Russia is trying to get Ukraine into fresh talks to buy time to regroup so it can launch a fresh offensive, a Ukraine presidential adviser told AFP Monday.

For weeks now, the Kremlin has been "trying to convince Ukraine to enter into negotiations", Mykhaylo Podolyak told AFP, as the sixth month of the war draws to a close.

During such talks, Moscow wanted to "freeze the conflict while preserving the status quo in the occupied Ukrainian territories", he added.

Russia "sends its proposals via various intermediaries", he said, without naming them, as Kyiv currently has no political contact with Russia.

Turkish President Recep Tayyip Erdogan, who met Russian leader Vladimir Putin at the beginning of August, has on several occasions said he is ready to act as an intermediary.

Erdogan visited Ukraine on Friday for the first time in six months.

Ukraine's position was that, in fact, Moscow did not really want serious peace talks, said Podolyak. Instead, he said, they were trying to get "an operation pause for its army" before launching a fresh offensive.

Kyiv has rejected any negotiated solution for Ukrainian territories under Russian occupation. It wants to recapture that territory, as well as territory held by Russian separatists in the east -- and Crimea, which Russia annexed in 2014.

"All other scenarios... only represent a dangerous operational pause before a new round of war," said Podolyak.

"Ukrainians are going to resist as long as it takes," he added.

"It's an existential war, we don't have any other solution. To abandon the fight means not only the destruction of the Ukrainian state, but also that of all its civilians."

The first talks between the two sides in the early weeks of the war did not produce any concrete results.

Russia wants talks to buy time for a fresh attack: Kyiv

In the aftermath of Russia's move to shut a major pipeline, prices of European gas surged 20 per cent, Bloomberg reported. It caused fears that the move will lead to a prolonged supply halt.

The report mentioned that benchmark futures rose toward 300 euros a megawatt hour. The electricity and coal prices also surge to fresh records.

The recent developments show that the Europeans are preparing for a difficult winter without gas supplies from Russia. It is part of the fallout from the war in Ukraine, which started after Russia announced the invasion of its neighbouring country on February 24.

Pro-Ukraine saboteurs played a role in blasts at Russian military sites: Report

Russian President Vladimir Putin spoke to his French counterpart Emmanuel Macron on Friday (August 19) and warned that the shelling of the Russia-occupied Zaporizhzhia nuclear power plant in southern Ukraine could eventually lead to a large-scale disaster.

For the unversed, the Zaporizhzhia nuclear power plant is located near the Russian-annexed Crimean peninsula. It has six of Ukraine's 15 reactors and is capable of supplying power for four million homes.

Zaporizhzhia NPP is Europe's largest nuclear power plant, which was captured by Russia in March, but is still run by Ukrainian technicians.

Amid escalating tensions, both sides — Russia and Ukraine — have accused each other of preparing "provocations" at the facility.

The statement read: "Vladimir Putin, in particular, stressed that the systematic shelling of the territory of the Zaporizhzhia nuclear power plant by the Ukrainian military created the danger of a large-scale catastrophe that could lead to radiation contamination of vast territories."

The ongoing conflict has renewed fears that the invasion could result in damage to nuclear reactors. "We want to make sure that Ukraine has a steady stream of ammunition to meet its needs, and that's what we're doing with this package," a senior US defence official told reporters.

The official said Ukraine's forces have made good use of the now 19 packages of arms the United States has provided since Moscow invaded on February 24, helping them blunt the advance of Russian forces.

"You are seeing a complete and total lack of progress by the Russians on the battlefield," the official said, speaking to reporters on grounds of anonymity.

US announces fresh arms package worth USD 775 million for Ukraine

United Nations chief Antonio Guterres on Friday (August 19) said that the Russia-occupied Zaporizhzhia nuclear power station not be cut off from Ukraine's grid.

During his crucial visit to the port of Odessa in southern Ukraine, the UN Secretary-General said, "Obviously, the electricity from Zaporizhzhia is Ukrainian electricity... This principle must be fully respected."

His statement comes after Ukraine reported that Russia was planning to switch off the functioning power blocks at the Zaporizhzhia plant. Ukraine's state nuclear company Energoatom said on Friday that Russian forces are planning to disconnect them from the Ukrainian power grid.

The energy operator said: "There is information that Russian occupying troops are planning to shut off the reactors and switch them from the output lines of the Ukrainian energy system."

Accusing Moscow, Ukraine claimed that Russia will soon cut electricity produced in Russian-held Zaporizhzhia nuclear power plant. But Guterres said that the electricity generated at Zaporizhzhia belonged to Ukraine and demanded that the principle be "fully respected".

Zaporizhzhia nuclear power plant is located near the Russian-annexed Crimean peninsula. It has six of Ukraine's 15 reactors and it is capable of supplying power for four million homes.

Russia and Ukraine have accused each other of preparing "provocations" at the facility. Ukraine even claimed that Russia was shelling Europe's largest nuclear power plant, which was captured by Russia in March but is still run by Ukrainian technicians.

UN chief Antonio Guterres says Russia-occupied nuclear plant not be cut off from Ukraine's grid

Disclaimer: A number of claims and counterclaims are being made on the Ukraine-Russia conflict on the ground and online. While WION takes utmost care to accurately report this developing news story, we cannot independently verify the authenticity of all statements, photos and videos. Ukraine's foreign minister Dmytro Kuleba alleged that the Russian crude oil, India has been importing has "Ukrainian blood" even as he hoped for more support from New Delhi. Speaking to a select group of journalists from South and South-East Asia virtually, the foreign minister claimed, "When India purchases Russian crude oil with high discounts from Russia, they have to understand this discount is paid with Ukrainian blood." "Ukrainian killed, tortured, raped people with destroyed cities and towns. Every barrel of Russian crude oil delivered to India has a good portion of Ukrainian blood in it," he further said. While India has progressively increased its import of Russian crude oil since February, it is still less than the energy Europe imports from Russia. It was in February, that Russia invaded Ukraine, something that not only impacted Europe but also global food security. The foreign minister said that "two democracies, theoretically, have to stand by each other. However, yes, we know, that India is buying Russian crude oil. We are not surprised by that." He alleged, "Throughout human history, in every conflict, every war, there are those who suffer from the war, there are those who make money from the war." While there hasn't been any reaction by New Delhi over the comments by minister Kuleba, external affairs minister Dr S Jaishankar has several times pointed to how Europe continues to import energy from Russia. In June, at the Bratislava Forum on foreign policy, he questioned, "Is buying Russian gas not funding the war? It’s only Indian money and oil coming to India that funds it, but not the gas coming to Europe?" The Ukrainian foreign minister, in his response, hoped to build "very open relations with India" and that his country "expected stronger practical support from India to Ukraine under the current circumstances." He even highlighted the evacuation of foreign students, especially the Indian students who "always considered Ukraine as a second home, whom we always considered as part of our society." India was able to bring back more than 22,000 of its nationals, mostly students, since February 1. Under Operation Ganga launched for evacuation, 90 evacuation flights, of which 76 were by commercial airlines and 14 were by IAF were operated at the Indian government's cost. The Ukrainian FM also commented on the Russia and Myanmar engagement saying, "Russia wants to put its foot in the security environment and use Myanmar as a leverage in its relations with India and other neighbouring countries." He warned that "you must be careful of the strategic intentions of Russia's presence in Myanmar and strengthen relations because in the end it will be a security presence of Russia next to you, will be your problem and your national security risk." Recently, Russian foreign minister Sergey Lavrov visited Myanmar. That was also the first high-level visit from Russia to Myanmar since the coup in the country last year. The Ukraine FM spoke on ties with Pakistan saying that the "relationship has a big potential to be exploited" and that his country expects a "greater solidarity of Pakistan with Ukraine, under the current circumstances". Asked about Imran Khan's visit to Moscow in February, he said, "It is the choice of every leader of the world to decide if he/she wants to shake the hand of President Putin or not. We cannot impose decisions on them. They represent sovereign nations, to make choices. But in our view, it is shameful to provide, to offer any understanding, any sympathy to President Putin of Russia for everything he has done." The then PM of Pakistan Imran Khan was in Russia on the day the Russian President announced the invasion of Ukraine, in what was seen as an embarrassment for Islamabad. Ukraine war: Russia accuses Latvia of 'xenophobia' after it designates Moscow 'state sponsor of terrorism'

The ongoing Russia-Ukraine war led to an apparent increase in premature births in Ukraine, the global health agency Unitaid said Tuesday (August 9). If babies are born at least three weeks before a full 40-week pregnancy, they are premature. A spokesperson for the UN-backed global health initiative told the World Health Organization (WHO) that the Ukraine war is increasing the risks of premature births and causing babies to need more oxygen. Why is it happening? Herve Verhoosel, who is the Unitaid spokesman, told reporters in Geneva that Russia's invasion of Ukraine "increases levels of stress in pregnant women, which leads to an increase in the number of premature births reported". On February 24, 2022, Russian President Vladimir Putin announced the invasion of Ukraine what it calls a "special military operation". Moscow said that it aims to "demilitarise" and "de-nazify" its neighbouring country and protect Russian speakers in the country. ALSO READ | Iraq begins work on reconstructing the Mosul airport The war has led to massive humanitarian crises. Thousands of people lost their lives and millions were displaced as they migrated in search of safer places. So far, the invasion has seen hundreds of hospitals damaged or destroyed. The supply lines are also disrupted. The entire scenario has placed newborn babies at risk of death or disability from a lack of access to equipment and oxygen. Verhoosel said that "Babies born prematurely are more likely to develop respiratory, neurological or digestive complications - conditions that often require oxygen for treatment." What's the current scenario? The Unitaid is working with some of the Ukrainian hospitals and the health agency found that the premature baby rate had gone up from 12 per cent to 40 per cent since Russia invaded. Verhoosel noted that the increase in premature births "is real" as he said that a larger number of uncomplicated births are now taking place at home. ALSO READ | France: Beluga whale stranded in Seine river dies during rescue attempt How to tackle it? Well, ending the war is the best option, but Unitaid revealed what is it doing to help mother and their newborns. Unitaid said that Bubble CPAP is a non-invasive way of ventilating newborns who are struggling to breathe. Unitaid said that it provided 220 Bubble nasal continuous positive airway pressure (CPAP) devices and 125 oxygen blender systems to supply infants with breathing support and oxygen therapy. Oxygen blenders prevent eye, lung, and brain damage associated with giving babies pure oxygen. As stated by Unitaid, this portable device allows for the precise delivery of oxygen concentration, flow and pressure. The device can greatly improve the chances for newborns and infants. WATCH | Episode 1 | Inside Xi's China The Great Gameplan | WION special Series × The Bubble CPAP system costs less than $500 per unit to produce. The best part is, that this system can work round the clock for three years without recharging. Verhoosel added, "The conflict in Ukraine has seen many hospitals damaged or destroyed, and supply chains have been severed. This puts thousands of newborns at high risk of disability or death from a lack in access to oxygen, necessary equipment, and essential treatments." So far, the World Health Organization has verified 434 attacks on healthcare in Ukraine since the Russian invasion, including 366 that impacted on health facilities. Explained: Why Russia-Ukraine war caused rise in premature births in Ukraine

According to Russian state media, North Korea has reportedly offered 100,000 "volunteer" troops to help bolster Russia’s chances of invading of Ukraine.

“There are reports that 100,000 North Korean volunteers are prepared to come and take part in the conflict,” Russian defence analyst Igor Korotchenko told Russian Channel One, reports New York Post.

Praising the North Korean military's "wealth of experience with counter-battery warfare," the expert said that Russia should wholeheartedly welcome the North Korean troops and their counter-battery expertise.

“If North Korea expresses a desire to meet its international duty to fight against Ukrainian fascism, we should let them,” Korotchenko was quoted as saying.

Korotchenko’s comments come days after reports emerged that several Russian states are providing so-called “volunteer” forces—a move deemed desperate by some Western intelligence analysts who have taken it as an indication that Vladimir Putin lacks the political capital to order a mass mobilisation within Russia.

Last month, UK’s MI6 chief Richard Moore said that Russia’s war effort was “about to run out of steam.”

“Our assessment is that the Russians will increasingly find it difficult to supply manpower [and] material over the next few weeks,” he was quoted as saying during a Q&A session at the Aspen Security Forum in Colorado.

According to New York-based Council for Foreign Relations, North Korea's military is the world's fourth largest, with nearly 1.3 million active personnel. It has further 600,000 personnel as reserve soldiers.

Last month, UK’s MI6 chief Richard Moore said that Russia’s war effort was “about to run out of steam.” “Our assessment is that the Russians will increasingly find it difficult to supply manpower [and] material over the next few weeks,” he was quoted as saying during a Q&A session at the Aspen Security Forum in Colorado. According to New York-based Council for Foreign Relations, North Korea's military is the world's fourth largest, with nearly 1.3 million active personnel. It has further 600,000 personnel as reserve soldiers. In order to blame Ukraine, Russia is working to fabricate evidence of the recent mass killing of Ukrainian prisoners as per US officials.

Trading blame for last week’s deadly strike on a prison housing prisoners of war in a separatist region of eastern Ukraine, Russia accused Kyiv of carrying out a strike on its own captured fighters.

Ukrainian President Volodymyr Zelensky hit back at Russia by saying it is trying to cover up a deliberate massacre.

Claiming to have evidence that local Kremlin-backed separatists colluded with the Russian FSB, the Ukrainian defence ministry said they were planning to mine the barrack but their plans were spoiled by a fire that spread rapidly.

Energy giant Shell has decided to give its workers a one-off bonus of eight percent. This comes as a result of the profit that the company recorded from high oil and gas prices. Shell has made it clear that the award is a reflection of its financial gains and has got nothing to do with the rising cost of living. The company reported second quarter profits of nine billion last week. Nearly 82,000 members of Shell’s staff worldwide will get this pay boost up and the top executives will be excluded from these benefits.

Schroeder expressed hope that the Crimean issue can be resolved "maybe not over 99 years, like Hong Kong, but in the next generation". The former Chancellor said he had Putin last week.

Schroeder was German chancellor from 1998 to 2005 as Putin rose to power in Russia. President Putin had declared a "special military operation" against Ukraine on February 24 as Russian forces entered the neighbouring country. However, Putin's forces later retreated from the Kyiv region amid fierce resistance by Ukraine forces.

However, reports claim Russian forces have made gains in the eastern region as Ukraine President Zelensky ordered civilians to leave the Donetsk region.

Ukraine and Russia had concluded a grain deal amid the war as Zelensky pointed out that at least 25 million tonnes of foodgrain worth nearly $10 billion was ready to be shipped out of Black Sea ports.

Kremlin wants a negotiated solution, claims former German Chancellor Schroeder on Ukraine war

A Russian and Ukrainian team on Wednesday completed a high-stakes inspection of the first shipment of grain from Ukraine since the Kremlin's invasion five months ago helped spark a global food crisis.

The checks aboard the Sierra Leone-flagged Razoni in Istanbul were being watched closely for signs of how well the first agreement signed by Moscow and Kyiv since Russia invaded its pro-Western neighbour can hold.

A deal brokered by Turkey and the United Nations last month lifted a Russian naval blockade of Ukraine's Black Sea cities and set terms for millions of tonnes of wheat and other grain to start flowing from Ukraine's filled silos and ports.

Ukraine exports roughly half of the sunflower oil used on the world market and is one of the world's main supplies of grain.

An almost complete halt to its exports helped push up global food prices and make imports prohibitively expensive in some of the poorest countries in the world.

The Razoni is due to deliver more than 26,000 tonnes of maize to Lebanon -- a crisis-wracked country that imports more than 80 percent of its wheat from Ukraine and Russia.

The ship sailed through a specially designated corridor in the mine-infested waters of the Black Sea before reaching the northern edge of the Bosphorus Strait on Tuesday.

A team of 20 inspectors from the two warring parties and the UN and Turkey strapped on orange helmets and boarded the ship early Wednesday for a check that officials said lasted less than 90 minutes.

Arms depot

The 186-metre (610-foot) long vessel is now due to sail down the Bosphorus Strait in the heart of Istanbul before moving on to the Marmara and Aegean seas.

The UN secretary general's spokesman, Stephane Dujarric, said he hoped for "more outbound movement" from Ukraine on Wednesday.

Kyiv says at least 16 more grain ships are waiting to depart.

But it also accuses Russia of stealing Ukrainian grain in territories seized by Kremlin forces and then shipping it to allied countries such as Syria.

But Turkish hopes that the grain deal could help build trust and lead to ceasefire talks have so far proved futile.

Russia has continued to pound southern Ukrainian cities near the Black Sea with missiles and pressed on with its grinding ground assault across the east.

Officials in Mykolaiv said no one was killed Wednesday in shelling on one of the southern city's supermarkets that came just days after the region's grain mogul and his wife died in a targeted strike on their house.

Moscow said on Wednesday that it had destroyed another foreign arms deport in western Ukraine -- a region the furthest removed from the fighting.

Donetsk evacuations

Kyiv has launched mandatory evacuations from the eastern Donetsk region -- now bearing the brunt of Russia's offensive -- because the government does not expect to be able to provide it with heat in the cold winter months.

Ukrainian President Volodymyr Zelensky has urged the estimated 200,000 remaining residents of the Donetsk region to leave.

Kyiv's forces have been pressing a counter-offensive to drive out the Russians from the southern Kherson region near the Kremlin-annexed Crimea peninsula.

The Ukrainian presidency said it had "liberated" seven more villages in the region while 53 remained under Russian control.

Ukraine has been bolstered by more supplies of Western weapons -- particularly long-range rockets -- ahead of the planned push to retake Kherson city.

The United States announced a new tranche of weapons worth $550 million for Ukraine's forces.

These include longer-range ammunition for increasingly important HIMARS rocket launchers and artillery pieces.

Ukraine is using the HIMARS and similar Western weapons to smash Russian arms depots and break down its lines of ground communication across the east.

'Justice'

The Russians have been unable to seize any major village or city since gaining full control of the Donbas war zone's smaller Lugansk region in early July.

Zelensky told US President Joe Biden in a message that "the word 'HIMARS' has become almost synonymous with the word 'justice' for our country".

Russia has responded by stepping up its propaganda battle against the West and Kyiv.

Its supreme court this week labelled Ukraine's Azov regiment a "terrorist" organisation -- a decision that could pave the way for captured fighters to face lengthy jail terms.

Azov fighters were among 2,500 Ukrainian soldiers who surrendered in May after weeks of fierce resistance at the Azovstal steel plant in devastated Mariupol.

The regiment -- which was incorporated into Ukraine's national guard in 2014 -- is demonised by Moscow for alleged far-right links.

Its members were among 50 Ukrainian servicemen killed last week in an attack on a jail holding prisoners of war in Russian-occupied territory.

Ukraine accuses Moscow of deliberately executing the detainees.

First Ukrainian grain shipment completes checks in Turkey

Slamming Russia's actions around Ukraine's largest nuclear power plant, US Secretary of State Antony Blinken called it "the height of irresponsibility."

Accusing Moscow of using it as a "nuclear shield" in attacks on Ukrainian forces, Blinken said Washington was "deeply concerned" that Moscow was now using the plant as a military base.

After nuclear nonproliferation talks at the United Nations in New York, Blinken told reporters that "Of course, the Ukrainians cannot fire back lest there be a terrible accident involving the nuclear plant."

Calling it a "nuclear shield," Blinken said Russia's actions went beyond war crimes and it should be punished for it.
