UK's interior minister Suella Braverman in Rwanda to discuss the controversial migrant deal

UK Home Secretary Suella Braverman visited Rwanda on Saturday to hold deliberations over a contentious arrangement that would see the UK deport asylum seekers who are thought to have entered the country unlawfully to the African nation.

No one has been deported as of yet, but the plan is beset with legal issues. Braverman's visit has drawn criticism since she only asked journalists from right-wing publications to tag along with her during her Rwanda trip.

The visit comes as the UK government considers a controversial plan to deport asylum seekers to third countries, including Rwanda, where the asylum claims would be processed. British high commissioner to Rwanda Omar Daair and the permanent secretary of the Rwandan foreign ministry Clementine Mukeka welcomed Braverman as she landed in Kigali.

In a statement released on Friday, Suella Braverman said the "UK-Rwanda Migration and Economic Development Partnership is a ground-breaking approach that will act as a powerful deterrent against dangerous and illegal journeys such as small boat crossing".

The plan to transfer asylum seekers to third countries has been criticised by human rights groups and some politicians. They argue that it would violate international law and put vulnerable people at risk.

However, the UK government maintains that such a policy is necessary to deter illegal immigration and reduce the strain on the country's overstretched asylum system. Rwanda has not publicly commented on the proposal but has signalled a willingness to cooperate with the UK on matters of migration and security.

Under the Rwanda plan, some asylum seekers will be transferred to Rwanda on one-way tickets during the five-year trial in order to apply for asylum there. If not, they can apply to live there on other grounds or ask for asylum in a "safe third nation".

For the programme, the UK would be giving the Rwandan government £140 million over five years. Flights to Rwanda, food, lodging, access to translators, and legal counsel would all be additional expenses. The annual cost of the UK's asylum system is £1.5 billion. Spending on hotel rooms for refugees and asylum seekers is close to £7 million a day.

The bill's impracticality is another worry. The Rwandan government has said that it will only be able to handle 1,000 applications for refuge over the first five years. In comparison, it is projected that in 2022 alone, 45,755 individuals will have entered the UK using tiny boats that crossed the English Channel.

A UK court concluded in December that the Rwanda plan is legitimate. It claimed that the UN Refugee Convention is not violated by the Rwanda plan. On the other hand, the High Court decided on January 16 that some of the parties who lost the case had the right to challenge certain portions of its ruling. As a result, no planes will be permitted to depart for Rwanda while the matter is before the Court of Appeal. No date has been set.

A cross-party group of MPs and peers has requested the information commissioner to look into whether TikTok, which is controlled by China, is in violation of UK legislation regarding the handling of personal information.

Just hours after the UK imposed a ban on the popular video-sharing app on ministers' and officials' government-owned phones, the Inter-Parliamentary Alliance on China (IPAC) wrote a letter arguing that TikTok cannot be consistent with data protection standards, reported the Guardian.

IPAC predicts that TikTok may eventually be compelled to suspend operations in the UK if it is unable to comply with mounting criticism from the West over the company's Chinese ownership and the security of the data of its millions of users.

However, TikTok said that it is a victim of "fundamental misconceptions" that are "driven by wider geopolitics" that regular people are excluded from and that it has started working on a European data security strategy to address the legal issue.

Earlier on Thursday, Oliver Dowden, the Cabinet Office minister, declared that the app will be banned "with immediate effect" from the government phones of ministers, advisors, and civil employees following a security review by UK intelligence officers.

In order for TikTok to access data saved on a user's device, Dowden said that users had to grant permission. This data is then gathered and kept by the corporation and is accessible from China.

By granting these rights, TikTok has access to a variety of information, including contacts, user content, and geolocation data. Given that there was "a specific risk with government devices," Dowden said that this supported the ban.

In recent weeks, as ties with China continued to deteriorate, Britain followed the US, the European Commission, Canada, Belgium, and New Zealand in banning TikTok on government-owned devices. Beijing is an "epoch-defining challenge" to the West, according to a UK foreign policy assessment published earlier this week.

Dowden's announcement represents a significant U-turn from the UK's prior stance. It also came shortly after TikTok claimed that ByteDance, the app's owner, had been warned by Washington to sell the app or risk having it banned from the nation.

Cops on horses chase down man using mobile while driving in UK

Chancellor Jeremy Hunt has set out plans to get over 50s and parents of young children back to work to get the economy growing again. He announced a big expansion of free childcare in his Budget and measures aimed at over-50s who have not returned to work after the pandemic.

Budget 2023: Jeremy Hunt seeks to tempt parents and over-50s back to work

British finance minister Jeremy Hunt on Wednesday unveiled the spring budget as the United Kingdom said that the cost-of-living support for this year and next will total $114 billion. As per the government, the forecast is that the economy would avoid recession this year as inflation slows sharply.

Hunt hopes that he will speed up the nation's stagnating economy with the budget plans, including extra support for energy bills, childcare and pension reforms. He expects more people to work and corporate tax breaks to boost weak business investment.

Chancellor of the Exchequer Hunt told parliament that high inflation is the root cause of the strikes we have seen in recent months and the government will continue to work hard to settle those disputes. He mentioned that government policies will focus on not fueling inflation.

UK inflation remains above 10 per cent but should cool to 2.9 per cent by year-end, Hunt said. "The UK will not... enter a technical recession this year," he added after the economy narrowly avoided two successive quarters of contraction in 2022.

The British finance minister announced 12 new investment zones. Citing Canary Wharf's example, he said that there will be in: the West Midlands, Greater Manchester, the north-east, South Yorkshire, West Yorkshire, East Midlands, Teesside, and Liverpool. There will also be at least one in Scotland, Wales and Northern Ireland.

Investment on defence

The British finance minister said that the government will add a total of £11bn to the defence budget over the next five years and it will be nearly 2.25% of GDP by 2025. He said, "We were the first large European country to commit to 2% of GDP for defence and will raise that to 2.5% as soon as fiscal and economic circumstances allow."

Pension reforms

The government announced reforming the pensions lifetime allowance, annual allowance and money purchase annual allowance to encourage highly-skilled workers, such as senior NHS doctors, to remain in the labour market, and help tackle NHS waiting lists.

"So today I will increase the pensions annual tax free allowance by 50%, from 40,000 to 60,000 (pounds). Some have also asked me to increase the lifetime allowance from its £1 million limit, but I've decide not to do that. Instead, I will go further and abolish the lifetime allowance altogether. It is a pension tax reform that will stop over 80% of NHS doctors from receiving a tax charge," Hunt said.

Voice of opposition leader

Uk's opposition Labour leader Keir Starmer argued this was a "permanent tax cut... for the richest one percent" as many did not have enough income to benefit.

British finance minister Jeremy Hunt on Wednesday unveiled the spring budget as the United Kingdom said that the cost-of-living support for this year and next will total $114 billion.

Investment on defence The British finance minister said that the government will add a total of £11bn to the defence budget over the next five years and it will be nearly 2.25% of GDP by 2025. He said, "We were the first large European country to commit to 2% of GDP for defence and will raise that to 2.5% as soon as fiscal and economic circumstances allow." Pension reforms The government announced reforming the pensions lifetime allowance, annual allowance and money purchase annual allowance to encourage highly-skilled workers, such as senior NHS doctors, to remain in the labour market, and help tackle NHS waiting lists. Voice of opposition leader Uk's opposition Labour leader Keir Starmer argued this was a "permanent tax cut... for the richest one percent" as many did not have enough income to benefit. "According to the IMF, the worst performing country in the G7 this year. A prediction today confirmed by the OBR and growth downgraded in years to come," Starmer said. The UK has announced an immediate ban on TikTok on government devices. TikTok is a Chinese-owned short video sharing social media app that is raising privacy and security concerns, especially in Western countries.

"We're moving to a system where government devices will only be able to access third-party apps that are on a pre-approved list," Dowden told lawmakers.

"We are also going to ban the use of TikTok on government devices. We will do so with immediate effect."

TikTok has been in the crosshairs over privacy concerns. Voices, predominantly in the Western sphere have repeatedly alleged that the user data collected by TikTok can be used by the Chinese state for surveillance and espionage.

The app has already been banned in India.

The ban does not include personal devices and there would be limited exemptions where TikTok is required on government devices for operational reasons, Dowden added.

"This is a proportionate move based on a specific risk with government devices," Dowden had said earlier.

Earlier in the week, when the prospect of such a ban was reported, TikTok has said it would be disappointed by such a ban.

A new exhibition at the Tower of London featuring the Crown Jewels will describe the controversial Koh-i-noor diamond as a “symbol of conquest”. The display, which will open to the public in May, weeks after the coronation of the King Charles and Queen Consort Camilla, will explore the origins of some of the jewels for the first time.

Archaeologists discovered the skeletal remains of a Roman aristocrat in what was described as a “truly extraordinary” find in a 1,600 years old hidden cemetery in northern England. The ancient lead coffin is thought to have contained the remains of a late-Roman aristocratic woman. Additionally, the team during their dig near the town of Garforth in Leeds also unearthed remains of more than 60 men, women and children who lived there more than thousands of years ago.

According to a statement published by the Leeds City Council, on Monday (March 13) the remains of 62 people, including 23 children were found last year. The cemetery might include people from both the late Roman and early Saxon eras as evidence of their burial customs was found in the graves. It could also indicate early Christian beliefs as well as Saxon burials. The team of archaeologists also found personal possessions such as knives and pottery.

The skeletal remains of the aristocrat are believed to be of a high-status woman from the later years of the Roman Empire. David Hunter, principal archaeologist with West Yorkshire Joint Services, in the statement said that the “lead coffin itself is extremely rare, so this has been a truly extraordinary dig.”

In an interview with CNN, Hunter also spoke about how the dig began after a commercial developer submitted an application for planning permission to the council. Subsequently, an archaeological survey of the site was conducted where they found the “very rare” lead coffin. “The lead sheeting is the lining of a larger wooden coffin so it’s a very high status Roman body,” he added. However, the precise location of the cemetery has not been revealed.

The archaeologists also hope that the site will help them gain an insight into the largely undocumented and significant transition between the fall of the Roman Empire which took place around 400 AD and the establishment of Anglo-Saxon kingdoms which came after. “This has the potential to be a find of massive significance for what we understand about the development of ancient Britain and Yorkshire,” said Hunter, in a press release.

He added, “The presence of two communities using the same burial site is highly unusual and whether their use of this graveyard overlapped or not will determine just how significant the find is. When seen together, the burials indicate the complexity and precariousness of life during what was a dynamic period in Yorkshire’s history.” The discovery which was made last spring has been revealed only now since the dig is complete and the team needed to “keep the site safe” for initial tests, the city council explained in the statement.

The United Kingdom government came up with a major crackdown on research collaborations with China as more than 1,000 scientists and postgraduate students were prohibited from working in the country last year on national security grounds, The Guardian reported on Wednesday (March 15) citing figures it obtained.

The media outlet reported that the figures showed that a record 1,104 scientists and postgraduate students were rejected by Foreign Office vetting in 2022. The number saw an increase, up from 128 in 2020 and just 13 in 2016.

Last year in July, a report emerged that 50 Chinese students have left the UK in the past three years in the aftermath of Britain tightening its procedures to prevent the theft of sensitive academic research. It was said by the head of MI5 in a speech about the espionage threat posed by Beijing.

The Guardian reported that the Foreign Office hasn't given a detailed report, breaking down the nationality, but according to the data released by leading universities including Oxford, Cambridge and Imperial College, it can be seen that Chinese academics account for a majority of those denied clearance at these institutions at least.

Hundreds of scientists and students barred from UK amid government’s crackdown on China

Chancellor Jeremy Hunt today delivered what he called a ‘budget for growth’ with a series of measures aimed at improving productivity and innovation. They included a range of incentives looking to encourage businesses to invest and grow and moves to get more people back into work.

Australia has signed a multibillion-dollar AUKUS deal for nuclear-powered submarines. Washington is selling Canberra 3 Virginia-class attack submarines, but these vehicles will only be delivered in the 2030s, whereas, China's war in Taiwan could start in 3 years. Is the AUKUS deal nothing but an eyewash?

Since the United States and the United Kingdom unveiled their plans to provide Australia with nuclear-powered submarines on Monday (March 13), it has sparked a debate around proliferation of nuclear weapons. The announcement made in San Diego, US, was the first time that a loophole in the nuclear Non-Proliferation Treaty (NPT) was used to transfer fissile material and nuclear technology from a nuclear weapons state to a non-weapons state, reported the Guardian.

What is the AUKUS deal?

Under the AUKUS mechanism, which is short for Australia, UK, and US, the three countries made a deal by which Canberra would acquire eight nuclear-powered submarines with Washington and Britain’s assistance. The plan is set to cost Australia up to $245 billion by 2055, said a report by Reuters on Tuesday, citing a defence official.

The announcement was made at a US Naval base in San Diego, California by US President Joe Biden, Australian Prime Minister Anthony Albanese and UK Prime Minister Rishi Sunak after 18 months of talks.

What will happen as part of this deal?

In a joint statement by the three nations, a phased approach to deliver the nuclear-powered subs to Australia at the earliest possible date was outlined, each of which is “based on mutual commitments from each nation”.

Phase 1

At the beginning of 2023, Australian military and civilian personnel will be embedded with the US Navy and the British Royal Navy as well as their submarine industrial bases to accelerate the training of Australian personnel. The US plans to increase SSN (submersible ship nuclear, the formal name for submarine vessels) port visits to Australia, where the sailors from the two countries will participate in training and development. On the other hand, the UK will increase visits to Australia in early 2026.

Phase 2

The US will deploy four Virginia-class boats to HMAS Stirling, at a naval port near Perth, over four years, starting in 2027 while Britain will also deploy one of their Astute-class submarines after a few years. This would be done to accelerate the development of the Australian naval personnel, workforce, infrastructure and regulatory system for SSN capability.

Phase 3

By the early 2030s, the US intends to sell three Virginia-class submarines to Australia with a potential option for two more if required. However, the decision would require Congressional approval.

Phase 4

The UK will deliver its first SSN-AUKUS to the Royal Navy by the late 2030s, as a part of the deal. While Australia will deliver the first SSN-AUKUS made in Canberra to the Royal Australian Navy in the early 2040s.

The SSN-AUKUS will be a combination of UK submarine design and US defence technology. Both Australia and Britain intend to build nuclear-powered subs in their domestic shipyards before the end of this decade. Meanwhile, Canberra is set to begin the construction of the submarines in South Australia’s Osborne as early as this year.

Why now?

The security agreement announced in 2021 by the three countries is seen as a way to counter China’s growing military presence in the Indo-Pacific region including the South China Sea. Reports suggest that Australia is convinced that it also requires to strengthen its navy which includes having submarines capable of operating far from their base to act as a deterrent and used in the event of a conflict.

“The AUKUS agreement we confirm here in San Diego represents the biggest single investment in Australia’s defence capability in our history, strengthening Australia’s national security and stability in our region,” the Australian PM said during the announcement in the US.

The nuclear-powered subs may also strengthen the Australian Navy as they have a distinct advantage over the diesel-electric boats which are a part of the current fleet. Since nuclear submarines generate their own energy source they can leave the port and stay underwater for weeks undetected.

What is NPT?

The Treaty on the Non-Proliferation of Nuclear Weapons, commonly referred to as NPT, was a landmark international deal signed by a total of 191 countries out of which five are nuclear-weapon states in 1968. According to the United Nations, the objective of this treaty is to “prevent the spread of nuclear weapons and weapons technology, to promote cooperation in the peaceful uses of nuclear energy and to further the goal of achieving nuclear disarmament and general and complete disarmament.” The NPT also recognises the US, Russia, China, the UK and France as “weapons states” all of which also have nuclear-powered subs.

What is the cause of concern?

According to a report by the Guardian, there is a loophole in paragraph 14 of the NPT which has been used to transfer fissile material and nuclear technology from a nuclear weapons state to a non-weapons state. Additionally, fissile material used for non-explosive military purposes like naval propulsion, are also exempted from inspections and monitoring by the UN nuclear watchdog the International Atomic Energy Agency (IAEA), as per the treaty.

This has sparked fears among arms control experts as it sets a precedent which would potentially be used by some countries to hide highly enriched uranium or plutonium from oversight. Notably, AUKUS will be the first time that the US will share its nuclear-propulsion technology after it did so with the UK in the 1950s.

However, Biden has repeatedly stressed that the submarines are “nuclear-powered, not nuclear-armed” and that “Australia is a proud non-nuclear weapons state and it’s committed to stay that way.”

International Campaign to Abolish Nuclear Weapons (ICAN), the Nobel peace prize winner of 2017, said that Australia’s decision to procure and build nuclear-powered submarines poses a significant proliferation risk as well as could be seen as a precursor to Canberra acquiring nuclear weapons someday, reported the Guardian.

The IAEA chief Rafael Grossi said on Tuesday, “Ultimately, the agency must ensure that no proliferation risks will emanate from this project” in the context of the AUKUS deal. He added that Australia will also have to make “an arrangement” with the UN watchdog to use the aforementioned nuclear material.

“This process involves serious legal and complex technical matters,” said Grossi.

In the joint statement, the leaders of the three nations also said that they are “committed to set the highest nuclear non-proliferation standard. The plan we announce today delivers on this commitment and reflects our longstanding leadership in, and respect for, the global nuclear non-proliferation regime.”

It added, that they will continue to consult with the IAEA to “develop a non-proliferation approach that sets the strongest precedent for the acquisition of a nuclear-powered submarine capability.”

China and Russia weigh in on the issue

On Tuesday, China said that the three countries are treading a “path of error and danger” following the announcement. The Chinese foreign ministry spokesman Wang Wenbin said that UK, US and Australia “for the sake of their own geopolitical interests, completely disregard the concerns of the international communities and are walking further and further down the path of error and danger”.

He also went on to accuse them of inciting an arms race and that the deal was “a typical case of Cold War mentality” and that the sale of the nuclear-powered subs “constitutes a severe nuclear proliferation risk, and violates the aims and objectives of the Non-Proliferation Treaty”.

Kremlin spokesman Dmitry Peskov said on Tuesday, “There are a lot of questions here related to the problem of non-proliferation. Here we need special transparency, and we need to answer the questions that arise.”

However, he did not elaborate on Russia’s concerns while China has argued that supplying nuclear-powered submarines to Australia amounts to an act of nuclear proliferation.

ALSO WATCH | Aukus submarines deal embarks on path of danger, says China The nuclear-powered subs may also strengthen the Australian Navy as they have a distinct advantage over the diesel-electric boats which are a part of the current fleet. ALSO WATCH | AUKUS not a challenge to 'anybody', says Joe Biden as US shares nuclear tech with Australia This has sparked fears among arms control experts as it sets a precedent which would potentially be used by some countries to hide highly enriched uranium or plutonium from oversight. Notably, AUKUS will be the first time that the US will share its nuclear-propulsion technology after it did so with the UK in the 1950s. However, Biden has repeatedly stressed that the submarines are “nuclear-powered, not nuclear-armed” and that “Australia is a proud non-nuclear weapons state and it’s committed to stay that way.” International Campaign to Abolish Nuclear Weapons (ICAN), the Nobel peace prize winner of 2017, said that Australia’s decision to procure and build nuclear-powered submarines poses a significant proliferation risk as well as could be seen as a precursor to Canberra acquiring nuclear weapons someday, reported the Guardian. The plan we announce today delivers on this commitment and reflects our longstanding leadership in, and respect for, the global nuclear non-proliferation regime.” ALSO READ | To thwart China, Australia to buy five Virginia class submarines under AUKUS pact It added, that they will continue to consult with the IAEA to “develop a non-proliferation approach that sets the strongest precedent for the acquisition of a nuclear-powered submarine capability.” China and Russia weigh in on the issue On Tuesday, China said that the three countries are treading a “path of error and danger” following the announcement. Here we need special transparency, and we need to answer the questions that arise.” However, he did not elaborate on Russia’s concerns while China has argued that supplying nuclear-powered submarines to Australia amounts to an act of nuclear proliferation. British Prime Minister Rishi Sunak's North Yorkshire home is once again in news and not for good reasons. The $4,80,000 (£400,000) private heating swimming pool installed on Sunak's property uses so much energy that the local electricity grid has had to be upgraded to meet the surging power demand, as per a Guardian report.

While UK residents brave a cost of living crisis, compounded by increased electricity bills, Sunak's 12-metre swimming pool receiving an upgraded grid has irked many.

Sunak has been the owner of the property since 2015, having bought it for £1.5m, shortly after becoming an MP from Richmond. Sunak upgraded the manor house by starting the construction of a new heated swimming pool, gym and tennis court.

Consequently, the engineers had to install a substantial amount of equipment and a new connection to the National Grid that runs across the fields. The publication stated that Sunak had paid the upgradation money from his personal funds.

Energy crisis? UK PM Rishi Sunak has local electricity grid upgraded for his heated private pool

Euler, a British company that specialises in lending to crypto projects, has lost about USD 200 million to hackers, said a security firm. This is the biggest such attacks in months.

The security firm PeckShield pointed out the apparent hack to British lender Euler on Twitter, posting details of transactions it said showed losses of $197 million.

The China-based firm wrote a message to British lender Euler on Twitter saying: "Hi @eulerfinance: you may want to take a look".
PeckShield said the flurry of transactions by hackers seem to have exploited a flaw in Euler's system.

Euler said it was "aware" and "currently working with security professionals and law enforcement."

"We will release further information as soon as we have it," the lender said on Twitter.

Molly White, a blogger who chronicles hacks and scams has said that the cyber attack on Euler is the most substantial this year.

White ranked the incident at number eight on the all-time list of biggest thefts -- though it is dwarfed by the crypto sector's biggest scams, some of which have run into billions of dollars.

The industry was flying high early last year, with the market in cryptocurrencies and digital tokens apparently worth hundreds of millions of dollars.

Crypto companies were taking out TV adverts, sponsoring sports teams and touting their technology as world-changing as they sought new investors among the general public.

But the sector has been shredded by a severe economic downturn, rampant criminality, crackdowns from regulators and the collapse of high-profile companies.
