Speaking loudly can also lead to spread of coronavirus, Himachal Pradesh Assembly Speaker Vipin Singh Parmar said today as he asked MLAs to strictly abide by the COVID-19 protocol, especially during the Assembly session.

On Monday, the BJP MLA Reeta Devi tested positive for COVID-19.

According to the MLA, she attended the Assembly session before her COVID-19 test was conducted on Monday evening, but maintained physical distance from other MLAs in the Assembly complex.

At the beginning of the Assembly session on the second day, Mr Parmar said, "As per standard operating procedure, speaking loudly could also lead to the spread of the virus. So, talk in a normal way to check spread of novel coronavirus."

At this remark, MLAs burst into laughter and several of them even spoke loudly while participating in the discussion on the adjournment motion moved by the Leader of Opposition on Monday.

Meanwhile, the Speaker welcomed back BJP's Doon MLA Paramjeet Singh Pammi, who joined the session today after recovering from COVID-19. He had tested positive for the viral infection on August 17.

State Power Minister Sukh Ram Chaudhary also attended the session both on Monday and Tuesday following his recovery from the disease. He had tested positive for coronavirus on August 6 and following his recovery on August 23, he remained in home quarantine.

Currently three legislators - Jal Shakti Minister Mahender Singh Thakur, Reeta Devi and Nalagarh Congress MLA Lakhvinder Singh Rana have COVID-19.

The Assembly Speaker urged all MLAs that instead of attending the session, they should home quarantine themselves if they experience any influenza-like illness (ILI) symptom. Mr Parmar also urged them to get themselves to undergo thermal screening while entering the Assembly complex.

The Delhi High Court on Monday sought responses from the Centre and online video streaming platform Netflix on PNB scam accused Mehul Choksi's appeal against the dismissal of his plea to pre-screen the 'Bad Boy Billionaires' docuseries.

A bench of Chief Justice D N Patel and Justice Prateek Jalan issued notice to the Centre and Netflix and sought their stand by September 23 on Choksi's appeal.

Advocate Vijay Aggarwal, appearing for the PNB scam accused, said he was only seeking that the matter be remanded back to the single judge who had dismissed as not maintainable the plea to pre-screen the docuseries.

The single judge had on August 28 denied any relief to Choksi, saying a writ petition for enforcement of a private right was not maintainable.

The high court had said his remedy lies in a civil suit and granted him the liberty to raise the issue in a civil suit.

Choksi, the promoter of Gitanjali Gems, and his nephew, Nirav Modi, are accused in the Rs 13,500-crore Punjab National Bank (PNB) fraud case.

Choksi left the country last year and was granted citizenship of Antigua and Barbuda.

The documentary, which was scheduled for release in India on September 2, was promoted by Netflix as: "This investigative docuseries explores the greed, fraud and corruption that built up - and ultimately brought down - India's most infamous tycoons".

A committee set up by the Reserve Bank of India (RBI) to make recommendations on restructuring loans for the Indian banking sector has submitted its report and it has been broadly accepted, the RBI said.

The committee has recommended five financial ratios such as total outstanding liabilities, total debt and debt service coverage ratio for 26 sectors which could be factored in by lenders while finalizing resolution plans for borrowers.

Apart from these, banks can also consider other financial parameters. Lenders have been directed to consider the pre-COVID-19 financial performance of the company for considering the resolution plan.

"It is good that the pre-COVID parameters are being considered as it will allow genuine companies to get a chance at restructuring which can be effective," said Siddharth Purohit, an analyst at SMC Instituional Equities.

These sectors include aviation, hospitality and real estate, which are some of the most stressed sectors in the economy due to the impact of the pandemic.

The RBI said it had broadly accepted the recommendations of the expert committee.

Now all eyes are on banks to see how the resolution framework is implemented.

"The broad parameters suggested by the committee specify the boundary conditions for restructuring but the efficacy of resolution plans would depend on the appropriateness of the assumptions taken by lenders while taking a view on business recovery," said Jitin Makkar, analyst at credit rating agency ICRA.

The RBI had formed a committee under K.V. Kamath, the former head of the New Development Bank, set up by the BRICS to come up with guidelines for the resolution framework.

Lenders will need to make an additional 10% provisioning for the loan accounts that are being restructured.

The RBI has previously warned that bad loans in the Indian banking system could rise to 15% in a worst-case scenario. Gross Non-performing assets in March were at 8.5% of total loans.
