals, individuals in containment zones,?police personnel among others should be tested for COVID-19 antibodies.

The ICMR is simultaneously is conducting a sero-survey to estimate the prevalence of community transmission of the infection among the Indian population.

People from 70 districts will be tested for COVID-19 at random to check whether they have developed antibodies against the infection even though they remained asymptomatic, an ICMR official said.

"The findings could be released by next week end," he said.

In its advice to the states, the ICMR said periodic sero-surveys are useful to guide the policy makers and stressed that IgG ELISA test should be used for carrying out such surveys.

Antibodies generally start appearing after two weeks of onset of infection, once the individual has recovered, and last for several months.

"Therefore, the IgG test is not useful for detecting acute infection but indicates episode of SARS-CoV-2 infection in the past.

"The-PCR test is considered gold standard frontline test for clinical diagnosis of COVID19. The test is useful only when performed in the acute stage of infection (< 7 days). For several viral infections, antibody tests are useful for disease detection after 5?7 days of illness," the body said in statement.

In an attempt to decide the future course of action against the pandemic, ICMR has communicated a detailed plan to all the states to measure coronavirus exposure in general population as well as in high-risk populations.

"Such sero-survey will guide appropriate public health intervention," it said.

The ICMR listed immuno-compromised patients like people living with HIV, patients on immuno-suppressive treatment,?SARI, patients on dialysis among others and individuals in containment zones and buffer zones and healthcare workers be considered for testing.

Security personnel, police personnel and volunteers involved in duties facing a large number of individuals or those coming in contact with potentially infected individuals, fomites or places should be tested for the presence of antibodies against the coronavirus infection.

Besides, the ICMR has also suggested testing press reporters, migrant workers who have travelled back from urban and peri-urban areas to rural, tribal, hard to reach areas in the country as well as natives after coming in contact with returned migrants, industrial workers or labour force, farmers, vendors visiting large markets,?municipal staff working in areas like sanitation, water supply, electricity, etc. Where interactions with citizens is expected.

Drivers of hospital ambulances, hearse, buses, auto, taxies, etc. Who have been on work facing a large number of individuals, bus conductors, cleaners and helping staff also should be included, it said.

People working in banks, couriers, telecom offices, shop, air travel related staff, all members of overseas operations and people staying or working in slums with very high population density with poorly ventilated buildings, those staying in institutional settings like old age homes, orphanage, asylums, shelters for homeless, hostels and prisons should be considered for testing.

The sero-survey would be conducted using an IgG ELISA kit.

Scientists at ICMR-National Institute of Virology, Pune have developed and validated an indigenous IgG ELISA test for antibody detection for SARS-CoV-2.

The test has undergone intense validation in three stages and has been found to have high sensitivity and specificity, the ICMR said.

To fast track production and increase availability of the IgG ELISA test, ICMR has transferred this technology to many pharma companies like Zydus Cadila, J Mitra and Company, Meril Diagnostics, Voxtur Bio, Trivitron Healthcare, Karwah Enterprises, Avecon Healthcare, etc.

The technology has been transferred to various entities without exclusivity clause and therefore can be further shared with others as per demand and capability, the health research body said.

The Ministry of External Affairs (MEA) has listed the Centre's response to coronavirus and its reaching out to other countries as two of the main achievements in the first year of Modi government 2.0.

On COVID-19 response, MEA highlighted how it sent medical supplies to over 154 countries and coordinated the massive repatriation effort -- Vande Bharat Mission. The mission helped the return of 40,000 Indians in over 230 flights and naval ships.

Other than this, e-ITEC courses on COVID-19 healthcare management are being offered under MEA’s Development Partnership initiative to several countries in the neighbourhood and to many countries in Africa.

Virtual diplomacy at the time under COVID crisis was another aspect. Over 100 virtual diplomatic meetings have taken place on combating COVID crisis -- PM Modi had taken part in SAARC, G-20, NAM meets on COVID virtually and External Affairs Minister S Jaishankar had spoken to several of his counterparts via video conference.

While it comes to reaching out, India's many development and infrastructure projects were the key highlights. In Bhutan, it was the inauguration of 720 MW Mangdechhu Hydropower Project and Ground Earth Station during PM Modi's visit to the country; in Nepal, it was the Motihari-Amlekhgunj cross-border petroleum products pipeline, the first cross country oil pipeline in South Asia and the Integrated Check Post at Biratnagar inaugurated both of which were done virtually by Indian PM Modi and Nepal's PM KP Sharma Oli.

With the Maldives, a country with which India has been able to build very close partnership, it was the gifting of 'Made in India' Coast Guard Ships and launching of fish processing plants and water and sanitation projects. For Sri Lanka, MEA highlighted the Emergency Ambulance Service and Cultural Centre in Jaffna; and for Bangladesh, it was the Joint Inauguration of 3 projects by PM Modi and PM Sheikh Hasina -- LPG supply pipeline, Vivekananda Bhaban (students hostel) in Dhaka and Professional Skill Development Institute at Khulna.

For Mauritius, it was projects like ENT Hospital, Supreme Court Building and Metro Express. It is interesting to know, ENT hospital in the country is currently being used for COVID operations.

When it comes to ties with US, Russia and China -- MEA listed the "Howdy Modi" and "Namaste Trump" mega-events in Texas and Gujarat, PM Modi's Russia visit in September of 2019 which saw New Delhi announcing $1 billion credit line for Russian far East and the Chennai Connect informal summit between Indian PM Modi and Chinese President Xi Jinping in October 2019 as major achievements.

India also reached out to Carrabean and Pacific with first-ever India-Pacific Islands Developing States Summit and First ever India-CARICOM Leaders meet on the sidelines of UNGA in New York.

When it comes to Europe, it was the first time India participated in Europe-based forums -- Mediterranean Dialogue, Munich Security Conference. In fact, President Kovind paid visits to Iceland, Switzerland and Slovenia while VP visited the Baltic countries last year and EAM Jaishankar visited 10 European countries.

When it comes to Africa, India opened new missions in Eswatini, Cameroon, Equatorial Guinea and Congo. President Kovind visited Benin, The Gambia, Guinea and VP visited Comoros and Sierra Leone last year.

A troop of monkeys in India attacked a medical official and snatched away blood samples of patients who had tested positive for the novel coronavirus, authorities said on Friday.

The attack occurred this week when a laboratory technician was walking in the campus of a state-run medical college in Meerut, 460 km (285 miles) north of Lucknow, capital of Uttar Pradesh state.

“Monkeys grabbed and fled with the blood samples of four COVID-19 patients who are undergoing treatment ... we had to take their blood samples again,” said Dr S. K. Garg, a top official at the college.

Authorities said they were not clear if the monkeys had spilled the blood samples, but people living near the leafy campus feared further spread of the virus if the monkeys carried the samples into residential areas.

Garg said it was not clear if the monkeys could contract the coronavirus if they came into contact with infected blood.

“No evidence has been found that monkeys can contract the infection,” Garg told Reuters.

The virus is believed to have jumped from animals into people in a wildlife market in the Chinese city of Wuhan late last year.

India has had 165,799 cases of the coronavirus and 4,706 deaths.

Monkeys have been increasingly straying into human settlements in India and causing disturbances, even attacking people. Environmentalists say the destruction of natural habitat is the main reason the animals move into urban areas in search of food.

The decision has been taken to complete the restoration work of the damage done by the cyclone that hit the state last week, and caused immense structural damage.

As she announced the decision of increasing the workforce capacity during the pandemic, she also added a word of caution for the private entities, "In the private sector, I urge all to stay safe, work indoors as much as possible and to the best of their abilities. Prerogative lies with the respective managements of private entities to decide on workforce capacity and act accordingly."

West Bengal Chief Minister Mamata Banerjee has alleged the central government and the Indian Railways are not taking care of social distancing in the Shramik special trains, being run for the migrant workers.

Calling it 'Corona Express', she said, "In the name of Shramik Express, Indian Railways is running 'Corona Express'. Why extra trains are not being run. I was Railway Minister once. I had increased coaches, but why it cannot be done now? The Railways are bringing people from hotspot areas in huge numbers."

"Law is equal for all but why all trains are running in full capacity? Why the Railways is not maintaining social distancing? Passengers are not being served water and food in the trains," she added.

Altogether 180 migrant workers reached Jharkhand from Andaman and Nicobar Islands on Saturday by a state-sponsored charter flight, expressing relief from over two-month-long hardships due to lockdown.

Migrants were flown back home from Andaman and Nicobar a day after 60 stranded workers returned to the state from Leh by a service flight arranged by the state government.

"The expenses of both the flights are borne by the Hemant Soren government", an official statement said here.
The returnees will be sent by buses to their respective districts after health test, officials said.

The migrants said they were given food and shelter by the Andaman administration, NGOs and fellow natives, settled in the island for several decades.

Migrant workers were flown back home in charter flights by the Jharkhand government after the chief minister wrote to Union Home minister Amit Shah on May 21, seeking permission to operate flights to bring back stranded migrant workers from Andaman-Nicobar Islands, Ladakh and the northeast as they could not be ferried by buses or trains.

The returnees from Andaman and Nicobar had requested the Jharkhand government to make arrangement for their return as they were stranded in the Island following the nationwide lockdown.

The chief minister had also agreed that bringing migrants from some places by train or buses was very difficult and air route was necessary to end mental stress of the migrants.

After emerging from Ranchi's Birsa Munda Airport, a labourer said, "Many of us worked in road construction projects and endured much pain due to the lockdown."

He said they were engaged in road construction between South Andaman and North Andaman.

Another labourer said, "We were staying in South Andaman and got food from the administration, NGOs and some people from Jharkhand who have stayed there for a long time."

The migrants went through health screening before they boarded the flight at Port Blair, officials said.

Four years ago, a young tribal woman, who then worked in a shop there, had told visiting journalists from Jharkhand that her forefathers had come to the Island from the state several decades ago and their generations have settled there and also contributed to the development of Andaman.

"Now several generations have settled here (Andaman) and are earning livelihood," she said, tracing her roots to Jharkhand.

According to a Port Blair-based journalist, several natives of this region of the country, which is now known as Jharkhand, were brought to the island in 1930s by the British for infrastructure works and they stayed there since.

"Even a place is named as 'Ranchi-Tegri' and some of the states natives also stay at Bartang," he said.

Nearly 4.5 lakh of around 7 lakh migrant workers spread across the country have reached Jharkhand since May 1 by special trains, buses and now flights.

Till Friday, 313 out of the total 522 confirmed coronavirus cases are migrants. The infection has claimed five lives since the outbreak of the pandemic on March 31.

Jharkhand Water and Sanitation Minister Mithilesh Thakur, who reached the airport to welcome the third batch of migrants returning by flight in as many days, said another flight would take off from Andaman on Sunday.

"This is the third flight which brought migrant workers from places where trains or buses are difficult to bring them. Tomorrow another flight will take off from Andaman & Nicobar Island," Thakur told reporters.

"The government is working to give employment to them in the state," he added.

Besides Thakur, senior MLA and former deputy chief minister Stephen Marandi was also present at the airport and handed food packets to returnees.

They said Jharkhand is the state where the first train and the first flight carrying migrant pravasis reached the state during the lockdown.

A migrant, who hails from Bokaro said, "We were in distress, but now feel relieved after reaching Ranchi."

Narendra Modi's government has completed one year of its second term. On this occasion, he wrote a letter to the people of the country listing out several initiatives, achievements and big decisions taken by his government.

"Once again, I bow to the 130 crore people of India and the democratic ethos of our nation. During normal times, I would have been in your midst. However, the present circumstances do not permit that. That is why I seek your blessings through this letter," said Prime Minister Modi.

Terming this as the "golden chapter", he thanked the people of India for voting back a full-term government with a full majority, after decades. "The way you have showcased the collective strength of democracy is a guiding light for the whole world."

He focused on how Modi government has brought down the hammer on corruption and "how the administrative apparatus broke itself free of status quo and from the swamp of corruption as well as misgovernance."

Also read: Centre likely to retain limited role and allow states have more say after Lockdown 4.0

He said the re-election of his government was crucial for the development of this nation. "From 2014 to 2019, India's stature rose significantly. The dignity of the poor was enhanced. The nation achieved financial inclusion, free gas and electricity connections, total sanitation coverage, and made progress towards ensuring 'Housing for All," he said.

Highlighting the achievements of his government, he said, ""India demonstrated its mettle through the surgical strike and airstrike. At the same time, decades-old demands such as OROP, One Nation One Tax- GST, better MSP for farmers were fulfilled."

However, he did acknowledge the public discourse on few decisions too. "Article 370 furthered the spirit of national unity and integration. The Ram Mandir judgment, delivered unanimously by the Supreme Court of India, brought an amicable end to a debate persisting for centuries. The barbaric practice of triple talaq has been confined to the dustbin of history. Amendment to the Citizenship Act was an expression of India's compassion and spirit of inclusiveness," said Prime Minister Modi while adding that there have been "many other decisions that have added momentum to the nation's development trajectory."

He expressed his pleasure about Mission Gaganyaan and requested people to join in on his mission and slogan of 'Sabka Saath, Sabka Vikas'.

Also read: COVID-19: Delhi records 1,106 new cases as death toll rises to 398 Terming this as the "golden chapter", he thanked the people of India for voting back a full-term government with a full majority, after decades. "The way you have showcased the collective strength of democracy is a guiding light for the whole world." He focused on how Modi government has brought down the hammer on corruption and "how the administrative apparatus broke itself free of status quo and from the swamp of corruption as well as misgovernance." Also read: Centre likely to retain limited role and allow states have more say after Lockdown 4.0 He said the re-election of his government was crucial for the development of this nation. At the same time, decades-old demands such as OROP, One Nation One Tax- GST, better MSP for farmers were fulfilled." However, he did acknowledge the public discourse on few decisions too. "Article 370 furthered the spirit of national unity and integration. The Ram Mandir judgment, delivered unanimously by the Supreme Court of India, brought an amicable end to a debate persisting for centuries. The barbaric practice of triple talaq has been confined to the dustbin of history. Amendment to the Citizenship Act was an expression of India's compassion and spirit of inclusiveness," said Prime Minister Modi while adding that there have been "many other decisions that have added momentum to the nation's development trajectory." He expressed his pleasure about Mission Gaganyaan and requested people to join in on his mission and slogan of 'Sabka Saath, Sabka Vikas'. (With inputs from ANI) He also assured people that he is confident that the nation will win against the pandemic.

As Indian and Chinese troops remain engaged in a tense border standoff, Defence Minister Rajnath Singh on Saturday asserted that the government will not allow India's pride to be hurt under any circumstances even as he said bilateral talks were on at military and diplomatic levels to resolve the row.

Singh also said that he conveyed to US Defence Secretary Mark T Esper during a telephonic conversation on Friday that India and China have an existing mechanisms to resolve "problems" through talks at diplomatic and military levels.

In the midst of the flare-ups between Indian and Chinese armies, US President Donald Trump on Wednesday said he was "ready, willing and able to mediate" between the two countries. He reiterated the offer on Thursday as well.
The Ministry of External Affairs indirectly rejected the offer two days ago, but Singh became the first central minister to speak on India's position on the issue with clarity.

"I spoke to the US Defence Secretary yesterday. I told him that we have developed a mechanism already under which any problem between India and China are resolved through military and diplomatic dialogue," Singh said.

He was replying to a question on whether India ruled out any third-party mediation in resolving the border row with China. The defence minister said efforts are on to resolve the border row in eastern Ladakh.

"I want to assure the country that we will not allow India's pride to be hurt under any circumstances. India has been following a clear policy of maintaining good relationship with neighbouring countries and it is not a new approach; We have been following it for long. At times, situation arises with China. It has happened before," he said.

Singh noted that China has also said that it wants to resolve the border issue through diplomatic dialogue.

"It has been India's efforts to ensure that the tension does not escalate. It should be resolved through talks at military and diplomatic levels. Negotiations are ongoing between the two countries at the military and diplomatic levels," he said.

Troops of India and China were engaged in the standoff for over three weeks in Pangong Tso, Galwan Valley, Demchok and Daulat Beg Oldie in eastern Ladakh.

The trigger for the face-off was China's stiff opposition to India laying a key road in the Finger area around the Pangong Tso Lake besides construction of another road connecting the Darbuk-Shayok-Daulat Beg Oldie road in Galwan Valley.

Military sources said China was also laying a road in the Finger area which is not acceptable to India.

The sources said military reinforcements including troops, vehicles and artillery guns were sent to eastern Ladakh by the Indian Army to shore up its presence in the areas where Chinese soldiers were resorting to aggressive posturing.

The situation in eastern Ladakh deteriorated after around 250 Chinese and Indian soldiers were engaged in a violent face-off on the evening of May 5 which spilled over to the next day before the two sides agreed to "disengage".
However, the standoff continued.

The incident in Pangong Tso was followed by a similar incident in north Sikkim on May 9.

The troops of India and China were engaged in a 73-day stand-off in Doklam tri-junction in 2017 which even triggered fears of a war between the two nuclear-armed neighbours.

The India-China border dispute covers the 3,488-km-long LAC. China claims Arunachal Pradesh as part of southern Tibet while India contests it.

Both sides have been asserting that pending the final resolution of the boundary issue, it is necessary to maintain peace and tranquillity in the border areas.

Talks at military, diplomatic levels on to resolve Ladakh standoff: Rajnath

It's been a year since Prime Minister Narendra Modi was sworn in for a second term after securing a supersized victory.

PM Modi won over voters -- so much so that he became only the first leader since the 1970s to register a victory with a clear parliamentary majority.

Modi certainly has won over the foreign media as well -- which reported his approval ratings were going higher even as the world was walloped by the coronavirus pandemic.

India rallied around Modi -- recent opinion polls showed in the past few months his already high approval ratings soared even higher, touching 80, even 90 per cent.

Unlike two of the populist leaders to whom he is often compared, US President Donald Trump and Russia President Vladimir V Putin of Russia, Modi seemed to be thriving in this crisis.

Now when he has completed a year of his second stint -- marred by the coronavirus crisis, the foreign media seems to be impressed with the way he had dealt with the health scare.

"In the past six months, he's faced two significant challenges: nationwide protests over a controversial citizenship law, which led to violent attacks on Muslims, and the threat of thousands of deaths from the coronavirus pandemic. His handling of the latter has earned praised at home and abroad," a CNN report says.

In announcing a nationwide lockdown, PM Modi had given just four hours' notice, sending millions of people scrambling for groceries, medicines and other essentials.

Worst affected were the millions of migrant workers who travel from rural areas to work in cities each year.

"Modi's sudden decision left local administrations confused over what was and wasn't allowed, such as exemptions for online grocery deliveries amid the halt on all e-commerce operations. This is a part of his governing style and it can work during normal times but it's not a good way to operate in a time of crisis where you throw surprises at 1.3 billion people," the report says.

This was, however, not the first time Modi had made a snap announcement. On November 8, 2016, Modi declared 500 rupee ($7.50) and 1,000 rupee ($15) notes worthless, which made up about 86% of the cash in circulation, in a bid to switch the country to digital payments to stop corruption and tax evasion.

In this case too, there was a four-hour window for people to react.

The lacklustre economic figures, the report further says, had little bearing on the 2019.

"During his term, his government has committed funds to vanity projects, such as the world's tallest statue or bullet trains, when priorities such as healthcare, infrastructure and sanitation persist," the CNN report adds.

In his last national address on May 12, PM Modi announced an additional financial package to help the economy to tackle the economic crisis due to the coronavirus-enforced lockdown.

"The new stimulus package, along with previous measures taken by the Indian government, would account for about $266 billion, which is around 10% of the country's GDP, according to Modi. His government later said this would include $40 billion to help small businesses affected by the outbreak, $20 billion to strengthen the agricultural industry and $5 billion for migrant workers and small-scale farmers. Furthemore, for many Modi's demonetisation strategy built a narrative that he is a strongman who took on black money, and therefore has taken successful economic action."

"Despite the amount of pain caused, a lot of people still love the fact he did something like that," the report says.

The report further highlights how Modi came to be renowned as a master of public relations.

"He's become known for his bear hug-embraces of world leaders, while his slogan 'Make in India' signalled his intention to rebrand the country as the world's next manufacturing hub. In February, he packed the world's largest cricket stadium for a rousing welcome rally for the US President Donald Trump, taglined 'Namaste Trump'," it says, adding, "Modi's flair for PR has been evident during the pandemic, with India promoting its role as a global leader in pharmaceuticals."

A number of world leaders lined up to thank India for its supply of generic drugs like hydroxychloroquine to meet a rise in demand during the pandemic -- including Trump.

"Extraordinary times require even closer cooperation between friends. Thank you India and the Indian people for the decision on HCQ. Will not be forgotten!" Trump tweeted.

Modi responded: "Times like these bring friends closer. The India-US partnership is stronger than ever ... We shall win this together."

PM Modi and his government at the Centre also undertook the task of flying 20,000 citizens home from foreign countries during the pandemic.

The report also mentions Modi's religious policies, and how he has been fulfilling promises he made during his campaign trail.

"Last August, he made the surprise decision to scrap a constitutional provision that granted Jammu and Kashmir relative autonomy, which sent the region into turmoil and saw tens of thousands of new troops deployed. Then in November, his government granted Hindus permission to build a temple at the centuries-old Ayodhya holy site, previously claimed by Hindus and Muslims. The next month, India passed a bill to give Indian citizenship to immigrants from three neighbouring countries," the report says.

It adds, "Looking ahead, spending wisely and investing in the right parts of the economy will be crucial -- though experts say Modi has such a strong mandate that he's essentially free to do what he wants. And India's next election isn't due until 2024."

The bigger issue, it mentions, is the lack of credible opposition -- the 2019 result marked the Congress party's second-worst showing ever in a general election.

The biggest issue, however, is inarguably to come -- reopening the country while keeping its 1.3 billion people safe.

As the country nears the end of a near 10-week lockdown, as of Friday, India had more than 165,000 confirmed coronavirus cases and more than 4,700 deaths.

The Indian Railways started Shramik Special trains on May 1 to facilitate the movement of migrant labourers back to their home states during the coronavirus-induced nationwide lockdown.

"So far, over 21 lakh migrant labourers have come back to the state on as many as 1,550 trains. The maximum number of trains, 257, has arrived in Gorakhpur on which 3.31 lakh migrant labourers returned," Additional Chief Secretary (Home and Information) Awanish Awasthi said.

He said 109 trains arrived in Lucknow, 125 in Jaunpur, 111 in Varanasi and 99 in Deoria.

Awasthi said the maximum number of trains (520) arrived from Gujarat, followed by Maharashtra (398) and Punjab (233).

"The chief minister has directed that food and water should be arranged for the migrant labourers who are returning from various states. They should be taken to quarantine centres," he said.

"During medical screening, the labourers, if found fit, should be provided with ration kits. Those who are found to be medically unfit should be sent for treatment," he said.

The lockdown has had a devastating impact on the economy as well as on the livelihoods of lakhs of migrant labourers. With no money to buy food or pay rent, labourers across the country have been returning to their native places.

COVID 19: India records more than 7,960 cases; highest rise till now

Speaking to our Principal Diplomatic Correspondent Sidhant Sibal from Frankfurt airport, India's envoy to Germany Mukta Dutta Tomar highlighted the key role played by Gurudwaras in the country in providing food and support to stranded in Indians. Remember Gurudwaras in countries like Australia, Portugal, Canada, the US have been helping out the stranded Indian nationals.

Mukta Dutta Tomar: We will increase our efforts to get people back to India

On the eve of six years of the Narendra Modi-led Bhartiya Janata Party government, Congress Party demanded that Indian Parliament be convened immediately.

The head of Congress Communication Department, Randeep Surjewalan stated that Centre must convene a virtual Parliament and all the Standing and Select committees must become operational through digital network.

World over Parliaments are being convened through digital technologies. Even House of Commons in London has prepared itself for a complete digital session which was first in its life. Though there exists a proposal to use Parliament’s Central Hall to convene the Parliament and to use it for both Rajya Sabha and Lok Sabha on alternate days, clarity is still awaited on this issue.

Congress alleged government has used Covid19 pandemic as a pretext to come down on civil liberties and muzzle the Opposition parties. Congress also attacked the ruling BJP on economic issues and said that it failed to deliver on the economic package and coming out of the lockdown too has been haphazard.

Congress also cornered the government on the mismanagement of Shramik Express which have been tasked to ferry migrants through India.

The press conference was also attended by the Congress General Secretary Organisation, KC Venugopal who charged the government with not paying enough attention to the ground realities during lockdown withdrawal.

Congress critiqued Modi on national security issues too but remained focused on workers and MSME sector understanding that national security criticism often rebounds in Modi’s case.

Modi government is celebrating six years in power and today Congress is the only national party voicing opinion unlike 15 years back where multiple parties qualified as national parties and would equally criticize the government at the central level.

Congress, on the other hand, has decided to stick to the issue of migrant worker and work as both political party and civil society institution during the crisis. It is for this reason that Congress has been seen distributing food items to migrant workers throughout India for the last 30 days.
