China needs to come up with Confidence Building Measures (CBMs) in Xinjiang and a "better understanding of the religion" will be helpful for Chinese authorities in "understanding the people's aspirations and concerns" are the key findings of the internal assessment carried out by Pakistan to understand the mood of the public on the situation of Uighur Muslims in China.

The internal assessment by Pakistan on public sentiment on the atrocities against Uighurs Muslims carried out by the Chinese government in the restive western province of Xinjiang saw religious Urdu journals being more vocal about it.

The assessment recommended that "reliable and mature religious" leaders need to be kept on frequent communication. And these religious leaders should feel the "closeness" in which they may give a suggestion to Chinese authorities on the issue.

But largely a relook by Chinese authorities of "governance" is what is needed--this includes revisiting approach of compulsory and forcible re-education of Uighur Muslims.

While Pakistani internal assessment has lauded Chinese leadership in the long term strategy of mainstreaming and integration of people of Xinjiang, the report suggests the common population should not be seen as a collective threat. It hopes fasting, prayers, recitation of Quran should be allowed since these are important tenets of Islam and restrictions over them is a cause discomfort.

The internal report has recommended that Muslims should be allowed the freedom to perform their rituals which will give a positive message inside and outside of China.

In fact, the news of curbs and restrictions on the Muslim way of life in other parts of China as well is seen as extremely disturbing for anyone in Pakistan, the report concurs.

It is important to know, Pakistan has banned online publication of extremist journals Hittin. The primary cause has been that it has been very critical of Chinese influence in Pakistan and Beijing should not be seen as a well-wisher to people of the region.

It has talked about the mammoth infrastructure project the China Pakistan economic corridor in the same context and highlighted the "plight of Muslims in East Turkistan". Xinjiang is also referred to as East Turkestan especially by extremist and terror groups -- East Turkestan Islamic Movement.

Chinese mission in Islamabad has asked Pakistani authorities to manage negative sentiments domestically when it comes to atrocities against Uighur Muslims which could take a toll on bilateral ties.

Chinese mission in Islamabad has asked Pakistani authorities to manage negative sentiments domestically when it comes to atrocities against Uighur Muslims which could take a toll on bilateral ties. Pakistani authorities had done an internal study to gauge the public mood on the atrocities against Uighurs by Chinese government in the restive western province of Xinjiang. The report found that religious journals in Pakistan have been talking about it vocally and widely covering the situation in the westernmost Chinese province which one journal described as "police state". The main objective of the Pakistani assessment was to manage the reaction and control any activity that may cause embarrassment for both Pakistan and China on the Uighur issue. Journals like Ishraq, Ahl-E-Hadith, Mohaddis, Peyam, Al Burhan, Al Aitisam, Uswah Hasana and Tarjuman Ul Quran have been discussing the matter since November 2019. WION broke the story on Friday. The report was handed over to the Chinese mission, with the mission seeking more feedback on the matter. The Chinese mission in Pakistan is worried about the religious sections of Pakistani society, which are considered not only staunch but uncompromising. It sees the role of mainstream English media such as Dawn who have reported on China's expanding sphere of influence also concerning. While major mainstream media in Pakistan have been focusing on growing cooperation and goodwill between Islamabad and Beijing, "certain English media" gives space to disturbing news from China, the mission has discussed with Pakistani authorities. Feedback on Urdu media has been asked, as religious segments rely on Urdu media for information. When it comes to Urdu media versus English media, the Chinese mission believes the latter caters only to a certain section of the elite and doesn't have a significant role in shaping public opinion. Also read: Pakistan assessment finds seething anger in religious journals over situation of Uighurs Muslims in China What the Chinese mission seeks to understand is if concerns regarding Xinjiang are taking "shape of emotions" and this could be detrimental to the interest of both countries, especially with the mega infrastructure project China Pakistan Economic Corridor or CPEC passing through the South Asian country. Both sides have concurred that "chances of emotions taking shape" may increase as western sources give more reportage to the crisis in Xinjiang but with documentary evidence. The Chinese response to western stories on Xinjiang is not seen as convincing and one that is lacking transparency. For example, while initially, China denied that acknowledge the presence of detention centres, Beijing later adjusted its position to pronounce them as re-education and de-radicalisation centres. Also read: French claims on imprisonment of Uighur are 'lies', says China People to people connectivity is another aspect the Chinese mission has asked feedback on as Pakistanis might be forming personal opinions and getting information first hand. One is the frequent visit of people from Pakistan to Urumqi, Kashgar in Xinjiang with some married to Uighur Muslims and concerned about the safety of their families. Another is increased connect between Pakistani and Turkish nationals at public and official level and that might get expose the former with Uighur right activities. Feedback has also been asked on current questions being raised on the silence of Pakistani nationals over conditions of Uighurs vis a vis being vocal on "other communities such as in Palestine or Kashmir." Pakistani Establishment and Prime Minister Imran Khan have been silent on Uighur issue and when asked have been muted to any criticism against "all-weather" ally China.

Even as Nepal government plans to send the new map which shows Indian territories as Nepal's to United Nations, the New York-based body would neither use it in its official dealings nor display the territories and areas claimed by Nepal as its territories on its website.

Even as Nepal government plans to send the new map which shows Indian territories as Nepal's to United Nations, the New York-based body would neither use it in its official dealings nor display the territories and areas claimed by Nepal as its territories on its website. The reason being that the UN prints its maps and every map comes with a disclaimer. The disclaimer on UN Maps says,"The boundaries & names shown and the designations used on this map do not imply official endorsement or acceptance by the UN". The UN does not use either India’s, Pakistan's or China’s map or for that matter, any territory claimed but goes by its administration largely. The body will however as part of diplomatic protocol accept it, whenever Kathmandu sends it. The new Nepali map shows Indian territories of Limpiyadhura, Lipulekh and Kalapani as its own. India had strongly reacted to the development calling it a "unilateral act", one that is "unjustified cartographic assertion". What is interesting is previous maps submitted by Nepal never included Limpiyadhura, Lipulekh and Kalapani. In some sense, while Nepal will be sending an updated map, it will be unintentionally conveying formally that it has indulged in cartographic assertion, as New Delhi said. The decision for new Nepal map was announced by the executive decision by KP Sharma Oli led govt. The constitutional amendment to give legal backing to its coat of arms that shows the new map was passed by Nepal parliament earlier this year. The MEA spokesperson Anurag Srivastava had that time said, map "is not based on historical facts and evidence. It is contrary to the bilateral understanding to resolve the outstanding boundary issues through diplomatic dialogue. Such artificial enlargement of territorial claims will not be accepted by India." Ties between the 2 governments have gone downhill since then.

UN won't officially use or endorse controversial new Nepal map

Days after Foreign Ministers of four countries - three from South Asia- Nepal, Afghanistan, Pakistan and China met virtually to deal with COVID-19 crisis, Nepal foreign ministers have dismissed any idea of creating a subregional group involving the four countries.

Nepal's foreign minister Pradeep Gyawali said, "Virtual conference of four countries was totally focused on the cooperation amid COVID-19. It will unnecessary and wrong to create any other type of coordination between those countries. Nepal, Pakistan, Afghanistan are a member of SAARC and China is an observer of the SAARC, we are already in single umbrella."

"No possibility, desire or plan to create another sub-regional alliance or organisation comprising of those 4 countries. It was purely confined on cooperation on COVID pandemic," he added.

During the virtual meet, China called for advancing the China-Pakistan Economic Corridor and the Trans-Himalayan Connectivity Network and also said it supports the extension of CPEC to Afghanistan.

The Nepali foreign minister mentioned about Kalapani, Lipulekh and Limpiyadhura issue saying his office has "time and again asked our Indian friends to formally start the diplomatic negotiation to settle these problems" but the "proposal was not responded timely".

He also called for revisiting of the Gurkha recruitment in Indian and British forces saying, "Gurkha recruitment is legacy of past. It was first window open for Nepali youths to go abroad" but "in the changing context some of its provisions" are not required and "we should start objective discussions...Tripartite agreement of 1947 has become redundant".

The tripartite agreement was signed between India, UK and Nepal in 1947 on the rights of Gurkhas in military service. More than 30,000 Nepalese Gorkhas are currently serving in the Indian Army's seven Gorkha Rifle regiments.

On India China tensions, the FM said, "how they manage their differences will definitely set the future of Asia, at least in this region" and while "after Wuhan summit, the partnership between India & China deepened but nowadays, there are tensions after the Galwan clashes. Though both countries are trying their best to de-escalate the tension, however challenge is there".

Growing discontentment and religious journals seething with anger is what authorities in Pakistan have found when they tried to gauze public mood on the atrocities against Uighurs by Chinese govt in the restive western province of Xinjiang.

An assessment was done to get a first-hand view on the issue which is now getting increased global spotlight as evidence comes to light overuse of brutal force by China in the province.

The main objective of the Pakistani assessment was to manage the reaction and control any overt activity that may cause embarrassment for both Pakistan and China on the Uighur issue.

The study noted the treatment of Uighur Muslims in Xinjiang has especially impacted religious opinion in Pakistan with a number of journals covering the development.

In one issue of monthly Ishraq from Lahore dated January 2020, a comment by its patron Javed Ahmed Ghamidi while mentioning about the right to seek refuge gave an example of "persecution of Muslims in China". In an article in weekly Ahl-E-Hadith from Lahore in February of 2020 mentions about state policies of China against its Muslim population and compares it with the severity of Israeli actions against the Palestinians.

Discussing Xinjiang in the context of atrocities against Muslims globally has been as a common pattern among religious journals, the assessment finds. The editorial of monthly Mohaddis from Lahore in the month of February 2020 commented that Muslims in Xinjiang are living a hard life with Muslim majority decreasing from 94% in 1948 to 48% with them being "forced to abandon Islam".

An article in the same monthly on page 24 equated "national interest considerations" forcing Pakistan to be silent on "concerns about Muslims in China" something that also led Islamabad "to facilitate the US against Afghanistan in 2001". In November 2019, Mohaddis had shared its concerns over restrictions in Xinjiang on Muslims growing beard and this undermining of Islamic symbols becoming the new normal. The same issue was raised by monthly Peyam published from Islamabad in the same month, last year. Al Burhan article of October 2019 while writing about the issue highlighted that there are sanctions over fasting in the month of Ramzan.

Two exclusive articles in two religious journals during the time period of the study done by authorities map the detailed life in the Chinese province.

Al Burhan published a detailed account of Uighur Muslims in 3 consecutive issues. The account was a personal observation of Pakistani academic about Xinjiang who described the ground situation as "technology-based slavery" and called the province a "police state" with "every home, street and neighbourhood being a detention centre, every Uighur a suspect and presumed terrorist". The writer pointed out, "systematic effort to sideline Uighur Muslims and their cultural symbols and gradually bring them to extinction". He narrated how "young Uighurs have Chinese spouses and adopted the Chinese way of life".

The author, in fact, refers to police presence is very visible in Capital Urumqi and other parts of Xinjiang and apart from keeping an eye physically, surveillance is done thought network of security cameras, biometrics and unwanted activity means swift action including electric shock. He also senses frustration among Uighur Muslims from Pakistan as they expected word of sympathy from the country.

Mohaddis in November 2019 had published an exclusive write up with the title "condition of Muslims in Chinese province Xinjiang in the light of international media reports" and states problems for Muslim population started in 1949. It also notes killing of 75000 Muslims by Chinese forces in the province in 1966. The incident started with Chinese authorities trying to stop local Muslims for Eid ul Azha in Kashgar, one of the westernmost cities of the country.

The article states that copies of the Holy Quran have been forcibly confiscated and around a million minority Muslims are kept in detention camps. Mainstream Pakistani media has been by and large silent on the issue on expected lines, Dawn in its editorial in November 2020 said, "like many other countries, Pakistan too has a spotty human rights record, but when it can speak out against the human rights violations of the Kashmiris and the Rohingya, can it stay silent about the Uighurs?"

The Pakistani authorities in the assessment found prominent religious leaders have commented on the subject. While they are cautious on the issue they expect Pakistani govt raise the concern with the Chinese leadership through diplomatic channels.

The study comes even as Pakistan government had to face embarrassment over the leaked reports of the Independent power commission that highlighted Chinese companies were charging rates higher than even local Pakistani companies. The commission was constituted by Pakistani govt to evaluate CPEC power projects and while the report was suppressed locally, it got coverage in international media.

It also cites the Human right watch report which says every Muslims have to download an official Chinese application in cellphone which allows Chinese authorities to know all the details of the person and complete record of every Muslim between the ages of 12 to 65 has been prepared including their DNA, Fingerprints.
