Eighth round of Iran Nuclear deal negotiations kicks off in Vienna

Nearly 44,000 people gathered in Austria's Vienna to protest against mandatory Covid vaccines. Europe is currently seeing a surge in infections amid concerns of the new Covid variant, Omicron.

Protestors were seen holding placards that read, "No to vaccine fascism," "I'm not a neo-Nazi or a hooligan," and, "I'm fighting for freedom and against the vaccine," states AFP.

Nearly 68 per cent of the country's population is fully vaccinated. This accounts for one of the lowest rates in Western Europe.

The government in Austria has stated that those who have not received the required vaccine dose will need to stay at home as it makes the vaccine mandatory from February for all residents older than 14.

As per the government, nobody will be vaccinated forcefully. However, those who have not received the jab will need to pay an initial fine of $670. This can further go upto $4,000, if not settled.

According to a tally by the Johns Hopkins University, Austria has confirmed 1.2 million infections with nearly 13,000 fatalities since the start of the pandemic.

This comes a few days after a Reuters tally stated that Europe has surpassed 75 million coronavirus cases. The European

Union's public health agency has warned that within a few months, the new Covid variant could be responsible for more than half of all the cases.

Before Omicron was even discovered, Europe had become the epicentre of the pandemic, for the second time.

The WHO had warned that 700,000 more people could die from coronavirus by March 2022, taking the total to above 2.2 million. WHO had said that it is expected that there will be high or extreme stress on hospital beds in 25 countries.

When it comes to art and artistic expression, a debate always rages as to where the boundaries of freedom give way to so-called 'obscenity'. In digital age and in times of social media, though the general acceptance and understanding appears to have improved, art still finds itself at odds with online rules of propriety.

Tired of 'censorship' of social media platforms like Facebook, Instagram among others, Vienna tourism board has opened an account on OnlyFans, the adults-only platform. Tourism board has taken this decision to protest against the traditionally dominant social platforms.

OnlyFans was started in 2016. It is the only social platform that allows depiction of nudity.

Vienna museums have recently been sparring with social media networks over posts of their artwork. In July this year, TikTok account of Albertina was suspended and later blocked for posts containing Japanese photographer Nobuyoshi Araki's artwork that showed a female breast.

In 2018, Natural History Museum's photograph was deemed pornographic by Facebook and was removed.

The Leopold Museum faced such trouble as well.

Vienna tourism board's spokesperson has been mentioned in media reports as terming actions by the social media giants as "unfair and frustrating"

The CIA has removed its Vienna station chief following criticism of his management, including what some considered an inadequate response to reports of "Havana syndrome" incidents at the US Embassy there, the Washington Post reported on Thursday.

The Post, which cited unnamed current and former US officials, reported the action would send a message that leaders must take seriously the Havana syndrome, a mysterious set of ailments that include migraines, nausea, memory lapses and dizziness.

A CIA spokesperson said the agency does not comment on specific incidents or officers.

Ethiopia's Derara Hurisa won the Vienna City marathon on Sunday but was disqualified soon after when the soles of his shoes were found to be one centimetre too thick and in violation of the rules.

Hurisa crossed the line with a time of 2:09:22 but less than 45 minutes later, he was left distraught when his time was struck off as his shoes' soles were five centimetres thick.

The soles of road running shoes cannot be thicker than four centimetres and Hurisa had worn a different set of shoes to the ones he had mentioned on his form.

"We also stressed in the technical meeting the rules about the shoes. Unfortunately, we had no other choice than disqualifying the athlete," race co-ordinator Hannes Langer said.

"It's the first time something like this has happened. I'm pretty sure that from now on there will be some form of checks to avoid something like this to happen again in a major race."

Kenya's Leonard Langat, who finished three seconds behind Hurisa, was declared the winner as a result.

"Of course I would have preferred to have broken the tape," Langat said.

"I had no clue about the disqualification until they told me. It was of course my aim to win and I thank God that in the end I did."

Since President Joe Biden took office in January, more than 20 officials have reported symptoms similar to Havana Syndrome, which is a mystery brain illness. US National Security Adviser Jake Sullivan said on Sunday that there were still disagreements between Iran and world powers over reviving 2015 nuclear deal talks. He added that that the final decision on this issue was up to Iran's supreme leader Ayatollah Ali Khamenei.

"There is still a fair distance to travel on some of the key issues, including on sanctions and on the nuclear commitments that Iran has to make, Sullivan told "This Week with George Stephanopoulos" on ABC television.

The nuclear deal was struck with Iran buy P5+1 powers in 2015. However former US President Donald Trump pulled US out of the deal and reimposed crippling sanctions on Iran in 2018. Talks were on in Vienna from April this year to revive the nuclear deal, but they were adjourned on Sunday (June 20).

Tehran's delegation chief said negotiators with return to respective capitals for consultations. No date has been made public for resumption of talks.

European Union envoy Enrique Mora said Saturday that "progress has been made in a far from easy task. We need now more detailed work".

Russian ambassador to Vienna Mikhail Ulyanov added that "participants took note with satisfaction of the progress made so far and expressed determination to continue negotiations with a view to complete the process
successfully as soon as possible."

The discussions involved EU officials and representatives from Britain, China, France, Germany, Russia and Iran.

The talks are aimed at determining which sanctions the United States should lift and the measures Iran has to take in order to rein in Tehran's nuclear programme.

Iran delegation head Abbas Araghchi remarked on Telegram that "a good discussion took place within the joint commission.

"It appears that a new agreement is taking shape and there is now a common final goal among all," he added.

Ali Akbar Salehi, head of the Atomic Energy Organization of Iran, confirmed Iran was now producing uranium enriched to 60 percent purity, taking the country closer to the 90-percent level required for use in a nuclear weapon.

"The enrichment of uranium to 60 percent is underway" in Natanz, he was quoted by Tasnim news agency as saying.
Iran has repeatedly insisted it is not seeking atomic weapons, but it has gradually rolled back its nuclear commitments since 2019, the year after Washington withdrew from the accord and began imposing sanctions.

The nuclear deal was struck with Iran in 2015. Doubts were cast on its longevity after former US President Donald Trump unilaterally took US out of the deal.

The 2015 nuclear deal was struck with Iran by USA, Britain, China, France, Germany and Russia. Iran's refusal to hold direct talks with the US has had European intermediaries shuttling between separate hotels in Vienna last week.

Senior diplomats, excluding the United States, initially met to set the tone on Thursday in what diplomats anticipated would be a tougher round of talks to salvage the pact.

Two expert-level groups, seeking to marry lists of sanctions that the United States could lift with nuclear obligations Iran should meet, have now resumed their discussions.

"Currently I think the nuclear working group is more advanced, much more advanced, than (the) sanctions-lifting working group," Wang Qun, China`s ambassador to the U.N. atomic watchdog, told reporters after the Joint Commission meeting of senior officials.

"So currently we should do away with all disruptive factors, moving forward as swiftly as we can on the work of negotiation, especially by zeroing in on sanctions-lifting."

Iran`s foreign ministry said its negotiators had defended their decisions and expressed their disappointment at "the weak reaction" from European powers to the attack on Natanz.

Talks resume in Vienna on Iran nuclear deal revival

Iran and the United States have held indirect talks in Vienna to revive the embattled 2015 Nuclear deal. The officials from the five world powers also conducted the delicate diplomacy in Vienna.

US & Iran hold indirect talks in Vienna on reviving nuclear deal

The United States and Iran are expected to hold indirect talks in Vienna from Tuesday as part of broader negotiations to revive the 2015 nuclear deal between Tehran and other global powers.

US-Iran to hold indirect nuclear talks in Vienna today

The Iran Nuclear deal was a signature foreign policy achievement of Barack Obama's administration. After more than two years of gruelling negotiations, the agreement was reached upon in 2015 in Vienna between Iran and the permanent members of the United Nations Security Council i.e. China, France, Russia, United Kingdom, United States—plus Germany together with the European Union. As a result, Iran's nuclear ambitions were tightly restricted in return for the lifting of sanctions that crippled Iran's economy prior to the deal.

Chaos ensued when Donald Trump announced his exit from The Joint Comprehensive Plan of Action or JCPOA in May 2018 promising to negotiate a new deal, one that could completely curtail Iran's nuclear ambitions. Sanctions on Iran were brought back, more than 1500 in total. A trans-Atlantic clash awaited western powers France, Germany and Britain as they faced the prospect of American sanctions for doing business with Iran. The former U.S. president's maximum pressure strategy with Iran failed as miserably as it did with North Korea.

And just like Donald Trump's campaign promise in 2016, the Iran Nuclear Deal featured again on Biden's 2020 election campaign too, only this time Biden promised to revive it. Cut to April 2021, Iran and the West will be back at the negotiating table in Vienna. While Tehran has ruled out face-to-face bilateral discussions, the White House is also not expecting any direct talks for now but there is a strong possibility of indirect talks between the parties. Officials from both sides will be travelling to Vienna next week. This is how one European diplomat put it, "Iran and the U.S. will be in the same town -- but not the same room."

The decision to resume the talks in Vienna -- follows Friday's virtual meeting attended by Iran, China, Russia, France, Germany and Britain. The upcoming talks will focus on creating a list detailing the sanctions that America can lift and the nuclear obligations that Iran should meet. Iran's foreign minister Javad Zarif is understandably upbeat about the outcome and is now voicing support for the removal of sanctions and a gradual return to nuclear obligations. The Iranian foreign minister's reaction is a sharp contrast to his remarks in January when he accused Europe of not doing enough to protect the nuclear deal. Perhaps, that accusation can now be ruled out with the EU confirming the talks in the Austrian capital, hinting at playing a more active role.

The Vienna announcement comes just days after Iran and China agreed on a sweeping 25-year trade and security cooperation pact that could lead to increased oil flows from Tehran to Beijing along with cooperation in Banking, Finance and Insurance. It's important to note that China is Iran's biggest trading partner. And if the US must counter China's clout in trade, it must begin by the partial lifting of sanctions and by turning a blind eye to foreign western investments in Iran in fields of manufacturing, steel and aluminium companies, even banks. There's no doubt that Biden is walking a tight rope in a deeply divided US Congress when it comes to the issue of Iran. Also, much of the trajectory of the negotiations rests upon Iran's elections scheduled to be held in June, one that could see anti-US hardliners prosper.

The two countries will now need to work upon a framework wherein Iran can be complied into taking verifiable steps. Iran's hardball tactics have been marked by an increase in uranium enrichment and its limited access of nuclear facilities to IAEA, the UN atomic watchdog. So, for Biden the revival of the Nuclear deal is imperative and must be accompanied by a sense of urgency.

For India too, America's return to the JCPOA could arrive as a welcome relief. There was a time when India's trade with Iran was worth billions of dollars. So much so, Iran would sell oil to India in exchange for rupees which the country used to import Indian agricultural commodities. But soon after the US sanctions waiver expired, India stopped buying Tehran's oil in May 2019. According to India's Ministry of Commerce and Industry's data provided to news agency Reuters, India's overall exports to Tehran fell by 42% in 2020 amounting to $2.2 billion compared to 2019. This is the lowest figure in over a decade. The fall is expected to continue well into 2021. From strategic partnerships like the Chahbahar Port in southern Iran to Indian oil and gas exploration in Iran's Farzad B gas field, from agricultural supplies like rice to Indian export of automobile components and chemicals to Iran, India's trade potential with Iran can have massive long-term benefits. But clearly, the US sanctions have hit the India-Iran trade hard.

A credibility deficit created by Donald Trump will have to be addressed on priority by the Biden administration. Perhaps it is because of this trust deficit that Iran has rejected a phased lifting of sanctions. With Iran elections on the horizon, time is of the essence. There can be no progress without America's willingness to compromise.

Attacks across central Vienna, in which gunmen killed three people and injured several others, were carried out by at least one "Islamist terrorist," Austrian Interior Minister Karl Nehammer said on Tuesday.

In an early morning televised news conference, Nehammer repeated calls for the public to stay at home, saying one attacker, who was wearing an explosives belt that turned out to be fake, was an Islamic State sympathiser.

That assailant was shot dead by police. Nehammer said officials believe there was more than one attacker, adding that 1,000 security personnel had been deployed for the manhunt while neighbouring countries had offered assistance.
