In an order issued by Department of Telecommunications (DoT), India has asked all the internet service providers (ISPs) to block the file-sharing website WeTransfer.

A partial block is already in place. The order was issued in the "interest of national security or public interest".

Also read: COVID 19: India's cases nearly 2 lakh; ICMR conducts more than 1 lakh tests

While there is no specific reason mentioned in the order, dated May 18, the order does invoke a clause from conditions laid out for granting licences to ISPs.

The order has been issued under Licence Condition No. 7.12 of Chapter IX of the licence agreement, that states “In the interest of national security or public interest, the licensee shall block internet sites/uniform resource locators (URLs)/uniform resource identifiers (URIs) and/or individual subscribers, as identified and directed by the licensor from time to time.”

Under the agreement, the condition has to be agreed upon by all telecom and internet service providers in India.

"At this moment in time, WeTransfer seems to be blocked and unavailable in India," WeTransfer said in a blog post.

"We are working hard to understand the reasoning behind this block, as well as how to get it reverted as soon as possible."

Questions are being raised on this ban, as Vodafone customers are not being able to access the website, but few Airtel and broadband customers have been able to log in to their accounts. DoT has not issued a statement regarding this.

The ban has come at a time when majority Indians are working from home due to the nationwide lockdown imposed by the Indian government to contain the spread of novel coronavirus.

Unlock 1.0: What is open, what is not -- your FAQs answered

Destiny had a surprise -- albeit, a sad one -- in store for a Gujarati family hours after they performed the last rites of a 71-year-old man.

He had died as a "coronavirus suspect" at a government hospital in Gujarat's Ahmedabad. But his kin later received a call saying his sample had tested negative and, hence, they should shift him to a non-COVID ward.

The call led to panic and confusion among relatives of deceased Devram Bhosikar who worried if they had cremated the right person as they had not seen the face since the corpse was wrapped as per COVID-19 protocol.

The Gujarat Cancer Research Institute, where the man died, had, however, correctly confirmed his identity.

"On May 28 afternoon, I admitted my father-in-law in the trauma centre of GCRI. From there, he was transferred to the COVID ward and his sample collected for testing. On the second day, I received a call from the COVID centre saying that my father was doing fine," his son-in-law Nileshbhai said.

"Soon after, I received another call and was told his condition was critical and I was needed in the hospital. I insisted on connecting with him through a video call where he said he was doing fine. Soon after, I received a call from the hospital informing me about my father's death," he said.

At the time of the death, the family had not got the coronavirus test report, he added.

The family then got a call from a operator at the hospital on May 29 night informing them the man's report was negative and that they should now shift him to the non-COVID ward at the facility.

"We wondered if we had performed the last rites of our father or someone else as we had not seen his face," the son- in-law said.

In a statement, Shashank Pandya, Director, GCRI, said there was no truth in the claim that relatives were handed over the body of another person.

Devram Bhosikar had indeed died -- but not of COVID-19.

"Devram Bhosikar was admitted to the hospital on May 28 and suffered from cough, had trouble breathing, and his relatives said he was suffering like this since the last four days. As per his chest X-ray, he likely suffered from pneumonia and was already in serious condition," Pandya said.

"As per COVID-19 protocol, we collected his swab for coronavirus testing. On May 29, he passed away even before his COVID-19 report was made available. He was counted as a coronavirus suspect case because he showed symptoms and hence, his last rites was performed as per the protocol," he said.

"His coronavirus report was received at 10:30 on the night of May 29. His relative was thereby informed about this. The man at the control room has no idea about the last status of the patient, and hence, he informed the relatives that they can transfer the patient from COVID ward to the normal ward, which actually confused them," he said in a statement.

Light-to-moderate rain lashed several states in northern India on Sunday, including Delhi, reducing the possibility of a second heat wave in the region for a week, as the IMD said a low-pressure area over the Arabian Sea could intensify into a cyclonic storm and move into the upper west coast.

The maximum temperature in Delhi was recorded below normal at 36 degrees Celsius due to light showers overnight and through the day, and the weatherman predicted the day temperature is likely to remain below 40 degrees during the next two days.

Several residents of Delhi-NCR witnessed a rainbow in the sky and sports enthusiasts played volleyball after the rainfall. Haryana, Rajasthan and Uttar Pradesh too received rainfall.

Kuldeep Srivastava, the head of the India Meteorological Department's regional forecasting centre, said the temperature in Delhi-NCR is likely to increase by 2-4 degrees between June 1 and June 3.

As another western disturbance is expected over northwest India in the first week of June, a heat wave is unlikely to return to the region before June 8, Srivastava said.

A brief spell of heat wave had swept parts of northern India last week.

A fresh western disturbance and southwesterly winds along with the formation of a low-pressure system in the Arabian Sea will bring moisture to Delhi-NCR.

The low-pressure system is likely to turn into a depression and then into a cyclonic storm before moving into north Maharashtra and south Gujarat by June 3, said the IMD.

It said the fishermen who have ventured into the sea along the north and south Gujarat coasts should return by Sunday and not go out till June 4.

The Ahmedabad meteorological centre of IMD advised hoisting of "distant cautionary (DC)-1" storm warning signals at all ports on north and south Gujarat coasts, as the sea condition was very likely to be "rough to very rough," with wind speed reaching 90-100 kmph gusting to 110 kmph by June 4.

In southern India, maximum temperatures were appreciably above normal (3.1 to 5.0 degrees) at isolated places in Goa, Tamil Nadu, Puducherry; and above normal (1.6 to 3.0 degrees) in coastal Karnataka, West Madhya Pradesh and Kerala.

Khargone district, 122 kilometres from Indore in Madhya Pradesh, sizzled at 45 degrees Celsius. Wardha, in Vidarbha region, recorded a maximum temperature of 43.4 degrees Celsius, IMD said.

It said it will issue the second stage Long Range Forecast for South-West Monsoon Season (June?September) rainfall on Monday afternoon.

Air India has made it mandatory for its pilots and cabin crew members to check and confirm that their pre-flight COVID-19 test results are negative before they operate an aircraft.

This comes in the wake of an Air India flight from Delhi to Moscow with no passenger on-board being asked to return midway on Saturday after its ground staff realised that one of the pilots of the plane had tested positive for coronavirus but was assigned the duty following an oversight by a team checking pre-flight medical reports of the crew.

The Executive Director (Operations), Air India in a circular, which was accessed by PTI said there was a possibility of an oversight due to a shortage of staff in office.

However, it is imperative that the individual crew member also checks and reconfirms his or her test result, the circular said.

Any laxity in this matter will be dealt with severity, it added.

THE INCIDENT

The Airbus A320 plane departed around 7.15 am on Saturday for Moscow to bring back a group of stranded Indians under the Vande Bharat evacuation mission and it was back in Delhi by 12.30 pm following orders from the authorities.

The airline officials, it is speculated, tasked to examine medical reports of the crew did not look at the pilot's test results properly before assigning him the duty.

According to standard operating procedure, pilots and other crew members of any flight are required to undergo mandatory testing for coronavirus and are assigned duties if the laboratory results are negative.

The plane with registration number VT-EXR was in the airspace of Uzbekistan when it was told to return. All crew members including the Delhi-based pilot with coronavirus infection have been quarantined after they arrived in Delhi, the officials said,

In a statement, Air India had said on Saturday that it recalled the aircraft immediately when it was noticed that one of the cockpit crew had tested positive in the pre-flight COVID-19 test.

Aviation regulator DGCA has already begun an investigation into the case based on a preliminary report by the airline.

Tamil Nadu has the third highest number of coronavirus cases in the country, and has observed a constant high rise in the number of cases, with Chennai being the state's epicenter.

Considering the same, the Tamil Nadu government has announced an extension of the lockdown for the state. The lockdown will continue till the end of June, but will have few relaxations.

"To prevent the spread of coronavirus, the curfew is being extended till June 30 under the State Disaster Management Act and as per the Union Home Ministry's notification," Palaniswami said in a statement.

Public transport will resume with reduced buses from June 1 barring in Chennai and adjoining Tiruvallur.

Offices will be allowed to reopen, but with limited capacity. All employers will have to make sure that all norms of social distancing are followed, and a regular check on employees' health will have to be maintained. However, any offices in the containment zone will not be allowed to reopen.

The major relaxation, resumption of public transport, will be implemented from Monday onwards in six of the eight zones, formed by combining nearby districts, with a slew of guidelines in place.

All schools and colleges will remain shut.

There would be no need for people to apply for e-pass to travel within the zones, and all kinds of vehicles can ply in these select routes. However, e-pass will be compulsory for inter-zone and inter-state travel, Palaniswami said.

Hotels and restaurants can start dine-in services from June 8 in line with the Centre's guidelines, as against takeaways so far, but only 50 per cent of the seats should be occupied. So would be the case with tea shops.
Grocery and vegetable shops can function from 6 am to 8 pm.

All standalone shops can reopen. However, malls will remain shut till further notice.
