US Secretary of State Antony Blinken, while reacting to one of the world’s toughest anti-LGBTQ laws on Monday called the move a grave human rights violation and also said that the United States government would consider visa restrictions against Ugandan officials and others.

He also threatened to cut aid and investment in the East African country.

He further added that he has given instructions to the State Department to update travel guidance to U.S. citizens and businesses regarding travel to Uganda.

"The enactment of Uganda's Anti-Homosexuality Act is a tragic violation of universal human rights," Biden said in a statement after President Yoweri Museveni signed the measures into law.

"This shameful act is the latest development in an alarming trend of human rights abuses and corruption in Uganda," he said.

"No one should have to live in constant fear for their life or being subjected to violence and discrimination," Biden said. "It is wrong."

Blinken also criticized the law saying the United States was "deeply troubled" by its passage.&nbsp;

"Uganda's failure to safeguard the human rights of LGBTQI+ persons is part of a broader degradation of human rights protections that puts Ugandan citizens at risk," he added.&nbsp;

He further said that he had directed the White House National Security Council to assess the kind of implications the law will have on all aspects of US engagement with Uganda, which also includes safely delivering services under the Emergency Plan for AIDS Relief and other forms of assistance and investment.

"And we are considering additional steps, including the application of sanctions and restriction of entry into the United States against anyone involved in serious human rights abuses or corruption," he said.&nbsp;

Antony Blinken urges immediate repeal of Ugandan anti-LGBTQ law, threatens visa restrictions

Police arrested a 7-year-old child, who was later charged with first-degree arson, after he allegedly set his parents' house ablaze while they kept sleeping inside, reported CBS News. The incident was reported in Jackson County, which is around 40 miles northwest of Charleston. 
 
The Jackson County Sheriff's Department in West Virginia, US posted a picture of the home engulfed in fire on Facebook. In its post, the department stated that the child had set the house on fire intentionally while his parents were inside. 
 
Two people suffered minor burns in the house, but everyone present inside the home survived, stated the police. The child was taken into custody by the authorities and was charged with first-degree arson.

One person has died and four people have been seriously injured in a Fourth of July shooting at a residence in Kenosha, Wisconsin, police said.

The incident occurred at approximately 10:20 p.m. at a home in the 6300 block of 25th Avenue when authorities responded to reports of a shooting at the house and encountered a “chaotic scene with obvious evidence of multiple gunshots being fired,” according to a statement released by the City of Kenosha Police Department.

Officers have a house surrounded by crime scene tape as the investigation into the July Fourth shooting continues. Authorities say they do not have a suspect in custody and have not commented on a possible motive.

“There were five victims from this shooting, all adults,” authorities continued. “One of the victims is deceased. The other four victims were transported to local hospitals with two being transferred to Milwaukee area hospitals due to serious injuries.”

As of now, the Kenosha Police Department say there is no known motive, no suspects in custody and that the investigation into the shooting is “open and active.”

The rise comes as the U.S. Supreme Court is set to rule this month in a case widely expected to end or severely curtail the right to the procedure, as indicated by a leaked draft of the court's opinion.

The increase means that the impact of overturning the court's decision in the 1973 Roe v. Wade case, which legalized abortion at the federal level in the United States, would be bigger than anticipated, said researcher Rachel Jones, co-author of the study.

"In the 20-something years I’ve been doing research on abortion at Guttmacher, this is the first time we’ve had an increase in abortion over two years," Jones said in an interview.

In 2020, the report shows, there were 930,160 abortions in the United States, up from 862,320 in 2017. Slightly more than one in five pregnancies - or 20.6% - ended in abortion in 2020, up from 18.4% in 2017.

The changes varied by state. Mississippi, for example, had a 40% increase in the number of abortions performed, while Oklahoma showed a jump of 103% during the three-year period.

By comparison, abortions in Missouri dropped by 96%, from 4,710 in 2017 to 170 in 2020, as all but one provider left the state. Neighbouring Illinois showed a 25% increase in abortions, indicating that women from Missouri may have sought abortions there.

It was not immediately clear what drove the increase in abortions. One factor may have been an expansion of coverage in many states under the Medicaid program, which provides health care for poor and low-income Americans, the report said.

Another possibility is that some women lost access to contraceptive care under restrictions in public programs during Republican Donald Trump's presidency, which may have led to more unintended pregnancies, the report said.

The pandemic was not a major driver of unplanned pregnancies or abortion, Jones said. However, as COVID-19 cases flooded New York, many clinics cut their hours, possibly reducing access to abortion and leading to a smaller increase in the state than in other parts of the country over three years.

In Texas, conservative lawmakers deemed abortion a non-essential service during the height of the pandemic, leading to a slight drop in 2020 over the prior year. Over the three years, however, abortions in Texas increased by 5%.

In 2021, Texas enacted a law banning abortion after fetal cardiac activity can be detected, generally about six weeks after the woman's last menstrual period. The law has led many women to seek abortion in other states.

Since the emergency use authorisation of the first Covid&nbsp;vaccines in the country last winter, federal data show that US states received a staggering 720 million Covid&nbsp;doses, and more than 570 million of those shots have been administered, according to a report by ABC News.&nbsp;Millions of unused Covid-19 doses in the United States are set to go wasted as the country's vaccination rates continued to decline amid an uptick in new infections.

However, state-provided data found that millions of those vaccine shots have not ended up in arms, largely due to a significant decline in the number of individuals willing to get vaccinated, Xinhua news agency reported.

Many vaccine doses are now left unused in refrigerators or discarded in trash cans across the country.

Millions of Covid&nbsp;vaccine doses have either gone to waste, remain unused, or will expire in the coming weeks and months, according to the ABC News report, citing officials from health departments in states and state-provided data.

"It is a tremendous loss of opportunity for these vaccines to not make it into the shoulders of those who need them," said C. Buddy Creech, Director of the Vanderbilt Vaccine Research Program and professor at the Department of Pediatrics at Vanderbilt University.

"Not only is it a financial loss for the purchaser of vaccines -- the US government -- but also a significant health loss for those who are not yet protected from Covid and its complications," he added.

Nearly 66.1 per cent of the US population is fully vaccinated against Covid as of Monday, according to the latest data from the US Centers for Disease Control and Prevention (CDC). Covid-19 boosters have been authorised in the US for adults since November. However, CDC data show less than 50 per cent of eligible Americans have received their first booster.

Vaccination rates continued to drop in the country amid declining demand for vaccines and hesitancy, leading to the waste of unused millions of doses currently in state stockpiles and at risk of expiring. As of April 20, the seven-day average number of administered vaccine doses per day was 470,903, a 13.2 per cent decrease from the previous week, according to the latest CDC data.

The country is witnessing an increase of new Covid-19 infections recently again, with an average of about 44,000 new cases and 310 new deaths each day, CDC data show.

"The pool of people that are unvaccinated is likely to remain unconvinced of the importance of vaccine-induced protection," said John Brownstein, an epidemiologist at Boston Children's Hospital and an ABC News contributor, adding that convincing those still hesitant to get the vaccine shot will be a difficult feat. 
Some politicians and public health experts have raised concerns over the ethical implications of so many vaccine shots going to waste.

"The wastage of millions of doses is a stark reminder of the privilege we have had in accessing vaccines while the majority of the world had to wait months. Extraordinary resources and financial investment will ultimately go to waste," Brownstein added.

“Demographics are destiny.”

It is a phrase — often attributed to French philosopher Auguste Comte — that suggests much of the future is preordained by the very simple trend lines of populations. Want to understand how the power dynamic between the United States and China will change over the next 20 years? An economist would tell you to look at the demographics of both countries. (China’s economy is likely to overtake the U.S. economy by 2028, but remain smaller on a per capita basis.)

Want to know how much lithium we’re going to need to mine to make batteries over the next 20 years? Demographics will most likely provide the answer. (We are likely to need 13 to 42 times the amount we currently use, according to the International Energy Agency.) And on and on.

Predicting the future may be a fool’s errand. But using demographic data to assess the opportunities and challenges of the next two decades is something that business and political leaders don’t do enough. We’re all too swept up in the here and now, the next quarter and the next year.

Of course, demographics can’t spot pandemics or other crises. But as seismic as they feel in the moment, such events are rare.

When DealBook began publishing 20 years ago, after 9/11, prognosticators suggested that travel might be reduced forever. It is true that air travel may have changed forever after the attacks, but within months, growth in air travel was back on track. Why? Demographics. More people around the world had more disposable income and increasingly chose to live closer to cities with greater access to airports. That, married with the human condition that people like to be around other people, makes forecasting certain elements of the future almost mathematical.

One aspect of the future that demographics can’t help predict are technological innovations. But even technological innovations have a slower impact on the day-to-day then we sometimes appreciate. Peter Thiel famously said in 2013: “We wanted flying cars. Instead we got 140 characters.”

So what comes next? If you woke up 20 years from now in 2041, what would be different? Here are some ideas based on numbers that don’t require a crystal ball.

About 70% of the world population is expected to live in urban areas by 2050, according to data from the United Nations.

That means most cities are going to need more infrastructure. Roads, public transportation and waste management will need massive expansion and upgrades. The average person produces 4.9 pounds of waste a day, up from 3.66 pounds in 1980. But here’s a trend going in the other direction as a result of technology: Paper and paperboard declined from 87.7 million tons in 2000 to 67.4 million tons in 2018, according to the U.S. Environmental Protection Agency.

We’re also going to need a lot more energy.

The U.S. Energy Information Administration projects that the world will need about 28% more energy in 2040 than it did in 2015 based on the number of people in the country and consumption patterns; on our current trajectory, about 42% of electricity in the United States will come from renewable sources.

Where will that electricity get produced? Solar power could be produced on largely unpopulated land masses and transported to population centers, an idea Elon Musk raised about China five years ago. China has “an enormous land area, much of which is hardly occupied at all,” he said, noting that most of China’s population is concentrated in coastal cities. “So you could easily power all of China with solar.”

Another trend that, like increasing energy needs, isn’t new and isn’t going away: on-demand everything. Technology has led us to expect that goods and services will be delivered at the push of a button, often within minutes. That could transform real estate, especially space in cities that is currently used for retail. As companies work toward instant deliveries, they’ll need to warehouse items closer and closer to customers. Real estate investors are already contemplating how to create mini-warehouses on every block. And the density of people in cities is likely to affect the farming and delivery of food. To get fresh produce to customers quickly, vertical farming — in indoor, controlled environments — could move from being the dream of some startups to a new reality.

And we’ll be older. In the United States, we’re likely to live until 82.4 years old, compared with the current life expectancy of 79.1 years, the United Nations forecasts. That’s a good thing for health care companies and others that cater to older people. But living three extra years is going to be more expensive, which will have implications for both working and saving. According to the Urban Institute, government “projections indicate that there will be 2.1 workers per Social Security beneficiary in 2040, down from 3.7 in 1970.”

Entrepreneurs, industry leaders and policymakers are already at work solving for some of the problems that demographic data suggest are ahead of us, whether it’s figuring out how to incentivize farmers to sequester carbon; use insurance as a tool for reducing coal production, reinvent the motors that power heavy industry so they use less energy; or write laws that help govern code.

What about the metaverse? Or crypto technology? Or robots taking our jobs? Or artificial intelligence taking over everything? Demographics can’t answer those questions. All of those things may happen, but life in 2041 may also look a lot like it does today — maybe with the exception of those flying cars.

"It was a smuggling vessel," Jeffery Stephenson of the Customs and Border Protection Public Affairs Office told reporters. "Border Patrol agents are with a man we believe was the operator."

The 27 survivors were taken to hospitals with "varying degrees of injuries," said Jose Ysea, a spokesman for the San Diego Fire-Rescue Department.

Emergency responders conducted seven water rescues and one cliff rescue, San Diego Lifeguard Chief James Gartland said.

"This was a mass rescue operation that turned into a mass casualty event," he said.

The accident took place as the United States grapples with huge waves of undocumented migrants arriving at its southern border.&nbsp;

Officials and migrants say the influx was sparked by increased poverty and violence in Central America, as well as President Joe Biden's promise of a more humane policy toward immigrants.

Unions representing 17,000 workers at Walt Disney Co's&nbsp;Disneyland Resort in California have told the state`s governor they are not convinced the theme park will be safe enough to reopen by the company's July target date.

In a letter to Governor Gavin Newsom on Thursday, the unions said they had been in discussions with Disney since mid-March when Disneyland was closed to help curb the coronavirus pandemic. The resort in Anaheim, in southern California, houses the Disneyland theme park and the California Adventure Park, both of which the company aims to reopen July 17. 
 
"Unfortunately, despite intensive talks with the company, we are not yet convinced it is safe to reopen the parks," the letter from the Coalition of Resort Labor Unions said. 
 
A Disney spokesperson said Friday the company had put the safety of workers and guests "at the forefront of our planning"."We look forward to continued dialogue with our unions on the extensive health and safety protocols, following guidance from public health experts," the spokesperson said.

The California Department of Public Health said theme parks would be able to welcome guests when the state reaches Stage 3 of its phased reopening plan. It is currently in Stage 2.

Trump has repeatedly said Seoul should bear more of the burden for keeping some 28,500 US troops stationed in South Korea, where the United States has had a military presence since the 1950-53 Korean War. South Korean and the US officials signed an agreement in February under which Seoul would increase its contribution to just under 1.04 trillion won ($927 million), an increase of about $70.3 million. The interim agreement was due to expire in a year.
