Russian media on Monday (Nov 13) reported that the Russian military was withdrawing its troops from the eastern bank of the Dnipro River to “more favourable positions,” only to withdraw the information minutes later.

Two prominent Russian news agencies reported and later retracted the reports.

State news agencies Tass and RIA-Novosti said Russia had repositioned troops to positions east of the Dnipro River, in order to "free up some of its forces, which will be used for offensive operations in other areas".

While Moscow blamed the highly unusual incident on Ukraine, Kyiv claimed it was a Russian disinformation campaign.

The ‘false report’ came exactly a year after Russia withdrew its forces from the right bank of the river, including from the city of Kherson. It must be noted that the Dnipro River continues to separate Russian and Ukrainian forces on the battleground.

<h2>Escalation by Ukrainian forces</h2>

Under its so-called counter-offensive, Ukraine has of late escalated its attacks on Russian forces across the Dnipro River.&nbsp;

The prime objective of this mission is to dismantle Russia’s ‘land bridge’ to the Crimean Peninsula, which has been under Russia’s control since 2014.

Ukraine's air defenders shoot down Russian missiles as Kyiv is pounded for first time in months

Ukraine said on Sunday (Nov 12) that three Russian officers in the Moscow-controlled city of Melitopol were killed in a blast triggered by "local resistance movements" on Saturday.

Ukraine said on Sunday (Nov 12) that three Russian officers in the Moscow-controlled city of Melitopol were killed in a blast triggered by "local resistance movements" on Saturday. The explosion occurred at the headquarters of the occupation authorities. In a post on Telegram, the intelligence service of Ukraine's defence ministry said, "At least three officers of the Russian guard were eliminated, as a result of the revenge action carried out by representatives of the local resistance movement." According to a report by the news agency AFP, a source said that the attack on the headquarters was carried out during the meeting of the (Russian Security Service) FSB and (Russian National Guard) Rosgvardia. Blast heard in all corners of city Melitopol is located in Zaporizhzhia and is one of the four regions that Russia claims to have annexed without fully controlling them. Before Russia launched a war against Ukraine in February last year, Melitopol had a population of around 150,000 people. Ukrainian forces have been launching offensive operations in Melitopol and other directions. On Saturday evening, Melitopol's exiled mayor said that residents reported an "explosion, which was heard in all corners of the city" and police cars speeding through the city. Russia renews missile attacks on Kyiv In other news from the Ukraine war, Russia on Saturday launched a missile attack in Ukraine's capital city of Kyiv and the surrounding region for the first time in more than seven weeks. Serhiy Popko, head of the Kyiv city military administration, said a Russian ballistic missile was launched toward the capital at about 8 am (0600 GMT). "After a long pause of 52 days, the enemy has resumed missile attacks on Kyiv," Popko said, adding the missile failed to reach the capital as air defenders shot it down. Popko said there were no casualties or major damage. Ukraine war: Three Russian military officers killed in Melitopol explosion, says Kyiv

As the Russia-Ukraine war approaches its second anniversary in February, more details have emerged underlining the crisis fatigue of the Russian military. Russia is reportedly buying back weapons from its clients as it grapples with their shortage at home. Amid this push, Pakistan has attracted Russian President Vladimir Putin’s special attention.

As per a report published by the Wall Street Journal, Moscow has asked Pakistan to return essential parts for the helicopter Mi-35M, which has seen extensive use in Ukraine.&nbsp;

It was not clear whether cash-strapped Pakistan has made payments for these parts. However, a statement by the Pakistani Foreign Ministry rubbished these claims, saying they have not received any such request.

Not just Pakistan, Russia has also made similar requests to its traditional arms importers such as Egypt and Belarus.

<h2>Russia facing a shortage of weapons</h2>

Putin earlier in June had admitted that his nation was facing a shortage of military equipment it needed to defeat Ukraine, as per a report by Politico.

While speaking to pro-war bloggers in the Kremlin, Putin had said, “During the course of the special military operation, it has become clear there are shortages of many things — precision-guided munitions, communications equipment, aircraft, drones and so on.”

Russia's investments in its defence sector may also allow Moscow to produce close to 200 tanks a year, double some previous Western estimates, the official said. But that too, the official said, was a far cry from what it needs after suffering heavy losses in Ukraine.

Russia asks Pakistan, other nations to return essential military hardware: Report

The Ukrainian military said on Tuesday (November 7) that it had repelled a Russian assault and was bracing for a new Russian attempt aimed at key frontline town Avdiivka in eastern Ukraine. Russia is dug in along the 1000 kilometre (600-mile) long frontline in eastern Ukraine after its initial attempts of marching on Kyiv failed in early days of the Ukraine war.

Ukraine's General Staff has now said that Ukrainian forces had repelled 15 attacks near Kupiansk and 18 attacks near Maryinka.

Russia has made fresh attempts to take Avdiivka since mid-October. The Ukrainian army has said that nine Russian attacks were repelled.

Ukraine says it destroyed major Russian ship in Black Sea

Ukrainian President Volodymyr Zelensky expressed his concerns on Saturday (Nov 4)&nbsp;saying that the ongoing war between Israel and Hamas in West Asia has shifted the "focus" away from the ongoing war in Ukraine.

Zelensky says Israel-Hamas war 'taking away focus' from Ukraine

The United States House of Representatives passed a Republican-led bill on Thursday (Nov 2) which would provide $14.3 billion in aid to Israel, defying President Joe Biden’s request to also include more money for Ukraine and other pressing issues. The bill was also passed despite Democrats’ insistence it has no future in the Senate while Biden had already promised to veto it.

The measure passed 226 to 196, largely along party lines, also diverts funding from the US tax collection agency Internal Revenue Service (IRS).&nbsp;

The vote also marks a shift from typical strong bipartisan congressional support for providing aid to Israel as 12 Democrats joined the 214 Republicans to vote in favour of the bill. Two Republicans and 194 Democrats voted against the measure.&nbsp;

<h2>Why will the bill be rejected?</h2>

The aid package for Israel is the first major legislative action under new Republican House Speaker Mike Johnson, who was selected after weeks of chaos in the lower chamber of the US Congress.&nbsp;

The bill also came as US lawmakers rushed to respond to the attack on Israel by the Palestinian militant group Hamas on October 7, which according to Israeli authorities has claimed the lives of 1,400 people.&nbsp;

However, while Israel typically has strong bipartisan support in the US Congress, the bill combined aid for Israel with a cut to the IRS as well as left out Ukraine. Therefore, Biden had previously promised to veto it and Chuck Schumer, majority leader of the Democratic-controlled Senate said he would not bring it up for a vote.&nbsp;

In order for a bill to become a law, it has to pass both the House and Senate and be signed by the US president.&nbsp;

The House bill has sought to provide billions only for the Israeli military, which includes $4 billion for procurement of Israel’s Iron Dome and David’s Sling defence systems to counter short-range rockets fired at Israel by Hamas from Gaza.&nbsp;

Israel also receives $3.8 billion per year in US military assistance as a part of a decade-long plan that began in 2016. The House bill would also add nearly $30 billion to the US budget deficit, currently estimated at $1.7 trillion, said the nonpartisan Congressional Budget Office on Wednesday.&nbsp;

The European Union is considering fresh sanctions on Russia that would impact Moscow's trade worth about $5 billion. A Bloomberg report quoting sources shows the new sanctions would include export bans on welding machines, chemicals, and other technology used for military reasons.

Restrictions on the import of some software as well as some processed metals and aluminium products, building materials, transportation-related commodities, and diamonds are also being considered.&nbsp;

Russia's capacity to fund its military operations is expected to be hampered by the 27-member bloc's twelfth sanctions package since the war began in February last year.&nbsp;

The proposals have not been formally presented to member states and will require support from all 27 countries to be accepted.

The new set of sanctions are meant to make it more difficult for Russia to acquire or produce weapons in Ukraine by circumventing current sanctions by gaining access to components, technology, and electronics through other nations.&nbsp;

The Bloomberg report states that if other countries do not take action, the European Union will expand its transit ban to include more products and add more companies to its blacklist.

Moreover, the diamond embargo will go into effect once the Group of Seven countries reach an agreement on how to monitor the valuable stones' international movement.

Meanwhile, in a parallel development, Russian oil exports have dropped to a 17-month low after a temporary ban on diesel shipments and a seasonal curb due to maintenance work at refineries.

Refined fuel shipments fell to 2.2 million barrels a day till October 28. This was the lowest since May 2022 and down roughly 3 per cent from both September and a year earlier.

Ukraine War: EU mulling fresh sanctions on Russia

The Russian army, which has been fighting to gain control of the embattled city of Avdiivka, in eastern Ukraine have most probably faced some worst casualty rates this year, as they have faced losses of at least 4,000 troops, as per reports.

In a call held with US Defence Secretary Lloyd Austin on Saturday (Oct 28), Ukraine Defence Minister Rustem Umerov spoke about the staggering death tally of the Russian army in Avdiivka, as per a Telegram post by the Ukrainian Ministry of Defence.

The defence ministry of the United Kingdom stated eight brigades had been deployed by Moscow in its campaign for Avdiivka, which is home to a sprawling coke plant and is located roughly 16 miles from Donetsk, which has been occupied by Russia. However, those forces have “likely suffered some of Russia’s highest casualty rates of 2023 so far”.

In its Saturday battlefield report, the Ukrainian General Staff stated that Russian forces were making attempts to encircle Avdiivka, however, Kyiv has continued to repel the Russian troops strongly. “The Ukrainian soldiers are standing their ground, inflicting major losses on the enemy,” it stated.

The assault was launched by Russia on the embattled Donetsk in mid-October as Ukrainian forces were slammed with repeated artillery assaults along with multiple attacks by armoured vehicles and troops, as per the local and military authorities in Ukraine.

<h2>Moscow lost at least a brigade: Zelensky</h2>

On Friday, Ukraine President Vladimir Zelensky stated that in the offensive push of Russia for Avdiivka, Moscow lost “at least a brigade”, which has different sizes but can include as many as 8,000 troops.

“The invaders made several attempts to surround Avdiivka, but each time our soldiers stopped them and threw them back, causing painful losses,” stated Zelensky.

This week, the Biden administration stated that Russian soldiers are being executed by the Russian military if they are not following the orders and entire units have been threatened that they will be killed if they tried retreating from the battlefield in Ukraine.

Russia suffers 4,000 casualties as fight for Avdiivka escalates in eastern Ukraine

Russia appears to have bypassed Western sanctions and is ramping up the production of Kinzhal (Dagger) hypersonic missiles with the help of European firms, a report by The Times said on Thursday (Oct 26), citing independent investigators. Rostec, which is the state-owned Russian defence conglomerate, claimed that it ramped up the production of ammunition by 50-fold since the war in Ukraine began, despite Western sanctions, the report said.&nbsp;

Rostec added that it drastically increased the production rate of Dagger missiles. The Times report said KBM is the company that produces Daggers and other precision weapons for Rostec. KBM is headed by Sergei Pitikov whose family has been living in Sweden in a property that is suspected to have been purchased with profits made by the company.&nbsp;

Swedish public registers showed that over the last two years, Pitikov's daughter Maya bought a $528,265 (€500,000) house near Malmo and a Tesla, while she and her partner declared a combined pre-tax income of less than $84,517 (€80,000) a year.

Citing a Russian media outlet, The Times report said that both Rostec and KBM have been sanctioned by the United States and Britain. However, procurement and shipping documents showed that their Russian subcontractors continued to buy tools, machinery etc. from European as well as American firms.&nbsp;

It has been alleged that Osctec, a company based in Moscow, supplied KBM with thermal and cooling chambers. These chambers were shipped by Intertrans SP. ZO.O from Poland, The Times report said.&nbsp;

KEB, a company in Germany, allegedly supplied cables and turning machines to KBM through its Russian partner KEB-Rus. Another Russian contractor of Sergei Pitikov's company, Sonatec, is said to be a supplier of precision machine tools that can be used in the production of missile components. One of the suppliers of Sonatec includes Aberlink, a British company.

Speaking to the publication, Aberlink said it ceased trading with Sonatec in 2021 and that its products could be used for civilian as well as military use.&nbsp;

"For commercial and moral reasons no servicing or parts have been supplied over the past two years," Marcus Eales, Aberlink’s owner and director, said.&nbsp;

Russia ramping up production of deadly missiles with help of European firms: Report

Ukrainians are preparing firewood and candles to brace for a winter of Russian strikes on the energy grid. According to a report by the news agency Associated Press on Monday (Oct 23), people have been purchasing candles, batteries, flashlights, and portable lanterns and stocking up on compact gas canisters. Last winter, was the most challenging in the history of Ukraine's energy system, with more than 1,200 missiles and drones fired by Russians at power plants, Ukrainian state-owned grid operator, Ukrenergo said. Russian strikes impacted almost half of the country's energy capacity. People were forced to endure hours without electricity and water during the coldest months. 'Russians will start bombing again' “Those were dark days. I didn’t want anything. I just wanted to pack my things and go abroad,” Yarema, 48, told the Associated Press, adding she stayed back as her son insisted. Yarema and her son live in trailers that were set up in their backyard after the early days of the war last year destroyed their house in Moshchun. “I have a feeling that when the cold sets in, they’ll start bombing again,” she told the news agency. Last winter, millions of people across Ukraine had to learn to work, live, and cover their basic needs without relying on electricity. US allocates millions for Ukraine's energy equipment Following a lull of six months, the energy system sustained its first attack of the season last month, leading to damage to facilities in the central and western regions, according to Ukrenergo. Recently, Ukrainian President Volodymyr Zelensky committed to substantially enhancing air defence systems, which already have demonstrated greater effectiveness than the previous year. “Everyone must play their part in defensive efforts to ensure that Russian aggression does not halt Ukraine this winter. Just as on the battlefield, in all areas, we must be resilient and strong,” President Zelensky said. Meanwhile, Prime Minister Denys Shmyhal recently announced that the United States allocated $522 million for energy equipment and the protection of Ukraine’s infrastructure. DTEK, a private energy producer in the country, has spent the last seven months restoring its damaged infrastructure and fortifying the protection of its equipment for the upcoming winter. DTEK's Chief Executive Officer (CEO) Maxim Timchenko said that the company has invested $550 million to prepare for this winter, adding it lost a lot of money due to last year's disruptions caused by Russian attacks. “We learned our lessons,” Timchenko said. Ukraine war: Ukrainians to brace for winter of Russian strikes on energy grid

Russian forces have foiled several attempts by Ukrainian units to cross the Dnipro River in the southern&nbsp;Kherson&nbsp;region over the past day, Russia's defence ministry said on Sunday.

According to the ministry, Ukrainian "sabotage and reconnaissance" teams were stopped while trying to cross the river near the villages of Pridniprovske, Tiahynka and Krynky.

Russia also said it had destroyed Ukrainian personnel, water-crossing equipment and vehicles near the village of Stanislav. Reuters could not independently verify battlefield reports.

On Friday the Institute for the Study of War, a US&nbsp;research group, said Ukrainian forces appeared to have broken through on the eastern bank of the Dnipro River in&nbsp;Kherson.

Ukraine recaptured parts of the&nbsp;Kherson&nbsp;region late last year after months of Russian occupation. But Russian forces who left&nbsp;Kherson, the region's biggest city, retreated only as far as the other side of the Dnipro and have continued to shell the city from there.

Russia says it thwarted Ukrainian attempts to cross Dnipro in Kherson region

Ukrainian officials stated that six people were killed and 14 others were injured in a Russian missile attack which was carried out on a postal distribution centre in Kharkiv, the war-devastated northeastern Ukrainian city, said officials from Ukraine.

"Russian missiles hit the Nova Poshta centre - an ordinary civilian object," stated Ukraine's President Volodymyr Zelenksy, on the Telegram messaging app.

A video was posted by him which showed a building with windows in ruins after the blast and the construction material&nbsp;strewn around, with red trucks, which had Nova Poshta written on them in Ukrainian, standing in front of it.

Governor of the Kharkiv region, which has the city of Kharkiv as its administrative centre, Oleh Synehubov said that many injured people were admitted to hospital in serious condition.

The people killed and injured were working for the postal centre, said Synehubov, taking to Telegram. The police stated that the workers did not get enough time to hide in the shelter, because the siren went off a second before the impact.

The two sides have always denied targeting civilians in the war which started with Russia's&nbsp; invasion of its neighbour in February 2022.

The second-largest city of Ukraine, Kharkiv, suffered massive devastation in the early days when Russia carried out a full-scale invasion.

<h2>Russia faces resistance in Avdiivka</h2>

Meanwhile, Russian forces have been facing resistance by Ukraine further south in the east as Moscow tried to gain control over more territories amid a slow counteroffensive of Kyiv, which has continued for months.

Moscow's&nbsp;drive to capture Avdiivka faced fierce resistance on Saturday, said Ukraine's military, as the fortifications were bolstered by defences. "The enemy is becoming more active, but is incurring heavy losses," said General Oleksandr Tarnavskyi, commander of Ukraine's troops in the south, on Telegram.

Russia launches missile attack on postal centre in Kharkiv, six killed

President Vladimir Putin issued a stark warning to the West as he said that Russia could resume nuclear testing for the first time in over three decades and might withdraw its ratification of a landmark nuclear test ban treaty.&nbsp;

From Indian leadership to Canadian Nazi row, Putin discussed a range of issues as he addressed a meeting of the Valdai Discussion Club.&nbsp;

During the address, the Russian leader Putin mentioned the Burevestnik as he said that Moscow had successfully tested a nuclear-powered and nuclear-capable cruise missile. He said that the capabilities of the Burevestnik are unmatched.&nbsp;

Putin said, "The last successful test of Burevestnik, a global-range cruise missile with a nuclear propulsion system, has been carried out."&nbsp;

<h2>What is Burevestnik and why does it matter?&nbsp;</h2>

Burevestnik is a ground-launched and low-flying cruise missile that is not only capable of carrying a nuclear warhead but is also nuclear-powered. Its name translates as "storm petrel". Putin first revealed the project in March 2018.&nbsp;

Russia has maintained secrecy&nbsp;over&nbsp;Burevestnik but the West has gathered some information as reports say&nbsp;that its nuclear propulsion gives the missile a much longer range than traditional turbojet or turbofan engines which are limited by how much fuel they can carry.&nbsp;

The Burevestnik would have a notional range of up to 20,000km, so could be based anywhere in Russia and strike targets in the United States, The International Institute for Strategic Studies said, quoting a specialist Russian military journal in 2021.&nbsp;

Also read:&nbsp;<a href="https://www.wionews.com/world/zelensky-alleges-brutal-russian-crime-in-ukraine-after-at-least-48-killed-in-strike-642980">Zelensky alleges 'brutal Russian crime' in Ukraine after at least 49 killed in strike</a>&nbsp;&nbsp;

The journal also said the notional altitude of the missile was just 50-100 metres, much lower than a conventionally powered cruise missile, which would make it harder for air-defence radar to detect.&nbsp;

A 2020 report by the United States Air Force's National Air and Space Intelligence Center said that if Russia successfully brought the Burevestnik into service, it would give Moscow a "unique weapon with intercontinental-range capability".&nbsp;

For Russia, the development of the missile's nuclear propulsion unit has been a huge technical challenge, involving a number of test failures.&nbsp;

In 2019, at least five Russian nuclear specialists were killed in an explosion and radiation discharge during a test in the White Sea, and US intelligence agencies assumed it was part of a Burevestnik test.&nbsp;

<h2>When will it be expected to enter service?&nbsp;</h2>

Western experts long questioned whether the missile would actually enter service. The Nuclear Threat Initiative, a non-profit security organisation, estimated in 2019 that deployment could be a decade away.&nbsp;

According to the Nuclear Threat Initiative, Burevestnik's nuclear propulsion could enable it to stay aloft for days, if needed.&nbsp;

"In operation, the Burevestnik would carry a nuclear warhead (or warheads), circle the globe at low altitude, avoid missile defences, and dodge terrain; and drop the warhead(s) at a difficult-to-predict location (or locations)," it said.&nbsp;

<h2>Russia's stance on nuclear testing</h2>

Putin said that there is a possibility that Russia could resume nuclear testing&nbsp;and might withdraw its ratification of a landmark nuclear test ban treaty.

The United Nations&nbsp;said in a report that in the five decades between 1945 and 1996, over 2,000 nuclear tests were carried out — 1,032 of them by the US, 715 of them by the Soviet Union, and the rest by other countries.&nbsp;

But concerns mounted, over the impact of nuclear tests on human health and the environment, so the&nbsp;Comprehensive Nuclear Test-Ban Treaty (CTBT) was signed in 1996.&nbsp;

It was adopted by the United Nations General Assembly (UNGA) on 10 Sep in 1996, but has not entered into force, as some nations have not ratified the treaty.&nbsp;

It is a multilateral treaty that banned nuclear weapons test explosions and any other nuclear explosions, for both civilian and military purposes, in all environments.&nbsp;

It was signed by Russia in 1996 and ratified in 2000. The US signed the treaty in 1996 but has not ratified it, which was pointed out by Putin as he said that the Russian parliament, which is completely loyal to him, might want to withdraw ratification too.&nbsp;

"I am not ready to say whether we really need to conduct tests or not, but it is possible theoretically to behave in the same way as the United States," he said.&nbsp;

A year after launching a "special military operation" in Ukraine, the Russian leader said in February 2023 that if the US resumed nuclear testing, Russia would also do it.&nbsp;

Experts said that Burevestnik and other new Russian strategic systems might complicate negotiations between Moscow and Washington over a replacement for the New START treaty, which limits the amount of nuclear weapons each side can deploy. The pact's future is uncertain, as Russia terminated its membership in February, and it is set to expire in 2026.&nbsp;

In a warning tone, Putin said that no one in the world in their right mind would use nuclear weapons against Russia and that potential enemies knew about Moscow's nuclear arsenal.

In response to a question, Putin said he was not ready to declare whether or not Russia needed to resume nuclear weapons testing, saying that "theoretically we could revoke ratification" of the international nuclear test ban treaty.&nbsp;

Putin did not say when the latest test took place, but the New York Times reported in October that it may have been recent, based on movements of aircraft and vehicles at a Russian base in the Arctic.&nbsp;

Russia says it 'highly values' North Korea's support against Ukraine as Lavrov arrives in Pyongyang

Russian ships linked to military transport networks have collected cargo from North Korea and delivered it to an apparent Russian military port on multiple occasions over the past two months, The Washington Post said in a report on Monday (Oct 16) citing satellite images. This is the clearest evidence so far that North Korea might be helping Moscow's war effort.

As per the report, the two ships had no record of running this route between the two countries (North Korea and Russia) until August. At that time, US intelligence assessments suggested that Russia was looking to get North Korean weaponry to replenish its dwindling supplies for the ongoing war in Ukraine.&nbsp;

Satellite images provided by the London-based Royal United Services Institute showed that two ships - the Angara and the Maria - have been plying the route between the North Korean port of Rajin and a secure port facility in Russia's Dunai, making at least five round trips beginning mid-August through last Saturday.&nbsp;

As per RUSI analysts and US officials, the images showed ships linked to the Russian military logistics network which strongly suggested that these commercial vessels were carrying military equipment.&nbsp;

“This will have a very serious effect on the trajectory of the war," Jack Watling from the RUSI said, adding that North Korea has the ability to manufacture a lot of ammunition and the country also has significant stockpiles.

The Washington Post reported that around the time the shipments began, munition pits were rapidly expanded at an ammunition depot near the Ukrainian border.&nbsp;

Citing data from Marine Traffic, a ship-tracking site, the report said the two vessels went dark shortly before they began operating on this route by turning off the signal of their automatic identification system. This allowed the vessels to hide their position as they transited between ports.

The images showed two vessels making multiple trips between Dunai and Rajin, picking up and delivering cargo at each location.&nbsp;

Last Friday, the White House said that North Korea delivered over 1,000 containers of military equipment and munitions to Russia in recent weeks for use in Ukraine.

"We condemn the DPRK (North Korea's official name) for providing Russia with this military equipment, which will be used to attack Ukrainian cities, kill Ukrainian civilians, and further Russia's illegitimate war," White House national security spokesman John Kirby told reporters

"We will continue to monitor for any additional DPRK arms shipments to Russia," he added.

The White House official also said that the expanding military partnership between North Korea and Russia including any technology transfers from Moscow to Pyongyang undermined regional stability and the global non-proliferation regime.&nbsp;

The images showed two vessels making multiple trips between Dunai and Rajin, picking up and delivering cargo at each location. Last Friday, the White House said that North Korea delivered over 1,000 containers of military equipment and munitions to Russia in recent weeks for use in Ukraine. "We condemn the DPRK (North Korea's official name) for providing Russia with this military equipment, which will be used to attack Ukrainian cities, kill Ukrainian civilians, and further Russia's illegitimate war," White House national security spokesman John Kirby told reporters "We will continue to monitor for any additional DPRK arms shipments to Russia," he added. The White House official also said that the expanding military partnership between North Korea and Russia including any technology transfers from Moscow to Pyongyang undermined regional stability and the global non-proliferation regime. North Korea might be sending arms to Russia for Ukraine war: Report

Amid the disheartening headlines of conflict-ridden regions in West Asia and Ukraine, a parallel battle is unfolding in the world of economics. Economists are diligently calculating the financial toll of these geopolitical fractures, and the numbers are far from reassuring.

The International Monetary Fund (IMF) has just released its latest World Economic Outlook, and one word echoes through its pages— "fragmentation." Mentioned 172 times in the report, it's a stark reminder of the growing divide in the world. A mere five years ago, this term appeared just once. The reason for this surge is clear: economists and investors alike are alarmed by the potential impact of strife on global growth. The disintegration of countries into exclusive trading blocs threatens to erode annual global GDP by up to 7%.

To underscore the gravity of the situation, the IMF's models are based on the voting blocs that formed after Russia's invasion of Ukraine—a world where China and Russia stand aligned against the West.

Companies aren't immune to this growing concern. A rise in the usage of keywords related to fragmentation, particularly in the commodities sector, has been noted.

The Bank for International Settlements (BIS) steps into this complex web with a unique bottom-up approach. Their exhaustive analysis of companies' financial data and their customer-supplier relationships reveals a shifting landscape. Global value chains are indeed undergoing a transformation, with a focus on building shorter, more resilient supplier relationships. Dependency on cross-border suppliers has decreased, especially in one-step sourcing from China for Western companies.

However, the result isn't the creation of Western-only regional trade networks but a reshuffling of supply chains. Supply chains are growing more complex, expanding the "distance" between raw materials and end users. This carries several implications. Western firms remain exposed to geopolitical uncertainties. Oversight challenges arise for corporate boards, and inflation becomes a real concern, as the "slowbalisation" phenomenon replaces globalization.

The message is clear: it's not just the threat of a cold war-style ban on trade between geopolitical blocs that should concern us. A more intricate web of supply chains will inevitably raise costs and potentially curb growth. As consumers, we might consider this a price worth paying for national security and corporate resilience. However, it heralds a markedly different world from what we've known in recent decades. Reshuffling, not merely reshoring, is the new watchword.

So, as the world grapples with conflicts, the financial ripples reach us all, altering the global economy and the way we, as consumers, experience it.

Russia said on Wednesday (Oct 11) that its forces had strengthened their positions near Avdiivka frontline. The announcement came just a day after Ukraine warned that Russian forces were stepping up attacks in order to encircle the eastern town.

Avdiivka holds symbolism and strategic importance to Kyiv. It lies just north of the Moscow-controlled city of Donetsk, seized by pro-Russian separatist forces in 2014. It has since become a symbol of Ukrainian resistance against Moscow, with Kyiv clinging on there despite relentless Russian attacks during the Kremlin's almost 20-month-long offensive.

"Actions from the southern group of forces supported by aviation, artillery fire and heavy flamethrower systems, improved the situation along the front line in the vicinity of Avdiivka," the Russian Defense Ministry said.

AFP reported citing local Ukrainian officials that Russian forces had launched an artillery attack on the town in morning hours and there was incessant firing.

"Battles continued throughout the night" in the north and south of the town, the head of the town's administration Vitaliy Barabash said Wednesday.

Barabash said Ukrainian troops were "most likely finishing" repelling Russian forces.

Ukrainian officials were "engaged in persuading people to evacuate every day," he said.

Russia claims of 'improved' position near east Ukraine town

Belgium is expecting to collect 2.3 billion euros ($2.4 billion) in taxes it will get on frozen Russian asset, to use in reconstructing Ukraine. Group of Seven (G7) countries along with the European Union (EU) have been discussing if they could use the interest incurred on over 300 billion euros of immobilised Russian public money to fund Ukraine.

Over 200 billion frozen assets have been held in Europe and 125 billion of them are managed by Belgian clearing house Euroclear.

The European Commission said in July that it would put forth a proposal on whether these funds could legally be used after in-principle nod from G7. Unites States Treasury Secretary Janet Yellen on Wednesday said that the Biden administration was supporting taxing windfall proceeds from these assets.

Belgium has gone ahead on its own and has decided using the tax paid on the interest. It has said previously in May that it would use 92 million euros it had already received in taxes.

"We only needed EU approval to use the interest. We are simply applying the Belgian tax code, which is our competence," a spokesperson for Prime Minister Alexander De Croo said.

It is expected that Belgium will collect 625 million euros from 2023 tax revenues on frozen Russian assets. It is estimated that it will collect 1.7 billion euros in 2024.

"Last year, it was very clear to us that the taxation on the proceeds of those assets should go 100% to the Ukrainian population," De Croo told reporters earlier on Wednesday.

"That fund will be used for buying military equipment. We will do that in consultation; as well it will be used for humanitarian support."

Although frozen Russian assets are a problem for Russia, there are jitters on the Ukrainian side as well as fresh fears have arisen over certainty of continued US support.

Belgium plans to use tax on frozen Russian assets to help Ukraine

Some lawmakers in the US Congress want to cut military aid for war-ravaged Ukraine and want to extend it to Taiwan which is at a risk of military aggression from China.

Some lawmakers in the US Congress want to cut military aid for war-ravaged Ukraine and want to extend it to Taiwan which is at a risk of military aggression from China. According to a report by the news agency Associated Press on Sunday (Oct 8), Republican Mike Collins voted against providing military aid to Ukraine and advocated for doing more to arm Taiwan. Collins and other Republican lawmakers have pointed out that China is watching closely to see if the US has the political stamina to support an ally (in this case Taiwan) in a prolonged, costly war. The report said that Washington's aid to Ukraine led to weapons manufacturers stepping up production — something that could benefit Taiwan in a clash with China. Ukraine's victory existential for Taiwan: Taipei Taiwan has been careful not to weigh in on the US debate about continued funding for Ukraine. On being asked about Congress removing Ukraine funding from temporary spending measures which prevented a US government shutdown, Taiwan said it was grateful to have strong bipartisan support from Washington. "We will continue to work with the US to maintain the peace and stability of the Taiwan Strait,” the Taipei Economic and Cultural Representative Office told the Associated Press. Also read: Biden pondering a massive 'one-and-done' Ukraine aid package, says report Taiwan has been the thorniest issue in the US-China relationship. China claims sovereignty over the island and vows to seize it by force if necessary to achieve natural reunification. The US, however, wants a peaceful resolution and has a security pact with the island, supplying it with military hardware and technologies to prevent any forced takeover by China. US President Joe Biden has said that he would send troops to defend Taiwan in case of a war. On the other hand, his Chinese counterpart Xi Jinping has demanded that Washington respects Beijing's “sovereignty and territorial integrity.” China extends probe into Taiwan's trade barriers Meanwhile, China on Monday extended by three months an investigation into what it calls Taiwan's trade barriers against it. The investigation was first announced in April, but it has now been extended to January 12, a day before Taiwan's presidential and parliamentary elections. Reacting to the extension, Taipei said that Beijing's so-called "trade investigation is politically motivated and an attempt to interfere with our elections with economic coercion." It also said that extending the date to a day before the election highlighted the "political motivations" behind the decision. Ukraine war: US lawmakers want to cut military aid for Kyiv, extend it to Taiwan

US President Joe Biden is considering the largest-ever funding package for Ukraine that will fund the war till the next presidential election, reported The Telegraph. The bill, termed 'one-and-done' is being sought in an effort to overcome impasse with the Republicans. After Russia invaded Ukraine last year, the US-led Western alliance has poured billions of dollars in humanitarian and military aid to Ukraine. However, there are voices within the US political circles that are sceptical about having to fund Ukraine 'continuously' and without an end.

The concern, if it becomes widespread in American public, is perceived to potentially damage Biden's chances in next year's presidential election.

Ukrainian President Volodymyr Zelensky and the North Atlantic Treaty Organization (NATO) have expressed concern that US support may dry up entirely. This will create a shortfall of USD 2.7 per month and may require European Union (EU) nations to do the heavy lifting, a considerable endeavour if the US stops helping altogether.

Experts quoted in media reports say that if Biden is able to clinch funding of USD 100 billion from Congress, it may be enough for the war until after next November's election.

This would bypass debates in Congress over the next year.&nbsp;

Former President Donald Trump, the current frontrunner to win the Republican Party nomination for 2024 elections, has repeatedly attacked Biden over the Ukraine war. He has argued that the money would be better spent on domestic issues.

Polls reflect this thinking. A Reuters/Ipsos poll cited by The Telegraph said that in the last five months, there has been a decrease of 5 per cent in respondents who say that the US should continue sending weapons to Ukraine.

The White House is “not making any decisions about whether to do one big package or about how much it would be” until after the Speaker’s election to replace Mr McCarthy, a source told the news outlet. However, the official reportedly said that the 'one-and-done' package is "one option" that is under consideration.

The passage of such a package will not be easy. It is bound to be opposed by at least some Republicans. The politicking may make Biden give some concessions on border control and even other Republican demands.

Since the Ukraine war began, the US Congress has greenlit four packages of a cumulative total of USD 113 billion.

It is believed that Ukrainian forces would struggle against Russia if US support dries out, especially in the southeast and north of the country.

The Telegraph reported citing an unnamed administration official that President Biden is planning a "major" speech on Ukraine that “tries to unify America behind why it’s so important to support Ukraine and just how much is at stake."

“He will directly address and rebut the criticisms of Ukraine funding,” said the official.

Biden pondering a massive 'one-and-done' Ukraine aid package: Report

In a diplomatic tit-for-tat move, the United States announced on Friday (Oct 6), that it had expelled two Russian embassy officials from the country. This move came in direct response to Russia's prior expulsion of two US diplomats from the American embassy in Moscow. The decision to expel Russian embassy officials is part of a broader pattern of diplomatic tension and strained relations between the two countries against the backdrop of the Russia-Ukraine war.

Diplomatic tit-for-tat: US expels Russian embassy officials after similar move by Moscow

Russian President Vladimir Putin on Thursday (Oct 5) touched upon a range of issues, including Wagner mercenary chief Yevgeny Prigozhin's death, the Ukraine war, Indian leadership, and Canada's&nbsp;Nazi row, as he <a href="https://www.wionews.com/world/putin-slams-western-hegemony-and-warns-over-nuclear-testing-says-mission-is-to-create-new-world-643050">addressed a meeting of the Valdai Discussion Club</a>.&nbsp;

The club is a Moscow-based think tank and discussion forum and was established in 2004. The name of the club is after Lake Valdai, which is close to Veliky Novgorod, - a place where the first meeting of the club took place.&nbsp;

Here are the important points of the address:&nbsp;

The Russian president also said that countries such as India, Brazil, and South Africa deserve more representation in the United Nations Security Council (UNSC) and added that the UN should be reformed but gradually. Ukraine would only last for a week if foreign aid stopped: Putin During Thursday's event, Vladimir Putin said that the Ukrainian economy and military power would last for "only a week" if the foreign aid stopped. "Generally speaking, the Ukrainian economy can not function without external assistance. Things have changed. Look, on the outside, it is all balanced there. The Ukrainian budget is balanced, and the macroeconomic indicators have levelled. But thanks to what? Thanks to multi-billion donations that come each month," Putin said. "If one just stops it (SNAPS FINGERS), it will all die in a week. The same applies to the defence system. Just imagine - the aid stops tomorrow. It will live only for a week - when they run out of ammo," he added. 'Russia did not start war in Ukraine' The Russian president also asserted that Moscow did not start the war in Ukraine but launched what it calls a "special military operation" to try to stop it. "There is this ever-increasing military and political pressure. We have to respond. I have said many times that we did not start the so-called war in Ukraine. On the contrary, we are trying to end it. It was not us who worked a state coup in Kyiv in 2014 - bloody and anti-constitutional," he said. Indian leadership self-directed, led by national interests: Putin

The Ukrainian prosecutor general said at least 51&nbsp;people were killed, including a six-year-old boy, in a Russian strike on Thursday (Oct 5) in Ukraine.&nbsp;

Ukrainian President Volodymyr Zelensky said&nbsp;on the messaging app Telegram that Russia targeted a grocery store, describing the attack as a "brutal Russian crime".&nbsp;

Zelensky said the strike had slammed into the Kupiansk district, which borders Russia. In the war-battered region, Russian forces have been pushing to recapture territory they lost last year to Ukrainian troops.&nbsp;

In a statement on social media, Zelensky said: "The brutal Russian crime of hitting an ordinary grocery store with a rocket is a completely deliberate terrorist attack."&nbsp;

Zelensky posted an image of a woman kneeling over the body of someone apparently killed in the strike, with other corpses strewn around her, while rescue workers worked nearby.&nbsp;

Zelensky alleges 'brutal Russian crime' in Ukraine after at least 51 killed in strike

Russian President Vladimir Putin said Thursday (Oct 5) that Moscow is aiming to create a "new world" as he blamed the Western hegemony for a grinding offensive in Ukraine. The Russian leader also portrayed the war in Ukraine as a part of a long-standing confrontation with the West.&nbsp;

Putin claimed Russia had “practically finished work on the modern strategic weapons that I have been talking about and I announced a few years ago”.

He&nbsp;once again issued a nuclear threat and added that the&nbsp;‘Satan-2’ and ‘Flying Chernobyl’ missiles would be ready soon.

“From the moment the launch of missiles is detected, no matter where it comes from - from any point of the world ocean or from any territory - such a number, so many hundreds of our missiles appear in the air in a retaliatory strike that there is no chance of survival there will be no single enemy left, and in several directions at once," Putin said.

Putin said Russia is "tasked, essentially, with building a new world" and further added that the West was aiming for global "hegemony". Putin said, "The West always needs an enemy."&nbsp;

In a stark warning to the West, Putin said that Russia could resume nuclear testing for the first time in over three decades and might withdraw its ratification of a landmark nuclear test ban treaty.&nbsp;

'No chance of survival': Putin's latest nuclear warning has the world on edge

The World Trade Organization (WTO) halved its growth forecast for global goods trade for this year, on Thursday (Oct 5) citing persistent inflation, higher interest rates, the Ukraine war and a strained Chinese property market. &nbsp;Meanwhile, Kyiv said that its legal disputes with European Union member nations at the United Nations agency trade body were “on hold”.&nbsp;

<h2>WTO’s global trade growth forecast</h2>

WTO has given a number of factors which have cast a shadow over its outlook. According to the Geneva-based trade body, merchandise trade volumes would increase by just 0.8 per cent in 2023 which is less than half of its 1.7 per cent estimate back in April.&nbsp;

However, the 164-member trade body, for 2024 estimates that the goods trade growth would pick up to 3.3 per cent which is just 0.1 per cent higher than its previous estimate in April.&nbsp;

The WTO also expects the real-world GDP to increase by 2.6 per cent at market exchange rates this year and 2.5 per cent in 2024.&nbsp;

According to the WTO, the trade slowdown was broad-based and involved a larger number of countries and goods – particularly iron and steel; office and telecoms equipment; textiles and clothing. While cars were a notable exception witnessing a rise in sales this year.&nbsp;

The UN trade body also reiterated its warning that they have observed some trade fragmentation linked to global tensions but did not see any evidence of a broader de-globalisation that could threaten its forecast for the next year.&nbsp;

“The data suggest that goods continue to be produced through complex supply chains, but that the extent of these chains may have reached their high-water mark,” said the WTO. The UN trade body also said that it was immediately clear if the recent decline was due to geopolitical tensions or the general economic slowdown.

“The projected slowdown in trade for 2023 is cause for concern, because of the adverse implications for the living standards of people around the world,” said WTO director-general, Ngozi Okonjo-Iweala, adding that global economic fragmentation would only make these challenges worse.

<h2>Ukraine’s legal dispute at WTO</h2>

Kyiv said its <a href="https://www.wionews.com/world/ukraine-files-lawsuit-against-poland-hungary-and-slovakia-over-grain-import-bans-637289">lawsuits filed</a> against its neighbouring EU members – Poland, Slovakia and Hungary – over their bans on Ukrainian grain is “on hold”.&nbsp;

This comes after the war-torn country’s trade representative Taras Kachka, as per news agency Interfax Ukraine said, “We see that this problem will be eliminated in the coming weeks and months.”&nbsp;

The Ukrainian official also clarified that they are “not in a dispute” since they have not “formalised a working body to conduct a dispute,” adding that it is important to find a “constructive solution within the whole EU”.&nbsp;

Poland since welcomed Ukraine’s move and said that pausing of a complaint before the WTO is a “a necessary step”.&nbsp;

Polish government spokesman Piotr Muller told the PAP agency, “We look forward to further constructive actions by Ukraine to develop a suitable relationship on agricultural issues.”&nbsp;

The World Trade Organization (WTO) halved its growth forecast for global goods trade for this year, on Thursday (Oct 5) citing persistent inflation, higher interest rates, the Ukraine war and a strained Chinese property market.

The World Trade Organization (WTO) halved its growth forecast for global goods trade for this year, on Thursday (Oct 5) citing persistent inflation, higher interest rates, the Ukraine war and a strained Chinese property market. Meanwhile, Kyiv said that its legal disputes with European Union member nations at the United Nations agency trade body were “on hold”. WTO’s global trade growth forecast WTO has given a number of factors which have cast a shadow over its outlook. According to the Geneva-based trade body, merchandise trade volumes would increase by just 0.8 per cent in 2023 which is less than half of its 1.7 per cent estimate back in April. However, the 164-member trade body, for 2024 estimates that the goods trade growth would pick up to 3.3 per cent which is just 0.1 per cent higher than its previous estimate in April. The WTO also expects the real-world GDP to increase by 2.6 per cent at market exchange rates this year and 2.5 per cent in 2024. According to the WTO, the trade slowdown was broad-based and involved a larger number of countries and goods – particularly iron and steel; office and telecoms equipment; textiles and clothing. While cars were a notable exception witnessing a rise in sales this year. The UN trade body also reiterated its warning that they have observed some trade fragmentation linked to global tensions but did not see any evidence of a broader de-globalisation that could threaten its forecast for the next year. Ukraine’s legal dispute at WTO Kyiv said its lawsuits filed against its neighbouring EU members – Poland, Slovakia and Hungary – over their bans on Ukrainian grain is “on hold”. This comes after the war-torn country’s trade representative Taras Kachka, as per news agency Interfax Ukraine said, “We see that this problem will be eliminated in the coming weeks and months.” The Ukrainian official also clarified that they are “not in a dispute” since they have not “formalised a working body to conduct a dispute,” adding that it is important to find a “constructive solution within the whole EU”. Poland since welcomed Ukraine’s move and said that pausing of a complaint before the WTO is a “a necessary step”. Polish government spokesman Piotr Muller told the PAP agency, “We look forward to further constructive actions by Ukraine to develop a suitable relationship on agricultural issues.” (With inputs from agencies) WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. WTO halves 2023 global trade growth forecast; Ukraine’s legal disputes with EU nations ‘on hold’

Russia has signed a deal with the breakaway Georgian region of Abkhazia to set up a naval base on the Black Sea coast, its leader announced Thursday (Oct 5). The move comes as Moscow pulls out its Black Sea fleet from Crimea, likely because of increased missile and drone attacks from Ukraine.

Aslan Bzhania, the leader of the separatist region, said that an agreement had been signed for a permanent naval base in the Ochamchira region. "We have signed an agreement, and in the near future there will be a permanent base of the Russian Navy in the Ochamchira district," Bzhania was quoted as saying by Izvestiya newspaper.

"This is all aimed at increasing the level of defence capability of both Russia and Abkhazia, and this kind of interaction will continue," he said, adding, "There are also things I can't talk about."

Russia-Ukraine war: US sends over a million rounds of seized Iranian ammunition to Kyiv

Russian Defence Minister Sergei Shoigu said on Tuesday (Oct 3) that Moscow has no plans for an additional mobilisation of men to fight in the ongoing Ukraine war as more than 335,000 have signed up so far this year to fight in the armed forces or voluntary units.&nbsp;

Shoigu was shown telling top generals on state television that "there are no plans for an additional mobilisation" and "the armed forces have the necessary number of military personnel to conduct the special military operation".&nbsp;

He claimed that more than 50,000 Russians signed the contracts with the ministry in September alone, and over 335,000 people have started military service since the beginning of 2023.

Hailing the patriotism of those who had signed up, Shoigu said: "Since the start of the year, more than 335,000 people have entered military service under contract and in volunteer formations. In September alone, more than 50,000 citizens signed contracts."
