<p>He said that Russia has gathered around 100,000 troops, 900 tanks and 555 artillery systems in the area.</p>

<p>“They are concentrating everything in order to break through our defence. Our soldiers are firmly on the defensive. They do not allow the enemy to seize the initiative,” Cherevatyi was quoted as saying by Politico.</p>

<p>Cherevatyi also said that Russia had ordered Storm-Z ex-convict battalions to prepare for battle and was firing more than 500 shells per day at Ukrainian forces around Kupyansk.</p>

<p>Kupyansk is a town in the northeastern Kharkiv region of Ukraine. Kyiv recaptured the town, which previously had a population of 25,000 people&nbsp;in September last year.</p>

<p>Ukrainian Army Land Forces Commander General Oleksandr Syrsky also confirmed that Russia has gathered its forces to attack the Kupiansk region, however, it has been unable to break through so far.</p>

<p>Syrsky commands Ukraine’s operations around the key battleground of Bakhmut, where Kyiv has managed to seize the initiative and retake high ground around the destroyed city after Russia occupied it earlier this year.</p>

<p>Meanwhile, Russia launched fresh missile attacks on Ukraine's Black Sea coast, days after it backed out of extending the grain deal.</p>

<p>Agriculture Minister Mykola Solskyi said a "considerable amount" of export infrastructure was out of operation, BBC reported.</p>

<p>He said that the 60,000 tonnes destroyed in the strike were "supposed to be loaded on a large-tonnage ship and sent through the grain corridor 60 days ago".</p>

<p>Hours later, Russia's defence ministry declared that from Wednesday night, any ships heading to Ukrainian ports would be viewed as potential carriers of military cargo and party to the conflict.</p>

<p>Some north-western and south-eastern areas of the Black Sea would be temporarily dangerous for shipping, it added.</p>

<p>Ukrainian President Volodymyr Zelensky said each missile strike was a blow not just to Ukraine, but to "everyone in the world striving for a normal and safe life".</p>

Moscow is challenging Kyiv’s defences in the eastern sector of Kupiansk as Ukrainian forces are concentrating on the counteroffensive efforts on the southern front, Ukraine’s Army Command East spokesman Serhiy Cherevatyi said on Monday. He said that Russia has gathered around 100,000 troops, 900 tanks and 555 artillery systems in the area. “They are concentrating everything in order to break through our defence. <p>The diplomatic dilemma South Africa finds itself in is playing out in court. The leading opposition party, the Democratic Alliance (DA), is trying to corner the government and force its hand to ensure that Putin is arrested and handed over to the ICC.</p>

<p>"It would be inconsistent with our Constitution to risk engaging in war with Russia," he said, adding that this would go against his duty to protect the country.</p>

<p>South Africa is currently seeking an exemption under ICC rules. It is saying that enacting on the arrest would threaten "security, peace and order of the state," he said.&nbsp;</p>

<p>South Africa is the current chair of the BRICS group, a gathering of heavyweights that also includes Brazil, Russia, India and China, which sees itself as a counter-balance to Western economic domination.</p>

<p>The arrest warrant against Putin has been issued over accusations that Russia deported Ukrainian children unlawfully.</p>

<p>Paul Mashatile, Deputy South African President has said in recent interviews with local media that the government has been trying to persuade Putin not to come. But these efforts have been unsuccessful so far.&nbsp;</p>

<h2><strong>India seen as 'excellent place' to be producing and exporting to US, says Yellen</strong></h2>

<p>The private sector is an essential point of friendshoring, and private firms have continued to make announcements of investing in India as they see India as "an excellent place to be producing and exporting to the US," she said.</p>

<p>The United States Secretary of the Treasury then underlined the top agendas of this week which included, debt distress in emerging markets and developing countries, multilateral development bank evolution, support for Ukraine, and a global tax deal.</p>

<p>Further elucidating on the agendas, she said that the debt vulnerabilities for many countries ascended as a result of the COVID pandemic and Russia's "illegal" war against Ukraine, with the share of countries in debt distress doubling compared to 2015, she said.</p>

<p>“Restoring debt sustainability can help unlock the massive economic potential of developing nations. It can help them regain lost growth and development and enable them to make investments to address challenges that we are trying to tackle together,” she said.</p>

<p>When these countries develop and contribute to the global economy, "all of us benefit," Yellen said.</p>

<p>She then said that the United States Treasury is ready to serve as a partner for the International Monetary Fund's (IMF) Poverty Reduction and Growth Trust - the PRGT.</p>

<p>"I expect the IMF to develop a set of options to do so. My team at Treasury is ready to serve as a partner for the IMF as it considers the options at its disposal-&nbsp;like using the internally generated resources of the fund to support the PRGT subsidy account," she said.</p>

<p>"The United States will continue to build momentum for a collective initiative to evolve the multilateral development banks (MDBs)," Yellen said.</p>

<p>“Our reforms to the World Bank's balance sheet will responsibly unlock as much as USD 50 billion in additional lending capacity over the next decade. As part of our evolution agenda, we estimate that the MDBs as a system could unlock USD 200 billion over the next decade just from the measures already being implemented or under deliberation,” she said.</p>

<p>“This is USD 200 billion more in funding that we can use to advance key global priorities: spurring economic growth and reducing poverty, fighting climate change, and promoting human development,” she said.</p>

<p>“As we take these actions, we recognise that public financing alone cannot fully deliver on the massive challenges that face us. That's why it is essential that development banks ramp up their private capital mobilisation rates,” she added.</p>

<h2><strong>Redouble support for Ukraine</strong></h2>

<p>She then said that her other priority this week would be to redouble support for Ukraine as it continues to defend itself against Russia's “illegal and unprovoked attack.”</p>

<p>“Let me be clear: our coalition's support for Ukraine is unequivocal. The United States will stand with Ukraine for as long as it takes. And I know the allies and partners in our coalition will do so as well,” she said.</p>

<p>“We will also continue to cut off Russia's access to the military equipment and technologies that it needs to wage war against Ukraine. One of our core goals this year is to combat Russia's efforts to evade our sanctions. Our coalition is building on the actions we've taken in recent months to crack down on these efforts," she further added.</p>

<p>Power also expressed "grave dismay" with Russia's decision to suspend its participation in a pact that has allowed the&nbsp;export of grain from Ukraine for the past year in a deal that aimed to alleviate a global food crisis by allowing Ukrainian grain blocked by the Russia-Ukraine conflict to be exported safely.</p>

<p>"This is a reckless decision that will have profound human consequences, and it's just another example of Russian callousness and disregard for human lives and livelihoods, not only here in Ukraine but all around the world," Power said.</p>

<p>According to the United Nations, over 9,000 civilians have been killed and 16,000 have been injured since Russia invaded Ukraine. The agency data says that there are nearly six&nbsp;million Ukrainian refugees across Europe.</p>

<p>Monday's announcement took the total value of humanitarian assistance by the US in Ukraine to USD 2.6 billion. This includes more than USD 1.9 billion through USAID.</p>

<p>During her visit to Ukraine, Power will meet with government officials as well as farmers, energy workers and emergency response teams, among others, and will also visit USAID partners who deliver assistance, the agency said.</p>

USAID chief unveils more than $500 million aid during Ukraine visit

While the Russia-Ukraine war continues to drag on an emerging report has put a spotlight on the human cost of the war. A Ukrainian search unit exhumed human remains from a village in eastern Ukraine. According to the initial reports the remains are believed to be of Russian soldiers who were killed in combat.

<p>Russia, on Monday (July 17), formally notified Ukraine that it will <a href="https://www.wionews.com/videos/russia-suspends-participation-in-black-sea-grain-deal-says-kremlin-616566">suspend</a> its participation in the Black Sea grain deal, hours before its <a href="https://www.wionews.com/world/ukraine-grain-deal-extended-for-two-more-months-turkey-593357">previous extension</a> expired. The safe passage through which Kyiv was able to ship grain via the Black Sea despite being in the midst of a war with Moscow to the parts of the world struggling with hunger will now be suspended which may affect global food security.&nbsp;</p>

<h2><strong>What was the deal about?</strong></h2>

<p>Turkey and the United Nations&nbsp;managed to broker a landmark deal between Russia and Ukraine&nbsp;in July last year, months after Moscow invaded Kyiv&nbsp;on February 24.&nbsp;</p>

<p>The aim of the pact was to alleviate a global food crisis, exacerbated by the Russia-Ukraine war, and allow a safe passage for Ukrainian ships carrying grain to be exported through the Black Sea corridor.&nbsp;</p>

<p>Notably, Ukraine is one of the world’s biggest exporters of food grains, such as wheat and corn, and played a significant role in the UN’s food aid programmes. Therefore, when Russia invaded and blocked Ukrainian ports, prices of food grains soared across parts of the world.&nbsp;</p>

<p>The UN-brokered deal allowed cargo ships&nbsp;from three Ukrainian ports of Odesa, Chornomorsk and Pivdennyi (Yuzhny) to pass through the 310 nautical miles long and three nautical miles wide Black Sea safe passage after being inspected for weapons.&nbsp;</p>

<p>Nearly 33 million metric tonnes of corn, wheat and other grains have been exported by Ukraine under the agreement, reported Reuters, which has been extended <a href="https://www.wionews.com/world/black-sea-grain-export-deal-extended-for-120-days-says-ukraine-minister-534980">twice</a> since it was first signed. Kyiv has also contributed 725,200 (2.2 per cent) tonnes to the UN World Food Programme (WFP).</p>

<p>While the Black Sea deal assured that no ships would be attacked entering and leaving the Ukrainian port, a separate agreement also facilitated the movement of Russian food and fertiliser.&nbsp;</p>

<h2><strong>Why did Russia back out of the deal?</strong></h2>

<p>The formal <a href="https://www.wionews.com/world/russia-suspends-participation-in-black-sea-grain-deal-616518">suspension</a> comes days after Russian President Vladimir Putin during an interview said “not one” of Moscow’s conditions for the deal to function had been met.&nbsp;</p>

<p>“I want to emphasise that nothing was done, nothing at all. It’s all one-sided,” said Putin. Reportedly, while Moscow’s exports of food grains and fertilisers are not subjected to Western sanctions, Russia has claimed that other restrictions on payments, logistics and insurance have had an indirect effect on its shipments.&nbsp;</p>

<p>"The obligations recorded in the relevant Russia-UN memorandum to remove obstacles to the export of Russian food and fertilisers still remain unfulfilled,” Putin <a href="https://www.wionews.com/world/russias-putin-discusses-ukraine-grain-deal-brics-summit-with-south-africas-ramaphosa-616065">told</a> his South African counterpart&nbsp;on Saturday, according to a statement by the Kremlin.&nbsp;</p>

<p>Russia has also claimed that not enough grain is being sent to the poor countries, while the UN has argued that the deal had helped those states by lowering food prices by over 20 per cent across the world. Moscow also wanted ammonia exports through a pipeline leading from Russia to the Ukrainian port of Odesa&nbsp;to resume.&nbsp;</p>

<p>Additionally, one of Russia’s key demands has reportedly <a href="https://www.wionews.com/videos/kremlin-main-goal-of-black-sea-grain-deal-has-not-been-met-616298">not been met</a>. Moscow wanted its Russian Agricultural Bank (Rosselkhozbank) to be reconnected to the SWIFT international payments system after it was cut off due to sanctions by the European Union in June 2022.&nbsp;</p>

<p>A report by Reuters&nbsp;said that UN Secretary-General Antonio Guterres, last week, asked Putin to extend the Black Sea grain deal in exchange for the EU connecting a subsidiary of Rosselkhozbank to SWIFT for grain and fertiliser transactions.&nbsp;</p>

<p>The same media report, citing three sources said, officials in the EU were also in the midst of considering reconnecting SWIFT to a subsidiary of the Rosselkhozbank. UN spokesman Stephane Dujarric had also confirmed a proposal by the UN chief saying that this was a “major concern expressed by the Russian Federation…”</p>

<h2><strong>Any immediate effects of the suspension?</strong></h2>

<p>According to reports, prices of grains and oilseeds have already risen in response to Russia’s decision and are expected to lead to higher prices for staple foods like bread, pasta, etc, in the upcoming weeks or months.&nbsp;</p>

<p>But the rise is not as significant.&nbsp;“I think there is a market belief that Russia and the EU have large supplies of wheat which can meet world demand in the coming months, with harvests arriving,” a German grains trader told Reuters.&nbsp;</p>

<p>The high costs may also exacerbate economic challenges for several countries and push millions more into poverty or food insecurity. The WFP used to purchase millions of tonnes of grain from Kyiv before the Ukraine war, mostly for African and West Asian countries.&nbsp;</p>

<p>Ukraine exported 16.9 million tonnes of corn and 8.9 million tonnes of wheat, due to the grain deal with Russia. Amid this uncertainty, it was also not immediately clear whether Ukraine will be able to continue exporting grain after the Russian withdrawal from the pact.&nbsp;</p>

<p>Another option could include increasing Ukrainian grain exports through eastern EU countries which have already risen exponentially since the conflict began.</p>

<p>However, there have been logistical challenges, in addition to unrest among farmers who said it has undercut local supplies.&nbsp;Since then the EU has allowed five countries&nbsp;to ban domestic sales of some Ukrainian grains and seeds&nbsp;but allow transit.&nbsp;</p>

<h2><strong>Ukraine ready to export grains despite Russian exit: Zelensky</strong></h2>

<p>Ukrainian President&nbsp;Volodymyr Zelensky, in response to&nbsp;Russia’s decision, said that Kyiv is&nbsp;prepared to continue grain exports despite Moscow's backing out of the deal.&nbsp;<br />

“Even without the Russian Federation, everything must be done so that we can use this Black Sea corridor. We are not afraid. We have been approached by companies that own ships. They said that they are ready”&nbsp;to continue shipments, Zelensky said&nbsp;as per his&nbsp;spokesperson,&nbsp;Sergiy Nykyforov.&nbsp;</p>

<h2><strong>Is it because of Crimea bridge attack?</strong></h2>

<p>The Kremlin&nbsp;suspension came hours after the <a href="https://www.wionews.com/world/live-updates-russia-ukraine-war-crimea-bridge-attack-616454">Crimea Bridge</a>, a very crucial and only direct link between the Russian mainland and the Moscow-annexed Crimean peninsula, was attacked.&nbsp;</p>

<p>The bridge is also important for the supply of fuel, food and now weapons to Crimea, which Russia annexed in 2014. The attack has killed <a href="https://www.wionews.com/world/russia-ukraine-war-traffic-stopped-on-crimean-bridge-reports-of-blasts-616344">at least two people</a>, a couple and injured their daughter, according to Russian officials.&nbsp;</p>

<p>Kremlin spokesperson Dmitry Peskov told reporters that the decision to not renew the Black Sea grain deal was unrelated to the overnight attack, which he called a “terrorist act” and blamed on <a href="https://www.wionews.com/world/ukrainian-official-seemingly-claims-responsibility-for-crimea-bridge-blast-613657">Ukraine</a>.&nbsp;</p>

<p>“Unfortunately, the part of these Black Sea agreements concerning Russia has not been implemented so far, so its effect is terminated,” said Peskov. He added, “As soon as the Russian part of the agreements is fulfilled, the Russian side will return to the implementation of this deal, immediately.”&nbsp;</p>

<h2><strong>Putin wants to continue the deal: Erdogan</strong></h2>

<p><a href="https://www.wionews.com/world/putin-has-agreed-to-extend-black-sea-grain-deal-says-erdogan-615669">Turkish President Tayyip Erdogan</a> said that he believed the Russian president wanted to continue the deal, despite the statement today and hopes talks will progress on the issue after Turkish Foreign Minister Hakan Fidan and his Russian counterpart Sergei Lavrov hold talks on Monday.</p>

<h2><strong>Countries react to Russia’s decision</strong></h2>

<p>German government spokesperson Christiane Hoffmann said they will continue to “call on Russia to allow further extension of the grain deal,” adding that the “conflict should not be carried out on the backs of the poorest on this planet.”&nbsp;</p>

<p>UK Prime Minister Rishi Sunak’s spokesperson called Russia’s decision “disappointing” and accused Russia of risking global “suffering".&nbsp;Moscow “will be robbing millions of people of access to vital grain,” said the UK.&nbsp;</p>

Russia, on Monday (July 17), formally notified Ukraine that it will suspend its participation in the Black Sea grain deal, hours before its previous extension expired. The safe passage through which Kyiv was able to ship grain via the Black Sea despite being in the midst of a war with Moscow to the parts of the world struggling with hunger will now be suspended which may affect global food security. What was the deal about? Turkey and the United Nations managed to broker a landmark deal between Russia and Ukraine in July last year, months after Moscow invaded Kyiv on February 24. The aim of the pact was to alleviate a global food crisis, exacerbated by the Russia-Ukraine war, and allow a safe passage for Ukrainian ships carrying grain to be exported through the Black Sea corridor. Notably, Ukraine is one of the world’s biggest exporters of food grains, such as wheat and corn, and played a significant role in the UN’s food aid programmes. Therefore, when Russia invaded and blocked Ukrainian ports, prices of food grains soared across parts of the world. The UN-brokered deal allowed cargo ships from three Ukrainian ports of Odesa, Chornomorsk and Pivdennyi (Yuzhny) to pass through the 310 nautical miles long and three nautical miles wide Black Sea safe passage after being inspected for weapons. Nearly 33 million metric tonnes of corn, wheat and other grains have been exported by Ukraine under the agreement, reported Reuters, which has been extended twice since it was first signed. Kyiv has also contributed 725,200 (2.2 per cent) tonnes to the UN World Food Programme (WFP). While the Black Sea deal assured that no ships would be attacked entering and leaving the Ukrainian port, a separate agreement also facilitated the movement of Russian food and fertiliser. Why did Russia back out of the deal? The formal suspension comes days after Russian President Vladimir Putin during an interview said “not one” of Moscow’s conditions for the deal to function had been met. “I want to emphasise that nothing was done, nothing at all. It’s all one-sided,” said Putin. Reportedly, while Moscow’s exports of food grains and fertilisers are not subjected to Western sanctions, Russia has claimed that other restrictions on payments, logistics and insurance have had an indirect effect on its shipments. "The obligations recorded in the relevant Russia-UN memorandum to remove obstacles to the export of Russian food and fertilisers still remain unfulfilled,” Putin told his South African counterpart on Saturday, according to a statement by the Kremlin. Russia has also claimed that not enough grain is being sent to the poor countries, while the UN has argued that the deal had helped those states by lowering food prices by over 20 per cent across the world. Moscow also wanted ammonia exports through a pipeline leading from Russia to the Ukrainian port of Odesa to resume. Additionally, one of Russia’s key demands has reportedly not been met. Moscow wanted its Russian Agricultural Bank (Rosselkhozbank) to be reconnected to the SWIFT international payments system after it was cut off due to sanctions by the European Union in June 2022. A report by Reuters said that UN Secretary-General Antonio Guterres, last week, asked Putin to extend the Black Sea grain deal in exchange for the EU connecting a subsidiary of Rosselkhozbank to SWIFT for grain and fertiliser transactions. The same media report, citing three sources said, officials in the EU were also in the midst of considering reconnecting SWIFT to a subsidiary of the Rosselkhozbank. UN spokesman Stephane Dujarric had also confirmed a proposal by the UN chief saying that this was a “major concern expressed by the Russian Federation…” Any immediate effects of the suspension? According to reports, prices of grains and oilseeds have already risen in response to Russia’s decision and are expected to lead to higher prices for staple foods like bread, pasta, etc, in the upcoming weeks or months. But the rise is not as significant. “I think there is a market belief that Russia and the EU have large supplies of wheat which can meet world demand in the coming months, with harvests arriving,” a German grains trader told Reuters. The high costs may also exacerbate economic challenges for several countries and push millions more into poverty or food insecurity. The WFP used to purchase millions of tonnes of grain from Kyiv before the Ukraine war, mostly for African and West Asian countries. Ukraine exported 16.9 million tonnes of corn and 8.9 million tonnes of wheat, due to the grain deal with Russia. Amid this uncertainty, it was also not immediately clear whether Ukraine will be able to continue exporting grain after the Russian withdrawal from the pact. Another option could include increasing Ukrainian grain exports through eastern EU countries which have already risen exponentially since the conflict began. However, there have been logistical challenges, in addition to unrest among farmers who said it has undercut local supplies. Since then the EU has allowed five countries to ban domestic sales of some Ukrainian grains and seeds but allow transit. Ukraine ready to export grains despite Russian exit: Zelensky Ukrainian President Volodymyr Zelensky, in response to Russia’s decision, said that Kyiv is prepared to continue grain exports despite Moscow's backing out of the deal. “Even without the Russian Federation, everything must be done so that we can use this Black Sea corridor. We are not afraid. We have been approached by companies that own ships. They said that they are ready” to continue shipments, Zelensky said as per his spokesperson, Sergiy Nykyforov. Is it because of Crimea bridge attack? The Kremlin suspension came hours after the Crimea Bridge, a very crucial and only direct link between the Russian mainland and the Moscow-annexed Crimean peninsula, was attacked. The bridge is also important for the supply of fuel, food and now weapons to Crimea, which Russia annexed in 2014. The attack has killed at least two people, a couple and injured their daughter, according to Russian officials. Kremlin spokesperson Dmitry Peskov told reporters that the decision to not renew the Black Sea grain deal was unrelated to the overnight attack, which he called a “terrorist act” and blamed on Ukraine. “Unfortunately, the part of these Black Sea agreements concerning Russia has not been implemented so far, so its effect is terminated,” said Peskov. He added, “As soon as the Russian part of the agreements is fulfilled, the Russian side will return to the implementation of this deal, immediately.” Putin wants to continue the deal: Erdogan Turkish President Tayyip Erdogan said that he believed the Russian president wanted to continue the deal, despite the statement today and hopes talks will progress on the issue after Turkish Foreign Minister Hakan Fidan and his Russian counterpart Sergei Lavrov hold talks on Monday. Countries react to Russia’s decision German government spokesperson Christiane Hoffmann said they will continue to “call on Russia to allow further extension of the grain deal,” adding that the “conflict should not be carried out on the backs of the poorest on this planet.” UK Prime Minister Rishi Sunak’s spokesperson called Russia’s decision “disappointing” and accused Russia of risking global “suffering". <p>According to the South Korean president’s office, the visit before a summit with Zelensky was an <a href="https://www.wionews.com/world/south-koreas-president-yeol-makes-sudden-ukraine-visit-to-meet-zelensky-615960">unannounced one</a>. “The president first toured the Bucha city massacre site near the capital Kyiv and the city of Irpin, where missile attacks were concentrated on civilian residential areas,” said his office. &nbsp;</p>

<p>It added, “President Yoon will visit a memorial for the war dead to lay a wreath, and hold a summit meeting with President Zelensky.” The surprise visit comes after Yoon attended the NATO summit in Lithuania and visited Poland this week.&nbsp;</p>

<p>The visit is seen as significant as very few Asian leaders have visited Ukraine, said the Korea chair at the Brussels School of Governance research organisation, Ramon Pacheco.&nbsp;</p>

<p>“If he’s going it’s because Zelensky allowed him to go, because he feels Korea is doing enough to warrant it,” said Pardo, as quoted by Reuters, adding that it might suggest that South Korea might be offering more support behind the scenes.</p>

<p>It remains to be seen if the visit will change South Korea’s long-standing policy of not giving weapons to zones which are involved in conflict.&nbsp;</p>

<p>A United States ally and the world’s 9th biggest arms exporter, as per the Stockholm International Peace Research Institute (SIPRI), South Korea due to its policies has only provided Ukraine with aid and non-lethal military supplies but no weapons.</p>

<p>South Korea plans to provide "a larger scale of military supplies" to Ukraine this year. Notably, last year Seoul&nbsp;provided materials such as helmets and bullet-proof vests. South Korea will also increase humanitarian aid to Kyiv from $100 million last year to $150 million, in 2023.&nbsp;</p>

<p>It will also help rebuild Ukraine by cooperating with Kyiv on infrastructure construction backed by concessionary loans. Yoon also spoke about how Seoul has supplied safety equipment and humanitarian aid that Ukraine needs, since two months ago, including mine detectors.</p>

<p>South Korea’s Ministry of Land, Infrastructure and Transport, in a statement, on Friday said South Korean companies and entities in Ukraine and in other countries signed agreements to help with reconstruction.&nbsp;</p>

<p>Meanwhile, Zelensky thanked Yoon for “the meaningful talks” and “strong support”. The Ukrainian president spoke about how the two leaders discussed “everything that is important for the normal and safe life of people".</p>

<p>He also thanked the South Korean president “for your new initiatives to provide financial, technical and humanitarian assistance to Ukraine” without going into detail.&nbsp;</p>
