In a long-awaited ruling, the government said the Chinese tech firm, which has been classed a “high-risk vendor”, will be allowed to build non-core parts of the next-generation mobile network.

US Treasury Secretary <a href="https://www.wionews.com/world/treasurys-mnuchin-to-head-us-delegation-to-davos-conclave-271625">Steven Mnuchin</a> said that he was optimistic the United States and Britain, soon to be out of the European Union, would strike a trade deal this year and that he had discussed it with Britain's finance minister on Saturday.

"I'm quite optimistic. I think the prime minister and the president have a very good relationship," Mnuchin told an audience at the Chatham House think tank in London.

"We're focused on trying to get this done this year because we think it's important to both of us," he added.

After the United States recently concluded the initial phase of a trade agreement with China, deals with Britain and <a href="https://www.wionews.com/business-economy/us-imposes-record-75-billion-tariffs-on-european-union-256583">the European Union</a> were now the priority, Mnuchin stated. While the Treasury Secretary conceded that Britain may need to finalise some issues with the EU before it could discuss them with Washington, he didn't see this leading to a delay.

"I think a lot of the issues can be dealt with simultaneously and again we look forward to continuing a great trade relationship, and, if anything, I think there will be significantly more trade between the US and the UK," he said. When asked if Britain's plan to implement a digital services tax on US technology giants such as Facebook and Google could hinder the trade negotiations, Mnuchin said that he discussed the issue on Saturday with Javid.

Washington is threatening to put tariffs on products from the EU's member states if they follow through with a plan to introduce a new tax on US tech giants. "The US feels very strongly that any tax that is designed specifically on digital companies is a discriminatory tax and is not appropriate," Mnuchin said.&nbsp;

Britain has said it intends to implement the tax, while France has put off its plans to wait for broader negotiations within the Organisation for Economic Cooperation and Development (OECD). Mnuchin said he wanted to narrow the US trade deficit with the EU but that differences between the bloc's member states would complicate negotiations.

"When we talk about the EU, one of the challenges is some of these issues are really only a couple of countries, but I think, as you know, because of the EU we can’t negotiate these things on a bilateral basis," he said. "One of the challenges of dealing with the EU is even within the EU they have different views," he added.

Megxit: Prince Harry, Meghan Markle to no longer bear 'royal highness' title

As Prince Harry and Meghan Markle are moving to <a>Canada</a> after the transition from their royal positions and duties, the 'skeleton' staff working at Sussexes’ Frogmore Cottage are being ‘let-go’.&nbsp;

Ahead of the ad-hoc staff, only two permanent employees which include a house manager and a cleaner are moved to the Queen’s household.

According to sources, the Sussexes were operating the Frogmore Cottage on the Queen’s Windsor estate.&nbsp;

The couple’s decision to move North America for at least part of the year might fuel speculation among palace officials that <a href="https://www.wionews.com/entertainment/post-split-from-royal-family-meghan-markle-visits-a-womens-charity-in-canada-274637">Meghan Markle</a> might never return to Britain in order to live in a “meaningful” way.

The 93-year old monarch was deeply saddened by the couple’s decision to step back from their royal duties. She even wished for them to be ‘full-time royals’ and continue their roles.

However, she was interestingly supportive in their decision and emphasized that the royal family respects the Sussexes’ decision to attain ‘financial independence’.

She also held an unprecedented summit with Prince Charles, Prince William, and Harry at Sandringham to discuss the forwarding roles of the royal couple.

The British and Canadian governments are in constant talks about the residency and security issues of the <a href="https://www.wionews.com/opinions-blogs/royal-mess-all-the-controversies-that-british-monarchy-has-faced-till-date-274729">Duke and Duchess of Sussex</a>.&nbsp;

The staff is already foretold to expect changes but official plans are yet to be announced.

Fineprint: Royal family talks underway over Sussex couple separation from royal life

Queen Elizabeth has summoned her grandson Prince Harry for a crisis meeting to discuss future arrangements for him and his wife Meghan following the <a href="https://www.wionews.com/entertainment/as-prince-harry-and-meghan-markle-announce-separation-uk-monarchy-scrambles-for-solution-273323">couple's shock announcement </a>that they want to step back from royal duties.

Harry's father Prince Charles, the heir to the throne, and his elder brother Prince William will also attend the meeting, due to take place on Monday at the queen's Sandringham estate in Norfolk, eastern England, a Buckingham Palace source told Reuters.

Meghan, an American former TV actress, will try to join via telephone from Canada where she returned earlier in the week to rejoin the couple's baby son, Archie.

The meeting on Monday will be the first time the senior royals have met in person to discuss the concerns raised by Harry and Meghan.

Officials had been holding talks behind the scenes since the bombshell statement to try to work out a new arrangement for the couple, and a royal source said those efforts progressed well.
The consultations, which also included the British and Canadian governments, paved the way for a face-to-face meeting between Harry and the queen.

The palace source said it remained the queen's aim to a find a resolution to the crisis in days rather than weeks but it would require "complex and thoughtful discussions" and any agreement would take time to be implemented.

The split between Harry and the other Windsors is the latest crisis the royal family has faced in a period described last month as "bumpy" by the queen in a televised annual address.

Queen Elizabeth has summoned her grandson Prince Harry for a crisis meeting to discuss future arrangements for him and his wife Meghan following the couple's shock announcement that they want to step back from royal duties. Harry and Meghan, officially known as the Duke and Duchess of Sussex, surprised the rest of the royal family on Wednesday by publicly announcing they wanted a "new working model" that would allow them to spend more time in North America and to be financially independent. The British foreign ministry said the talks would cover the fallout from the US killing of a top Iranian general as well as Tehran's latest step back from the 2015 nuclear deal.

The situation in Libya, where strongman <a href="https://www.wionews.com/world/at-least-30-people-killed-in-libya-military-academy-attack-in-tripoli-272302">Khalifa Haftar</a>'s forces have seized the coastal city of Sirte, is also the agenda.

The emergency meeting comes as the EU scrambles for ways to contain the growing tensions in two major flashpoints on its periphery, as Iran threatens revenge for the death of&nbsp;<a href="https://www.wionews.com/world/assassination-of-qasim-soleimani-what-we-know-so-far-272653">Qasem Soleimani</a> in a US drone strike in Baghdad on Friday.

British foreign minister Dominic Raab will hold a one-on-one meeting with his French counterpart Jean-Yves Le Drian, who has warned Iran against retaliating over Soleimani's death, before joining the German and Italian ministers for talks on Libya.

"The foreign secretary is travelling to Brussels today for talks with his European counterparts on the situation in the Middle East following the death of Soleimani and on the escalating conflict in Libya," the British foreign ministry said.

Targeted killing

European powers on Monday criticised Iran's latest announcement that it was cutting its commitments under the nuclear deal, which has been steadily unravelling since US President Donald Trump withdrew and reimposed sanctions in May 2018.

But the possible repercussions from Friday's targeted killing of Soleimani - the key player in Iran's network of alliances and proxy groups around the Middle East - will be a more pressing concern.

The US operation took Washington's allies by surprise, and NATO held an urgent meeting of its ruling council on Monday to hear from American officials and discuss the future of the alliance's training mission in Iraq.

NATO Secretary-General Jens Stoltenberg spoke to Iraqi Prime Minister Adel Abdel Mahdi on Tuesday to say the alliance remains committed to the fight against the Islamic State group (IS) and would resume training activities - suspended after Soleimani's death - as soon as security improves.

In Libya, Haftar's capture of Sirte raised tensions as Turkey said it was deploying troops to the country to protect the UN-recognised Government of National Accord (GNA).

The oil-rich North African country has been plunged into chaos since the 2011 NATO-backed uprising that killed longtime dictator Moamer Kadhafi.

EU foreign policy chief Josep Borrell warned Monday that more intense fighting could soon break out around Tripoli and called for a political solution to the crisis.

The new European Commission has vowed to take on a more "geopolitical" role but the EU often finds itself hamstrung on foreign policy by internal differences and it took three days for President Ursula von der Leyen to issue a statement on Soleimani's killing.&nbsp;

In Libya, Haftar's capture of Sirte raised tensions as Turkey said it was deploying troops to the country to protect the UN-recognised Government of National Accord (GNA). Watch: Turkish parliament passes Libya deployment bill × The oil-rich North African country has been plunged into chaos since the 2011 NATO-backed uprising that killed longtime dictator Moamer Kadhafi. EU foreign policy chief Josep Borrell warned Monday that more intense fighting could soon break out around Tripoli and called for a political solution to the crisis. The new European Commission has vowed to take on a more "geopolitical" role but the EU often finds itself hamstrung on foreign policy by internal differences and it took three days for President Ursula von der Leyen to issue a statement on Soleimani's killing.

A student from&nbsp;Indonesia&nbsp;was identified as Britain's most prolific rapist on Monday after being convicted of more than 150 offences, including 136 rapes.

In four separate trials, Reynhard Sinaga, 36, was found guilty of assaulting 48 men whom he drugged after taking them back to his apartment from outside bars and clubs in the city of Manchester.

Many of the victims were lured by the offer of a place to sleep or more drink, and Sinaga filmed the assaults on his mobile phone, the Crown Prosecution Service said.

At a court in Manchester, a judge ruled that Sinaga must serve at least 30 years in prison for 159 offences committed between&nbsp;January 2015 and May 2017, and lifted reporting restrictions.

Ian Rushton, a government prosecutor, described Sinaga as the "most prolific rapist in British legal history".

Sinaga, who has lived in the United Kingdom since 2007, targeted young men who looked drunk or vulnerable and rendered them unconscious with a sedative, probably the party drug gamma-hydroxybutyric acid that is known as GHB, the court was told.

The victims were mainly heterosexual and had little or no memory of the attacks. But Sinaga was arrested after one of his victims woke up during an attack, fought him off and went to the police with one of his phones.

Police discovered graphic material – equivalent to 250 DVDs or 300,000 photos – depicting sexual assaults on Sinaga's digital devices. Sinaga had said his victims were acting out sexual fantasies.

The court was told Sinaga kept men’s belongings as trophies and looked them up on Facebook.

The rape investigation is the largest in British legal history. It is the first time prosecutors have split charges across four separate trials.

Police said there could be many more victims and are appealing for others who may have been targeted to come forward.

In his campaign, Johnson had said that more investment would be brought in to reverse 10 years of austerity measures that were done by <a href="https://www.wionews.com/world/united-kingdoms-labour-party-leader-corbyn-declines-to-apologise-after-anti-semitism-claims-264760">previous governments</a>.

"Raising wage floors will pile further pressure on cash flow and eat into training and investment budgets. For this policy to be sustainable, the government must offset these costs by reducing others and impose a moratorium on any further upfront costs for business", said the British Chambers of Commerce's co-executive director Hannah Essex.

Johnson recently won the UK general election after a long <a href="https://www.wionews.com/world/united-kingdom-votes-to-decide-the-fate-of-brexit-again-267803">Brexit</a> deadlock. His government said that three million people would benefit from the increase.

Britain's Big Ben bell in parliament's landmark clock tower will ring at midnight on New Year's Eve, marking the start of a year for the first time since its new face was revealed from under scaffolding halfway through restoration work.

The work has seen the 96-metre-tall Elizabeth Tower, one of the most photographed buildings in <a href="https://www.wionews.com/world/united-kingdom-royal-family-mixes-pudding-in-anticipation-of-christmas-269546">Britain</a>, enveloped in scaffolding for the last two years as the four clock dials are reglazed, ironwork repainted and intricately carved stonework cleaned and repaired.

In March, part of the scaffolding was removed, showing that the clock's once black numerals and hands have been repainted blue, in line with what scientists say was its original colour.

Since restoration work began in 2017, Big Ben has been largely silenced, sounding only for important events. It last tolled on Remembrance Day on November&nbsp;11.

The bell will be tested several times in the run-up to New Year's Eve, parliament said in a statement.

The 4-billion-pound&nbsp;restoration work is due to be completed in 2021.

WION Dispatch: Prince Philip discharged from hospital, Queen to address nation on Christmas

Queen&nbsp;Elizabeth will stress the value of harmony and&nbsp;reconciliation&nbsp;in her Christmas message this&nbsp;year, Buckingham Palace said on Tuesday,&nbsp;after&nbsp;a&nbsp;year&nbsp;in which the tortuous&nbsp;<a href="https://www.wionews.com/world/british-pm-boris-johnsons-brexit-deal-wins-first-vote-in-new-parliament-269404">Brexit</a>&nbsp;process aggravated deep divisions in Britain.

The palace released two short extracts from the 93-year-old monarch's televised Christmas Day message, one on the 75th anniversary of the World War Two D-Day landings, the other on the life of Jesus and the importance of&nbsp;reconciliation.

There was no indication of whether the&nbsp;Queen&nbsp;will mention more painful aspects of 2019 for the royal family, particularly the furore over her son Prince Andrew's links to disgraced US&nbsp;financier <a href="https://www.wionews.com/photos/jeffrey-epstein-how-the-man-with-famous-friends-fell-apart-242546">Jeffrey Epstein</a>.

Along with her 98-year-old husband, the Duke of Edinburgh, being involved in a car crash in January and having to spend this Christmas in hospital for checks, it has been what many commentators have called another "annus horribilis" for her.

That was how she described 1992, when three of her children's marriages - including that of Prince Charles to Princess Diana - collapsed and a fire severely damaged her Windsor Castle home.

In Tuesday's extracts, the&nbsp;Queen&nbsp;said of <a href="https://www.wionews.com/photos/d-day-in-pictures-remembering-the-longest-day-253">D-Day</a>: "For the 75th anniversary of that decisive battle, in a true spirit of&nbsp;reconciliation, those who had formerly been sworn enemies came together in friendly commemorations either side of the Channel, putting past differences behind them ...

"By being willing to put past differences behind us and move forward together, we honour the freedom and democracy once won for us at so great a cost."

On&nbsp;reconciliation, she talks of "how small steps taken in faith and in hope can overcome long-held differences and deep-seated divisions to bring harmony and understanding ..."

She adds: "The path, of course, is not always smooth, and may at times this&nbsp;year&nbsp;have felt quite bumpy, but small steps can make a world of difference."

Britain's regional and political divisions have been exacerbated in the 3-1/2&nbsp;years since it voted to leave the EU.
