Highest-altitude wind farm in the Tibet autonomous region was put into operation Wednesday (Oct 4) by China, equipped with 15 newly installed wind turbines.

The 15 new turbines, with single-unit capacities of up to 3.6 megawatts (MW) – a record for high-altitude wind farms in China – are expected to generate 200 million kilowatt-hours of clean electricity a year, enough to power 10 per cent of households in Tibet (140,000).

However, it was not clear whether the power generated here would be transported to other provinces or consumed locally.

“[The wind farm] is expected to drive local economic and social development, improve local energy structure, and promote tourism to Zhegu Lake, which will have a positive effect on the country’s rural revitalisation,” China’s State-owned Assets Supervision and Administration Commission said in 2021 upon completion of the project’s first phase.

Challenges

Power generated by wind turbines is directly related to the air density and velocity. On plateaus and in high-altitude areas, the air is generally thin, thus significantly reducing the efficiency of the turbines.

The Dalai Lama says that the Tibetans are seeking more autonomy and not freedom of political separation from China. Meanwhile, Beijing has accused the Dalai Lama who has lived in exile in India since 1959.

The discussion took place before a demanding series of visits across India, which include planned visits to Sikkim, Karnataka, and Bodh Gaya in Bihar later this year, reported the Hindu.

The Dalai Lama reiterated his previous conciliatory statements, but China has consistently rejected these remarks, accusing the Dalai Lama, who has been in exile in India since 1959, of promoting separatism and being a "splittist."

Addressing the altitude challenges faced by many visitors to Tibet, the Dalai Lama shared, "China is also now changing... I think many people [in Tibet] love me... similarly many Chinese love me... and so they want me to go back [to Tibet]. But I do not want to stay there. Lhasa is very high…Dharamshala’s height is very suitable for my physical condition now." His statement marks the practical considerations of living in Tibet's high-altitude environment, which can be physically demanding, particularly for the aged.

The athletes applied for a Chinese visa on July 16. The applications of all athletes were processed in time and stamped visas were issued subsequently barring applications from three Arunachal athletes -- Nyeman Wangsu, Onilu Tega and Mepung Lamgu.
Beijing considers AP a part of its sovereign borders and calls the state as “Zangnan, the southern part of Tibet". It disputes the legality of the McMahon Line which was agreed upon at the Simla Convention of 1914 between Tibet and British India.

Meanwhile, the dispute of Aksai Chin can be traced back to the British imperialists, who failed to clearly demarcate the border between India and China. Currently, the Line of Actual Control (LAC), where the two countries have been locked in a tussle for over two years now, separates Indian areas of Jammu & Kashmir from Aksai Chin.

New Delhi, however, has outrightly rejected the map, with External Affairs Minister S Jaishnkar pointing out that it wasn't the first time China had come out with a similar move.

Taiwan

China painting Taiwan with its communist colours on the map has not come as a surprise to most geopolitical hawks. The Xi Jinping regime has been extremely protective of its 'One China policy' under which it claims Taiwan as an indelible sovereign part of its territory. However, over the last 12 months, Taipei has continuously pounded Beijing's ego by batting for its independence.

In August last year, former US House speaker Nancy Pelosi visited the island nation much to the chagrin of Beijing. As a retaliatory move, the PLA Navy deployed troops and warships that routinely crossed the Taiwan Strait and practised manoeuvres that might be performed during a future invasion.

Earlier this year, Taiwanese President Tsai-Ing Wen visited New York, forcing Beijing's top diplomat Wang Yi to release a statement where he said Taipei remained a sovereign part of China and that no compromise was possible on the issue.

However, days later, the US State Department approved the potential sale of ammunition and logistics support to Taiwan, valued at up to $440 million. The defence contract confirmation came in the backdrop of the two countries signing the first deal under a new trade talks framework in June 2023.

Nine-dash line

Having been embroiled in a battle of territorial domination with the Philippines over the course of the last few weeks in the South China Sea, it was only imperative that Beijing propounded its nine-dash line theory on the map.

The nine-dash line is a fictional Chinese claim in the South China Sea, nearly encompassing the entire 'economically powerful' region, including the disputed Spratly and Paracel islands. The likes of the Philippines. Vietnam, Malaysia and Japan have time and again called out the Dragon for its expansionist tendencies in the region.

South China Sea is the main maritime link between the Pacific and Indian oceans, giving it massive trade and military value. It has become a major flashpoint in the Indo-Pacific because of the territorial disputes. The shipping lanes connect East Asia with Europe and the Middle East, which is responsible for trillions of dollars in ship-borne trade passing through the sea annually.

However, over the last 12 months, Taipei has continuously pounded Beijing's ego by batting for its independence. As a retaliatory move, the PLA Navy deployed troops and warships that routinely crossed the Taiwan Strait and practised manoeuvres that might be performed during a future invasion.
A recent study conducted by the Rand Europe research institute has uncovered a concerning pattern of heightened activity at high-security detention facilities in Tibet. This increased activity was measured through night-time lighting usage, suggesting a potential rise in more severe imprisonments by Chinese authorities.

Tibet's autonomous region is notoriously secretive and referred to as an "information black hole" in the report.

Research findings

The study used overhead satellite imagery analysis and night-time lighting data to gain insights into the situation.

The researchers examined 79 detention facilities across the Tibetan Autonomous Region and found that the growth in night-time lighting was particularly concentrated in the 14 higher-security facilities. The study revealed increases in night-time lighting across prisons during 2019-2020 and in high-security detention facilities during 2021-2022. In contrast, lower security facilities showed a peak in growth back in 2017.

Possible interpretations

The emitted light visible from space could indicate various developments within detention facilities. Researchers said it might signify new construction, as was demonstrated in earlier studies on Xinjiang facilities. However, this time expansion of existing buildings is more likely in the case of Tibetan facilities.

Additionally, increased light could indicate higher occupancy or usage of the facilities, without necessarily implying physical expansion.

Comparison: Xinjiang and Tibet

The researchers believe that the heightened activity in Tibetan detention facilities could point to a shift towards longer detentions, similar to what has been observed in Xinjiang, where a substantial number of people were sent to re-education facilities and high-security detention centres.

Tibet, like other border regions, including Xinjiang and Mongolia, has experienced long-standing crackdowns on the religious and cultural practices of non-Han ethnic minorities.

On April 29 in 1998, the Tibetan Freedom Struggle in exile attained a major milestone when Pawo Thupten Ngodup self-immolated to protest against the lack of international attention and support for the suffering of Tibetans and the freedom of Tibet. Since then, this day is observed as Tibetan Martyr Day to commemorate the sacrifice of Pawo Thupten.

EXPLAINED: What is Tibet Matters March?

A decade-old Chinese military document that has resurfaced recently provides fascinating insight into Beijing's misplaced assertions about the way New Delhi views its neighbours. The 372-page document, titled zhanlue xue (loosely translated 'The Science of Military Strategy'), was published by Beijing-based People's Liberation Army Academy of Military Sciences in 2013.

The document, prepared by PLA's Academy of Military Sciences faculty with "very high-level review", has been translated by Montgomery, Alabama-based US Air University's China Aerospace Studies Institute [CASI].

Among other things, the document lays out China's tactical outlook vis-a-vis India.

India's military strategy: What China doesn't get right

Referring to traditional ideas of Indian strategist Chanakya, the PLA document says that New Delhi is deeply affected by his traditional idea "that treated neighbours as enemies."

Experts view this Chinese assertion about Indian military strategy as completely misplaced.

"This statement is a reflection of [China's] limited understanding of Indian foreign policy or a deliberate attempt to create confusion," Suyash Desai, Taiwan-based research scholar on China's military and foreign policy told WION.

To secure its national security interests, India in the past has taken militarily and economically coercive measures in its immediate neighbourhood, points out Anushka Saxena, Research Analyst with the Indo-Pacific Studies Programme at Bengaluru-based Takshashila Institution.

For example, India was concerned when Nepal purchased Chinese military equipment in 1988 following which Nepal did not renew the Indo-Nepalese singular trade and transit treaty. In response, India imposed a blockade on trade with Nepal up till April 1990, when democracy was restored in Kathmandu's corridors of power.

Similarly, part of the reason why Prime Minister Rajiv Gandhi’s government sent Indian Peace Keeping Forces in Sri Lanka in the early 1990s was to “alleviate India’s concerns surrounding LTTE terrorist activity that impacted our national interests”, Saxena added.

“Has India taken coercive military and economic measures to deal with its neighbours in the past? Yes. Is there some degree of Indo-centrism reflected in this? Yes. But does that mean India did so because it considers its neighbours enemies? No,” Saxena told WION.

India wants Tibet as a “buffer state”: PLA document

The PLA document states that since independence, India has “fully carried on with the United Kingdom’s imperial expansionist strategic thought”. This, the document adds, included India attempting to incorporate Tibet into its sphere of influence as a “buffer state”.

A “buffer state” refers to a neutral country between two larger hostile countries whose state of neutrality is aimed to prevent the outbreak of a regional conflict.

“Every big country invests in buffers around it or at least wants to be surrounded by countries which are friendlier to it, also known as the 'sphere of influence'. Generally, the Indian governments have, at least in the early decades of Independence, seen merit in such British ideas,” Sridharan Subramanyam of Chennai Centre for China Studies told WION, adding that.

While New Delhi had no formal foreign policy to treat Tibet as a ‘buffer state’, the Chinese aggression into Western Ladakh in the mid-1950s was aimed at providing its G219 highway a buffer through Aksai Chin, he noted.

“After all, as a 'buffer state,' Tibet would have retained its status as a sovereign nation-state, which it had always been, and would have benefitted the most from dealing with both the big powers on its two flanks,” Subramanyam reasons.

Reflecting upon the complex history of Tibet’s tryst with China and India, Anushka Saxena of Takshashila Institution pointed out that the British did see merit in making Tibet an “autonomous buffer” to prevent the Russian aggression south of China and towards its territory in India in the years of the 'Great Game' between London and Moscow.

"However, with the People’s Republic of China's expanding historical territorial claims after the Communist Party of China established its rule over the country in 1949, Tibet was eventually brought under effective Chinese control, ending its status as a buffer three years after Indian independence from the British,” Saxena said.

Days after a viral video of Dalai Lama's 'suck my tongue' remark stoked controversy, Tibetan Parliament in Exile issued a statement expressing sadness over the event and accused the Chinese government of making His Holiness a "target" of vilification. "We have been deeply hurt and saddened by the misinterpretation being currently given to an incident in a recent event with His Holiness the Dalai Lama, where without proper research irresponsible and careless sort of explanations and comments were being given to it in the media," read the statement. Giving reverence to Dalai Lama as a champion of world peace and the master of all teachings of the Buddha, the Parliament noted that the Central Tibetan Administration and Dalai Lama have been uninterrupted targets of vilification by the communist Chinese government. 'Suck my tongue' remark: Tibetan Parliament in Exile calls out China's 'vile' attempts to target Dalai Lama

The head of Tibet's government-in-exile on Thursday defended the Dalai Lama over footage of him asking a boy to suck his tongue, saying the incident had demonstrated the country's spiritual leader's innocent and affectionate side.

China has renamed 11 places in the northeast Indian state Arunachal Pradesh that it says are part of South Tibet. This was the third time China has unilaterally renamed places in Arunachal Pradesh, having done it in April 2017, and in December 2021.

Tibetan Uprising Day commemorates the fighting spirit of the people of Tibet against the tyranny and oppression of China. The day remembers the 1959 event when a revolt erupted in Lhasa, the capital of Tibet. The initial uprising which started on March 10 was the result of Chinese-Tibetan tensions that further led to anti-Chinese sentiments in the region.

It started as a peaceful protest, which then snowballed into heavy quelling by the Chinese People’s Liberation Army (PLA), and ended with the escape of the 14th Dalai Lama from Lhasa. This changed the city of Lhasa forever. It was fully captured by Chinese security forces on March 23, 1959, and thousands of Tibetans were killed.

As Tibetans mark the March 10 anniversary of the uprising and observe the day with the Tibetan diaspora, WION spoke to the General Secretary of the Tibetan Youth Congress, Sonam Tsering.

Tibetan Youth Congress is the largest international pro-independence organisation with more than 30,000 Tibetans as its members. It was founded in October 1970 in the Indian state of Himachal Pradesh, with the 14th Dalai Lama delivering its inaugural address.

In 2023, China still continue to persecute ‘pure Tibetans’

Ahead of the annual observance of the March 10 uprising, Janet Rice, a Senator in the Australian Parliament presented a report that claimed that the Chinese authorities continue to persecute Tibetans for their culture and beliefs. Even after six decades, in 2023, Chinese authoritarianism over Tibetans, both inside and outside Tibet, is an undeniable fact. And this persecution is not disorganised, but a systematic abuse of power by China.

“The Chinese Communist Regime systematically introduced and implemented many hard-line policies primarily aimed to eliminate Tibetan culture and its identity,” Sonam Tsering told WION.

It aims to cut off the students' bond with their families, dissecting their cultures, and instilling new mindsets and agendas of the Chinese Communist Regime.
Sonam said that China is trying all means “either through the Chinese agents’ infiltration into the Tibetan community, or through the spies and hackers who spread misinformation on social media”.

China's fear of Tibetan unity is real, as it tries hard to build a narrative that suits its political purpose. Sonam shared one such false narrative-building practice by the Chinese authorities. During a live webinar by the Tibetan Youth Congress on His Holiness the 14th Dalai Lama, the video was viewed by 10,000 and more than 5,000 comments were received within an hour.

Tibet is Asia’s issue

Whenever we talk about Tibet, it seems like a thing of the past, something that happened in history about which no one talks in 2023.

It might give a perception to some that the world has forgotten the cause of Tibet, but it is very much living, present and ubiquitous. The world might neglect Tibet, but its immediate neighbourhood, Asia is directly affected by Tibet’s sovereignty, Sonam pointed out.

Sonam emphasised that “the future security of many Asian countries lies with the sovereignty of Tibet, whether it’s water security or national security of these nations that China continues to threaten.”

“The independence of Tibet ensures a permanent peace for India and other Asian nations,” he added.

Scholars like Buton Rinchen Drub have suggested that Tibetans are descendants of Rupati, a Kaurava military general from the historical Kurukshetra War. Another common and one of the most prominent threads between the two regions is the teachings of Buddhism.

But in 1959, when Dalai Lama came to India following the uprising, India became like a second home for Tibetans-in-exile. Talking about India, Sonam said, “Can’t ask more from India, our second home that sheltered us for the last six decades”.

With India’s growing stature on the world stage, it is India’s responsibility to highlight the issue of Tibet and becomes the voice of the people, Sonam said.

“India should lead the other Asian nations in resolving the Sino-Tibet conflict with a firm political stand that benefits the long-term national interest of India and the rest of the South Asian nations.”

The Sino-Tibet conflict is a matter of India’s permanent peace and to entire region’s stability as well. Sonam reminded us that “Tibet is dying a silent and slow death under China's repressive rule“.

It is hence everyone’s responsibility and the Indian government’s in particular to speak on the current critical situation inside Tibet.

World looks at Tibet as if they are looking at a dragon fruit

On a poignant note, Sonam described what it means to be a Tibetan. “The saddest thing about being a Tibetan refugee is that there is nothing around you that you own, and even the heart deep inside your chest chooses to run away to the homeland every now and then.”

He presented a thought-provoking analogy of how the world looks at Tibet. “The world is looking at Tibet as if they are looking at a dragon fruit. They know the historical status of Tibet and its current critical situation, but they lack the courage to speak up for same. It is as if they avoid eating the flavourful fruit because of the thorns”.

The Tibetan issue is not just about China persecuting Tibetans, it is also about the existence of a buffer state that ensures peace in Asia, pointed out Sonam. Its culture, beliefs and human values are a gift to the entire world, which needs to be preserved.

According to a report by Hindustan Times on Friday (January 20), this development comes in the wake of the Chinese government unveiling plans to build a super dam close to the Line of Actual Control (LAC) in Tibet on the lower reaches of the Yarlung Zangbo river. This river flows into the Indian state of Arunachal Pradesh as the Siang and then to the state of Assam as the Brahmaputra.

Taking to Twitter on Thursday (January 19), Damien Symon, a geo-intelligence expert, said that since early 2021, China has been constructing a dam on the Mabja Zangbo river just a few kilometres north of the trijunction border with India and Nepal. Sharing images of the dam construction done by Beijing, Symon said, "While the structure isn't complete, the project will raise concerns regarding China's future control on water in the region."

The Hindustan Times report, citing people familiar with the developments, said the dam, which is located at the strategic tri-junction of China’s borders with India and Nepal and opposite the Kalapani region of Uttarakhand, could be used to divert or restrict water of the Mabja Zangbo river. They added that the dam could also be used to store water, whose release could create floods downstream.

Satellite images show China constructing new dam close to borders with India, Nepal: Report

The US budget 2023 or spending bill passed by the US Congress last week made a provision of $11 million for the Tibetan government in exile and Tibetan communities in India and Nepal. The budget made available "not less than $8,000,000" for programmes to promote and preserve Tibetan culture, language for Tibetan communities in India and Nepal and "not less than $3,000,000" for programmes to strengthen the capacity of the Central Tibetan Administration (CTA).

The support for the CTA or Tibetan govt in exile will be administered by the United States Agency for international development (USAID). It has also been suggested in the bill that was passed that USAID should consider supporting a project to provide housing for Tibetan refugee families in India. India has been hosting large Tibetan communities, many of whom left Tibet after it came under Chinese rule in the 1950s. Spiritual Guru, the Dalai Lama, has been staying in India in exile since 1959, when he left the region also known as the rooftop of the world.

The development is part of Washington's continuing policy to support the Tibetan issues. The US has been keen on a final negotiated agreement on Tibet between the Dalai Lama and the government in Beijing and to open a consulate in Lhasa, something unlikely to happen given Beijing's current policy.

Last year, US Secretary of State Blinken during his Delhi visit met Dalai Lama's representative Ngodup Dongchung while this year U.S. Special Coordinator on Tibet Uzra Zeya called on the Dalai Lama in Dharamshala, the hill station that hosts the Tibetan govt in exile.
