Ukraine President Volodymyr Zelensky on Monday (November 21) urged the NATO to guarantee protection of Ukraine's nuclear power plants from Russian sabotage. His words have come just a day after International Atomic Energy Agency (IAEA) said that there was shelling at Zaporizhzhia nuclear plant. Both, Russia and Ukraine have accused each other of shelling the plant.

The nuclear plant in Zaporizhzhia is a Ukrainian plant currently under Russian control. The shelling raised fears of a nuclear accident just 500 km from Chernobyl which is the site of world's worst nuclear disaster that took place in 1986.

"All our nations are interested in not having any dangerous incidents at our nuclear facilities," Zelensky said in a video address to NATO's Parliamentary Assembly in Madrid.

"We all need guaranteed protection from Russian sabotage at nuclear facilities," he added.

Reuters said it was unable to verify whether it was Russia or Ukraine that was responsible for shelling at the site of the nuclear plant.&nbsp;

The International Atomic Energy Agency (IAEA), the United Nations' nuclear watchdog, said such attacks risked a major disaster.

Russia said earlier on Monday that Zaporizhzhia's shelling could unleash a grave nuclear accident, repeating its accusations that Ukrainian forces were to blame.

Zelensky also called for new EU sanctions against Moscow over what he said was its "policy of genocide" as Russian forces bomb crucial civil infrastructure. Russia denies deliberately targeting civilians in Ukraine but acknowledges a campaign of strikes against electric power and other infrastructure.

Need to protect nuclear plants from Russian sabotage, Zelensky tells NATO

On Monday, at least 45 countries and institutions will convene in France’s city of Paris for the international aid conference during which they may pledge millions of euros of aid to Moldova. The country is currently suffering from rising food and energy prices, massive blackouts as well as an influx of refugees amid the ongoing Russian invasion of Ukraine.&nbsp;

The country of nearly 2.5 million people has already taken thousands of refugees, reportedly even more per head than any other country. Furthermore, the former Soviet republic largely depends on Russia’s energy supplies and is facing increasing difficulties ahead of the winter season as Moscow is cutting at least 40 per cent of its natural gas supplies to Moldova.&nbsp;

According to the French Foreign Ministry, the conference will be aimed at “concrete and immediate assistance” for Moldova which is currently facing an “unprecedented energy crisis” posing a risk of a “humanitarian crisis” for the citizens. The Moldovan President, Maia Sandu, will also reportedly meet French President Emmanuel Macron on Monday.&nbsp;

“Moldova is directly impacted because it's dependent on Russian energy supplies and is a country which has a part of its territory controlled by Russian soldiers so it's especially vulnerable,” said the French diplomat during a press briefing. Earlier this month, the European Union pledged at least 250 million euros (nearly $260 million) following Moscow’s reduction of natural gas supply.&nbsp;

Aid sought to ease impact of Russia-Ukraine conflict on crisis-hit Moldova in Paris

For the first time in more than eight months, delighted Ukrainians arrived in Kherson by train on Saturday. Kherson's citizens welcomed them on the platform with flowers and flags of their country.&nbsp;

Shortly after getting off the sleeper train from Kyiv, the Ukrainian capital, Hryhorii Vyrtosa, a 67-year-old construction worker, remarked, "I can't even put my feelings into words."&nbsp;

On November 11, Ukrainian soldiers freed Kherson from Russian rule, dealing another significant military setback to Moscow. Since the invasion on February 24, it had been the only provincial capital that Russian forces had taken control of.

After fleeing the Russian-occupied city of Skadovsk in April, Vyrtosa, a Kherson native with roots in Moldova, was finally able to travel back on Saturday.&nbsp;

Vyrtosa fulfilled his promise to shout "Glory to Ukraine" when he arrived, beaming with pride. Then, after an eight-month absence, he gave his son a bear embrace.&nbsp;

Hundreds of people celebrated as they welcomed the train into the city, which is now without electricity, running water, or central heating.

Hungarian Prime Minister Viktor Orban has declared the European Union’s sanctions against Russia ‘a step towards war,’ AFP reported. During a radio interview on Friday, Orban appeared to have shifted gears to deplore the EU’s economic measures against the Kremlin, which he considers “dangerous”.

"Anyone who intervenes economically in a military conflict is taking a position," Orban said during the interview. "Little by little, we are sliding towards war," he added. Orban further added that he will keep fighting against the EU’s sanctions on Russia and will ensure Hungary is exempted from them.

While condemning the EU’s military support to Ukraine, Orban added, “Now we are supplying destructive weapons, we are training Ukrainian soldiers on our own territory, we are imposing sanctions on energy... We are becoming an integral part [of the conflict]. We are not being shot at yet, but we are about to become belligerent. Europe is playing a very dangerous game."

Orban has also opposed the EU’s proposal to provide $18 billion in aid to Ukraine in form of loans. "Hungary is not going to accept that EU members take out loans together to help Ukraine," he declared.

Orban has seemingly intensified his criticism of Brussels’ Russia policy in the wake of the worsening economic situation at home. Inflation is soaring in the country, currently exceeding 20 per cent, while food prices have risen 45 per cent compared to the last year. According to Focus Economics, the Hungarian economy shrank 0.4 per cent&nbsp;on a seasonally adjusted quarter-on-quarter basis in the third quarter.

Now, Orban’s campaign is to blame the EU’s economic sanctions on Russia for Hungary’s poor state of economy. The government has already launched “national consultations” on the issue and put up posters around the country with the caption: "Brussels sanctions are ruining us" against a picture of a missile.

Explosions at Zaporizhzhia nuclear plant, Russia and Ukraine trade blame; IAEA condemns shelling

A fortnight after Iran admitted to having delivered drones to Russia, the two countries are said have reached an agreement to manufacture the unmanned weaponised aircraft on Russian soil, says a report by The Washington Post.&nbsp;

"Russian and Iranian officials finalised the deal during a meeting in Iran in early November, and the two countries are moving rapidly to transfer designs and key components that could allow production to begin within months," the publication reported while quoting three anonymous officials.

The deal will help Russia increase its stockpile of weapons of destruction that have seemingly changed the tide in the war.&nbsp;

The report added that once the deal is finalised, it will deepen&nbsp;the Russia-Iran alliance which has only grown stronger in the recent months.

Britain will continue support 'until Ukraine has won,' says UK PM Rishi Sunak during visit to Kyiv

Following an overnight trip from Kyiv, the first passenger train arrives in Kherson since Russian forces withdrew from the city on the 11th of November. It's a train of hope as it's reuniting many.

Ukraine on Friday (November 18) said that almost half of its power grid needed repairs after weeks of battering caused due to Russian attacks. Electricity supply to millions has been disrupted just when temperatures have started dropping as winter approaches.&nbsp;Russia meanwhile accused Kyiv's forces of executing a group of its soldiers who were surrendering to Ukraine in what Moscow described as a "massacre" that amounted to a war crime.

Russia has carried out sustained attacks on Ukraine's power infrastructure. &nbsp;

"On November 15 alone, Russia fired about 100 missiles at Ukrainian cities. Nearly half of our energy system has been disabled," said Ukraine Prime Minister Denys Shmygal, appealing to European allies for support.

Ukrainian President Volodymyr Zelensky told the nation on Thursday that some 10 million people were suffering blackouts as a result.

Russia however, has denied attacking civilian power infrastructure and said that it has attacked only military-linked facilities. It further said that a series of long-range and precision strikes the day before had "hit exactly the designated objects".

And the Kremlin this week blamed the blackouts and their civilian impact on Kyiv's refusal to negotiate with Moscow, not on Russian missile attacks.

Ukraine's description of the damage to its power industry came after Russia said Friday it was strengthening positions in Crimea, which Kyiv's forces are battling towards.

A new diplomatic battle appeared on the horizon on Saturday&nbsp;(November 19) as Poland said it wants to bar Russian delegation from Organisation for Security and Co-operation in Europe (OSCE) meet due next month. The OSCE is the world's largest security grouping. Poland currently has the rotating chairmanship of the 57-member bloc. Poland's assertion has angered Russia which has said that this move was "unprecedented and provocative".

On Saturday, Polish foreign ministry spokesperson Lukasz Jasina replied in the affirmative when asked by AFP whether Moscow was being refused access to the December meeting of the Organisation for Security and Co-operation in Europe (OSCE), of which Russia is a member. Ukraine is a member of the grouping too.

Russia fumes at Poland for barring it from OSCE meet, terms it ‘unprecedented, provocative’

Disclaimer: A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While WION takes utmost care to accurately report this developing news story, we cannot independently verify the authenticity of all statements, photos and videos. Moscow has accused Ukraine of executing more than 10 Russian Prisoners of War (PoW) after a gruesome video of surrendering soldiers being gunned to death went viral on social media platforms. "This brutal murder of Russian servicemen is neither the first, nor the only war crime," the Russian defence ministry said. "This is common practice in the Armed Forces of Ukraine that is actively supported by the Kyiv regime and blatantly ignored by its Western patrons," it added. Killing PoWs is a war crime and the video shows what appear to be Russian soldiers in the Makiivka city of the Luhansk region of eastern Ukraine. The video shows a dilapidated building structure and its backyard in the aftermath of a severe gunfight between the two sides. (Warning: The video is graphic in nature and some viewers may find it disturbing) Disclaimer: WION cannot independently verify the authenticity of photos and videos shared on social media. The footage, allegedly taken by a Ukrainian soldier shows the Russian unarmed soldiers lying face down on the ground after surrendering. Two more Russian soldiers with hands raised over their heads come out of the building and join their fellow unit soldiers on the ground. The Ukrainian unit of soldiers can be seen wearing yellow armbands. However, as the video nears the end, a sudden spraying of bullets can be heard with the camera shaking rather vigorously, suggesting that the Russian soldiers were butchered on the spot, according to pro-Russian outlets. WATCH | Russia: Ukraine has executed prisoners of war; over 10 MN Ukrainians face power outage × The drone footage that appeared later shows the same spot and the house where the bodies of the 'surrendering soldiers' seemingly lie lifeless and in a pool of blood. While pro-Ukrainian outlets claim that the soldiers were killed in a drone strike, the Russian side believes that Ukraine's 80th airborne assault brigade massacred its personnel. Marta Hurtado, a spokesperson for the UN Humans Rights office said the body was aware of the video and demanded a proper investigation into the matter. "We are aware of the videos and we are looking into them. Allegations of summary executions of people hors de combat should be promptly, fully and effectively investigated, and any perpetrators held to account." The European Union (EU) has announced plans to launch its own communications satellite network by 2027. The European Parliament and the EU member states reached an agreement Thursday under which the satellite communications internet system IRIS2 (Infrastructure for Resilience, Interconnection and Security by Satellites) will be built, DW reported.

This is a $6.2 billion project, which will be jointly funded by EU agencies and private companies. EU will contribute $2.4 billion, while the private sector is expected to fund the remaining $3.7 billion. The project was first announced in February before Russia’s invasion of Ukraine; however, a disagreement over funding had stalled the negotiations.

Researchers from Yale University have found in a report sponsored by the US&nbsp;State Department that hundreds of people were jailed or went missing in the Kherson region of Ukraine this year while it was under Russian control and that many may have been tortured, reported Reuters.

President Joe Biden has been adamant that the United States will support Ukraine in its nine-month struggle to fend off an invasion by Russia, but added that it will not fight another world war for&nbsp;Ukraine.&nbsp;

"We will not fight the Third World War for&nbsp;Ukraine," he insisted, reports Reuters.

Therefore, he and his senior team of advisers were thrown into crisis mode when a missile struck a hamlet in Poland close to the Ukraine border on Nov. 15 and there were early suspicions that it was launched by Russia.&nbsp;

If Russia had attacked Poland, the United States and other NATO members would be forced to defend it militarily, which may lead to a world war that everyone wished to avoid.

Aides woke up Biden in the middle of the night in Bali, Indonesia, in the final days of his week-long trip to Asia to inform him that a missile had killed two people in Poland, a U.S. official said.&nbsp;

Officials from Ukraine officially blamed Russia, as did an Associated Press story that has since been amended and cited an unnamed senior U.S. intelligence officer.&nbsp;

United States Secretary of State Antony Blinken said on Thursday that the ultimate responsibility for the missile attack on Poland lies with Russia. Russia 'ultimately responsible' for missile attack on Poland, says Antony Blinken

A missile struck a village in Poland that is close to the Ukrainian border, killing two people. While the government of Poland and US President Joe Biden exercised prudence and carefully considered the evidence, several responses swiftly emphasised that Russia had escalated the war with Ukraine by attacking a North Atlantic Treaty Organization (NATO) member. One of them was Latvia's Artis Pabriks, a fellow NATO member who serves as both the country's deputy foreign minister and minister of defence.&nbsp;This is the first confirmed instance of the conflict in Ukraine directly contributing to deaths in another nation.

Pabriks referred to the missile strike on NATO territory as a strike by the "criminal Russian regime" shortly after the first reports of it surfaced.

"My condolences to our Polish brothers in arms. The criminal Russian regime fired missiles that target not only Ukrainian civilians but also landed on NATO territory in Poland. Latvia fully stands with Polish friends and condemns this crime," said Pabriks in a tweet.

Pabriks later referenced Article 4 of the NATO Treaty, which requires talks when a nation believes&nbsp;"territorial integrity, political independence or security of any of the Parties [NATO-member] is threatened."

We explain to you in-depth what NATO is, how its collective security mechanism&nbsp;pans out, and how it has so far reacted to the missile strike on Poland.

<h2>NATO in a nutshell. What does it stand for?</h2>

The North Atlantic Treaty Organization, or NATO, was established in 1949 with the primary goal of thwarting the prospect of Soviet expansion in Europe following World War II. Beyond that, the United States regarded it as an instrument to promote political unification on the continent and thwart the return of nationalist movements in Europe.

The Treaty of Dunkirk, which the United Kingdom and France signed in 1947 as part of an alliance to stave off a potential German invasion in the wake of the war, is where it truly has its roots.

The United States, the United Kingdom, Belgium, Canada, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Norway, Sweden and Portugal are the alliance's original 12 founding members.

NATO created and adhered to the "Massive Retaliation" policy throughout the Cold War.

The focus of NATO shifted to territorial integration, political stability, and establishing a stable&nbsp;security network&nbsp;in the area with the fall of the Soviet Union, and to some extent even before that.

Since then, NATO has intervened in ethnic disputes in the former Yugoslavia and taken part in the US-led War on Terror following the 11 September attacks in the US.

The "collective defence" concept of NATO, which states that an assault on one member nation will be treated as an attack on all member members, is its defining characteristic. This principle enables the alliance to mobilise a collective defence against any aggression. This gives smaller nations the certainty of security that larger nations like the United States,&nbsp;France, and the United Kingdom will come to their defence when needed.

<h2>The concept of 'collective security'</h2>

The organisation's primary function is to operate as a collective security alliance to provide mutual protection by military and political methods if one member state is threatened by another nation.

Article 5 of the charter, which deals with collective defence, lays down this tenet:

<blockquote>
"The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in the exercise of the right of individual or collective self-defence recognized by Article 51 of the Charter of the United Nations, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area."
</blockquote>

Article 5 has been invoked once, by the United States,&nbsp;In response to the 9/11 events in 2001.&nbsp;

<h2>How has NATO responded to the missile strike in Poland?</h2>

There is no evidence, according to NATO, that the missile strike in Poland was a <a href="https://www.wionews.com/world/uk-mi5-chief-says-expulsion-of-russian-spies-from-europe-is-a-significant-strategic-blow-to-moscow-534881">Russian attack</a>. Additionally, it stated that NATO's opinion of the danger has not changed and emphasised that inquiries into the missile strike in Poland are ongoing.

Additionally, according to the Guardian, on Wednesday, NATO Secretary General Jens Stoltenberg said that Russia was still to blame for the incident.

<h2>NATO's response to the Russian war on Ukraine</h2>

The NATO members, led by the US, have given Ukraine cutting-edge weaponry and information that have been crucial to Ukrainian military operations thus far. Ukraine has received weaponry worth billions of dollars, including air defence systems, artillery, rocket launchers, and ammunition.&nbsp;The United States has already promised and sent Ukraine assistance totalling $19.3 billion as of 10 November.

While individual NATO countries are supplying military hardware, NATO as a whole focuses on non-lethal assistance.

"NATO is helping to coordinate Ukraine’s requests for assistance and is supporting Allies in the delivery of humanitarian and non-lethal aid...At the Madrid Summit in June 2022, Allied leaders agreed a strengthened package of support for Ukraine, which includes support in secure communications, fuel, medical supplies, body armour, winter clothing, equipment to counter mines and chemical and biological threats, and portable anti-drone systems," says NATO on its official website.

It adds,&nbsp;"More broadly, NATO’s Article 5 security guarantee and its ironclad promise of collective defence provides Allies with the confidence that they can send weapons to Ukraine without diminishing their own security."

Only days after being retaken by Ukrainian forces, hundreds of inhabitants of the recently liberated city of Kherson lined up in the rain on Thursday to replace the Russian SIM cards in their mobile phones with local ones, Reuters reported.&nbsp;

Svitlana Kostikova, a &nbsp;54-year-old local resident and seamstress, who said she had had no option but to use a Russian SIM card told Reuters, "We finally have our victory, we've been liberated. Glory to Ukraine, glory to the heroes."

The Kyiv government has installed relay stations throughout the city because it claims that Russian troops destroyed the Kherson communications network before departing.

Local telecom companies, notably Kyivstar and Vodafone, set up booths around the city's main square where people could either get a free SIM card or pay to avoid the line.&nbsp;

The expulsion of more than 400 suspected Russian spies across Europe was a “significant strategic blow” to Moscow, a top British intelligence official said on Wednesday.

Ken McCallum, the director general of the country’s security services (MI5),&nbsp;made the remarks at the annual update on the threats to the UK.

The spy chief also said that Britain faces major security threats from Russia, China and Iran.&nbsp;

The MI5 chief said that his agency has blocked more than 100 attempts by the Kremlin to send suspected spies since the nerve agent poisoning of Sergei Skripal and his daughter Yulia in Salisbury, UK in 2018.

Reportedly, this incident prompted a wave of diplomatic expulsions.&nbsp;

Recently, a significant number of Russian officials had been expelled from across the world including over 600 from Europe, at least 400 of whom were suspected to be spies.

“In the UK’s case, since our removal for 23 Russian spies posing as diplomats, we have refused on national security grounds over 100 diplomatic visa applications”, said McCallum at the MI5 headquarters in London.&nbsp;

He added, “that the UK must be ready for Russian aggression for years to come.”

The recent expulsions have also “struck the most significant strategic blow against the Russian Intelligence Services in recent European history.

And together with coordinated waves of sanctions, the scale has taken (Russian President Vladimir) Putin by surprise.”&nbsp;

The UK has also been one of the strongest supporters of Ukraine among other western countries in light of the ongoing Russian invasion, and it was important especially when Moscow made “silly claims” about Britain's blowing up the Nord Stream gas pipelines, said the MI5 chief.&nbsp;

McCallum also went on to address the growing threat from Iran as the state that “most frequently crosses into terrorism.”

He spoke about how the country’s “aggressive intelligence services” made at least 10 attempts to “kidnap or even kill British or UK-based individuals perceived as enemies of the regime,” since the beginning of this year alone.&nbsp;

This comes a week after Iran’s deputy ambassador was summoned by the UK’s Foreign Office over allegations that two London-based journalists were facing death threats from state-backed agents for their reporting on the protests in Tehran.

The British police had reportedly warned the two journalists about “an imminent, credible and significant risk to their lives and those of their families.”

Addressing China, McCallum said that “the activities of the Chinese Communist Party pose the most game-changing strategic challenge to the UK” and said that the country is “playing the long game in cultivating contacts to manipulate opinion” in Beijing’s favour. The contacts he is referring to are not just prominent lawmakers across the country’s political landscape but also local councillors and their goal is to gradually build “a debt of obligation,” said the MI5 chief. &nbsp;

McCallum also accused Beijing of monitoring and intimidating the Chinese nationals in the UK, who is also “forcibly repatriating” them to harassment and assault. He believes that these activities may grow with time, especially since Chinese President Xi Jinping has consolidated power on an “indefinite basis.”&nbsp;

This comes after UK Prime Minister Rishi Sunak called China a “systemic challenge” to the country’s values and interests, and “represents the biggest state-based threat to our economic security.”

“We are facing adversaries who have massive scale and are not squeamish about the tactics they deploy,” he said while talking about the risk of Russia, China and Iran helping each other to amplify their strengths, said McCallum.&nbsp;

Meanwhile, the threat that terrorism poses still remained at the forefront with the McCallum saying that they had disrupted at least 37 “late stage” attack plots since 2017, eight of them since last June. “We are seeing growing numbers of right-wing extremist influencers, operating globally, fuel grievances and amplify conspiracy theories,” said the MI5 chief.&nbsp;

And together with coordinated waves of sanctions, the scale has taken (Russian President Vladimir) Putin by surprise.” The UK has also been one of the strongest supporters of Ukraine among other western countries in light of the ongoing Russian invasion, and it was important especially when Moscow made “silly claims” about Britain's blowing up the Nord Stream gas pipelines, said the MI5 chief. McCallum also went on to address the growing threat from Iran as the state that “most frequently crosses into terrorism.” He spoke about how the country’s “aggressive intelligence services” made at least 10 attempts to “kidnap or even kill British or UK-based individuals perceived as enemies of the regime,” since the beginning of this year alone. ALSO WATCH: Gravitas: FBI and MI5 chiefs flag China threat This comes a week after Iran’s deputy ambassador was summoned by the UK’s Foreign Office over allegations that two London-based journalists were facing death threats from state-backed agents for their reporting on the protests in Tehran. The British police had reportedly warned the two journalists about “an imminent, credible and significant risk to their lives and those of their families.” Addressing China, McCallum said that “the activities of the Chinese Communist Party pose the most game-changing strategic challenge to the UK” and said that the country is “playing the long game in cultivating contacts to manipulate opinion” in Beijing’s favour. The contacts he is referring to are not just prominent lawmakers across the country’s political landscape but also local councillors and their goal is to gradually build “a debt of obligation,” said the MI5 chief. McCallum also accused Beijing of monitoring and intimidating the Chinese nationals in the UK, who is also “forcibly repatriating” them to harassment and assault. He believes that these activities may grow with time, especially since Chinese President Xi Jinping has consolidated power on an “indefinite basis.” ALSO READ: Iran issues second death sentence to ‘rioter’ linked to ‘anti-hijab’ protests This comes after UK Prime Minister Rishi Sunak called China a “systemic challenge” to the country’s values and interests, and “represents the biggest state-based threat to our economic security.” “We are facing adversaries who have massive scale and are not squeamish about the tactics they deploy,” he said while talking about the risk of Russia, China and Iran helping each other to amplify their strengths, said McCallum. Meanwhile, the threat that terrorism poses still remained at the forefront with the McCallum saying that they had disrupted at least 37 “late stage” attack plots since 2017, eight of them since last June. “We are seeing growing numbers of right-wing extremist influencers, operating globally, fuel grievances and amplify conspiracy theories,” said the MI5 chief.
