American and Indian national interests are clearly converging.

President Donald Trump will, therefore, strive to enhance US - India bilateral relations with the context of a multilateral environment.

What does that mean?

I refer back to Indian Prime Minister Narendra Modi’s concept of Security and Growth for All in the Region (SAGAR), first articulated in 2015.

SAGAR stresses the importance of the Indian Ocean to India and the close alignment between Indian and global interests, as Dhruva Jaishankar outlined in his article “Indian Ocean Region: A Pivot for India’s Growth:

“(i) preserving freedom of navigation for commercial shipping, (ii) sustainably and equitably harnessing the Indian Ocean’s natural resources, (iii) establishing protocols for enhancing disaster prevention and relief as well as search and rescue operations, (iv) countering piracy, terrorism, smuggling, and illegal weapons proliferation, and (v) managing international naval competition.”

It is no accident that regional security is the fundamental component ensuring that the benefits of regional economic growth can be realized.

Acknowledging and de facto supporting Prime Minister Modi’s SAGAR strategy, it is also no accident that the United States recently renamed its military Pacific Command to the Indo-Pacific Command.

The foundation of growing US – India strategic convergence has been the recognition of potential Chinese economic hegemony and military expansion in South Asia, especially via China’s close alliance with Pakistan and Pakistan’s own obsession with the use of terrorism as an instrument of foreign policy, all threats to the Modi SAGAR goals.

It is, therefore, not surprising that increased US-India defence cooperation has been the leading element in the expanding relationship and a segue to a new trade agreement likely to be completed within the next year.

Last November, the US and India completed their most expansive joint military exercises in history amid efforts to coordinate more ambitiously on challenges in the Indo-Pacific region as outlined in the SAGAR doctrine.

Sales of American weapons systems to India have concomitantly increased, which has included Apache attack helicopters for anti-terrorist operations, Seahawk helicopters for the Indian navy, C-17 heavy air-lift sustainment and anti-surface warfare and anti-air defence MK 45 5 inch/62 calibre (MOD 4) naval guns.

The need for greater US – India coordination will only increase as the American forces withdraw from Afghanistan and the Trump legacy in that regard will be determined by ensuing regional events precipitated by that withdrawal.

Both India and the United States have a shared interest in preventing strategic adversaries, namely China and Pakistan, from unduly benefitting from that withdrawal at the expense of regional stability and a balance of power.

Make no mistake, China seeks global domination. One vehicle to achieve it is the Belt and Road Initiative (BRI), a collection of infrastructure projects and a network of commercial agreements in 152 countries designed to link the entire world directly to the Chinese economy through interconnected land-based and maritime routes.

A critical part of BRI is the China-Pakistan Economic Corridor (CPEC), an infrastructure and development project, the backbone of which is a transportation network connecting China to the Pakistani seaports of Gwadar and Karachi located on the Arabian Sea

The guarantor of that soft power approach is the hard power of Chinese military expansion.

China plans to establish a naval and air bases on the Arabian Sea within easy reach of the strategically important Strait of Hormuz at the mouth of the Persian Gulf. That military facility will complement China’s already operational naval base in Djibouti, located at another strategic chokepoint, the entrance to the Red Sea and the Suez Canal.

All of that is the opposite of what Prime Minister Modi seeks to achieve through SAGAR.

It may be that the outcome of the Modi-Trump meeting and subsequent greater US– India cooperation may largely determine peace, stability, economic prosperity and the democratic future of the Indo-Pacific region.

Both the stakes and the potential benefits are that high.

What to expect from US President Donald Trump’s visit to India

US President Donald Trump will arrive in Ahmedabad on Monday for the first leg of his maiden India trip during which he will visit Mahatma Gandhi's Sabarmati Ashram, take part in a roadshow with Prime Minister Narendra Modi and jointly address over one lakh people at a cricket stadium, before heading for Agra to see the iconic Taj Mahal with his wife Melania.

Trump, who is also accompanied by daughter Ivanka, son-in-law Jared Kushner and top brass of his administration, will get a taste of India's cultural potpourri during his Gujarat itinerary which is high on symbolism, especially after the bonhomie between the two leaders at the 'Howdy, Modi!' event in Houston during the Indian prime minister's visit to the US in September 2019.

"Prime Minister Narendra Modi is a friend of mine. I had committed to this trip a long time back. I will be addressing a big rally," Trump said at the White House.

Prime Minister Narendra Modi will accompany Trump to the Sabarmati Ashram, which was home to Mahatma Gandhi from 1917-1930 during India's freedom struggle.

Several world leaders including Chinese President Xi Jinping and Japanese Prime Minister Shinzo Abe had visited Sabarmati Ashram in recent years.
Ashram secretary Amrut Modi said that Trump will spend 15 minutes at the place.

Hriday Kunj is a room on the Ashram premises where Mahatma Gandhi and his wife Kasturba Gandhi had lived for 12 years between 1918 and 1930.

The official said the US President would be briefed about Gandhiji and the importance of charkha (spinning wheel) as a symbol of self-reliance.

A cultural extravaganza will be organised at the Motera stadium during the 'Namaste Trump' event, where Trump and Modi will address the gathering.

Billboard with slogans hailing Indo-US relations like 'the world's oldest democracy meets the world's largest democracy' and 'stronger friendship for a brighter future', and pictures of Trump and Modi walking together, shaking hands, and waving at the crowd during the 'Howdy Modi' event in the US last year have come up at prominent places.

The city's civic body is leaving no stone unturned to make the roadshow a memorable experience for the dignitaries as well as the people of Gujarat.

"Hello Ahmedabad, Come, be a part of the 22 km long mega India Road Show. Let's showcase the best of Indian culture and diversity to the world. #Namaste Trump," Ahmedabad Municipal Commissioner Vijay Nehra said in a tweet on Sunday.

A cut-out of the 12th century 'Kirti Toran' (a pair of columns supporting an arch), from Modi's hometown Vadnagar in Gujarat's Mehsana district, has also been put up outside the Ahmedabad airport to welcome Trump.

As the city was buzzing with last-minute preparations, there were some minor hiccups.

Two makeshift VVIP entry gates erected outside the newly-built cricket stadium in Motera collapsed due to gusty winds on Sunday morning, but no one was injured in both the incidents, officials said.

Trump and his entourage will fly to Agra, which is all decked up for the visit with massive billboards and American and Indian flags displayed on all major roads.

Uttar Pradesh Governor Anandiben Patel and Chief Minister Yogi Adityanath will welcome the US president on his arrival at the Kheria airport at 4:30 pm on Monday where a group of about 350 artistes will be performing.

Huge security has been deployed across the city, especially along the nearly 13-km route to be taken by Trump's convoy from the airport to the Amarvilas hotel, and in and around the Taj.

According to the official schedule, the US president will arrive with his family at the Taj Mahal complex at 5:15 pm on Monday and spend about an hour at the famed 17th-century mausoleum, built by Mughal Emperor Shah Jahan.

He will then leave for Delhi for the main leg of the visit during which restricted and delegation-level talks between Trump and Modi will be at Hyderabad House on Tuesday.

The eagerly awaited tour of India is expected to significantly ramp up bilateral defence and strategic ties but unlikely to produce tangible outcome in resolving thorny issues like trade tariffs.

The nearly 36-hour-long visit by Trump is also set to send across a clear message of growing congruence of interests on major geopolitical developments in the region and beyond, particularly when China has been expanding its military and economic clout.

Similar to Ahmedbad, the Agra administration has also been busy in the last few days giving the historic city a makeover, with streets spruced up, walls adorned with thematic paintings and lawns of iconic Taj Mahal beautified.

From the Oberoi Amarvilas hotel situated near the East Gate of the Taj Mahal complex, the president, his family and members of the high-level delegation accompanying him will move in eco-friendly golf carts to travel into the monument premises, officials said.

Water was being sprayed regularly to ensure there is no dust.

At the Taj Mahal premises, workers cleaned the marbles and sandstones while tourists made the most of the day as travel restrictions are to come into place in the city on Tuesday.

Water has been continuously discharged into the polluted Yamuna in the last few days to improve its environmental condition, and its banks have been cleaned of plastic and other waste.

The Taliban in Afghanistan are "tired" of fighting and want to make a peace deal with America, President Donald Trump said on Sunday as he left for his maiden visit to India, days ahead of a possible agreement between the US and the militant group in the war-torn country.

Just before his departure for India, Trump told reporters at the White House that the time had come for the US troops to "come home".

"We've been over there 19 years. We think they want to make a deal. We want to make a deal. I think it's going to work out," Trump said in response to a question on the peace deal with the Taliban.

"Time to come home. We want to make a deal and we think the Taliban want to make a deal too. They're tired of fighting," he said.

The President said he would sign a peace deal with the Taliban if it worked out over the next week.

"I want to see how this period of a week works out. If it works out over the next less-than-a-week, I would put my name on it," he said.

Trump's remarks came a day after the US and the Afghan Taliban started a seven-day partial truce ahead of a possible peace deal to end more than 18-year-long war, raising hopes for a resolution to America's longest war.

The agreement struck during talks between the US and the Taliban, if maintained, may secure a peace deal that would lead to a withdrawal of American troops from Afghanistan.

In November, Trump announced the resumption of peace talks with the Taliban but refused to give a timeline for the drawdown of the US troops from Afghanistan, as he made an unannounced visit to American soldiers stationed in the war-torn country.

After nine rounds of negotiations with the Taliban, Trump announced in September that he was calling the peace talks off after a US service member was killed in a suicide attack in Afghanistan's capital, Kabul.

The US currently has less than 14,000 troops in Afghanistan, but military officials would not confirm the exact number.

Trump is accompanied by First Lady Melania, daughter Ivanka, son-in-law Jared Kushner and the top brass of his administration on his maiden visit to India.

During his visit, the two countries will significantly ramp up bilateral defence and strategic ties.

The nearly 36-hour-long visit by Trump is also set to send across a clear message of growing congruence of interests on major geopolitical developments in the region and beyond, particularly when China has been expanding its military might and economic clout.

'Tired' Taliban want peace deal with US: President Trump

Here's what experts have to say about the India-US ties and the bonhomie between the US President Donald Trump and Prime Minister Narendra Modi:

Puneet Ahluwalia, Political and Business Consultant

Indians have been voting for democratic, Indians are in large number in Florida and Virginia, Indians can play an important role in Ohio. Religious freedom has made a huge dampener on the overall picture of India's image and it depends on PM Narendra M\odi on how he navigates this with President Donald Trump.

If discussions on defence and energy are on the better side, it is a win-win situation for India. The hugs, comforts, and food is not the main course. Let India start focussing at Indo-Asia as a true global power. India should stop flexing muscle verbally and take a stronger position at issues that matters.

Indian mindset of doing business is very different, these two leaders and their mindset will make the difference. The relationship between PM Narendra Modi and US President Donald Trump should be making the best advantage for both the countries.

President Donald Trump is more about creating jobs for Americans, at the same time having deeper relations with India and other nations. You can see the robust growth in the American economy, you can see the jobs coming back and India can take advantage of that. The potential is huge given the leadership in India decides to make with the visit of the US President visit.

G Parthasarathy, Former Indian Diplomat

India will not be dictated to by any country. We will keep the relationships as we want - cooperation is not fostered with preconditions. We will negotiate with the US as we negotiate with anyone else.

QUAD is going well - that will expand, but we will not allow anyone, US, Russia, and China to dictate us. Right now, I'm not worried by Washington Post and New York Times. We will decide what is in our national interest, right now it is in correspondence with the US.

Dr Waheguru Pal Singh Sidhu, Professor at the Center for Global Affairs, New York University

There are a lot of similarities between US President Donald Trump and PM Narendra Modi, the bonhomie, the approach, the minorities.

The US economy is doing the best in decades whereas the Indian economy is just the opposite. The relationship should now start moving beyond the bilateral.

During the last presidential visit of President Barak Obama, we heard something on Indo-pacific, something similar is expected with a bigger growth in wider aspect this time. I'm sure Afghanistan and the Middle East will be a part of the discussion as India looks at itself as a leading nation. This being the defining moment India needs to move up.

Noth sides are very much on building the relationship, all US Presidents coming to India in their first term show the commitment. Containment of China is US position, India's position is managing china, freedom of navigations and freedom of seas is very critical for India.

Expert view: US President Donald Trump visit a defining moment for India

Deputy Chief Minister Manish Sisodia said on Sunday that he and Chief Minister Arvind Kejriwal would have loved to receive US First Lady Melania Trump at a Delhi government school she's scheduled to visit but he respected the concerns raised by US Embassy over it.

Sisodia, who is also Delhi's education minister, said it is a matter of pride for his government that the US first lady will visit a government-run school.

Melania, wife of US President Donald Trump, is scheduled to visit the school on Tuesday to watch "happiness classes" and interact with the students.

"Chief Minister Arvind Kejriwal and I would have loved to personally receive the First Lady in the Delhi Govt school and brief her about the concept of Happiness Classes and the positive impact that it has had on students, during her visit to the classrooms," Sisodia said in an official statement.

"However, certain concerns were expressed by US embassy regarding CM and Deputy CM accompanying the first lady during the school visit. We respect the same. We welcome First Lady wholeheartedly and will do our best to facilitate the tour," he added.

According to the original schedule, Kejriwal and Sisodia were to welcome Melania at the school and brief her about the rationale behind the introduction of happiness classes as well as the Delhi government's overall reform initiatives in the education sector, officials in the city had said on Saturday.

Sources in the Delhi government said the US embassy communicated to the city administration on Saturday morning that the names of Kejriwal and Sisodia do not figure in the list of invitees for the event.

"It is a matter of great pride for Delhi Government, Delhi government teachers and students that First Lady Melania Trump is visiting a Delhi Govt school. It is a big appreciation for us that the work of AAP government in the education sector, especially Happiness Classes, is being recognised in the world," Sisodia said.

With a food testing laboratory, elaborate security systems, uber-luxurious amenities such as an ornate private drawing room and spa and floor butlers, the mansion-like Grand Presidential Suite of the ITC Maurya here that has played host to a number of heads of states is all set to welcome US President Donald Trump on Monday.

The premium hotel also has an air quality monitoring system and ensures that its guests breathe air that is "as fresh as mountain breeze", according to its website.

The two-bedroom Grand Presidential Suite, known as 'Chanakya', has hosted several heads of states including former US presidents Jimmy Carter, Bill Clinton and George W Bush.

It has a private drawing-room, a private terrace, a gym and a dining area along with a private entrance, a parking boulevard, a high-speed elevator, elaborate security systems and a presidential floor butler, according to the hotel's website.

The website describes the 'Chanakya' suite as "a two-bedroom mansion of luxury with silk panelled walls, dark wood flooring and magnificent artwork".

It says the suite boasts of a reception area, a large living room, a study, a peacock-themed 12-seater private dining room, an opulent bathroom with mother of pearl accessories and imperial d?cor and a mini spa and gymnasium.

"With the latest in technology, the suite has 55" high definition TV's and IPOD docking station. Exclusive access to a business courtyard, The Summit Lounge and Boardroom, provide an oasis where affairs of the state can be discussed in complete privacy," it says.

The suite also has the facility of a microbiological laboratory for food testing.

President Trump and the delegation accompanying him will breathe clean air when in the hotel premises as it conforms to the World Health Organisation guidelines on air quality, sources said.

They added that there are air purifiers installed in the hotel and monitors installed on every floor which show the air quality inside the property which is always in the 'good' quality category, that is between 0-50 on the Air Quality Index, even if the air outside is 'toxic'.

According to sources, the floor where the Grand Presidential Suite is located has been cordoned off by security personnel for the last two weeks. The entire hotel will be out of bounds for other guests as all the rooms have been booked for Trump's entourage.

When Barack Obama had stayed at the same suite at the ITC Maurya in 2015, he was served food from the hotel's rooftop European restaurant West View where he had dined with top CEOs from India and the US on January 26. The dinner was hosted at the Grand Presidential Floor.

Obama had also used the private gym at the suite.

For Trump's visit, a three-layer security arrangement will be in place at the five-star property.

An officer said the hotel, located in Diplomatic Enclave in Chanakyapuri, has 438 rooms and its every floor will have police personnel in plainclothes.

US First Lady Melania Trump, the President's daughter Ivanka and son-in-law Jared Kushner will be part of the high-level delegation accompanying him during his visit to India.

The delegation also includes Treasury Secretary Steven Mnuchin and Commerce Secretary Wilbur Ross.

US President Donald Trump will visit Sabarmati Ashram in Ahmedabad on Monday before heading towards a cricket stadium where he will address over 1,00,000 people.

Sabarmati Ashram was a key base of Mahatma Gandhi during the freedom struggle. He lived there between 1917 and 1930.

Official sources confirmed to PTI that Trump will spend some time in the Sabarmati Ashram before heading towards the Motera stadium to participate in the 'Namaste Trump' event.

There was confusion over whether Trump will visit Sabarmati Ashram or not. Several world leaders including Chinese President Xi Jinping and Japanese Prime Minister Shinzo Abe visited Sabarmati Ashram in recent years.

The Ashram has been spruced up by local authorities ahead of the US president's visit.

'Namaste Trump' will be similar to the landmark 'Howdy, Modi!' event hosted by the Indian-American community in honour of Prime Minister Modi during his visit to Houston in September 2019, said an official.

Trump, accompanied by wife Melania, daughter Ivanka and son-in-law Jared Kushner, will arrive in Ahmedabad around noon on Monday for a little less than 36-hour-long trip to India.

Other members of the US president's delegation include Treasury Secretary Steven Mnuchin, Commerce Secretary Wilbur Ross, National Security Advisor Robert O'Brien and Energy Secretary Dan Broulliette.

India is making grand arrangements for US President Donald Trump's visit. Ahmedabad, Agra and New Delhi are being spruced up.

One of the so-called beautification projects has landed in the lap of controversy. Indian authorities have built a wall to hide a stretch of a slum.

The shantytown falls on Trump's route from the Ahmedabad airport to the Sardar Vallabhbhai Patel Stadium.

The US President is landing in Ahmedabad in a couple of days. The streets of the city are being cleaned, the bridges are getting a fresh coat of paint and the city's greenery is being upped.

There are flower-pots, lights are being installed and to ace the beautification game, the not-so-beautiful slums are being covered.

According to reports, a 400-meter-long wall has come up in Ahmedabad. It is along the route of the Trump-Modi roadshow.

Critics say that the wall is being built to block a shantytown from Trump's sight.

What the Indian authorities don't want the US president to see is the living condition of 2,000-odd poor locals.

And just like Trump's Mexico wall, the Ahmedabad wall too has divided the entire nation.

While some ask what's wrong in beautification? Others say there's a stark difference between beautification and cover-up.

Those living in the slums say that the authorities have gotten their priorities wrong.

The papering-up of shanties isn't really the wisest thing to do. Back in 2010, when India was hosting the commonwealth games, the Indian authorities wanted the world to see a rapidly developing nation.

All slums then were covered with bamboo curtains. The move boomeranged. The international press cameras focused more on what was behind the blinds.

This time as well, people are talking about the Ahmedabad wall. The government is being accused of hiding poverty.

What the administration wanted to curtain has now made its way to the spotlight.

India-US trade has been growing more than 10 per cent per annum over the past 2 years and the trade deficit has been declining and expected to reduce as New Delhi imports more US oil and gas and purchase of civilian planes. The US is India's 6th largest importer of crude oil and India is now its 4th largest customer.

India is also keen that US restores Generalized System of Preferences (GSP), which is Washington's largest and oldest US trade preference program which was withdrawn last year for India.

'Not in a hurry for a trade deal,' says India ahead of Trump's visit

US President Donald Trump will inaugurate the world's largest cricket stadium when he arrives in Ahmedabad, the home base of Prime Minister Narendra Modi, on Monday at the start of a two-day visit aimed at smoothing ties strained by trade disputes.

Making his first official trip to the world's largest democracy, Trump is also expected to visit the humble abode of India's independence hero Mahatma Gandhi in Ahmedabad.

The leaders of China, Japan and Israel have all visited Ahmedabad since Modi became prime minister. It is the biggest city in Gujarat, the western state where Modi made his mark as chief minister before his party swept to power in 2014.

Authorities in Ahmedabad expect to spend around 800 million to 850 million Indian rupees ($11-12 million) on preparations for the visit by the American president that is likely to last around three hours, two government officials with direct knowledge of the plans told Reuters.

The sum is equivalent to equivalent to about 1.5 per cent of the annual budget for the home ministry in Gujarat.

Security-related costs, with more than 12,000 police officers expected to be deployed, will account for almost half the expense, said the officials, who declined to be named as they are not authorised to speak publicly about the visit.

Ahmedabad municipal commissioner Vijay Nehra, the city's top civic official, told Reuters that authorities had already spent around 300 million rupees ($4.2 million) on widening roads and improving infrastructure around the new cricket stadium.

With capacity for 110,000 spectators, the Motera Stadium will dislodge the Melbourne Cricket Ground as the world's largest cricket stadium.

"Eighteen roads of about 20 kilometers (12 miles) in length from Ahmedabad Airport to Motera Stadium have been widened or re-laid," Nehra said, adding that the improvements had been planned before Trump's visit was confirmed.

A further 60 million Indian rupees ($840,000) will go on "beautification" of the city, said Nehra, including erecting the wall to spare Trump's view.

Ashok Brahmbhatt, secretary of Gujarat Cricket Association, which owns the Motera Stadium set to be opened by Trump, said it would also spend tens of millions of rupees during the event.

Nehra tweeted on Sunday that more than 100,000 participants had registered so far to greet Trump as he heads from the airport to the city centre. Trump said last week Modi had promised "millions and millions" of people would line his route.

Trump may also visit the famous Taj Mahal monument in the city of Agra, and all leave for police officers in that city has been cancelled, according to a document seen by Reuters.

Trump's visit to India celebrated in multilingual fashion

The preparations to welcome US President Donald Trump are in full swing. As the US president is likely to visit Taj Mahal in Agra, the Uttar Pradesh government is leaving no stone unturned to beautify the area for his visit.

According to reports, the Uttar Pradesh Irrigation Department has released 500 cusecs of water into the Yamuna from the Ganganahar in Bulandshahr to improve the river's "environmental condition" in Agra, news agency PTI reported.

"Keeping in mind US President Trump's visit to Agra, 500 cusecs of water has been released from the Ganganahar to improve the environmental condition of the Yamuna. This water will reach the Yamuna in Mathura by February 20 and Agra by February 21 afternoon," the department's Superintending Engineer Dharmender Singh Phogat said.

Uttar Pradesh Pollution Control Board (UPPCB) assistant engineer Arvind Kumar said that though the move will not make the river's water fit for consumption, it is likely to reduce the "foul smell" from the Yamuna.

"If 500 cusecs of water has been released into the Yamuna to control pollution, it will certainly have an impact. This will also improve the oxygen level in the Yamuna in Mathura and in Agra.
