"CNOOC acts a bully for the People's Liberation Army to intimidate China's neighbours, and the Chinese military continues to benefit from government civil-military fusion policies for malign purposes," Ross added.

"CNOOC has repeatedly harassed and threatened offshore oil and gas exploration and extraction in the South China Sea, with the goal of driving up the political risk for interested foreign partners, including Vietnam," the Commerce Department said.

The move to force business partners to "pick one of two", therefore selling exclusively on one platform, is explicitly cited as a monopolistic practice as well.

China's tech firms are known to have captive ecosystems. Alibaba's Taobao platform, for example, supports payments via its own Alipay rather than Tencent's WeChat Pay.

Beijing has moved to clip the wings of its fast-growing online platforms, most recently halting a planned record-smashing $34 billion IPO of Ant Group -- Alibaba's financial arm.

But Supun Walpola, equity analyst at LightStream Research, noted that even if the new rules affect companies' current operations, it does not "drastically" hit their core business models.

"For instance, given its&nbsp;scale and penetration, I see no reason why Alibaba cannot be successful&nbsp;even without practices&nbsp;like data collaboration, price descrimination or exclusivity clauses," he said.

"There's a strong request from Apple to its clients to move part of the iPhone production out of China," one of the sources with direct knowledge of the matter told Reuters.

Foxconn's planned investment in the Sriperumbur plant, where Apple's iPhone XR is made some 50 km west of Chennai, will take place over the course of three years, the second source said.

Some of Apple's other iPhones models, made by&nbsp;Foxconn&nbsp;in China, will be made at the plant, said both sources, who declined to be identified as the talks are private and details have yet to be finalised.

Taipei-headquartered&nbsp;Foxconn&nbsp;will add some 6,000 jobs at the Sriperumbur plant in Tamil Nadu state under the plan, one of the sources said. Apple supplier Foxconn to invest $1 billion in India: Sources

China's Xiaomi Corp and Oppo are importing some smartphone models into India as their local plants struggle to get back to production levels needed to meet demand that built up during lockdown, sources familiar with matter said. 
The move is a costly one as the world`s second-largest smartphone market imposes steep tariffs on imports of devices and components - part of Prime Minister Narendra Modi`s push to boost manufacturing in India. Most foreign brands in India make nearly all of their smartphones locally.

It also underscores the challenges India faces in kick-starting production as new coronavirus cases soar to nearly 300,000 while more than 8,000 people have died.

Manufacturing facilities in India have been allowed since May to resume operations but several smartphone plants are still grappling with labour shortages, three sources told Reuters.

The bulk of the Xiaomi smartphones sold in India are made by contract manufacturer Foxconn in the southern states of Tamil Nadu and Andhra Pradesh, while Oppo assembles its India-made phones at a plant on the outskirts of New Delhi.

It was not immediately clear how many phones the Chinese brands are now importing, the sources added, declining to be identified as they were not authorised to discuss the matter with media.

"This is purely to take care of the demand that is there and the fact that they (Xiaomi) are not able to produce to meet demand," one of the sources said, adding the imports were a short-term measure until production and distribution gets back to normal.

Xiaomi did not respond to a request for comment and Foxconn declined to comment.

Oppo`s plant, which also makes phones for the OnePlus and Realme brands owned by common parent BBK Electronics, reopened with reduced staffing on May 7. But it had to close again for more than a week after several workers tested positive for the coronavirus.

In a few instances, staff at Oppo and other smartphone plants have either resigned or not shown up for work for fear of contracting the virus on assembly lines where people work closely, sources said.

"My father said if you live, you`ll find another job," one worker who recently resigned from the Oppo factory told Reuters, asking not to be named.

Oppo India declined to comment.

The production woes have meant delays to sales plans.

OnePlus, which competes with Apple Inc in India`s $400-plus smartphone segment, has had to stagger sales of its latest model on Amazon`s India website.

Realme said in an emailed statement it has been challenging to meet market demand due to supply chain disruptions and "limited production capabilities".

It added it would not risk the health of factory workers by ramping up production quickly and that it expected to be at normal manufacturing capacity by the end of July.

China's Xiaomi Corp and Oppo are importing some smartphone models into India as their local plants struggle to get back to production levels needed to meet demand that built up during lockdown, sources familiar with matter said.

"My father said if you live, you`ll find another job," one worker who recently resigned from the Oppo factory told Reuters, asking not to be named. Oppo India declined to comment. The production woes have meant delays to sales plans. OnePlus, which competes with Apple Inc in India`s $400-plus smartphone segment, has had to stagger sales of its latest model on Amazon`s India website. "This is an inevitable strategy rather than a good strategy," a source with knowledge of&nbsp;Samsung's Chinese operations said.

Samsung&nbsp;said in a statement to Reuters that it has been making limited lines of smartphones&nbsp;outside its own plants to broaden its existing portfolio and "ensure efficient management in the market". It declined to say how many&nbsp;Samsung&nbsp;phones&nbsp;are&nbsp;made&nbsp;by ODMs and said future volumes had yet to be determined.

Wingtech did not respond to a request for comment.

Research firm Counterpoint says ODMs can procure all the components needed for $100-$250 smartphones&nbsp;for 10 per cent&nbsp;to 15&nbsp;per cent less than major brands with their own factories in&nbsp;China.

One supply chain source said Wingtech can get some parts for up to 30 per cent less than&nbsp;Samsung&nbsp;Electronics pays in Vietnam, where it has three factories churning&nbsp;out&nbsp;smartphones, TVs and home appliances.

Wingtech started making tablets and&nbsp;phones&nbsp;for&nbsp;Samsung&nbsp;in 2017, accounting for 3&nbsp;per cent&nbsp;of its smartphones. That's expected to hit 8 per cent, or 24 million units, this year, according to IHS Markit.

Samsung's&nbsp;outsourcing plans involve its lower and mid-range Galaxy A series, with Wingtech having a hand in both design and production, sources said. The A6S, one of the models to be&nbsp;outsourced, costs from 1,299 yuan ($185) in&nbsp;China.

The Wingtech&nbsp;phones&nbsp;will mainly go to Southeast Asia and South America, one source said.&nbsp;Samsung&nbsp;is gaining share in both at the expense of Huawei, which is suffering from U.S. sanctions that bar it from putting all Google's services on new&nbsp;phones.

While&nbsp;Samsung&nbsp;is anxious to remain global smartphone market leader, some analysts worry it might not be worth the risk is given that profits in the budget phone business are scarce for all.

"Low-end&nbsp;phones&nbsp;are a headache for&nbsp;Samsung," said CW Chung, head of research at Nomura in Korea.

Chung said they were now commodity products and it was "nonsense" to make them in-house. But he and other experts said if&nbsp;Samsung&nbsp;gave ODMs&nbsp;more&nbsp;volume, that could cut contractors' costs further and boost their experience and knowledge.

"If ODM firms become&nbsp;more&nbsp;competitive,&nbsp;rivals&nbsp;will be&nbsp;more&nbsp;competitive," Tom Kang, an analyst at Counterpoint said, adding that once a company loses its expertise in making low-end&nbsp;phones&nbsp;by&nbsp;outsourcing, it is difficult to regain the know-how.

Chung said&nbsp;Samsung's strategic shift signalled the declining manufacturing prowess of the company, once a low-cost Asian manufacturer and now the world's top producer of high-end electrical consumer goods.

US rival Apple&nbsp;outsources production to Taiwan's Foxconn Technology, which has factories in&nbsp;China, but Apple still designs its&nbsp;phones&nbsp;in California.

Samsung&nbsp;said in an emailed response to Reuters that it will be involved in the oversight of the design and development of smartphones&nbsp;produced by ODMs.

One person familiar with&nbsp;Samsung&nbsp;and Chinese ODMs said contractors save money by cutting some steps&nbsp;out&nbsp;of the manufacturing process, potentially raising quality issues. He declined to go into details.

With that in mind,&nbsp;Samsung&nbsp;has been pairing South Korean component suppliers with Chinese contractors to keep closer tabs on quality control, the person said.

"We understand the logic of increasing the production volume with Chinese contractors is a strategic business decision but that doesn't mean all of us are happy about&nbsp;it," an executive at a Korean component supplier said.

Samsung&nbsp;told Reuters it has applied the same quality checks and standards it does with all its devices, adding that it was committed to delivering high-quality products.

Historically,&nbsp;Samsung&nbsp;has designed and produced almost all its&nbsp;phones&nbsp;in-house in vast factories in Vietnam and,&nbsp;more&nbsp;recently, India while winding down production in South Korea and&nbsp;China&nbsp;where labour costs&nbsp;more.

But Roh Tae-moon, the youngest executive to become a president at&nbsp;Samsung&nbsp;Electronics, is championing the new ODM strategy in his role as number two at the mobile division, two people familiar with the matter said.

"You don’t hear people talk about their phones like they did several years ago," Eddins said. But, "the key is that when people want to splurge on a phone, they do it with an Apple product."

Trip Miller, the managing partner at Apple shareholder Gullane Capital Partners, said he wants to see services growth return to the 20 per cent range and thinks Apple needs to use its billions in cash to buy media properties to fuel its forthcoming television service.

"You have to have a bigger installed base and have services that people get value from," Miller said.

As countries move to roll out ultra-fast fifth-generation -- 5G -- mobile networks, concerns are mounting that Beijing could use hardware provided by Chinese firms to spy on Western governments.&nbsp;

"The strategic challenge of China's place in the era of globalised technology is much bigger than just one telecommunications equipment company... it's a first-order strategic challenge for us all," the head of Britain's GCHQ cybersecurity agency Jeremy Fleming said.&nbsp;

"It's a hugely complex strategic challenge which will span the next few decades... How we deal with it will be crucial for prosperity and security way beyond 5G contracts."&nbsp;

In the last year, the United States has stepped up pressure on its allies to block<a href="http://www.wionews.com/world/huawei-breaks-price-ceiling-with-2600-folding-5g-smartphone-199404"> Chinese telecoms giant Huawei</a> from building their 5G networks, citing security concerns.&nbsp;

Both are members of the Five Eyes intelligence network, which also includes Britain, Canada and the US. &nbsp;

The shock warning added to concerns about the broader tech sector after <a href="http://www.wionews.com/world/apple-inks-deal-with-samsung-to-distribute-itunes-shows-on-tvs-188696">Apple sent shudders</a> through world markets last week by slashing its revenue forecast blaming weak sales in China and citing the trade war.

Samsung — the world's top maker of smartphones and memory chips — has enjoyed record profits in recent years despite a series of setbacks, including a humiliating recall and the jailing of its de facto chief.

But operating profit during the October to December period was expected to be around 10.8 trillion won ($9.8 billion), down 28.7 per cent from a year earlier, Samsung said in an earnings estimate.

The figure was below market consensus of about 13.5 trillion won, according to market researcher FnGuide.

Sales dropped more than 10 per cent to 59 trillion won in the period, Samsung said.

It cited "lacklustre demand in the memory business and intensifying competition in the smartphone business" for the dismal outlook.

"Memory earnings fell significantly... due to weaker-than-expected demand amid inventory adjustments at data-centre customers," which led to a "greater-than-expected" drop in chip prices, it said.

"We expect earnings to remain subdued in the first quarter of 2019 due to difficult conditions for the memory business but strengthen in the second half."

But analyst Kim Sun-woo of Meritz Securities said worsening supply and demand for semiconductors and the structural challenges facing Samsung's smartphone business will hit profits throughout 2019.

Demand for DRAM memory chips "will hit a low in the fourth quarter of 2019", he added.

Samsung withholds net profit and sector-by-sector business performance data until it releases its final earnings report, which is expected later this month.

For 2018, the firm expects operating profit of 58.9 trillion won, up nearly 10 per cent on-year, and sales to inch up 1.6 per cent to 243.5 trillion won.

Shares in Samsung Electronics, the flagship subsidiary of the Samsung Group that dominates South Korea's economy, were down 0.5 per cent in afternoon trading.

Last week Apple said it expected to earn $84 billion in October-December, well down from the $89-$93 billion previously forecast as it blamed a steeper-than-expected "economic deceleration" in China and emerging markets.

The news battered world equities, with observers saying problems at the usually reliable US titan could point to broader demand weakness and the China-US trade war cited as a key factor.

"When Apple sounded the alarm bells for last quarter results, there was some thought the drops in China sales was an anti-Apple backlash due to escalating US-China tensions," said Stephen Innes, head of Asia-Pacific trade at OANDA. "But these Samsung results are quite damning suggesting there... (is) a broader-based retail and manufacturer slowdown afoot."

While Samsung leads the global smartphone market with a 20 per cent share, it faces mounting competition from Chinese rivals like Huawei — which surpassed Apple to take second place last year — offering quality devices at cheaper prices.

"Samsung is losing ground to Huawei, Xiaomi and other Chinese rivals in the huge China and India markets," Neil Mawston, executive director at market researcher Strategy Analytics, said in a report.

Samsung once also had a 20 per cent market share in China but has seen its sales tumble to less than one per cent of the world's largest smartphone market in the third quarter, and last month announced the closure of its factory in Tianjin.

It will reportedly roll out a new line-up of its flagship Galaxy handsets at next month's World Mobile Congress in Barcelona as it seeks to regain a competitive edge in a market segment it once dominated.

Samsung is also set to introduce the world's first bendable smartphone in the first half.

Its reputation suffered a major blow after a damaging worldwide recall of its Galaxy Note 7 devices over exploding batteries in 2016, which cost the firm billions of dollars and shattered its global brand image.

It also took another hit after the bribery conviction of Lee Jae-Yong — the son and heir of the group's ailing current chairman Lee Kun-hee.

The 50-year-old scion was a key figure in the scandal that ousted former South Korean president Park Geun-Hye following massive nationwide protests and was sentenced to five years in jail last year.

But he was released from jail in February last year after several of his convictions were quashed on appeal.

Samsung Electronics on Tuesday flagged its first quarterly profit drop in two years and painted a grim outlook owing to mounting competition from Chinese smartphone makers and declining chip prices. The shock warning added to concerns about the broader tech sector after Apple sent shudders through world markets last week by slashing its revenue forecast blaming weak sales in China and citing the trade war. Samsung — the world's top maker of smartphones and memory chips — has enjoyed record profits in recent years despite a series of setbacks, including a humiliating recall and the jailing of its de facto chief. But operating profit during the October to December period was expected to be around 10.8 trillion won ($9.8 billion), down 28.7 per cent from a year earlier, Samsung said in an earnings estimate. "Memory earnings fell significantly... due to weaker-than-expected demand amid inventory adjustments at data-centre customers," which led to a "greater-than-expected" drop in chip prices, it said. "We expect earnings to remain subdued in the first quarter of 2019 due to difficult conditions for the memory business but strengthen in the second half." But analyst Kim Sun-woo of Meritz Securities said worsening supply and demand for semiconductors and the structural challenges facing Samsung's smartphone business will hit profits throughout 2019. Demand for DRAM memory chips "will hit a low in the fourth quarter of 2019", he added. Samsung withholds net profit and sector-by-sector business performance data until it releases its final earnings report, which is expected later this month. For 2018, the firm expects operating profit of 58.9 trillion won, up nearly 10 per cent on-year, and sales to inch up 1.6 per cent to 243.5 trillion won. "When Apple sounded the alarm bells for last quarter results, there was some thought the drops in China sales was an anti-Apple backlash due to escalating US-China tensions," said Stephen Innes, head of Asia-Pacific trade at OANDA. "But these Samsung results are quite damning suggesting there... (is) a broader-based retail and manufacturer slowdown afoot." While Samsung leads the global smartphone market with a 20 per cent share, it faces mounting competition from Chinese rivals like Huawei — which surpassed Apple to take second place last year — offering quality devices at cheaper prices. It made a net loss of 43.89 billion yuan versus a profit of 491.6 million yuan in 2016, though this was impacted by the fair value changes of convertible redeemable preference shares.

Alongside smartphones, Xiaomi makes dozens of internet-connected home appliances and gadgets, including scooters, air purifiers and rice cookers, although it derives most of its profits from internet services.&nbsp

Its relatively cheap handsets pose a rising challenge to market leaders Samsung Electronics Co Ltd and Apple Inc.

Xiaomi doubled its shipments in 2017 to become the world`s fourth-largest smartphone maker, according to Counterpoint Research, defying a global slowdown in smartphone sales.

It is also making a big push outside China`s borders, with 28 per cent of its sales derived from overseas markets last year, up from 6.1 per cent in 2015.

Yet margins on its smartphones are razor-thin. Xiaomi posted a gross profit margin of just 8.8 per cent for its smartphone business in 2017 compared to 60 per cent for its internet services business.

According to some analyst estimates, Apple`s flagship iPhone X and iPhone 8 have gross margins of around 60 per cent.

The company makes the lion`s share of its profit - 60 per cent - from internet services, including gaming and advertising linked to its homegrown user interface, MIUI, which had 190 million monthly active users as of March 2018.

Dual-Class Shares

Xiaomi`s listing plans come as the company and its investors look to capitalise on a bull run for the Hong Kong market, which has seen the benchmark Hang Seng Index rise about 27 per cent over the past year.

Armed with the new rules allowing the listing of companies with dual-class structures, Hong Kong is eyeing several tech listings that are expected in the coming two years from Chinese firms with a combined market cap of $500 billion.

Xiaomi said in its IPO application the company would have a weighted voting rights (WVR) structure, or dual-class shares. The WVR give greater power to founding shareholders even with minority shareholding.

The structure would allow the company to benefit from the "continuing vision and leadership" of the dual-class share beneficiaries, who would control the company for its "long-term prospects and strategy", it said.

Dual-class shares have been a contentious topic in Hong Kong since the city`s strict adherence to a one-share-one-vote principle cost it the float of Alibaba, which instead listed in New York.

Xiaomi is also likely to be among the first Chinese tech firms seeking a secondary listing in its home market, using the planned China depositary receipts route, two people with knowledge of the matter said.

Though the company has not clarified the smartphone name it is highly speculated that it will introduce Mi 5X, as the same smartphone was recently launched in China.&nbsp;

Xiaomi Mi 5X handset measures 155.4 x 75.8 x 7.3 mm and weighs 165 grams. The phone which has already been introduced in China in July for 1499 Yuan, approximately Rs 14,285, is available in three colour variant- Gold, Black and Rose Gold.&nbsp;

The handset is designed with a full metal body&nbsp;with rounded edges and a 5.5 inch full HD( 1920 x 1080 pixels) curved glass display.

The dual camera setup at the rear panel comes with 12-megapixel sensors.&nbsp;

The 3080 mAh battery phone offers 4G with VoLTE, Bluetooth 4.2, WiFi (802.11 b/g/n), GPS with AGS/GLONASS, 3.5mm audio jack and USB type C.

Powered by 2 GHz octa-core Snapdragon 625 processor and Adreno 506 GPU coupled with 4GB RAM the handset runs on Android 7.1.1 Nougat based MIUI 9 operating system.&nbsp;

Xiaomi has tied up with a web-based portal GadgetWood to offer customers one-day repair and delivery services. The partnership was conceived after a three-month pilot project in Delhi-NCR region, with nearly 500 customers availing the services during the test period.

Xiaomi India head Manu Kumar Jain told EconomicTimes, &ldquo;We want to bring door delivery services to customers, who otherwise have no time to travel and identify outlets to service their gadgets in.&rdquo;

GadgetWood is a multi-brand repair and support provider for mobiles and tablets and also features onsite pickup and delivery of devices with unlimited doorstep assistance. It also allows customers to access live updates on the status of the repair process, get SMS updates, and also telephonic and remote support. The one-year-old startup recently managed to raise Rs 1.1 crore in the first round of funding from Indian Angel Network.

&ldquo;As a startup, we are constantly looking for such opportunities. We reached out to them (Xiaomi India) and got a quick response,&rdquo; GadgetWood co-founder and director Jayant Jha told.
