Russian Foreign Minister Sergei Lavrov on Thursday accused the United States of seeking to spread what he called "a cultural revolution" around the world.

In an interview with political scientists broadcast on national television, Moscow's top diplomat said "they have colossal possibilities for it.''

"Hollywood is now also changing its rules so that everything reflects the diversity of modern society," he said, calling that "a form of censorship."

"I've seen Black people play in Shakespeare's comedies. Only I don't know when there will be a white Othello," Lavrov said.

"You see this is absurd. Political correctness taken to the point of absurdity will not end well."

Lavrov warned that anti-white racism might be building in the United States and said that political correctness "taken to the extreme" would have lamentable consequences.

Calling Russia a supporter of the worldwide trend, Lavrov said that "everyone wants to get rid of racism".

"We were pioneers of the movement promoting equal rights of people of any skin colour," he said.

But Lavrov stressed it was important "not to switch to the other extreme which we saw during the 'BLM' (Black Lives Matter) events and the aggression against white people, white US citizens."

Founded in the United States in 2013, Black Lives Matter is a movement that became a rallying cry after the killing by US police of an unarmed black man, George Floyd, last May.

The movement has led to a major debate about race, rights of people of colour and the toppling of statues of figures linked to slavery or colonisation in countries including the United States and the United Kingdom.

Russia accuses US of seeking to spread 'cultural revolution' worldwide

The first high-level US-China meeting of the Biden administration got off to a fiery start on Thursday in Achorage with both sides levelling sharp rebukes of the others' policies in a rare public display that underscored the level of bilateral tension.

The run-up to the talks in Anchorage, Alaska, which followed visits by US officials to allies Japan and South Korea, was marked by a flurry of moves by Washington that showed it was taking a tough stance, and by a blunt talk from Beijing.

US-China engage in undiplomatic sparring match

The United States on Tuesday imposed sanctions on seven senior Russians as it said its intelligence concluded that Moscow was behind the poisoning of jailed Kremlin critic Alexei Navalny.

"The intelligence community assesses with high confidence that officers of Russia's Federal Security Service FSB used a nerve agent known as Novichok to poison Russian opposition leader Alexei Navalny on August 20, 2020," senior Biden administration officials said.

The sanctions were a response to what the officials said was a Russian attempt to assassinate Navalny last year, an accusation Russia denies.

President Joe Biden's decision to impose sanctions for Navalny's poisoning reflects a harder stance than taken by his predecessor, Donald Trump, who let the incident last August pass without punitive US action.

“The United States is neither seeking to reset our relations with Russia, nor are we seeking to escalate," one official said.

"We believe that the United States and our partners must be clear and impose costs when Russia’s behavior crosses boundaries that are respected by responsible nations, and we believe there should be guard rails on how these adversarial aspects of our relationship play out," the official said.

Navalny fell ill on a flight in Siberia in August and was airlifted to Germany, where doctors concluded he had been poisoned with a nerve agent. The Kremlin has denied any role in his illness and said it had seen no proof he was poisoned.

The Kremlin in response said that the US sanctions would not achieve their goal and would merely worsen already strained relations.

In his turn, Russian Foreign Minister Sergei Lavrov said on Tuesday that Moscow would respond in kind to any new US sanctions over the treatment of jailed Kremlin critic Alexei Navalny.

EU foreign ministers agreed on February 22 to impose sanctions on four senior Russian officials close to President Vladimir Putin in a mainly symbolic response to Navalny's jailing. The EU was expected to formally approve those in early March.

After his medical treatment in Germany, Navalny, 44, returned to Russia in January. He was arrested and later sentenced to more than 2-1/2 years in jail for parole violations he said were trumped up.

Biden last month called the jailing of Navalny "politically motivated" and called for his release. He has pledged a new and tough approach toward Moscow, saying the United States would no longer be "rolling over" in the face of aggressive action by Russia.

Washington and Moscow disagree on a wide range of issues on top of Navalny, such as Russia's military ambitions in Ukraine and Georgia, as well as a cyberattack on U.S. government agencies last year that Washington blames on Russia. Moscow has denied responsibility for the hacking campaign.

"Now about the change of leadership in the United States and that it will be more difficult for us. I don't think so. It will be business as usual," Putin said. The Russian President last week during his annual year-end press conference had said problems "will be resolved under the new administration".

Russian deputy foreign minister Sergei Ryabkov had earlier said that "it would be strange to expect good things from people, many of whom made their careers on Russophobia and throwing mud at my country," he added. "We are definitely not expecting anything good," he informed.

Amid the simmering US-Russia tensions, Ryabkov said the government will not initiate any contacts with Biden's transition staff.

US-Russia relations have been going downhill since the Trump administration began its engagement with the country, the latest being the huge cyber attack in US departments which US secretary of state blamed Russia.

Biden said the cyber attack cannot go "unanswered".

The US also announced fresh sanctions on 45 Russian organisations over their military connections as deputy foreign minister Ryabkov said, "We are going from bad to worse." The relations took a further slide as the US administration announced that it would close its two remaining consulates in Russia.

Trump had earlier withdrawn from the Intermediate-Range Nuclear Forces (INF) treaty and the fate of New START which expires on February 2021 hanging in the balance.

Putin was asked about possible Russian hacking to which he said that it is "wild conjecture to sour the relationship between the United States and Russia."

"The Russian hackers did not help to get the incumbent President elected and did not interfere into the internal affairs of this great power. These are all hoaxes and pretexts to worsen the relations between Russia and the United States," Putin told reporters.

"It is a pretext not to acknowledge the legitimacy of incumbent President of the United States due to reasons of American internal politics," he added.

"We presume that the newly-elected president of the United States understands what is going on. He is an experienced person, both when it comes to internal and foreign politics," Putin stressed.

The United States Commerce Department on Sunday confirmed that it had been the victim of a data breach with links to Russia.

Currently, the Cybersecurity and Infrastructure Security Agency (CISA) and the Federal Bureau of Investigation (FBI) are investigating the breach, as reported by CNN.

US rejects Russian proposal for one-year extension of New START treaty

Russian President Vladimir Putin on Friday proposed that Moscow and Washington extend for a year and without any conditions New START, the two nations' last major nuclear arms accord.

"I have a proposal -- which is to extend the current agreement without any pre-conditions at least for one year to have an opportunity to conduct substantial negotiations," Putin said at a meeting of his security council, according to a Kremlin statement.

Moscow outlined that the extension of the treaty would be in the interest of the entire world community and that the nation is interested in avoiding a new missile crisis in Europe and other regions.

The New START treaty (Strategic Arms Reduction Treaty) accord was signed in 2010 by US President Barack Obama and Russian President Dmitry Medvedev.

The pact limits each country to no more than 1,550 deployed nuclear warheads and 700 deployed missiles and bombers, and envisages sweeping on-site inspections to verify compliance. It had replaced the Treaty of Moscow (SORT), which was to expire in 2012.

Russia previously offered its extension for five years without any conditions, while the US Administration pushed for a new arms control agreement that would also include China. Moscow has described that idea as unfeasible, pointing at Beijing's refusal to negotiate any deal that would reduce its much-smaller nuclear arsenal.

Earlier this week, Russian Foreign Minister Sergey Lavrov voiced skepticism about reaching a deal on New START, noting that Russia can't accept the conditions put forward by the United States for its extension.

Also read| 'Neither serious nor sincere': China rejects joining nuclear arms limitation talks with US The New START treaty (Strategic Arms Reduction Treaty) accord was signed in 2010 by US President Barack Obama and Russian President Dmitry Medvedev.

US and Russia to hold latest nuclear arms talks in Finland

The United States on Tuesday informed Russia of its terms to potentially extend the nuclear treaty which limits their deployed nuclear weapons.

The treaty in question is expiring in February. The US envoy to talks relating to arms control on Tuesday said that now it is Russia’s turn to make the move.

US wary

The US believes that Russia is building up and stockpiling short-range nuclear weapons that do not fall within the ambit of the treaty. Washington has also asked for Russia to improve their verification system.

In a telephone briefing, US Special Presidential Envoy for Arms Control Marshall Billingslea said that “the ball is now in Russia’s court”.

Billingslea made it clear that that Russia was well aware of what the US expects from them.

In 2019, the United States withdrew from the 1987 intermediate-range Nuclear Forces Treaty. Many senior officials had claimed that Russia had deployed a cruise missile across the country, in direct violation of the INF pact.

Russia responded by saying that the missile’s range puts outside of the treaty’s jurisdiction.

This led the United States to demand a deal covering all warheads.

'Ball is now in Russia's court' on new nuclear arms deal: United States

President Donald Trump told Russian counterpart Vladimir Putin on Thursday he wanted to avoid a costly arms race with Russia and China and hoped for progress in arms control negotiations, the White House said.

Washington and Moscow are preparing negotiations on a successor to the New START treaty capping their countries' nuclear arsenals. However, China has so far rejected pressure from the Trump administration to join the talks, saying that its arsenal is far smaller than that of the two former Cold War foes.

Accuse, evict, repeat: How it has become a commonly used tactic by US

Russia has confirmed that it will open talks with the US this month on extending a major nuclear disarmament treaty but warned that Washington’s insistence on including China could scuttle efforts.

Deputy Foreign Minister Sergei Ryabkov will meet in Vienna on June 22 with US envoy Marshall Billingslea to start negotiations on New START, which expires in February.

President Donald Trump has walked out on a number of international agreements but voiced a general interest in preserving New START, which obliged the United States and Russia to halve their inventories of strategic nuclear missile launchers.

But the Trump administration says that a successor to New START, a Cold War legacy negotiated under Barack Obama, should bring in China -- whose nuclear arsenal is growing but remains significantly smaller than those of Russia and the United States.

Addressing the Council on Foreign Relations by videoconference, Ryabkov described the US willingness to start negotiations as "good news" but said: "The ball is on the American part of the court."

"We need to hear loudly and clearly what this administration wants, how it believes it would be possible to do something positive and not just to dismantle one arms control treaty or arrangement after another."

In Beijing, foreign ministry spokeswoman Hua Chunying said China had "no intention of participating" in the talks and accused the United States of trying to "deflect responsibilities to others."

Ryabkov indicated that Russia did not oppose the US invitation to China -- an international ally of Moscow despite a complicated historical relationship -- but doubted Beijing would agree.

"My answer to a direct question on whether or not we think it would be possible to bring China to the table would be a flat and straightforward no," Ryabkov said.

"Now it depends on the US -- if the US believes it's worth continuing this dialogue with Russia or, for the US point of view, the Chinese participation is an absolute imperative that precludes (the) US from continuing a meaningful and forward-looking dialogue with Russia on arms control," he said.

Russia on Friday accused the US Embassy of having meddled in Russia`s internal affairs when it published a map online showing the route of an unauthorised anti-government protest earlier this month.

Russia`s Ministry of Foreign Affairs said it had summoned a senior US diplomat over what it said was a post on Twitter and the embassy`s website containing a map drawn up by Russia`s opposition ahead of the August 3 rally in Moscow.

Russian police detained over 1,000 people at the protest, the latest in a series of opposition rallies ahead of a Moscow city election next month that have led to the biggest standoff between the authorities and the opposition in years.

The US Embassy warned US nationals in an English-language statement on its website on August 2 to avoid the protest route, noting that the rally had not been sanctioned by Moscow authorities.

The statement contained a map of the planned route as well as details and information about it in Russian.

"We underlined that we consider the publication of the route ... as promoting participation in (the protest) and calling for action, which constitutes interference in the internal affairs of our country," the foreign ministry said in a statement.

The US Embassy did not immediately respond to requests for comment.

The complaint came a day after Russia accused German media outlet Deutsche Welle of having also called on Russians to take part in recent anti-government protests.

China on Tuesday warned it would take countermeasures if the US goes ahead with plans to deploy ground-based missiles in the Asia-Pacific region.

"China will not stand idly by and will be forced to take countermeasures should the US deploy intermediate-range ground-based missiles in this part of the world," said Fu Cong, the director of arms control at the Chinese foreign ministry.

"And we also call on our neighbours, our neighbouring countries, to exercise prudence and not to allow a US deployment of its intermediate-range missiles on (their) territory," he added, naming Australia, Japan and South Korea.

On Saturday, US Defense Secretary Mark Esper had said Washington wants to quickly deploy new intermediate-range missiles in Asia.

The new Pentagon chief had said that the US was now free to deploy the weapons following its withdrawal Friday from the Intermediate-Range Nuclear Forces (INF) treaty with Russia.

"Yes I would like to," Esper said when asked if the US was considering deploying new medium-range conventional weapons in Asia.

Esper, however, did not specify where the US intended to deploy the weapons.

"We would like to deploy a capability sooner rather than later," Esper told reporters on a plane to Sydney at the start of a week-long tour of Asia.

"I would prefer months... But these things tend to take longer than you expect."

The INF treaty was considered a cornerstone of the global arms control architecture but the United States said the bilateral pact had given other countries -- namely China -- free rein to develop their own long-range missiles.

Under the pact signed in 1987 by then US president Ronald Reagan and Soviet leader Mikhail Gorbachev, Washington and Moscow agreed to limit the use of conventional and nuclear medium-range missiles (with a range of 500-5,000 kilometres, 300-3,000 miles).

But its unravelling had been on the cards for months amid worsening ties between Russia and the US.

The rise of a militarily more assertive China in the region has worried traditional US allies such as Australia and New Zealand, and Beijing's actions in the South China Sea have alarmed neighbours with competing territorial claims to the strategic waterway.

A new international treaty, replacing the Intermediate-range Nuclear Forces Treaty (INF) which ends on Friday, should include China, Germany's foreign minister Heiko Maas said, but added that Beijing was acting reticently on the matter.

A new treaty to control nuclear armament should not only include the United States and Russia, but also China, Maas told DLF radio, but added: "The Chinese government is extraordinarily reticent and therefore we have to continue putting the issue on the agenda."

The United States had announced last year it was withdrawing from the historical pact struck during the Cold War, accusing Russia of failing to comply with it. Moscow denies this.

Maas on Friday said the end of the treaty did not imply a renewed global armament race and added that Europe would not take part in any such process.

The United States will no longer be prohibited from having ground-launched intermediate-range missiles once it pulls out of an arms control treaty with Russia on Friday, but funds to test and develop the missiles may soon run out, officials say.

Unlike in the Senate, which is led by President Donald Trump's Republicans, the House declined to fund the Trump administration's request of about $96 million for the development of the missiles in its version of a fiscal-year 2020 budget and defence policy bill.

"If you cut this, you're hampering the Department of Defense's ability to respond to the Russian treaty violation," said a senior US defence official, describing the Pentagon's message to Congress.

"It's not going to bring the treaty back, it's going to help Russia."

The 1987 pact banned ground-launched nuclear and conventional ground-launched ballistic and cruise missiles with ranges of 310 to 3,400 miles (500-5,500 km).

NATO blames Russia for INF pact demise, vows 'measured' response

The United States formally withdrew from a landmark nuclear missile pact with Russia on Friday after determining that Moscow was in violation of the treaty and had no plans to come into compliance with it.

US President Donald Trump made the determination that the United States would terminate adherence to the 1987 arms control accord, known as the Intermediate-range Nuclear Forces Treaty (INF), senior administration officials told reporters.

The treaty bans either side from stationing short- and intermediate-range, land-based missiles in Europe. Washington signalled its intention six months ago to pull out of the agreement if Russia made no move to adhere to it.

"The United States will not remain a party to a treaty that is deliberately violated by Russia," Secretary of State Mike Pompeo said in a statement about the US withdrawal.

"Russia's noncompliance under the treaty jeopardises US supreme interests as Russia's development and fielding of a treaty-violating missile system represents a direct threat to the United States and our allies and partners," Pompeo said.

The senior administration officials, who spoke on condition of anonymity, said Russia had deployed "multiple battalions" of a Russian cruise missile throughout Russia in violation of the pact, including in western Russia, "with the ability to strike critical European targets."

Russia denies the allegation, saying the missile’s range puts it outside the treaty and has accused the United States of inventing a false pretext to exit a treaty Washington wants to leave anyway so it can develop new missiles. Russia has also rejected a US demand to destroy the new missile.

Trump has sought to improve US relations with Russia after a chill during the tenure of his predecessor, Barack Obama. He and Russian President Vladimir Putin spoke by phone on Wednesday about Siberian wildfires and trade.

Arms control did not come up in the call, the officials said.

European officials have voiced concern that if the treaty collapses, Europe could again become an arena for nuclear-armed, intermediate-range missile buildups by the United States and Russia.

The officials said the United States was months away from the first flight tests of an American intermediate-range missile that would serve as a counter to the Russians. Any such deployment would be years away, they said.

US, Russia to discuss nuclear arms limits in Geneva on Wednesday: Officials

Russia called on the United States on Monday to free Russian pilot Konstantin Yaroshenko and proposed a prisoner swap with Washington to win the release of any American national held in Russia, Interfax news agency reported.

The comments may fuel speculation that Moscow is seeking a prisoner exchange involving Paul Whelan, a former US Marine arrested and held in Russia on spying charges that he denies and that he has likened to a political kidnap.

Yaroshenko is a pilot serving 20 years in the United States for conspiracy to smuggle cocaine into the country. He was arrested by US special forces in Liberia in 2010.

"Free Yaroshenko, swap him for an American or Americans who are serving their sentence here," Russian deputy foreign minister Sergei Ryabkov was quoted as saying by Interfax.

In later comments on the proposal carried by RIA news agency, Ryabkov said it would not be right to discuss exchanging Whelan given that he had yet to face trial in Russia. He said he had other US nationals in mind as possible swaps.

Whelan, who holds US, British, Canadian and Irish passports, was detained in a Moscow hotel room on December 28th.

Appearing in court last month, he appealed to US President Donald Trump to intervene to help him, saying "we cannot keep America great unless we aggressively protect" US nationals wherever they are.

Whelan said in May that he was being threatened in prison and subjected to humiliation.

The US embassy in Moscow said on Monday it had asked the Russian government to allow an independent assessment of his condition, but that the request had been denied and that Whelan's condition had worsened.

Ryabkov also urged the United States on Monday to return confiscated Russian diplomatic properties as a first step towards mending battered relations between the countries.

Russia proposes prisoner swap with US: Report

Turkey's purchase of a major Russian missile defence system is "a problem", US President Donald Trump told his Turkish counterpart in a meeting on the sidelines of the G20 on Saturday.

Washington has made clear it opposes the purchase of the Russian S-400 system, giving Turkey until July 31 to give up the deal, which it considers incompatible with Ankara's participation in the F-35 fighter jet programme.

And Trump reiterated the position in talks with President Recep Tayyip Erdogan in Japan's Osaka where the G20 summit is being held.

"It's a problem, there's no question about it," Trump said.

"It's not good. It's not good."

But he added that Turkey "has been a friend of ours... We're a big trading partner. We're going to be much bigger."

Washington has said that if by July 31 Turkey does not give up on the S-400 system, Ankara would be blocked from purchasing F-35 fighter jets and Turkish pilots currently training in the US would be expelled.

The purchase has raised eyebrows among Turkey's NATO allies and provoked anger in Washington, which expected Ankara to opt for the American Patriot air defence system instead.

But Turkey has remained committed to the purchase, with Erdogan saying earlier this month: "We have completed the business. God willing, the system will be delivered to our country next month."

Meeting President Vladimir Putin, Erdogan said the deal with Russia was "of prime importance" to Turkey, showing no signs of backtracking on the deal.

'It's a problem': Donald Trump tells Turkey's Erdogan on Russia S-400 missile deal

Foreign ministers from the United States and Russia will begin talks over nuclear arms control but it may not lead to an extension of the START3 nuclear disarmament treaty, President Vladimir Putin said Saturday.

"We have charged our respective foreign ministers with starting consultations on this subject... but we can not yet say whether this will lead to an extension of START3," Putin told reporters after a G20 summit in Osaka on Saturday.

Putin did not say when talks would begin.

START3 refers to a proposed agreement between the two nuclear powers for which negotiations broke down years ago.

Intended as a successor to previous agreements, it would have required them to lower their numbers of deployed nuclear weapons.

The two countries are currently covered by the New START treaty signed in 2010, which caps the number of nuclear warheads well below Cold War limits.

But it expires in 2021 and Putin has been calling on the United States to negotiate an extension, saying Washington's failure to do so is a threat to arms control.

Together with another agreement is known as the Intermediate-Range Nuclear Forces (INF) treaty, New START is considered a centrepiece of superpower arms control.

Earlier this month, Putin said Russia was prepared to drop New START if the US continues to put off negotiations, warning of a "global catastrophe" if Washington works to dismantle the international arms control regime.

Moscow suspended participation in the INF treaty in March after President Donald Trump's White House announced it would ditch the key agreement for alleged Russian violations of the terms.

Foreign ministers from the United States and Russia will begin talks over nuclear arms control but it may not lead to an extension of the START3 nuclear disarmament treaty, President Vladimir Putin said Saturday.

US, Russia to start talks on nuke arms control: Vladimir Putin

The United States will stop Turkish forces flying and developing its F-35 stealth jets if Ankara goes ahead with the purchase of a Russian air defence system, the US envoy to NATO said on Tuesday.

Washington and its allies have urged fellow NATO member Ankara not to install the S-400 Russian system, saying that would let the technology learn how to recognise the jets, which are built to avoid tracking by enemy radars and heat sensors.

But Turkey's President Tayyip Erdogan has refused to budge, exacerbating a diplomat rift already widening over conflicting strategy in Syria, Iran sanctions and the detention of US consular staff.

"Everything indicates that Russia is going to deliver the system to Turkey and that will have consequences," the US ambassador to NATO, Kay Bailey Hutchison, told reporters in Brussels.

"There will be a disassociation with the F-35 system, we cannot have the F-35 affected or destabilised by having this Russian system in the alliance," she said.

The United States says the jets, made by Lockheed Martin Corp., give NATO forces a number of technological advantages in the air, including the ability to disrupt enemy communications networks and navigation signals.

Turkey produces parts of the F-35s fuselage, landing gear and cockpit displays. Hutchison said Ankara was an important partner in that production but that security concerns about Russia were paramount.

"So many of us have tried to dissuade Turkey," she said.

The Pentagon has already stopped training Turkish pilots on the jets.

Erdogan is expected to discuss the issue with US President Donald Trump at the G20 summit in Japan this week. One senior NATO diplomat said that was probably the last chance of finding a way out.

NATO defence ministers, who meet for two days in Brussels from Wednesday, are not planning to formally raise the issue, but there could be some diplomacy in informal meetings, diplomats said.

"It's not over until its over, but so far Turkey has not appeared to retract from the sale," Hutchison. "The consequences will occur, we don't feel there's a choice in that."

Russia's S-400 missile delivery to Turkey will have consequences: US

The Kremlin on Tuesday said Moscow had been the victim of US cyberattacks "for years" following a New York Times report that Washington is stepping up digital incursions into Russia's power grid.

"We -- I'm talking about several of our financial and media organisations, state institutions and critical infrastructure -- have been under attack for several years," Kremlin spokesman Dmitry Peskov said.

The cyberattacks "come from various Western countries, including the US," he added.

Peskov said that President Vladimir Putin had "several times suggested to Washington and his American counterpart to work together in the field of cybersecurity. These suggestions have been rejected by our American colleagues."

The Times at the weekend reported current and former government officials describing the classified deployment of American computer code inside Russia's power grid and other targets.

The action is intended partly as a warning but also to leave the US poised to conduct cyberstrikes in the event of a major conflict with Russia, the newspaper said.

US President Donald Trump reacted with fury to the report, calling it on Twitter a "virtual act of Treason" and rejecting the paper's claims.

The Times report came after an investigation by US special counsel Robert Mueller of alleged hacking by Russia's GRU intelligence agency and social media manipulation by Russia's Internet Research Agency to benefit Trump's election campaign.

Russia on Tuesday urged the United States and Iran to show restraint as it warned against the additional troop approval in the Middle East by the US.

Speaking to local media, President Vladimir Putin's spokesman Dmitry Peskov said, "We are urging all the sides to show restraint", adding, "We would prefer not to see any steps that could introduce additional tensions in the already unstable region."

Deputy Foreign Minister Sergei Ryabkov also told the US to cease actions that looked like a conscious attempt to provoke war with Iran, news agency Reuters reported.

"Now what we see are unending and sustained US attempts to crank up political, psychological, economic and yes military pressure on Iran in quite a provocative way. They (these actions) cannot be assessed as anything but a conscious course to provoke war," Ryabkov was cited as saying.

If Washington did not want war it had to show it, he said.

"If that's really how it is then the US should step back from reinforcing its military presence," said Ryabkov.

The US on Monday approved the deployment of 1,000 additional troops to the Middle East while it is in the midst of soaring tension with Iran.

Acting Defence Secretary Patrick Shanahan said in a statement that the troops were being sent "for defensive purposes to address air, naval, and ground-based threats in the Middle East."

"The recent Iranian attacks validate the reliable, credible intelligence we have received on hostile behaviour by Iranian forces and their proxy groups that threaten United States personnel and interests across the region," Shanahan said.

The US has blamed Iran for last week's attacks on two tankers in the Gulf of Oman, a charge Tehran has denied as "baseless."

"The United States does not seek conflict with Iran," the statement said, adding that the deployment aimed "to ensure the safety and welfare of our military personnel working throughout the region and to protect our national interests."

Russia warns US over extra troop deployment to Middle East

China's Xi Jinping and Russia's Vladimir Putin hit back at US global economic dominance on Friday as they took the stage together at Russia's showcase business forum.

With China embroiled in a trade war with Washington and Russia under Western sanctions, Xi and Putin lashed out at "inequalities" in the global economic system and vowed to pursue closer ties between their countries.

Putin, speaking in front of political and business leaders at the annual Saint Petersburg International Economic Forum, accused Washington of seeking to "extend its jurisdiction to the whole world".

Denouncing the "rhetoric of trade wars and sanctions", Putin called for rethinking the role of the US dollar in global trade and slammed US pressure against Chinese tech giant Huawei.

"They are attempting not just to squeeze but to unceremoniously push (Huawei) out of the global market," Putin said.

Xi said steps needed to be taken to "overcome inequalities" in the global economic system, adding: "The aspirations of nations toward a better life cannot be stopped."

Pointing to Russia as a key partner, he said China was looking to build "beneficial cooperation on the basis of equality and mutual respect" with friendly countries.

"China is ready to share technological inventions with all partners, in particular, 5G technology," Xi said.

Xi arrived in Moscow on Wednesday for a three-day visit with Putin and described the Russian leader as his "best friend" during a cosy meeting at the Kremlin.

The trip comes five years after Moscow's annexation of Ukraine's Crimea peninsula led to a serious rift with the West and a move towards Russia's neighbour to the east.

China meanwhile is locked in a trade war with the United States that has seen Washington impose sweeping duties and move to blacklist companies like Huawei.

Moscow and Beijing's economic ties have grown in recent years, though they remain heavily weighted in favour of China, which dwarfs Russia in economic and demographic terms.

Dozens of deals signed

Xi's visit has seen the signing of dozens of commercial contracts in e-commerce, telecoms, gas and other areas.

Other deals have been signed at the forum, including one on Friday between Russian and Chinese shipping companies to work together to develop Arctic sea routes.

While this is the Chinese leader's first appearance at the economic forum, where he heads a 1,000-strong delegation, he and Putin have met regularly in recent years.

Ahead of Xi's visit, Kremlin advisor Yury Ushakov described China as "Russia's most important economic partner".

The partnership is yielding increasing trade, which grew by 25 per cent in 2018 to hit a record $108 billion, he said.

But despite political tensions and repeated rounds of sanctions over Moscow's actions in Ukraine, the European Union remains by far the biggest foreign investor in Russia -- well ahead of China and the US.

"China is taking time to ramp up investments in Russia," said Charles Robertson, chief economist at Renaissance Capital. "It wants to feel secure about the long term, it doesn't want to rush into it."

He predicted China would make big investments over the next three to five years, possibly even sooner, as Russia plays an important role in projects along Beijing's New Silk Road.

Worry over investor arrest

The first day of the forum on Thursday saw Putin make a pitch for increased foreign investment as Russia looks to revive an economy hit by Western sanctions over Ukraine and the drop in oil prices.

After emerging from recession in 2017, the Russian economy ticked up by only 0.5 per cent in the first quarter of this year.

Putin, whose approval ratings have dropped to record lows, has vowed to boost growth through a series of "national projects" -- ranging from healthcare to infrastructure -- that will cost Russia $388 billion.

But foreign investors, already wary of Russia' volatile business climate, were further spooked by the arrest on fraud charges in February of US businessman Michael Calvey, the founder of one of the oldest private equity firms focusing on Russia.

He denies the charges, saying the arrest was the result of a shareholder dispute.

In a statement through his lawyers on Friday, Calvey regretted that he had been unable to attend this year's forum.

"He expressed regret that it will apparently not be possible for him to attend SPIEF for reasons that are beyond his control," the statement said, with Calvey also thanking the business community "for its remarkable solidarity and support".

Vladimir Putin, Xi Jinping hit back at US dominance at Russia economic forum

The United States on Thursday imposed sanctions on five Russians over abuses including the killing of a prominent opposition leader, days after top-level talks seemed to ease tensions between the two powers.

The State Department highlighted the actions against the five people, plus one legal entity, as it submitted an annual report required by Congress on actions taken under a law on human rights in Russia.

The law, which blocks any US assets of blacklisted people and bars them from travelling to the United States, is named after Sergei Magnitsky, an anti-corruption accountant who died in Russian custody in 2009.

Among the five newly blacklisted figures are Ruslan Geremeyev, an interior ministry official in the restive North Caucasus region of Chechnya who is close to its leader Ramzan Kadyrov.

On his Telegram account, Kadyrov said the sanctions, were "clear proof that the United States is afraid of us."

Geremeyev has faced accusations of involvement in the 2015 killing in central Moscow of Boris Nemtsov, a former deputy prime minister who became a leading critic of President Vladimir Putin.

The US Treasury Department said Russian investigators twice tried but were blocked from bringing charges against Geremeyev as the possible organizer of the killing of Nemtsov -- the most high-profile assassination of a dissident since Putin rose to power two decades ago.

The United States also slapped sanctions on two Russian investigators, Elena Anatolievna Trikulya and Gennady Vyacheslavovich Karlov, for allegedly concealing facts over the detention and death of Magnitsky.

"Nearly 10 years after his death, we remain concerned by the impunity for this and other violent crimes against activists, journalists, whistleblowers and political opposition," State Department spokeswoman Morgan Ortagus said in a statement.

She also voiced concern about "the intense atmosphere of intimidation for those who work to uncover corruption or human rights violations in the Russian Federation."

The Kremlin on Friday promised reciprocal measures "in one way or another".

"Everything will be done in the national interest," President Putin's spokesman Dmitry Peskov told journalists.

The Russian embassy in Washington earlier said the "unconstructive" US decisions "run counter to a positive outlook of the recent Russia-US talks in Sochi".

The sanctions came just two days after Secretary of State Mike Pompeo met Putin in the Russian resort of Sochi, with both sides voicing optimism at finding areas on which to work together.

Pompeo said he still had deep disagreements with Putin but believed the two powers could cooperate on issues including finding a political settlement in war-ravaged Syria and seeking a denuclearization deal with North Korea.

Also, hit with sanctions were the Terek Special Rapid Response Team in Chechnya and its commander, Abuzayed Vismuradov.

The Treasury Department said that the force had engaged in extrajudicial killings and torture, including a crackdown on gay men that has drawn international condemnation.
