External Affairs Minister S Jaishankar on Saturday said India and China have "huge premium" in reaching "understanding" and given the size of both countries, "the world has a lot riding on".

Speaking at a virtual event called 'India at 75 summit' organised by industry body CII, Jaishankar said,"we are neighbours, at least as the modern state we are neighbours...What it does is, its a huge premium in reaching some kind of equilibrium or understanding between the two, not just in my interest but in their interest too and how to do that is one of the big challenges we face and someone at their end will be saying something."

A former United Nations Security Council listed terrorist and convict were among those Pakistani missions globally had lined up to mark the first anniversary of abrogation of special status to erstwhile state of Jammu and Kashmir.

The Pakistani Mission in Afghanistan hosted a virtual meet in which Gulbadin Hekmatyar also known as the butcher of Kabul and was till three years ago listed by United Nations security council. Hekmatyar's links with Pakistani establishment are well known given the backing to him by Islamabad during the Afghan civil war in the 1990s. Present on the occasion was Pakistani envoy to Kabul Zahid Nasrullah Khan.

In New York, the permanent mission of Pakistan to the United Nations invited Ghulam Nabi Fai for a virtual event. Earlier Fai was imprisoned for two years by a US for hiding$3.5 million fund he received from Pakistan's notorious spy agency Inter-Services Intelligence (ISI) for lobbying with US government on Kashmir. Pakistani envoy to UN on Munir Akram was present in the virtual meet.

Like these global events were organised by Pakistani missions, in Malaysia, Prof Muhamad Roslan, Shan Saeed, economists were invited for 5th of August event by Pakistan mission in Malaysia.

What is interesting is, days after that event, on Saturday former Malaysian Prime minister Mahathir Mohamad was present on an occasion on so-called "solidarity day on Kashmir". Under Mahathir, New Delhi-Kuala Lumper ties hit a nadir. Along with him, President Malaysian Consultative Council of Islamic Organisation (MAPIM) Mohd Azmi Abd Hamid was present. MAPIM is an umbrella organisation of Muslim NGOs in Malaysia and organised a visit of delegation on NGOs to POK last year. Pakistani PM Imran Khan was quick to thank him in a tweet for speaking against India.

Pakistan to mark one year of removal of special status for the erstwhile state of Jammu and Kashmir had several events, mostly for domestic consumption--like coming out with a new song, changing the name of a major highway in Islamabad to Srinagar highway and coming out with a new political map of the country showing Indian territories as part of its own.

India dismissed the new map of Pakistan calling it "an exercise in political absurdity" and "ridiculous assertions" which neither "legal validity nor international credibility."

Highlighting how India has been a "victim of terrorism sponsored from across our border", India speaking at United Nations Security Council said collective action on Pakistan-based terrorist groups like Lashkar-e-Taiba, Jaish-e-Mohammad will "serve humankind well."

New Delhi in its statement at the top UN body said: "the success of collective action against the ISIS(Islamic State) serves as an example of how focused attention by the international community yields results. A similar focus on addressing threats posed by proscribed individuals and entities such as Dawood Ibrahim and his D-Company, the Lashkar-e-Taiba and the Jaish-e-Mohammad will serve humankind well. "

India's statement was issued at the High-Level Open Debate of the UN Security Council on addressing the "Issue of Linkages between Terrorism and Organized Crime".

In the statement pointing out at how it had "experienced first-hand the cruel linkage between transnational organized crime and terrorism", India said, "D-Company that used to smuggle gold and counterfeit currencies transformed into a terrorist entity overnight causing a series of bomb blasts in the city of Mumbai in 1993."

Putting the focus on Islamabad's role in supporting terrorism in the region, the statement said,"The perpetrator of that incident (Mumbai 1993 attacks), unsurprisingly, continues to enjoy patronage in a neighbouring country, a hub for arms trafficking and narcotics trade, along with other terrorists and terrorist entities that have been proscribed by the United Nations."

More than 250 people died in the Mumbai attacks in 1993 causing damage worth millions.

India in the statement suggested "it is important to hold states accountable for activities that support or encourage terrorism from territories under their control" and the resolutions of the Security Council "make clear the primary responsibility of member states in countering terrorist acts and in preventing and suppressing their financing."

This even as New Delhi in the past has raised questions on how Pakistan has been violating UN sanctions on terror groups who freely roam in the country.

The statement also mentioned Financial Action Task Force (FATF) calling its recommendations to be implemented to strengthen "capabilities of governance structure of financial and economic assets ...to counter the menace" of terrorism.

India has dismissed the release of new map of Pakistan by Imran Khan government calling it "an exercise in political absurdity" and "ridiculous assertions" which neither have "legal validity nor international credibility".

Pakistan's Imran Khan government on the eve of one year anniversary of removal of special status of erstwhile state of Jammu & Kashmir released a new "political map of Pakistan". The map showed Indian union territories of Jammu & Kashmir, Ladakh, erstwhile princely state of Junagadh in Gujarat & Sir Creek as Pakistani territories.

" These ridiculous assertions have neither legal validity nor international credibility. In fact, this new effort only confirms reality of Pakistan’s obsession with territorial aggrandisement supported by cross-border terrorism," MEA added.

While domestically Imran Khan govt might be hoping that it be seen as big political move, on paper same map was issue in 2012 by Pakistan govt. The only claim in the "new political map" is Sir Creek in Kutch region.

In a first, the European Union has imposed sanctions on two Chinese nationals and one Chinese company linked with the Chinese intelligence agency in the aftermath of a massive cyberattack targetting companies in the continent.

The two Chinese nationals are Gao Qiang, Shilong Zhang and the company that funded them is Tianjin Huaying Haitai Science and Technology Development. All of them are located in Tianjin, China. The sanctions include a travel ban and an asset freeze and no EU persons or entities will be allowed to deal with them.

They were involved in "Operation Cloud Hopper" which was a major cyber attack spanning 6 continents including targetted attacks on companies located in European union. The attack involved gaining unauthorised access to commercially sensitive data, resulting in significant economic loss.

What is an added worry is that EU says all three were linked to APT10 - Advanced Persistent Threat 10 which is backed by the Chinese intelligence agency. The EU sanction order said, "The actor publicly known as “APT10” --“Advanced Persistent Threat 10”--a.k.a. “Red Apollo”, “CVNX”, “Stone Panda”, “MenuPass” and “Potassium” carried out “Operation Cloud Hopper”.

APT10 and Red Apollo are well known Chinese cyberespionage groups and are linked to China's main intelligence agency - the Chinese ministry of state security’s Tianjin state security bureau.

APT10 Group works by basically gaining unauthorized access into the computers and installs malware. To avoid antivirus detection, the malware masquerades as legitimate files associated with the victim computer’s operating system.

According to FBI, in 2018 APT10 group obtained unauthorized access to the computers of more than 45 technology companies and US government agencies based in least 12 states, including Arizona, California, Connecticut, Florida, Maryland, New York, Ohio, Pennsylvania, Texas, Utah, Virginia and Wisconsin.

The same year saw the US charging two Chinese nationals engaged in hacking and linked with the same company - Huaying Haitai Science and Technology Development based in Tianjin.

EU sanctions have been imposed on six people and three entities and other than Chinese, includes Russians and North Korea nationals.

The incident looks like a symptom of a larger problem Europe is facing. Europe is increasingly worried about an "assertive" and "aggressive" China even as it has called for "like-minded democracies" to work together, which includes India.

High Representative of the European Union or EU FM Josep Borrell has raised the concerns regarding China many times now. The public concern is a departure when it comes to EU in the past.

In his latest blog just a week ago, Borrell said, "China is increasingly asserting itself on the international scene. This was already the trend before the current crisis, but the coronavirus pandemic has accentuated this. It has become more assertive – some even say aggressive - in its neighbourhood, especially in the South China Sea or on the border with India."

Explaining, "Given everything that’s happening in the world and the rise in authoritarian powers, it is important to have strong cooperation with like-minded democracies.....we should be working closely with Japan, India, South Korea, Australia, New Zealand, Canada and others"

Before that in an interview with Germany's Der Spiegel, Borrell said, "The West was naive with regard to China; we thought that with increasing trade there would be change."

The EU council has also expressed "grave concern" over China's national security law for Hong Kong. Among other things, EU has said it will support civil society in Hong Kong.
