<p>A State Department spokesperson responded: "We've said it before and will say it again: Actions speak louder than words. If Russia is ready for negotiation, it should stop its bombs and missiles and withdraw its forces from Ukraine.</p>

Putin signs law to conscript convicts in prison as Russia braces for more fighting in Ukraine

<p>The United States will fund the refurbishment of T-72 tanks and HAWK surface-to-air missiles as part of a roughly $400 million security assistance package for Ukraine, the Pentagon announced Friday.</p>

<p>Air defence and armour capabilities are both high on the list of assistance desired by Ukraine, but the T-72s fall short of the most modern tanks such as German Leopards or US Abrams that have been sought by Kyiv.</p>

<p>"The tanks are coming from the Czech Republic defence industry, and the United States is paying for 45 of those to be refurbished, and the government of the Netherlands is matching our commitment&nbsp;for a total of 90 T-72s," Deputy Pentagon Press Secretary Sabrina Singh told journalists.</p>

<p>The T-72s -- a Soviet-era tank -- will be equipped with "advanced optics, communications and armor packages," with some ready by the end of December and the rest to be delivered in 2023, she said.</p>

<p>"These are tanks that the Ukrainians know how to use on the battlefield," she said, adding that "introducing a new main battle tank is extremely costly, is time sensitive, and it would be a huge undertaking for the Ukrainian forces."</p>

<p>The assistance package also funds the refurbishment of HAWK missiles from US inventories -- an important asset as Ukraine seeks to counter Russian drone and missile strikes targeting its cities and energy infrastructure.</p>

<p>Singh declined to specify how many of the missiles were being refurbished, citing security concerns.&nbsp;</p>

<p>Spain previously agreed to provide four of the medium-range HAWK air defence systems to Ukraine as part of international efforts to assemble a patchwork of various surface-to-air capabilities to help the country defend against strikes.</p>

<p>The United States on Friday announced an additional $400 million in military aid to Ukraine which includes refurbishing T-72 tanks and missiles for HAWK air defence systems. The Pentagon also announced that they would establish a security assistance headquarters in Germany to monitor the weapon transfer as well as oversee military training in Ukraine. &nbsp;</p>

<p>This announcement also comes amid White House national security adviser Jake Sullivan’s visit to Ukraine where he “met with the Ukrainian President Volodymyr Zelensky, Head of the Office of the President Andriy Yermak, Minister of Defence Reznikov, and others,” said the National Security Council (NSC) spokesperson, Adrienne Watson, in a statement.&nbsp;</p>

He added, “We fully intend to ensure that the resources are there as necessary and that we'll get votes from both sides of the aisle to make that happen.” The remarks were made in the context of the upcoming midterm elections in the US. &nbsp;</p>

<p>"Most likely our units, our soldiers, will leave for the left (eastern) bank," Kirill Stremousov, the Russian-installed deputy civilian administrator of the Kherson region, said in an interview on Thursday with Solovyov Live, a pro-Kremlin online media outlet.</p>

<p>There was no immediate reaction from Kremlin. Kyiv government and Western military analysts remain cautious, &nbsp;suggesting Russia could be setting a trap for advancing Ukrainian troops.</p>

<p>Responding to the reports, John F&nbsp;Kirby, a National Security Council official, said that the White House had grown "increasingly concerned" about the potential use of nuclear weapons over the last few months.</p>

<p>But he asserted that the US saw no sign of Russia preparing for such use.</p>
