The International Atomic Energy Agency (IAEA) and Japan signed an agreement on Monday, (September 18) setting out the full scope of the agency’s comprehensive and continuous safety review of the discharge of treated water from the Fukushima Daiichi Nuclear Power Station.

The International Atomic Energy Agency (IAEA) and Japan signed an agreement on Monday, (September 18) setting out the full scope of the agency’s comprehensive and continuous safety review of the discharge of treated water from the Fukushima Daiichi Nuclear Power Station. According to a statement, the agreement was signed by IAEA Director General Rafael Mariano Grossi and Japanese Foreign Minister Kamikawa Yoko on the sidelines of the United Nations General Assembly (UNGA) in New York. "The IAEA has been reviewing the safety of Japan’s plan on how to handle the treated water since it was first announced in 2021 and today’s agreement focuses on the Agency’s long-term activities during the discharge itself," the statement said. The five main areas under the agreement The agreement has identified five main areas of the UN atomic agency's safety review work- 1) Monitoring and assessment, focused on the protection of people and the environment; 2) The IAEA’s presence in Japan and at the FDNSP, including for conducting onsite analysis; 3) Regular Agency review missions; 4) Corroboration of Japan’s source and environmental monitoring based on independent sampling and analysis; and 5) Outreach and awareness activities, including sharing key information with the public. The statement said that these areas would enable the IAEA to check that the relevant international safety standards are constantly applied during the discharge, backed up with real-time and other monitoring data on its website. IAEA Director General Grossi said that the agreement set broad parameters for the agency’s "permanent presence at the site to implement the monitoring, corroboration and assessment activities that are indispensable for transparency and for building confidence – both in Japan and abroad – that the discharge will neither harm people nor the environment." The Japanese government started releasing treated radioactive water from the Fukushima plant last month, sparking international concerns, especially from China which banned all seafood imports from Japan. Don't see any transparency from Tokyo over water discharge: Russia Nearly a week back, Russia said that it was concerned about the discharge of treated radioactive water from the Fukushima plant and called on Tokyo to give detailed information about the process. Speaking to reporters on September 13, Russian foreign ministry spokesperson Maria Zakharova said, "Unfortunately, we do not see any transparency, openness, clarity in Tokyo's actions. And that is exactly what we are calling for. We see the endless statements, certain advertising stunts like serving fish, apparently caught from this discharged water. We understand what that's worth." "We expect that Japan will finally provide a detailed explanation about all aspects that other countries are interested in, in part our country (Russia). This (interest) is connected with future discharges of water. We base things on the (expectation) that, in case of necessity, Tokyo would allow monitoring of the radiological situation in those areas where the discharge is taking place," she added. Morning brief: 300,000 children in flood-ravaged Libya facing health crisis, & more

The disappearance of China's defence minister, the latest in a string of upheavals in the country's top ranks, is stoking uncertainty about President Xi Jinping's rule as an internal security clampdown trumps international engagement.

The growing unpredictability could affect the confidence other countries place in the leadership of the world's second-biggest economy, diplomats and analysts say.

Defence Minister Li Shangfu, who has missed meetings including with at least one foreign counterpart since he was last seen in late August, is under investigation in a corruption probe into military procurement, Reuters reported on Friday.

Newly installed Foreign Minister Qin Gang vanished with scant explanation in July, the same month as an abrupt shake-up of the military's elite Rocket Force, which oversees China's nuclear arsenal.

As Xi, China's commander-in-chief has focussed inward, he caused concern among foreign diplomats this month by missing a Group of 20 summit in India, the first time he has skipped the global leaders' gathering in his decade in power.

Faced with the growing uncertainties, some diplomats and analysts are calling for a hard look at the true nature of Xi's regime.

"Clear-eyed assessments are needed - this isn't just a question of whether China is a partner or a competitor, it is a source of economic, political and military risk," said Drew Thompson, a former Pentagon official who is now a scholar at the National University of Singapore.

Due to a lack of transparency surrounding the changes, various explanations were plausible "and this feeds the crisis of confidence that is brewing around China," Thompson said.

China's Foreign Ministry did not immediately respond to a request for comment on Saturday.

Proximity isn't patronage

Regarding Defence Minister Li's disappearance and investigation, a ministry spokeswoman told reporters on Friday she was not aware of the situation. The State Council and Defence Ministry did not respond to requests for comment.

Since his appointment in March, Li has been the public face of China’s expanding military diplomacy, expressing concern over US military operations during a high-profile security conference in June and visiting Russia and Belarus in August.

He had been expected to host an international security meeting in Beijing in October and represent the People's Liberation Army (PLA) at a meeting in November of regional defence chiefs in Jakarta.

With corruption long permeating China's military and state institutions, some analysts and diplomats believe Xi's anti-graft crackdowns mark political purges across the Communist Party.

"Regardless of the reason... the sense that this could keep happening could have an impact on foreign actors' confidence in engaging with their Chinese counterparts," said Helena Legarda, lead analyst with the Mercator Institute for China Studies in Berlin.

The Li upheaval is unusual for its speed and its reach into Xi's hand-picked elites.

"This is all so sudden and opaque. One thing we can now see is that proximity does not equate to patronage in Xi's world," said Singapore-based security analyst Alexander Neill, an adjunct fellow with Hawaii's Pacific Forum think-tank.

Continuity risk

Although not in a direct command position, Li serves on Xi's seven-person Central Military Commission and is one of China's five state councillors, a cabinet position that outranks regular ministers. Some scholars believe he is close to General Zhang Youxia, who sits above him on the commission and is Xi's closest ally in the PLA.

Li, sanctioned by Washington in 2018 for an arms deal with Russia, shunned a meeting with US Defence Secretary Lloyd Austin at Singapore's Shangri-la Dialogue security conference in June, where a handshake marked their closest interaction.

Austin and other US officials are keen to resume high-level talks between the two militaries regional tensions roil. But Beijing counters that it wants Washington to be less assertive in the Asia-Pacific.

Regional envoys say deeper Chinese military diplomacy is vital, particularly with the US but also with other powers, as China increasingly deploys forces around Taiwan - the democratically governed island it claims - and across disputed parts of the East and South China Seas.

If Li's fate "reflects Xi's increasingly inward focus, it is not good for those of us who want greater openness and lines of communications with China's military," said one Asian diplomat.

As the PLA has an unprecedented level of military engagements with Southeast Asian forces this year, the recent swift changes back in Beijing "spur speculation and some concern about the continuity of policy", said political scientist Ja Ian Chong at the National University of Singapore.

"A shake-up of the military at this time is likely to draw attention, given the heightened activity of the PLA near Taiwan and the East China Sea, as well as stepped-up paramilitary activity in the South China Sea, since such actions create a potential risk of accidents, escalation and crises," Chong said.

Upheavals in Xi Jinping's world spread concern about China's diplomacy, erode confidence

Senior leaders of the Conservative Party have urged British Prime Minister Rishi Sunak to use his next manifesto to address the party's unpopularity among young voters. According to a report by The Guardian early Sunday (September 17), there are concerns that the party could be sunk without any action to win over voters below the age of 40.

There is also mounting anxiety among moderate Tories that the party is failing to prioritise net zero and help for renters that could attract younger voters.

Tom Tugendhat, the minister of state for security, warned that the Conservative Party can no longer sit around and assume that voters will simply turn to the party as they get older.

Addressing a gathering last week, Tugendha said, "There isn’t a Conservative in the country that doesn’t believe the opportunity for people to have a home, a family – whatever that family looks like – is vital and we need to be the party of aspiration, helping people achieve that ideal with Conservative policies."

“There are areas where we can be doing more, especially when it comes to young people and the next generation," Tugendha added. The minister also said that the Tories need to ensure that young people "have those opportunities to help them get ahead and we can’t leave them behind."

He pointed out that any offer to young voters had to include sticking with the party’s commitments to achieving net zero by 2050, The Guardian reported.

The minister's comments come as the latest Opinium poll revealed that the Labour Party maintained a 15-point lead over the Conservatives. The results showed that Labour had a 46-point lead among voters aged between 18 and 34.

Echoing Tugendhat's concerns, former minister Stephen Hammond said, "It is difficult to disagree with Tom’s comments. If we don’t have policies that resonate with the next generation of voters we are sunk."

'A fresh heyday for bilateral ties': N.Korea, Russia discuss issues to boost military cooperation

Thousands of demonstrators gathered in the capital city of Prague on Saturday (September 16) to take part in the protest of the pro-Russian Czech opposition party PRO movement against the government, criticising its economic management and military support for war-torn Ukraine.

Thousands of demonstrators gathered in the capital city of Prague on Saturday (September 16) to take part in the protest of the pro-Russian Czech opposition party PRO movement against the government, criticising its economic management and military support for war-torn Ukraine. Citing local reports, the news agency Reuters reported that around 10,000 people turned up for the protest. Addressing the crowd at the Wenceslas Square, PRO leader Jindrich Raichl said, "We made another step today to move out of the way the rock that is the government of Mr (Prime Minister Petr) Fiala." 'Don't want a puppet government any more' Sharpening his attack on the government, Raichl said, "They are agents of foreign powers, people who fulfil orders, ordinary puppets. And I do not want a puppet government any more." He added that the Czech Republic should veto any attempt by Ukraine to join the North Atlantic Treaty Organization (NATO). The current government in the Central European country has been a close ally of Ukraine, providing it with arms and ammunition to fight the Russian invasion. The PRO movement is not represented in the Czech Parliament and has taken a nationalist, pro-Moscow and anti-Western line. On Saturday, Raichl hailed the policies of Hungarian Prime Minister Viktor Orban as a role model and also voiced support for Slovakia's former Prime Minister Robert Fico, who has adopted a staunchly anti-Western stance ahead of an election on September 30. Protesters on Saturday also criticised the Fiala government's stewardship of the Czech economy which has suffered double-digit inflation. In a social media post, police said they detained a man at the protest who was wearing a patch of the Russian mercenary group Wagner on suspicion of supporting genocide. Cocaine is set to overtake oil to become Colombia's main export item as the government strengthens the fight against drug trafficking. According to a report by the news agency Bloomberg on Thursday (September 14), Colombia's oil exports posted a drop of 30 per cent in the first half and the revenue from cocaine has constantly gone up. This means that cocaine could be the country's number one export item as soon as this year. “Cocaine export revenues jumped to $18.2 billion in 2022 — not far behind oil exports of $19.1 billion last year,” the report estimated, and pointed out that while the government was destroying laboratories where cocaine was manufactured from coca leaves, but this did not prevent production from expanding. Govt changes approach towards drug trafficking President Gustavo Petro's government has changed Colombia's approach towards drug trafficking, seeking to hit drug lords who benefit more from the sale of narcotics overseas rather than targeting coca leaf producers, who are the weakest link in the production chain. President Petro has been seeking talks with the nation’s main drug-trafficking groups, hoping to end the 60-year-long conflict through peace accords. The report said that the new approach toward drugs is facilitating illegal groups to increase cocaine production. As per a United Nations report this week, cocaine output surged to a record 1,738 tonnes last year, while the amount of land planted with coca, the raw material for making the drug, rose 13% to a record 230,000 hectares (570,000 acres) in 2022 from the previous year. Colombia proposes Latin American alliance to combat drug trafficking A week back, Colombian President Petro proposed a Latin American alliance to bring a unified voice to the fight against drug trafficking. "It is time to rebuild hope and not repeat the bloody and ferocious wars, the ill-named 'war on drugs', viewing drugs as a military problem and not as a health problem for society," Petro said during the Latin America and Caribbean Conference on Drugs on September 9. He also pushed for the reconsideration of an anti-drug strategy and urged for the need for a unified voice "that defends our society, our future and our history and stops repeating a failed discourse." An amateur astronomer in Japan captured a bright flash in Jupiter’s atmosphere, leading to further investigation by scientists. According to a report by The New York Times (NYT) on Friday (September 15), the astronomer, who remains unidentified, sent an email to Dr Ko Arimatsu, an astronomer at Kyoto University. Upon receiving the email, Dr Arimatsu put a call out for more information. Arimatsu received six more reports of the August 28 flash which is one of the brightest ever recorded on Jupiter. Flashes like these are caused by asteroids or comets from the edges of the solar system which impact Jupiter's atmosphere In an email, Arimatsu said that the direct observation of these bodies was virtually impossible, even with advanced telescopes. The astronomer added that Jupiter's gravity lures in these objects which eventually slam into the planet, making it a unique and invaluable tool for studying them directly. The previous impacts As per the NYT report, powerful impacts into Jupiter are a lot more rare currently, but they do occur. In 1994, a comet whacked the planet with so much force that it left a visible debris field. Another impact was seen in 2009. Dr Arimatsu said that eight of the nine flashes seen in Jupiter since 2010 were reported by amateur astronomers. He emphasised the importance of small-scale astronomy initiatives. As per his initial analyses, the flash reported on August 28 this year had an impact comparable to the 1908 Tunguska explosion in Siberia, which experts believe was an asteroid that ripped apart 800 square miles of forest.
